Allegation that New Baltimore Highway Super Helps Employee Avoid Drug Test

Question: Did New Baltimore Superintendent of Highways Denis Jordan Turn a Blind Eye to Drug User Employee?

Normally we would not publish a mere allegation sent to one of our contributors but this one is very serious. It concerns the New Baltimore Superintendent of Highways and his poor judgment and misconduct in office. It concerns endangering the public. It concerns putting public property at risk. It concerns helping a drug user evade detection.

Normally we would not publish a handwritten note from an anonymous informer but this one is different. It reports a very serious incident. It reports very serious misconduct. It reports something that is very likely true.

Normally we would not publish something like this about an alleged instance of misconduct by a public employee, an elected official, someone to whom important public works are entrusted. But this time it’s different. It concerns a public employee, an elected official who, like so many in the Capital District of New York, but especially in the Ravena-Coeymans-New Baltimore area, is dishonest, incompetent, and corrupt.


Denis Jordan to employee: “Take two weeks and clean out.”

The allegation is that New Baltimore Superintendent of Highways, Mr Denis Jordan, allowed a New Baltimore Highway Department employee to avoid taking a required drug test so that the employee, who admitted he was taking illicit, illegal drugs, could “clean up.” Jordan allegedly allowed the employee two weeks to clean up and then take the test. In the meantime, the employee was allegedly operating Highway Department trucks on public highways, putting everyone at risk. And Jordan knew this and allowed it. On retesting, the employee failed with high levels of cocaine; he was terminated. Jordan is still employed by the Town of New Baltimore.

What makes this information believable is the fact that the informant knew the contributor’s name and his address! This leads us to believe that the informant is local, and he or she may even be an employee of the Town! In fact, when we compared the postmarks on two pieces of mail, one from the Town of New Baltimore Assessor’s Office and the postmark on the anonymous note, the postmarks were almost identical, except for the dates! They apparently were mailed from the same place. Here’s the actual note our contributor received.


It might be a bit hard to read so we transcribed it for you. Here’s what the author has to say:

“Good day, [name redacted for security]:

“After reading your latest blogs regarding New Baltimore Hwy. Supt. Denis Jordan, I would like to give you some more information to look into.

“Recently a newly hired Town Highway Employee was scheduled to have a required drug test as part of his Employment. The morning of the test, said employee went to the Superintendent [Denis Jordan] and told him he could not be tested because he knew he would not pass. We are told that per the employee handbook, this is refusal to submit to a required [drug] test and the employment of said employee is to be immediately terminated. But instead, Supt. Jordan gave the employee 2 weeks to get clean, and told him he would be retested at the end of two weeks.

“At the end of the two weeks the employee went for testing [deletion] and tested positive for high levels of cocaine, and he was terminated.

“This employee [deletion] operated town equipment and drove town trucks up and down the Highway for 2 weeks under the influence of cocaine. Mr Jordan’s decision put not only the other town employees lives and safety at risk, but also each and every person he passed [deletion] on the highway for those two weeks.

“Had this employee been involved in an accident and injured [deletion] or killed an innocent person, and his blood was tested, it would have put the town of New Baltimore in deep trouble both legally and financially.

“Once again Mr Jordan has no regard for rules and regulations that are put into place.

“Rules are for everyone else but him!!”

Given the information being provided in this letter and the details, we have to admit it is pretty convincing. How would someone make this stuff up? But what is even more interesting is the depth of the details. This informant must be in a position to know these “facts” or someone close to this person is in such a position.

This is very serious, indeed. So serious that we felt we should publish it for the community to be informed of what’s going on in the Town of New Baltimore and its departments. In fact, this is so serious that we now demand an immediate investigation by the Town of New Baltimore Town Board. Furthermore, it is so serious, we demand that the New Baltimore Town Board request Greene County District Attorney Joseph Stanzione to launch an investigation into these allegations of Mr Jordan’s latest misconduct.

“Where there’s so much smoke there has to be a wildfire!”

Two outcomes are possible: Once an investigation is launched and completed, Mr Jordan may be cleared of any wrongdoing. But that’s highly unlikely given his history. On the other hand, once the investigation is launched and completed, and Mr Jordan is found to be guilty of the alleged misconduct, we would then expect that he be immediately removed from office and charged. The list of misconduct is too long to allow Jordan to choose when he goes and then shoot the taxpayers of New Baltimore the ‘bird” as he cashes his unearned pension checks at our expense. We say: “Where there’s so much smoke there has to be a wildfire!”

We have covered a large number of cases where New Baltimore Superintendent of Highways has been shown to be incompetent, unfit for the position he holds, as well as instances of misuse of Town personnel and equipment, violations of the rules governing proper recordkeeping, continuing training, and the list goes on. The burning question is Why has he been allowed by the Town Board to continue his misconduct without having to answer to anyone?

Town of New Baltimore Town Board, Greene County District Attorney Joseph Stanzione: It’s time to get off the pot and do something about this ongoing situation. It’s high time someone started doing their job and clean up the corruption!

If the New Baltimore Town Board doesn’t initiate some official action on this latest report, given the other information that the Town has been provided, we think a referendum should be held to remove all of the useless puppets from Town Hall. We’ll want a town hall meeting to discuss what’s been going on in the Town of New Baltimore and demand that all elected officials b be present to answer questions and to take responsibility. This includes Supervisors past and present, Highway Superintendent and Deputy, Entire Town Board, Town Justices, too! Enough already of the hanky-panky cronyism and the behind the scenes operations called “executive sessions.” We demand accountability and transparency!

News Shorts: Coeymans p.d. Fires Crosier

We have received a confirmed report that the Coeymans town board has terminated Coeymans police officer Danielle Crosier.

Crosier has been an item of ongoing scandal and controversy since former Coeymans police chief Gregory “Dumplington” Darlington added the blond bimbo to his trophy shelf about two years ago. Her major claim to fame was her notorious bad driving; she was such a bad driver that the RCS high school put her on as a road safety instructor. Go figure.

Crosier was so bad behind the wheel of a motor vehicle that she recently rammed a parked NYS vehicle in the South Pearl Street NYS motor vehicles parking lot while allegedly transporting a minor to Family Services. Yup! And the RCS central school district, your board of education, turned her loose to be a road safety instructor. Say! Anyone know what happened to that investigation?

Crosier was also installed at the RCS high school as RSO (Resource Safety Officer) where she wasted no time harassing the students, doing illegal searches, and doing one of the wrestling coaches too!

We’ve been pressing to get rid of that blond bimbo for some time now; Crosier was a useless piece of baggage.

The Coeymans town board also accepted the resignation of Coeymans police officer Scott Kline.

On the Street: Ravena to Eliminate the Ravena Fire Department. Fact or Fiction?

There’s another breaking story but is still unconfirmed that the village of Ravena is considering eliminating the Ravena Fire Department and entering into an agreement with the town of Coeymans for firefighting services. This would be a very smart move on Ravena’s part and would save Ravena a couple of hundred grand, more if they sell off the existing equipment. Such a move, if done right, would also help the town of Coeymans utilize its resources to capacity, while setting the stage for more advanced training and possibly some more grant money. Let’s see if this one pans out.

New Baltimore: Just a Hint of Corruption?

New Baltimore: Do Benway, Norris Recommend Conflict of Interest in Choosing Insurance Carriers!

In her biased article “Dispute arises over insurance carriers” that appears in the March 6 issue of The Ravena News Herald Jessica Mosier (Columbia – Greene Media, Johnson Newspaper Group) reports on the deliberations by the New Baltimore Town Board on whether or not to jump ship from their present insurer to an insurer recommended by board members Lisa Benway and Chris Norris, NYMIR. Problem is: NYMIR has some pretty shady background when it comes to pals Susan O’Rorke, Lisa Benway and Chris Norris, and we probably should throw in their media mole Jessica Mosier, who seems to lose a lot in the translation.

Here’s what we managed to dig up:

In a recent e – mail communication from Lisa Benway to Shelly VanEtten (recently elected to the board with the Dellisanti team that ousted the tyrannical O’Rorke mob), Benway writes:

“I have looked over our current policy again, the Trident Renewal proposal and the NYMIR proposal…I know that people get nervous about changing policies because they are unsure of the service they will get from the new carrier. I can tell you that NYMIR has a very good reputation for claims service and overall service in general….To sum up, based on my years in the business and my interpretation of the policies, I would recommend to the board to take the NYMIR policy.” [emphasis provided]

In the Ravena News Herald article, Mosier reports Norris as having publicly recommended NYMIR “based on savings” not on coverage terms, and Benway agreed. Crazy! You say? No! Just crooked. Because O’Rorke, Benway and Norris have a very cozy—but is it too cozy—connection with NYMIR.

Junk-journalist Jessica Mosier of the Ravena News Herald, a division of Johnson Newspaper Group, and edited by Mark Vinciguerra, a former Albany Times Useless employee, don’t do their in-depth reporting, and manage to stay ignorant—or just don’t report—the dirty connections in which their pals are involved. So here are the facts:

Benway had the gall to admit that, “No two companies for commercial insurances are identical, that I can guarantee you!”

And, Guess what! We know why Benway would make such a statement! It all revolves around conflicts of interest and campaign contributions made to Susan O’Rorke and the New Baltimore Democratic Committee under Diane Lewis made by NYMIR – associated agents, agencies, and people. The donations were made to former New Baltimore supervisor Susan O’Rorke and to the New Baltimore Democratic Committee under chairperson Diane Lewis! Of course “no two companies are identical”! One is paying you and your party off and the other is providing legitimate insurance services! Never a truer statement made! You see, Susan O’Rorke works for Wright Risk Management (WRM), the parent company of NYMIR insurance, the insurer Benway and Norris are pushing the board to hire to insure New Baltimore!

Here’s the real dirt: our late and not–so–great New Baltimore town supervisor, Ms Susan O’Rorke, is an employee of Wright Risk Management (WRM), which is the management company for, NYMIR. (Makes you wonder if O’Rorke had not gotten the boot, would the three stooges, O’Rorke, Benway and Norris have still pushed the NYMIR recommendation? Now that would have been a story leading to a conviction! But it’s a question we should still ask Lisa Benway: Would she still so strongly have recommended NYMIR, and for the same reasons?)

But that, in itself, doesn’t build a very strong case for conflict of interest or charges of corruption. Or does it?

In the period of September 25, 2009 to November 4, 2013, WRM or NYMIR or high – ranking management of those companies or their founder, William Fishlinger made contributions to the O’Rorke Campaign or to the New Baltimore Democratic Committee in the amount of more than $2,500.00.

Contributions? Maybe, maybe not.

An unconfirmed report is that O’Rorke has given presentations to municipalities pitching herself as a town supervisor and recommends NYMIR as a recommended insurer. She may still be doing that but we have no confirmation of her present activities.

Now we have a leftover pair from the O’Rorke administration, Lisa Benway and Chris Norris, who are recommending NYMIR, the insurance company run by O’Rorke’s employer WRM, as the preferred insurer for the town of New Baltimore, and in fact, vote against the proposal to have the policy renewed by Trident; they favor NYMIR.

Now, we are inches away from corruption and abuse of public office here in the case of Benway and Norris, who have been pushing to give NYMIR the contract for insuring New Baltimore, but both Benway and Norris have gone on the public record pushing for NYMIR and Benway even strongly recommends NYMIR in her communication to vanEtten.

Does anyone see the ghost of Susan O’Rorke at work here? Or even the New Baltimore Democratic Committee and Diane Lewis. Sure, they’re hungry for more campaign contributions from WRM, NYMIR, and their founders. Best way to get it? Send them some business. Then Susie O’R. can go out and sell more municipal insurance policies for NYMIR and make a ton of money for her friends at WRM, NYPIR’s parent company, and the founders, William Fishlinger and others at Congdon, Flaherty, O’Callahan, Reid, Donlan, Travis & Fishlinger.

Great plan, Lisa, Chris, Suzie. But you were caught again doing naughties! Maybe the Attorney General will be interested in this tidbit of incriminating research?

Thank you supervisor Dellisanti, boardmembers Ruso and vanEtten for your attention to detail and your diligence in asking the villains the right questions, keeping this town of New Baltimore and its residents out of the hands of crooks!

In an article appearing in the Daily Mail today, on Thursday, March 6, 2014, reporter Jim Planck reports that highly criticized New Baltimore Town Clerk, Janet Brooks, has submitted her letter of resignation to the New York Secretary of State. According to the report, “Brooks, who has been on the job for nine-and-a-half years and was just re-elected to another two-year term in November, submitted her letter of resignation Wednesday to New York State Secretary of State Cesar Perales.’

Brooks was re-elected last November as incumbent to serve another term as New Baltimore town clerk but quickly became the subject of a controversy suggesting misuse of public office, corruption, and generally abuse of the public’s trust when it surfaced that she was collecting a full-time salary and putting in only part-time in the office. According to one reliable report, Brooks was at work only 8 days in the month of January 2014. In addition, Brooks actually had two deputies doing her work for her.

We reported extensively on Brook’s alleged misuse of her office and the fact that she balked when the newly elected New Baltimore Town Board entertained a resolution to establish fixed hours for the office of the town clerk. Canned Response: “careful consideration of (her) health issues” Hemorroids?

In the Planck article, Brooks is reported to have claimed “careful consideration of (her) health issues” was the reason for her resignation. That canned statement is second only to disgraced politicians wanting to spend more time with their families. We have a burning question: Wasn’t Ms Brooks aware of her “health issues” last November, when she ran for re-election, hoping to continue her scam on New York State and New Baltimore Taxpayers? Or did thes “health issues” crop up with the discovery of her abuse of public office, and she found herself on the hotseat with a bad case of hemorrioids having to answer some sticky questions. Yeah, that’s it: Brooks’ health issue is hemorrhoids, Right?

Regardless of the phony reasons for the resignation, Brooks gave notice that the resignation will take effect in two weeks, on Wednesday, March 19, 2014. This means that the office of town clerk for New Baltimore will accordingly be on the ballot for the next general election on Nov. 4.

New Baltimore Town Supervisor Dellisanti Talks Some Shite…

What irks us is that newly elected Town of New Baltimore supervisor, Nick Dellisanti, was less than candid when commenting on Brook’s and her service. The Planck reports Dellisanti to have said:

‘Brooks provided valued service to the community.’
“She was there nine-and-a-half years,” said Dellisanti. “She served the public well.”

“She did a very good job,” he said, “and she’ll be missed.”

That just might explain Mr Dellisanti's lack of candidness.

C’mon, Dellisanti, stop buttering the cabbage and have some balls! Tell the media what you think! We would have expected a bit more of honesty from Mr Dellisanti, given that his team was instrumental in exposing Brooks’ misconduct in office and given the fact that this blog published a scathing article on Brooks’ misconduct and made its own inquiries with the legal department of the Office of the State Comptroller and the Examiners’ Office specifically citing the Brooks case. The Comptroller’s legal deparment has been “looking into” our inquiries. But to be very clear: according to our information, our investigations, our inquiries, Ms Brooks provided a valued service to herself and her pension over the “nine-and-a-half years.” Ms Brooks served herself well and “did a very good job” of that. And yes, Mr Dellisanti, we’re sure you’ll miss Ms Brooks…like an inflamed hemorroid!

After March 19, when Brooks formally and physically ceases to be New Baltimore Town Clerk, her personally hand-picked insider appointee who has been Brooks’ “first deputy clerk”, Marjorie Loux of Hannacroix, another insider player, will perform the clerk’s duties during that period, as NYS Town Law requires that a town’s first deputy clerk “shall possess the powers and perform the duties of the town clerk … during a vacancy in the office of town clerk.”The law also requires the “first deputy” to have the knowledge and skills to perform, and to have taken an oath of office. Has that ever been done? Can we really trust a Brooks appointee to do an honest job, considering Brooks’ history? That’s an interesting question only the incumbent town board of New Baltimore will be responsible for answering until a new clerk is elected in November.

Loux has previously served as deputy clerk under Brooks’ predecessor, Barbara Weeks, a star performer who died suddenly, leaving the positon vacant, and the town also has a second deputy clerk, Diane Jordan (wife of controversial highway superintendent “Do-Me-A-Favor” Denis Jordan), both factors which will undoubtedly complicate the coming transition, and certainly will not resolve any of the tensions. But the question does arise, does the town of New Baltimore need all these deputies? Hell NO! What we need is a clerk who does the job and maybe a deputy who can step in if necessary, but less than part time and optionally compensated for that time unless adjustments can be made by substituting another employee and allowing comp time. That’s a legal issue that needs to be examined by the board and the town attorney. But now’s the time to start considering candidates, possible deputies for appointment, whether the deputy will be compensated, and other associated issues. Now, not at the last minute.

Well, now that Ms Brooks has announced her resignation, she’ll have more time to grind away at the organ (Whose? Now, now!) at the troubled New Baltimore Reformed Church (check out our article on the NBRC at New Baltimore Reformed Church: Slow Agonizing Death), where her pal Susan Kerr is mounting (Oh! My!) her offensives on patriotism the flag) and the American male domination of…well, they’re dominating something, aren’t they? You’ll have to sit in on one of her sermons to find out what in hell they’re dominating. Damned if we know!

The investigation must continue beyond any resignation and the inquiry must include whether there was criminal activity involved. The fat lady hasn’t sung yet; it ain’t over, pals.

Things are looking good in New Baltimore these days. Another cockroach is out of town hall. Things are looking mighty bleak for New Baltimore Democratic Committee chair Diane Lewis, now that her party’s fixtures are being scrapped one-by-one and removed from New Baltimore town hall as the corruption is exposed. Lisa Benway and Christopher Norris are next. Stay tuned for our report on their corruption in office.

Lame-duck, defeated New Baltimore Supervisor Susan O’Rorke and two town board lackies, Chris Norris and Lisa Benway, will explain their personal recipes for roast pork. You know, the ones Denis Jordan and selected vendors have learned to enjoy these past years. Susan O’Rorke will try to squirm out of her putrid corner to explain why she and lackies Chris Norris and Lisa Benway approved so many illegal and unlawful expenditures of New Baltimore taxpayers’ money. David Wukitsch, New Baltimore town attorney will be available to explain why the residents of New Baltimore should not petition the Committee on Professional Standards to suspend his license to practice law or at lease sanction and censure him for legal malpractice while advising the O’Rorke monkeys.

The New York State Comptroller’s auditors found some very serious misuse of taxpayer money and some very suspicious purchasing practices made by the Susan O’Rorke/Chris Norris/Lisa Benway trio. Denis Jordan, an elected town official and town highway superintendent was at the center of most of the abuse of public office. So what do O’Rorke, Norris, Benway do with New Baltimore taxpayer money? They give Jordan a raise!

Concerned residents and taxpayers of New Baltimore intend to show up at the December 9, 2013, New Baltimore Town Board meeting to demand that O’Rorke, Norris, and Benway explain their mismanagement and violation of town policies and New York State Law. They will have to explain why criminal charges should not be brought against them.

Mr Jordan will have to explain why he got the raise and why he was involved in so many illegal purchases. We already know from Jordan’s, Benway’s and Norris’ own statements put out in a recent campaign letter supporting O’Rorke that Jordan and O’Rorke are very close. So they’re so close they, O’Rorke, Norris, and Benway vote to give their friend Jordan a pay raise. Nice!

And where was New Baltimore town attorney David Wukitsch when all of this illegal crapola was going on? He’s being paid by New Baltimore taxpayers to keep things legal. Davey was sitting on his muffin giving illegal advice for unlawful practices. We think New Baltimore taxpayers should demand that the State of New York Supreme Court, Appellate Division, Third Judicial Department, Committee on Professional Standards review David Wukisch’s conduct in his role as New Baltimore town attorney and recommend that he be suspended or at least sanctioned and censured for his legal malpractice!

In the meantime, the only right thing for Denis Jordan to do is to refuse the pay raise and let the new New Baltimore Town Board vote on it. If the new New Baltimore town board thinks he deserves a raise after careful consideration of his past performance and record, we’ll stand by them. But in the meantime, Jordan should not be handed a raise for kissing O’Rorke’s ass at New Baltimore taxpayers’ expense.

New York Governor Mario Cuomo and his Attorney General Eric Schneiderman are so hot and bothered by public corruption, let’s see what they do about radical local government corruption like we have in New Baltimore and in the town of Coeymans! Do their wars on corruption in public office  target only their political opponents and the other party, are their threats and campaigns just smoke-and-mirrors, dogs-and-ponies? We’ll see. They’ll see when they get the numbers from the voting booths!

In the meantime, we citizens have to ensure that the crooks and the corrupt in public office get what they deserve, and lose what they don’t deserve.

We have received a final copy of the letter that is allegedly intended to go first to the New York State Education Department Commissioner, with copies to the RCS CSD interim superintendent of schools, to the RCS CSD board of education, and to the New York State Attorney General, with a request for investigation.

It seems that a considerable volume of incriminating evidence has been assembled and is ready to go out that is likely to put our favorite mutt, Matt Miller, in the hot seat.

We have received disclosure of documents demanded under New York’s Freedom of Information Law that shows that Matt Miller collected far more than we had originally expected during his profitable stint as double-dipping Energy Educator/Manager in the RCS school district. We’ll publish that information, too, as soon as we can verify it.

Citizen residents are really taking the reins on these issues, we’re pleased to say and we urge them to continue the good fight. Well done, so far.

It’ll be interesting to see just what the New York State United Teachers, NYSUT,  is made of and how far they’ll go to support one of their membership and who is a local teachers union rep,  and who appears to have no morals or ethics at all. Not that unions are the role model for honesty or ethical conduct, but they do tend to be survivors and, as we all know, there’s no honor among thieves.

We’ll also see, if the letter actually does go out to the Commissioner of NYSED, the NYS Attorney General, and to state and federal lawmakers, what the ripple effect  might uncover.
