A Toothless Town Board? New Baltimore Board Works for Hwy Super!

The list of misconduct and abuses grows and grows and grows for Town of New Baltimore Highway Superintendent Denis Jordan (D). The New Baltimore Town Board just sit and stare into space, wide-eyed, clueless while Jordan makes threats, harasses residents, creates dangerous hazards, damages private property, causes lawsuits against the Town, and even threatens the Board itself. Why does this craziness continue? why hasn’t the Town Board taken action against Jordan as provided under New York State Law? Politics? Cowardice? Ignorance? Indifference? Maybe a little of each but the incompetence and stupidity is damaging the entire community!

Why doesn’t the New Baltimore Town Board read the writing on the wall?


The entire New Baltimore Town Board met in public session on September 11, 2017. Supervisor Nick Dellisanti, Deputy supervisor Jeff Ruso, board members Shellie vanEtten, Chuck Irving, and Scott Brody were all present. Mr Denis Jordan, the under-fire New Baltimore Highway Superintendent, was sprawled in the last row. Four residents, three of them women, all with complaints against Jordan, were also present.

All four residents have significant claims against the Town of New Baltimore and all the claims are based on Jordan’s abuses, incompetence, and unethical practices. The four appeared at the meeting as a show of solidarity. One of them was to read a public statement into the record demanding answers to explain how Jordan has managed to keep his job while perpetrating all sorts of incompetent and crazy schemes.

We have the text of the resident’s public statement, and we’d like to share it with our readers now:

Ladies, Gentlemen, Neighbors:

Subject:        Remarks addressed to the Board in Public Session.

I am here this evening to address the New Baltimore Town Board directly and to get answers to the many questions I have placed before the Town over the past year and a half regarding the lamentable performance of the Town of New Baltimore Highway Department under the authority and supervision of Mr Denis Jordan, Town of New Baltimore Highway Superintendent.

The Town of New Baltimore, in addition to the numerous email notifications and photographic documentation I have provided, has made at least one on site inspection visit of New Street, a roadway owned by the Town of New Baltimore, in response to the ongoing problems of runoff water drainage and the failure of the New Baltimore Highway Department to maintain gutters and storm drains. There is an at least six-year record of the incompetent installation of culverts, drains, and ditches and the resulting damage to private property in and around New Street.

In 2016, the town supervisor and deputy supervisor, as well as board member vanEtten personally visited the site of damage to private property. Mr Ruso himself discovered a culvert that was so poorly maintained that one end could not be identified. Two days after that inspection, Mr Dellisanti, Mr Ruso, Mr Jordan and Mr vanWormer were provided with a tour of the New Street and Madison Avenue East problem areas.  Shortly, thereafter, NBHD crews arrived to clear drainage ditches that had not been cleared of debris and vegetation for at least 2-3 years. They proceeded to identify the blind culvert and uncovered a drainage grate from under 2-3 inches of soil. Mr vanWormer remarked that he had no idea the drain was there, and he’d been with the department for at least 17 years. The department dug up the road, replaced the mystery culvert, installed culverts under two residential driveways, and left a so-called catchment hole and several bizarrely crafted storm drains. The runoff drainage problem was not cured.

The drainage problems were not cured and the department managed to create new hazards and aggravate the drainage situation.

In 2017, the town of New Baltimore Highway Department and its contractor Callanan, appeared unannounced and commenced paving operations in the Hamlet of New Baltimore. I personally sought out and questioned Mr vanWormer about what was planned, since residents were not provided with information, and the Town website merely stated that details would be announced; that notice still appeared even after the paving had been started and even after it had been completed.

The most recent operations of the NBHW department can be characterized best by saying it is half-assed done by halfwits! The epitome of jerry rigging.

Not only were the operations on New Street largely unsupervised by the Highway Department, upon arrival on the day New Street was done, I was practically speechless when I returned home at about 3:00 p.m. to find that the roadbed had been raised an average of 8-15 inches, a huge drop prevented one from using the front entrance to my home, another 10”curb made use of the second entrance a significant hazard. There was a raised sloped edge along the street on the East side measuring some 12-15 inches. You could not exit a car at the roadside and safely get out because of the slope and the drop-off.  The road has been substantially narrowed such that when unloading my car another car cannot safely pass by.

The highway department attempted to cure the drop-off to the residential parking areas by dropping crushed stone. That jerry rigged solution has failed because the stone is either compressing or washing away, leaving the dangerous curb exposed again. It’s incredible but the Department on the West side of New Street, right across the street and opposite the No 18 New St. parking area, deposited a blacktop ramp from the roadway onto the lawn of the Arndt property, apparently so that Ms Arndt can drive her car up onto her lawn. Even more bizarrely that ramp actually fills the drainage ditch along the West side of New Street, preventing runoff from draining along the ditch into the drains.

In another incompetent attempt to remedy the hazards caused by the deposition of untold truckloads of blacktop on New Street, the Department had to pour concrete steps supposedly to allow our entrances to be used. The concrete steps were not provided with a foundation and now vegetation is growing from under the steps. No doubt water can seep under the steps and frost will heave them. The concrete or cement mix used is obviously not the correct mix because the edges are already disintegrating, crumbling. At the top of the steps there continues to be a raised hump of approximately 6-8 inches in height, causing a significant hazard of tripping, and which will pose a particular problem in winter with ice and snow buildup. This needs to be corrected.

The Deputy [Highway] superintendent has already commented that the raised, sloped edge of the road will cause a problem when plowing in winter and will complicate snow removal.

In an apparent attempt to cure the raised edge of the roadway at the garage of No. 10, the Department dropped blacktop to form a sloped grade into the driveway. This sloped grade now forms a conspicuous channel along which runoff from the roadway is conducted into the foundations of No. 10 New Street. We continue to use sandbags there.

In short, ladies and gentlemen, not only has the Department created hazard after hazard, they have each time created a new problem.

There is no explanation why truckload upon truckload of blacktop had to be deposited on New Street to the extent of raising the road surface at least 8-10 inches above the pre-paving level! How much has that cost the taxpayers of this Town?


Editor’s Note: By any standard we consulted, the blacktop deposited by Mr Jordan’s contractors, Callanan Industries, should not have exceeded 2-2½ inches maximum. We can only speculate that the reason between 6 and 10 inches of blacktop was dumped on New Street was because Callanan Industries sells blacktop. What was in this excessive use for Mr Jordan, we might well ask?


And where was Mr Jordan when all of this was going on? Well, at 3 p.m. on the day New Street was being literally dumped on, Mr Jordan left early to attend a wake…regrettably not his own.

In the meantime, request after request after request has been brought to the Town to cure the hazards and remove the dangerous situations. The town has shown only indifference, and the incompetence and waste continues.

Rather than respond to residents’ concerns Mr Jordan prefers to harass a local woman property owner because of a privacy fence. Rather than cure the problems and remove the hazards created on New Street and elsewhere, Mr Jordan is off installing culverts on friends’ properties. I have heard of at least two such preferred operations going on in the Town over the past couple of months.

The glaring questions persist: Where is Mr Jordan getting the money to hire his own attorneys when the town has an attorney? Where is Mr Jordan getting the money to hire surveyors to continue his harassment of local property owners. Where is Mr Jordan getting the money to hire Delaware Engineering as consultants to establish that New Baltimore is the only place on Earth were water runs uphill? Where is the accountability? Where is the leadership? Where is the responsibility? Where is Mr Jordan getting the wherewithal to confront this board with his own threats of litigation? What has the board done in response to Mr Jordans now infamous refrain, “Let them sue us!”

Mr Jordan must be made accountable for the untold damage he has done as Superintendent of Highways not only in terms of incompetent roadwork, corrupt contract practices, but also to the trust and confidence of residents in this local government, a town board whose responsibility is to steward the public treasure and to act in good faith and fair play in performing their fiduciary duties to the residents of this town.

Ladies and Gentlemen, Mr Jordan must be held accountable. Mr Jordan must GO! And he must go NOW!

Need I remind you that this is an election year, and some of you are seeking re-election.  It doesn’t look good.

I am providing a copy of these remarks for the record and ask that the Clerk conform them as part of the record of this September 11, 2017, public regular session of the New Baltimore Town Board.


 


Mr Jordan was re-elected two years ago and won by ONE vote. With the public outcries and public knowledge of Denis Jordan’s years of misconduct and incompetence, waste of taxpayer money, abuse of residents, and his alleged favors being done for “friends” of Denis Jordan by Denis Jordan using Town of New Baltimore resources. Jordan’s neglect of his duties and obligations, his ignorance and incompetence, his questionable contracting procedures, and his refusal to respond to good faith questions posed by residents has been brought to the attention of the New Baltimore Town Board for almost 10 years now, multiple notifications, hundreds of photographs and yet Jordan is still there. Granted, two of the town boards were dominated by Democraps (under supervisors David Louis and Susan O’Rorke) and they wouldn’t lift a finger against their fellow Democrap, Denis Jordan. But now we have a Republican-dominated board and still nothing!!!


Editor’s Note: We have reliable and credible information that Jordan won the last elections by one vote because the Republican and Independent election leaders did not count the absentee votes for that election!!! If that is factually true, someone’s head has to roll. So much for the democratic process and we wonder why people don’t vote.

We have personally inspected the damage and situations described in the resident’s public statement, and we can verify those facts as being true. We have F.O.I.L.ed supporting documents from the Town of New Baltimore and those documents do not paint a pretty picture of the operations of the Highway Department much less of Mr Jordan’s management skills…they’re zilch! We have also spoken to the woman being harassed by Jordan. That woman keeps her property immaculate and takes great pains to keep it beautiful; Mr Jordan made the claims, stating that he had received several complaints about her property but would not say who made the complaints. In fact, he first made the complaints and only afterwards collected any facts. Sounds like harassment, putting the cart before the horse again, Mr Jordan.


We agree with the resident’s public statement and call on the New Baltimore Town Board to commence legal proceedings to remove Denis Jordan from office, to audit his performance and his recent dealings with Callanan and their paving operations in the Hamlet of New Baltimore, and to prosecute Jordan and his accomplices if illegal activity is revealed!

We want justice and compensation for those New Baltimore residents who have been injured by Jordan and his incompetent operations!

This book should be required reading for the Town Board!

But now let’s get back to our local heroes, our Town of Coeymans Police Department and our local town and village court justices. The upcoming articles are really going to knock your knickers off!

Local Police Working Together in Investigating Serious Crimes

The Coeymans Police Department has been dragging ass for two years now on various investigations, including some very serious crimes perpetrated in the Town of Coeymans. We have demanded records from the Town of Coeymans Police Department but must admit they have been very uncooperative in terms of working with us. Wonder Why? We were hoping the once Gregory “Dumplin'” Darlington and Gerry “Dirty-Hands” Deluca and his incompetent parasite partner, Cathy Deluca of failed fitness center fame, got the boot, things would change in Coeymans. Well some things did and others only got worse.

Once Dingbat Darlington and Dirty-Hands Deluca were out the door, the most egregious abuses went with them. But even when the ringleaders were booted, their minions were still on the job and old habits die hard. Right Jason Albert? Albert was handed an open and shut case against Cathy Deluca and flubbed it. He was rewarded with a promotion to detetctive. Business as usual in Coeymans. Cases are still being flubbed because the old flubbers are still on the force! That’s why they can’t close a case with an arrest and prosecution.

The other problem is that we’re still stuck with that incompetent racist P. David Soares in the Albany County DA’s office. He’s too busy pandering and politicking to prosecute any cases. If there were arrests in Coeymans we really have to wonder if Soares would have the brains to actually prosecute anything more than a traffic ticket or the guts to prosecute anyone with a Democrap party connection. Not very likely. Soares would much rather cherry pick his cases; he doesn’t want to come out looking like a monkey. Here’s the real test: When asked to spell the word  “ethics”,  Soares failed. He spells it “c-o-r-r-u-p-t”. Typical product of Albany Law School croneyism and Democrap affirmative action practices.

While Darlington and Deluca were violating protected civil rights and protecting their patrons, the McKenna PD is really limp on criminals. We thought P.J. McKenna, when he accepted the job, would clean out the dead wood from the department and start fighting crime. We had hoped that he would reach out to the New York State Police and the Albany County Sheriff’s Department for support in cases where the Coeymans PD didn’t have the expertise or the wherewithal to make an arrest or to encourage prosecution. We were wrong.

We encouraged interdepartmental, interagency cooperation when investigating crimes in our community. Has that happened. The crime has happened but the cooperation hasn’t. The result is that we are all at risk because our elected officials and our public employees, with very few exceptions, are out for themselves and are not committed to the ethical performance of their duties and responsibilities to us, the public to whom they are accountable, whether they know, believe, or like it or not.

Dawn LaMountain, a parasite left over from the Darlington-Deluca mob, doesn’t have a clue about how to comply with demands for production of public access documents under the Public Officer’s Law or Freedom of Information Laws. In fact, she’d rather spend days, even months spinning her wheels and wasting time and resources, something Mr Phillip Crandall says are in short supply, that is, when it doesn’t apply to his cronies and his wild spending on consultants and assistants.

We are looking into the problem that Dawn LaMountain doesn’t know shit from shinola about how to use her computer, and gets defensive when she’s made aware of that fact. She’s also making more and working less than the Coeymans Town Clerk, who has duties and responsibilities that would require a staff of 10, but has to make do with one assistant and a part-timer. Tell you something about the Crandall mob?

Greene County Sheriff Gregory Seeley and his band of chimps under the supervision of Greene County DA Joe Stanzione are in the lineup, too. Seems they couldn’t investigate themselves out of a toilet paper roll if their jobs depended on it. Guess what Greg, Joe…Your jobs do depend on it.

We are going to be looking very closely at the New York State Unified Court System and the antiquated system of unqualified morons elected to be town and village justices.

Any lawyer with a half of a brain can piss down their legs and tell them its ice-water, and they say Yes! It’s ice-water.

Oh, that? It’s just ice-water.

We’re plagued with a bunch of substandard duds elected by their local friends and drinking buddies to administer a bizarre form of “justice” on the Town and Village courts throughout the state. Most of them barely have a highschool education, only a few have a degree, and very few have any training in the law. The basic qualification is a high school diploma, real or equivalent, the support of a local political party, and a handful of morons to elect them. FLASH! You now have a town or village judge who can really do some damage, and they do! Any lawyer with a half of a brain can piss down their legs and tell them its ice-water, and they say Yes! It’s ice-water. For years the state legislature has been trying to eliminate this circus of untrained monkeys but locals still keep the system, despite the long list of failures, abuses, mistakes, Neanderthals holding the office. They may have a courtroom or share a meeting room but in some parts of the state they may hold court in a barn or a garage! We have our own local species of ape-shit and we’re going to expose them for the monkey turds that they are. Stay tuned!

You may be very surprised at what we are going to be publishing about the retards in robes that you elect to administer an ignorant crapola version of justice that makes Judge Judy shite bricks, and has been in line for elimination for decades because of their abuses, lack of qualifications, and downright stupidity.

Make no mistake about it, these juicebags are real and retarded in the worst way. There are others we could add to this list, unfortunately many others, but we’ll stick with these clowns for now because they each represent a specific kind of ignorance, stupidity and corruption in this idiotic court system called the Town and Village Courts.

 

Given the reputation of these town and village justices, their lack of training and education, the fact that New York State has been trying to legislate them out of business, and the problems and suffering they have caused, it’s incredible that locals still elect these freaks!

We’ll critique and roast each of them individually and let you decide whether to lynch or tar and feather them, or, as some local morons put it, “He’s my friend. I have to vote for him.” Dumbass!

What the Local Media Have Missed: Peter J. McKenna, A Shining Star in a Dark Basement

As our many thousands of readers are aware, we have regularly reported on the Town of Coeymans Police Department, and the majority of those reports were utterly grim, reports of abuse, corruption, misuse of power, bullying, and generally the worst of the worst. Then, we were pleased to report on the terminations of Gregory “Dumpy Dumplin’” Darlington and his darling Gerald “Dirty–Hands–Jerry” Deluca, which we surmised was their choice to either go or be prosecuted. Since Darlington and Deluca have disappeared so, too, have the reports and complaints we regularly received. Once the new Chief, Peter J. McKenna, occupied the Chief’s office and cleaned up the garbage dump it had become, a real professional was in the driver’s seat. Things changed for the better almost overnight. Truth be told, we had our reservations about McKenna and we pulled no punches. But we do claim to publish the true facts and we have to own up to our misjudgment of the man and his capabilities. Much to our surprise, even the guy we used to refer to as “PsychoCop”,  Ryan Johnson, has been brought back to Coeymans and has proved to be a 180° reversal of his former image. All of this and much more as we report below is due to the professional management and mentoring by Coeymans Police Chief Peter J. McKenna. That having been said, we also have to ask Why? Phil Crandall and his den of bullies are so intent on making life difficult for the Chief and his Department.  Could it be they realize they don’t have crooks and cowards in the Department any more? Can’t they cope with dealing with real professional and ethical law enforcement, and a Chief who has management and communications skills that surpass those of Crandall and his bullies together? Read our article below and you decide.

That having been said, it’s truly beyond comprehension that the local media, especially the Ravena News Herald, can use more than a page of newsprint to report on a lost and recovered dog, and can miss a story like this. In 2016, Chief Peter J. McKenna had a real opportunity strut his stuff and to use his experience in managing a department rounded out by personal hirings.  Starting in 2015, McKenna has been selecting experienced Police Officers who wanted to continue working part time in an industry they had dedicated their lives to, and paired them with young men and women just beginning their careers in Law Enforcement.  The new hires attended both full and part-time law enforcement academies without being paid for that time.  By combining new with experienced, two objectives were accomplished; the newer Officers were trained by seasoned law enforcement professionals, with experience in police supervision, criminal investigations, narcotics investigations, traffic safety, and community policing.  The grouping of part-time police officers provided a steady work schedule, minimizing the need to fill shifts with overtime (which comes from filling shifts with or for full time police officers).  In previous years, the schedule was completely monthly, but by agreement with the union, McKenna and the Department moved to a quarterly schedule.  Providing consistency afforded the rank and file a sense of continuity, and the need to fill shifts “at the last minute” dropped significantly. Now, that’s just background. The real meat – and – potatoes facts follow:

When Coeymans Police Chief Peter J. McKenna was hired to be Chief in late 2014, the department had two full – time sergeant positions.  One of those positions was an evening supervisor, and the other, Sgt Ryan Johnson, was detailed to another agency (the DEA).  Prior to Chief McKenna’s , the sergeants were the primary on-call supervisors when there were only patrol officers working the shift.  When Chief McKenna assumed leadership of the department, he became the “first call” for any circumstances that required a supervisor; in other words, Chief McKenna was always on–call to supervise the department and its officers. By being on–call, Chief McKenna reduced the amount of overtime by the highest-paid officers in the department.

In 2015, Sergeant Dan Contento moved from a Supervisory Patrol position to the School Resource Officer (SRO) position (when school is in session).  Although this did not reflect in a the direct reduction in costs in the departmental budget, what it did mean is an indirect savings: Here’s how:  By placing a sergeant-grade officer in the SRO spot Chief McKenna made possible a salary reimbursement to the town for the time Contento is dedicated to the school district as the school SRO.  The great news is that because of Chief McKenna’s excellent management and planning , the Town of Coeymans was reimbursed more than $41,000 of the Sergeant Contento’s salary by the RCS school district in FY 2016.  Anyone with half of a brain would expect, and we believe this reimbursement should have been returned or at least returned to the Coeymans Police Department’s budget allocations, but this is not Coeymans Town Supervisor Philip Crandall’s reasoning. Crandall says it should be viewed as town revenue and placed in the Town’s general fund (obviously in order to hire a Crandall crony during a hiring and spending freeze).  That makes no sense to us at all and it appears that Crandall is abusing superior management by withholding well earned incentive from the Coeymans Police Department, incentive that was earned by virtue of Chief McKenna’s wise judgment and management experience. This reasoning is further supported by the fact that, by assigning the sergeant–grade officer to the school, the reimbursement to the Coeymans Police Department is about 10,000 dollars more than it would be if a patrol officer were to have filled the position.

We say that Crandall’s mismanagement of the money saved by Chief McKenna’s management of his law enforcement staff is wrong! Crandall has no right to take that money reimbursed by the RCS school district and padding his cronies’ pockets while abusing Chief McKenna’s professional management, and at the same time refusing to allocate funds to the Coeymans Police Department for needed equipment and activities.

[Editor’s Note: We will be publishing in an upcoming article some information that supports this evaluation of Phil Crandall’s physical and financial bullying of Town of Coeymans professional staff. Phil Crandall has an inferiority complex that is aggravated by stupidity. But more on that later with proof how he has no money in the budget for workers but plenty for his cronies!]

The second sergeant-grade position, that of Sgt Ryan Johnson, was detailed by Chief McKenna’s predecessor, Gregory “Dumpy Dumplin” Darlington to another agency, the DEA..  That redeployment of a Coeymans police sergeant did not have the positive effect of returning funds back to the Department, since the sergeant’s salary was not reimbursed but only the overtime incurred (up to a predetermined amount) was reimbursable. The fact that the sergeant’s salary was not reimbursed was the result of poor negotiation and even worse management by Chief McKenna’s predecessor “Dumpy Dumplin'” Darlington. Chief McKenna brought Sergeant Ryan Johnson back to the Department in October 2016,  with the result that the Department was able to reduce 1 patrol position, and fill it with returned sergeant. The bottom line is that Coeymans now was paying the sergeant for services rendered to Coeymans and not to an outside agency and a patrol position was eliminated, further increasing the net savings!

Under previous Department management, there were two “part-time” Investigator positions, 1 detailed Senior Investigator position,  several so – called “B line positions”, an SRO position (school security), two “C line positions”, 1 supervisory C line position and an A line spot. [Editor’s Note: A, B, and C positions might be confusing so here is the key:  B is days, C is 4-midnight and A is midnight to 8 am. Hope that helps!]  The SRO, a 1 day position, the Sr. Investigator position, the C line position, the A line position, and C line supervisor position were all full time.  Before Chief McKenna, these positions provided full benefits such as vacation, sick and personal days off, which meant when a full time officer took the day off, his position, was filled with a part time officer, effectively paying two people for 1 working spot.  The part time Investigator spots routinely logged far more hours than the budget allocation [Editor’s Note: at best this was an indication of lousy management, ignorance of budgeting and a lack of familiarity with the department’s operation; in reality it was more likely Darlington’s padding his darlings’ pockets with town money.] Furthermore, before Chief McKenna took over the Department the “time management” for patrol shifts was uneven.  With McKenna’s hiring practices in place, he was able to alter the hours of some patrol shifts to provide two – person coverage twenty to twenty-two hours a day, and reduce unnecessary redundancies in patrol shifts;  Instead of the consistent A-B-C lines, McKenna put some officers on noon to 8 p.m. shifts, some (on Saturdays and Sundays on 12 hour shifts from 8a.m. to 8 p.m.), and the return of Sergeant Ryan Johnson to full dedication to Coeymans allowed the Department to employ Sgt Ryan Johnson in a dual capacity as a supervisor and as a patrol officer. According to Chief McKenna, his logic is that Coeymans is not so large a department that the positions need to be compartmentalized.

Having a supervisor on during this shift also eliminates the need to contact an off-duty supervisor at home if circumstances would require.  The Department before McKenna had previously provided only one officer working the midnight shift; McKenna’s scheduling now allows for two-officer coverage from midnight until 4 a.m.  Monday through Friday while RCS schools are in session, the SRO (Sgt. Dan Contento) reports for duty before the school buses drop off students; on this scheduling he is available to back up the patrol officer from 6:30 a.m. until 8 a.m., if needed. In order days off, monitoring hours worked, details filled, and shifts filled or vacated, Chief McKenna has been able to reduce the excess hours, non-essential shifts, redundancy of tasks, and trim the budget by more than $60,000 dollars from the scheduled amount in the budget. In addition, to this McKenna has succeeded in adding salary reimbursements to the positive bottom line, which has enhanced the Town of Coeymans budget by more than $10,000 at least. Compare those savings to Crandall’s ongoing spending sprees!

Chief McKenna has made his Department’s priority that of having patrol officers capable and available to meet the needs of the Coeymans community.  McKenna’s guiding principle is: “If we can do that, and reduce the burden on the taxpayers by even a little bit, everybody wins.”

According to McKenna when asked about his feelings regarding Crandall’s grabbing the salary reimbursements engineered by McKenna and his deployment of Department personnel, McKenna thoughtfully responded:

 “If I had any regrets about the windfall returned to the town coffers, it would be that I believe I am trying to maintain a professional department, without creating an undue financial burden on the people, yet still providing a safe and secure town and village.  The previous chief had his own printer, which died shortly after I took over.  I did not ask to replace it, as we have additional printers in the department I can utilize.  I have not dipped into petty cash.  Three of the patrol vehicles were purchased with seizure funds.  My only regret is that I believe I am fiscally conservative.  When I asked to outfit two vehicles purchased at the end of 2015 with lights and sirens, so as to reduce the stress on our fleet of cars, and allow for an extended life of the vehicles we have, it was denied, citing “financial stress”.”

[Editor’s Note: I am hard pressed to understand How? denying a department head access to funds saved through his management of his department during a fiscal year, can be justified on the basis of “financial stress”. Our question is this: Where is the budgeted money and the reimbursed money going, Mr Crandall? You’re the CFO (chief financial officer) of the town! And besides, how many assistants does a small town supervisor need? And an accountant at $100/hour. Come on, Crandall, do you think we’re as stupid as you look? I am even more hard pressed to understand Mr Crandall’s refusal to extend the life of Department equipment by minor investment in equipment for those vehicles. It is outrageous that Crandall and his bully cronies on the Coeymans Town Board take those savings realized by the Chief without the Chief’s input, and offset bloated payroll issues created by Crandall’s extravagance in hiring for his own office.  Case in point: When the supervisor’s office went almost 9% over budget on payroll for 2 people — we’ll be reporting on this in the next article giving names and money amounts —, and one of them is salaried.  The Town of Coeymans under Crandall and his cronies on the Coeymans Town Board has created a Human Resources department that has cost an additional $12,000 dollars — we’ll be reporting on this, too, giving names and money amounts—, and we have a Finance Officer working full time, earning nearly 50,000 dollars, while the accountant hired to check the work earns over 100 dollars per hour. We don’t understand how this can go unnoticed by the public and by the local media, especially when NYS law makes the town supervisor the chief financial officer (CFO) of the town! We believe that Chief McKenna has a firm grip and a professional understanding about budgeting the funds necessary to run his Department but it doesn’t appear that Supervisor Crandall or the town board has half the savvy of the Police Chief. Not when Mr Crandall goes on a hiring spree and then has to steal from the Coeymans Police Department to cover his abuses. But as will become clear in our next article, Crandall does not limit his abuse of public office to the Coeymans Police Department, his bully tactics extend to another professional employee’s department, too.

We’ll be asking to see the books to verify the time and payments to Linda Ziegler (part-time in Crandall’s office), Darryl Purinton @ $105/hr in Crandall’s office. Yes! You read that right, $105/hr. Nita Chmielewski (full-time in Crandall’s office) @ $24.54/hr. Cindy Rowzee (full-time in Crandall’s office) @ $16/hr. And to report to our readers about the overtime abuses by Crandall’s minions — he seems to have collected his own little henhouse, a veritable harem for himself. Does Mrs Crandall know?]

Both the young professionals and their veteran trainers are committed to performing to the highest standards of ethics, professionalism, and integrity.

Coeymans has seen four of the officers McKenna hired move on to full – time employment elsewhere.  After having received their training and mentoring from veteran professional law enforcement like McKenna and Contento, even from a matured Ryan Johnson, we would have liked to have seen these up–and–coming men and women stay and grow in the Law Enforcement field right here in Coeymans. The problem is really simple: Coeymans cannot compete with the salaries elsewhere, and with a town administration like Phil Crandall’s that slaps community – minded management and service in the face and that insists on shooting itself in the foot, those salaries and the benefits packages, as well as career advancement opportunities offered by larger departments will attract talented professionals away from Coeymans.  It’s not a total loss, though, because from the time these young recruits come to serve on the Coeymans Police Department, the people of the Town of Coeymans receives the dedicated service of a group of young professionals, who are committed to a career in Police Work and law enforcement, who receive training and mentoring by highly qualified veteran law enforcement officers while they are here.  Both the young professionals and their veteran trainers are committed to performing to the highest standards of ethics, professionalism, and integrity.  As an officer – in – training, these recruits need to give their utmost in order to become certified as law enforcement professionals.  Chief Mckenna doesn’t take the vetting process for these candidates lightly, and believes the obvious fact that these officers trained in Coeymans are now coveted by larger departments; this should be interpreted as a reflection of how vigilant McKenna and his veterans are in their efforts to find the best people for the job.

One of the hallmarks of our Coeymans Police Department is the too-often misused term “community-policing”.  For McKenna, that term means men and women, who interact with the public and don’t just drive past them, pull them over, or act as if a service call is an inconvenience.  McKenna and his personnel acknowledge and appreciate who pays their salaries.  They know that they are here because the people of this town want them here.  Property checks, bicycle patrol, walking beats, ATV details, crossing guard details; all these things get us out into the public, among our friends, neighbors, employers, interacting, and having an opportunity to listen and tohear what the community wants and expects from their own law enforcement professionals.  McKenna has vision and hope for the revitalization in the Town and Hamlet of Coeymans and Village of Ravena, and for the surrounding areas; nothing would give him greater joy than seeing storefronts filled with goods and service opportunities, instead of vacancy signs and deteriorating real estate everywhere you look.

McKenna, in keeping with his community contact policy, makes the effort to at least try to visit every business, with whom he and his Department interact, and McKenna looks to introduce himself to people in the community, so they know that they can actually call or stop in his office for any reason.  McKenna’s present and available and he makes that fact known to the community. Of course, there are times and places that he misses the chance to follow-up with people in the community, but he does express the sincere hope that those who feel he didn’t respond or do enough will call him, or stop in again.  [Editor’s Note: If anyone feels this is not the case, we at Smalbany would like your inputs and we’ll follow up, of course. Either leave a comment at the end of this article or send us an email at rcs.confidential@gmail.com] McKenna is one man literally fighting Town Hall so it’s not that he’s dissing anyone or that he doesn’t want to reach out to local businesses and business owners, the understandable fact is that he sometimes gets overrun, and misses the chance to finish what may have been started. Our suggestion to any business or business owner who would like to discuss any particular issue or who has the interest and time to foster a collaborative relationship with Chief McKenna and the Coeymans Police Department to call him, pay him a visit. You’ll find him the most generous and cordial man you’ll probably ever meet in Coeymans Town Hall. And we’d love to know about your impressions and experiences if you do that.

In conclusion, despite the abuses and the obstacles set by Crandall and his bullies, the Chief appears not to have any issues with the disrespect he receives from the mob upstairs, the ignorance he has to live with and lack of appreciation from Crandall, or the budget he has to work with. Judging from our observations, our conversations, and the facts we have gathered, we are confident — and we believe that Chief McKenna is as well — that if he and his Department is given the opportunity to provide input into hiring and purchasing, and the town government wakes up and stops hamstringing him in his efforts, he will continue provide a full measure of service to the Town of Coeymans and the Village of Ravena.  If Crandall and his cronies continue to obstruct the Chief’s efforts by placing obstacles and roadblocks, and the Chief is stymied in efforts to professionally and conscientiously, and responsibly manage his Department and to move the Department forward in service of the community, the task of keeping the community safe and protected will become increasingly difficult, if not impossible.

At this point in time, the Chief foresees at least two young officers leaving the Coeymans Department in the coming months in order to accept full – time employment in larger departments. If the Chief is not given the latitude and resources necessary to adjust for these losses, the future may become a very difficult challenge for this community in terms of safety, response, and service.

We feel that Mr Crandall and the Coeymans town board should take a very critical look at their own egregious misconduct and their lack of concern for the integrity of Coeymans government. We, and we hope we are joined by our friends and neighbors in Coeymans, especially the business community in the Town of Coeymans, to demand that Chief McKenna be given a voice and an regular opportunity to share his vision, his plans, his challenges, and his solutions with the Coeymans community, and at every opportunity in town administration activities. We encourage Chief McKenna to insist on being on the agenda at Town of Coeymans working meetings and regular Town Board meetings, to present his regular reports, and that those reports be “on the record” and in the minutes for the public’s information. We further encourage the local and regional media to establish and nurture liaison with Chief McKenna and his Department, and that the media provide opportunity and space for the Chief’s regular reports.

In the meantime, we’d like to thank Coeymans Police Chief Peter McKenna for his fine service and dedication to this community in 2016, and to extend our sincerest best wishes to the Chief and his law enforcement professionals, and his officers – in – training for a safe and happy new year in the service of our community!!!

Actually, quite a bit. But what we have to say about Jim Youmans probably reflects just as poorly on the voters in the Town of Coeymans. Why? Because you rid yourselves of Youmans several years ago but put the failed former supervisor back on the Coeymans Town Board. How’s that for stupidity?  What’s even worse is that along with Youmans, you put a disgraced village justice, who was disciplined by the State Commission on Judicial Conduct and was banned for life from running for any judgeship again, but you took that disgraced politician and made him Coeymans Town Supervisor. Yeah! Phil Crandall! (Click here to read a recent article on the Crandallites and Youmans.)

And now we’re in a presidential election year and we’re faced with two lunatics who want to be POTUS (President of the United States).

As one local resident, Laszlo Polyak, puts it:
Both Hillary Clinton and Donald Trump are pilots.
Hillary is piloting the Titanic and Trump is piloting the Hindeburg.
Our choice in November is:
Do we want to sink and drown or do we want to crash and burn?

It seems that the saying is true that local politics forewarns national politics. Why? Because we have two presidential candidates: neither of them is presidential: one is reputed to be a liar and the other a brute. Now compare that to Coeymans and we have a liar, Phil Crandall, and a brute, Jim Youmans. Unfortunately, Crandall and Youmans are both on the Coeymans town board and the damage they can do is further compounded by the fact that they have Coeymans’ own version of a dotty Bernie Sanders in the person of Dithering Tom Dolan. Our concern here, though, is the bully coward Jim Youmans, a disgrace to the Town of Coeymans.

Youmans is a used car salesman — Really!!! — and if that doesn’t scare the living bejezuz out of you, his reputation should. It seems Youmans hasn’t learned a thing since he was tossed out of the Coeymans town supervisor’s office in 2012. Back then he was known to bully fellow board members and he was especially brutal to female employees. In fact, when he was elected to the town board in 2014, one of the female town employees broke out in tears in anticipation of what the future held for them in Town Hall. Now is that right? Is that what Coeymans is all about? If it is you certainly have something to be ashamed of…starting with Jim Youmans.

All history? Not at all. Just as a leopard can’t change his spots, Youmans can’t change his character; he’s still a bully and a coward. Here’s a recent incident we’ve received a report on:

A local business woman who, together with her family owns quite a lot of property in Coeymans, and who is doing a lot to clean up some of the eyesores that Crandall, Youmans and their cronies seem to be creating in Coeymans (just check out Coeymans Hamlet if you haven’t done so recently). The woman and her family recently made several requests to the Coeymans Building Department Officer, John Cashin. One of those requests was regarding verification of the number of occupancy units in one property and the other was relating to water and sewer bills. Occupancy and water and sewer seem to be the perennial open sores in Coeymans but so is incompetence in Town Hall, too.

Well, Mr Cashin didn’t seem to be able to manage the simple English that was involved in the requests, and managed to confuse the two in his response. Seems he’s having some difficulty with the word “temporary.” The word “temporary” means ‘of short or limited duration; not permanent,” if that helps, Mr Cashin. But at least Mr Cashin is reasonably courteous, even if he’s not a rocket scientist and a bit thick.

But Hey! Coeymans, you guys put those dumbasses where they are.

We’ve read the resident’s correspondence to the Town of Coeymans in which the resident is asking for clarification of what the Town is doing with the request since April of this year. We gather from the correspondence that no one, elected or employee, has much of a clue what is going on. The resident’s request has been bounced from the Town of Coeymans Board to the Village of Ravena, back to the Town of Coeymans. In the meantime, the resident is attempting to pay a tax bill! Of course, as many of you property owners in the Town of Coeymans and the Village of Ravena know, neither the Town of Coeymans nor the Village of Ravena have ever been able to sort out anything with regard to water and sewer bills! It’s just a vicious circle and many residents are infuriated by the incompetence and indifference in Town and Village Hall! Unfortunately, Mr Cashin, too, is afflicted with dyslexia and overall confusion. Listening and understanding don’t seem to be nor have they ever been a strong point in Ravena and Coeymans. But Hey! Coeymans, you guys put those dumbasses where they are.

But back to Bully Jim Youmans. John Cashin is the town employee responsible for building issues, and he’s the town officer who should be responding and cooperating with the resident business owner to resolve this issue in a fair and just manner.

After all, Coeymans should be kissing any business owner’s ass just for being in Coeymans!!! Crandall, to his credit — probably because he hasn’t a clue how to answer otherwise — correctly passed the resident’s correspondence to Cashin, who responded, albeit a bit confusedly, he did respond incorrectly but respectfully. But here’s were bully-coward Jim Youmans has to get his fat ass involved, and adds his abusive two cents: Youmans somehow manages to absurdly respond to Cashin’s email to the resident and in a two-sentence regurgitation of stupidity and abuse writes: “Pay up crazy lady” and signs his stupidity with James C. Youmans, Councilman, Town of Coeymans. That says it all for Coeymans and its town board. What’s worse is that Youman’s cc’ed practically the entire town hall with his stupid abuse!

We’ve reminded Coeymans voters again and again of the kind of people they’ve been putting in office, while asking “How can you be so stupid?” Perhaps we have the answer when we just consider the simple fact that perhaps these jackasses in Town and Village Hall are, in fact, representative of the people of Ravena and Coeymans, with very few exceptions. Maybe WE are missing the forest because of the trees. People like Youmans, Crandall, Dolan, Warner, Misuraca are in office because they truly represent the people of Ravena and Coeymans. Hear the banjos yet?

What Youmans seems to forget is that he is a public servant. What he seems to have forgotten or never knew in the first place is that we expect him to respect residents and to do everything possible to be helpful to residents and businesses. Youmans, however, continues to be the ignorant brute he has always been. He’s a bully, a coward, an abuser of women, and a boil on Coeymans’ ass. He needs to go!

We demand that he make a public formal apology to the woman he refers to as “crazy lady.” We don’t need a disrespectful, ungrateful bully on our town board. Either the Supervisor or the entire board must demand he apologize, or they must distance themselves from him. He should be shunned by the community for his disrespect of women and his disgrace of the office of Town Councilman.

It’s like we took two steps forward when we rid Coeymans and Ravena of the likes of Dumplin’ Gregory Darlington and his darlings Dirty Hands Jerry and Cathy Deluca, and dumped Tom Boehm. But now it looks like we took three steps backward, and we have three replacement clowns: Crandall, Youmans, and Dolan (again!). Will it ever get better? At least Coeymans knows how to recycle its trash.

The Biocultural Model May Explain the RCS Phenomena

Locals Bite the Hands that Defend Them and Kiss the Asses of Those Who Abuse Them

asskisserFor the past four years we have been writing about the scandalous conditions that are rampant in the Ravena – Coeymans – Selkirk and the New Baltimore communities. We have rubbed local noses in the piles of political scat and have lambasted local politicians and public employees for their gross ethical misconduct and their incompetence. We have called upon residents to raise their voices in protest to improve life in their communities. In the course of exposing the corruption in the local communities and beyond, we have come to a regrettable conclusion: Residents in the RCS and New Baltimore communities bite the hands that defend them and kiss the asses of those who abuse them.

Scientific research and the psychological literature provide evidence for the observation that culture and biology go hand–in–hand. How you live becomes part of your legacy over time; given enough time, it also becomes part of your genetic makeup. While this biocultural model is rather new on the scene, our observations of the RCS and New Baltimore communities actually support that scientific theory. The culture of abuse has existed for so long – – for generations – – that it might actually meet the criteria for the biocultural model. The fact that local residents have been abused and used by corrupt local politicians and officials may account for the fact that locals seem to like the status quo; they actually seem to like the abuse and the corruption. So when conditions improve, local residents feel uncomfortable and complain about the new improved conditions. It would seem to the outside observer that locals like being treated like dumb animals.

For about two years now, Doughboy – Dumpy Dumplin’ former Coeymans police chief Gregory Darlington has been gone. Word on the street was that he was forced into resignation. He’s now allegedly driving a schoolbus and doing part – time work at the Babcock Funeral Home (Ravena) as a sloppy usher.

The Dumpy – Dumplin’s sweetheart protégé Dirty–Hands Jerry Deluca exited with Darlington but the special interest group, the New York State Association of Fire Chiefs, hired ole Dirty – Hands to be their executive director. Says a lot about the New York State Association of Fire Chiefs when they need to hire Coeyman’s garbage to represent them, doesn’t it?

Once the Dumpy – Dumplin’ and Dirty – Hands were out of the picture, the Town of Coeymans woke up and got smart: they hired a professional law enforcement veteran, Peter J. McKenna, to be Town of Coeymans police chief.

During the Dumpy – Dumplin Darlington’s stint with his sidekick Dirty – Hands Jerry Deluca, we regularly received 3 or more complaints against the Coeymans Police Department for violations of protected constitutional rights, favoritism, nepotism, abuse of police power, and any number of other violations and unethical conduct. We reported on it all on this blog.

In addition, the corrupt administration in Ravena village hall colluded with Dirty – Hands Jerry to get his wife, Cathy Deluca, a plum position with the Village as “director” of the Ravena Health and Fitness Center, itself tainted with every imaginable kind of corruption, including misrepresentation of Deluca’s status to the Albany County Civil Service Commission to get her non – competitive civil service status. It didn’t take long for Cathy Deluca to kill the Ravena Fitness Center, something she had done before to at least 2 other fitness centers but no one in Ravena Village Hall seemed to care about wasting more than $105,000 a year on Cathy’s playpen. That went on for almost 3 years (= almost $300,000 in taxpayer dollars)! There was a clear Albany connection in all of this when you consider that the Warners, Nancy Warner, a village trustee, and Hal Warner, a former Albany cop and now village justice, had their daughter in the Albany County District Attorney’s office, the corrupt democrap Soares, and Darlington’s wife was a secretary in Soares’ office as well. Word is that Mrs Dumpy – Dumplin Darlington is now working as a secretary in Tom Dolan’s vote mill, the Choices program in Ravena. Will the incest never cease in Ravena – Coeymans?

Back to the Coeymans Police Department…

Since Chief Peter McKenna was hired to be Coeymans police chief, he has slashed the police department budget, put officers on the street, cleaned up the staff in the department, and has actively reached out and responded to the community. Chief McKenna has established effective liaison with the Albany County Sheriff and the New York State Police to avoid duplication of services and to improve security coverage in our area. In short, Chief McKenna has been a blessing to this community.

Anyone with a complaint or a problem can access the Chief to discuss the issues; if the Chief is not immediately available, he faithfully returns the call. We know that from personal experience.

Coeymans hasn’t experienced that kind of professionalism and response for generations, if ever!

We received a message from a local resident a couple of days ago that someone had posted a number of primitive and illiterate signs throughout the Coeymans area attacking the Coeymans police department and “thanking” Tom Dolan. All said and done, the message that the sign poster wanted to send was unclear. But the signs did prove one thing: local residents are so ignorant that they can’t even appreciate when they are being treated fairly. Those signs also prove that there’s no community, no unity in the RCS region. It’s a bunch of lost souls wandering on their own, still hiding behind idiotic childish signs. The intended messages of the signs was lost and all we can say from the signs is that someone wanted to express and opinion. But we later received an actual sign and we’re reproducing it below. Over the past 4 or so years of closely observing and monitoring the RCS community we have been able to identify one overriding characteristic: ANGER. The whole community is angry. Psychologically anger is the inability to accept reality. While that’s understandable, we have worked hard to get local residents to think about how to change things, how to turn that anger into positive action. But the bottom line seems to be that locals like being angry. But, dear readers, anger is so counterproductive; anger can also be a form of self – harm, as many of you already know. When people are angry they say and do stupid things. When you say something stupid it’s out there and you can’t call it back. When you do something stupid you can’t undo it, can you? So, when you’re angry and you like being angry, you obviously say and do stupid things, and so the conclusion is that you like saying and doing stupid things. In other words, you are angry about what’s happening to you but you do and say things that perpetuate and worsen the situation. You’re ignorant because you don’t know any better. You’re so ignorant that even when something good happens, you are still angry, and the vicious circle gets wider and wider until it includes everyone and everything.

One version of the story is that a local resident, Daniel B, has an ax to grind allegedly because a minor accident occurred involving a town vehicle and Daniel B’s windshield. The story is that a small piece of material flew off the truck and damaged Daniel B’s windshield. Daniel B wanted the Coeymans police to issue a summons to the town or the town vehicle operator for the incident. No law was broken and Daniel B was advised that a summons could not be issued. Besides, it was explained, there is a sign on the back of the vehicle, “Do not follow,” so that such incidents can be avoided by not following too closely. Apparently Daniel B was unable or unwilling to accept the explanation and became angry. The signs began to appear. But is Daniel B. so stupid not to know that his insurance will more than cover the damage to his windshield…if he has insurance, that is.

This is yet another instance where an individual vents his frustration and anger inappropriately, and puts his ignorance on public display. He accomplishes nothing. Why is it so hard for locals to use their heads and apply simple common sense? Why do locals insist on making asses of themselves? Why do locals bite the hands that feed them and bless the hands that beat them? Answer: It’s the biocultural model at work.


Here’s a bit of news: Coeyman’s very own psycho-cop is coming back. It seems Ryan Johnson has outlived his loan to the DEA and will soon be back to terrorize the streets of Coeymans. Beware of the creatures of the night! Lock your children in at night! The dark, evil side of Barney Fyfe on steroids will be coming back and allegedly will be on night duty. The dark will not be a safe place for Coeymans!

The New Baltimore Highway Department Created a Dangerous Situation

We asked the New Baltimore Highway Department to at least provide a traffic cone to mark this dangerous piece of work done by New Baltimore Highway Department employees under the direct supervision of Superintendent of Highways, Mr Denis Jordan. Mr Jordan has so far refused to provide a marker to prevent injury or damage due to this deep hole he calls a storm drain!.

The maintenance of this drain took about 17 years to take shape. New Baltimore Deputy Superintendent of Highways, Mr Scott vanWormer, stated as much when his crews had to dig around to find the storm drain, buried for years under several inches of dirt. When they finally found it they replaced the entire culvert and this created this unusual construction that poses a real hazard and is already collecting the eroded stone from the improperly placed road patching materials. Nice job, guys!

WE filed a demand for production of documents under the Freedom of Information Law (F.O.I.L.) for documents showing Mr Denis Jordan’s qualifications, education, courses and training he may have taken in order to qualify for the position of New Baltimore Highway Superintendent. Mr Jordan has only a high school graduation to his credit. He has not participated in any special training, has not participated in any continuing education, and has no college or other qualifications. Why is he building our roads and why is he in the position of Highway Superintendent with no qualifications. The only qualifications he has is how well he wastes taxpayer dollars and how he can screw up any road and any drainage problem.

We observed the New Baltimore Highway Department crew doing the work and, because it became obvious they didn’t know what they were doing — and it’s obvious Mr Jordan doesn’t know his anus from his armpit — we asked the town board to stop the work until a site meeting could be held to discuss the work. They ignored that request, too.

So we demanded in a FOIL all documents, including:

Documents, including but not limited to regulations, guidelines, laws, specifications, data sheets, etc., consulted by employees of the New Baltimore Highway Department or members of the New Baltimore Town Board in the pre–planning, planning, description, reporting, planning, design, execution of the work performed.

Documents relating to preliminary studies, field data collected, site–visits, site reports, site descriptions made to the proposed work site in advance of the planning, design, execution of said highway work;

The Town of New Baltimore could not produce a single document in response to these two requests; Mr Jordan did not provide a response. We must therefore conclude that Mr Jordan and his New Baltimore Highway Department did not do the work in compliance with New York State Department of Transportation regulations, guidelines, standards, etc., and that no preliminary studies were done of the site to determine the best way to proceed. Totally amateur. Totally idiotic. Totally incompetent.

Think about it this way: Your barber or hair stylist has to train and attend specialist school to cut hair, and then has to take examinations in order to qualify for a license. That’s just to do a $20 haircut! Your local funeral director has to attend specialist mortuary science school, do a 1 year residency, and then take state and national board examinations to get a licence to bury dead bodies! How is it, then, that some dumbass can get elected to be a Highway Superintendent with no education, no training, nothing at all, and then gets to play with hundreds of thousands of taxpayer dollars?!? Go figure!?! Oh! Excuse me. He was elected! By YOU!

This is just one example of Jordan's Incompetence.
In the figure above, (A) is the drain found when the several inches of dirt and vegetation had been removed by the New Baltimore Highway Department crew. According to Mr Scott vanWormer, he hadn’t ever seen that drain in some 17 years. (B) shows the replacement drain, rather hole, that the crew installed after replacing the culvert. We’ve never seen such a thing as this piece of work put in by Mr Jordan! It’s insane. (C) shows a tape measure indicating that the hole is 17 inches deep. (D) is a tape measure showing the hole to be approximately 2 feet long, and (E) shows the hole to be approximately 30 inches across, lip-to-lip. The grate is sort of cemented in place by the asphalt but the top is full of sharp edges. Just right for ripping flesh or tearing up tires. We asked for a traffic cone but haven’t seen one yet.

New Baltimore Superintendent of Highways and Board to be Sued – AGAIN!

At the regular meeting of the New Baltimore Town Board, a public statement was read into the record by resident H.W. Vadney, who rebuffed and rebuked the New Baltimore Town Board and Mr Denis Jordan, especially, for failing in their duties and obligations under the law, and their dereliction and abuse of public office. At one point during the public statement, the agent of the New Baltimore resident whose property was severely damaged by surface water runoff due to the failure of the New Baltimore Highway Departments failure, under the personal and direct supervision of Mr Denis Jordan, New Baltimore Superintendent of Highways, served the resident’s Notice of Claim on New Baltimore Town Supervisor Nicholas Dellisanti and New Baltimore Town Clerk Barbara Finke. Mr Denis Jordan was to have been served at that time but he failed to appear at the meeting, most likely in hiding once he got word that a public statement was to be read and town officials served with the Notice of Claim. It’s incredible, but true. Three Town of New Baltimore Supervisors later and still the same dumbass in the Highway Superintendent’s office! Last election, New Baltimore Highway Superintendent Denis Jordan was re-elected by one vote over his opponent, 25-year department veteran, Alan vanWormer. Residents just shook their heads in disbelief but that was how the election was won — after the fact, of course, New Baltimore Republicans stood there pointing their fingers at George Acker and his Independence Party mob for not getting out the Independence Party voters. And, YES, the Greene County Board of Elections is a corrupt band of political hacks who dance to the tune of their own messiahs playing “Jack my Beanstalk” on their skin flutes. Crude? Yes. But frustration and anger chip away at poisonous PC.

What do you think goes through the mind of a potential buyer or developer when …

Like it or not, the condition of our town streets and roads are a factor in our property values. What do you think goes through the mind of a potential buyer or developer when they drive through the Town of New Baltimore and see poorly maintained roads, culverts that are demolished or that disappear into nowhere, erosion along the roadside, potholes filled with water? What is the sense of having a so-called National Historic District if its streets are about as damaged as the national political parties, as broken as local government. How is it that local voters continue to elect incompetent, uneducated, corrupt people to head our town highway departments, when those very people have reputations for corruption, ignorance, and incompetence? What does that say about you, Mr or Ms New Baltimore Voter, property owner? Not much, you can be sure. But that’s how you made your bed, and now you have to sleep in it. But that’s not necessarily so because there is a way, it’s called a Notice of Claim followed by a lawsuit.

Well, Denis Jordan has done it again. He’s attracted another potentially damaging lawsuit for his incompetence and arrogance. This time for extensive property damage to a residential structure on New Street in the National Historic District of the Hamlet in the Town of New Baltimore. After neglecting New Street literally for years, one resident got fed up and demanded that the Town Board investigate Why? the drainage installations on New Street hadn’t been touched for at least 3 years! Why was water draining everywhere but in the storm drains. Everyone could see it. Everyone, that is, but the Town Board and the Superintendent of Highways, who was busy as a beaver, “chasing beaver out of conduits” according to his “notes” produced in response to a FOIL demand.

The Grand Tour of Neglect and Incompetence

After having received demands for the production of documents under the New York State Public Officers Law a.k.a. the Freedom of Information Act, the New Baltimore Town Board finally woke up and smelled the burning coffee, all the water had run into a local resident’s foundation and the building was collapsing, now there was only the sickening stench of burning coffee and a looming lawsuit. So, in response to the resident’s demands to make a site visit to view the New Baltimore Highway Department’s indifference and neglect, and their incompetence, Mr Nick Dellisanti, New Baltimore Town Supervisor, and Mr Jeff Ruso, New Baltimore Deputy Supervisor, appeared unannounced on New Street, prior to the scheduled site inspection set for June 20, when Highway Superintendent Denis Jordan and his minions were to be present, and the resident gave them the Grand Tour of Incompetence and Neglect.

The Grand Tour of Incompetence and Neglect was almost complete when the advance group approached the concerned residence and the resident pointed out the erosion trails crossing New Street to the other side of the road, and pointed out the piles of stone that had washed down and had built up in front of the garage doors, when Mr Ruso pointed out the end of a culvert that appeared to be crossing the road but didn’t seem to come out anywhere. Even a bit of digging and scratching and the end could not be found. Even New Baltimore Deputy Highway Superintendent Scott van Wormer was surprised and stated that “In twenty years he never knew that culvert was there.” We have to ask the burning question: If the regular maintenance inspections were done as required by the law, wouldn’t the New Baltimore Highway Department have known about this situation? This led to further examination and it was ascertained that the poorly maintained drainage on New Street and the buried culvert drains were obviously conducting water into the foundation of the affected building!!! It was thus determined that the fact of the buried culvert, the drainage ditches that had not been cleared for years, and the resulting re-routing of runoff to the foundations of the building were the actual cause of the damage. That was on June 19, 2016.

On June 20, 2016, Mr Dellisanti, Mr Ruso, Ms Shelli van Etten (NB board member), Mr Denis Jordan and his deputy (his brother) appeared to do the actual inspection. The same results were determined. Mr Jordan just made excuses and grinned stupidly.

A couple of days later, a road crew appeared with excavation equipment and dump trucks filled with stone, and they proceeded to dig up the buried culvert and to replace it with a plastic culvert. When asked why they were replacing a culvert that appeared to be quite OK — it was obviously buried so long that it was actually protected — the answer was that it was found to be damaged. But, countered the resident, you didn’t do any tests or flush it out. How did you know it was damaged? Then the excuses flowed like the Hudson during Spring thaw. But the question wasn’t answered. Tens of thousands of taxpayer dollars squandered because Mr Jordan didn’t ask the Fire Department to flush the culvert. Mr Jordan preferred to squander tens of thousands of taxpayer dollars rather than rent a camera for a couple of hundred dollars to view the inside of the culvert. New Baltimore budgetary and fiscal accountability at work.

The resident was observing the screwing around disguised as highway maintenance and became concerned that more damage was being done than problems solved. He then notified the town board and the New Baltimore Highway Department that work should be stopped until a site visit could be made and the plans discussed. Mr Dellisanti, Mr Ruso, Ms van Etten, Mr Jordan all ignored that request and the work continued. WHAT A MESS! Tens of thousands of taxpayer dollars squandered by indifference, negligence, incompetence and ignorance!!!

And the result? The Town of New Baltimore and the Town of New Baltimore Highway Department, and Mr Denis Jordan are being served with a Notice of Claim — You can read or download a redacted copy of the Notice of Claim by clicking here — but in summary, the resident is demanding that the Town of New Baltimore pay compensation for the repair of the building or, if the building cannot be repaired, to foot the bill for demolition and remediation. In addition, the resident is seeking compensation for other expenses such as loss of revenues and loss of use of the property as purchased. What is really important, though, is that the resident is demanding that the New Baltimore Highway Department be investigated, audited and examined for irregularities in recordkeeping, accounting, hiring and retention, and other areas of concern. It appears that Mr Jordan doesn’t have a clue about contracts, handling money, keeping records, or acceptable hiring practices. Like you don’t hire your brother and then make him your deputy highway superintendent. And you don’t hire a husband and wife etc. Recordkeeping is non-existent so there’s not a chance of a snowflake in hell to defend against any claims of indifference or negligence. The resident is also demanding that steps be taken to remove Mr Jordan from office and to hire an interim replacement. The Notice of Claim also demands that those employees found to have been involved in misconduct or negligence or abuse of public office be prosecuted and made to reimburse the people of the Town of New Baltimore for the costs of the lawsuits.

The bottom line is this: For years residents have known about Denis Jordan’s incompetence. At least three previous New Baltimore Supervisors and town boards have received complaints about how Denis Jordan was abusing his elected office; his corrupt practices are practically common knowledge if not legendary in local circles. Now his wife, Diane Jordan, is right in the Office of the Town of New Baltimore Town Clerk, so he’s got a mole there who can tip him off almost immediately when something turns up that involves him or his irregular operations in the New Baltimore Highway Department.

As for New Baltimore residents and friends of Denis Jordan, you are just as much to blame for the damage Jordan has managed to do in the Town of New Baltimore as anyone. So don’t get all uppity and smug, pointing the finger at anyone! You dumbasses caused this problem by electing your own dumbass to be Highway Superintendent. If his incompetence is costing the town money in defending against residents’ lawsuits and the damage done by an incompetent Highway Supervisor who has no qualifications, doesn’t get continuing education, avoids meetings with other Highway Superintendents, and knows nothing about highway planning, design, engineering, or regulations. Denis Jordan’s main qualifications are that he takes care of his friends and knows how to avoid work.

If you’re a friend of Denis Jordan or the New Baltimore Highway Department club, or just a skeptic, come on down to New Street in the National Historic District in the Hamlet of New Baltimore. See real-life examples of what we’re bitching about.

As you come down Madison Avenue East, approaching the corner of Madison Avenue East and New Street, look to your right and see the botched up storm drain (which was partially buried until it was cleared around June 20, 2016). A couple of feet more and look to your left and examine the culverts. Nice job, right? If you’re driving or on foot, be very careful making the right turn onto New Street, you might end up going over the unmarked, eroding ledge created by the New Baltimore Highway Department about 4 years ago, when they installed the storm drain and the culverts at the corner. They never bothered to mark the drop-off for safety!

Now turn onto New Street and as you go along ask yourself, Why are all the manhole covers covered and sealed with asphalt? How to you open them if necessary? Denis Jordan would tell you with a straight face that that is a common practice, and that the NB Sewer Department wanted that done to keep water out of the sewer lines! We don’t get it! Do you?

Moving along New Street, we’d like you to notice the erosion at the edge of the road and that the road slopes significantly downhill, to the South (New Street runs approximately North-South). Keep your eyes on the erosion at the edge of the street as you walk along New Street.

About halfway down the street, note the entry steps to the house on the river side of the street. What is that high mound of asphalt doing right at the top of the steps? Imaging that in the Winter, covered with snow and ice, and the dangerous situation caused by the New Baltimore Highway Department!

So far you should have been noticing the not only the erosion but also the so-called drainage ditches. They vary significantly in depth, some stretches deeper, others shallower, some level with the road. Hold on! If they’re level with the road, they’re not a drainage ditch! Right? Right. Why are the ditches not running continuously and at a reasonably constant depth? Ask Mr Jordan. We’re certain he’ll have a story for you.

The best is yet to come. While still noting the so-called drainage ditches and the erosion, you’ll come to a garage on your left and you’ll need to stop here. Note the washed down road covering all built up in that garage driveway and in front of the doors. but standing in front of that garage, look down and to your left and you’ll see a deep hole with a grate in it. That’s a storm drain. Imagine your car tire meeting that hole. Or, imagine you’re walking down New Street and you step into that thing! Another dangerous situation created by the New Baltimore Highway Department in June 2016, when they “repaired” the drains. By the way, that’s the end of the “dead-end culvert” discovered by Mr Ruso at the time of the site visit. Look across the street to the “drainage” in front of the green house. Jordan’s crew dug up the end of the driveway and installed an new culvert and the square grate. What’s supposed to go down that grate, anyway? They never opened the ditch or a ditch.

Now, from where you are standing you can see the erosion dirt in front of the garage and you may be able to see the erosion and runoff tracks crossing New Street to Guess where? Right into the foundations of the blue-gray house! But note how Jordan has “fixed” the drainage problem. Note also the resident’s own concrete barriers and sandbags marking the area. But more importantly, look at the damage done to the foundation of the house! All due to Mr Jordan’s negligence and failure to maintain the drainage on New Street as required by the law.

About 50 feet more and you come to the end of New Street, to the corner of New Street and Washington Avenue. Look to your left, on the river side (But be careful not to fall into the ditch on your right. The road is crumbling into the ditch and the ditch is overgrown. You might never be found if you fall in!). Note the “drainage ditch” if you can find it. it’s an embarrassment to any competent highway worker. But note the makeshift wooden wall there. That’s supposed to do What? That house was condemned by the Town of New Baltimore about 5 years ago because it was structurally unsound due to Guess what? Water damage. The owner repaired it. It’s been vacant ever since and the owner can’t sell it. Wonder Why?

So this is where your tour ends. That’s just one street in New Baltimore. Can you imagine what the rest of the town’s like? We hope you get the point.

In summary, you should know that before the “repair” and “maintenance” work was finished, the resident was concerned about what was being done and asked the Town of New Baltimore Board to stop the work until a site meeting could be held. The resident wanted Mr Jordan to explain his plans and design, and why he was doing what he was doing. It didn’t seem right. Something was wrong and needed to be fixed.

Neither Mr Jordan nor the New Baltimore Town Board responded. That’s how the situation got to where it’s at now.
