New Baltimore Property Taxes: Absolutely No Rhyme, Reason, or Answers!!!

The New Baltimore Board of Assessment Review met on Grievance Day, May 22, 2018, and the Final Tax Roll was published on July 1, 2018.

The Office of the Sole Assessor, currently occupied by Mr. Gordon Bennett (an employee of the Town), and the New Baltimore Board of Assessment Review (all appointees by the current Town board) is representative of the rest of New Baltimore’s dog-and-pony act, their excuse for Town government: Complete Incompetence and Ignorance!!!

Grievance Day is also a dog-and-pony act, where a gang of five appointees sit and demonstrate how ignorant and poorly qualified they are for determining the quality of property assessments in the Town of New Baltimore. The assessor sits by and listens, not contributing much in the way of assisting the poor wretches or preventing them from making complete asses of themselves and taxpayers!

Here’s this year’s tally of stupidity based on documents provided by the Town of New Baltimore and the official taped recordings of the New Baltimore Board of Assessment Reveiw of hearings held on Grievance Day, May 22, 2018, at New Baltimore Town Hall:

Shyster Michael Biscone of Ravena, apparently a bosom buddy of Mr. Bennett, since they are on a first-name basis, even in an official proceeding like Grievance Day, represents two property owners before the Board of Assessment Review, and presents their cases in a rambling fashion, so you have to pay close attention to understand the bottom line on the tapes. The first property is on Roberts Hill Road (565 Roberts Hill Rd, West Coxsackie NY 12192); it’s actually two properties that were once one but was divided in order to sell them. One has a house on it sitting on three acres (Tax Map No. 28.00-2-31.2). The other portion is 37 acres of undeveloped property (Tax Map No. 28.00-2-31.1). Mr. Biscone, on behalf of David Hales, whom he refers to as a “fine young man,” argues that the two properties should be assessed as one. He also admits that Grievance Day is not the place to argue his reasons but he does so anyway. Hales purchased the property in 2017 for $206,000. Bennett assessed the property for $210,000. The New Baltimore Board of Assessment Review, practically no questions asked, reduced Hales’ assessment by $49,000. Why? You’ll never know.

The second property is an interesting case. Again, it’s presented by shyster Biscone and is a property owned by William Brant, who, by the way, gives his address as 72 Brownstone Way, Apt. 410, Englewood, New Jersey (!), and owns the property on US Rt. 9W, between the Best Western and New Baltimore Family Dentistry (Tax Map No. 40.00-4-2.111). He’s had his plan for a for-profit senior living project that has been before the New Baltimore Planning Board for several years now, and has finally gotten approval. If you drive down US Route 9W going South, you’ll come to the Best Western Hotel, and then New Baltimore Family Dentistry. The Brant property is between the hotel and the dentists there’s a cute little cottage sitting in the middle of the field (that’s the Brant property) . In fact, you can see the temporary road leading into the property, where construction preps are being done. Looking towards the back of the property is a small building, a “well house” that is discussed below.

The property is assessed at $120,000 land value, but Biscone somehow convinces the New Baltimore Board of Assessment Review that it’s overassessed at $70,000 because of a “well house.” Biscone argues on behalf of Brant that the “well house cost” Brant only $27,000 but Bennett has assessed it at $70,000. If you’re lost here, don’t worry, it doesn’t make sense unless you listen to the tapes about 3 times. It’s a smoke and mirrors act and works for Biscone and Brant because the BAR buys it and reduces Brant’s assessment by $25,000. You’d think the members of the BAR would have the property tax reports in front of them to follow along but Hey! If they did that they might have smelled a rat and caught it. But that would be asking too much of a bunch of sillies trying to look important.

One tidbit that Biscone drops is that he will “drop off a number of receipts” that would prove what he was saying (not that Michael Biscone was ever concerned with the truth). But he never had to do that because the BAR made their decision to reduce the assessment that evening, on May 22, 2018, without the benefit of any proof or documentation.

What’s even more interesting is the fact that Biscone mentions that one of the contractors, whose receipts he was going to produce, is none other than Robert van Etten, New Baltimore Town Board member Shelly van Etten’s husband. What’s even more interesting is that van Etten, who owns an excavation-construction business located in Ravena, New York (only per the address), is the chairman of the New Baltimore Planning Board (and of the New Baltimore Town Committee on Agriculture)!!! Yes, readers, that’s the same Planning Board that kept Brant’s application in Limbo for several years and only just approved it! Does anyone smell something like conflict of interest here? Corruption? Stupidity?

Does anyone wonder Why? Mr. Brant got his Planning Board approval for his project after so many years of hassle? Just saying …

Case No. 3 is a property owner whose primary residence is in Long Island and who owns a property on North Ridge Road in Hannacroix. 2 acres with a 1 family house on it. Mr. Crimeni, whose primary address is 48 Lace Lane, Westbury, NY, is crying poverty. You see, he thinks his assessment is too high and he’s paying too much in taxes for his weekend country estate, comparing his New Baltimore taxes to his $8,000 Long Island taxes. Crimeni’s property (Tax Map No. 4.00-3-20)  full market value is $195,000 and is assessed at $145,000 but Crimeni is still not satisfied. (There seems to be some confusion also in the tax records because on one page for the same property we find the full market value to be $195,000 and on another page we find that value to be $116,000. It also shows it to be a 1-family house but the house has 0 living space! Maybe there’s an explanation for this?) Anyway, Rocco Crimeni co-owns the property with Nicola Crimeni (apparently his brother) and to listen to their story and compare it to the tax records is like, well, it’s like pure steaming bullshit. The original assessment was on a full market value of $195,000 which was assessed by Bennett at $145,000 for the 2 acres and the house. After the BAR heard Mr. Crimeni’s sad story we find that the assessment for the 2 acres and the house was reduced to a full market value of $119,298, and an assessed value for 2018 of $85,000, total tax bill of $ ??? The final assessment is $85,000, a total reduction of $60,000 !!! Great job, Ms Degnen and company!

Just for kicks and giggles, here are a couple of excerpts from the Crimeni hearing:

Crimeni: There was a trailer on the property and it burned down because of a wood stove we had there.

Crimeni: We purchased an Amish house for $38,000…the Amish people built it…it’s a shell…We’re finishing it ourselves.

Crimeni: We’re not rich people … the disparity in Mr. Bennett’s assessment is tremendous…We have a house on Long Island…and the taxes are $8000…

Degnen: You said it was a shed…[Editor’s Note: Crimeni did not say it was a “shed”, he said it was a “shell”! Degnan makes many such mistakes throughout the hearings. Is she hard of hearing or just demented?]…What are the dimensions?

Crimeni: 26 x 28, 2-story…We don’t have the money to finish it.

Degnen: Are you living there now? [Editor’s Note: Apparently Degnen missed the part where Crimeni says he lives on Long Island. She also hasn’t done her homework or she would know that Crimeni’s primary address is on Lace Lane, Westbury, NY!!!] … Do you have water and electricity? [Again, Degnen, homework? Familiarity with properties?]

BAR Member: Do you have the amounts of houses near you…did you bring the houses near you? [Editor’s Note: Apparently the BAR member is asking if Crimeni has any comparables, that is, information on similar properties in New Baltimore. The BAR member should know she should have these or could get them online in a couple of seconds. We did! In fact, if you go to the Greene County link we provided, enter the tax map number and go to the property page, you’ll be able to see the comparables for the property. Crimeni: We ran out of money…We don’t have no money … We can’t afford this … [Editor’s Note: Here comes the best one: ] … We don’t live up here!

Hi, I’m the village crazy lady, and I’m on the Board of Assessment Review.

Now don’t you just have to sit down and cry hearing a story like Crimeni’s? Well, he apparently tugged at the heart-strings of the BAR because they allowed him a $60,000 reduction in his assessment, no questions asked!!!

For your information, you can find out any information you want on Greene County properties on the Greene County online property tax site, SDG Mate Online, and can search by property tax map number, owner’s name, etc. It’s all public access and available to anyone who is interested. We could go on with the remaining 6 properties that received similar reductions but we’ve made our point. There’s something really wrong in the New Baltimore Assessor’s Office and on the New Baltimore Board of Assessment Review and it needs fixing. We think it’s corruption and collusion because there’s no rhyme, reason, or fair play in these determinations. Here’s why:

Two properties on New Street in the Hamlet have been the subject of a great deal of anxiety and discussion because since late 2016, severe damage was identified. In the one case, runoff from the street caused the collapse of the building foundation, making it unusable. Then Town supervisor Nick Dellisanti (now Deputy Town Supervisor) and then Deputy Town Supervisor Jeff Ruso (now Town Supervisor), together with Town Board member Shelly van Etten, personally inspected the site and identified a number of problems. Two days later Dellisanti, Ruso, and then Highway Superintendent Denis Jordan and Deputy Highway Superintendent Scott van Wormer visited the site and confirmed the same problems. After that the New Baltimore Highway Department created new problems and the Town was served with a number of Notices of Claim for the damage. In 2017, the Highway Department and Callanan paved New Street and created a mess. We won’t go into details here but if you want details go to our article: “New Baltimore Superintendent of Highways and Board to be Sued – AGAIN!

Dellisanti and Ruso’s game was “deny and hide,” handing the matter over to the town’s insurance company and their lawyers. Town Law would allow the town to make out-of-court compensation to the owner subject to the approval of a NYS Supreme Court judge but NO! they’d rather force the already traumatized owner to have to go to court and then to the poorhouse. That’s Republican fair play, apparently. No one in Town Hall wants to admit the wrong done. In fact, Dellisanti’s personal notes of a discussion with then Superintendent Jordan records that Jordan’s response to the resident’s request for a meeting was, “Let them sue us!” Apparently Dellisanti and Ruso agreed.

The owner of the property continued paying his taxes like a good citizen even though he couldn’t use the property and the damage was continuing because the Highway Department didn’t know what they were doing and Dellisanti and Ruso didn’t either – or they didn’t have the balls to go after Jordan directly. So the property owner requested a reduction in taxes on the collapsing building and the other impaired property, and appeared before the New Baltimore Board of Assessment Review with a complete written history of the case and numerous photographs showing the damage.

The problems first began when New Baltimore Sole Assessor refused to provide the members of the Board of Assessment Review with copies of the property owners request saying, “It’s not our responsibility.” But it is his responsibility to provide the BAR with copies of all complaints, it’s in the Real Property Tax Law!!! At the Grievance Day hearing, Gordan handed the four members present ONE copy, his file copy, of the requests for reduction of assessment on two properties. The hearing was a complete mess, confusion, the BAR couldn’t follow the conversation and Degnen kept on saying, “That’s not our problem. You have to go to the Highway Department,” and had to be repeatedly reminded that the information was being provided for background only, so the Board would understand the history of the problem. Degnen just couldn’t get it. The rest of the Board had no idea what the property was.  By the way, New York Real Property Tax Law requires the Board of Assessment Review to be familiar with the properties they are considering. They were not, which was obvious already in the Hales, Brant and Crimeni cases.

The bottom line: The New Baltimore Board of Assessment Review made all their decisions that evening, during the 4 hours they were hearing 11 case presentations, and did not adjourn to reconsider additional information, did not go into executive session to discuss any details of any property, as they should have done, did not request additional information, and refused to inspect the property. They approved 9 out of the 11 cases for reductions of between $12,000-$60,000, properties whose owners simply thought they were being taxed (Hales, Brant, Crimini) but the properties that were damaged and destroyed because of Town of New Baltimore negligence got NO CHANGE!!!

The Town of New Baltimore, the Office of the Assessor, and the Board of Assessment Review refuse to respond to inquiries or to answer communications on the subject. New Baltimore public servants at work, it seems. Any questions? You won’t get answers from Town Supervisor Mr. Jeff Ruso, Deputy Supervisor Nick Dellisanti, Highway Committee member Shelly van Etten, Sole Assessor Mr. Bennett, or Board of Assessment Review Chairperson, Donna Degnen.

The board is made up of five appointees including: Donna Degnan, Linda LeClair, Ronna Smith, Lynn Taylor, and This year, the members of the  Board of Assessment Review, chose Donna Degnen to be the chair. The fifth member, Bernard “Bernie” Jones was absent on Grievance Day.

The members of the BAR receive $200 each, and the chair, Ms Degnen, $250, with an additional $50 per meeting for meetings beyond two meetings. So that came out to about $50.00/hr for each of the members of the BAR for the 4-hour Grievance Day hearings. Degnen received an additional $50.00. Total for Grievance Day circus appearances: at least $1050.00 to give away almost $300,000 in property tax reductions, the majority of which were totally unsubstantiated if you listen to the tapes!

The Board of Assessment Review and the Office of the Sole Assessor are just as indifferent and incompetent as the Office of the Supervisor and the New Baltimore Town Board.

We have obtained the taped recordings of the proceedings of the Grievance Day hearings before the Board and can only say that the bowel sounds in a special ed class would make more sense than what we had to listen to in the tapes. Degnen was dithering and the rest seemed intent on making their presence and importance known by asking irrelevant and generally uninformed questions. None of the four Board members were familiar with any of the properties presented. Just a minute, one member, Linda LeClair, was the only member who showed any interest in the properties and the only member who had personal knowledge of a property. That’s a very poor showing.

But the Board did hear presentations on a total of 11 properties and granted reductions in 9 of them. Two properties, one literally collapsing and unusable and the other defaced by former Highway Superintendent Denis Jordan’s incompetence, were left unchanged, despite comprehensive exhibits and a clearly well-founded presentation. We think that there’s some collusion/conspiracy with the Town of New Baltimore and the BAR to avoid admitting any damage to the two properties, since, if any department or agency of the Town of New Baltimore admits the severe damage to the properties, it will cause havoc in Town Hall. Town Hall has been ignoring the damage and trying to discourage the owner from demanding compensation in their usual way, that is, let their insurance company lawyers make any court case impossibly expensive. That’s New Baltimore Town Hall at work. They ask for residents’ votes and then send them to the poorhouse when something goes wrong and the resident asks the Town to be fair and evenhanded. It’s a lousy system.

Several of the 9 reductions stand out as particularly loathsome and examples of the corruption in small town appointed committees. But first of all, let’s look at some general facts:

The assessments in New Baltimore are done on the basis of the Full Market Value and an Equalization Rate is applied. The Equalization Rate is a percentage that is applied to the Full Market Value to arrive at the assessed value. In New Baltimore this year the ER is 71.25% which means that the assessed value of properties this year is 71.25% of the Full Market Value. That’s legit in our estimation. But that’s were the legitimacy stops cold.

The total value of the properties is divided into two items: the land value and the property value (living area, etc.). The problems start with the Sole Assessor’s, Mr. Bennett’s method for determining the land value, which has absolutely no rhyme or reason and, in Bennett’s own words, the basis for determining the land value is, “Because it’s easier.” “Easier?” Yes, it’s easier to just apply a random value per acre than doing an actual calculation. It’s easier for Bennett.

In the Town of New Baltimore, Bennett has assigned land values to comparable properties as shown in the examples below:

The wide discrepancy in the Sole Assessor’s land values is one example of a huge irregularity.

The chart shows properties that are in the same area of the town, actually the Hamlet, but if you look at the land assessment, compare it to the acreage, and then to the per acre assessment, you’ll see why we are so up in arms about Bennett’s crazy assessments! They just don’t make sense! How can the land value of a property of 0.18 acre be assessed the same amount as a property of 1.03 acres, that is, a land value of $11,000??? Then have a look at the difference in the proportional value (last column) per acre!

A property on S. Main Street in New Baltimore of 0.05 acre (Total assessment: $56,700, Land assessment: $9,600) has a proportional price per acre of $192,000!!! WTF?!?!

We’ve written to Mr. Bennett several times and he refuses to answer. We’ve also complained to New Baltimore Town Supervisor Jeff Ruso about the fact that his employees and appointees refuse to answer inquiries but he’s refused to respond as well. It appears that when New Baltimore officials feel the heat of unpleasant questions, they tend to hide or ignore questions. (See Ruso’s comments regarding the resident’s letter, above.)

What’s even worse is the fact that the Board of Assessment Review was very generous in granting their friends handsome reductions, while denying reductions to touchy properties, like ones that are impaired because of Town incompetence. Here are the results of the Board’s “deliberations”:

The Board’s reductions ranged from $0 – $120,000 but there’s no logic; the stories behind the reductions are, however, very troubling. For example:

Brant is the developer who has the property on 9W, just behind the New Baltimore Family Dentistry buildings. Brant is a developer and has been planning to develop the property to put in some sort of housing project. He’s complaining because he feels his property is being overassessed. So, moneybags Brant pulls on the heart strings of the Board and they give him a reduction in assessment of $25,000.

Another property owner, Spence, is apparently interested in selling the property but wants a reduction in assessment for some reason. So the board hands Spence a reduction of $12,000.

But the worst example we have to offer from our investigations, listening to the hearing tapes, and reviewing the documents produced by the New Baltimore Board of Assessment Review and their determinations is a property owned by a downstater, Mr. Cremini and his partner:

Cremini owns a primary residence in Long Island and 2 acres in New Baltimore, where he and his partner a building a weekend home, which is livable and has electricity and water. Cremini is crying the blues because his assessment is “too” high. He pays about $8,000 in property tax on hi primary residence in Long Island and, convinced the Board that he can’t afford the taxes on his New Baltimore property. So the board reduces his assessment by $60,000!!!! Cremini lives in a primary residence on Long Island, can afford to own more than 2 acres and a house in New Baltimore, cries poverty and the Board reduces his assessment by $60,000!!! Of course, Mr. Bennett agrees.

Another property got a $12,000 reduction. Go figure.

Of course, the Board of Assessment Review doesn’t response to our inquiries regarding the reasoning behind these reductions. But our information comes from the actual tape recordings of the hearings made by the Board, and from the official Order for Change in Assessments and the so-called “minutes” of the Board’s meeting.

Open Letter Blasts New Baltimore Supervisor, Town Board over Jordan Affair

New Baltimore Town Board Served with an Open Letter Exposing their Indifference and Negligence in Dealing with Malconduct and Incompetence of former Superintendent of Highways Denis Jordan Malconduct and of his Deputy Superintendent Scott van Wormer.

Letter Broils New Baltimore Town Supervisor and Town Board: Incompetent!


An example of the abject stupidity and short-sightedness of the New Baltimore Town Board (Greene County, NY), the Greene County Independence Party, and the Greene County Republican Party is the fact that they are now circulating petitions to get Jordan’s Deputy Supervisor Scott van Wormer on the ballot to be elected to be Town of New Baltimore Superintendent of Highways. This is the same man who was hand-picked by the criminal Denis Jordan to be his deputy, his lacky, and the same man that stood by watching, and participating in Jordan’s unlawful activities and said and did nothing. It’s incredible that the Town of New Baltimore would even consider keeping him on the pay roll, much less out of jail, for not coming forward and exposing what was going on in the Highway Department under Jordan. Now they want to put his monkey in Jordan’s chair. Unbelievable!!!


The New Baltimore Town Supervisor, Jeffrey “Jeff” Ruso (R), and The New Baltimore Town Board, Mr. Scott Brody, Ms Kelly Downes, Mr. Charles “Chuck” Irving, and Ms Shelly van Etten, were served with an Open Letter on Monday, July 9, 2018, by a local resident on behalf of several other New Baltimore residents and the community. The Letter does not paint a pretty picture of former Town Supervisor, now Ruso’s “Deputy Supervisor,” Nick Dellisanti (R), Town Supervisor, then “Deputy Supervisor,” Jeffrey Ruso’s, or the Town Board’s performance over the last several years of former New Baltimore Supervisor Denis Jordan’s alleged unlawful activities in the Town at taxpayer expense. Jordan was forced to resign under investigation by several agencies.

Also mentioned in the letter is Greene County District Attorney, Joseph Stanzione, claims to be investigating Jordan and his activities, but is just as weak in making a statement as Ruso or Dellisanti. The local Democraps may be backstabbing crooks but the local Repukelicans are backstabbing cowards, it appears.

The Letter refers to the June 12, 2018, by Columbia-Greene Media (CGM) reporter Richard Moody that appeared in the CGM newspaper, the Daily Mail, in which Mr. Moody reports on Jordan’s resignation, the investigation of the New Baltimore Highway Department, the New Baltimore Town Board’s glossing over the situation, and District Attorney Stanzione’s understatement. The Letter also provides a so-called Memorandum of Law which points out all of the state laws that provide the Town Board with the powers to have prevented and avoided, or at least curbed Jordan’s devastating activities in the Town but which the Board and Town Attorney Tal Rappelea, as well as DA Stanzione ignored.

The Smalbany Blog was cc’d with the letter and we are providing it in its entirety for our readers’ information (See the link at the end of this article.).

Here are some excerpts from the Letter:

The letter starts out setting the tone by describing what can fairly be said to apply to most of the local municipalities in the Capital District (Albany, New York) region:

“Many of us in this Town of New Baltimore are angry and fed up with the corruption, indifference, back-scratching, cronyism, and lack of integrity in our local Town officers and employees. It’s a country club of log-rollers, and the residents and voters are being handed the dirty end of the stick.”

The Letter rightly tars and feather’s Town Supervisor Jeff Ruso at several points, but we’d like to include also former Supervisor Nick Dellisanti, now Ruso’s “deputy supervisor,” in the statement:

“Mr. Ruso, you are blowing more than smoke when you evasively stated, “It’s more like he retired.” It’s me, Harold W. Vadney, you are facing now, and you know I know the truth and the background to former Supervisor Nick Dellisanti’s and your own stormy relationship with Mr. Jordan.”

In the article, mealy-mouthed Ruso tells the reporter, “It’s more like he retired…” But Jordan didn’t “retire,” he resigned and he resigned under investigation by both the Office of the New York State Comptroller and the Greene County District Attorney! The author of the Letter correctly observes:

“If he “resigned,” there would be a clear and substantial reason for his resignation. If he resigned, the taxpayers of this community and the voters need to know the reasons. He is, or was an elected public figure; the public has a right to know. The reasons given by Mr. Ruso are not reasons; they are speculation. They’re also very weak-minded and are a slap in the public’s face.

“Do I need to inform you, Mr. Ruso, members of the Board, that there is a vast difference between “retiring,” Mr. Ruso, and “resigning.” The implications of “retiring” or “resigning” for the individual and to the Town and taxpayers is enormous.”

The general impression made by Supervisor Ruso, and Town Board member “Charles” Chuck Irving, who states in the article, ““All I know is that he resigned,” and the author of the Letter sharply but accurately notes:

“How can it be true that the very people sitting at the table before us didn’t know a thing about what was going on in the Town. That’s reprehensible! That’s simply unbelievable. What are you hiding and whom are you protecting. My guess is you’re hiding your own culpability and negligence in allowing this charade of local government to get to this stage in the first place, and the ones you are protecting are yourselves, for your negligence and indifference!”

This blog has reported for years and has directly contacted the New Baltimore Town Supervisor, the Highway Department and members of the Town Board about former Superintendent of Highways Jordan’s unlawful and unprofessional activity and incompetence, so it’s a very true statement when the Letter strongly criticizes Ruso and the Board with some strong words:

“Mr. Ruso, you are quoted as having said that “The Town is not investigating.” How can the Town be so negligent and indifferent as not to have investigated. The Town has been served with at least 4 Notices of Claim citing the Town of New Baltimore, the Town Board of New Baltimore, the New Baltimore Highway Department, Highway Superintendent Jordan, and all that the Town does is ship the Notices of Claim off to the Town’s insurance company, who then ships them off to a law firm, who then proceeds to protect the insurance company’s interests while trampling the rights of Town residents and taxpayers! Is that how you serve this community and its residents? Is that what we elected you people to do? You avoid fair play, justice, and your fiduciary obligations to residents and taxpayers in this Town? You beg for our votes and then you defecate on us!”

and

“Your statement, Mr. Supervisor, that the “Town is not investigating Jordan,” is an embarrassment and an admission of neglect, indifference and incompetence on the part of the office of the New Baltimore Supervisor and the Town Board.”

We have to ask the same question that the author of the Letter asks when he questions that if outside agencies are investigating the New Baltimore Highway Department, how can it be possible that the Supervisor, Jeff Ruso, and the entire Town Board of New Baltimore know nothing about the investigations? That’s a classic example of a bare-faced lie!!!

“Furthermore, and an even more scurrilous and specious evasion of your duties and responsibilities, Mr. Supervisor and members of the Town Board, is the statement, the indictment of you all in fact, that “If there are outside authorities investigating, I would not know about that?” Isn’t it your job to know about that, sir? And isn’t it your jobs to know about that, ladies and gentlemen of the Board?… It was YOU, Sir, ladies and gentlemen, and your predecessors’ duty to have investigated Mr. Jordan, but you were derelict in that duty, and now you are playing ignorant and innocent. But we know better, don’t we?”

The author of the Letter wipes Supervisor Ruso, former Supervisor Dellisanti’s and the entire New Baltimore Town Board’s faces in doggy doo, and doesn’t for a moment forget the disservice and incompetence, even malpractice of Town Attorney Tal Rappelea, when the author cites numerous provisions of New York state law and authoritative legal opinion to show how incompetent and indifferent the Supervisors, Town Board, and the New Baltimore Town Attorney, Tal Rappelea, were when turning their backs on the residents and taxpayers of New Baltimore.

“…[New York state] Town Law provides you with every possible opportunity to have taken charge of Jordan’s activities, to provide relief and compensation to the residents and taxpayers whose properties were damaged by Jordan’s incompetence and negligence — and I might add, the Town’s indifference and complicity in Jordan’s malfeasance —, and the means to have removed Jordan, and even to have made Jordan personally liable for any provable damage or waste he might have caused. It’s all provided in the New York State Town Law and New York State Highway Law…”

Far be it from the author of the Letter to leave it at that! He actually provides the Town Supervisor and the Board with a so-called Memorandum of Law listing and explaining the provisions of law that were available to the Supervisor and the Board, but were ignored!!! (Memorandum of Law re Hwy Super and Hwy Dept.)

“Then and now the Town Supervisor and Board played the three-monkey-game: See no evil. Hear no evil. Speak no evil. Good for monkeys but pretty shoddy practice for an elected supervisor and elected board members who have the power and authority to have eliminated evil or at least to have controlled it, but refused to do so, while aiding and abetting it to the detriment of taxpayers and residents.”

It is clear that the entire Town of New Baltimore operation is a failure, and that the corruption and incompetence, the abuse and indifference was not and is not restricted to the Town Highway Department and its crook Superintendent; New Baltimore Town Hall is infected through and through.

“But the abuse and indifference goes beyond our elected Supervisor, Town Board, Superintendent of Highways, and extends to our appointees and employees. The Code Enforcement Officer, the Sole Assessor, and the tax-paid Board of Assessment Review all have refused to budge when it means doing what’s right.”

The author doesn’t leave the abuses and violations at New York State Town Law and Highway Law, he accuses the Town elected and appointed officers, Town Supervisor Ruso, former Supervisor Nick Dellisanti, Superintendent Denis Jordan, and others of violations of civil and constitutional rights and violation of their oaths of office!

“Let’s now move from your ethical and moral dereliction, from your administrative failure, beyond your violations of tort and contract law, to some violations of some US and New York constitutional violations, which you also managed to accrue.”

A very appropriate and brief final paragraph sums up the author’s challenge and his demands on behalf of residents, taxpayers and the community of New Baltimore:

“Mr. Supervisor, Mr. Deputy Supervisor, ladies and gentlemen of the New Baltimore Town Board, Mr. Jordan may be gone but the spectre of his acts and omissions haunts this Town Hall; Jordan may be gone but we still have the wounds and scars inflicted by his incompetence and indifference. The question remains: What do you intend to do to cure the injustice and to heal the wounds?

The Town of New Baltimore is just one sorry, pitiful example of the rampant corruption and incompetence that we find in our local elected officials and town halls. The nit-wits that stroll through our communities around election day campaigning, smiling, promising, begging for votes, once in office screw the daylights out of residents, voters and taxpayers. We all become invisible until the tax bills come rolling out. The Jordan affair was allowed to happen. It was allowed to happen because New Baltimore Town Hall allowed it to happen. It was allowed to happen because the gutless cowards working with Jordan were ignorant, stupid and indifferent to the unlawful and unprofessional conduct that was happening right under their dirty noses and overhanging bellies!

It’s worthwhile to repeat the Letter’s last paragraph and ask the Town Board, Mr. Ruso, Mr. Dellisanti, Mr. van Wormer how they are going to repair the emotional, psychological, physical and fiscal damage done by Jordan and his deputy van Wormer, and how the Town of New Baltimore is going to make those who suffered damage during Jordan’s term whole again?

“Mr. Jordan may be gone but the spectre of his acts and omissions haunts this Town Hall; Jordan may be gone but we still have the wounds and scars inflicted by his incompetence and indifference. The question remains: What do you intend to do to cure the injustice and to heal the wounds?”

The letter was distributed to the Town of New Baltimore and the Town Clerk was requested to distribute the Letter to the Supervisor and the members of the New Baltimore Town Board on July 9, 2018, in time for the regular public meeting of the Town Board. The letter was also copied to the Smalbany Blog, to the publisher of Columbia-Greene Media, LLC, Mr. Mark Vinciguerra, the editor of the Daily Mail, Ms Mary Dempsey, Greene County DA Joseph Stanzione, and the Office of the New York State Comptroller, Office of Local Government.

Mr. Patrick “Pat” Linger, Republican/Independence Party Greene County Legislator representing the Town of New Baltimore, was copied separately, as was New York State senator Mr. George Amedore, representating New Baltimore, and who we cited in an earlier article for his irresponsibility in channeling money into the Jordan highway department, taxpayer dollars that were completely squandered under Amedore’s nose (See our article, “George Amedore, NY State Senator for 46th District, Needs to do Some Homework“), the Town Boards, and at least two Town Supervisors’noses (Dellisanti and Ruso), as well as on the watch of county legislator Patrick “Pat” Linger and Greene County DA, Joseph Stanzione.

And you thought Ravena was the only community with an established incest tradition? We say that house needs cleaning. The house needs fumigating to get the stink and the vermin out. If there is an investigation, pending or in progress, don’t you think that our elected officials owe it to us to tell us Who? is being investigated and What? It’s just days before elections for chrissake! Don’t you think we should be told these things?

Greene County District Attorney Put on Notice to Take Action in New Baltimore

New Baltimore Resident Confronts the Greene County District Attorney asking WHY? is the Situation in New Baltimore Allowed to Go On. Demands Action, Investigation.

On October 31, 2017, after numerous attempts to get the New Baltimore Town Board to take responsible action and to do what’s right with regard to New Baltimore taxpayers, property owners, and residents, and faced with the refusal of the New Baltimore Highway Department to correct dangerous conditions created by it, one resident confronted the Greene County District Attorney, Joseph Stanzione, a Republican, and demanded that Stanzione do his job and take action, at least to launch an investigation as to Why? the New Baltimore Town Board has taken no action against the New Baltimore Superintendent of Highways Denis Jordan, and Why? instead of ensuring the rights of residents and property owners and ensuring fair play and justice, the Town Board hands matters over to its insurance company and its attorneys, forcing residents and property owners to spend thousands in court and attorney’s fees or simply to give up, when they should be getting help and relief, not to mention justice, from their elected officials. This is not democracy at work, it’s cowardice and dereliction of duty. It’s downright wrong.

The letter was cc’ed to New Baltimore Supervisor Nick Dellisanti, Deputy Supervisor Jeff Ruso, Town Clerk Barbara Finke (for recording), Highway Superintendent Denis Jordan, and to Town attorney Tal Rappelea and Town insurer’s attorney Crystall R. Peck, to ensure that all parties are fairly informed.

Here’s the full text of the e-mail communication to Mr Stanzione:

Dear Mr Stanzione:

I am writing to you in your official capacity as the chief law enforcement officer in the County of Greene.

It is inconceivable that you would be unaware of the situation in the Town of New Baltimore, and on that presumption, even more inconceivable that the Office of the District Attorney has not inaugurated some level of investigation into the dereliction and abuse of public office that is going on not only in the operations of the New Baltimore Town Board but most egregiously in the Town of New Baltimore Highway Department.

The specious and spurious indifference of the Town Board with regard to the abuses and incompetence, even corruption in the New Baltimore Highway department is tantamount to criminal. The Town Board, very well informed by residents of the activities of the New Baltimore Highway Department and its Superintendent Denis Jordan, have done absolutely nothing by way of response, fair play, justice, or compliance with their fiduciary duties to the taxpayers and residents of this Town.

The situation is not one of demands for special treatment or for extraordinary service, it is a situation that affects residents’ investments in their property and community, responsible stewardship of public treasure, observance of oaths of office, questions of competence, and even abuse of public office and corruption.

Much of what has been reported — please review the links below — has been in the eye of the public and is common knowledge in the Town of New Baltimore, and totally ignored by our elected officials on the Town Board.

It’s no wonder that the claim “Democracy is Dead” has become a slogan; regrettably, Justice predeceased Democracy in this town and its environs.

The real tragedy in this tragicomedy is the fact that because the Town Board refuses to do what’s right, and the Town Highway Superintendent has his way no matter what, the taxpayers and residents pay to suffer. The fact that our elected officials refuse to do their jobs, refuse to take steps to avoid the doing of injustice, are indifferent to what is going on in this town, and the deleterious consequences create an environment of distrust, anxiety, apathy and misconduct verging on criminality. Those who find it necessary to defend their interests and right, far from getting the needed and reasonable support from those entrusted with the public weal, are forced either to go into debt to defend their rights at law with representation, or, as is the case in the majority of instances, simply throw their hands into the air in despair! This is an abuse! This is not what democratic government is about…or is it?

I am putting you and your office on notice of these facts and the current situation in anticipation of your taking an interest in this case and taking action to relieve us and to see that the law is enforced and justice is done.

Let’s see if you and your office are up to the challenge.

Editor’s Update: We have received information that Mr Stanzione, Greene County District Attorney, declined to comment on the resident’s letter saying “I cannot comment on the matter at this time as it could compromise a pending investigation.” Looks like something is brewing in New Baltimore. A Response to Lorin Marra. re: Office of the Albany County Coroners

We published an article “Politics, Power, Patronage and Conflicts of Interest: The Albany County Coroners Office” on September 13, 2017, about the office of the Albany County Coroners, and how the office is obsolete, tainted, and chock full of local funeral directors. The politics of the coroners’ office is as corrupt as it can get, and is a product of the nepotism and favoritism that has plagued Albany politics from within the mayor’s office to the police department to the office of the county coroner.


In the preparation phase of the article, we did extensive research both on the history of the office of coroner in general, including scholarly articles discussing the office of the coroner, and published professional journal articles comparing and critiquing the office of the coroner and the office of medical director. In addition to our research of public information and education material and the scholarly and professional journals, we also filed demands for the production of documents and information with Albany, Schenectady, Rensselaer and Green Counties for information on their respective coroners or medical examiners.

Overall, personal contacts with the Albany County Office of the Coroner were very open and informative. The demands served on the counties of Schenectady (medical examiner), Rensselaer (medical examiner), and Greene (coroners) under the NYS Freedom of Information Law were less than open and honest. Rensselaer is in violation of the law by not having responded at all; Schenectady and Greene county, while responding, were evasive and off base. Why all the defensiveness? They’re not so defensive when asking for funding but then, in our culture of death denial, who really keeps tabs on them anyway? WE DO!

We received an interesting comment from Lorin Marra, who is somehow associated with the Marra Funeral Home and with Paul Marra, the “owner/operator” of Mara Funeral home in Cohoes and an Albany County Coroner. When we received Lorin’s comment we were a bit taken by its defensiveness and it only later occurred to us that it’s an election year and Paul Marra is running for re-election as an Albany County Coroner. Having made that connection, it was not surprising that a Marra family member would come out and defend Paul Marra, the candidate.

But wasn’t it a bit cowardly, a clear lack of integrity for someone running for public office not to personally respond in a comment and have his daughter respond for him. Maybe Paul left his cojones in the autopsy room, at one of the allegedly “1000” autopsies he claims to have attended (but no one in official circles knows about). Did anyone see that pig flying by just now? Wanna buy a bridge?

According to Lorin Marra, pigs really do have wings!

.It should be noted that Ms Lorin Marra doesn’t comment on any of the many facts and figures given in the “Politics, Power, Patronage and Conflicts of Interest” article but hones in only on the name “Marra,” which is mentioned in only the most neutral of terms: strictly factually. But, as we state in our response, “Where there’s smoke (or “defensiveness”) there’s gotta be fire.” What do you think?

For those of you who have read our article “Politics, Power, Patronage and Conflicts of Interest: The Albany County Coroners Office,” you’ll certainly have to ask yourself Why? is Lorin Marra so upset. Have we touched a nerve? The fact is, Paul Marra is barely mentioned in the article, and not negatively in any sense of the word. Maybe one of our readers can help us out with this one. We’re republishing Lorin Marra’s confused comment together with our responses. [In the following text “Ed.”: is a note inserted by the Editor]


In reply to Lorin Marra:

We have approved your rant only to illustrate the fact that where a commenter becomes as defensive as you have, there must be something going on that needs further attention. As the saying goes: Where there’s smoke, there’s fire.

We’d like to make it quite clear from the outset that the article is not about Paul Marra nor about the Marra Funeral Home operation; the article is about the office of the coroner both in Albany County and in general. Mr Marra is mentioned, along with others, in the article because he has voluntarily stepped forward and has received the approval and support of the Albany county Democrats and their political machine to have been elected to be an Albany County Coroner. Mr Marra, his office, his associations, and his keepers, therefore, have made Mr Marra a public figure and that visibility is open to comment. Mr Marra, his interests, his associations, his performance and all other aspects of Mr Marra are subject to comment because of his status as a public figure. Period.

Lorin Marra writes:

We Responded:

That having been said, we can respond to your diatribe by saying that the information we provided in the article came either from official sources and based on what those sources, that is, the Office of the Albany County Coroner, provided in response to our demand for documents and information under the NY Public Officers Law. If any of our information were incorrect, it is because it was provided by the custodians of that information as public officers and public employees. So let’s put that part of your comment to rest and redirect your misdirected hissy fit to the proper target: the County of Albany.

You are terribly clouded in your perspective of reality if you represent, as you in fact write in your comment, which, as written is a bit unclear, “[M]ost coroners are in fact funeral directors nor [sic] for a political agenda but…” (the rest of that sentence does not contribute to a better understanding of your rather strained thought process). We do not propose in any way that funeral directors are funeral directors for a political agenda. Where you pulled that one out of is beyond us but if you take the time to actually read the article with your eyes open, you’ll actually see what we’ve written. To deny, particularly in Albany County, that the office of the County Coroner is politically tainted is tantamount to claiming that a 3-dollar bank note is legal currency in the US. How naïve? can you possibly be or How devious? might be a better question.

Lorin Marra writes:

…a coroner does not get paid enough by the state [Ed.: Paul L Marra is an Albany County official but is civil service, and gets his check from NY state. Currently he gets $$20,836 a year.] to actually make a living off of just being a coroner. Most coroners are in fact funeral directors not for a political agenda but because they have the knowledge and experience dealing with the deceased. Marra funeral home is in fact OWNED by Paul Marra.

We Responded:

We don’t give a whit whether Paul Marra “OWNS” (your caps!) Marra Funeral Home. But that confirmation by you certainly bolsters our statements about conflicts of interest.

Lorin Marra writes:

Coroners are NOT allowed to use their position to gain business in their personal funeral homes [Ed.: “Not allowed…” is true; what you seem to glance over is that they DO abuse their positions! It’s a human weakness.] Do you realize how many calls a coroner must go on during their respective shift? If they actually claimed all those funerals [Ed.: They don’t have to claim “all” the funerals, just some.] they would be a multi-millionaire which is not the case for any coroners [Ed.: But may be true for some funeral directors.]. The funeral home business tends to be a hereditary business, most people do not wake up in the morning and decide HEY I’M GOING TO WORK WITH DEAD PEOPLE FOR THE REST OF MY LIFE, they [Who do?] tend to go into the business because a previous family member has and so on.

We Responded:

We agree, though, that ethically “Coroners are NOT [again your caps!] allowed to use their position to gain business in their personal funeral homes.” What we don’t quite get is your point. Whether they are “allowed” has no practical or real effect on whether they do misuse their positions. One point you seem to have missed [again!] is that they can garner political and professional capital even if they don’s use their own “personal” funeral home. Think about that for a minute and if you don’t get it, please let us know and we’ll walk you through it.

Again, we agree with you that many funeral homes may be what we properly call “family funeral homes,” or funeral homes that stay in a single family’s hands for a couple of generations. That is changing and, if you read our articles with the intent to understand what is actually written rather than what the voices in your head are telling you to see, you will find that we are ardent champions of the family-owned, local funeral home as opposed to the multi-state factory funeral service corporations. But you likely would have missed that point. [Ed.: You may want to see our articles: “Birds of a Feather? Lying down with dogs? The Politics of Funeral Corporations….” and “Bring Out Your Dead! You have failed to disguise your arrogance, though, when you state that “coroners can’t make a living off of just being a coroner” [Oh! Your grammar is painful!] No, I wouldn’t think that they’d be able to do anything by just “being a coronoer,” I’d expect they’d have to actually do something besides just being an anything. But the City of Albany and the County of Albany have literally dozens of “employees” and “appointees” who make good money by just “being” a something and not necessarily doing anything. While we are struggling to identify what a “board[-]certified medi legal [Ed.: The word Lorin is struggling to get right twice (!) is “medicolegal.” Is she really a Siena graduate?] death investigator” might be, we would like to ask the glaring question that emerges from your statement: If he has been a coroner for 29 years but certified to investigate deaths for only 15 of those 29 years, how many mistakes did he make in the 14 years when he was not “certified?” The fact that he has been a coroner for 29 years, elected every 4 years, simply proves that too little scrutiny goes into the office of coroner and further supports the fact that in Albany County, once you’re in you’re in for life.

You state that Paul Marra has “trained for over 600 with the State [A]ssociation of County Coroners.” We’re not in the least impressed by that statement. Here’s an example: In one summer, a contributor of ours trained in a major hospital for over 500 hours to earn just one unit of Clinical Pastoral Education credit towards his qualifications. I repeat, that was 500 hours in one summer for one credit! We assume that you’re referring to 600 hours for Mr Marra’s training over a number of years. That’s not impressive in the least, especially when you consider the years of training that a real medicolegal death investigator must do to qualify and then the continuing education required just to keep the pathologist’s licence! Please, don’t talk to us about Mr Marra’s paltry training record!

Our facts are true, complete and correct, which is more than we can say about your subjective and clearly biased remarks about your relative, Paul Marra.

Furthermore, the professional and scientific literature abounds with one single conspicuous observation: The office of the coroner is obsolete and, since its very beginning in the 12th century, has been political and corrupt. Nothing has changed since then. Furthermore, until very recently, with the deployment of the Electronic Death Registry system in New York State, recordkeeping documenting coroners’ activities and cases was deplorable.

If you’ve made it this far, you deserve a bit of humor and entertainment. Here’s one of our favorite scenes from Monty Python’s In Search of the Holy Grail. Enjoy!

Obviously, Ms Marra was not interested in the facts and figures we very conscientiously researched and published in our article; instead, she was more interested in demonstrating her inability to read the English language. If her dyslexia is shared by Paul Marra, Albany County Coroner, it’s no wonder that their records and available information is so scanty and incomplete. The fact that Ms Marra came up with figures that the Albany County Coroner’s Office couldn’t produce does shed some light on the fact that either Ms Marra’s figures are phoney or the Albany County Coroner’s Office doesn’t want to share some embarrassing information with the public, or the information is simply unavailable because of the Albany County coroners’ poor record keeping practices. Maybe the answer is “all of the above.”

The fact is, our information is good as 24 karat gold. All of it comes from reliable sources. The fact that Albany County has poor record keeping practices and the County doesn’t consider it important enough to update their software is a problem voters might want to address. The fact that Schenectady County (medical examiner’s office) and Greene County (coroners) dragged their feet for months and only produced a fistful of information or no information at all, or just excuses made by the county attorney, is at the very least a black eye for those counties. The Rensselaer county attorney should be brought up on charges for refusing to provide any information on the Rensselaer County Medical Examiner’s office. If that’s democracy at work and freedom of information…

Here’s some additional information on medicolegal death investigators. According to the ABMDI, The American Board of Medicolegal Death Investigators, FAQs page, the medicolegal death investigator doesn’t need any special training or education.

  1. What is a Medicolegal Death Investigator?
    The role of the medicolegal death investigator is to investigate any death that falls under the jurisdiction of the medical examiner or coroner, including all suspicious, violent, unexplained and unexpected deaths. The medicolegal death investigator is responsible for the dead person, whereas the local law enforcement jurisdiction is responsible for the scene. The medicolegal death investigator performs scene investigations emphasizing information developed from the decedent and determines the extent to which further investigation is necessary. Medicolegal death investigators should have a combination of education and skills encompassing areas of medicine and law.
  2. Who can become a Medicolegal Death Investigator?
    There are no formal requirements to become a medicolegal death investigator. Each coroner and medical examiner office has different hiring practices. A medicolegal death investigator must be knowledgeable of local, state and federal laws. In addition, a medicolegal death investigator must be the most medically knowledgeable person at the scene of the crime to determine if further investigation is necessary.
  3. Do I have to have a degree?
    There are no formal educational requirements specifically for medicolegal death investigation. Any degree program dealing with Forensic Science, Natural science, Anthropology, Nursing, or any other medically related field would be useful. Bottom Line: There are no special education requirements or degree requirements to be a so-called “medicolegal death investigator.” But the fact that “a medicolegal death investigator must be the most medically knowledgeable person at the scene of the crime” is very disturbing because most funeral directors have only a two-year degree in mortuary science, and that degree has very little to do with any “medical knowledge.” Furthermore, a degree in mortuary science or, more accurately, in funeral home operations, is not generally considered a medically related field.

Now doesn’t that information make you feel more comfortable about who is making decisions about a human being’s death at a possible crime scene?

Criminals Thumbing Their Noses to Law Enforcement? Why?

Over the past two years or so we’ve been very fair to local law enforcement, very gentle, and quiet but always watching. We’ve kept our ear to the ground and now it’s time to take off the gloves and ask some burning, critical questions. Why is it that two prime suspects, Zachary C. Stahlman (Glenmont) and Donald J. Howell, both with criminal records, Stahlman once being charged with misdemeanor possession of a firearm, have not gotten some real attention by local law enforcement?  Charles H. Stahlman (Zachary Stahlman’s father) 52, was charged with felony possession of a forged instrument after using forged $20 and $10 bills at an estate sale on Sunday, State Police in New Scotland. Do you think he was going to stock the flea market with merchandise purchased by his father, Charles H. using counterfeit $20 and $10 bills? It’s not ISIS or alQaeda nor the Russians nor Alexandr Putin we have to worry about, people, it’s the thug next door or the low-life you’re renting to, and law enforcement’s conspicuous inability to enforce the law and to protect our citizens — or worse still, their refusal to do so. Something’s — still —  rotten in Coeymans, Albany County, and Greene County. According to information we have received on crimes being committed in the Town of Coeymans and the Town of New Baltimore are being put on the back burner. It seems local criminals are thumbing their noses to local law enforcement and getting away with everything from theft to major vandalism to driveby shootings. So our question is this:

Where is law enforcement and What is local law enforcement doing about all of this criminal activity.

Actually, it’s nothing new and has been going on for some time now.

There are several possibilities: Either law enforcement is asleep on the job and is making no effort to protect local residents and businesses from criminals, or law enforcement is unable to do their jobs. The Coeymans Police Department is small and under–equipped, thanks to Coeymans Town Supervisor Phil Crandall (D) and his harem,  but even so, can ask for assistance from the New York State Police but Coeymans has to request assistance, since the crime scene is in Coeymans’ jurisdiction. What Greene County Sheriff Gregory Seeley (R) and Greene County District Attorney Joseph Stanzione (R) are doing is short of nothing. Seeley has a big mouth when it comes campaign time just before he’s up for election and then he’s real tough on crime. What happens after the elections is anybody’s guess but it does seem he goes a bit flaccid, a bit limp, some erectile dysfunction there, a bit soft on crime. As for Greene County DA Joe Stanzione, he’s been notified about a number of law enforcement failings and seems to have gone deaf or something. Maybe he’s brain dead but he seems to be out to lunch with Seeley when it comes to law enforcement. So what gives, Greene County media? Have you all gone Republican-soft — We thought that was a Dem thing, a Liberal thing…Right Mr Soares? — on crime? What are we financing Greene County law enforcement, the Greene County Sheriff’s Department, to do? Give free rein to the crooks and criminals in Greene County? We want some answers and quick!

It’s totally ridiculous when you think that the suspects can steal NYS dealer plates from a car in the New Baltimore Town Hall parking lot right under the noses of the Greene County Sheriff’s deputies who would be in the courtroom and also have a satellite station in the New Baltimore Town Hall. You can’t make this stuff up! It’s disgusting, really.

As for Albany County, that cesspool has been a den of corruption and crooks since time immemorial. We all know about Albany County DA P. David Soares and his collection of morons — not servants of the people but servants of the system — in the Albany County DA’s office. Take for instance Soares’ reputation as being the worst DA in the country. The most notable thing Soares has done since he’s been in office is to play the Soul Train race ticket to get re–elected, and then Soares the Oreo turns around and screws the black community. And then there’s his little bunch of trollops like Chantelle Cleary and Carmen Warner, daughter of Nancy Warner, Ravena village trustee, and Harold “Hal” Warner, Ravena village justice, who were involved in some indecency on Facebook, had to resign from their positions in Soares’ office. Well, that’s OK since Michael Biscone collected Soares’ garbage and hired Warner. If you don’t recall the incident, see our article The Warners: A Family Tradition of Misconduct

It gets worse when we have to look back to the days of Gerald “Dirty-Hands” Deluca and Gregory “Dumplin'” Darlington when they were running the Coeymans Police Department and Ravena-Coeymans. There’s the story of Scott Lendin, who vandalized several vehicles on the 9W Auto LLC lot, and stole electronic equipment out of one of the vehicles. He had the equipment in his possession when apprehended. Lendin even allegedly announced that he “had friends in the Bethlehem Police Department,” and he obviously had friends in the Coeymans Police Department and the local courts, too. Because when he appeared before then justice Phillip Crandall, who has since been disgraced and removed from the court and banned from ever running for judicial office again — but who then ran for public office as Coeymans Town Supervisor and was elected by Coeymans voters. Well, the Coeymans Police Department either because of their “special relationships” with the local criminal element or as retaliation, dragged their feet in the Lendin investigation until Lendin was released with less than a slap on the hand. No doubt Deluca and Dardiani had colluded to screw up the investigation, and Albany DA Soares was up to his neck in corruption with Deluca and Dardiani. After all, Darlington’s wife was working in Soare’s office as a secretary at the time. Can you imagine the information that got leaked to and from the Coeymans PD from the DA’s office and back? We reported on this and much more back in . If you don’t remember, you can read our article, Exposé: The Lost Felonies, to refresh your memory.

When Deluca and Darlington were “forced” to resign from the Coeymans Police Department, and P.J. McKenna, a veteran police investigator and law enforcement professional, was hired to be Coeymans Police Chief and to reform the Coeymans Police Department, we were skeptical and still demanding that the Coeymans Police Department be eliminated outright. But we gave McKenna a decent chance and left him alone to allow him to do his thing. Was that a miscalculation on our part?

We are now asking ourselves the big question: Has anything changed? Or are the criminals still in control of the Town of Coeymans?

Well, anyone who’s been tracking the Crandall goons in Coeymans Town Hall, knows damned well that the criminals are in control of Town Hall. Anyone who thinks otherwise is probably on Crandall’s staff payroll. No money for the Coeymans Town Clerk or for the Coeymans Police Department but plenty of money for Crandall’s harem, even if they haven’t got a clue how to run a computer. Right, Nita Chmielewski?

But back to local law enforcement… There’s something really fishy going on in our community, and it looks like the criminals are thumbing their noses to law enforcement, telling them to kiss their criminal asses. Since we published our article on the “Lost Felonies” back in March 2013, during the Deluca – Darlington clown show, we had hoped that things might have changed and that with a professional law enforcement veteran in the chief’s office, things would be getting done and done fairly and legally. We’re having our doubts, though.


sorry-no-change_smDeluca and Darlington had no qualms about doing whatever it took to keep their handlers happy and themselves in their jobs. Retaliation was the rule rather than the exception. Police abuse of power and harassment were routine. Obstruction of justice was the S.O.P. All you have to do is go back and search our articles for the horrible state of affairs in Ravena – Coeymans just two years ago. All you have to do is F.O.I.L. the list of complaints filed against the Coeymans Police Department and its officers. It’s in the public record. Our concern is that with Deluca and Darlington the law was ignored and abused — and all that with the complicity and cooperation of the local town and village courts and justices, not to mention the Albany County District Attorney, P. David Soares — , and residents were not protected from the criminals; we have new faces in the Coeymans Police Department, and while the outright public abuse has disappeared from view, little appears to have changed in terms of public safety!


Residents and Businesses are Under Attack!

But there’s still something sinister going on. Crimes are being committed and the investigations are going stale, if the crimes are investigated at all. And Coeymans Town Hall and law enforcement does nothing but point fingers. McKenna cries that Crandall is depriving the Coeymans PD of resources to which the Coeymans PD is entitled; Crandall responds that Coeymans has no money (but he keeps hiring his minions and populating his office with numerous clerks and girly friends). McKenna blubbers that he doesn’t have the staff or the equipment to properly do his job but he doesn’t ask for help from the NYS Police or the Albany County Sheriff. So the criminals party and local businesses and residents are placed at risk. Is this the “serve and protect” and the government services we expect? Drop the egos you dumbasses; residents and businesses are under attack!

But local law enforcement in Coeymans and Greene County have gone erectile dysfunction, soft on crime!

Make your own decisions. Here’s the timeline on several incidents that have occurred to one single business owner living in New Baltimore and owning property and doing business in the Town of Coeymans:

  • On March 2013:  Scott Lendin vandalizes several vehicles at 9W Auto LLC, steals electronic equipment from one of the vehicles, is apprehended, “has friends in the Bethlehem PD”, appears before Phil Crandall, and goes Scott [no pun intended]  free. Admittedly, that was during the Deluca – Darlington police – state regime (see below for more on this). But let’s go on….
  • On August 2015:  All copper plumbing stolen out of 2530-34  property on Rt  9W, Town of Coeymans – over $7,000 to replace and repair the damage.  Still an open case with Coeymans Police Department. Just a few feet down the road, the insurance broker’s office was burglarized. Is that still open, too?  No update from Coeymans Police Department on this case, except that it’s still “open.”
  • On July 16, 2016:  Dealer plate stolen off auto in 9W Auto owner’s driveway. Greene County Sheriffs called for investigation. No update from Greene County Sheriff’s Department.
  • On September 12, 2016:  Ford Sedan set on fire on 9W Auto lot in the Town of Coeymans.  Reported to Coeymans Police Department for investigation. No update from Coeymans Police Department. Case still “open.”
  • On September 27, 2016: NYS dealer plates stolen while victims car, again the owner of 9W Auto LLC,  is parked at the New Baltimore Town Hall while owners are in court with suspect Stahlman. During the proceedings, Stahlman’s father is thrown out of court for being disorderly, and spends a couple of hours outside; during that time he and has motive and opportunity to remove the dealer plates during the time he is outside the courtroom.  The theft is notified to the Greene County Sheriff’s Department. No update on the investigation. Case still “open.” [Editor’s Note: The Town of New Baltimore has a Greene County Sheriff’s Deparment satellite station in the town hall. It was constructed with prisoner slave labor using prisoners from the Coxsackie Corrections facility.]
  • On October 3, 2016: The owners of 9W Auto LLC receive a text from telephone number 207-5523  “To get these back you will need to send $2000 dollars to as bitcoin wallet address. The text gives the victims one week to pay the ransom or threatens that the dealer plates will be sold, stating that “buyers are already lined up if you refuse.” Greene County Sheriffs Department, Gregory Seeley (R), notified and provided with information. No update from Greene County Sheriff’s Department. What in hell is going on here? Any questions, readers? The Greene County Sheriff’s department has a text from a working telephone number, and a message demanding $2,000 for stolen dealer plates, and what doe they do with this information? Your guess is as good as ours but they’re doing obviously NOTHING!!!!
  • On October 28, 2016: the owner of All Safe Storage, also the owner of 9W Auto LLC, was sitting in his office when a vehicle drove by and discharged a shotgun blast, perhaps two blasts, into the front door of the office, destroying the door and peppering the front of the building with pellets. The owner was in the office but fortunately was not injured. Yes, we reported on this drive – by shooting in our article Drive-by Shooting Arrives in RCS  Coeymans Police Department, NYS Police, etc. present at the scene. Investigation etc. The case is still “open.” No suspects have been arrested. Do you really feel safe in Coeymans?
  • Just a couple of days ago, on Sunday, January 29, 2017, the 9w Auto LLC owner arrives at his lot and  finds tires slashed and flattened on six cars and one truck –  The business owner called 911 for Sheriff assistance. Albany County Sheriffs deputies “busy at airport” and so the Albany County Sheriff’s Department contacted Coeymans Police Department.  A single rookie patrolman appears to investigate this major crime. Chief P.J. McKenna was notified of the criminal activity.  [Editor’s Note: After we left the scene, just a short time after the Coeymans patrolman left, we drove by Mayone’s Plaza and observed two Coeymans PD cars and two Coeymans patrolmen “processing” a motorist. We have to admit, they have their priorities, don’t they?] By the way, we have learned that on January 30, 2017, almost 24 hours after having discovered the vandalism, a Coeymans Police Department detective appears on the scene to investigate.  Several thousands of dollars in damage not to mention the fact that new tires have to be purchased and time and effort expended to replace the destroyed tires. Any guesses, readers, where this one is going?

In fact, we visited the crime scene on Sunday, shortly after the Coeymans patrolman left the scene, and we were shown plenty of evidence, even footprints showing how the perps entered the property and exited it, from the neighboring restaurant parking lot! There was even  — several patches of blood in the snow. Hopefully the rookie patrolman collecting the blood didn’t screw up the evidence!. Obviously the perps cut themselves when vandalizing the cars. Wouldn’t you think that the cops would be checking out the footprints and suspects to see if they had any recent cuts? Maybe. Time will tell but judging by the past performance of our law enforcement pros; we wouldn’t put any money on this bet.

Furthermore, it’s not as if these incidents are occurring hundreds of miles apart! They’re occurring at locations just a couple of minutes away from each other; it appears obvious that the victims are being singled out by a person or persons with an ax to grind. There is obvious motive and plenty of opportunity and several suspects are known. What we don’t understand is that with evidence like that text message and the demand for $2,000 that some law enforcement agency — Coeymans Police, Albany County Sheriff Craig Apple, Greene County Sheriff Gregory Seeley, NYS Police — haven’t apprehended the criminals and why the perps are not in custody!!!! And where is Albany County District Attorny P. David Soares and Greene County District Attorney Joseph Stanzione on these crimes and the failure of their law enforcement people to take some action??? These are questions we can start asking when they’re campaigning for re-election soon.

So, readers, who are the suspects? We don’t think we’re interfering with a police investigation —  if there’s any investigation being done at all — at this late point in time, so we’re happy to share what we have found out:

A couple of very obvious suspects are available, if the Coeymans Police are interested. There’s Zachary C. Stahlman who has a history of run–ins with the victims. Stahlman leased 1635 US RT 9w November 2015 with move in date of January 1, 2016.  Stahlman defaults on the lease in January and returns the keys in February.  Stahlman retaliates by bringing the landlords to small claims in New Baltimore Town Court, before failed and defeated New Baltimore Town Justice Lee Davis (D), and the case is heard by Davis on Sept. 27, 2016 for return of security/last months lease payment.  Davis loses the election and makes an 11th hour retaliation decision against the landlords. Davis’ decision dated December 31, 2016, more than 90 days later, is received by the landlords on January 6, 2017.  This is the Stahlman whose father is ejected from the courtroom for disorderly conduct. Still wondering where the dealer plates went? The case is being appealed by the landlords for obvious reasons. Former New Baltimore Town Justice Lee Davis (D) has quite a bit of baggage — his own brother turned on him — if you missed the drama, see our article, Double-Standard Davis: Asking New Baltimore for another Term as Town Justice?

Here’s the clincher: Our little friend Zachary C. Stahlman has a bit of a criminal history that goes back to 2010. Here’s what we found: On August 20, 2010 state police charged Zachary C. Stahlman, then 19, of Albany with fourth-degree criminal possession of marijuana and fourth-degree criminal possession of a weapon: a firearm, both Class A misdemeanors. Stahlman was issued appearance tickets returnable to Greenville Town Court. Now isn’t that interesting.  (Source: Daily Mail, Greene Police Blotter, Wednesday, August 25, 2010) And again, unlicensed driving: Zachary C. Stahlman, 25, of Albany, was arrested at 11:00 a.m. Oct. 20, 2016, and charged with aggravated unlicensed operation. This Stahman character has a bit of a history, doesn’t he? Wonder if the Coeymans Police or the Greene County Sheriff or anyone else picked up that little tidbits?

And another prime candidate with a big mouth is Donald J. Howell. Howell works for Capital Taxi in Albany. Howell’s wife, Miranda Cote, is allegedly an hourly employee with the New York State Department of Taxation and Finance (information obtained from See Through NY). The suspect signed a one – year lease with the victims for property that was to be used as a flea market at 1635 US Rt 9W. Howell stopped paying rent in December 2016, and had no insurance. In October 2016, Howell rented 1362 US Rt 9W from the victims as a residence.  Howell did not pay January rent and was given 30 day notice in December to vacate premises.   Howell was identified by local Stewart’s store staff as having announced that he was going to damage the victims’ property. When the Coeymans PD officer was investigating the crime was offered the names of the witnesses he responded that ‘he didn’t need them.’ A NYS trooper on the scene took the names. Question: What did he do with the names?

Howell was arrested by Cobleskill Troopers on May 15, 2014, in Troy unlawful possession of marijuana, seventh-degree criminal possession of a controlled substance and a controlled substance in non-original container (Source: Daily Star, Police Blotter, June 21, 2014). that wasn’t Howell’s first brush with the law. Donald J. Howell, then 19,  and Duncan Clancy, then 16,  were charged on July 1, 2001, with an attempt at a class D felony; criminal possession of a controlled substance with intent to sell; and criminal use of drug paraphernalia, second degree (Source: The Altamont Enterprise, Blotters and Dockets, July 19, 2001). There may be more on this druggie criminal but we’re not law enforcement and we’re not going to do their jobs for them. Did the Coeymans Police and the Greene County Sheriff miss this information, too?

We’re just wondering if the Stahlmans and Howells have any relationship with the Greene County Sheriff’s Department or DA Joe Stanzione’s office. Is there a connection with the Coeymans Police Department or the Albany Machine? Do ya think there might be a connection?

Property owners and business operators in the Town of Coeymans and elsewhere are the pillars of the communities; they pay the majority of taxes that go into paying pubic employees, like law enforcement, and the salaries of elected and public officials. Property and business owners pay for our schools and libraries, too. The very schools and libraries and public services that the criminals and low-life like them are benefiting from at the expense of the very property owners and business operators they are victimizing, and the police are failing to protect! You certainly don’t think that the likes of the Stahlmans, Howells and similar trash are carrying their weight in the community, do you? and the What do you think you’ll have when the criminals drive out more business from Coeymans if law enforcement continues to drag its feet in ensuring that Coeymans and our communities are safe for us all? 

So, that’s just one victim, who has been victimized multiple times in recent months. Don’t you wonder why our local news media aren’t reporting these stories? Why is this all hush – hush? What is local law enforcement doing with their time anyway? Well, we do know that they’re not at NYS Thruway Plaza 22 enforcing the stop sign laws. And we do know that they’re not controlling the meanderings of the huge vehicles traveling up and down Rt 144 and moving through Ravena. And we do know that they’re not apprehending suspects or solving any local crimes. That we do know. And what we want now is answers. Lots of answers. And they’d better be forthcoming or we’re going to come down real hard on law enforcement with some real investigative reporting, and some probing questions. And we don’t think it’s going to be pretty.

One final question: When if becomes obvious that the criminals have the upper hand and that law enforcement is incompetent, how do citizens protect themselves and their property? When they drive by shooting, do we shoot back? When they trespass and vandalize our property, do we protect ourselves and our property? Or do we call 911 and get excuses and no answers? If the police can’t enforce the law and keep us safe, what about some good old frontier justice? What do you think?

It seems that local residents have short memories so we’d like to refresh your memories. Remember just a couple of years ago, the Deluca-Darlington police state persecuted the sitting president of the RCS Board of Education, who was wrongfully and falsely accused of harassing Josephine (Tracy) O’Connor, by allegedly calling her “fat.” The BoE president was arrested and arraigned, although eye witnesses reported that the accusation was totally false. See our article Congratulations!  Do you also remember that Josephine O’Connor’s father, alleged alcoholic and druggie, Joseph “Joe” Tracy accosted a local business woman at her place of business, hurling abuse and profanities, in the presence of eye witnesses, and when the woman attempted to file a complaint with the Coeymans Police Department, then part-time homey, Kerry Thompson, an employee of the Albany County Sheriff’s Department, cuddle toy of Albany County Sheriff Craig Apple, refused to take the complaint! Of course, at the time Thompson was alledgedly “doing” bimbo rookie Dawn Crosier, who was later fired. Have you forgotten the harassment of local kids, the illegal searches and seizures. The false complaint made by Cathy Deluca about harassment in her illegal Ravena Health and Fitness Center and the refusal of the Coeymans Police Department to follow-up even though a tape recording was produced in evidence showing she lied to the police. Coeymans PD Jason Albert was in charge of that investigation ignored the evidence against Deluca — most likely out of fear of “Dirty-Hands” Jerry Deluca’s and Dumplin” Darlington’s bullying — and did nothing (Albert has since been promoted to ‘detective’. Does a cop apprehend another cop’s hippo wife? Well, usually only if he wants to break off a piece of that ass candy. Promotion must be the reward in the Coeymans PD for obstructing justice.)Have we forgotten the regular harassment by certain Coeymans PD employees, the disappearing complaints, the disappearing felonies? The collusion of the Coeymans and Ravena Courts with their friends and insiders in Village Hall and Town Hall? And let’s  not forget the land-grab conspiracies of Laverne “Larry” Conrad — abusing his position as Town of Coeymans Code Enforcement Officer —and Michael Biscone — in his various conflict-of-interest roles as town/village attorney and real estate attorney — and their friends at the NYS Department of Environmental Conservation. Conrad, Biscone and others had the Coeymans Police Department snugly and cozily in their hip pockets under the honchoship of Jerry “Dirty-Hands” Deluca and his darling dumplin’  Gregory Darlington. In the meantime, Coeymans, your former dumbass fraud police chief, Gregory A. “Dumplin” Darlington is collecting more than $41,000 a year in pension benefits at your expense. And Jerry “Dirty Hands” Deluca is collecting more than $22, 000 a year in pension benefits for his abuse of Coeymans residents. Deluca and Darlington may have been forced to retire but they’re laughing all the way to the bank! The list could go on but all you have to do is search for a couple of names — you should know them — on this blog.  Are you ready to take action against the criminal takeover of your property and businesses? Our law enforcement leaders have to be made accountable to US! They have to answer at our town and village meetings! This includes our county elected Sheriffs, whom we elected to ensure enforcement of our laws and our public safety. If you agree, leave a comment!

We’ve heard that an investigator employed by the Coeymans Police Department runs a side business installing surveillance cameras. It also appears that that investigator recommends his products and services to crime victims. If this is being done during or in the course of a crime scene investigation, it appears to us to be highly unethical, even a conflict of interest. We’re looking into this too. That sounds like something Josephine Bruno (a Biscone, at Prudential Real Estate) or Michael Biscone (also a Biscone) would do with Larry Conrad in their land-grabbing conspiracies. Josephine was in the Ravena Village Clerk’s office and connected with the Ravena Village hall and got insider information on properties in the area. It’s also no secret how Michael Biscone, a crooked attorney in Ravena, connived and conspired with Larry Conrad, Coeymans Code Enforcement Officer, and others, including contacts in the New York State Department of Environmental Conservation, to start problems for local landowners and then to pick up the property real cheap. Let’s hope the story of the Coeymans PD investigator is just a rumor. But our experience and local culture would indicate that it’s very true.

We’ve asked this question time and again: What exactly are they doing in New Baltimore town hall, anyway? They seem to have their own agendas because they’re certainly not doing residents any big favors! They don’t even communicate among themselves and are totally oblivious to the welfare of the community they’re supposed to have been elected or hired to serve.

You see, not only did property tax bills go out on about December 28, 2017, demanding, rather extorting money from property owners to pay for local and county government and our ineffectual school  — the RCS Central School District whose Board of Education can find almost a million dollars to redo the athletic field with dangerous astroturf but teachers complain there’s no money for books! So we now get a bill for property and school taxes, and you have to really wonder what your dollars are paying for. Here’s the answer: INCOMPETENCE!

Now, in the National Historic District, residents are exposed day-in-day-out to a local resident’s barking dog. Robert and Bonnie Krug of bank robber fame, keep a dog that they use to bully the neighborhood with its constant barking from morning to evening, Monday through Friday, with special performances on Saturday and Sunday.

Residents have attempted to approach the Krugs but Mr Krug responds only with threats. Maybe that’s why the Town officers don’t seem to be able to stop the nuissance; they’re afraid of Krug! Has he handed them one of his famous notes, too?

Flyers are now circulating in the Hamlet of New Baltimore asking residents to join together to neutralize the nuissance and to force the Town of New Baltimore to enforce its laws, and to restore peace to the National Historic District, and compel the irresponsible, inconsiderate owners of the animal to control their animal.

A resident has already sent a copy of another flyer directly to the New Baltimore Town Board through Nick Dellisanti, Supervisor, Jeff Ruso, Deputy Supervisor and Joe Tanner, Animal Control Officer. You can read that letter by clicking this link barking-dog-letter.

Like a school bully, one person can’t really fix the problem. It takes group action. People simply have to get involved. Like a school bully, if the people with authority, the teachers and supervisors, don’t take action, someone else has to step in. We urge New Baltimore residents in the National Historic District to take action both to send a message to the New Baltimore Town Board and to the Krugs that residents deserve a quality of life and the services from elected officials and town employees for which they are paying. It’s particularly important now that the Town is sending out their demands that property owners pay taxes.

We have to ask, For what?

What the Local Media Have Missed: Peter J. McKenna, A Shining Star in a Dark Basement

As our many thousands of readers are aware, we have regularly reported on the Town of Coeymans Police Department, and the majority of those reports were utterly grim, reports of abuse, corruption, misuse of power, bullying, and generally the worst of the worst. Then, we were pleased to report on the terminations of Gregory “Dumpy Dumplin’” Darlington and his darling Gerald “Dirty–Hands–Jerry” Deluca, which we surmised was their choice to either go or be prosecuted. Since Darlington and Deluca have disappeared so, too, have the reports and complaints we regularly received. Once the new Chief, Peter J. McKenna, occupied the Chief’s office and cleaned up the garbage dump it had become, a real professional was in the driver’s seat. Things changed for the better almost overnight. Truth be told, we had our reservations about McKenna and we pulled no punches. But we do claim to publish the true facts and we have to own up to our misjudgment of the man and his capabilities. Much to our surprise, even the guy we used to refer to as “PsychoCop”,  Ryan Johnson, has been brought back to Coeymans and has proved to be a 180° reversal of his former image. All of this and much more as we report below is due to the professional management and mentoring by Coeymans Police Chief Peter J. McKenna. That having been said, we also have to ask Why? Phil Crandall and his den of bullies are so intent on making life difficult for the Chief and his Department.  Could it be they realize they don’t have crooks and cowards in the Department any more? Can’t they cope with dealing with real professional and ethical law enforcement, and a Chief who has management and communications skills that surpass those of Crandall and his bullies together? Read our article below and you decide.

That having been said, it’s truly beyond comprehension that the local media, especially the Ravena News Herald, can use more than a page of newsprint to report on a lost and recovered dog, and can miss a story like this. In 2016, Chief Peter J. McKenna had a real opportunity strut his stuff and to use his experience in managing a department rounded out by personal hirings.  Starting in 2015, McKenna has been selecting experienced Police Officers who wanted to continue working part time in an industry they had dedicated their lives to, and paired them with young men and women just beginning their careers in Law Enforcement.  The new hires attended both full and part-time law enforcement academies without being paid for that time.  By combining new with experienced, two objectives were accomplished; the newer Officers were trained by seasoned law enforcement professionals, with experience in police supervision, criminal investigations, narcotics investigations, traffic safety, and community policing.  The grouping of part-time police officers provided a steady work schedule, minimizing the need to fill shifts with overtime (which comes from filling shifts with or for full time police officers).  In previous years, the schedule was completely monthly, but by agreement with the union, McKenna and the Department moved to a quarterly schedule.  Providing consistency afforded the rank and file a sense of continuity, and the need to fill shifts “at the last minute” dropped significantly. Now, that’s just background. The real meat – and – potatoes facts follow:

When Coeymans Police Chief Peter J. McKenna was hired to be Chief in late 2014, the department had two full – time sergeant positions.  One of those positions was an evening supervisor, and the other, Sgt Ryan Johnson, was detailed to another agency (the DEA).  Prior to Chief McKenna’s , the sergeants were the primary on-call supervisors when there were only patrol officers working the shift.  When Chief McKenna assumed leadership of the department, he became the “first call” for any circumstances that required a supervisor; in other words, Chief McKenna was always on–call to supervise the department and its officers. By being on–call, Chief McKenna reduced the amount of overtime by the highest-paid officers in the department.

In 2015, Sergeant Dan Contento moved from a Supervisory Patrol position to the School Resource Officer (SRO) position (when school is in session).  Although this did not reflect in a the direct reduction in costs in the departmental budget, what it did mean is an indirect savings: Here’s how:  By placing a sergeant-grade officer in the SRO spot Chief McKenna made possible a salary reimbursement to the town for the time Contento is dedicated to the school district as the school SRO.  The great news is that because of Chief McKenna’s excellent management and planning , the Town of Coeymans was reimbursed more than $41,000 of the Sergeant Contento’s salary by the RCS school district in FY 2016.  Anyone with half of a brain would expect, and we believe this reimbursement should have been returned or at least returned to the Coeymans Police Department’s budget allocations, but this is not Coeymans Town Supervisor Philip Crandall’s reasoning. Crandall says it should be viewed as town revenue and placed in the Town’s general fund (obviously in order to hire a Crandall crony during a hiring and spending freeze).  That makes no sense to us at all and it appears that Crandall is abusing superior management by withholding well earned incentive from the Coeymans Police Department, incentive that was earned by virtue of Chief McKenna’s wise judgment and management experience. This reasoning is further supported by the fact that, by assigning the sergeant–grade officer to the school, the reimbursement to the Coeymans Police Department is about 10,000 dollars more than it would be if a patrol officer were to have filled the position.

We say that Crandall’s mismanagement of the money saved by Chief McKenna’s management of his law enforcement staff is wrong! Crandall has no right to take that money reimbursed by the RCS school district and padding his cronies’ pockets while abusing Chief McKenna’s professional management, and at the same time refusing to allocate funds to the Coeymans Police Department for needed equipment and activities.

[Editor’s Note: We will be publishing in an upcoming article some information that supports this evaluation of Phil Crandall’s physical and financial bullying of Town of Coeymans professional staff. Phil Crandall has an inferiority complex that is aggravated by stupidity. But more on that later with proof how he has no money in the budget for workers but plenty for his cronies!]

The second sergeant-grade position, that of Sgt Ryan Johnson, was detailed by Chief McKenna’s predecessor, Gregory “Dumpy Dumplin” Darlington to another agency, the DEA..  That redeployment of a Coeymans police sergeant did not have the positive effect of returning funds back to the Department, since the sergeant’s salary was not reimbursed but only the overtime incurred (up to a predetermined amount) was reimbursable. The fact that the sergeant’s salary was not reimbursed was the result of poor negotiation and even worse management by Chief McKenna’s predecessor “Dumpy Dumplin'” Darlington. Chief McKenna brought Sergeant Ryan Johnson back to the Department in October 2016,  with the result that the Department was able to reduce 1 patrol position, and fill it with returned sergeant. The bottom line is that Coeymans now was paying the sergeant for services rendered to Coeymans and not to an outside agency and a patrol position was eliminated, further increasing the net savings!

Chief McKenna has succeeded in slimming down a bloated deparment created by his predecessors

Under previous Department management, there were two “part-time” Investigator positions, 1 detailed Senior Investigator position,  several so – called “B line positions”, an SRO position (school security), two “C line positions”, 1 supervisory C line position and an A line spot. [Editor’s Note: A, B, and C positions might be confusing so here is the key:  B is days, C is 4-midnight and A is midnight to 8 am. Hope that helps!]  The SRO, a 1 day position, the Sr. Investigator position, the C line position, the A line position, and C line supervisor position were all full time.  Before Chief McKenna, these positions provided full benefits such as vacation, sick and personal days off, which meant when a full time officer took the day off, his position, was filled with a part time officer, effectively paying two people for 1 working spot.  The part time Investigator spots routinely logged far more hours than the budget allocation [Editor’s Note: at best this was an indication of lousy management, ignorance of budgeting and a lack of familiarity with the department’s operation; in reality it was more likely Darlington’s padding his darlings’ pockets with town money.] Furthermore, before Chief McKenna took over the Department the “time management” for patrol shifts was uneven.  With McKenna’s hiring practices in place, he was able to alter the hours of some patrol shifts to provide two – person coverage twenty to twenty-two hours a day, and reduce unnecessary redundancies in patrol shifts;  Instead of the consistent A-B-C lines, McKenna put some officers on noon to 8 p.m. shifts, some (on Saturdays and Sundays on 12 hour shifts from 8a.m. to 8 p.m.), and the return of Sergeant Ryan Johnson to full dedication to Coeymans allowed the Department to employ Sgt Ryan Johnson in a dual capacity as a supervisor and as a patrol officer. According to Chief McKenna, his logic is that Coeymans is not so large a department that the positions need to be compartmentalized.

Having a supervisor on during this shift also eliminates the need to contact an off-duty supervisor at home if circumstances would require.  The Department before McKenna had previously provided only one officer working the midnight shift; McKenna’s scheduling now allows for two-officer coverage from midnight until 4 a.m.  Monday through Friday while RCS schools are in session, the SRO (Sgt. Dan Contento) reports for duty before the school buses drop off students; on this scheduling he is available to back up the patrol officer from 6:30 a.m. until 8 a.m., if needed. In order days off, monitoring hours worked, details filled, and shifts filled or vacated, Chief McKenna has been able to reduce the excess hours, non-essential shifts, redundancy of tasks, and trim the budget by more than $60,000 dollars from the scheduled amount in the budget. In addition, to this McKenna has succeeded in adding salary reimbursements to the positive bottom line, which has enhanced the Town of Coeymans budget by more than $10,000 at least. Compare those savings to Crandall’s ongoing spending sprees!

Chief McKenna has made his Department’s priority that of having patrol officers capable and available to meet the needs of the Coeymans community.  McKenna’s guiding principle is: “If we can do that, and reduce the burden on the taxpayers by even a little bit, everybody wins.”

According to McKenna when asked about his feelings regarding Crandall’s grabbing the salary reimbursements engineered by McKenna and his deployment of Department personnel, McKenna thoughtfully responded:

 “If I had any regrets about the windfall returned to the town coffers, it would be that I believe I am trying to maintain a professional department, without creating an undue financial burden on the people, yet still providing a safe and secure town and village.  The previous chief had his own printer, which died shortly after I took over.  I did not ask to replace it, as we have additional printers in the department I can utilize.  I have not dipped into petty cash.  Three of the patrol vehicles were purchased with seizure funds.  My only regret is that I believe I am fiscally conservative.  When I asked to outfit two vehicles purchased at the end of 2015 with lights and sirens, so as to reduce the stress on our fleet of cars, and allow for an extended life of the vehicles we have, it was denied, citing “financial stress”.”

[Editor’s Note: I am hard pressed to understand How? denying a department head access to funds saved through his management of his department during a fiscal year, can be justified on the basis of “financial stress”. Our question is this: Where is the budgeted money and the reimbursed money going, Mr Crandall? You’re the CFO (chief financial officer) of the town! And besides, how many assistants does a small town supervisor need? And an accountant at $100/hour. Come on, Crandall, do you think we’re as stupid as you look? I am even more hard pressed to understand Mr Crandall’s refusal to extend the life of Department equipment by minor investment in equipment for those vehicles. It is outrageous that Crandall and his bully cronies on the Coeymans Town Board take those savings realized by the Chief without the Chief’s input, and offset bloated payroll issues created by Crandall’s extravagance in hiring for his own office.  Case in point: When the supervisor’s office went almost 9% over budget on payroll for 2 people — we’ll be reporting on this in the next article giving names and money amounts —, and one of them is salaried.  The Town of Coeymans under Crandall and his cronies on the Coeymans Town Board has created a Human Resources department that has cost an additional $12,000 dollars — we’ll be reporting on this, too, giving names and money amounts—, and we have a Finance Officer working full time, earning nearly 50,000 dollars, while the accountant hired to check the work earns over 100 dollars per hour. We don’t understand how this can go unnoticed by the public and by the local media, especially when NYS law makes the town supervisor the chief financial officer (CFO) of the town! We believe that Chief McKenna has a firm grip and a professional understanding about budgeting the funds necessary to run his Department but it doesn’t appear that Supervisor Crandall or the town board has half the savvy of the Police Chief. Not when Mr Crandall goes on a hiring spree and then has to steal from the Coeymans Police Department to cover his abuses. But as will become clear in our next article, Crandall does not limit his abuse of public office to the Coeymans Police Department, his bully tactics extend to another professional employee’s department, too.

We’ll be asking to see the books to verify the time and payments to Linda Ziegler (part-time in Crandall’s office), Darryl Purinton @ $105/hr in Crandall’s office. Yes! You read that right, $105/hr. Nita Chmielewski (full-time in Crandall’s office) @ $24.54/hr. Cindy Rowzee (full-time in Crandall’s office) @ $16/hr. And to report to our readers about the overtime abuses by Crandall’s minions — he seems to have collected his own little henhouse, a veritable harem for himself. Does Mrs Crandall know?]

Both the young professionals and their veteran trainers are committed to performing to the highest standards of ethics, professionalism, and integrity.

Coeymans has seen four of the officers McKenna hired move on to full – time employment elsewhere.  After having received their training and mentoring from veteran professional law enforcement like McKenna and Contento, even from a matured Ryan Johnson, we would have liked to have seen these up–and–coming men and women stay and grow in the Law Enforcement field right here in Coeymans. The problem is really simple: Coeymans cannot compete with the salaries elsewhere, and with a town administration like Phil Crandall’s that slaps community – minded management and service in the face and that insists on shooting itself in the foot, those salaries and the benefits packages, as well as career advancement opportunities offered by larger departments will attract talented professionals away from Coeymans.  It’s not a total loss, though, because from the time these young recruits come to serve on the Coeymans Police Department, the people of the Town of Coeymans receives the dedicated service of a group of young professionals, who are committed to a career in Police Work and law enforcement, who receive training and mentoring by highly qualified veteran law enforcement officers while they are here.  Both the young professionals and their veteran trainers are committed to performing to the highest standards of ethics, professionalism, and integrity.  As an officer – in – training, these recruits need to give their utmost in order to become certified as law enforcement professionals.  Chief Mckenna doesn’t take the vetting process for these candidates lightly, and believes the obvious fact that these officers trained in Coeymans are now coveted by larger departments; this should be interpreted as a reflection of how vigilant McKenna and his veterans are in their efforts to find the best people for the job.

One of the hallmarks of our Coeymans Police Department is the too-often misused term “community-policing”.  For McKenna, that term means men and women, who interact with the public and don’t just drive past them, pull them over, or act as if a service call is an inconvenience.  McKenna and his personnel acknowledge and appreciate who pays their salaries.  They know that they are here because the people of this town want them here.  Property checks, bicycle patrol, walking beats, ATV details, crossing guard details; all these things get us out into the public, among our friends, neighbors, employers, interacting, and having an opportunity to listen and tohear what the community wants and expects from their own law enforcement professionals.  McKenna has vision and hope for the revitalization in the Town and Hamlet of Coeymans and Village of Ravena, and for the surrounding areas; nothing would give him greater joy than seeing storefronts filled with goods and service opportunities, instead of vacancy signs and deteriorating real estate everywhere you look.

McKenna, in keeping with his community contact policy, makes the effort to at least try to visit every business, with whom he and his Department interact, and McKenna looks to introduce himself to people in the community, so they know that they can actually call or stop in his office for any reason.  McKenna’s present and available and he makes that fact known to the community. Of course, there are times and places that he misses the chance to follow-up with people in the community, but he does express the sincere hope that those who feel he didn’t respond or do enough will call him, or stop in again.  [Editor’s Note: If anyone feels this is not the case, we at Smalbany would like your inputs and we’ll follow up, of course. Either leave a comment at the end of this article or send us an email at rcs.confidential@gmail.com] McKenna is one man literally fighting Town Hall so it’s not that he’s dissing anyone or that he doesn’t want to reach out to local businesses and business owners, the understandable fact is that he sometimes gets overrun, and misses the chance to finish what may have been started. Our suggestion to any business or business owner who would like to discuss any particular issue or who has the interest and time to foster a collaborative relationship with Chief McKenna and the Coeymans Police Department to call him, pay him a visit. You’ll find him the most generous and cordial man you’ll probably ever meet in Coeymans Town Hall. And we’d love to know about your impressions and experiences if you do that.

In conclusion, despite the abuses and the obstacles set by Crandall and his bullies, the Chief appears not to have any issues with the disrespect he receives from the mob upstairs, the ignorance he has to live with and lack of appreciation from Crandall, or the budget he has to work with. Judging from our observations, our conversations, and the facts we have gathered, we are confident — and we believe that Chief McKenna is as well — that if he and his Department is given the opportunity to provide input into hiring and purchasing, and the town government wakes up and stops hamstringing him in his efforts, he will continue provide a full measure of service to the Town of Coeymans and the Village of Ravena.  If Crandall and his cronies continue to obstruct the Chief’s efforts by placing obstacles and roadblocks, and the Chief is stymied in efforts to professionally and conscientiously, and responsibly manage his Department and to move the Department forward in service of the community, the task of keeping the community safe and protected will become increasingly difficult, if not impossible.

At this point in time, the Chief foresees at least two young officers leaving the Coeymans Department in the coming months in order to accept full – time employment in larger departments. If the Chief is not given the latitude and resources necessary to adjust for these losses, the future may become a very difficult challenge for this community in terms of safety, response, and service.

We feel that Mr Crandall and the Coeymans town board should take a very critical look at their own egregious misconduct and their lack of concern for the integrity of Coeymans government. We, and we hope we are joined by our friends and neighbors in Coeymans, especially the business community in the Town of Coeymans, to demand that Chief McKenna be given a voice and an regular opportunity to share his vision, his plans, his challenges, and his solutions with the Coeymans community, and at every opportunity in town administration activities. We encourage Chief McKenna to insist on being on the agenda at Town of Coeymans working meetings and regular Town Board meetings, to present his regular reports, and that those reports be “on the record” and in the minutes for the public’s information. We further encourage the local and regional media to establish and nurture liaison with Chief McKenna and his Department, and that the media provide opportunity and space for the Chief’s regular reports.

In the meantime, we’d like to thank Coeymans Police Chief Peter McKenna for his fine service and dedication to this community in 2016, and to extend our sincerest best wishes to the Chief and his law enforcement professionals, and his officers – in – training for a safe and happy new year in the service of our community!!!

Editor’s Heads – Up! Stay tuned for another block – buster report on the Crandall mob’s misuse of office and their abuse of town employees. We mentioned some of the double – standard hiring practices and financial irresponsibility exhibited by Crandall in this article but be prepared for an even more shocking exposé in our follow – up article, which will expose Crandall, Youmans, and Dolan as bullies and harassers, and the rest of the town board as cowards with no balls.
