Conrad to Bailey: “You’re telling this board a load of crap!”

“You’re telling this board a load of crap!” was Town of Coeymans Code Enforcement Officer Laverne “Larry” Conrad’s response to the blather that Village of Ravena council member William “Bill” Bailey was dribbling at a joint Village of Ravena—Town of Coeymans workshop that was held with just three members of the public (one of whom was a reporter for the Ravena Nose Herald) in attendance—on Tuesday, June 24, 2014, at 7 p.m. in the Ravena village hall. Having witnessed the night of the living brain-dead that evening, we tend to agree with Mr Conrad’s assessment of Mr Bailey’s drivel.

Joint Village of Ravena-Town of Coeymans Water-Sewerage Workshop Night of the Living Brain-Dead!

Joint Village of Ravena-Town of Coeymans Water-Sewerage Workshop
Night of the Living Brain-Dead!

Let’s start with some basic information before we give you a quick summary of the dog-and-pony act that the Ravena-Coeymans clowns performed for an empty house on this past Tuesday: It was supposed to have been a constructive dialogue between the two elected bodies, the Ravena village council and the Town of Coeymans Board, to resolve the long-standing problems of water and sewerage management between the two adjacent communities. After all, isn’t that what a workshop is supposed to be? An orderly dialogue dealing with specific questions with the goal of arriving at answers. Well, not in Ravena, not in Coeymans, and not when Ravena and Coeymans sit in the same room to have a joint piss-down-each-other’s-leg session. It was the Night of the Living Brain-Dead!

Ravena trustee Bill Bailey: “we’re better off paying the DEC fines…”

Fact: Ravena wants Coeymans residents to pay 40% of the bills. Fact: Ravena has approximately 1600 users compared to about 400 in the Hamlet of Coeymans. In other words, Ravena should be paying at least 75% of the bill if we want to be fair and look at usage. But according to Ravena’s Bill Bailey, ‘We have the infrastructure so that’s why you [Coeymans] have to pay more than your fair share.’ But what Mr Bailey fails to admit is that Ravena’s infrastructure is stone-age, it’s falling apart, it’s failing! What Mr Bailey doesn’t admit is that Ravena is under the gun and is facing the DEC because of the van Hoesen street disaster. Ravena is under the gun of a DEC Consent Order and is paying fines to the DEC for its mismanagement of the water/sewerage problems in the village. According to Bailey’s assessment of the New York State Department of Environmental Conservation’s requirements for managing the runoff is that “The DEC’s requirements are too stringent.” What’s Bill Bailey’s response? It’s incredible but here’s what Bailey responded: “We’re better off paying the fines…” That’s one of Ravena’s elected official’s response to the question of compromise!  So, Mr Bill Bailey, a leftover from the notorious Bruno quarter-century of mismanagement has no problems paying the DEC fines with your tax money.

stop stop stop
 Conrad to Bailey:

“Stop talking that crap !”

What irked us to the point of puking is that Bill Bailey was given the floor for almost the entire meeting. Mr Mayor Moose Misuraca was eerily silent throughout and the only sign of life coming from him was when he got up to apparently relieve himself. To his credit, Keith Mahler opened his mouth with some fairly decent comments and questions but Mr Mayor Moose just sat with his eyes glazed over! Of course, Nancy Warner, another leftover from the Bruno debacle stepped up with nonsense comments that simply aligned her with her goomba Bailey.

Bailey: “We’re throwing in $1,000,000.” Who is? Where’s it coming from, Bailey?

Bailey repeatedly sung the refrain, “We’re throwing in one million dollars…” Our question is, Mr Bailey, who is “we” and where are you getting the $1,000,000 you are “throwing in”?  Bailey, you’re an idiot! And what’s worse, you’re a freaking monkey on a string, a driveling Chatty Cathy: Just pull your string and something stupid comes out of your mouth!

Apparently the past contracts that cover the approximately 30 years of water and sewerage mismanagement between Ravena and Coeymans are the basis of some contention and are up for re-writing. We will have the contracts foiled so that we can review them and report on how the Coeymans community has been and continues to be getting screwed by Ravena. But it’s scary, very scary.

According to Mr Conrad (Code Enforcement Officer for the Town of Coeymans) “camera studies” done on the connections between sewer system users in Ravena-Coeymans have shown that “every connection” has a leak. Does anyone know that the public health ramifications are of these “leaks”?  Do our elected officials care?  Time that some pretty heavy-duty public inquiry is made. We need some answers and quick!

Apparently, the arbitrary figures of 60-40 coverage of costs is just that: arbitrary. You see, there have been meters installed to monitor the flows—and that’s a great idea if you want to get the real story on usage—but the meters are broken, they don’t work most of the time. They’re useless!  Again, Mr Conrad responds to Mr Bailey, Ms Warner, and Mr Misuraca (who still hasn’t said a word): “Let’s give residents a chance; let’s let the meters determine the usage.” Well, Mr Conrad, that’s all fine and dandy, but you first have to either fix the meters or get ones that work!

It seems Mr Bailey and the village of Ravena want to give residents a chance; a chance to have another hike in their sewer rates! A couple of years ago the rates for Coeymans hamlet residents DOUBLED from about $250 to about $525 a year; Mr Bailey estimates that the cost even to Ravena residents may go up to $550 or as high as $600 a year. One town attendee mentioned that such a hike in rates will send residents over the edge; that the Hamlet of Coeymans will have nothing left but empty buildings. What do you think? Does Ravena-Coeymans have to drive the remaining residents from their homes?

We haven’t even addressed the Oakbrook Manor situation. That’s another story all together. You see, Oakbrook is in the territory of Ravena and has about 400 units, each one of those units pays separate rates for infrastructure. A couple of years ago, the owners of Oakbrook spent millions updating their infrastructure but got no relief from the village. Oakbrook is pretty much a community in and of itself but is being taken for a ride by the village of Ravena. But that’s another story. We’d like to hear from the absentee owners of Oakbrook, though. How do they feel about what’s going on in these almost “private” workshop meetings where “Dud-ley Do-Littlles” like Bill Bailey are talking crap and spending taxpayers’ millions irresponsibly.

Tell me you love me! What's Right or what's Legal?

Tell me you love me!
What’s Right or what’s Legal?

Coeymans: “Do we want to do what’s legal or what’s right?”

Look, years ago Ravena and Coeymans were one community, Ravena-Coeymans, under one roof. Some moron decided to split the village of Ravena from the Hamlet of Coeymans and we all know the rest of the story. There’s no reason why two separate communities whose boundaries no one seems to know—that’s how intermingled they are, should have two governments who traditionally have never been able to see eye-to-eye. There’s no reason why idiotic contracts and unreliable hearsay and undocumented statistics should be deciding what’s fair for residents! During the discussion of the cryptic contracts, one of the town board attendees asked the interesting question: “Do we want to do what’s legal or what’s right?” What is legal is not necessarily “right”. For example, slavery was “legal” but we can all agree that it was  not “right.” Stoning someone for adultery is “legal” in some countries but we can all agree it is not “right.” Ignoring the United States Constitution and telling people who it’s illegal to have firearms is not only constitutionally “illegal” but the law, it’s not “right.” Our position is this: we elect our local officials to represent our best interests. In other words, to do what’s fair and right. We don’t expect them to do what’s “legal” if what’s “legal” is not fair, right, and in the public’s interest or for the common good. That’s a no-brainer but it appears to us after having witnessed the joint Ravena-Coeymans workshop that where there’s no brains, even a no-brainer is a problem.

You don’t have to take our word for all of this. The entire dog-and-pony act was recorded by the Coeymans town clerk. It’s public information and anyone who wants to review the recording can request it from the Coeymans town clerk. We will be reviewing the recording and a number of relevant contracts and documents in the coming days and will be reporting on the facts on this blog. So stay tuned.

Misuraca's Performance Is he up to tackling the real issues? Answering the big questions?

Misuraca’s Performance
Is he up to tackling the real issues? Answering the big questions?

In conclusion, we were very disappointed with Mr Misuraca’s silence. We were very disappointed that he let Warner and Bailey take control of the meeting. We were gratified that Mr Mahler spoke up when he did with some very good questions and suggestions. Maybe the wrong “M” was elected to be mayor of Ravena. It seems Mr Mahler has a hell of a lot more on the ball than Mr Mayor Moose. It was, in total, a disgrace and an embarrassment to have allowed Warner and Bailey to represent the village of Ravena as they did. To have a town official say outright to Mr Bailey, “You’re telling this board a load of crap.” Says it all.

Finally, before the workshop started up, we walking in on what was apparently a working meeting and Ravena Health and Fitness Center “director”, Cathy Deluca, was pitching the village board for more support. That came as a real surprise given the fact that the Ravena Health and Fitness Center should have been eliminated and purged from the current budget completely. Worse still, it was during Deluca’s blather that Mr Misuraca woke up and actually showed some signs of life. It seems that Deluca wants to attend more training seminars and wants to do more advertising. It seems that she is touting Silver Sneakers as a big accomplishment. It seems she wants access to the school pool and to the village pool. Even Nancy Warner had to admit that the Ravena Health and Fitness Center has only about 200 members (it needs more than 400 to break even). Deluca and Warner noted that under the village and town insurance plans, employees can join a health club and get reimbursed for part of the membership fees. That’s all nice and dandy, but our question is, of course, “Why would anyone put more than $200 in cold hard cash up front to join a dump like the Ravena Health and Fitness Center, and then wait to be reimbursed for part of that from the insurer?” Here’s another one for ya: “Why wouldn’t you pony up less for more by joining Planet Fitness or Bally’s?” (If you have an answer to those two questions, we’d be very glad to hear from you. Please leave a comment.)

It seems that Cathy Deluca’s only “major” accomplishment is really nothing big at all—unless you think that stealing programs from other organizations is a big deal—is the Silver Sneakers senior fitness program, which the Ravena Senior Center is quite capable of running but Deluca needed to grab it in her desperate attempt to make it look like she’s actually doing something. The bottle-blond-bimbo simply applied on the Internet to be a location for Silver Sneakers, just like she bought her certifications on the Internet. Not really what we’d call qualifications or even an honest (OOPS! Did we say “honest” in the same breath as “Deliuca”?  Shame on us!) day’s work!

we’ve recently published a report on the expected miserable failure of Cathy Deluca’s THIRD failed fitness center. If you haven’t read that report, please click this link: Ravena Health and Fitness Center: Year One = Miserable Failure!!! After you read that article and considering Nancy Warner’s comment that the Ravena Health and Fitness Center has only about 200 members (mostly non-village, apparently) you may want to recall that Misuraca, Mahler and Coye ran on  promises of transparency, accountability and fiscal responsibility. After having heard the village’s statements and having noted the conspicuous silence of mayor Mr Moose, we’d like to ask Mr Misuraca, Mr Mahler and Mr Coye how they can account for the crazy allocation of another more than $100,000 to the failing Ravena Health and Fitness Center, when the village of Ravena needs so many other vital programs. How does the Ravena Health and Fitness Center measure up to Misuraca’s, Mahler’s and Coye’s promises of transparency, accountability and fiscal responsibility?

And here’s an even better question for Mr Mayor Moose “Misuraca” and his village of Ravena council majority: “What in hell is Cathy Deluca and her illegal, money-pit playpen, the Ravena Health and Fitness Center, still doing there, sucking up more than $100,000 in taxpayer dollars again this year?”

Stupidity, Ignorance, Corruption: Do you know the difference? Faith Plaza is Sinking!

Some readers have called us pessimists and they’re dead wrong. You see, we’re actually realists, because we see things as they are, make no excuses, and ask Why?

That requires us to be able to differentiate among stupidity, ignorance, corruption and plain old crookedness; that’s something most Ravena-Coeymans- New Baltimore locals don’t seem to be able to get a handle on. So we’re going to provide a couple of illustrations to help those of you along, who don’t quite have a grasp on realism.

A number of years ago, during the reign of terror under former Ravena mayor Bailey, the Flachs purchased the marshland on which Faith Plaza was built. No doubt the entire business deal was crooked because not only was mayor Bailey involved but local shyster John Biscone, father of the current Ravena shyster, Michael Biscone, was also involved. So the Flachs lay down cold hard cash, get the property, and somehow manage to get approval to build on the marshland property that served as a catch basin for drainage from the streams and runoff. The deal to let the Flachs get the property and develop it was stupid and corrupt. Building on the marshland was stupid and ignorant. Now, anyone with eyes to see, can see that the parking lot is sinking. It’s probably only a matter of time until we read about the sinkhole and how many cars got swallowed up.

That’s one of the reasons why Ravena and Coeymans basements and cellars are cesspools of flooding water. Ask the brilliant engineers of Flach & Company why that is. You may also want to ask where the Department of Environmental Conservation was when all of this is happening? But then, just as in the case of the Conrad-Biscone involvement in the case of the disappearing creek on Camille Drive in Ravena, when the right hands are padded, the Department of Environmental Conservation looks for other victims to harrass. After all, it distracts the public’s attention from the real criminals and the real violations.

A Sinkhole

A Sinkhole

 Sinkhole Facts — Warning Signs

Sinkholes form when water dissolves minerals in the bedrock or in the sublayers of the ground leaving the structures on top of the ground sitting precariously on loose soil that can quickly wash away.

If a sinkhole is in the process of forming the structures on top of it can give a hint to its existence: for example, slumping or sagging areas in a parking lot or road, and trees that start to lean. More subtle signs can include doors and windows that don’t close properly.

Heavy rains can caus the collapse of a sinkhole that had been slowly forming earlier. When rainfall collects in an area where water previously did not collect, that is another sign that the land is subsiding.

Here’s another example from recent local history: A local man is growing a crop of marihuana plants in his home. That’s stupid. The Coeymans police get a tip from a local druggie that the guy has an illegal weapon in his home, and the Coeymans police go to a local jackass town justice, Mr Dardiani, and get an illegal search warrant. That’s stupid and ignorant. The Coeymans police intimidate the guy’s minor kid and interrogate him at the RCS high school. That’s stupid, ignorant, and very likely illegal in some important respects. The Coeymans police enforce the search warrant and forcibly enter the guys home but don’t find the illegal weapon but find the pot crop. That’s just plain lucky. The Coeymans police with the help of a now defeated Coeymans town board member and others (Tom Dolan, Tom Boehm, Dawn Rogers) exaggerate the entire thing to get press just before the elections. That’s stupid and corruptBoehm and Rogers lose the election. Dolan looks stupid, and loses not only elections for the Democraps but loses all credibility. That’s brilliant!

Bridge to reroute port traffic away from local roads”, a report by Bryan Rowzee that appeared in the June 5, 2014, issue of the Ravena News Herald is another case in support of our subject.

Mr Rowzee continues his typical boot-licking dog-and-pony act by attempting to misinform and befuddle the readers of the Ravena Rag by putting a falsely positive and unrealistic slant on the Carver Companies, Port of Coeymans and Coeymans Industrial Park plans to take over a portion of Riverview Drive for their own use, and to build a private bridge, intended to connect the Riverview Drive with the Port of Coeymans and the Coeymans Industrial Park (all Carver properties). Unfortunately, Mr Rowzee again gets sucked into reporting only what the special interests want him to write and not what serves the public’s interest. Here’s why:

No one in the Town of Coeymans or the Village of Ravena seems to get it! The basic problem is the fact that our roads were never constructed to handle the heavy truck traffic at all. That’s the problem. The braniacs in town and village hall don’t seem to have eyes in their heads or the sense to realize that the roads are being devastated because they were never built to accommodate the huge trucks of today!

Contracy to Ravena mayor Misuraca’s assessment of why Ravena’s water mains are constantly rupturing (Misuraca seems to put all the blame on the fact that they’re old), Moose the Mayor for some reason has completely ignored and overlooked the fact that trucks weighing multiple tons traveling over the village streets create such vibrations that they literally destroy the water conduits over which they travel! Old may be part of the problem but it’s not the complete story, Mr Mayor Moose! Rome Italy is still using water mains that were built by the Romans more than 2000 years ago and they, sir, are old! But Rome doesn’t have trucks weighing dozens of tons running over them dozens of times a day, either. The village of Ravena does!

Solution: Reduce the heavy truck traffic running through Ravena all day long. The village streets were never meant for such traffic. At some point (real soon) you may want to start thinking like a mayor with an understanding ot fhe complete picture, too.

The Bridge to Oblivion

The Bridge to Oblivion

The Bridge to Oblivion

Back to the Carver Controversy: If it weren’t a sure sign that something was amiss when the town of Coeymans rushed the zoning changes through. If it weren’t a surer sign that something was crooked when the re-zoning was declared illegal. And if it weren’t a sure sign that something was getting even more crooked when the old bait-and-switch line was used, “There’ll be a bunch of new jobs created.” Yeah! That’s what we heard when they put up the Athens generating plant. Horse apples!

Readers: Use your God-given common sense, your familiarity with the lay of the land, and your recent experience. Here we have monster trucks now coming in and out of Riverview, an area that was never intended for such traffic but that’s moot. They’re there and that’s the bad news. The good news, well, almost good, is that at least by the time you get to the bridge over the Coeymans creek  you can clearly see them pulling out in front of you, and you can take evasive action. (That’s not true when they are coming down the hill and entering 144 from Ravena Main Street/Church Street. That’s a death trap!)

The planned route is going to be even more problematic. Entering Coeymans from the North, we approach at about 55 mph, see a 30 mph sign going into the curve, but you don’t see beyond the first 100-200 feet. In that very same curve is the entrance to the Port of Coeymans, the very place where the Coeymans cops used to — still do — wait in ambush for unwary drivers who don’t reduce their speed to 30 mph by the time they reach that point. That was great for the cops because the curve in the road provided excellent cover, and the short distance between the transition from 55 to 30 mph required some quick motor skills going into the curve. (Visit Stopping Distances to learn more.)

Well, that’s exactly where we undertand the Carver bridge will open up and cross 144. And they’ll have two lanes, apparently one lane crossing in either direction. Ladies and gentlemen, dear readers, the only ones who are going to benefit from this arrangement are Carver Laraway and Babcock Funeral Home.

Truck vs. Car Truck Wins

Truck vs. Car
Truck Wins

The current situation is already dire. Anyone driving along SR 144 both in the Hamlet of Coeymans and just beyond the Lafarge crossing — that very crossing should be a glaring example of what to expect if Laraway puts in another heavy truck crossing just down the road, in Coeymans—has surely experienced the trucks pulling out of the so-called Port and putting you at risk of life and limb. They just pull out. Period. No one seems to care that they have to share the road with you.

But it’s worse still. Not only to they just pull out in front of you, they don’t have the sense to wait until smaller, faster traffic passes and they can then pull out and travel at 20 mph for the first couple of miles, reaching 30 mph in about 2 miles, maybe 40 mph in about 5 miles. They’re in a real hurry to get nowhere! In the meantime, they’re trying to cream you and leave your kids orphans.

But it does get worse still. There’s the dust! If the trucks don’t get you, the dust will! The trucks are raising mountains of dust not only in the port itself but even once they are on SR 144. Here are just some for-instances:

  • Visibility. On a sunny, dry day, the dust clouds create a zero visibility situation. That’s very dangerous, especially when you think that other trucks are entering from one of the other entrances/exits to the port or from Lafarge.
  • Your car’s air filter. Travel SR 144 a couple of times a day, driving throught those dust clouds, and just think about how often you’re going to have to change your cars air filter. Only Nappa wins on this point.
  • How often to you wash your car now? Well drive down SR144 during the hours the trucks are in operation and you can pretty much double those washings. And think about the damage to the paint job with all those tiny sandpaper particles grinding away at it. Only Flach’s carwash is a winner on this point.
  • And your clothes? Do you think that when you walk, drive or ride in the area where the wind is carrying all that dust and dropping it on your community that your clothes or your furnishings are going to be spared. Think again! Here’s were Flach and his laudramat and drycleaning business are going to make a killing, too.
  • But the worst is yet to come. Think of your lungs! It’s bad enough when you can avoid driving on SR 144 and avoid the dust clouds and the hazardous drivers of those heavy trucks but the large particles are not the culprits in serious lung diseases caused by airborne dust. It’s the very small particles that lodge in the lungs and cause serious lung diseases, or aggravate the lung diseases people are already suffering. Airborne dust contains not only particles that can cause restrictive and obstructive lung diseases, aggravate allergies, those dusts also contain toxins and heavy metals that are deadly. Dear readers, Obamacare isn’t going to help you here. You’d better invest in high-efficiency particle filter face masks—or stock up on oxygen canisters. Albany Medical Center and its satellite clinics are going to make a bundle on this baby.
  • Our Homeland. We’ll just round this brief discussion off with a final note on our beautiful Hudson Valley, the lush green of our summers, the beautiful air from the foothills of the Catskills—Kiss it all goodby thanks to the total stupidity, ignorance and corruption of our local elected officials. They’ve sold our health and our homes for Judas’ silver, and they’re after our health, too!

So, dear readers, before you lick up Mr Bryan Rowzee’s boot-licking reports and stooge Andrea Colby’s propaganda, and before you swallow Coeymans town supervisor Stephen Flach’s ignorant and uninformed pablum, lend an ear to concerned and serious local residents like Elyse Kunz and Barbara Heinzen, they’re being realistic in condemning this ill-fated and corrupt plan to destroy not only the character of the hamlet and the village, but threaten our very lives and health, while destroying irreplaceable habitat. And for what? To fill the pockets of the few! To cow to false and unrealistic promises of prosperity? We’ve heard it all before and we’ve suffered immensely for trusting them.

Stop them NOW before it’s too late.

Mr Bryan Rowzee reported in that same issue of the Ravena News Herald on “Should backyard chickens be allowed in Ravena?” Now that’s certainly a monumental concern when compared to the Carver Laraway destruction projects. Maybe Mr Rowzee should restrict his writing to discussions of backyard chickens. The Ravena News Herald gave the chickens as much space in the June 5th issue of the Ravena Rag as it did to the Bridge scandal. What does that tell you?

Ravena Health and Fitness Center: Year One = Miserable Failure!!!

Village of Ravena Mayor, Village Council Continue to Do Voo-Doo Management: Ravena Health and Fitness Center Deep is in the RED; Cathy Deluca’s the Only One Smiling on Her Way to the Bank!!!

In late 2012, former Mayor of the Village of Ravena, John T. Bruno (defeated), his hatchet woman Nancy Biscone-Warner, and the morons on the former Village of Ravena village council, Nancy Biscone-Warner, Martin Case (defeated), Rocco Persico (defeated), William “Bill” Bailey, in a behind-closed-doors conspiracy with Cathy Deluca, wife of former disgraced Coeymans cop “Dirty-Hands Jerry” Deluca (now the CEO/Exec. Dir. of the New York State Association of Fire Chiefs), decided to purchase  used fitness equipment more than $40,000 in taxpayer dollars  from a Ravena insider, Robert “Bob” Fisk (His son is now operating the new Fisk’s Variety garbage shop on Main Street, Ravena, site of the former Teen Center. Josie Biscone-Bruno of Prudential Real Estate, made the deal with the Teen Center on behalf of Fisk. A real insider operation if there ever was one.). The public was not consulted on that purchase. Total Income for the RHFC for 2013-2014 Doesn’t Even Cover Cathy Deluca’s Salary!!!!

Cathy Deluca on the way to the bank while Ravena taxpayers look on.

Then in 2013, again behind closed doors Bruno, Warner, and Deluca got together to create the Ravena health and Fitness Center in the space previously occupied by the RCS Community Library, and after a scandalous and disgraceful dog-and-pony act, raising the library’s rent for the space more than $700 a month and under threats of eviction, the library’s new home was final finished by Don Persico (cousin of the then sitting Ravena village council member, Rocco Persico), and in May, 2013, the Ravena Health and Fitness Center had its “open house,” and the appointed insider director, Cathy Deluca, managed to open her big mouth and expose the village of Ravena to a potentially very expensive lawsuit. (See our article, “Criminal Complaint: Catherine M. Deluca a.k.a. Cathy Deluca, Claude A. Wheeles, Ravena Health and Fitness Center“)

Later, the gang of five calling itself the Ravena village council, submit incomplete and fraudulent paperwork to get Cathy Deluca a non-competitive civil service classification to be director of the Ravena Health and Fitness Center. Cathy Deluca had no qualifications to be director and, by the way, had already mismanaged at least two previous “health clubs” to ruination and failure, including the very health club run by Bob Fisk and the source of the used fitness equipment purchased with taxpayer money but no public inputs. (Read more on this at
Who is “Cathy Deluca”? and “Bruno, Deluca, Warner Squirming to Cover It Up“)

In the 2013-2014 Village of Ravena Budget, the Gang-of-Five approved more than $105,000 of taxpayer money to fund the Ravena Health and Fitness Center, paying Cathy Deluca more than $30,000 a year plus full benefits.

The Village of Ravena village council under mayor William “Moose” Misuraca and his running mates councilmen Joel Coye and Keith Mahler and two leftovers from Bruno’s scandalous quarter century in office, Nancy Biscone-Warner and William “Bill” Bailey, approved the 2014-2015 Village of Ravena Budget, allocating another more than $105,000 to fund the Ravena Health and Fitness Center and, in that same budget, approved a pay-raise of more than $900 for Cathy Deluca.

Misuraca, Coye, Mahler Ran on a Promise of Financial Responsibility, Accountability, Transparency BUT ….

It now is obvious that only the faces have changed. After a really disappointing kick-off of the Centennial celebrations with an embarassing so-called parade that was preceded by an embarrassing watermain break on the parade route (Cathy Deluca chaired the Centennial Committee that organized the parade), we have been provided with documents secured by a resident under the provisions of the New York State Freedom of Information Law, that clearly show that the Ravena Health and Fitness Center MUST GO!

According to the monthly reports prepared by Cathy Deluca and submitted to the Ravena village council, the Ravena Health and Fitness Center is failing badly and hemorrhaging moneyhemorrhaging money right into Cathy Deluca’s pockets. Here are the figures (available to anyone on demand in the Ravena village clerk’s office):

Cathy Deluca and an Ignorant Village Council Hemorrhaging Money

Cathy Deluca and an Ignorant Village Council Hemorrhaging Money

(Editor’s Note:  The figures for May 2014 were not available so in the table above, to be fair, we took the average figures for the previous 11 months and used them for the month of May 2014. This was really very optimistic—and very generous—, considering the drastic decline in membership figures over the period.  Not included in the above figures is $2,040.00 for “Tabata Bootcamp” in March 2014. According to unconfirmed information, an employee of the RHFC is being paid extra to do that class. Although we have attempted to include everything possible in the figures above, the picture is bleak, very bleak.)

Back in July 2013, in our article, “Ravena & Risk – Taking: Is it really the role of municipal government?” we wrote:

“Just to break even, the fitness center would have to attract about 425 – 450 paying members; that means, Ravena and the surrounding area would have to attract at least 425 persons who would be willing to fork over between $250–300 a year to join the fitness center, which pales in comparison to other local chain centers with all the facilities like tanning, certified trainers, fitness programs, ultra – modern equipment, men’s and women’s changing rooms, showers, swimming pools, etc. The Ravena Health and FitnessCenter has none of these but membership is far more expensive than any of the major local clubs. So where are these 425 – 450 members going to come from in Ravena or Coeymans? Answer: They aren’t!”

Now we can write:

we_told_you_so

In the First Year of Operation Deluca has Attracted less than 3% of Ravena Residents; Total income for the RHFC doesn’t even add up to Deluca’s salary for the period.

The membership numbers in the above table are a very misleading for the months of May 2013−February 2014 because Ms Deluca did not break down the membership figures into 12-month, 6-month, per-visit, etc. but lumped them all together, giving the false impression that people were actually joining. In March and April 2014, Deluca started breaking down the “membership” figures, and it looks like 1 year memberships for Marchtotaled only 97 members  with only 1 new member in March, and in April 2014 the RHFC had a total of only 103 1-year members. (The 11 new members shown in the table for May is our overly-generous manipulation of the statistics to guestimate a number for May, based on the average for the preceding 11 months. Obviousy, 11 is much to high!)  There were 16 six-month members in March and that figure remained unchanged in April 2014. There are several other “categories” of members that go into Deluca’s misleading totals but the bottom line is that in the first year of operation, memberships are dropping and so are revenues. In the entire first year of operation, the Ravena Health and Fitness center has attracted less than 3% of Ravena residents to join. The numbers don’t lie: Out of about 1930 Ravena residents in the age group eligible for membership (18-65 year olds) Deluca, despite her spending on advertising, has been able to attract only about 100 members (some of whom are not Ravena residents). In percent of eligible residents that’s only 5% or 1 out of every 20 eligible residents, who would likely use a fitness club,. That’s pretty paltry performance.

Do the math: It’s costing Ravena $1,000 a year for each of Cathy Deluca’s members who are paying only about $250 a year in membership dues and purchases at the RHFC. Does anyone see a problem here? Obviously, Mr Mayor “Moose” Misuraca doesn’t . Mr Misuraca: What if at the Ravena Halfway House tavern you had to pay $10.00 for every $2.50 your customers spend? How long would you stay in business?

But instead of spending more time trying to make her RHFC playpen work, she’s grabbing other things, like trying to be chairperson of the Ravena Centennial—and screwing that up, too!

In fact, for the entire year of operation the total deposits made by the Ravena Health and Fitness Center are less than what the village is paying Cathy Deluca to mismanage the faclility! Deluca is pulling more than $30,000 plus full benefits; the RHFC brought less than $29,000.00!!! And that doesn’t include other salaries, equipment, operating expenses. The RHFC doesn’t even pay rent or utilities and it’s still losing more than $75,000 of taxpayer money in the first year!!!

ONE GLARING QUESTION YOU ALL SHOULD BE ASKING YOURSELVES: WHY IS THE RAVENA HEALTH AND FITNESS CENTER STILL THERE???

Why is it still there Mr Misuraca, Mr Coye, Mr Mahler, Ms Warner, Mr Bailey?

Don’t you ever wonder why the Ravena News Herald and the Albany Times Union never seem to pick up on these stories. They sorta get swept under the carpet. Why not ask  Bryan Rowzee, Melanie Lekocevic, Marlene McTique, or the head honchos at the Johnson Newspaper Group, John Johnson or Mark Vinciguerra why they don’t come clean with some investigations and some reporting on these crooks?
