We figure you must be a bit tired of reading about rogue cop s and animal abuse, so we’re going to change the subject for a moment.

Let’s Talk About Nancy Warner and Irresponsibility and Corruption.

When we talk about the failure of local government, we cannot avoid thinking of the Village of Ravena, New York, a nest of political incest if there ever was one.

The recent raccoon incident calls to mind Nancy Warner, a trustee, that is, a member of the Ravena Village council, and her history of idiotic pet programs and wasteful agendas. Warner is a relic from the past, from the “Mummy Mayor” era, and has a reputation for being a veritable Witch-on-a-Stick (we all know where the stick is, too). She likes her little coven of idiots; We all know the saying “In the village of the blind the one-eyed man is mayor.” Well in a village of halfwits, the idiot is wannabe mayor.


The Raccoon PETITION got 1.6 million likes on Facebook! As of this writing (March 26, 2018), the “Justice for raccoon killed by officers from Coeymans Police Department in New York Statepetition on Care2 now has 88,060 signatures of which 10,589 are from New York. The goal was 85,000 but the response was so great we’re looking for 90,000 signatures! Express your outrage and add your signature here. Please help get us to the goal of 90,000 protest voices!!!

But let’s get back to the point. The recent raccoon scandal that was perpetrated by two Coeymans police personnel at Ravena’s trashy Faith Plaza, brought to light a number of problems. Of course, the first problem is making sense of how two alleged qualified law enforcement personnel could harass, terrorize and kill (by running it over after some 15 minutes of torturing it) a wild raccoon, and do this in a crowded parking lot to the absolute disgust and horror of dozens of people. The Coeymans police response: ‘They had to use their vehicles to ensure the public’s safety.’ This situation becomes even more bizarre when you think that the scandalous scene was perped not by one idiot in one vehicle, who we then could say was just stupid and have done with it, it was two idiots in two separate vehicles. We’d love to hear the radio exchange between the two morons as they got their perverse rocks off killing the raccoon. That chapter has not yet ended and we’re following it closely.

This all happened because a caller from the Ravena CVS at Faith Plaza noted the raccoon “trying to get into the building.” The conclusion was not that the animal was hungry, curious, but that it had to be “rabid.” A call goes into the Albany County 911 Center, which routes it then to the Coeymans Police and, well, the whole world knows the rest of the story. Crandall has been cutting the police budget since day 1 of his taking office

When cornered, Coeymans Town Supervisor, Phil Crandal states that “the call should never have been given to the Coeymans police,” but Mr Crandall doesn’t say to whom the call should have gone. The Coeymans Police Law Enforcement Manual states clearly that animal control calls should go to the Animal Control Officer. The problem is that the Town of Coeymans doesn’t have an Animal Control Officer, and the Manual hasn’t been updated since 1998 (neither have the other chapters in the “Town of Coeymans Police and Village of Ravena Police” Administrative Manual, such as Traffic Operations or Recruitment/Promotion, etc.).Problem is, Crandall has been cutting the police budget since day 1 of his taking office.

But Ravena does not have a police department, it was abolished in 2006! Here’s the official act abolishing it on January 17, 2006:

The Police Department of the Village of Ravena is hereby abolished.

The reason: to reduce costs involved with the operation of the Ravena Police Department. The result: The Coeymans Police Department took over law enforcement jurisdiction in the territory of the Village of Ravena.

Neither the Village of Ravena nor the Town of Coeymans has an Animal Control Officer

In the meantime, neither the Village of Ravena nor the Town of Coeymans have animal control officers, full-time or part-time. Again, the positions were eliminated for fiscal reasons. Eliminated to save money, that is. But while the Ravena Village Council and the Town of Coeymans are cutting public safety positions to save bucks, the Village of Ravena has no scruples wasting taxpayer dollars to pad the pockets of village “friends.” We’re referring to Nancy Warner’s pet project, the Ravena Fitness Center, for which the village of Ravena shelled out more than $40,000 to village “friend” and insider, Robert “Bob” Fisk — Fisk at the time wasn’t even living in Ravena, he was in Florida! —, for used fitness equipment from his defunct fitness center, previously mismanaged and failed under Guess who? Jerry “Dirty-Hands” Deluca’s partner, Cathy Deluca. Warner promptly handed over the Ravena Fitness Center to none other than fitness-club-failure-expert, Cathy Deluca. In the two years that Deluca ran the Ravena Fitness Center, the Center lost at least $115,000 a year!!! All Ravena taxpayer dollars. Ultimately, the Center failed after a short period of Deluca’s mismanagement. Deluca got paid and Carver Laraway did the village a favor by buying the equipment for pennies on the taxpayer dollar.

Nancy Warner’s Response to Ravena and Coeymans Residents.

We mention the history of the Ravena Fitness Center for two reasons: Nancy Warner’s stupidity and fiscal irresponsibility, and Nancy Warner’s corrupt practices in doing favors for the Ravena Incest Club, friends of the administration. Nancy Warner was also behind the harassment of local youth by the Coeymans Police for hanging around the village gazebo (which has since been removed), and for her involvement with then Coeymans police chief Gregory Darlington and Coeymans cop Jerry “Dirty-Hands” Deluca for a number of violations of civil and constitutional protected rights.

And a bit THANK YOU! to Mr LP of Ravena for reminding us that it was at Nancy Warner’s urging that the RCS Community Library was thrown out of the space to make it available for Cathy Deluca’s most recent failure, the Ravena Fitness Center. Not only did Warner urge the Village Board to evict the Community Library, while insiders Persicos were “renovating” the Library’s new digs, Warner actually punished the Community Library for not moving out by raising the Library’s monthly rent!!! Warner raises the Library’s rent and the money comes out of community and children’s programs but that doesn’t matter to someone like Nancy Warner and her pack of flying monkeys! She was sending Darlington, Deluca, and Johnson  of the Coeymans Police Department out to harass the kids on the street, and you think she’d want them to be in a library? That’s not the way she works. Nancy Warner works by screwing the community and taking care of her friends in the Ravena-Coeymans Incest Club! Typical of any fascist regime — and fascist is the most accurate description of Warner’s little nest in Village Hall with it’s figure-head mayor, Mouse Misuraca — Nancy Warner has no use for intelligence or education; after all, a stupid population is easier to control than an intelligent one. How quickly we forget, people!

Nancy Warner’s husband Harold “Hal” Warner, a sitting Village justice, is the man behind the backstabbing of then part-time village justice and full-time Coeymans town justice, Phil Crandall, resulting in Crandall’s forced resignation in disgrace from the elected judgeships. Nancy Warner, at the time, “supervised” her own husband’s court operations.

No story about Nancy Warner would be complete without mentioning her pet rodent, Mayor Bill “Mouse” Misuraca.

The Nancy and Hal Warner are democrats as is Phil Crandall, but given their history, do you wonder that there’s no dialogue and only animosity between The Village of Ravena and the Town of Coeymans? We tend to think that the two communities,separated only by an immaginary line — they were once a single municipality, Ravena-Coeymans, until divided into the Village of Ravena and the Hamlet of Coeymans — but even so, the Town of Coeymans offices are actually still located in the Village of Ravena, on Russell Avenue! Go figure!!!

Since March 20, 2018, the entire Ravena village board has been packed with Democrats, all under the heavy hand of Nancy Warner; the only Republican on the Ravena village board is Mayor Bill “Mouse” Misuraca, elected by his loyal barroom customers and perhaps a couple of dyed-in-the-wool die-hard Republicans still allowed to live in the Village of Ravena. That probably makes no difference anyway, since Misuraca is totally ineffectual — unless it’s tapping a beer keg or pouring a shot– and Warner ran things anyway, witch that she is.

So, people, what does this mean for the perennial problems plaguing the neighbors Ravena and Coeymans, such as water, sewerage, law enforcement, animal control? Well, the picture ain’t pretty, as you can well imagine. But ask Town Supervisor Phil Crandall and he’ll tell you, “Put that in an email or a letter and get it to me.” That’s where it will die.

With Democraps commandeering both Ravena and Coeymans boards but with the seething and roiling hatred between top elected officials, Warner and Crandall, the residents and taxpayers will continue to be victimized by the self-serving, corrupt and incompetent Village and Town Halls.

The recent raccoon scandal brought the historical scandal to light but this time it came to light on a never-before-experienced scale; this time it’s international.

So Ravena abolishes its police department to save money. Both Ravena and Coeymans abolish animal control to save money. Both law enforcement and animal control are public safety services.But that doesn’t stop Ravena (Warner) or Coeymans (Crandall) from spending on their pet projects!

Ravena, under Warner’s dictatorship, finds the money to fund a Ravena Fitness Center, and to take a load of used fitness equipment off a friend’s — that is, Bob Fisk’s — hands to the tune of more than $40,000. She then hands over a large portion of Ravena Village Hall to her friend Cathy Deluca, and approves a handsome salary for Deluca to manage the facility. Deluca manages the facility over a period of two years right into oblivion, as she had done with two previous fitness clubs she had “managed.” A fine example of local government’s idea of fiscal responsibility, right?

After Nancy Warner’s husband, Hal Warner, forced his fellow justice, Phil Crandall, into disgraced resignation, Crandall, banned forever from running again for judicial office because of his corruption — in which Coeymans board member Tom Dolan and Albnay County legislator, Richard Touchette were recipients — and ethical violations while a judge, now runs for public office, for the office of Coeymans Town Supervisor.

You’ll need a little background to understand Crandall’s hatred for the Coeymans Police Department and why Crandall did everything possible to drive any competent leadership from the Coeymans Police Department. Crandall’s vendetta has its roots deep in the Warner-Deluca conspiracies. You see, Nancy Warner was/is breast-to-breast, vag-to-vag with Cathy Deluca and Jerry “Dirty-Hands” Deluca, who, in turn were in a love-fest with Gregory “Dumplin” Darlington. When Hal Warner disposed of Crandall, this Warner-Deluca-Darlington love triangle was going full-throttle, until their activities were getting too hot to handle and Darlington and Deluca had to go — either just go, or go to jail. Now that the Delucas and the Darlingtons were sufficiently disgraced and out of the public picture, the scene was set for the Warner-Crandall wars.(It’s also interesting that Carmen Warner was fired from the Albany DA’s office and Leah Darlington left the DA’s office shortly thereafter to take a position as a secretary with Tom Dolan’s Choices program. Was it getting too risky for Albany County DA David Soares to have these liabilities in his office?) Just one more objective was left for Crandall — and he’s very near successful — that is, getting rid of the Coeymans Police Department.

Phil Crandal is a retired prison guard and brings all the charm and refinement of a prison guard personality to Coeymans Town Hall.

But Crandall is no prize when it comes to human relations and fiscal responsibility. First of all, he’s a retired prison guard and brings all the charm and refinement of a prison guard personality to Coeymans Town Hall. Secondly, he’s surrounded himself either with a harem of paid women or a coterie of recycled political losers like Jim Youmans (used car salesman, lost a previous election then ran again under Crandall) and Tom Dolan (director of the Ravena CHOICES program, another political loser). Dolan and Rick Touchette (director of the notorious Roman Catholic Diocese of Albany Cemeteries, and recently “elected” to the Albany County Legislature) were both involved in the corruption and unethical activities that led to Crandall’s disgrace, Touchette and Dolan having received favors from Crandall while he was a judge. Touchette was part of the gang, too.

As we noted above, Crandall also likes to cut budgets to pad his office staff. He likes to hire consultants, clerks and secretaries for the Supervisor’s office, but likes to cut police and other budgets to save money (for his projects and friends). When cornered for answers, Crandall’s stock response is “send me an email” or “put that in a letter.”

So we now have a scandal built up around the unfortunate fate of a wild raccoon who happened to be in the same space as two rogue Coeymans police idiots. The actors in this comedy of errors happen to be two Coeymans police personnel, admittedly morons, and a raccoon, at the time “presumed” to be a little too curious, a little too friendly, and thus “rabid.” Crandall has his moment pointing the finger at the bad cops and promising an investigation and accountability. Bravo, you stinker! Acting Coeymans Chief of Police, Daniel Contento, asking himself how’d I get into this position and what’s going to happen with my pension? Mayor “Mouse” Misuraca stands back and claims to be an animal lover and not to have any power or authority over the Coeymans Police, uses that simplistic mantra to get his useless ass re-elected. Nancy and Hal Warner are delighting that arch-enemy Phil Crandall has a scandal on his hands — again — and the public’s eye is on him, not on them.

Our burning question is this: Where is the Office of the New York State Comptroller, the Office of the Albany County District Attorney, the Office of the New York State Attorney General, and the FBI while all of this public corruption and abuse of public office is going on in broad daylight and has been going on for decades?

We think it’s high time for a lot of audits, investigations, indictments, prosecutions, and convictions. What do you think?

We’ll be asking similar questions about the New Baltimore town government, the New Baltimore Highway Department, and their ineffective and corrupt operations in an upcoming article. The situation, therefore, doesn’t appear to be isolated only to Ravena and Coeymans; it appears to be contagious, a sort of rabies that infects neighboring local governments like Ravena/Coeymans and New Baltimore. Maybe we can find two morons to run them over, too?

The Real Hero in this Story!

The Real Truth is that as disgusting, scandalous and disgraceful the raccoon incident is, it has drawn public attention to a more disgraceful and insidious problem in Ravena and Coeymans: the Incompetence of Our Elected Officials and the Apathy of the Local Community.
And we can thank a poor, unfortunate wild animal for drawing the world’s attention to that well-known but concealed fact about our communities!

Truth be told, the  Village of Ravena and the Town of Coeymans would have an Animal Control Officer if the Ravena Village board and the Coeymans Town Board had not eliminated the position from the Police Department’s budget.

Truth be told, the Town of Coeymans Police Department would have the necessary equipment for animal control incidents if the Coeymans Town Board had not cut funding for the operations of the Coeymans Police Department.

This is a catch pole being used to capture a raccoon.

Truth be told, the Town of Coeymans Police Department would have competent law enforcement personnel if the Coeymans Town Board had not cut funding for the Coeymans Police Department. The people of Coeymans wanted their police department but Coeymans elected officials refused to fund it properly.

Truth be told, the Coeymans Chief of Police, whether permanent or acting, has no authority to tell the Coeymans Town Board to provide what the Department needs. So in all fairness, acting Chief Contento must make do with what scraps Crandall and the Town Board throw him. Contento is an experienced law enforcement professional who does his job and doesn’t get into the political intrigues and infighting. He got stuck with the acting chief position because of his seniority, not because he necessarily wanted it.

Truth be told, if the Coeymans Police Department is a bunch of clowns in Kevlar vest packing guns, it’s because the Coeymans Town Board has decided it wants a bunch of clowns as law enforcement. Let’s face the facts: You can’t attract good people when you can’t offer them attractive incentives. You pay peanuts you get monkeys.

And YES, a couple of immature, unthinking, criminal dung beetles in police uniforms and operating police vehicles harassed, abused, and killed a defenseless wild animal in full view of a horrified public in a busy commercial plaza only to bring down international disgust and scandal on two otherwise backwater hill towns in New York State, Coeymans and Ravena, because their elected officials are incompetent, ignorant and out of control!

The bottom line: Bill “Moose” Misuraca, a bartender, is Mayor of the Village of Ravena, and Phil Crandall, a retired prison guard and disgraced village/town justice, is Coeymans Town Supervisor, because the voters — not necessarily the People — of the Village of Ravena and the Town of Coeymans put them there, together with the other clowns on the Village Board and on the Town Board. The ignorant and misguided voters in Ravena and Coeymans are actually to blame for the dunces they have in their Village and Town Halls. Thank you very much! American democratic process at work…just as it was under Stalin, Hitler, and other dictatorships.

We have to laugh every time a Village or Town board meeting opens with the American secular prayer, the Pledge of Allegiance, where, unlike any other civilized country in the world, a bunch of people gather to mouth words like “liberty and justice for all,” knowing full well it’s all a bare-faced lie. And we know it! Ask any honest resident like Daniel Boomer.

Truth be told, many of the statements made by Mr. Phillip Crandall, Town of Coeymans Supervisor, in his public statement made at the Coeymans Town Board public meeting, were a dog and pony act. In fact, his statement made at the public meeting and his statement published on the Town of Coeymans website are not the same!

One statement made by Crandall, in particular, is grossly incorrect: Crandall says:

“There is conflicting and contradictory information about how to respond to wildlife suspected of rabies.”

That is totally not true, and intentionally misleading! There is abundant information available on such sites as the New York State Department of Health, The New York State Department of Environmental Conservation (DEC), the Centers for Disease Control, and many others. (Click on those links to see the sites.) The information provides coordinated and clear scientific, medical, animal control information accepted as state-of-the-art, and is available to the public — even to Mr. Crandall and the Coeymans Town Board.

Before we launch into the main body of this article, we all should be aware of several important points:

Whatever the Coeymans Police did was the responsibility of the officers involved, and this particular incident should not taint the whole Department. Credit where credit is due and blame where blame is due.

“When Sue McDonough watched the viral video of Coeymans police killing a rabid raccoon last Monday by chasing it down and running over it over with their vehicles, she said she knew the officers were in over their heads — and that there was a better solution.” [Source: Time Union, “Raccoon video prompts call for statewide animal control reform,” March 19, 2018) (Ed. Blame: The police personnel involved in the incident, no matter what the “test results” show, had no way of knowing that the raccoon was or was not infected with rabies. Raccoons are incredibly intelligent and very curious. Raccons also get hungry. The raccoon’s behavior, though unusual, was not evidence that the animal was rabid. The police used inappropriate judgment for their inappropriate conduct.

Blame: The police personnel involved in the incident acted like rabid teenagers rather than responsible public servants. They did not use good judgment nor did they employ the least offensive methods to get the job done. Their conduct was disappointing and indicative of characters and mental processes that should not be in law enforcement. Their actions show that they do not have the intelligence or the good judgment to make snap decisions required of competent law enforcement personnel. They must go and be banned from law enforcement. The officers involved must be held accountable under the law just like the rest of us.

Blame: The argument that discharging a fire arm at Faith Plaza is would be unsafe, to be very honest, bullshit. Law enforcement personnel authorized to carry weapons are expertly trained — or they should be — in the use of those weapons and where to point them with expectable results. Law enforcement personnel are expertly trained — or they should be — in management of a crime or incident scene and crowd control. First of all, the police have the authority and power to cordon off the entire area, even to evacuate the area, if necessary. They could have ordered all civilians into the buildings until the animal was under control and contained. Once these and other simple management operations were effected, the animal could have been mercifully, humanely and ethically euthanized by gunshot or other method with dignity and in privacy. Instead, the police personnel involved acted like so many lunatics. They must be held accountable for their poor judgment and their irresponsible behavior; they must go and be banned from law enforcement. The officers involved must be held accountable under the law just like the rest of us.

Blame: Several residents made the very true comment at the Coeymans town board meeting that if anyone other than police had done what the Coeymans police had done, they would have been arrested, arraigned and jailed. Their faces and identification would be plastered all over the media and on public access police blotters. Residents raised the very valid question of Why? the names of the police personnel involved in the incident have not been published and have been kept under wraps? Why are police personnel being given consideration that none of the rest of the community would get? Why are the police getting special treatment in a situation where any of us would be immediately shamed and punished? The names and status of the police personnel involved in the incident at Faith Plaza must be published and made accessible to the public. They are public figures and public servants; the public has a right to know who they are. This, my friends, is a matter of public safety!

Blame: The Albany County District Attorney, P. David Soares, has been in hiding with regard to this incident. Why hasn’t the Albany County District Attorney come forward with a statement, a report on this incident. Not many citizens are aware of the fact that the DA is the chief law enforcement officer in the county; the police are his responsibility. In fact, Soares, as DA, picks and chooses cases to prosecute, and as a political dog, he’s going to pick and choose the cases that will make him look good with the public and with the police unions. Like so many incidents involving police and law enforcement, this one is in Soares’, court and he’d better play it right. We demand that Albany County District Attorney P. David Soares come forward with a statement on the incident. NOW!

Blame: As we have published in our other articles, the fish rots from the head down. If Coeymans and Ravena don’t have an Animal Control Officer, it’s because the Village and Town boards eliminated the position and the funding for an Animal Control Officer. If the Coeymans Police Department does not have equipment for humane, merciful, and ethical conduct of animal control incidents, it’s because the Ravena Village and the Coeymans Town boards have not allocated funding for such equipment. If the Coeymans Police Department is populated by retarded clowns rather than well-trained, intelligent law enforcement personnel, it’s because the Ravena Village and the Coeymans Town boards have not provided funding for professionals or have hired clowns at professional rates.

Blame: If Ravena Mayor Bill “Moose” Misuraca and Coeymans Town Supervisor Phil Crandall don’t talk and don’t communicate, and if their board members have bad relations, then it’s time for new leadership, not voting in known incompetents and expecting competent government. If residents don’t attend Village and Town public meetings, then local residents are accomplices to whatever happens in the Village and Town. If you don’t participate in your local government you share the blame and are to blame for the embarrassment and scandal, the lousy reputation your community has.

Blame: If the Law Enforcement Manual used by the Coeymans Police Department is 20 years old and hasn’t been revised, updated, rewritten, replaced in 20 years, and no one notices that fact, the only conclusion to be drawn is that no one cares to follow the provisions of the manual. Our only conclusion is that the Coeymans chiefs of police and their second-in-command, as well as the rest of the freak show are not using the procedures; if they were being used, someone would certainly notice that they are out of date and do not reflect the current situation at all. This is clear negligence and incompetence. We put the blame on Coeymans law enforcement personnel, especially the Coeymans chiefs of police, and mainly on the Town Supervisor and the Town Board for not funding the Department to meet its needs.

Shame on You! Residents of the Village of Ravena and the Town of Coeymans!

Blame: Residents of the Village of Ravena and the Town of Coeymans who sit home on their fat asses on election day and don’t vote!!! The voters, most of them customers of Mayor Misuraca’s gin mill and bar, and most of them rabid democrats who vote the party not the issues, are to blame. Low voter turnout is the rule not the exception in the Village of Ravena and the Town of Coeymans!

The bottom line: Most, if not all, of the blame for this and other scandalous incidents and the poor quality of life in the Village of Ravena and the Town of Coeymans must be on residents!!! Admit it, you, the community earned the lousy reputation and the shame you experience on a more than regular basis. Yet you, the communities of Ravena and Coeymans, continue to shoot yourselves in the foot by electing clowns to be your village mayor, your town supervisor, your village and town board members.

Coeymans Police Turning Into Coeymans Gestapo Again?

Is Anyone Supervising the Rookies Turned Loose on Our Streets?

The Coeymans Police are Getting Heavy Handed Again. Get rid of Amanda L. Mueller, she’s bad news! Silly cow wants to be a bully cop!

If you are a local resident and driving through Coeymans, and happen to have a headlight out, wouldn’t you be grateful for a warning from a helpful police officer rather than a ticket right away? Well, forget the helpful patrolman and welcome the Fascist Gestapo back to Coeymans. And just when we thought things might be getting better, the Coeymans Police Department stocks up on ignorant brutes to harass local residents.

Coeymans has a really lousy record when it comes to female law enforcement trainees. Remember Danielle Crosier, she was a real loser, unless she was running police vehicles off the road or onto guardrails. She kept her job for as long as she could by doing deputy chief Kerry Thompson (while he was also doubling as an Albany County Sheriff Department lieutenant). So how’s trainee Amanda L. Mueller, Badge No. 149 keeping her job? She doing one of the Coeymans board members? No, that can’t be. None of the board members has any balls; no balls, no drive.

Problem is, the Coeymans police, or at least trainee Amanda L. Mueller doesn’t know the difference between a vehicle’s high beams and fog lights. But if Mueller was partnered with another officer, a male officer, who was the senior officer. Certainly not Mueller. And if Mueller was not the senior officer on that patrol, why didn’t the senior officer set her straight? Go figure. Cops, as we all know, stick together.

But we’re a bit confused by Amanda’s ignorance. You see, Amanda Mueller’s father owns Mueller’s Automotive, the automotive repair business on 88 Main Street in Ravena. That’s the same place that services the Coeymans Police Department vehicles. Now isn’t that an interesting coïncidence? As we always say, “Follow the money!” Now, given that fact, wouldn’t you think that sweet little Amanda would know the difference between fog lights and high-beam headlights?  What’s more, might little Amanda’s quick-to-hand-out-tickets behavior be a hint that maybe she’s plugging good ol’ dad’s automotive repair business, one of the only ones in Ravena-Coeymans, and that getting the work done at Mueller Automotive might be the first step to a dismissal of the ticket? Sure, everyone in Ravena-Coeymans knows that Amanda Mueller is a local and who her daddy is!

We see a serious conflict of interest case growing out of this otherwise unfair, but minor incident involving a Coeymans Police Department employee, a local automotive business, a police trainee who is a close relative of that business owner, and the fact that the town of Coeymans, the Coeymans Police Department does business with that trainee’s father’s business. The plot thickens with a little investigation, doesn’t it?

We see a serious conflict of interest in Amanda Mueller’s actions. Corruption, perhaps?


Hint to the Coeymans Police: You need aIl the support you can get from literate, competent residents. (Obviously you’re not getting it from your Twitter tweets!) You mess with the better element in this community and you’ll have more to deal with than just a disgraced town justice and a corrupt town board. If you want community support and good will, and you really need it in these times, you start by being helpful, not abusive. Your trainee Amanda L. Mueller and her partner were abusive to the local resident who happens to be a very upstanding and influential person, who could put most police officers to shame in terms of integrity and ethics.

They say that they’re there to “Serve and Protect.” Has anyone told them that?

They’ll ignore evidence and obstruct justice (Right “Detective” Jason Albert”?)

If they do, it’ll go cold and they can close it. CLOSED. UNRESOLVED.

Someone needs to counsel trainee Amanda /.L. Mueller that as a patrolman, she’s part of the executive branch of government, not the judiciary. She is not out there to make decisions, to judge a resident, and then to punish the resident. That’s the job of the judiciary in observance of the provisions of the Constitution and scrupulous interpretation of law. We doubt Ms. Amanda L. Mueller has the training, education, or brains to do that.

Mueller: “I would have let you off with a warning but because you gave me an attitude about the high beams, I’m going to give you a ticket.”

When they stopped the resident Mueller insisted that the resident “Turn off your high beams.” When the resident responded that the high beams were not on, and he was driving with his fog lights on, Mueller becomes annoyed. Her response to the resident: “I would have let you off with a warning but because you gave me an attitude about the high beams, I’m going to give you a ticket.” Attitude?  ATTITUDE?  The resident was merely stating that his high beams were not on, that his fog lights were on. So she’s wrong and retaliates. Just what we want to see in our law enforcement. Bullying. So, Amanda Mueller doesn ‘t like being wrong and if she is, she’s going to get even. Nice police work. Nice community work.


Editor’s Note: For those of our readers who, like Coeymans Cop-trainee Amanda L. Mueller, don’t know the difference between high-beams and fog lights, we’d like to help you out: When driving in fog or even in wet conditions, or when visibility is poor, the light from regular headlights reflects off water droplets back into your eyes, impairing rather than improving visibility. Fog lights are positioned low on the vehicle and have a wide beam angled toward the ground, which reduces glare and helps you see the road better. (Source: CarId at https://www.carid.com/fog-lights.html, last accessed on 20 December 2017) So, dear readers — and trainee Mueller — there’s a big difference between high-beams and fog lights. 


If Mueller said what she is reported to have said, there will be repercussions

We are going to make our inquiries because we think that all stops must be recorded, audio and/or video. If there’s a recording, one of our editors will be looking for it and will review it. We will obtain a copy of the ticket issued to the resident as soon as possible, and will follow the case. If there is a recording of the interaction during this stop, and if Mueller said what she is reported to have said, there will be repercussions.

Now isn’t that sweet? Mueller doesn’t know high beams from fog lights and when she’s corrected, it becomes “attitude” and then she retaliates. Retaliation is not in the script, Mueller! In fact, you need to be disciplined for your unethical and unlawful conduct. We assume that all of the transaction was recorded? If so, we’ll get a copy. After all, if a warning would have been enough, just because the resident corrects her, she becomes BULLY COP!

Bully Cops Back in Coeymans!

Notice to the Coeymans Police and to Patrolperson Amanda L. Mueller: Get a grip! Loosen up! We don’t like bully cops and we don’t like retaliation. We expect respect and courtesy. If you think your uniform gives you license to abuse and to bully, your ass is going to be grass and you’ll be looking for a job. Probably a job more in line with your lack of skills and stupidity: a greasy spoon waitress.

It’s behavior like Coeymans patrol Amanda L. Mueller, Badge No. 149, that gets our attention. And the Coeymans Police Department does not want our attention. Ask former chief Darlington and some of his lackies.

Maybe we have to get back on the bandwagon. Maybe we should start pushing again to eliminate the Coeymans Police Department. it seems that all they can do is let criminal investigations go cold. But they are getting real good at bullying AGAIN.

We’ll be following developments in this case and from now on we’ll be looking a bit closer at what’s going on in Coeymans law enforcement or more accurately, Bully Patrol.

We’ve been very fair to the Coeymans PD since Chief Peter J. McKenna took over. We’ve been very fair to Chief McKenna and very supportive. We have always rated Chief McKenna’s programs and efforts very highly. But now we have to step up to the plate and start policing the police again. True, it takes only one rotten apple to spoil the whole bushel, but who’s going to do the damage control? We know the Crandall mob wants total control. What say you, Chief McKenna?

Criminals Thumbing Their Noses to Law Enforcement? Why?

Over the past two years or so we’ve been very fair to local law enforcement, very gentle, and quiet but always watching. We’ve kept our ear to the ground and now it’s time to take off the gloves and ask some burning, critical questions. Why is it that two prime suspects, Zachary C. Stahlman (Glenmont) and Donald J. Howell, both with criminal records, Stahlman once being charged with misdemeanor possession of a firearm, have not gotten some real attention by local law enforcement?  Charles H. Stahlman (Zachary Stahlman’s father) 52, was charged with felony possession of a forged instrument after using forged $20 and $10 bills at an estate sale on Sunday, State Police in New Scotland. You’re in Good Hands with Allstate. Really?

Do you think he was going to stock the flea market with merchandise purchased by his father, Charles H. using counterfeit $20 and $10 bills? According to Stahlman’s LinkedIn site, he  is employed by Allstate Insurance Company  (click the link) as a “sales producer”; Now you really know you’re in “good hands with Allstate”. Doesn’t Allstate vet their employees? Don’t they do background checks? ]

It’s not ISIS or alQaeda nor the Russians nor Alexandr Putin we have to worry about, people, it’s the thug next door or the low-life you’re renting to, and law enforcement’s conspicuous inability to enforce the law and to protect our citizens — or worse still, their refusal to do so. Excuses don’t keep our residents, businesses, property safe from criminals.

Something’s — still —  rotten in Coeymans, Albany County, and Greene County. According to information we have received on crimes being committed in the Town of Coeymans and the Town of New Baltimore are being put on the back burner. It seems local criminals are thumbing their noses to local law enforcement and getting away with everything from theft to major vandalism to driveby shootings. So our question is this:

Where is law enforcement and What is local law enforcement doing about all of this criminal activity.

Actually, it’s nothing new and has been going on for some time now.

There are several possibilities: Either law enforcement is asleep on the job and is making no effort to protect local residents and businesses from criminals, or law enforcement is unable to do their jobs. The Coeymans Police Department is small and under–equipped, thanks to Coeymans Town Supervisor Phil Crandall (D) and his harem,  but even so, can ask for assistance from the New York State Police but Coeymans has to request assistance, since the crime scene is in Coeymans’ jurisdiction. What Greene County Sheriff Gregory Seeley (R) and Greene County District Attorney Joseph Stanzione (R) are doing is short of nothing. Seeley has a big mouth when it comes campaign time just before he’s up for election and then he’s real tough on crime. What happens after the elections is anybody’s guess but it does seem he goes a bit flaccid, a bit limp, some erectile dysfunction there, a bit soft on crime. As for Greene County DA Joe Stanzione, he’s been notified about a number of law enforcement failings and seems to have gone deaf or something. Maybe he’s brain dead but he seems to be out to lunch with Seeley when it comes to law enforcement. So what gives, Greene County media? Have you all gone Republican-soft — We thought that was a Dem thing, a Liberal thing…Right Mr Soares? — on crime? What are we financing Greene County law enforcement, the Greene County Sheriff’s Department, to do? Give free rein to the crooks and criminals in Greene County? We want some answers and quick!

It’s totally ridiculous when you think that the suspects can steal NYS dealer plates from a car in the New Baltimore Town Hall parking lot right under the noses of the Greene County Sheriff’s deputies who would be in the courtroom and also have a satellite station in the New Baltimore Town Hall. You can’t make this stuff up! It’s disgusting, really.

As for Albany County, that cesspool has been a den of corruption and crooks since time immemorial. We all know about Albany County DA P. David Soares and his collection of morons — not servants of the people but servants of the system — in the Albany County DA’s office. Take for instance Soares’ reputation as being the worst DA in the country. The most notable thing Soares has done since he’s been in office is to play the Soul Train race ticket to get re–elected, and then Soares the Oreo turns around and screws the black community. And then there’s his little bunch of trollops like Chantelle Cleary and Carmen Warner, daughter of Nancy Warner, Ravena village trustee, and Harold “Hal” Warner, Ravena village justice, who were involved in some indecency on Facebook, had to resign from their positions in Soares’ office. Well, that’s OK since Michael Biscone collected Soares’ garbage and hired Warner. If you don’t recall the incident, see our article The Warners: A Family Tradition of Misconduct

It gets worse when we have to look back to the days of Gerald “Dirty-Hands” Deluca and Gregory “Dumplin'” Darlington when they were running the Coeymans Police Department and Ravena-Coeymans. There’s the story of Scott Lendin, who vandalized several vehicles on the 9W Auto LLC lot, and stole electronic equipment out of one of the vehicles. He had the equipment in his possession when apprehended. Lendin even allegedly announced that he “had friends in the Bethlehem Police Department,” and he obviously had friends in the Coeymans Police Department and the local courts, too. Because when he appeared before then justice Phillip Crandall, who has since been disgraced and removed from the court and banned from ever running for judicial office again — but who then ran for public office as Coeymans Town Supervisor and was elected by Coeymans voters. Well, the Coeymans Police Department either because of their “special relationships” with the local criminal element or as retaliation, dragged their feet in the Lendin investigation until Lendin was released with less than a slap on the hand. No doubt Deluca and Dardiani had colluded to screw up the investigation, and Albany DA Soares was up to his neck in corruption with Deluca and Dardiani. After all, Darlington’s wife was working in Soare’s office as a secretary at the time. Can you imagine the information that got leaked to and from the Coeymans PD from the DA’s office and back? We reported on this and much more back in . If you don’t remember, you can read our article, Exposé: The Lost Felonies, to refresh your memory.

When Deluca and Darlington were “forced” to resign from the Coeymans Police Department, and P.J. McKenna, a veteran police investigator and law enforcement professional, was hired to be Coeymans Police Chief and to reform the Coeymans Police Department, we were skeptical and still demanding that the Coeymans Police Department be eliminated outright. But we gave McKenna a decent chance and left him alone to allow him to do his thing. Was that a miscalculation on our part?

We are now asking ourselves the big question: Has anything changed? Or are the criminals still in control of the Town of Coeymans?

Well, anyone who’s been tracking the Crandall goons in Coeymans Town Hall, knows damned well that the criminals are in control of Town Hall. Anyone who thinks otherwise is probably on Crandall’s staff payroll. No money for the Coeymans Town Clerk or for the Coeymans Police Department but plenty of money for Crandall’s harem, even if they haven’t got a clue how to run a computer. Right, Nita Chmielewski?

But back to local law enforcement… There’s something really fishy going on in our community, and it looks like the criminals are thumbing their noses to law enforcement, telling them to kiss their criminal asses. Since we published our article on the “Lost Felonies” back in March 2013, during the Deluca – Darlington clown show, we had hoped that things might have changed and that with a professional law enforcement veteran in the chief’s office, things would be getting done and done fairly and legally. We’re having our doubts, though.


sorry-no-change_smDeluca and Darlington had no qualms about doing whatever it took to keep their handlers happy and themselves in their jobs. Retaliation was the rule rather than the exception. Police abuse of power and harassment were routine. Obstruction of justice was the S.O.P. All you have to do is go back and search our articles for the horrible state of affairs in Ravena – Coeymans just two years ago. All you have to do is F.O.I.L. the list of complaints filed against the Coeymans Police Department and its officers. It’s in the public record. Our concern is that with Deluca and Darlington the law was ignored and abused — and all that with the complicity and cooperation of the local town and village courts and justices, not to mention the Albany County District Attorney, P. David Soares — , and residents were not protected from the criminals; we have new faces in the Coeymans Police Department, and while the outright public abuse has disappeared from view, little appears to have changed in terms of public safety!

But there’s still something sinister going on. Crimes are being committed and the investigations are going stale, if the crimes are investigated at all. And Coeymans Town Hall and law enforcement does nothing but point fingers. McKenna cries that Crandall is depriving the Coeymans PD of resources to which the Coeymans PD is entitled; Crandall responds that Coeymans has no money (but he keeps hiring his minions and populating his office with numerous clerks and girly friends). McKenna blubbers that he doesn’t have the staff or the equipment to properly do his job but he doesn’t ask for help from the NYS Police or the Albany County Sheriff. So the criminals party and local businesses and residents are placed at risk. Is this the “serve and protect” and the government services we expect? Drop the egos you dumbasses; residents and businesses are under attack!

But local law enforcement in Coeymans and Greene County have gone erectile dysfunction, soft on crime!

Make your own decisions. Here’s the timeline on several incidents that have occurred to one single business owner living in New Baltimore and owning property and doing business in the Town of Coeymans:

  • On March 2013:  Scott Lendin vandalizes several vehicles at 9W Auto LLC, steals electronic equipment from one of the vehicles, is apprehended, “has friends in the Bethlehem PD”, appears before Phil Crandall, and goes Scott [no pun intended]  free. Admittedly, that was during the Deluca – Darlington police – state regime (see below for more on this). But let’s go on….
  • On August 2015:  All copper plumbing stolen out of 2530-34  property on Rt  9W, Town of Coeymans – over $7,000 to replace and repair the damage.  Still an open case with Coeymans Police Department. Just a few feet down the road, the insurance broker’s office was burglarized. Is that still open, too?  No update from Coeymans Police Department on this case, except that it’s still “open.”
  • On July 16, 2016:  Dealer plate stolen off auto in 9W Auto owner’s driveway. Greene County Sheriffs called for investigation. No update from Greene County Sheriff’s Department.
  • On September 12, 2016:  Ford Sedan set on fire on 9W Auto lot in the Town of Coeymans.  Reported to Coeymans Police Department for investigation. No update from Coeymans Police Department. Case still “open.”
  • On September 27, 2016: NYS dealer plates stolen while victims car, again the owner of 9W Auto LLC,  is parked at the New Baltimore Town Hall while owners are in court with suspect Stahlman. During the proceedings, Stahlman’s father is thrown out of court for being disorderly, and spends a couple of hours outside; during that time he and has motive and opportunity to remove the dealer plates during the time he is outside the courtroom.  The theft is notified to the Greene County Sheriff’s Department. No update on the investigation. Case still “open.” [Editor’s Note: The Town of New Baltimore has a Greene County Sheriff’s Deparment satellite station in the town hall. It was constructed with prisoner slave labor using prisoners from the Coxsackie Corrections facility.]
  • On October 3, 2016: The owners of 9W Auto LLC receive a text from telephone number 207-5523  “To get these back you will need to send $2000 dollars to as bitcoin wallet address. The text gives the victims one week to pay the ransom or threatens that the dealer plates will be sold, stating that “buyers are already lined up if you refuse.” Greene County Sheriffs Department, Gregory Seeley (R), notified and provided with information. No update from Greene County Sheriff’s Department. What in hell is going on here? Any questions, readers? The Greene County Sheriff’s department has a text from a working telephone number, and a message demanding $2,000 for stolen dealer plates, and what doe they do with this information? Your guess is as good as ours but they’re doing obviously NOTHING!!!!
  • On October 28, 2016: the owner of All Safe Storage, also the owner of 9W Auto LLC, was sitting in his office when a vehicle drove by and discharged a shotgun blast, perhaps two blasts, into the front door of the office, destroying the door and peppering the front of the building with pellets. The owner was in the office but fortunately was not injured. Yes, we reported on this drive – by shooting in our article Drive-by Shooting Arrives in RCS  Coeymans Police Department, NYS Police, etc. present at the scene. Investigation etc. The case is still “open.” No suspects have been arrested. Do you really feel safe in Coeymans?
  • Just a couple of days ago, on Sunday, January 29, 2017, the 9w Auto LLC owner arrives at his lot and  finds tires slashed and flattened on six cars and one truck –  The business owner called 911 for Sheriff assistance. Albany County Sheriffs deputies “busy at airport” and so the Albany County Sheriff’s Department contacted Coeymans Police Department.  A single rookie patrolman appears to investigate this major crime. Chief P.J. McKenna was notified of the criminal activity.  [Editor’s Note: After we left the scene, just a short time after the Coeymans patrolman left, we drove by Mayone’s Plaza and observed two Coeymans PD cars and two Coeymans patrolmen “processing” a motorist. We have to admit, they have their priorities, don’t they?] By the way, we have learned that on January 30, 2017, almost 24 hours after having discovered the vandalism, a Coeymans Police Department detective appears on the scene to investigate.  Several thousands of dollars in damage not to mention the fact that new tires have to be purchased and time and effort expended to replace the destroyed tires. Any guesses, readers, where this one is going?

In fact, we visited the crime scene on Sunday, shortly after the Coeymans patrolman left the scene, and we were shown plenty of evidence, even footprints showing how the perps entered the property and exited it, from the neighboring restaurant parking lot! There was even  — several patches of blood in the snow. Hopefully the rookie patrolman collecting the blood didn’t screw up the evidence!. Obviously the perps cut themselves when vandalizing the cars. Wouldn’t you think that the cops would be checking out the footprints and suspects to see if they had any recent cuts? Maybe. Time will tell but judging by the past performance of our law enforcement pros; we wouldn’t put any money on this bet.

Furthermore, it’s not as if these incidents are occurring hundreds of miles apart! They’re occurring at locations just a couple of minutes away from each other; it appears obvious that the victims are being singled out by a person or persons with an ax to grind. There is obvious motive and plenty of opportunity and several suspects are known. What we don’t understand is that with evidence like that text message and the demand for $2,000 that some law enforcement agency — Coeymans Police, Albany County Sheriff Craig Apple, Greene County Sheriff Gregory Seeley, NYS Police — haven’t apprehended the criminals and why the perps are not in custody!!!! And where is Albany County District Attorny P. David Soares and Greene County District Attorney Joseph Stanzione on these crimes and the failure of their law enforcement people to take some action??? These are questions we can start asking when they’re campaigning for re-election soon.

So, readers, who are the suspects? We don’t think we’re interfering with a police investigation —  if there’s any investigation being done at all — at this late point in time, so we’re happy to share what we have found out:

A couple of very obvious suspects are available, if the Coeymans Police are interested. There’s Zachary C. Stahlman who has a history of run–ins with the victims. Stahlman leased 1635 US RT 9w November 2015 with move in date of January 1, 2016.  Stahlman defaults on the lease in January and returns the keys in February.  Stahlman retaliates by bringing the landlords to small claims in New Baltimore Town Court, before failed and defeated New Baltimore Town Justice Lee Davis (D), and the case is heard by Davis on Sept. 27, 2016 for return of security/last months lease payment.  Davis loses the election and makes an 11th hour retaliation decision against the landlords. Davis’ decision dated December 31, 2016, more than 90 days later, is received by the landlords on January 6, 2017.  This is the Stahlman whose father is ejected from the courtroom for disorderly conduct. Still wondering where the dealer plates went? The case is being appealed by the landlords for obvious reasons. Former New Baltimore Town Justice Lee Davis (D) has quite a bit of baggage — his own brother turned on him — if you missed the drama, see our article, Double-Standard Davis: Asking New Baltimore for another Term as Town Justice?

Here’s the clincher: Our little friend Zachary C. Stahlman has a bit of a criminal history that goes back to 2010. Here’s what we found: On August 20, 2010 state police charged Zachary C. Stahlman, then 19, of Albany with fourth-degree criminal possession of marijuana and fourth-degree criminal possession of a weapon: a firearm, both Class A misdemeanors. Stahlman was issued appearance tickets returnable to Greenville Town Court. Now isn’t that interesting.  (Source: Daily Mail, Greene Police Blotter, Wednesday, August 25, 2010) And again, unlicensed driving: Zachary C. Stahlman, 25, of Albany, was arrested at 11:00 a.m. Oct. 20, 2016, and charged with aggravated unlicensed operation. This Stahman character has a bit of a history, doesn’t he? Wonder if the Coeymans Police or the Greene County Sheriff or anyone else picked up that little tidbits?

And another prime candidate with a big mouth is Donald J. Howell. Howell works for Capital Taxi in Albany. Howell’s wife, Miranda Cote, is allegedly an hourly employee with the New York State Department of Taxation and Finance (information obtained from See Through NY). The suspect signed a one – year lease with the victims for property that was to be used as a flea market at 1635 US Rt 9W. Howell stopped paying rent in December 2016, and had no insurance. In October 2016, Howell rented 1362 US Rt 9W from the victims as a residence.  Howell did not pay January rent and was given 30 day notice in December to vacate premises.   Howell was identified by local Stewart’s store staff as having announced that he was going to damage the victims’ property. When the Coeymans PD officer was investigating the crime was offered the names of the witnesses he responded that ‘he didn’t need them.’ A NYS trooper on the scene took the names. Question: What did he do with the names?

Donald J. Howell was arrested by Cobleskill Troopers on May 15, 2014, in Troy unlawful possession of marijuana, seventh-degree criminal possession of a controlled substance and a controlled substance in non-original container (Source: Daily Star, Police Blotter, June 21, 2014). that wasn’t Howell’s first brush with the law. Donald J. Howell, then 19,  and Duncan Clancy, then 16,  were charged on July 1, 2001, with an attempt at a class D felony; criminal possession of a controlled substance with intent to sell; and criminal use of drug paraphernalia, second degree (Source: The Altamont Enterprise, Blotters and Dockets, July 19, 2001). There may be more on this druggie criminal but we’re not law enforcement and we’re not going to do their jobs for them. Did the Coeymans Police and the Greene County Sheriff miss this information, too?

We’re just wondering if the Stahlmans and Howells have any relationship with the Greene County Sheriff’s Department or DA Joe Stanzione’s office. Is there a connection with the Coeymans Police Department or the Albany Machine? Do ya think there might be a connection?

Property owners and business operators in the Town of Coeymans and elsewhere are the pillars of the communities; they pay the majority of taxes that go into paying pubic employees, like law enforcement, and the salaries of elected and public officials. Property and business owners pay for our schools and libraries, too. The very schools and libraries and public services that the criminals and low-life like them are benefiting from at the expense of the very property owners and business operators they are victimizing, and the police are failing to protect! You certainly don’t think that the likes of the Stahlmans, Howells and similar trash are carrying their weight in the community, do you? and the What do you think you’ll have when the criminals drive out more business from Coeymans if law enforcement continues to drag its feet in ensuring that Coeymans and our communities are safe for us all? 

So, that’s just one victim, who has been victimized multiple times in recent months. Don’t you wonder why our local news media aren’t reporting these stories? Why is this all hush – hush? What is local law enforcement doing with their time anyway? Well, we do know that they’re not at NYS Thruway Plaza 22 enforcing the stop sign laws. And we do know that they’re not controlling the meanderings of the huge vehicles traveling up and down Rt 144 and moving through Ravena. And we do know that they’re not apprehending suspects or solving any local crimes. That we do know. And what we want now is answers. Lots of answers. And they’d better be forthcoming or we’re going to come down real hard on law enforcement with some real investigative reporting, and some probing questions. And we don’t think it’s going to be pretty.

One final question: When if becomes obvious that the criminals have the upper hand and that law enforcement is incompetent, how do citizens protect themselves and their property? When they drive by shooting, do we shoot back? When they trespass and vandalize our property, do we protect ourselves and our property? Or do we call 911 and get excuses and no answers? If the police can’t enforce the law and keep us safe, what about some good old frontier justice? What do you think?

It seems that local residents have short memories so we’d like to refresh your memories. Remember just a couple of years ago, the Deluca-Darlington police state persecuted the sitting president of the RCS Board of Education, who was wrongfully and falsely accused of harassing Josephine (Tracy) O’Connor, by allegedly calling her “fat.” The BoE president was arrested and arraigned, although eye witnesses reported that the accusation was totally false. See our article Congratulations!  Do you also remember that Josephine O’Connor’s father, alleged alcoholic and druggie, Joseph “Joe” Tracy accosted a local business woman at her place of business, hurling abuse and profanities, in the presence of eye witnesses, and when the woman attempted to file a complaint with the Coeymans Police Department, then part-time homey, Kerry Thompson, an employee of the Albany County Sheriff’s Department, cuddle toy of Albany County Sheriff Craig Apple, refused to take the complaint! Of course, at the time Thompson was alledgedly “doing” bimbo rookie Dawn Crosier, who was later fired. Have you forgotten the harassment of local kids, the illegal searches and seizures. The false complaint made by Cathy Deluca about harassment in her illegal Ravena Health and Fitness Center and the refusal of the Coeymans Police Department to follow-up even though a tape recording was produced in evidence showing she lied to the police. Coeymans PD Jason Albert was in charge of that investigation ignored the evidence against Deluca — most likely out of fear of “Dirty-Hands” Jerry Deluca’s and Dumplin” Darlington’s bullying — and did nothing (Albert has since been promoted to ‘detective’. Does a cop apprehend another cop’s hippo wife? Well, usually only if he wants to break off a piece of that ass candy. Promotion must be the reward in the Coeymans PD for obstructing justice.)Have we forgotten the regular harassment by certain Coeymans PD employees, the disappearing complaints, the disappearing felonies? The collusion of the Coeymans and Ravena Courts with their friends and insiders in Village Hall and Town Hall? And let’s  not forget the land-grab conspiracies of Laverne “Larry” Conrad — abusing his position as Town of Coeymans Code Enforcement Officer —and Michael Biscone — in his various conflict-of-interest roles as town/village attorney and real estate attorney — and their friends at the NYS Department of Environmental Conservation. Conrad, Biscone and others had the Coeymans Police Department snugly and cozily in their hip pockets under the honchoship of Jerry “Dirty-Hands” Deluca and his darling dumplin’  Gregory Darlington. In the meantime, Coeymans, your former dumbass fraud police chief, Gregory A. “Dumplin” Darlington is collecting more than $41,000 a year in pension benefits at your expense. And Jerry “Dirty Hands” Deluca is collecting more than $22, 000 a year in pension benefits for his abuse of Coeymans residents. Deluca and Darlington may have been forced to retire but they’re laughing all the way to the bank! The list could go on but all you have to do is search for a couple of names — you should know them — on this blog.  Are you ready to take action against the criminal takeover of your property and businesses? Our law enforcement leaders have to be made accountable to US! They have to answer at our town and village meetings! We’ve heard that an investigator employed by the Coeymans Police Department runs a side business installing surveillance cameras. It also appears that that investigator recommends his products and services to crime victims. If this is being done during or in the course of a crime scene investigation, it appears to us to be highly unethical, even a conflict of interest. We’re looking into this too. That sounds like something Josephine Bruno (a Biscone, at Prudential Real Estate) or Michael Biscone (also a Biscone) would do with Larry Conrad in their land-grabbing conspiracies. Josephine was in the Ravena Village Clerk’s office and connected with the Ravena Village hall and got insider information on properties in the area. It’s also no secret how Michael Biscone, a crooked attorney in Ravena, connived and conspired with Larry Conrad, Coeymans Code Enforcement Officer, and others, including contacts in the New York State Department of Environmental Conservation, to start problems for local landowners and then to pick up the property real cheap. Let’s hope the story of the Coeymans PD investigator is just a rumor. But our experience and local culture would indicate that it’s very true.

Bye-bye Bimbo! Cathy Deluca Fails Again! No more funding for the RHFC!

Those of you who still read the Ravena News Herald will have learned that the Village of Ravena Board has not included funding for the Ravena Health and Fitness Center for the 2015-16 budget year. We’d like to congratulate the Village of Ravena Board for that decision but we’d rather ask Why did it take them so long? The scandalous conspiracy hatched by village board member Nancy Warner and now three-time-fitness-failure Cathy Deluca should have been defunded as soon as the Misuraca administration moved in. Why wasn’t it? Months ago Misuraca admitted that the makeshift fitness center was hemorrhaging taxpayer dollars to the tune of more than $6,000 a month! Why the delay? The board could have resolved to close it almost immediately!

For nearly two years now we’ve been demanding that the money-pit Ravena Health and Fitness Center be closed. We’ve published our reasons for that demand, including the fact that it was an insider job from the start, the fact that the decisions were made behind closed doors without public input, the fact that $40,000 of taxpayer money was paid to a “friend of village hall” for used fitness junk. Worse still, the scandalous and fraudulent paperwork that went in to get Cathy Deluca her non-competitive civil service title as fitness center manager led to the resignation of the then director of Albany County Civil Service, but it didn’t stop Cathy Deluca from faking her way into pocketing more than $30,000 a year plus full benefits for the past two years.

So now what? Well, we’d like to see Cathy Deluca and Nancy Warner prosecuted for the huge fraud they perpetrated on the taxpayers in the village of Ravena. We’d like to see the culprits pay back every cent they practically stole from village of Ravena residents.

But now that we’re at least $240, 000 in the hole thanks to Nancy Warner and Cathy Deluca, what’s the village gonna do with the equipment Warner and Deluca purchased from Bob Fisk? Certainly won’t bring $40,000 or even half that amount in a garage sale. Maybe Cathy Deluca will put in a bid for her next health and fitness center she’ll run into the ground. That’ll be the fourth one. Before she ran the Ravena Health and Fitness Center into oblivion at taxpayer expense, she had managed two previous ones into failure. But she was the pick to manage the Ravena Health and Fitness Center! How in hell did that happen? Ask Nancy Warner.

So now what’s Cathy Deluca, 3x-failure going to do. Let’s hope that Mr Misuraca and his village board don’t make the mistake of giving her a job with the village or something as stupid as that.

In our last article we discussed among other things, fire hydrants in Ravena-Coeymans, and Mr Henry Traver. You need to read that article.

But you’ll have to show that the double and triple dipping has stopped, Misuraca.

We are informed, however, that the Village of Ravena provisional budget, while eliminating funding for the Ravena Health and Fitness Center, apparently gives Mr Traver a pay raise from his current $52,000+ salary to what appears to be $63,000+!!! Is that how Mr Misuraca intends to streamline his village spending? No, dear readers, that’s how he’s steamrolling Ravena taxpayers with a Halfway House bar-room smoke and mirrors act!  If that’s true, we really need to get on Misuraca’s back and start beating up the Ravena Village Board to justify such an outrageous increase for such a dolt.

Finally, we had to chuckle when we read that one of Misurac’s plans was to ‘consolidate some services within and across departments.’ We hate to burst Mayor Mouse’s bubble or steal his thunder but that’s what the corrupt Ravena administrations of the past had been doing all along. Everybody worked everywhere and got paid by everybody. No big news in Ravena! But you’ll have to show that the double and triple dipping has stopped, Misuraca, and you’ll have to hold your employees’ feet to the fire to explain why some of them, while employed by the village of Ravena, hold several other jobs, as well (right Sandy Debacco?). Can you explain that rationale, Mr Mayor?

What good are “flat rates” when you have no way of knowing what you’re paying for????

We didn’t chuckle when we read about Misuraca’s attempt to “keep water and sewer rates flat” so that “residents should not expect a rate increase under the current proposal.” That’s nice, Mr Mayor but we do want to ask that when you keep the rates “flat”, in your terms, when will the Village of Ravena be able to start billing equitably and fairly, when will the Village of Ravena have uniform and transparent billing policies, procedures, and documentation for water and sewerage. “Flat rates” sounds real pretty but what good are “flat rates” when residents still have no way of knowing what they’re paying for???? Kinda stupid, if you ask us! So, Mr Mayor and Ravena village boardmembers, perhaps you should start looking at how you’ve been billing and perhaps you should stop bullshitting Ravena residents and provide clear, transparent documentation on what they’re being billed for. Think were kidding? This is no joke, Misuraca, and we’ll be publishing some documents soon to show just how idiotic and unlawful village of Ravena billing practices are and have been for decades. Get real, Misuraca, and get to work, real work!

For years now, we’ve been demanding that the Town of Coeymans eliminate the Coeymans Police Department. Why? Because it was a nest of perverts, corrupt dirty so-called law enforcement officers, and had the reputation for fairness and community spirit that made Attila the Hun look like a pussy cat. Totally corrupt, totally bully, totally bad! But then Gerald “Dirty-Hands Jerry” Deluca jumped ship as did his darling Gregory “Dumplin'” Darlington and their very own blond bimbo, Danielle “Humpy” Crosier and a couple of others either were terminated or chose to resign. All of a sudden citizen complaints stopped. We didn’t hear much more about police bullying, retaliation, intimidation, harassment.

Let’s support Chief McKenna and let’s hope that he and his staff can become more visible now that temperatures rather than tempers are getting warmer.

Then the town board appointed Peter J. McKenna to be interim police chief. Things really started to look rosy. They have a decent guy in the driver’s seat now who knows how to navigate the rough waters of professional law enforcement under the supervision of amateur politicians (the Coeymans town board). McKenna seems to be doing a great job. But we do feel he and his staff need to get more into the community and make themselves visible as real public servants. They need to get out there and topple the image of the Coeymans Police Department as a nest of thugs, and realize the picture of the CPD as friends of the community, as partners in improving the community’s life. Let’s support Chief McKenna and let’s hope that he and his staff can become more visible now that temperatures rather than tempers are getting warmer. Can you accept the challenge, Chief McKenna!

We’ve always advocated that the Coeymans Police Department be downsized to a contingent of liaison and education staff. As liaison, an experienced chief like McKenna could foster and promote positive collaborative relations with the Albany County Sheriff’s Department and the New York State Police; as an education force in the community, McKenna and a small handful of ethical, community-spirited law enforcement officers could do wonders in this community. We have also urged very strongly that the flotsam and jetsam in the department be terminated; this means that the unnecessary dispatchers need to be pink-slipped.

Well, after all of our ranting and writing, the town of Coeymans appears to be waking up and taking some positive action in this regard. It looks like the dispatch operations will be taken over by the Albany County Sheriff’s Department, where they should have been all along. By our reckoning that means a savings of more than $100,000 of Coeymans taxpayer dollars. Maybe now the Coeymans town board can pay Chief McKenna a decent salary.

New Baltimore

There’s a storm brewing in New Baltimore and it’s centering on none other than it’s elected town Highway Supervisor, Mr Denis Jordan. Readers will recall our recent article on Jordan’s record-keeping or lack thereof — but former town supervisor Susan O’Rorke and her board (which included the widgets Lisa “Giggles” Benway and Chris “Whacko” Norris) felt Jordan needed a laptop to do his job (porn surfing?), and the fact that few if any records are kept regarding the operations of the New Baltimore Highway Department. Jordan allegedly does a lot of favors for locals and that ensures his job. But he allegedly does it at taxpayer expense, too. That’s illegal and the allegations must be investigated. The New Baltimore town board may have been unaware of Jordan’s alleged indirect vote-buying — But how could they be? — but now we are putting the New Baltimore Town Board on public notice of the allegations circulating that Denis Jordan has misused his office and misappropriated public property. Furthermore, Denis Jordan has allegedly attempted to cover up his and his department’s involvement in an incident that has remained covered up until recently, in which a Greene County employee was injured and rendered incapable of working by the action of a Town of New Baltimore Highway Department employee who, reports say, has a reputation for careless operation of town vehicles. This accident occurred during Susan O’Rorke’s watch but she managed to conceal it from the public. Now the town of New Baltimore is having trouble finding an insurance company willing to cover the town. Thanks Ms O’Rorke! Thanks Mr Jordan!

We’ve also reported on Jordan’s questionable employee relations and how he demoted his deputy once Jordan found out he was thinking of running against Jordan. We think that elected officials who feel so secure in their jobs that they can openly retaliate against the democratic process should get the brown boot treatment; voters or a prosecutor should kick their asses right out of office.

The two democrap administrations, under Louis and O’Rorke, that preceded the present Dellisanti Republican board were absolutely corrupt and inept.

But when a former supervisor, the likes of David Louis, partner of the notorious New Baltimore chairman of the now scandalized democrap party, Diane Louis, has the gall to stand up in Jordan’s defense, we really want to start up-chucking. The fact is that the two democrap administrations that preceded the present Republican team were absolutely corrupt and inept. While David Louis‘ name was on the supervisor’s office door, it was obvious that Diane Louis, then David Louis’ “confidential secretary” — now wasn’t that cozy, his wife as his confidential secretary, protecting him from any possible harmful testimony —, was pulling an awful lot of strings. Back then we figured she was pushing for David to go into state level politics; making her a local democrap power dealer. Let’s hope that’s been trashed!

While we have some very serious reservations about the current New Baltimore Town Board, we think that David Lewis has no place calling the kettle black. The only worst hypocrisy would be for Susan O’Rorke to start criticizing the current board.

To be very honest, we’d encourage readers to decide for themselves what’s going on on the streets and roads of New Baltimore. From where we’re sitting it’s just pitiful. Snow removal isn’t the major criterion that we use. We’re looking at the condition of the infrastructure, the quality of the roadwork done and how long it lasts, whether the work done accomplishes the fundamental purpose for which it was done. How much waste in terms of materials and human resource hours?

We’ve already published numerous calls for action citing the waste that we’ve observed just in terms of filling potholes improperly. Tens of thousands of New Baltimore tax dollars have been misspent on storm drains that simply don’t work. On several Hamlet streets there are no storm drains and at least two properties in the National Historic District have been rendered unusable because of the lack of drains or even culverts; during a rain, storm or during a thaw you can actually watch the water running into the foundations of the properties, where it then freezes, heaves, and destroys the foundations. That’s what we look at, Mr Dellisanti, and that’s where Mr Jordan has failed us.  But you offer peanuts you get monkeys. And if those monkeys make too many friends with their antics, you get Denis Jordans re-elected and we’re stuck literally in the mud.

Mr David Louis, you had your chance to make a positive mark on this community and, well, you failed. Your successor was no better and if it could be worse, it was under Susan O’Rorke. Dellisanti and Ruso are no prizes but they don’t need your backstabbing but could use some collaboration from past elected officials. As for your relationship with Denis Jordan, Mr Louis, perhaps if you had some vision and some balls when you were supervisor, we wouldn’t be facing these problems now.

We mentioned the concealment of a motor vehicle accident that occurred in 2013 during Susan O’Rorke’s administration, and involving an employee of the New Baltimore Highway Department. The report is that an employee of the New Baltimore Highway Department, who allegedly has a reputation for careless operation of town vehicles, was involved in an accident in which a Greene County employee was injured so severely that he still has not been able to return to work. That GC employee is now suing the town of New Baltimore. It further appears that O’Rorke and Denis Jordan were somewhat successful at covering up the seriousness of this situation until recently. At a recent public meeting of the Town of New Baltimore town board, S. vanEtten was reporting on the problems in getting insurance coverage for the town of New Baltimore, and she mentioned the accident. Of course, Lisa Benway and Chris Norris were boardmembers at the time and were/are privy to the facts but didn’t see fit to do their duty and keep the present board informed; Benway and Norris preferred to be speed bumps. While vanEtten was reporting, Lisa Benway sat there giggling like a retard, as if she knew something but wasn’t saying. When Dellisanti/vanEtten asked her about it, Benway refused to share anything. Norris sat there grinning like a moron. When supervisor Dellisanti asked Benway about the facts, Benway stated that she is in the business and cannot disclose confidential information.

What Ms “Giggles” Benway and “Grimace” Norris seem to have forgotten is that they are elected boardmembers sworn to serve this community; they don’t have the option of telling or not telling when this community is at risk. We have a beef with supervisor Dellisanti, too. What he should have done at that meeting was adjourn the public session, retire to a back office for an “executive session,” ask Benway, Norris and Jordan about the situation, and if Benway, Norris and/or Jordan insisted on confidentiality, fine, it doesn’t go public at this time, but they have to share their information. But if Benway or Norris or Jordan refused to share that information with supervisor Dellisanti, then Dellisanti upon resuming the public session, should have announced publicly either that Benway and/or Norris and/or Jordan shared the facts but because of the litigation the facts must remain confidential OR announced publicly that Benway and/or Norris and/or Jordan refused to share the facts with the chief executive of the town of New Baltimore, and that they chose to deprive the town board of the necessary opportunity to be as informed as possible of an imminent and serious threat to the town of New Baltimore and its residents. Lisa “Giggles” Benway, Christopher “Grimace” Norris, and Denis Jordan have a duty and an obligation to safeguard the interests of this community, placing any other interests on a lower shelf, including whatever business they’re in. Mr Dellisanti, Ms vanEtten: You’ve been had. Benway and Norris embarrassed you in public session. You had the chance, Mr Dellisanti, to show leadership and take control, even to embarrass Benway, Norris, and Jordan, showing the public what dildos they really are — but you fell short and missed a gem of an opportunity. While it seems Benway, Norris and Jordan have their priorities terribly confused, Dellisanti has to learn how to use his authority and his majority (before it’s too late).

In the meantime, while we’re pumping the water that flows past the storm drains out of our basements or watching our buildings collapse, and while we’re watching the streets crumble and the stone get washed into our garages, we need to start looking at efficiency, competency, and professionalism in our town departments. Cuts can be made, waste must be cut, but we also need staff who know how to do the work or its all lost.

Now that New Baltimore town boardmember and sidekick to supervisor Dellisanti, Jeff Ruso, has visited this blog several times to read what we have to say, we’d like to know what Ruso or Dellisanti or the board has to say for themselves. How about it, Jeff? Or do you prefer lurking to responding?

We have received a confirmed report that the Coeymans town board has terminated Coeymans police officer Danielle Crosier.

Crosier has been an item of ongoing scandal and controversy since former Coeymans police chief Gregory “Dumplington” Darlington added the blond bimbo to his trophy shelf about two years ago. Her major claim to fame was her notorious bad driving; she was such a bad driver that the RCS high school put her on as a road safety instructor. Go figure.

Crosier was so bad behind the wheel of a motor vehicle that she recently rammed a parked NYS vehicle in the South Pearl Street NYS motor vehicles parking lot while allegedly transporting a minor to Family Services. Yup! And the RCS central school district, your board of education, turned her loose to be a road safety instructor. Say! Anyone know what happened to that investigation?

Crosier was also installed at the RCS high school as RSO (Resource Safety Officer) where she wasted no time harassing the students, doing illegal searches, and doing one of the wrestling coaches too!

We’ve been pressing to get rid of that blond bimbo for some time now; Crosier was a useless piece of baggage.

The Coeymans town board also accepted the resignation of Coeymans police officer Scott Kline.

On the Street: Ravena to Eliminate the Ravena Fire Department. Fact or Fiction?

There’s another breaking story but is still unconfirmed that the village of Ravena is considering eliminating the Ravena Fire Department and entering into an agreement with the town of Coeymans for firefighting services. This would be a very smart move on Ravena’s part and would save Ravena a couple of hundred grand, more if they sell off the existing equipment. Such a move, if done right, would also help the town of Coeymans utilize its resources to capacity, while setting the stage for more advanced training and possibly some more grant money. Let’s see if this one pans out.

We’ve been writing about it for almost two years. Cathy Deluca’s playpen, the Ravena Health and Fitness Center is hemorraging taxpayer dollars to the tune of $6,000 a month, according to statements made by Ravena village board officials and published in the October 30, 2014, issue of the Ravena News Herald. We been telling you so for the past year! Now it’s official!

According to the report published in the October 30, 2014, issue of the Ravena News Herald, in an article with the misleading title of “Fitness center members rally against rumored shutdown” by Bryan Rowzee, local kiss-ass sockpuppet wannabe reporter (any surprise), at their regular meeting on October 21, the village of Ravena mayor and village board met and discussed the closing of the Ravena Health and Fitness Center. The discussion of the closing was not the focal item but was only one of the items of business to be discussed at that meeting.

And it was no “rally” as Rowzee misleadingly reports. It was more of a gaggle of village idiots with their own small-world interests at heart and no common sense at all. Some people need to get a life and stop embarrassing themselves and this community. It seems the loudest ones at village and town meetings are the local lunatics shouting their stupidity. It’s no wonder the intelligent ones just sit there and shake their heads!

Actually, it really wan’t a “rally” and the place wasn’t packed, Mr Rowzee. It was more like 4-10 supporters, wasn’t it. Plus a paltry petition. Is that reason enough to continue “hemorraging more than $6,000 a month” of taxpayer dollars?

Brainless-animatedOne such village idiot, Alicia Nieves, seems to think that the Ravena Health and Fitness Center benefits the community. Yeah, a community of ONE, named Alicia Nieves? Nieves wants to stay local and doesn’t want to drive “up towards Albany.” So is that a reason why the village has to continue bleeding losses of $6,000 a month? So that Alicia Nieves and her kind don’t have to drive “up towards Albany”? Not a very good argument in our opinion so let’s move on to another genius.

Dorothy Rock, sharing a partial brain with Alicia Nieves, mentions “the camaraderie she has built at the facility,” and “that for your dollar you are getting a lot of good stuff here.” So Ms Rock has made some friends at the Fitness Center. Can’t be many because there are so few members at the Ravena Fitness Center. There’s no interest in the dump. But Dorothy might be right, “you are getting a lot of good stuff here” like cooties? Dermatitis? Again, it’s not much of an argument to support losing $6,000 a month of taxpayer money!

And another freak brought along a petition with 109 names on it, about half of the total members of the fitness flop. So it seems that the Ravena Health and Fitness Center can’t even get all of its members, all 200 of them to sign a petition to keep its doors open. By the way, in order to break even, the Ravena Health and Fitness Center has to have about 500-600 PAYING members. We’d say in the two years it’s been sucking down taxpayer dollars it hasn’t even come close to that figure!

Dear Ethyl Hotaling says it all when she tells the Ravena Village officials that between 2013 to 2014, the membership has grown (?) from 80 members in 2013 to 203 currently. But dear Ethyl then shoots herself in the foot when she says that 63 of those members are retirees using the Silver Sneakers program to cover their membership fees. Silver Sneakers may cover Ethyl’s membership fees but it’s not doing much for the bottom line! The fitness center, under Cathy Deluca’s incompetent management—she has already “managed” two previous fitness centers to failure, even before former mayor John Bruno and Nancy Warner appointed her to manage the Ravena fitness club—is still losing public money to the tune of $6,000 a month, according to Ravena officials. That’s more than many local residents make in a month working full time!

Craig Youmans, who claims to have battled cancer and lung disease for years, uses the Ravena Health and Fitness Center. Youmans says “it’s a place to go.” Well, Mr Youmans, in your fragile physical condition, perhaps you should keep to the Senior Citizens Center or the RCS Community Library. It seems you need to get some professional exercise and fitness assistance geared to your fragile condition. You can’t use the argument that the Ravena Health and Fitness Center can justify its losses just to provide local seniors with a hangout at community expense. That’s why there’s a Senior Center and a community library. Besides, why isn’t Silver Sneakers hosted by the Seniors Center? That would make more sense, wouldn’t it? But then, Ravena-Coeymans specializes in duplicated services at taxpayer expense, and double- even triple-dipping—we won’t mention the Coeymans dispatchers club or the RCS central school district and Matthew “Matt” Miller!

Village trustee Kieth Mahler, a local business person and a member of the Misuraca majority on the village board countered, “I don’t want to see anything close, but if you owned a business that was losing $6000 a month, how long would you keep it open?” Now that’s a good question Mr Mahler. Can you tell us how long you’d keep it open? Can you tell us how long you’ll keep the Ravena Health and Fitness Center open now that it’s out that it’s losing $6000 a month?

Now here’s where it gets confusing. Nancy Warner, arch-hypocrite that she is, was one of the ones who created the fitness center in the first place—she and Cathy Deluca and a couple of others met behind closed doors to agree to pay insider Robert Fisk more than $40,000 for used fitness equipment and it was Nancy Warner who was relentless in running the RCS Community Library out of its former location (The library, at least, paying rent! The fitness center isn’t!)—now that two-faced witch is agreeing with Kieth Mahler: “if you owned a business that was losing $6000 a month, how long would you keep it open?” Or is she? Who knows? Who cares? Nancy Warner is can’t be trusted even to back her so-called friend, Cathy Deluca! When the water starts getting hot the worms start squirming, right Nancy?

It’s odd that Warner should mention a private gym that charged only $35.00 a month and went out of business. Why would residents pay more than $200.00 a month for a gym? And that gym, the Ravena fitness center, is hemorrhaging at the rate of $6000 a month. Sounds like a bunch of double-talk as usual from Nancy Warner. As usual, she’s not making any sense at all. And it sounds like she’s slitting her own pet project’s throat along with her bosom girlfriend’s, Cathy Deluca’s. It was only a matter of time. As the saying goes, “There’s no honor among thieves.” How true!

Annette Demitraszek, Ravena village clerk, seems to be jumping on the kill the fitness center bandwagon, too. She’s a Nancy-Warner-brand-sockpuppet and seems to be supporting the closure when she publicly states “the village population is about 3,200”. Do the math! The fitness center has tried to recruit members from around the region and from neighboring communities. Take a tour of the Glenmont Planet Fitness between 4 p.m. and 7 p.m. and you’ll see where the majority of locals are going to get themselves in shape! It’s not the Ravena fitness center, you’ll see that! Ravena and the surrounding area can’t compete and aren’t competing! The Ravena fitness center was a very, very bad move and it’s now out there, straight from Ravena officials’ mouths.

turkey talkBravo for Ravena Mayor Bill “Moose” Misuraca who put it very clearly: “Is it morally or financially responsible for 100% of the taxpayers to support less than 3% of the population who use this [the Ravena Health and Fitness Center]?  Mayor Misuraca goes on to confirm, “Right now this gym is hemorrhaging over $6,000 a month. We can not make payroll.” And Misuraca goes even further by confirming what we’ve been saying for almost 2 years: “It’s a burden to taxpayers and…villages and towns should not be in the business of being in business.” We agree 200%, Mr Mayor!

Well, there may be justice in the air in Ravena. Maybe the time has come where the crooks are going to have to eat their own feces and get their walking papers. The rats eventually jump ship. Dirty-Hands Jerry Deluca, Cathy Deluca‘s partner, when he read the writing on the wall (the New York State Association of Fire Chiefs picked up that piece of garbage). Deluca’s buddy, former Coeymans police chief, Gregory “Dumplington” Darlington, abandoned his post and deserted his department and the community (destination: Albany DA David Soares’ office?). Coeymans Has a New Police Chief: Peter J. McKenna

After former Coeymans police chief Gregory “Dumplington” Darlington jumped ship and abandoned his staff, the Coeymans police department, and the Ravena-Coeymans community, the Coeymans town board has worked hard to downsize the Coeymanazi police department. The Coeymans town board, at its regular meeting on Monday, October 27, named Coeymans police officer Peter J. McKenna to replace DoDo Dumplington.

We say “conditional” because we still urge the town of Coeymans to eliminate the Coeymans police department in its entirety but we do understand that it can’t be done overnight. The strategy of defunding the Coeymans police department, and gradually forcing the derelict or dirty cops (read our article: More Coeymans Police Misconduct: We Want Answers!; BAM! Blonde Bimbo Coeymanazi Strikes Again: This Time a State Agency Car) or the more ambitious law enforcement officers to resign, or at least get them out of our schools, and to seek more lucrative, rewarding employment with a real department is a good one, and it seems to be working: several more Coeymans police department employees have resigned this week.

Actually, with the appointment of Chief McKenna, the Coeymans town board has made a second positive step: they’ve appointed McKenna at a salary of almost half the money that rat-king Gregory Darlington was sucking up in addition to benefits and all he could hoard of the Coeymans treasury. That’s not to say that McKenna is not worth Gregory Darlington’s salary and more. McKenna is a professional law enforcement officer with prior service with the Albany Police Department and reached the level of professional detective (not the Coeymans p.d. dork detective variety fathered by that retard Dudlington).

Chief McKenna, like most of the Coeymans police department, doesn’t come to us without some historical baggage. Yes, he had problems with the Albany Police Department. Yes he had some conflicts with Albany County’s pilfering, racist, womanizing district attorney, P. David Soares. But he has connections with law enforcement and that’s a good thing. He has conflicts with Soares and that’s a good thing. Unlike dolt Darlington, Chief McKenna may be able to conduct his law enforcement activities on the straight and narrow, not sucking up to a corrupt and incompetent district attorney. Unlike Darlington, Chief McKenna doesn’t have the corrupt concerns about getting a job next to his wife (Dumpling Darlington’s dumpy dumplin’ Leah Darlington works as a secretary/clerk for Soares). Chief McKenna has been patrolling Ravena-Coeymans for a couple of years not and, despite his past, McKenna has earned the reputation of being fair and a generally good cop.

Albany County Enhanced 911 and Elimination of the Coeymans Dispatchers. There may be a hidden benefit to appointing a veteran and well-informed cop with plenty of city experience. Chief McKenna most probably knows a great deal about the Albany County 911 system and can be a valuable source of information and a consultant to the Coeymans town board when considering trimming the Coeymans budget of several hundreds of thousands of dollars by eliminating the redundant dispatchers. What we’d like to see Chief McKenna tackle as part of his community outreach efforts (and he will have community outreach, of that we are certain) is this: Under Darlington’s incompetent bastardizing of the Coeymans police department obstruction of justice was rampant, meprision of felony (18 U.S. Code § 4 – Misprision of felony*) was a day-to-day occurrence. Having worked in the Coeymans police department for several years under Darlington’s oppression, Chief McKenna knows all about the obstruction of justice and meprision of felony (especially the obstruction of justice and accessory after the fact in the Cathy Deluca case and concealment by “Dirty Hands” Jerry Deluca, Gregory Darlington and Jason Albert!) that went on in the Coeymans police department and it’s now time to come clean, squeaky clean, and prove that he, Peter J. McKenna, is worthy of the chief’s badge and worthy of this community’s trust. There are dozens, literally dozens, of pending complaint investigations and pending lawsuits against the Coeymans police department and it’s in Chief McKenna’s interest to start on the right foot. One way to do this is to take the time, and it will be a lot of time at first, to manage the complaints and lawsuits crisis in Coeymans. Chief McKenna has to reach out to the aggrieved, defuse the situation, pledge his good will, ensure that the cases are properly investigated and the results communicated to the aggrieved parties, ensure that justice is done by getting rid of the culprits and, if necessary, ensuring that they are prosecuted. There are many in the community who can prove to be valuable allies to Chief McKenna and even to the Coeymans town board if, and only if, Chief McKenna has integrity, is honest with us, and proves he’s fair and is interested in seeing justice done. Harold “Hal” Warner = Corrupt Judge = Corrupt Justice

Noting the presence of members of the Ravena liars-lair, especially Harold “Hal” Warner, another Albany Cop who got taken off the street for his civil rights abuses, and then was elected to be a village of Ravena justice, a judge of all things! His presence and the fact that he was seen to be consulting with Chief McKenna could give rise to charges of violation of the Judicial Code of Conduct against Warner. What business does a sitting village justice have having secret discussions with the newly appointed town police chief, we have to ask. But Warner, if he’s stupid enough to run for office again, will be embarrassed by a total defeat! We’ll work hard to see that happen. Dispatchers Distribute Misleading Flyer! Lies in Print…AGAIN!


Elections are coming up on November 4th

We have something to share about the local, state and national candidates seeking your votes and it’s important you know what we have to say. Local budgets are in the making and you need to get to village, town and board of education meetings and have your say! Stay tuned in the coming week. You won’t be disappointed!


AFSCME, American Federation of State, County & Municipal Employees, the union representing the Coeymans dispatchers has distributed a sloppy liar-flier that is intended to misinform residents, as most unions are prone to do, and can’t even get its numbers straight. If the dispatchers’ union can’t count or get its numbers straight, how can we depend on the dispatchers to get numbers right? But that’s not the real problem. The real problem is that the flyer shoots the dispatchers in the foot because it gives us the solid evidence we need to prove that the dispatchers are the result of corrupt hiring processes in the town of Coeymans town hall. Most of the dispatchers are relatives of employees of the town of Coeymans, the majority being relatives of employees of the police department. Some of them even hold several jobs right in Coeymans town hall!

As anyone with half-a-brain can clearly see, the heading reads “14 Coeymans residents” but we count only 12 in the mug shots and one of them is blacked out, according to information received from the town of Coeymans, that person was terminated. So that leaves 11 dispatchers. Where are the other three, AFSCME? Please let us know who they are when you find them, won’t you?

Of the remaining 11, three are almost legitimately fair hires: A. Mueller, S. Leonardo and McMullen. So far we haven’t found that they’re related to anyone in town hall but that’s not yet final. Justin Hotaling may be a relative of the local family, one of whom was Coeymans town supervisor before Flach. It’s hard to believe that anyone in the dispatchers’ office isn’t related to someone in the Coeymans police department. Here’s why:

Coeymans dispatcher Brian Dunnegan‘s smiling puss is in the top row. Dunnegan’s nephew (his sister’s son), David Debucco, fourth in from the left, is a dispatcher. Dispatcher David Debucco is the son of Santa “Sandy” Debucco whom you might know as the building inspector for the village of Ravena (p.t. $8,157.00 +) and the town of Coeymans ($11,236 +) but he’s also a full-time employee at the Albany Airport! Sound like a lot of jobs? Does to us but apparently not to the village of Ravena or to the town of Coeymans who have him inspecting buildings. Pretty cozy so far, right?

Tucked in between Brian Dunnegan and his nephew, David Debacco, we have none other than D. Darlington, former Coeymans police chief Gregory Darlington’s own daughter! Talk about nepotism, getting your family members a job!

In the first row, second to the last, we have Dawn LaMountain ($46,994+ a year, and her husband works for the town of Coeymans making $46,221+)*, confidential secretary to former Coeymans police chief Gregory Darlington. Dawn LaMountain also moonlights as a Coeymans dispatcher. Our question is this: How does Dawn LaMountain juggle her time to be a “confidential secretary” and a Coeymans dispatcher? Sound fishy? It gets fishier, read on…

Let’s stay with the LaMountains for another minute. Bottom row, third in from the left you see Nicholas “Nick” LaMountain. You’ve already heard about LaMountains chubby kid who put’s the “Mountain” in LaMountain. He’s the one who got a job in the Coeymans police department but can’t pass the physical, despite several tries, because of his weight. No problem! When your mother is “confidential secretary” to the Coeymans police chief, you’re job on the Coeymanazi police force is never at risk. He’s still parading around in his cop costume but has he passed the physical fitness test yet? Your guess is as good as ours. But he’s also a Coeymans dispatcher, like his mom!

The last photo in the top row is Dillon Tyre. His mother works in the town of Coeymans clerk’s office and his father is a cop. Let’s get the whole family a job in Coeymans town hall, why doncha? Maybe good old dad can come in and play Coeymans cop too!

Not much to say about Kyle Kearney except that he’s a teacher at the RCS high school making a hefty chunk of cash with benefits. But Kearney is also a Coeymans dispatcher. Question is, shouldn’t he be preparing his lessons rather than moonlighting. Doesn’t the RCS CSD pay him enough??? By the way, both Kyle Kearney and Brian Dunnegan are on the “rescue squad”. There’s a bizarre sort of incest breeding here so we’ll leave it at that. But you can see how the tentacles just weave in and weave out in Coeymans.

The whole liar-flier is a pile of crapola! As you can see, “14 Coeymans residents” will not be “losing their jobs” at all! If there are even 14 dispatchers, the liar-flier doesn’t document that claim. The flyer makes it sound like these jokers will be out on the street and starving if the dispatcher positions are eliminated, which is not the case at all. Most of these people are hogging two or three other jobs besides the dispatcher position! The ones who might not have two or three other so-called jobs (we’re thinking now of maybe A. Mueller only) certainly will not be out on the street. Think of the unemployed in this community who might be scrounging for an income and these greedy bastards crying misery when they’re sucking up income all over the place! Greedy bastards, that’s the only description that fits them!

They’re all INSIDERS. The jobs weren’t offered to Coeymans residents but were snatched up by insiders, or the INSIDERS made sure their own kids got the jobs. Right? Look at former Coeymans police chief Gregory Darlington: Darlington didn’t even look outside his own family to find a hireling; he plopped his own daughter in the position! And no one in Coeymans town hall made a peep! You weren’t nor was your kid good enough to get the job, not even to apply, but now you’re good enough to save their asses. No way, José!


We currently have a Republican majority on both the village of Ravena board, under mayor William “Moose” Misuraca, and the town of Coeymans, under town supervisor Stephen Flach, but neither Ravena nor Coeymans seems to get anything productive done. All they seem to do is invite scandal and muck-ups one after the other. Why is that Mr Misuraca, Mr Flach? You have the majorities and the votes on your boards, why don’t you do something other than lower the quality of life in our communities, spending more and more money on duplicated services.

The Dispatcher liar-flier spreads more misinformation: “This will not save the town money—it will just shift the expense from one place to another.” That’s a brown faced lie! But it’s nothing new for Coeymans. That’s how they keep it all in the family.

Eliminate the Coeymans Dispatchers Incest Club and the Coeymans police department at the same time! They’re both duplicating services that we’re already paying for, and they’re doing a lousy job of it! Here’s why:

As you may already know, the New York State Police and the Albany County Sheriff’s deputies patrol the town of Coeymans. The town of Coeymans is also covered by a sophisticated emergency response system operated by the County of Albany and paid for, like the New York State Police and the Albany County Sheriff’s Department, with your tax dollars. The NYSP and the Albany County Sheriff’s Department are highly trained professionals and have the latest in equipment and resources. The Albany County 911 system is also highly effective and has the latest equipment and highly trained employees. Compare that with the Coeymans police department and its dispatchers, both of which are duplications of service we already receive. (click here to learn about Enhanced 911.)

But here’s the real problem: the Coeymans police are second or third-rate. The dispatchers are second tier and are working with ancient equipment that we really can’t afford to replace. But what we can do is eliminate both the Coeymans police department and the dispatchers and, if they’re needed, really needed, let the state and county agencies hire them on and train and equip them. Pay only once as we see it.

Say you place a 911 call for emergency assistance. That call will go to a 911 center, usually Albany County, it then is broadcast to first responders. (Click here to learn how it works: How Location Tracking Works) Only Albany County has the paramedics fly car for immediate paramedical assistance. EMTs may be available locally, but let’s get back to the chain of notification for a moment. Albany immediately  notifies the available emergency response teams, including Coeymans. Or you can call 756-2059 (Coeymans dispatch) and hope for the best, which may not turn out to be the best or the smartest thing you could do in an emergency. But if you call 756-2059 you’re not really gaining anything because they’d be automatically notified by Albany or one of the other 911 centers together with a number of other available response teams. Call 756-2059 and you are notifying only Coeymans who will have to request assistance from other response teams anyway, if they can’t handle the case themselves.

Problem is that when you notify just the Coeymans dispatchers that’s likely what you’ll get. But here’s the problem: Coeymans will have to then broadcast the call to locals who may or may not be available immediately, depending on where they are and the time of day. Now what? Then they have to get to their equipment and then to the scene. Now do you have an idea of response times? Call 911 and everybody available knows and can be on the way. Call 756-2059 and you get Coeymans dispatch etc. etc. You’re dead already!

Here’s another tidbit for you: Did you know that the town of Coeymans pays the village of Ravena or a Ravena “organization” — as you probably expect, this is as clear as mud and no one in office seems to know all of the facts at the time of this writing — more than $144, 960 for ambulance services? That’s because there’s an agreement between Ravena and Coeymans to do this. And did you know that even though we pay Ravena more than $144,000, you will still get soft-billed for the call and transport? Yeah! Like paying twice? But there’s another question: Where is the money going that you get billed and pay for the service? That’s apparently in addition to the $144,960 Ravena’s already getting. We’d be very grateful for any clarification anyone can provide on this particular issue. That’s a good question to ask Ms Virginia Pearson of the Ravena Rescue Squad.

So there you have the truth. Don’t believe the lies being stuffed down your throats that you’ll all be dead by morning if the dispatchers are eliminated. Don’t believe the fairy-tale that you’ll be overtaken by druggies and burglars if the Coeymans police are eliminated. You are safe and you are protected by real professionals who can respond in a fraction of the time and with better overall training and resources and you won’t be paying twice to provide everybody in Coeymans town hall who has a kid with a cushy job. Coeymans town hall should not continue to be a money pit family business. It’s time to tell the Coeymans town board to clean up its pig sty.

Call Coeymans town supervisor Stephen Flach and tell him you did the math and the Coeymans Dispatchers and the Coeymans Police Department have to go! Cut off their funding and redirect the money to more essential services!

Eliminate the Coeymans Dispatcher Pool and the Coeymans Police Department!

And for those of you who might think this is a purely local issue, we’d like you to visit another very widely read blog, New York Citizen One, and a very revealing article on of all places, the town of Coeymans, entitled Citizens Of Coeymans Must Unite (Click on that link to read the article.) That blog seems to have gotten it right and recommends a general clean-up in Coeymans. Read it and weep…or do something about it and clean things up! (The article also contains some good bits on Albany County DA David Soares, former Coeymans police chief Gregory Darlington’s wife, Leah Darlington, and more!)

UPDATE: The Ravena Health and Fitness Center, Cathy Deluca’s playpen, is a couple of steps closer to being eliminated. The village of Ravena council has already started deliberations on eliminating that money pit. So Nancy Warner and Cathy Deluca were burning up the email circuits and telephone lines trying to get their friends to show up to demand that the Ravena Health and Fitness Center stay open. But they could only muster up some 20 supporters. Do the math: even if those 20 people paid full dues and spent at least a couple of bucks on drinks during the year, that would likely fall short of a total of $300, tops. So twenty people wanting the place to stay open would mean a total of maximum $6000 income in an entire  year. But let’s be fair and say another 20 friends of Warner and Deluca wanted to be there at the meeting but couldn’t get there (they were probably already at Planet Fitness). That would make a grand total of double those who did make it or 40 people. Again let’s do the math: $300 a year, maximum, times 40 members gives us $12,000 total income for the RHFC. That’s not even half Cathy Deluca’s salary as manager (She’s making more than $35,000 plus benefits!). And she’s had almost 2 full years to make the place work and has failed (like she did twice before). And it doesn’t even come close to the more than $105,000 budgeted to keep that money pit’s doors open. The good news is that the village of Ravena is finally getting smart and may actually do the right thing! The question is: Will they have the balls to actually do more than talk about it?

Compare spending at least $240.00 a year for a membership at the Ravena Health and Fitness Center when you can get Planet Fitness not 15 minutes away for $10.00 a month with all of the newest equipment, professional training, separate changing rooms, showers, all the comforts. Do the math: that’s about $120 for Planet Fitness or HALF what you’d spend to work out in a pig pen, the Ravena Heaps and Fatness Center! For $20 a month you can use any Planet Fitness in the country—at the time of this writing there are more than 800—. Again, do the math. Don’t you think we can spend the $105,000 dollars on something better than a place for a bottle-blond Bimbo to squat? We do!

Call Ravena Mayor William “Moose” Misuraca and tell him you did the math and the Ravena Health and Fitness Center has to go! Don’t let 20 morons tell you how to spend your tax money!

Coeymans: Illegal “Work Zone” Signs and Unlawful Threat of Fines?

Driving down Rt 144 southbound into Coeymans, or northbound towards the Port of Coeymans, you may have noticed numerous work zone signs along the road and sometimes even flagmen. You may have also noticed that there are signs warning that exceeding the speed limit in work zones will result in doubled fines if convicted. On further investigation it seems that all of this is unlawful and very likely illegal, since neither Carver Companies nor the Port of Coeymans have the authority to post “work zone” or speed limit signs on a public roadway, and certainly do not have the authority to threaten motorists with doubled fines! And the town of Coeymans must enact ordinances, regulations or local laws to temporarily create work zones or speed limit restrictions [they haven’t].

First of all, there is no public service or utility work going on in the area marked off by the signs. At least no construction or maintenance work being done by public authorities. The only construction going on is that of a private bridge over the Coeymans Creek, a bridge which itself is of dubious legality under the currently contested re-zoning in Coeymans. Furthermore, the bridge construction is not a public service nor is it a public works project, it’s private, and it cannot claim the authorities of law that apply to public works.

Since there are no public works projects, construction, maintenance, etc. going on in the area marked off by the signs and the threats, who is authorizing these signs and the “doubled fines” threat sign to be posted. Furthermore, Who is enforcing these restrictions and threats? in view of the fact that the only construction going on is private construction by Carver Laraway and Carver Companies?

And what is the work zone speed limit? Normally temporary reduced speed limits are imposed for workzones. The workzone speed limit is not posted!

Don’t those morons in Coeymans law enforcement, the Coeymans court, the Coeymans town board know about the DoT regulations and state law?

In fact, the entire so-called “work zone” is totally ignorant of state law and New York State Department of Transportation Engineering Instructions EI 08-030, incorporated into the update of chapter 16 of the Highway Design Manual (HDM). But Hey! doesn’t the town of Coeymans have a stellar police department, enlightened town justices, a brilliant highway department, a savvy code enforcement officer? Aren’t the taxpayers of the town of Coeymans paying these morons to know New York State Law and what to post, what not to post?

Furthermore, who’s the moron who thinks that anyone operating his or her vehicle through the work zone in excess of a work zone speed limit that isn’t even published is going to sit quietly when subjected to doubled fines when there is apparently no public works project going on and the only construction is a private construction project, the Carver Companies private bridge! Since when do our courts apply state law to private undertakings to enforce unlawful restrictions? The Carver Companies have no authority to impose speed limits or to enforce state laws, only duly constituted law enforcement has that authority and power.

And speaking of duly constituted law enforcement, where in hell are the Coeymans police hanging out these days? They’re certainly not serving and protecting along Rt 144 or anywhere around there. At best we see NY State Police stopping trucks but that’s just on a sporadic basis.

What we’d like to see is Coeymans police patrols enforcing the laws on the books like:

  • Heavy trucks observing the officially and lawfully posted speed limits;
  • Heavy trucks entering and leaving the Port of Coeymans and Carver Companies properties operating safely and courteously, in observance of traffic safety principles (like not pulling out in front of oncoming vehicles or waiting until faster traveling traffic passes before pulling out and having everyone jam on their brakes while the trucks meander along at 20 mph or slower)
  • How about putting some operating lights on or ticketing the drivers when they operate their trucks with no headlights even in the rain;
  • How about enforcing the law on clean, legible and if necessary lighted license plates (so that when they nearly kill us we can at least write down the license plate number in out last drops of blood);
  • How about unmarked cars observing the trucks failing to keep right? Pick a lane and stay in it maybe? Maybe the right lane?

But since the town of Coeymans is in Carver Laraway’s pocket, it doesn’t seem likely that the Coeymans police are going to start enforcing the law in the case of the heavy trucks and careless truck drivers, not unless we start setting some fires under their asses. Maybe the New York State Police and the Albany County Sheriff Department should be called in to do the job the Coeymans police are either unable or unwilling to do.

Here are some notes for those of you who are interested in the basis for our opinions. They’re from the New York State DOT Engineering Instructions and from the NYS DOT Highway Design Manual. We also quote New York State Vehicle and Traffic Law §§ 1180(f) Work Area Speed Limit.

Based on the sections below, we believe that the work zone signs, the failure to post a work zone speed limit (thus failing to provide due process and proper notice of drivers), and the doubled-fines signs are all unlawful, if not illegal. What do you think?

The New York State Department of Transportation manuals define a work zone in the following terms:

“A Work Zone is the area of a highway with construction, maintenance, or utility work activities. It is typically marked with signs, channelizing devices, barriers, pavement markings, and/or work vehicles and extends from the first warning sign to the END ROAD WORK sign.”

The “highway” is a public roadway used by the public and the “construction, maintenance or utility work activities” are public works, not private. The official documents continue:

“SPEED CONTROL METHODS
Speed limit reductions in work zones are most effective when drivers perceive the need to slow down, (whether through noticeable geometric or work-related constraints on traffic flow) and when there is regular active police enforcement of the work zone speed limit. Arbitrary speed limit reductions erode motorist’s confidence in the need for reducing speed within a work zone. Traffic speed in work zones are generally lower, regardless of posted speed limit, when work zone conditions such as flagging, variable message signs, lane shifts, lane-width reduction, radar, and enforcement exist. Engineering, education/awareness, and enforcement measures are to be used to influence motorists, promote work zone awareness, and achieve safe work zone traffic speeds.” [emphasis provided]

“Engineering Measures
Incorporating engineering measures into work zone designs will encourage drivers to safely negotiate work zones. Warning signs, advisory speeds, positive guidance, width restrictions, channelizing chicanes, and use of intelligent transportation system technologies are examples of engineering measures that can be used to slow traffic traveling through a work zone.”

There are very specific guidelines in the state DoT manuals on how flagmen should perform their functions; of course, you’d never see them doing that in Coeymans!

“Enforcement Measures
Engineering and education/awareness measures can help reduce speeds. However, active police enforcement is the most effective measure to encourage motorist’s compliance with posted regulatory speed limits and other traffic regulations within work zones. Under the 2005 Work Zone Safety Act Regulation, police services will be provided to the extent practicable within major active work zones. The need for police presence and/or enforcement should be determined as early as possible during the project design phase. Police enforcement needed for maintenance type work zones will be coordinated as early as possible with the police agency and the Regional Traffic and Maintenance Groups. All effected [sic] parties should meet prior to any active enforcement within a work zone.”

Again, it seems, Coeymans has fallen flat on their fat arses! Who is going to pay for these tax-payer supported law enforcement services when the construction is private?!? Has the town board of Coeymans met with Carver Laraway to negotiate reimbursement for enforcement services during Carver Companies’ construction projects? Now there’s a good question to ask at a Coeymans town board meeting if you want to watch them squirm!

And then we have the New York State law that is referred to in the “doubled fines” signs. But it should be obvious to our readers by now that posting that sign under the current circumstances is unlawful and illegal. Any town or village justice convicting and fining under these circumstances should be brought before the New York State disciplinary commission and disbarred!

Here’s what §§ 1180(f) Work Area Speed Limit has to say:

“NYS Vehicle and Traffic Law Section 1180(f) permits some municipalities not otherwise authorized to establish a reduced regulatory speed limit by ordinance, order, rule or regulation for construction or maintenance work areas.

Vehicle and Traffic § 1180. Basic rule and maximum limits. (a) No person shall drive a vehicle at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing.

Regarding construction sites § 1180 (f) reads:

“…when a lower maximum speed limit has been established, no person shall drive a vehicle through a highway construction or maintenance work area at a speed in excess of the posted work area speed limit. The agency having jurisdiction over the affected street or highway may establish work area speed limits which are less than the normally posted speed limits; provided, however, that such normally posted speed limit may exceed the work area speed limit by no more than twenty miles per hour; and provided further that no such work area speed limit may be established at less than twenty-five miles per hour.”

“Every person convicted of a violation of paragraph two of … subdivision (f)… of this section shall be punished as follows:

(i) Where the court or tribunal records or enters that the speed upon which the conviction was based exceeded the applicable speed limit by not more than ten miles per hour, by a fine of not less than ninety nor more than three hundred dollars;” [Editor’s note: This is double the normal fines.]

But again, it must be clear that these provisions do not apply to private projects like Carver Companies’ bridge construction, unless the town of Coeymans has taken steps by temporary ordinance, order, rule or regulation to give Carver Companies special consideration in terms of a temporary work zone speed limit. But the town of Coeymans and the Coeymans town board have no authority to amend state Vehicle and Traffic law at their convenience to threaten motorists with unlawfully doubled fines!

Once again, the amateurs running the town of Coeymans may have set themselves up for more legal problems if any action is taken against drivers based on the above. Coeymans taxpayers, get ready to foot the bills for the lawsuits when they start coming through.
