As you may recall, we wrote in a July article, “Three Articles on New Baltimore Scandals: Pick One or Read All,”, asking “Did you know?” about the case of a young man who was involved in a fatal motorcycle-pickup truck accident in Coeymans Hollow. We wrote:

Editor’s Sidebar: Town of Coeymans. We’ve received reports of a fatal pick-up truck — motorcycle accident that occurred during the evening hours of Saturday, July 28, 2018, on Route 143 in the Town of Coeymans. The operator of the motorcycle, a 20-year old man was killed; the operator of the pick-up truck was allegedly Ravena resident Travis Hagen. Strangely nothing has appeared in the local media about the accident. We have contacted the Coeymans Police for confirmation facts but have not received a response. A reader has informed us that he, too contacted the Coeymans Police acting chief, Daniel Contento, and was told only that there was an accident and the police investigated and reported it to the DMV. Is this a cover up to protect a prominent Ravena family? Doesn’t the young man’s life mean anything or do we just sweep the whole thing under the carpet? We need to start asking questions. The 20-year old man is not just another raccoon, Mr Contento!

At the time, we were suspicious that the accident didn’t get a single word of coverage on any media, and we asked Why?

Since we published that very small bit of information, we’ve received contacts from people who have read the inconspicuous item and have contacted us with a huge amount of information and many, many questions.

In the meantime, we have received some information on Travis Hagen that points to a cover-up in the case of the young man’s death. At the very minimum, a number of people involved in the investigation of the accident and reporting the so-called “facts” are going to have to answer a lot of very unpleasant questions very soon!

We are now re-opening the case and will be publishing the information as it’s verified for you, our reading public, to be sickened and outraged by what’s going on in the RCS community and what’s going on in the Coeymans Police Department. There are still people in this community who think they are above the law and can get away with trying to hide a crime. We’re here to make certain the truth gets out and they are brought to justice.

Are Charles H. “Chuck” Stahlman and Son, Zachary Stahlman a Bit too Cozy with New York State Police?

Are the New York State Police Troop F a Bit Too Cozy with the Stahlmans?

Too Cozy with Suspect Felon?

The facts seem to point to a questionable relationship between the Stahlman pair, father Charles H. “Chuck” Stahlman, and son Zachary Stahlman. One particular set of facts raises red flags: the Stahlmans appear to have a special relationship with the New York State Police or at least with one Trooper, presumably a member of Troop F that serves the Glenmont area. Rather than request the assistance of the local law enforcement department in whose jurisdiction the Stahlmans live, they seem to rely on the State Police to be their messengers. We find that suspect and we have contacted the New York State Police with our inquiry Why? are the Stahlmans so cozy with the State Police, so cozy that every time the Stahlmans have an itch, the New York State Police are there to scratch it for them. Could this possibly have something to do with the Chuck Stahlman’s disappearing felony in 2016?

On or about November 13, 2016, Mr Charles H. Stahlman was apprehended by New York State Police for felony passing of a false instrument (counterfeit $10 and $20 bills) at an estate sale. Stahlman was arraigned before a justice of the Bethlehem Town Court on or about November 13, 2016, bail was posted in the amount of $10,000, and Stahlman had a December 6, 2016 court appearance. After that, the case disappears. (As reported in the Times Union, “Cops: Man bought furniture with fake cash” as well as in a large number of other news media).

On or about February 4, 2016, a New York State Trooper accompanied Mr Charles H. “Chuck” Stahlman to a local business to return keys to a lease property leased by Z. Stahlman, who broke the lease. Question: Why a state trooper?

On or about September 27, 2016, Mr Zachary Stahlman, Charles Stahlman’s son, testified under oath in answer to a question as to why a state police law enfocement officer accompanied Charles Stahlman to return keys, Zachary Stahlman’s response on the record (partially inaudible) was, “My father [is or has] friends with the State Police.

On or about June 22, 2018, a New York State Trooper contacted a local business man on behalf of Mr Zachary Stahlman, to investigate Mr Stahlman’s complaining of “harassment” upon being lawfully served with the business man’s answer and motion opposing Mr Stahlman’s Motion to Reargue before the Greene County Court. Seems Mr Stahlman can play shithouse lawyer and unlawfully serve anyone but the tables turn when Zachary Stahlman is lawfully served. (See our article on Stahlman and local shyster Brendan Baynes, “Shyster Meets Psycho: Brendan Baynes and Zachary Stahlman a.k.a. Fat Cat Antiques” for details.)

The circumstances of the Stahlman’s felony case disposition, the fact that several investigations in which the Stahlmans were suspects were allowed to go cold, and the fact that the Stahlmans, rather than contact local law enforcement in whose jurisdiction they reside, the Bethlehem Police. The Stahlmans seem to have a predisposition to contact the New York State Police, which in combination with the overall factual background, suggests that there may be some impropriety in the conduct of one or several New York State Police personnel and an overly cozy relationship with the Stahlmans. These questions, as you can see, are not new, just unanswered, and we think that they need to be answered. Now!

Felonies just seem to disappear in the Town of Bethlehem…Just like in the Town of Coeymans!

We have requested information from the Bethlehem Town Court where Charles Stahlman was arraigned when apprehended for felony possession [and passing] of a forged instrument. At his arraignment $10,000 bail was posted and a court appearance set for December 6, 2016. After that, the case seems to have disappeared. Do felonies disappear that easily?

The North Country Gazette (“Cops: Man Used Fake Money To Buy Furniture“) goes a little bit more in detail than the Times Union does about the Stahlman felony charge:

“Charles H. Stahlman, 52, of Glenmont, was charged with first degree possession of a forged instrument, a felony.

“Troopers responded to a complaint of fake money that was used at an estate sale on Saturday. Stahlman allgedly used four $20 bills and four $10 bills, all of which were forged. As the Trooper was obtaining a deposition from the complainant, Stahlman showed up to retrieve the furniture he had purchased with the forged money earlier that day. The complainant positively identified Stahlman.”

Not only does the fake money incident raise questions about the New York State Police, it also points directly to Albany County District Attorney, P. David Soares, another figure who has been the subject not only of local criticism but national criticism, for his inept and corrupt practices. You see, Soares would have the final say in whether charges are brought against a perpetrator, and Soares would have the final say as to whether charges are pressed and the perp brought to trial. So if there’s some suspicious activity going on in the ranks of the New York State Police, the so-called Cuomo-the-Homo’s Private Militia, and a law enforcement body answering directly to a Democrat district attorney and Democrat governor, both being the chief law enforcement officers in their jurisdictions and calling the shots, we may have something interesting going on here. Maybe this is something the FBI should be investigating.

A contributor has contacted the New York State Police Professional Standards Bureau and the New York State Police Command Division to request investigation and comment on this situation.

We’ll keep our readers posted on this. If any of our readers has any information to add to this, we’d really appreciate your sharing your knowledge with us in total confidentiality. We will investigate and if it’s good, we’ll report on it.

In the meantime, please bear in mind that when we can’t trust those to whom we entrust the public’s safety and give what we so fondly call “police powers”, and when we start taking the deadly turn to becoming a police state in a totalitarian system, signs of which we can see already, and when we give criminals special privileges because they know someone in authority, we may all find ourselves living in fear of our lives, fear of “the camps,” fear of the death squads. It makes you wonder how many of those warriors who challenged the system and were found dead on their tractors, in their cars, or reported as human remains found in a local wooded area, might actually be the powers-to-be’s answer to the questions we ask them.

Coeymans: Illegal “Work Zone” Signs and Unlawful Threat of Fines?

Driving down Rt 144 southbound into Coeymans, or northbound towards the Port of Coeymans, you may have noticed numerous work zone signs along the road and sometimes even flagmen. You may have also noticed that there are signs warning that exceeding the speed limit in work zones will result in doubled fines if convicted. On further investigation it seems that all of this is unlawful and very likely illegal, since neither Carver Companies nor the Port of Coeymans have the authority to post “work zone” or speed limit signs on a public roadway, and certainly do not have the authority to threaten motorists with doubled fines! And the town of Coeymans must enact ordinances, regulations or local laws to temporarily create work zones or speed limit restrictions [they haven’t].

First of all, there is no public service or utility work going on in the area marked off by the signs. At least no construction or maintenance work being done by public authorities. The only construction going on is that of a private bridge over the Coeymans Creek, a bridge which itself is of dubious legality under the currently contested re-zoning in Coeymans. Furthermore, the bridge construction is not a public service nor is it a public works project, it’s private, and it cannot claim the authorities of law that apply to public works.

Since there are no public works projects, construction, maintenance, etc. going on in the area marked off by the signs and the threats, who is authorizing these signs and the “doubled fines” threat sign to be posted. Furthermore, Who is enforcing these restrictions and threats? in view of the fact that the only construction going on is private construction by Carver Laraway and Carver Companies?

And what is the work zone speed limit? Normally temporary reduced speed limits are imposed for workzones. The workzone speed limit is not posted!

Don’t those morons in Coeymans law enforcement, the Coeymans court, the Coeymans town board know about the DoT regulations and state law?

In fact, the entire so-called “work zone” is totally ignorant of state law and New York State Department of Transportation Engineering Instructions EI 08-030, incorporated into the update of chapter 16 of the Highway Design Manual (HDM). But Hey! doesn’t the town of Coeymans have a stellar police department, enlightened town justices, a brilliant highway department, a savvy code enforcement officer? Aren’t the taxpayers of the town of Coeymans paying these morons to know New York State Law and what to post, what not to post?

Furthermore, who’s the moron who thinks that anyone operating his or her vehicle through the work zone in excess of a work zone speed limit that isn’t even published is going to sit quietly when subjected to doubled fines when there is apparently no public works project going on and the only construction is a private construction project, the Carver Companies private bridge! Since when do our courts apply state law to private undertakings to enforce unlawful restrictions? The Carver Companies have no authority to impose speed limits or to enforce state laws, only duly constituted law enforcement has that authority and power.

And speaking of duly constituted law enforcement, where in hell are the Coeymans police hanging out these days? They’re certainly not serving and protecting along Rt 144 or anywhere around there. At best we see NY State Police stopping trucks but that’s just on a sporadic basis.

What we’d like to see is Coeymans police patrols enforcing the laws on the books like:

  • Heavy trucks observing the officially and lawfully posted speed limits;
  • Heavy trucks entering and leaving the Port of Coeymans and Carver Companies properties operating safely and courteously, in observance of traffic safety principles (like not pulling out in front of oncoming vehicles or waiting until faster traveling traffic passes before pulling out and having everyone jam on their brakes while the trucks meander along at 20 mph or slower)
  • How about putting some operating lights on or ticketing the drivers when they operate their trucks with no headlights even in the rain;
  • How about enforcing the law on clean, legible and if necessary lighted license plates (so that when they nearly kill us we can at least write down the license plate number in out last drops of blood);
  • How about unmarked cars observing the trucks failing to keep right? Pick a lane and stay in it maybe? Maybe the right lane?

But since the town of Coeymans is in Carver Laraway’s pocket, it doesn’t seem likely that the Coeymans police are going to start enforcing the law in the case of the heavy trucks and careless truck drivers, not unless we start setting some fires under their asses. Maybe the New York State Police and the Albany County Sheriff Department should be called in to do the job the Coeymans police are either unable or unwilling to do.

Here are some notes for those of you who are interested in the basis for our opinions. They’re from the New York State DOT Engineering Instructions and from the NYS DOT Highway Design Manual. We also quote New York State Vehicle and Traffic Law §§ 1180(f) Work Area Speed Limit.

Based on the sections below, we believe that the work zone signs, the failure to post a work zone speed limit (thus failing to provide due process and proper notice of drivers), and the doubled-fines signs are all unlawful, if not illegal. What do you think?

The New York State Department of Transportation manuals define a work zone in the following terms:

“A Work Zone is the area of a highway with construction, maintenance, or utility work activities. It is typically marked with signs, channelizing devices, barriers, pavement markings, and/or work vehicles and extends from the first warning sign to the END ROAD WORK sign.”

The “highway” is a public roadway used by the public and the “construction, maintenance or utility work activities” are public works, not private. The official documents continue:

“SPEED CONTROL METHODS
Speed limit reductions in work zones are most effective when drivers perceive the need to slow down, (whether through noticeable geometric or work-related constraints on traffic flow) and when there is regular active police enforcement of the work zone speed limit. Arbitrary speed limit reductions erode motorist’s confidence in the need for reducing speed within a work zone. Traffic speed in work zones are generally lower, regardless of posted speed limit, when work zone conditions such as flagging, variable message signs, lane shifts, lane-width reduction, radar, and enforcement exist. Engineering, education/awareness, and enforcement measures are to be used to influence motorists, promote work zone awareness, and achieve safe work zone traffic speeds.” [emphasis provided]

“Engineering Measures
Incorporating engineering measures into work zone designs will encourage drivers to safely negotiate work zones. Warning signs, advisory speeds, positive guidance, width restrictions, channelizing chicanes, and use of intelligent transportation system technologies are examples of engineering measures that can be used to slow traffic traveling through a work zone.”

There are very specific guidelines in the state DoT manuals on how flagmen should perform their functions; of course, you’d never see them doing that in Coeymans!

“Enforcement Measures
Engineering and education/awareness measures can help reduce speeds. However, active police enforcement is the most effective measure to encourage motorist’s compliance with posted regulatory speed limits and other traffic regulations within work zones. Under the 2005 Work Zone Safety Act Regulation, police services will be provided to the extent practicable within major active work zones. The need for police presence and/or enforcement should be determined as early as possible during the project design phase. Police enforcement needed for maintenance type work zones will be coordinated as early as possible with the police agency and the Regional Traffic and Maintenance Groups. All effected [sic] parties should meet prior to any active enforcement within a work zone.”

Again, it seems, Coeymans has fallen flat on their fat arses! Who is going to pay for these tax-payer supported law enforcement services when the construction is private?!? Has the town board of Coeymans met with Carver Laraway to negotiate reimbursement for enforcement services during Carver Companies’ construction projects? Now there’s a good question to ask at a Coeymans town board meeting if you want to watch them squirm!

And then we have the New York State law that is referred to in the “doubled fines” signs. But it should be obvious to our readers by now that posting that sign under the current circumstances is unlawful and illegal. Any town or village justice convicting and fining under these circumstances should be brought before the New York State disciplinary commission and disbarred!

Here’s what §§ 1180(f) Work Area Speed Limit has to say:

“NYS Vehicle and Traffic Law Section 1180(f) permits some municipalities not otherwise authorized to establish a reduced regulatory speed limit by ordinance, order, rule or regulation for construction or maintenance work areas.

Vehicle and Traffic § 1180. Basic rule and maximum limits. (a) No person shall drive a vehicle at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing.

Regarding construction sites § 1180 (f) reads:

“…when a lower maximum speed limit has been established, no person shall drive a vehicle through a highway construction or maintenance work area at a speed in excess of the posted work area speed limit. The agency having jurisdiction over the affected street or highway may establish work area speed limits which are less than the normally posted speed limits; provided, however, that such normally posted speed limit may exceed the work area speed limit by no more than twenty miles per hour; and provided further that no such work area speed limit may be established at less than twenty-five miles per hour.”

“Every person convicted of a violation of paragraph two of … subdivision (f)… of this section shall be punished as follows:

(i) Where the court or tribunal records or enters that the speed upon which the conviction was based exceeded the applicable speed limit by not more than ten miles per hour, by a fine of not less than ninety nor more than three hundred dollars;” [Editor’s note: This is double the normal fines.]

But again, it must be clear that these provisions do not apply to private projects like Carver Companies’ bridge construction, unless the town of Coeymans has taken steps by temporary ordinance, order, rule or regulation to give Carver Companies special consideration in terms of a temporary work zone speed limit. But the town of Coeymans and the Coeymans town board have no authority to amend state Vehicle and Traffic law at their convenience to threaten motorists with unlawfully doubled fines!

Once again, the amateurs running the town of Coeymans may have set themselves up for more legal problems if any action is taken against drivers based on the above. Coeymans taxpayers, get ready to foot the bills for the lawsuits when they start coming through.

But reading the October 2, 2014, issue of the Ravena News Herald’s report on Darlington’s abrupt departure from the Coeymans police department, leaving his brother rats high and dry, you get a pretty rosy but very made-up fantasy of what was going on in Coeymans town hall these past months. To be sure, Coeymans town supervisor Steven Flach discussed Darlington’s “retirement” many times, but those discussions weren’t as friendly as the News Herald paints them. And if the town of Coeymans awards a “retirement badge” to Darlington, that would just show how hypocritical and dishonest our Coeymans elected officials are. It’s about time they called a rat a rat and stopped rewarding incompetence and downright evil! Just give Darlington his walking papers…he’s walked away with over $100,000 a year in salary and benefits and now can look forward to a fat pension check each month. Isn’t that enough?

We can only imagine he’s jumping ship like the fat coward he is to take another parasitic position with some garbage-collecting public-funded job where he can continue to suck up taxpayer dollars by just being the widget he is. He’ll most likely have something waiting for him in that other useless dolt’s office, Albany district attorney David Soares, Mr Race-Card, where Darlington’s wife works as a clerk/administrative assistant. That would add another lump of corruption and incompetence to the Albany county corruption club.

This is news to celebrate because when you cut off the head of the snake, the body will die. This may be spelling the end to the Coeymanazi club known as the Coeymans police department.

The Coeymans police department, according to the Albany Times Union, has 25 full-time and part-time “officers”. Isn’t that a bit much for a town with barely 8,000 residents? And even then the Coeymans p.d. can’t control traffic in and around Ravena and Coeymans hamlet. How many more would they need? Two NYS troopers seem to be able to do the job from what we’ve been seeing on Rt 9w and Rt 144 this past week! That about sums it up: 2 NYS troopers = 25 Coeymans cops!

Coeymans town supervisor Stephen Flach and Darlington have had a very bumpy relationship in the past. Darlington continues to spread lies and misinformation claiming that Flach is giving himself raises. That’s a bare-face lie and Darlington knows it! Flach never did give himself a “raise” as described by Darlington. Flach’s predecessor was part time and so the supervisor’s position was part-time compensated. When Flach came on it was full-time and so the town board, not Flach, brought the town supervisor’s salary up to fulltime. Fair is fair. Darlington is lying — some things never change — and is spreading this misinformation to make himself look like the victim. Darlington is a lying piece of … and it’s about time everyone admitted that fact.

While Darlington is spreading his venom an lies, Flach has at least kept his professional dignity. When asked by the Times Useless about Darlington’s abrupt resignation, Flach merely replied: “There’s not really much else to say.”

But Flach suggests that he and the Coeymans town board may be looking for a replacement for Darlington. That, Mr Flach, would be a big mistake. Now’s your chance to get the Albany County Sheriff and the NYS Police to take over law enforcement in Coeymans and save a bundle in the budget. Mr Flach, if you let this opportunity pass by without taking advantage of it, you might as well resign, too!

Now we have to deal with temporary Coeymans police commissioners who, according to reports, are: George Langdon—known to be a first-class weasel—, Peter Masti—a genuine dud; leave him alone and he’ll just sit there writing his socialist letters-to-the-editor for the Troy Record—, and Laverne “Larry” Conrad—he’s already known for his corrupt activities as Code Enforcement officer and his shady real-estate finaglings and underhanded DEC bunglings— but at least they don’t parade around in a uniform, they don’t drive around in a SUV paid for by Coeymans taxpayers, and they don’t carry guns, at least not officially. No, we wouldn’t trust any of these three clowns as far as we could throw them but at least this means that we’re a bit closer to eliminating the Coeymans police department and turning over Coeymans law enforcement to the Albany County Sheriff and the New York State Police, where it belongs, and for which we’re already paying handsomely. Now that we’re rid of Darlington, we’ve already saved more than $90,000 in the budget. Yes, people, that’s what he was getting paid, more than $90,000 a year plus benefits and pension. Now that we’re closer to getting rid of the Coeymans p.d. we can get rid of the dispatchers and save another $350,000 at least in the budget. So that leaves the hoodlums and incompetents in uniform, who can start filling out applications with the Albany County Sheriff or some other law enforcement entity, if they’ll have them (the New York State Police wouldn’t look twice at them before rejecting them). So, Coeymans, save yourself a cool $million$ by getting rid of the Coeymans p.d. and let the so-called “police commissioners” on the Coeymans board deal with the Albany County Sheriff’s department and the NYS police…if they can.

Dog Training Classes in the RCS High-school Cafeteria!?!

Here’s one for ya: Why is the RCS High School, RCS district offices, and the RCS board of education allowing dog training classes in the RCS CAFETERIA. Where the kids are eating. Why don’t they put the dog training in where the TEACHERS eat? Isn’t there any other place to hold dog training classes other than the student cafeteria? What are the health implications of such a stupid situation. Where’s the County Health Department on this? Where’s the Department of Education on this? Where’s Albany County Child Protective Services on this? Ask Tom DiAcetis or McCartney. Maybe that’s “policy” too? Where does it ever stop?

Where’s the RCS board of education on this one? And where do you  think loud-mouth, double-dipper Matt Miller, NYSUT teachers union representative and “science” teacher is on this one? Do you think they have the best interests of the kids in mind?

Just another tidbit: Alice Whalen, you know the former RCS school teacher, fixture on the RCS CSD board of education, bitch-witch on wheels. She’s selling her house and moving out of the district. She’s moving to Guilderland, to an all-adult, children-free community. Now isn’t that special? Just like the rest of the rats, the vermin you elected to be on the board of education. They all sing “It’s For the Kids” and then … Well, we’ve said it all before. When will you start listening? She’s leaving the district, here beloved (Yeah, right!) It was only a matter of time before the truck traffic started taking its toll on passenger cars! Tuesday evening, September 9, 2014, a heavy truck creams a passenger car in Ravena. Two women and a couple of kids according to preliminary reports. No fatalities…YET.

We’ve been observing the sand, gravel, and other heavy tractor trailer combos and dump trucks racing through the village of Ravena and the Hamlet of Coeymans. Some too large for one lane and drifting over the center line; other’s just too stupid to pick a lane and stay in it. They must have gone to the same drivers ed classes as Coeymans copy Danielle Crosier. You know the Coeymans cop who tries to stay in the oncoming lane of traffic while at the same time trying to drive on the shoulder; the same Coeymans cop who slams into parked NYS official cars in the Motor Vehicle parking lot on South Pearl St. in Albany, and then writes up her own police report on the accident. Yeah! the same Danielle Crosier who likes to ride guard rails. And YES! RCS parents, the same Coeymans bimbo cop who was allegedly “doing” the wrestling coach at the RCS high-school while harassing your kids as the so-called SRO in the RCS High School. She’s  is now “teaching” road safety, a prerequisite for driving to the HS and getting a parking permit! Talk about the legally blind and dumb leading the seeing and hearing in the community! WTF is that corrupt bunch of morons on the RCS Board of Education and their sockpuppet McCartney doing? We’ve already warned residents that they’re in bed with the Judas Administration, the sell-out artists in Coeymans.

But back to the main story. For months we’ve been predicting that Carver Company’s heavy trucks that pull out in front of you and then travel at a snail’s pace once you’ve jammed on your brakes are a road hazard. Carver’s drivers and other heavy trucks exiting Riverview Drive and the Port of Coeymans apparently don’t have signals or headlights either. Worse still, how many have we observed that can’t decide which lane of traffic to use. Just the other day we followed one that was weaving from one side of the road to the other.

The real hazard that these vehicles and their drivers are causing are obvious, as is the damage to the local roads and infrastructure (vibrations causing cracks and breaks in the ancient water and sewer lines, for example). But they’re also creating a hazard by being so heavy and slow-moving, too! We’ve watched as drivers attempt to pass these hazardous vehicles, crossing the double line, sometimes in a curve, in order to get around them. The problem is that the heavy trucks are so unpredictable and tend to leave their lane (texting? phones? just plain stupid) and move into the oncoming lane. There’s a serious accident waiting to happen here.

The Coeymans police, however, are nowhere to be found. They’ve all but disappeared from the streets and roads in Ravena-Coeymans. They have a questionable reputation for pulling people over for not signalling when leaving one of the shopping plazas in town or for not signalling a turn. Where are the Coeymans police when these heavy trucks are committing every conceivable motor vehicle violation in the book? Now if you even attempt to report a violation or make a complaint just try to read the plate number on the vehicles; they’re so filthy and caked with dust and mud they might as well not even be there. So try to report a problem or make a complaint. By the way, an obliterated or unreadable licence plate is a violation! Where are the Coeymans police?!?! We know—and so do you—that there’s something very fishy going on in Coeymans town hall between Laraway Carver and the town of Coeymans. Add to that the fact that Ravena mayor Bill “Moose” Misuraca got some pretty hefty support from Carver during his campaign—maybe not in cold hard cash money but in promises that now have to be kept—so you all know where this is going, don’t you?

Here are the facts: The heavy truck traffic is out of control in Ravena-Coeymans, on Route 9W, on Route 144, in the village of Ravena and in the hamlet of Coeymans. The Coeymans police are useless and indifferent to the hazards and the violations being committed by Carver and the other “businesses” in the area. Where are the Coeymans police?!?! Where are your elected officials?!?! In Carver Laraway’s wallet pocket.

So, on September 9, 2014, Confirmed ! it was a Carver Companies’ 100-yard tractor trailer that rear ended a car at the 9W and 143 intersection!

We think it’s more bullshit than dirt that’s going down with the News Herald’s extraordinary coverage of local politicos kissing Carver Laraway’s ass in a lengthy article that neglects to mention the real impact of the bridge project and Laraway’s clever ruse to turn town of Coeymans supervisor Flach and village of Ravena mayor Misuraca into Laraway’s willing sockpuppets.

So Carver Companies, EMR, and TCI are looking for CDL (commercial driver license) holders, heavy equipment operators, and menial low-wage workers (laborers, admin positions, custodial workers). How many CDL dump truck operators do you know who are looking for a job in Coeymans. Probably 0 so the job seekers will come from outside the Coeymans area (that is, they will be paying rents, paying taxes and spending their money elsewhere). Same for heavy equipment operators. That leaves the low-paying, menial positions are left for local residents. Congrats! Mr Flach, Mr Misuraca, Mr Carver, you’ve brought “jobs” to the area! But they’re so low-paying that you’ll need a second job to survive or resort to social services. Thanks! Mr Flach, Misuraca, Carver!

You’ll also find it interesting to see Mr Peter Masti manning a shovel in the above photograph. That’s the same Peter Masti who just a couple of months ago wrote a letter to the editor, which was naturally published in the Ravena News Herald (DATE), in which Masti writes:

Why is it so newsworthy that Carver has renovated a shabby building it owns? Do you make the News Herald when you paint your house, put on a new roof? Make improvements? Hell, NO! Your taxes go up. So why does the News Herald make such a big deal about Carver renovating the building on River Road, which will stand right alongside the Carver bridge? Answer: To cover up the dirt, the dust and the corruption surrounding this whole messy situation.

We mentioned taxes. The town of Coeymans has sold residents out while feathering Carver’s nest with tax breaks! Carver’s cashing in big time in Coeymans while making it appear he’s doing so much good for the community by renovating his own property and taking over Riverview Drive, only later to make it seem he’s doing Coeymans a big favor and putting in a bridge at his own expense to …

All this while getting major tax breaks and advantages. So why are Flach and Misuraca grinning so idiotically while they’re shoveling Carver’s dirt on residents’ heads? And shovels-full of bullshit down our throats?

Speaking of River-views: The approach into Coeymans is in a dust cloud and the area looks like the South end of Albany, the port area. Carver has blocked any river views from Route 144 and has provided a dust cloud instead. It seems that we have all forgotten the pollution that Lafarge has been providing for decades, including airborne heavy metals, and now Carver is providing more airborne pollution. You simply can’t drive down Rt 144 with your car windows down anymore! And they tell us there’s no environmental impact!?! Bullshit!

Check out the June 5th issue of the Ravena News Herald in which a number of local residents state their objections to the Carver bridge project. The article quotes one Elyse Kunz who points out (based on her research) that Carver’s tax assessment on his properties is scandalously low and that the town sees NO tax benefit from Carver Companies’ operations! The point is made on the environmental impact of the Carver Companies, TCI, and EMI on the creek and the river. Where’s the DEC on this issue? Who’s paying them off now?

As we mentioned above, Carver has renovated an older building and has created 4 apartment units in that building. The building is alongside the site of the bridge. Our question is this: four apartment units for whom? We have empty buildings galore in Ravena and Coeymans! Other than Carver employees who will want to live next to the Carver Dust Bowl and listen to the sounds of heavy equipment and trucks all day long?!? What will Carver be asking for rent in the renovated buildings? Has he created low-income housing, perhaps? Or are the apartments intended for more tax breaks?

So far, all Carver Laraway and his group of companies have brought to Ravena-Coeymans is a lot of hype, a lot of heavy truck traffic, and another dust problem. So far, all Carver Laraway and his cronies have produced is wealth for Carver Laraway and a lot of empty promises. If anyone can provide us with information to the contrary, we’ll be happy to correct our statements. Until then, be afraid. Be very afraid!

We’re not going to rehash what has already been printed in the Ravena News Herald. It’s all garbage, contradictory, and only proves that the town of Coeymans town board and the village of Ravena village board don’t give a damn about what residents want. They only know how to butter their own bread and pander to the money-bags. Same ol’ same ol’. Are you all waking up to this yet?

Update: Shortly after this blog was published, the Village of Ravena Building Department posted a “Do Not Occupy” on the Main Street distressed property. We have found out that the owner of the property has experienced such stonewalling and discoöperation with the Village of Ravena because of Guess what? Sewer and water problems that he has been so frustrated with his dealings with the Village that he has decided to try to dispose of the property. Let’s see if one of the local shysters (Biscone) pounce on the chance to “acquire” the property. Or maybe one of the so-called friends of Ravena-Coeymans will pick it up for a song. That’s how it usually works in Ravena-Coeymans: the village condemns and a friend of the administration picks up the property for a penny!

Anyone who has had to deal with the village of Ravena’s bizarre water and sewerage billing practices will appreciate this added bit of harassment provide courtesy of the Ravena Building Department morons. The owner of the property at 124 Main Street in Ravena has had outrageous experiences with the Ravena administration when trying to sort out his water and sewer bills. He became so frustrated that he opted to get rid of the property and the headaches. Now Ravena is retaliating. You might say, “Well it’s only until the inspections are done.” And we’d answer, “How naïve you are!” We know many Ravena property owners have experienced this same treatment. The question is: Why don’t you do something about it?

Throughout the centuries the evergreen has been a potent cultural symbol of rebirth. Our traditional Christmas trees (the tree shown is Ravena’s “Christmas” tree) are a vestige of the ancient practice during the winter season — during the Winter solstice or Christmas season — of bringing greenery into the home to symbolize life in the dead of winter. Living trees have special significance to nearly every culture from Siberia to Palestine to Greece to Germany to Mexico to Native American to Japan and many more. But in the village of Ravena, town of Coeymans, the very symbol of rebirth and life is withering, dying. What does that tell you?

We’re still saddled with the Ravena Health and Fitness Center gobbling up more than $100, 000 of Ravena taxpayer money and feeding Cathy Deluca’s appetite for taxpayer money. The Ravena Health and Fitness Center is failing and you’re paying for it. Why hasn’t Misuraca bitten the bullet and eliminated it? And we still have the corrupt Coeymans Police Department and get this news: Coeymans has promoted Jason Albert from patrolman to detective! Albert is almost ready to retire and this promotion adds some more jingle to his pension! All out of your pockets. They take care of the boys, don’t they? But you’re paying for their party.

Nancy Warner Strikes Again!

In many ways, Ravena village council member, leftover from the former Bruno dictatorship, and wife of Ravena village justice, Harold “Hal” Warner, is an example of the obsolete, ignorant, and self-serving derelicts we have in small town government. While she doesn’t have time to comply with the New York State Freedom of Information Law but seems to have time to attack local residents. Her most recent stupidity was to file a complaint against a local figure “Ramon” for riding his lawnmower to work. Yes, we admit, riding your lawnmower to work is a bit odd — even in Ravena — but Ramon is much loved for his colorful idiosyncrasies. Seems Warner has a problem with the noise it makes when it passes her residence on Main Street, Ravena. Ramon has some handicap issues and rides the vehicle to the Getty station, where he works. But does Warner have an issue with the monster tractor trailers or other vehicles that pass her place? Better be careful if you ride motorcycle to work and have to pass Nancy and Hal’s place. You’re liable to have their friends from the Coeymans Police knocking at your door with a summons.

Seems when Nancy Warner isn’t harassing local kids with her friends in the Coeymans Police, she’s going after other innocent souls.

Before we launch our commentaries on the continuing corruption of the Ravena – Coeymans – Selkirk Central School District and its union – made – and – owned candidates for board of education, and before we launch our feature article on the Town of Coeymans town council’s own babbling boobie, Mr Peter Masti, and Masti’s Morbid Mentality and Blue – collar Hallucinations for the Town of Coeymans. We’ll also be publishing facts and figures on why the Town of New Baltimore has to leave the RCS CSD and join the Coxsackie school system. Mr Polyak: I enjoy comments feedback and other points of view because the best solutions come to light from those discussions. One comment suggested that was I‘m “confused:” one, however. Well that’s an understatement if there ever was one! Every time I read the Village of Ravena’s 2014 – 15 budget I get more and more confused.

In Part One of my budget analysis I addressed only telephone expenses as an example of the waste and incompetence exhibited in the Ravena village budget. In that discussion I put out some questions regarding several other confusing budget line items. In order to understand those expenses you would have to see the actual bill voucher or receipt. Like the Village of Ravena is going to let you see that? Good luck!

In Part Two, I broke it all down and put some names on the numbers, while discussing just the facts as printed black–and–white in the Village of Ravena budget. Noting things like postage and gas (fuel) line Items. I also noted that the Water and Sewer funds are by law separate taxation entities (your water bill is “a tax”, and your sewer bill is “a tax”. Those monies are to be used only on sewer or water expenses, that is, the cost to bring us water and take away our sewerage. Water and sewer assessments are NOT part of our general Village of Ravena taxes or Town of Coeymans taxes.

budget-cuts animI also looked at the discrepancies in billing practices to the residents of both communities the amounts billed should be equal—but are far, far from equal, fair or even legal! We all should pay the same rates for water and the same rates for sewer in both the town and village. And rates should be consistent  in different categories such as, an industrial user or residential user etc. based on the actual cost to bring them water and sewer services. Right? Not in Ravena-Coeymans, not in the Twilight Zone!

It’s really great to see and hear so many folk’s comments on items of the VoR budget, it’s a welcomed refreshment compared to the groans and moans of the past. We need discussion and thinking like that! What is your solution to the many confusing discrepancies in the Village of Ravena budget? As I pointed out in Part 1 and in more detail in Part 2 no one questioned the gross (and unexplained, probably illegal) $36,400 in “unclassified” expenses, or “outside services” to the tune of about $50,000. Or what about the “CHIPS acct” where we have $62,000, in revenue. Wouldn’t you question an “unclassified” amount on your cable television or your power bill even if it was a couple of dollars? Why let tens of thousands in “unclassified” spending get swept under the carpet? It’s your money, people!

Here’s one for ya: In the “CHIPS” expense acct (and if you don’t know yet what the CHIPS account is, maybe you should ask!) we have spent only $40,000 (it’s also for road repair). Where did the other $22,000 go? Why didn’t the commenters point that little nugget out to us? Not a peep but Yeah! Henry and Fritz have to respond to emergencies. Too bad! But really, Where’s the $22 grand? We want to know!

As soon as I attached a name to the village foreman’s job figures in the budget I felt I was in the middle of the Salem witch trials. But that’s OK because as an auditor I know ways to find out if they were “working hard or hardly working”: an auditor demands the records on the spot. (Wonder how the auditors from the Office of the New York State Comptroller missed all of this? Or did they?). We also ask for the names of all personnel employed by the Village of Ravena department in which Fritz/Henry “work” as well as their time/effort allocations (F/T, P/T, number of hours worked per week, on-call, etc.). We’d like to see copies of job descriptions for all personnel employed by the VoR department in which Fritz/Henry “work”. We’d then like to see copies of the call logs, emergency response logs, snow emergency dispatch logs or any written records or documents showing the dates and times of emergency response for water/sewerage emergencies, snow removal emergencies, storm emergencies to which the VoR (department where Fritz/Henry are employed) responded in the period of June 1, 2013 to May 31, 2014. After all, wouldn’t you expect records like that to be available, even if only for insurance purposes? Where do you think ex–mayor John T. Bruno or hatchet-woman Nancy Warner or ex-mayor Bruno’s pet toad, hot–shot dithering Bill Bailey keep those records? Guess again!

It’s those kind of records that are normally and routinely kept by legit and honest departments that tell the real story of whether they are working hard or hardly working, or even if they show up for work! These are questions and records that any auditor worth his salt could and would demand before jumping to any conclusions. (And on – the – spot impose fines of up to $25,000 for every “What do you mean you don’t have a mandated public record for inspection?) Tell it to the hearing judge, the auditor could say.

 

In the budget all departments should be sub-totaled so department heads can defend their requests for funding for the upcoming year, and taxpayers can clearly seen what’s being requested and for what. As for combining some department jobs, expenditures, allocations, personnel in another department or rolling personnel over into another department without adequate justification is just asking to get beat up by an auditor!
I didn’t even discuss the question of sales tax revenue and the corruption that has been going down over the years. Ravena is expected to receive $625,000.00 (↓↓↓ from a previous $640,000.00) so when I read or hear some fool say that we will punish local business with his checkbook, I see the loss of sales-tax revenues. Chew on this, why don’t ya: We in the village lost a few $100,000.00 in sales tax revenues over the years that Ravena – Coeymans has been hemorrhaging small businesses. And, friends and neighbors, that’s money that the Village and Town have to make up via our general taxes going up. The point is that it pays to spend our money locally; provided we can attract and keep businesses. And I mean businesses who don’t come to Ravena – Coeymans for a tax holiday or a kick – back, and who don’t destroy our town and village character, poison our air, hide our river, destroy our streets. You all know what I’m talking about. If you don’t, just open your tired eyes.

Because of the many potential lawsuits brought about by the village’s and town’s mismanagement, and outright illegal activities resulting in claims, the Village of Ravena has had to roughly doubled its insurance coverages: it went from 50,000 to 100,000. Illegal activities, fines, misconduct and complaints that can result in millions in settlements or judgments have to be covered. It wouldn’t surprise me that due to all the pending law suits from some form of violation of civil and constitutional righrts, discrimination, the gazebo incidents, and the Ravena Health and Fitness Center employee misconduct (Cathy Deluca got the village slammed with at least two Notices of Claims that are likely to turn into lawsuits very soon. Those will demand several millions in compensation to the complainant! The Town of Coeymans, too, has dozens of pending lawsuits because of the misconduct of the Coeymans police alone!) etc. Then there are the criminal charges in the complaints against village and town officials for such things as obstruction of justice and falsely reporting an incident (Cathy Deluca). Between the town and village, there are roughly two dozen pending law suits (This is public record; go look it up! Ask the village clerk or the town clerk for the information!).

So we taxpayers don’t even know how much the lawsuits will cost us, and we have to pay for it all in the long run. It’s like “Islip” garbage barge; it ended up costing the property owners 20 million! It’s like your property taxes going up from $1,000 to $ 5,000 to cover the cost. Juries don’t care who you think you are; they award tens of millions for discrimination every day without giving it a second thought! After all, your elected officials should know better. Shouldn’t the?

Now let me bring you full circle back to the VoR budget. To be fair, the new mayor of Ravena William “Moose” Misuraca, took office (No sympathy! He begged for the opportunity to run for mayor! Now deal with it!) and now has a mountain of rotting old garbage on his desk to deal with. (Thanks to ex–mayor John Bruno and his other losers, Marty Case (defeated), Rocco Persico (lost), Nancy Warner (to be defeated) and Bill Bailey (already lost but doesn’t know it)) When Misuraca comes up for air, he’ll have to find his own way around.

One of the reasons I’m so confused (and you can’t make this crap up) is that just last Friday 5/2/14 I called the village clerk to get a certified copy of few documents, the deputy clerk said OK, and then made a comment about the Smalbany blog, “Common Cents”, Part 1 and Part 2. She went on to say, “… but Laszlo you’re not sure we do the billing for the water etc. as stated in the blog. A few seconds later, she called me back and refused to provide the certified documents! I asked Why? The deputy village clerk told me that Bill Bailey—You remember him. He’s the dithering boob who pissed himself every time ex – mayor Bruno asked him a question. The one on the village council who stutters and mumbles a lot.—said not to certify them !. OK, I then told them put that in writing. I get off the phone and I’m beyond confused because in Part 2 I spell out the job mandates of any village clerk and one of them is “to certify“ records to be true copies etc.—as mandated by law, so with my head spinning, I’m thinking Bill Bailey instructs the village clerk to commit a crime? And where does Bill Bailey get the authority to tell the village clerk to do or not to do anything, anyway? That’s simply not his job! But now think about this: Nancy Warner, a key conspirator in the old Bruno regime, was the clerk for over 25 years and she’s now overseeing the village office. If something needs to disappear, Nancy Warner knows what it is and can make it disappear. Next election watch Nancy Warner disappear! Like I said you can’t make this stuff up. But the real question is this: When will Misuraca and his majority get the balls to take charge and start making things happen…LEGALLY. Does anyone in the village have or know their job descriptions? Do they ever think of what questions a federal judge or a prosecutor is going to ask them before the judge determines how much of their 401k, their pensions, and their social security will go to pay punitive damages or fines for abuse of public office, violations of protected rights, discrimination and or before removing them from public office and making a retirement reservation in Coxsackie corrections.

So let’s walk a mile in our new mayor’s shoes (I mean wading boots. He’ll need them to get past all of the bull shit and still get anything done in the Village of Ravena). Where does he go from here?

So YES! Virgil you’re right, I’m very confused!!!! BUT know what Phil Crandall has on the ongoing corruption that is going on in the Village of Ravena and the Town of Coeymans. (For those of you with short memories, Phil Crandall was the town of Coeymans judge who got railroaded into resigning because he didn’t approve of the goings on between the Coeymans town board and the Coeymanazi police department. I like our new mayor so far—but he hasn’t done anything yet so what’s not to like—Oh well! When the judges asked why records are not certified I’ll just say it’s a great question, and that he should ask the likes of Bill Bailey and Nancy Warner and the clerks Biernacki and Demitrazek, I’m just a confused retired auditor. So much for co-mingling funds your federal Honor; welcome to Ravena they have their own set of hubris rules and laws.

 I had a meeting with the mayor, handed him a water bill from a PUD (No, not a village employee; it’s Planned Urban Development ) of 100 homes in Westchester the water bills are less than ours, they’re billed quarterly, and all are metered and the meters are changed out every 5 years, their water comes from Greenwich CT, two wealthy and I mean wealthy places and their water bills are cheaper! Can Bill Bailey explain that? And you don’t have to pay the whole bill at once, and the taste is thousand times better than Ravena water. Cheaper, fairer, better tasting, more convenient billing. Would that ever work in Ravena? Wishful thinking 😉

Here’s a suggestion: It would be great if the new mayor would post all incoming vouchers and bills, and receipts. Maybe even on weekly basis Then we can see who’s doing what with our tax dollars.
