What’s that smell!?? Oh, it’s YOU, Jerry!

As I was navigating the obstacle course in a local supermarket a bizarre odor hit my nose as I was passing the newspaper display. As I inched closer to the display I wondered to myself, “Is it the Times Useless, the News Herald, the Daily Mail that is emitting such a foul stench?” As I got closer to the News Herald, I was certain it was the cause of the odor. But why?

Where ya been hidin’, Jerry?

I decided to explore the origin of the smell a bit more and opened a copy of the August 9th News Herald. As I perused the substandard writing and the idiotic reporting, I just couldn’t put my finger on it…until I reached page 9,  the Letter to the Editor. Now the putrid odor was almost unbearable but now I saw why…I had found the source of the stench…

We were wondering where Dirty Hands Jerry Deluca has been these past weeks. The word is that he was told by higher-ups to shut up, lie low, and stay away from meetings. He was apparently becoming too much of a liability, an embarassment even to the Coeymanazis!.

But far be it from Dirty Hands Jerry to shut up for any length of time…unless it concerns how much money was made in the recent RCS Bottle Blitz, more than a month since the first collection, and still no figure…and so our illiterate Coeymans police investigator got someone to write a Letter to the Editor for him, did he? And this one is another example of Dirty-Hands Jerry’s dyslexia and avoidance of reality.

The first paragraph of Jerry’s vomit is a short history of the RCS Sports Association and how much time it has invested to raise money. We know that they raised money, Jerry, our question was and still is: How much and what did they do with it? No bookkeeping, no state registration, no tax filings. Did you miss that, Jerry?

The second paragraph tells us where Dirty-Hands Jerry thinks the money went…but then, as a police investigator and co-conspirator–much of the questionable unlawful activity occurred on Dirty-Hands Jerry’s watch–and he should know that all he is spreading is rumor and hearsay. For months we have been asking the same questions: How much money was raised? When? Where is the recordkeeping documenting how it was spent? Where are the registrations and reportings required by the law? You forgot to put that in your letter, Jerry.

Here’s a tip for you, Jerry: If you’re going to make accusations, use some solid facts like: Who? Where? When? and What? In our expererience words are said by people with names at a specific place and at a specific time. It’s always good to be able to tell your readers exactly what was said. You’re just too used to being overly vague and getting away with it. Not any more, Bucko!

Then the real bullshit comes in the third paragraph: Old Dirty-Hands Jerry attacks members of the community who have been asking and still are asking: Where is the bookkeeping? Where are the registrations? Where are the tax filings?!?

We’re still asking about the Deluca RCS Bottle Blitz, too. So what’s the story Jerry, Cathy? Is the RCS Bottle Blitz going to be the next big scam? Maybe the Board of Education needs to get a policy in force that requires anybody, ANYBODY who uses school property for ANYTHING to go through an application process, a background check, etc. Any anyone who claims to be raising money or collecting from the public on the pretense of doing it for the RCS Central School District must produce documents and documentation within 5 business days of the project. How’s that grab ya, Cathy? Where’s the money Cathy Deluca?

Dirty Hands Jerry throws out the old red herring in his typical tactic of distract and misinform when he praises the coaches, especially naming his buddy Gary Vanderzee, who as Jerry puts it, “are being forced to defend their operation and integrity to School Board Members.” DUH! No, Jerry, they are not being forced to defend anything but they should be. They will be held accountable though; the RCS schools are not run like the Coeymanazi police department, you know.  And, Yes, Jerry, anyone employed by the district or operating anything on school property is answerable to the RCS board of education. You should know that…but sorry, I forgot, you’re reading impaired and probably would not have been able to read the state law or the RCS Central School District website that publishes what the duties and responsibilities of the board of education are under New York state law. And NO! Jerry, the board of education hasn’t said a word against the coaches…IT’s the RESIDENTS who are asking the Board of Education find out and to report back to the community why there are so many coaches compared to other districts! Accountability, Jerry, something you have no clue about. By the way Jerry: How much did Cathy Deluca, your wife, collect on the RCS Bottle Blitz? Is there a good reason why the information has been provided only to a select group of “friends” and not to the community? Who is holding the money?

Oh! Let’s get back to your misguided letter to the editor, Jerry, because you are obviously very confused. The Board of Education is asking a non-school organization, an outside organization, the RCS Sports Association, to prove who they are, what they are doing, that they have the required registrations and records, that they are reporting their income, and that they have the required insurance coverage. The RCS Sports Association is using the RCS initials but is NOT an RCS Central School District organization. The RCS Sports Association, whatever it does, is like any other outside organization and must comply with RCS Central School District policies and procedures, not to mention New York state and federal laws. But you wouldn’t know anything about that, would you, Coeymans police investigator Gerald Deluca? What’s the law, you ask?

Gerald “Dirty-Hands Jerry” Deluca: You have done more to destroy this community than any single person or any group of persons in this community. You have spread more hate and suspicion than any single person or group in this community in living memory. You have a lot of nerve slithering out from under your rock and spreading your stench again!

By the way, Jerry Deluca, weren’t you on the board of education for several years during which the RCS Athletic/Sports Association was engaging in their deceitful, unlawful practices? Hell, you were even president of the board, weren’t you? Why didn’t you pick up on it, Jerry? Why didn’t you ask these questions about accountability, complying with the law, protecting the interests of the district  and the taxpayers? Why are you all of a sudden so mouthy now? Where were you when all of this was happening and no one asked about it? Maybe you could put the answers in your next letter to the editor, Jerry.

Is that YOU, Jerry?

Several months ago we reported on sports injuries suffered by high-school athletes when we reported on the misconduct of your so-called “revered” coaches and their abuse of the athletes, bouncing helmets off the kids’ heads, kicking them, verbally abusing them. We also reported on the swimming coach’s abuse of male and female swimmers and about parent’s complaints…he’s still there. Now the Times Useless picks up the story months after we published the information and does a full-page Sunday spread on it. Typical Times Useless, a dollar short and an hour late.

But what you seem not to have gotten after all is said and done, Jerry Deluca, is that the Board of Education has NOT gone after the coaches…if you hadn’t been practically banned from the meetings you’d know that. It’s the coaches who have attacked the Board of Education for doing what the law and common decency requires the board to do: treating all outside service providers equally and fairly.

What you seem to have missed is that the RCS board of education is asking the RCS Sports Association to comply with the law, which it refuses to do, and to ensure that the school district is not liable for any illegal activity or for any accidents or incidents that might be connected with the Sports Association’s activities on school property. What you seem to have left out in your little hate speech is that it is not Jerry Deluca, you’re just a nobody, nor the RCS Sports Association, they’ll be under IRS investigation soon, we hear, who is responsible for the wellbeing of the students, for effective policies and procedures, and for protecting the interests of the RCS school district taxpayers and ensuring that all organizations doing business on RCS school property are legal and properly insured. That’s exactly what the RCS board of education is doing.

So back to your garbage heap, Jerry, you’re stinking up the place again!

While you’re back there, you might want to ask Cathy when she plans to publish (anywhere but on Facebook)  the figures on how much money was generated by the first RCS Bottle Blitz over a month ago. You can’t seem keep things honest or decent at home, how dare you point fingers at the honest ones in the community!

Afterword: Mike Varney recently posted a comment on this blog cautioning another reader to avoid wild accusations. Yes, the same Mike Varney who, while viewing on his cell phone (!?!?)  the April 14th BoE meeting and the voting not to accept the self-serving pay freeze offer by the teachers union, rushed to get to the meeting to express his disappointment to the board. Now what’s that do for Mike’s credibility? We’re blessed he chose not to run again…or did he chose not to lose? Who cares. Well, Mr Varney, you were a member of the board of education a couple of years ago, right? What we’d like to know, Mr Varney is this: Why didn’t YOU didn’t question the obviously deviant and unlawful practices of the RCS Sports Association when you were on the board of education? Wouldn’t that be a fair question for the feds to ask? We may yet see.  Perhaps if previous boards of education had any common sense and any interest in doing their jobs the present situation would have been nipped in the bud! But then, Gerald Dirty-Hands Jerry Deluca was on the board for several years, as was Cathy Long-Deluca, and was president of the board, too, and was able to corrupt it from within.

An Open Letter of Concern and Demand for Investigation

Gentlemen:

It is sometimes remarkable that situations and circumstances that most of us clearly acknowledge as common-knowledge, because of their persistence and perfidiousness, and other situations and circumstances are assumed to be conspicuously demanding of the attention of our elected public officials, assuming that they are even minimally conscious, lucid, and interested.

We naturally do not expect any serious and intelligent human being to rely in major part, much less wholly, on the reporting in the local rags, the Times Union, and other media, such as the local news comedy hours, but we do expect that one of the most effective means of public discourse, the Internet, cannot possibly have failed to capture your attention–especially in view of the fact that we have placed the publications directly under your noses– at least in matters concerning your region of responsibility and your particular and specific offices and operations.

Sadly, we find either that you are ignorant of what is going on right under your noses, or even more sadly, you are uninterested. In either case, please accept this letter as a public wake-up call.

This blog has closely scrutinized the Ravena-Coeymans-Selkirk central school district and the situation in the town of Coeymans, both in your jurisdictions of Albany County, New York. What this blog, its writers, and its contributors have revealed is scandalous, criminal, and in desperate need of investigation and prosecution. We shall not misuse valuable space in this letter to rehash what has been discussed extensively and in detail in the numerous postings on this blog but we will cite two disturbing situations that require investigation within the purview of the Office of the District Attorney and of the Albany County Sheriff, two eminently important offices on which a great many residents, citizens, and visitors in Albany County depend for their safety and security, physical, psychological, and spiritual.

On the example of the town of Coeymans, this blog has reported numerous instances of apparent corruption in the Coeymans Police Department, managed by one Gerald Darlington. The Coeymans Police Department enjoys an unenviable reputation, and has had the reputation for many years of inefficiency, corruption, retaliation, and conflicts of interest. Nothing has changed but it has become unimaginably worse; it is the duty and obligation of the hierarchy in law enforcement and the executive, under which law enforcement falls in terms of governance, to investigate, audit, correct, and if required, to prosecute in these situations.

But how can the citizens of Coeymans or anywhere else expect or even hope for this necessary clean-up to be in any way successful if the very executive and law enforcement offices, whose mandate it is to investigate and to prosecute, are themselves compromised and tainted?

As mentioned above, the Coeymans Police Department is managed by a so-called chief, Gregory Darlington. The executive law enforcement office in the county, the office of the District Attorney P. David Soares, employs at least two very close relatives of Mr Darlington: Darlington’s wife is secretary to DA P. David Soares, and Darlington’s daughter is a prosecutor in Mr Soares’ office. This begs the question, Mr Soares, of how you can possibly maintain any level of security and confidentiality in your office and, should the occasion arise, how you can ensure that any complaints arriving in your office will receive impartial attention and, if necessary, investigation, when two close relatives of one of the very individuals you are being asked to investigate are in key positions in your office? Such an incredible situation does nothing to inspire confidence in the ethical operations of the Albany County District Attorney’s Office.

Some time ago, during the very vitriolic and savage school budget campaigns that ravaged this community, which continue with vendettas being satisfied and retaliation by those who cannot accept the nature of the community and get on with business, we made clear recommendations, having identified the nepotism, the conflicts of interest, and the corruption rampant in the Coeymans Police Department, that residents who do not feel safe calling the Coeymans Police for assistance, should instead call the Albany County Sheriff or the New York State Police. We published a Complaints Contact Sheet to assist those anxious residents. This lack of confidence in the Coeymans Police Department is longstanding, as is the common-knowledge practice of retaliation and coercion practiced by the Coeymans police officers against residents.

Since our recommendation, we have received disturbing reports from several residents that having called the Albany County Sheriff for assistance, they found that the Albany County Sheriff personnel, instead of responding directly, forwarded to the call without the residents’ knowledge to the Coeymans police, who appeared at the rather surprised residents’ homes and, in one instance, at the RCS High School. Why would the Albany County Sheriff’s department personnel refuse to respond? We may have the answer to this question (see below).

A further disturbing incident occurred last week when a local business owner, a woman, attempted file an harassment complaint with the Coeymans Police Department, and the officer on duty there, one Kerry Thompson, refused to take the complaint. Officer Thompson is married to Gregory Darlington’s sister, and Kerry Thompson is also a law enforcement employee of the Albany County Sheriff. The same questions put to Mr Soares are here put to Mr Apple, Albany County Sheriff: Given this situation in which the Albany County Sheriff is a recourse for residents and citizens fearful of the local Coeymans police, and given the situation that the Albany County Sheriff is necessarily involved in confidential investigations that have been taken out of the hands of the Coeymans Police Department for reasons of retaliation by the Coeymans Police Department, how can the Albany County Sheriff, Mr Apple, ensure that those investigations are secure and confidential and that the interests and privacy of the citizen resident are safeguarded, when you have on your staff an individual, Kerry Thompson, who is so closely associated not only with the Coeymans Police Department as an employee of that department, but also is married to the sister of the Coeymans police chief, Gregory Darlington. How, Mr Apple, can you ensure any security and confidentiality at all under these circumstances? How, Mr Apple, is it that you can reconcile the obvious ethical discrepancies between Kerry Thompson’s employment with the Albany County Sheriff’s department and his intimate association with the corrupt and tainted Coeymans Police Department?

Moreover, we have on this blog reported on the multiple conflicts of interest and have alleged other misconduct of one of the employees on the Coeymans Police Department, one Gerald Deluca. Deluca is intimately involved with a number of individuals and activities in the county and in the community that, under normal circumstances, would raise serious ethical if not legal questions, and would likely lead to at least ethical, if not criminal criminal, investigation of the myriad conflicts of interest. Deluca is employed by a number of special interest and lobbying entities including but not limited to the NYS Department of Environmental Conservation, Automotive Recyclers Association of New York (ARANY), the Main Street Small Business Coalition (MSSBC), Deluca Public Affairs, all of which serve to compromise any appearance of impartiality and objectivity in Deluca’s police investigative work at the Coeymans police department. We wonder very seriously how this has for so long, sirs, successfully escaped your attentions, and whether that circumstance was intentional or accidental? We now bring these matters to your attention by way of this blog.

We would like to mention also Deluca’s inappropriate associations with highly politically charged groups in the RCS community and his retaliative conduct in delaying important criminal investigations, one of which after six (6) months delay, had to be turned over by the resident to the County Sheriff’s department, intimidation of political opponents, failure to investigate criminal campaign sign investigations, undue influence and conspiracy with one close friend and board of education associate, Josephine O’Connor, and the conspiratorial arrest and abuse of due process of the RCS board of education president (with the collaboration of Kerry Thompson acting as a Coeymans police officer)!

Naturally, a properly conducted investigation of these circumstance is likely to uncover much, much more by way of impropriety and criminality, not the least in terms of multiple conflicts of interest, corruption, breaches of due process, abuse of police power, and much more in the Coeymans administration. We would expect that a complete audit of law enforcement records and activities, as well as interviewing of those residents and citizens who have served the town of Coeymans, the Coeymans Police Department, and the Coeymans courts with complaints would further serve the purposes of a good faith investigation of the widespread misconduct and corruption in both town governance and in law enforcement in this community. We would also expect that the backgrounds of the current employees of the Coeymans Police Department be carefully scrutinized for prior conduct and convictions that would make them unfit or at least undesirable for law enforcement work.

So, Mr County Executive, Mr District Attorney, and Mr County Sheriff, we hereby serve notice upon you all of our well-founded concern for security and confidentiality in your departments, of our concern for the ability of your offices to operate impartially and objectively, of our concern that your offices are, by virtue of the inappropriate and unethical degrees of relationship between key members of your staff and key persons of interest in the Coeymans Police Department and others in the administration and governance of the town of Coeymans, and demand that you appropriately audit, investigate, and if necessary to prosecute.

We urge, No! we demand that you respond affirmatively to our call for investigations and audit of the Coeymans law enforcement machine, and for correction of these scandalous circumstances of grave concern, and for the prosecution of any criminal conduct found.

The Residents of the Ravena-Coeymans-Selkirk and the New Baltimore Community and School District Deserve Much Better Than They’re Getting.  The Only Description of the Situation that Comes to Mind is:

The Scandal is Everywhere!

This Blog, with the Cooperation and Collaboration of Many Residents has Recently Exposed the Snow Job and the Finagling that’s Been Going On and the Deceitful, Misinformation That’s Been Published and Circulated in Recent Weeks in Public Statements Made by the Teachers Association and in Letters to the Editor Written by the Major Perps and Pervs and Published by Needful Pulp Fiction Backwoods Reporters.

We’ve exposed the scandal of immorality in the major fingerpointers in a campaign to drive a fine member of the Board of Education from his elected seat; the very ones pointing the fingers were booted off the Board ostensibly because of their immorality and poor performance. As Matt Miller about his FaceBook promotions and his statements before and after the elections. But sit down when you do it.

We’ve pointed out that those very fingerpointers were the ones who saddled the RCS school district with a swimming pool that is worth as much to this community as a refrigerator is to Eskimos; built of materials that can’t withstand the stresses of blasting in the quarries behind it and so poorly designed it cannot host competions. Ask Jerry Deluca about this! (While you have him cornered you might want to ask him about the Coeymanazis and their secret meetings conspiring to undermine the democratically elected RCS Board of Education!)

We’ve argued against the disproportionate influence of the teachers and teachers association on the RCS Board of Education and how they favor anything the teachers association asks for and obstruct anything that might not be in the teachers’ interests. We’ve argued that teachers, former teaches, and the spouses of teachers need to be booted off the board and now! There has to be a level playing field! The Board must be able to exercise independence and autonomy in making its decisions and that is impossible if special interests have voting power on the board! Ask Schools Superintendant Elizabeth Smith about this.

 We’ve pointed out the problems in school sports and the fact that the coaches and assistant coaches may be endangering the players. We’ve pointed out a well-known problem with the aquatics director and his abuse (verbal) of the students–we repeat: a well known fact but he’s still there.Helmet Brain. Traumatic Brain Injury.

We’ve pointed out the questionable practices and concealment well-known in the RCS Sports Association and its code violations and vindictiveness. We’ve pointed out the total lack of transparency in its financial business and other suspect practices. Ask Bill McFerran about this, the financial recordkeeping (if there is any), where the money goes, the tax status of the Association, etc.

We’ve pointed out a number of discrepancies and misleading points in the Superintendant of Schools budget presentation and the impractical notion that a 6.8% increase cannot be sustained by this commuinity and we urge the community to vote down that budget. The contingency budget will keep the RCS districat at the previous year’s levy and even further require $1.5 million in cuts! We provided a list of a number of schools across the state that are biting the bullet and facing the reality that the policy of spending more to get less just doesn’t work nor or ever. The RCS community together with its neighbors in Greene County, in New Baltimore have no other choice than to VOTE NO! on the 2012-13 Budget!

We’ve pointed out the imprudence at this time of expanding the Ravena Public Library; it’s idiotic to consider a move and spending of that magnitude in a time when we need to be pushing AUSTERITY measures. The library board has no answers for such questions as HOW MUCH? WHEN? HOW? And the answers they do have are far from convincing. This is not the time! The library director and the library board must come up with concrete answers to concrete questions. You must not be asked to buy the Brooklyn Bridge (again)!

We are not aware of any figures in terms of library utilization or demographics that could support such a plan. In addition, the library board wants to more than double its space in an age when most libraries are reducing space in response to the trend in digitization and online resources that are replacing print-based newspapers, journals, and books! 1000 books fit easily on a Kindle or Nook but take up hundreds of square feet in a library. In 5 years the trend will only have become more obvious but the library board, to get any money from the state of New York, has to sign a 10-year lease for the new library and that doesn’t include adaptation work costs! It’s idiotic! Vote NO! on that crazy project.

Worse than all of the above is the situation with the teachers and their teachers association. Not only to they bully the Board of Education but Matt Miller, president of the RCS Teachers Association is consistently misleading the voting and taxpaying public to believe that the teachers are dedicated and sacrificing; that they have the students’ interests at heart. We’ve said in the past that they should put their paychecks where their mouths are. What do they do? The offer a LOAN, a half-year “pay freeze,” in response. But here’s the clincher: after the 6 months they get RAISES! Pay increases! It’s a win-win for the teachers. Here’s another fact: the average teacher ( called “instructional staff”) in the RCS district makes more than twice as much ($63,000-70,000 annual salary) as the average non-teacher (non-instructional staff) who makes an average of about $30,000 a year, and the teacher gets several months off every year, gets additonal support for “professional development,” and they still complain that they don’t have enough. Well, we think the taxpayers in this district have had enough. Don’t you?

Student or Teacher? You tell me!

The New Testament (Matthew 7:16)  tells us that we will “Know them by their fruits.” This has come unexpectedly to light in a recent development where a number of RCS high school students left some really nasty comments on this blog. One student actually wrote that her “teachers were there and laughing at the idiocy” of this blog. Since when is honest reporting and presentation of facts to the community and to taxpayers “idiocy.” If you read those comments–we published them on this blog and you can read the comments–you will have to ask yourself “What in hell is going on at that high school.” “What are those teachers doing all day?” “What are they doing with our kids?” You’ll have to read the students’ comments–they’re published on this blog– to understand the seriousness of what’s going on in the schools in your district.

After one of the students went over the top in escalating his abusive conduct, we had to advise him that he would be banned from the blog, that his comments would not be considered, that they would be immediately trashed. In addition, we had to advice the Superintendent of Schools and the School Board of the student’s misconduct. We even had to notify law enforcement of some of the threats the student was making. But that’s what’s going on in the high school. (For more information, read our two posts on the incidents.)

Speaking of the New Testament and Scripture, have you read our post on the RCS teacher who does not repeat the “one nation under God” in the pledge of allegiance and, when asked by his students Why? tells them that he’s an atheist! Ask Matt Miller, president of the RCS teachers association, the teacher, about this one.

Let’s be clear on one thing: We do not find the fact that the students commented or that they feell they have a voice in what’s happening. Commitment and dedication are important. What we are pointing out as a serious defect is that those students were on the blog all day long, from 9 a.m. through to about 3 p.m. and then from about 5 p.m to about 9 p.m. And the language they used and the thoughts they expressed were, well, not quite what you would expect from teenagers talking to and about adults! The language was filthy, disrespectful, arrogant…and “the teachers were there laughing.”

That’s what you need to be looking at. Where is your money going and for what? They can’t spell, they can’t write a sentence, the state report card shows that the RCS district is failing and it’s not because you are stingy with your cash…let’s be real, there’s a far more insidious and serious problem and you might want to start looking at the company your kids are keeping all day long!

And don’t blame the non-teachers on the Board of Education; they’re fighting tooth and nail for you…they have no special interests except an interest in justice and fairness but they’re hobbled too much of the time by the special interests of the teachers who are on the board.

Teachers Association Bullies

Read our report on the Superintendant’s Budget Presentation and read our recommendations and notes on the candidates. One candidate Edward Reville is married to Howard Engel’s (a board member) sister; Engle is a teacher and his wife is a teacher! It’s literally incestuous if you allow Reville on the board or Alice Whalen or re-elect Engel. You might as well make the RCS CSD Board of Education a department of the NYS Teachers Union, the New York State United Teachers (NYSUT)!

You need to seriously look at the postings on this blog. Then you really need to ask some really serious questions about what we are saying and you have to ask the people in charge. But for starters, you need to think realistically and not in terms of an ideal world.

Vote NO! on the Budget. Vote NO! on the Library. Vote NO! on the buses for now. Find out who’s running for the Board of Education and who’s married to the teacher, who’s the former teacher, who’s the teacher and get them off the board! Find reputable intelligent moral persons in the community and get them to run as a write-in candidate. Send us their bios and we’ll support them. We have 400-700 readers every day and those readers will pass on what they think is good. Give it a shot; it can’t get any worse than it is now.

Superintendent’s Budget Presentation

We’d like to provide some highlights from the 2012-13 RCS Central School District budget presentation that was done at the May 1, 2012 RCS Board of Education meeting by Schools Superintendent Elizabeth Smith.

More on an Impossible School Budget

According to the superintendent’s presentation, 72% of the budget is represented by salaries and benefits! Another 8% is for debt payments.

In the current budget, compared to the previous year’s budget, there is a so-called gap of $2,274,272 (two million two hundred seventy four thousand two hundred seventy two dollars) that has to be closed. The way the superintendent proposes closing that gap is by “a combination of budget cuts and levies (tax increases).”

$2,050,552 in Lost Revenues You Have to Make Up For!

The superintendent mentions also that the district has lost $2,050,552 (two million fity thousand five hundred fifty two dollars) in revenues. 

The teachers have agreed to a 1/2-year pay freeze (total savings theoretically because it’s what they would have received not what they’re giving up! So it’s not a real savings but just a hold on more spending!) is something like $130,000. But it should be noted that the teachers recover this and more after the six months! It’s actually a loan on money they might have received but you are paying it out for real. Go figure!

Here’s the clincher: The budget last year contained some fudge figures to cover “if needed things” (see the slide below), actually fake allocations because they didn’t really exist. Here’s the joke: part of the cuts in personnel would be the jobs of low-income earners (non-instructional staff) whle the teachers (instructional staff) can look forward to pay increases. Is there something wrong with this picture?

There will be a 6.8% increase in the levy for this year. The pie-in-the-sky is that the Cogen Pilot Project will theoretically contribute to revenues next budget year. Do you want to bet your house on that one? If so, I have an extra bridge to sell you. But the superintendent tells us that the future tax levy will be about 2%. OK…and where are those flying pigs roosting in Coeymans today?

The Contingency Budget

If the 2012-13 budget is defeated with its 6.8% increase on May 15th, state law requires that the district revert to a contingency budget that does not allow a levy increase to a rate higher than the previous year (in other words, the levy will be the same as last year). But the RCS CSD will have to trim $1.5 million from the budget. According to the superintendent this would mean “less staff, fewer programs, larger class sizes.”

What will the $1.5 million look like? Well it would eliminate about 16 teachers at $63,000 each or 4 teachers from each school (= a couple more kids in each class. Currently there are an average of 19 children per class; more in some classes (up to 22), fewer in others). Or 30 non-instructional staff (average of $30K per year salary). This might mean that teachers may have to do some work! But think of it this way: one teacher earns more than twice what a non-intructional” employee (secretary, janitor, etc) earns and works only half the year! Now is that right?

Possible Areas for Cuts

It would mean also eliminating the late bus run to cart the kids in the 10th period help period home. Come on! Is a 10th period really necessary? Where are you parents anyway? Can’t parents do some parenting and help their own kids out? How about a parents consortium to meet in the library on a weekend to help out kids in need? Why do they need a 10th period to learn what they should have learned in the first 9 periods????

The full-day kindergarten a.k.a. taxpayer subsidized daycare to free up parents…for what? If full-day kindergarten were to go to half-day, it would eliminate 4 teachers and save more than $275,000! It might also keep some parents home to do some parenting and spend some time with their kids!

More Questions Raised Than Answered!

There are five candidates running for four seats on the RCS CSD Board of Education. Here are some highlights from their public statements:

Alice Whalen: Retired Teacher. Champion of the Teachers and the Teachers Association. Whalen claims to have “institutional knowledge and expertise.” But she also has allegiances to her friends and colleagues, the teachers special interest group. Why not do it this way: Get her off the BoE and call her in as an unpaid consultant when the board needs her “institutional knowledge and expertise.” Get a non-teacher parent or business person to fill her seat.

 Sunilda Swann: A local parent with children in the system. What bothered me with this one was that she opted not to tell the community about her qualifications but went on and on about her “philosophy.” Doesn’t tell us much except…well, it doesn’t tell us much. Swann raised more questions than she managed to answer. Maybe next time? Too vanilla for our tastes.

 Judy Sylvester: Yes!~Sylvester is active in many community activities and has grown up children who are the product of the RCS CSD system. Sylvester knows quite a bit about what’s going on where and she may is committed and dedicated to many other areas and can do the BoE a great deal of good. She is unflappable, honest and dedicated. She is knowledgeable and well informed. She’s a definite YES! in our opinion. Seems like Judy’s the only real sincere one in the entire group running!

Married to H. Engel’s Sister!

Edward Reville: Seems like a nice guy but there’ve been some disturbing reports of his associations. While he may bring some business or management expertise to the team, his associations with some Coeymans troublemakers might not be such a good thing. Is his wife a teacher, we wonder? We’ll have to learn more about him. But he does have some suspicious connections with Jerry Deluca and the Bartlett pair and attends their “secret society” meetings. Sounds like a rat to us! He’s connected directly with candidate teacher Howard Engel! How incestuous can it get?

Howard Engel: A teacher married to a teacher! Does it get worse. The positive angle is that he justifies being on the RCS board because he has three kids in the system and he doesn’t teach in this district. I don’t know if I buy that bridge but Hey! He’s a teacher, coach, substitute bus driver, parent, husband, etc. Perhaps he should spend more time on his lesson plans and do more teaching! Now there’s an idea. Besides, he’s related by marriage to another candidate, Edward “Teddy” Reville; that would make the BoE nicely incestuous, wouldn’t it?

With that mix of candidates, we might as well make the Board of Education a department of the RCS teachers association or a unit of the teachers union!!!!

Overall, the Budget Review was not very upbeat. There’s a lot of doom and gloom and a lot of unfairness, particularly when you look at the teachers compared to the guy on the street. Parents and community must carry some load and we have to dump some ballast or the whole ship is going to sink with us on it!

A Fable of a Swimming Pool and Acquatic Sports and other Horror Stories

The Legend is That a Former President of the RCS Board of Education and his Cronies had to Slip it to the RCS Residents to Get the Pool (Hidden) in the Budget.

Double-dipping? No, not in the pool this time. But read on… I may be losing it but I always thought that you could do only one job at a time and get paid for that job.

Are you OK with this, too? He is!

Well, it appears that RCS teachers may be nominated for a Nobel prize in ingenuity: They’ve figured out how to do at least two jobs at the same time and get paid for BOTH–also known as “double-dipping”! Seems that an annual salary of about $70+K just isn’t enough (plus summers off!), so one prominent teachers association official has a second job, apparently done at the same time and the same place as his teaching job (he teaches only two periods a day so he can take care of “association business”?), and while he does his teachers association finagling. He gets an additional $10+K for the “second job,” which is also at the same school during the same time he’s being a “teacher.” I sure hope he’s not teaching morality or ethics! How’s that work, I wonder?  Nice racket RCS taxpayers. Less teaching load, same money, second job done at the same time, an extra 10K?  Not bad! Question: Who’s his supervisor on job 1 and who on job 2? Any answers? Let’s get the real story and publish some figures!

Is this alright?

Now back at the pool, another character is hard at work…Has anyone investigated? A while back, an angry parent, a neighbor, in fact, shared with me the ordeal that the children were enduring at the hands of a “swimming coach,” that was so outrageous she was contemplating legal action. She allegedly brought the complaint to the middle school where her daughter was on the swim team and was apparently being verbally abused (Note! verbally! Here’s a site on Verbal Abuse.) by the coach/instructor. The neighbor’s daughter was not the only one to experience the technique of the coach, others had, too. Isn’t that a form of bullying?  Information is that same teacher is still there and nothing much has changed. Why not?

Helmet concussion in school sports? Is this a test? There have been numerous cases of long-term damage to the brain in school and professional sports due to even apparently minor impact to the head, even when wearing a helmet. This has ushered in a number of research studies and mandates for safer helmet design. (See the Boston University Center for the Study of Traumatic Encephalopathy.) There’s a good article on the subject regarding highschool sports by Jonah Leher, The Fragile Teenage Brain: An in-depth look at concussions in high school football, in Grantland (January 12, 2012)  (click here for a pdf copy Jonah Lehrer-Fragile Teenage Brain). So, parents, what do you think about a bunch of teacher/coaches bouncing footballs off your kid’s helmet at practice? Isn’t that a form of bullying, too? Think they might have gotten a few knocks on the field? Or are they just stupid by birth? Ask the kids about this. Any Answers?

Think about this: You are electing teachers or retired teachers to the Board of Education; their friends and buddies, also teachers, at the school want this and that, and $$more money$$. The Teachers Association brings the requests to the BoE and the former and still teachers give them what they want. If it’s proposal against a teacher or the interests of the Teachers Association, they simply stonewall. Government as usual, do you think? That’s a question: Do YOU think? Do you put the fox in the henhouse to make sure the fox doesn’t have a party where the main course is…chicken? Apparently, YOU do! Solution: Keep the teachers and the Teachers Association in the school where they belong; put parents and business people on the Board of Education. Teachers and Teachers Association still have the opportunity to address the board in public session. Fair enough, isn’t it?

One thought keeps popping up in my mind: How is it that this is going on in such a small place, and everyone seems to know about it but nobody is coming forward–at least not out in the open–with it. Why are we getting this stuff in confidential conversations? Where is the news media? Where are the parents? Where are the watchdogs?

Maybe the Times Useless and its pulp fiction writers and the Daily Mail should be going after sharks instead of minnows, after the habitual perps and pervs and not just after some poor bastard who disputes his taxes. Waddaya think?
