Does Anyone Remember the Problems This Community Experienced with the “Old” RCS Sports Association, Its Non-Existent Financial and Tax Records?  Its Total Refusal to Come Clean on Its Finances? (How about you, Mr James Latter, YOU Really Should Remember!) Maybe the Fact that It Disappeared Overnight and an “New” Poison Mushroom Sprouted up In The Night, the “New” RCS Sports Association Didn’t Raise any Eyebrows or Suspicion? That’s Bizarre.

Several weeks ago we published an article critical of the way the RCS Sports Association was going about running their “raffle.” In that article, “Cart before the Horse: RCS Sports Association Operating a Shell Game [Again]?” (click on this LINK   to read the article), we pointed out a number of scam – like features of the RCS Sports Association’s so – called opportunities to win.

Now we all have to understand that the RCS Sports Association is running the raffle to raise money for the construction of a new concession stand to be built on RCS school property. That’s the central theme why people are coughing up the $20 “donation” for each raffle ticket. So, because the RCS Sports Association is claiming that it is accepting “donations” and claims not to be selling “something,” the concession stand will be donated to the school district and then becomes the property of the school district. In other words, the concession stand, as a donation, is not the property of the RCS Sports Association and the RCS CentralSchool District will have sole discretion as to who uses it, for what, and when. In other words, the refreshment stand will be public property. That’s the good part but it’s not the whole story.

Questions and AnswersIn addition, because the RCS Sports Association is selling raffle tickets for a “donation” of $20 per ticket, and there is no disclaimer releasing the RCS Sports Association from claims resulting from their failure to raise enough money to keep the promise of building the concession stand, even though the architectural plans have been approved by an unidentified approver (the RCS Sports Association does not say who “approved” the plans). And what if they don’t raise enough money to fund the construction project with all of the other obligations like insurance, bonds, etc.? And let’s not forget the completion bond that the RCS Sports Association will have to come up with as a guarantee that the project will be completed, even if the RCS Sports Association can’t complete it themselves.

Did anyone think to ask or does anyone know What the proposed total cost of the project is going to be? all things considered?

All of that has to be answered satisfactorily but for now, let’s get back to the ongoing transparency problem

During the month of May the RCS Sports Association was publishing news about the raffle, handing out packets of raffle tickets, and selling tickets for a “donation,’ generally preparing for the launch of the drawing in June.

We’re now two weeks into the drawing and we haven’t seen any lists of winners or winning numbers published anywhere! (Correction: The RCS Sports Association does list winners and ticked numbers on the RCS Sports Association Facebook page but you’ll have to scroll through tons of other Facebook-type junk to find them.) Wouldn’t it be appropriate to use the official newspaper for this community, the Ravena News Herald to publish an announcement of weekly winning numbers, at least, if not the names of the winners? Maybe elsewhere but not here and certainly not with the RCS Sports Association.

We’d Like to Know…And So We’re Asking:

  • What’s this concession stand supposed to look like? Doesn’t the RCS Sports Association have an architect’s conceptual drawing or model?
  • How many tickets were sold?
    How much money was collected from sales?
  • How many winners have there been so far?
  • How many numbers have been drawn that are for unsold tickets (and revert back to the RCS Sports Association?)
  • How much money was paid out to winners so far?
  • Where are the drawings being done?
  • Who is doing the drawing?
  • Are the drawings public or open to the public?
  • Who is the independent, non – partisan supervisor of the drawing (if they are using lottery standards, it’s usually a member of a CPA firm) to make sure there’s no funny stuff going on?
  • Who is managing the money?
  • Where is the money being deposited?
  • What excuses are being made up as we write why all of this public information is not or cannot be disclosed?
  • Who is in charge of making up the excuses?
  • Will the minutes of the board of directors meeting discussing and approving the raffle be published?scam alert

The RCS Sports Association is claims to be a non – profit or a not – for – profit organization, but none of that information appears on the RCS Sports Association web site. Neither does a statement disclosing its tax status or tax identification number or non – profit / not – for – profit registration number. Nothing. (Check it out yourself. Haven’t we seen this sort of behavior before? And didn’t the “old” RCS Sports Association suddenly disappear and a “new” RCS Sports Association all of a sudden popped up with a new board of directors, especially after the questions were raised and the heat got turned up demanding tax documents and disclosure. Transparency?

We see a repeat performance here. Maybe the visible faces have changed but the behind – the – scenes faces may still be the same. Remember the recent scandals and criminal investigations linking organized crime to sports associations and high – school sports?

We’ll send a request for investigation to the New York Secretary of State and the Office of the Attorney General. Maybe we can get some instant transparency.

In the meantime, all you sports fans, keep coughing up your money to the RCS Sports Association and watch it disappear! Now you can buy a brick with your name on it…and later hit yourself in the head with it for being so stupid!

We’ve reported on James Latter’s escapades and questionable connections many times in the past. We’ve recommended that he resign from the RCS board of education because of his irresponsible and embarrassing, even illegal conduct. Parents and residents have called for his resignation, and for an investigation of this man. Now he’s campaigning for your votes to put him back on the board of education where he can continue to do his damage. Is the man insane?

We have received documents that will shed new light on this old problem and, now, before the elections, we need to get it out there so that residents know the truth about this character who should be on trial, not on a board of education!

If you recall, this is one of the members of the teachers clique on the RCS board of education. The one’s who vote as one block against anything the resident-business people propose. He’s part of the group that forced last years 6.8% tax levy down residents’ throats and got the entire school district investigated. He’s part of the group that tried to kill this year’s 2% levy and push through a more than 3.58% levy. He’s also the one being supported by the Coeymanazi group, Friends of RCS (a bigger lie has never been told unless Jerry Deluca fathered it), and is receiving the endorsement of guess who, the local RCS Teachers Association Political Action Committee (or that’s what Matt Miller would like us to believe).

We have very good information that maybe the Coeymanazis are supporting this mindless character, and maybe the secret Friends of RCS are supporting this boob, and maybe Matt Miller is, too. But one thing is very certain, not many of the ethical, professional teachers in this district are willing to support him, despite the propaganda Matt Miller puts out for his union.

Here’s what we learn from the documents we’ve received (the full text can be read or downloaded by just clicking this link  James Latter Misconduct-R)

Far from denying his misconduct or offering an explanation, Latter admits to the misconduct.

In those documents at least one RCS board of education member writes to then interim superintendent Elizabeth Smith, requesting that she initiate an investigation of James Latter’s breach of district policies, violation of FERPA law provisions on confidentiality, his texting his sister during executive session and displaying her comments to other BoE members, and the possibility of legal action against the District as the direct result of Latter’s misconduct. Far from denying his misconduct or offering an explanation, Latter admits to the misconduct.

The correspondence to superintendent Smith also notes Latter’s relationship with the RCS Sports Association and the obvious “conflict of interest” that the board felt was “affecting his duty as a BoE member.”

The documents include a parent’s complaint that a Latter violated district policy and federal law when Latter forwarded a confidential e-mal from the parent and he distributed the e-mail to Bob Doren, Ron Reese, Ron Vanderzee, and others, including the JV and Varsity football coaches.

Mr James Latter is a hypocrite who works by double standards.

The parent complains that “Mr Latter broke the very same protocol he has consistently preached that others need to follow, and he has quickly called for investigations of others he has accused of doing the same.” Mr Latter is a hypocrite who works by double standards. “Mr Latter maybe you should start to practice what you preach,” writes the parent.

Mr Latter has no respect for students, parents, policies, the law, and is not above placing students and parents at risk.

The parent also reports on an incident where Latter told a special ed student “to stop acting like a f***king retard.” The parent offered her child as a witness to the incident. And the parent demands an investigation into the incident and demands that Latter resign. It is obvious that Mr Latter has no respect for students, parents, policies, the law, and is not above placing students and parents at risk.

Another resident, JA, who voices his concern about the violation of confidentiality by a sitting board member, namely Mr James Latter (page 2).

But JA goes even further when he points out Mr Latter’s conflicts of interest:

“I’m more concerned after learning that Mr Latter is associated with members of the auxiliary that supports the various sporting events when that auxiliary has used its not-for-profit funding to actually fund “public education campaigns” and I’m being generous here, during times of election which, as I understand, is under IRS not-for-profit law, is expressly prohibited for a not-for-profit charitable organization to actually use its not-for-profit funding to fund such activities in an election campaign. And to take out a full-page ad and other things against certain board members or even supporting other members is contrary to public policy in terms of not-far-profit status. The fact that you’re directly associated, I understand, relatives are involved in that association [the RCS Sports Association. Latter’s stepfather, Mr Jeff Stambaugh was president of the RCS Sportsman Association at the time.]”

 JA continues:

“And so, in light of this new revelation where you’re sharing confidential emails, I think that members of the public have a right to expect that communications to the board are held in confidence until the board as a whole decides to act on them or until the administration takes appropriate action … but certainly children should not be put in jeopardy because of personal or other agendas. And so, like others here, Mr Latter, I would call for your resignation. I find this totally inappropriate and highly questionable, given the other activities that I’ve outlined.”

 Of course, superintendent Smith as usual screwed up the facts and did nothing. Seemed that she was frequently a candidate for Alzheimer’s research whenever it came to dealing with the teacher’s clique or some Coeymanazi group.  Smith’s response to an inquiry by the parent: “I have not opened an investigation.” In fact, Smith even avoided communicating with the parent on the issue of calling the student an insulting name. Smith also failed to grasp the seriousness of the breach of confidentiality despite communications from board members, parents, residents. Duh!

In an email Latter admits his betrayal of confidentiality, admits that he should have let Ms Smith handle the matter through formal channels.

Finally, the parent has to delete her e-mail account because she was getting responses from the individuals to whom Latter forwarded the confidential communication. In emails from coach Vanderzee, Bob Dorance, Ron Racey all of which have a demeaning, defensive tone. Bob Dorrance even assumes an insulting tone by writing, “If you are truly just a concerned parent…” What the devil is that supposed to mean? “truly just a concerned parent?” What else would the parent be, Mr Dorrance, you dolt!?! No wonder the parent felt the need to delete an e-mail account to avoid reading their defensive assaults. Of course, their facts were all messed up and they didn’t bother to communicate with each other. So Latter’s initial misconduct was blown up tenfold by the very people to whom he forwarded the confidential communication and who had no need to know of it!

Any person who places a football win before the welfare and safety of a student or before the duty of confidentiality under the policies of the school district as provided in the FERPA legislation should not be on the board in the first place. Any person who is as arrogant as Mr Latter has been in the past to ignore the demands of concerned parents and residents does not belong on the board.

The RCS Sports Association is selling Raffle tickets for something they don’t have: permission to build a new concession stand. Have they done all the preparation necessary to get permission for the stand? Or are they operating illegally again. Is it time to get their non-profit status taken away permanently?

fraudOperating a concession on RCS CSD property, public property, is open to anyone or any organization that satisfies the RCS CSD standard policy for operating a stand or booth on the property. It does not grant monopoly status. Furthermore, the last time we heard, to operate a concession on the school property you had to go through the formal proposal process, provide up-to-date documentation of your organization, your officers, your financial status, your tax status, detailed operation plans, insurance coverage, etc. Our investigations show, at least up to the time of this posting, that none of the above has been done by the District or by the RCS Sports Association. Why not?!?

Based on past RCS Sports Association practices, we’d also like to ask whom the RCS Sports Association is backing in the upcoming elections and whether they are using Association funds to underwrite any campaign. If anyone has that information, we’d appreciate it if you’d let us know.

We have purchased a RCS Sports Association raffle ticket for $20. The tickets are allegedly being sold to raise funds for a new concession stand. Now that we have a ticket in our possession, we need to ask several questions:
 
Our investigations have shown that apparently

  • there has been no public bidding for the 2013-2014 year for any concessions for the RCS school district;
  • the RCS Sports Association does not yet have authorization or approval to construct a new concession stand on RCS school property;
  • the RCS Sports Association has not yet presented a plan to the RCS board of education informing the board of such a plan or the plan has not been publicized for public comment;
  • there has been no public information put out that the RCS Sports Association is authorized to sell raffle tickets impliedly representing or that they have approval and authority to construct a new concession stand, and representing the implied endorsement of the RCS CSD (“implied endorsement” is giving the impression that you have endorsement but really don’t);
  • the RCS Sports Association has apparently not submitted to the RCS CSD or to the RCS board of education architectural or business plans, estimates, etc. for such a project.
  • The RCS Sports Association, although it has no official connection with the RCS CSD and is not endorsed by the RCS CSD, further misrepresents its implied connection and endorsement by misusing the RCS mascot logo on the ticket. Who gave them permission to use the RCS sports teams logo on their association material?

  • And the list goes on!

Isn’t the District procedure to request proposals for such a project or for concession operators? Or has that procedure been waived (= forgotten) for special cases?

Has the RCS Sports Association filed all the necessary paperwork to operate on RCS CSD property, public property? As public property, there is no such thing as favoritism and anyone who can satisfy the requirements, the same requirements applied to the RCS Sports Association, can operate a concession on the school property. Right? So maybe we all should go out and sell raffle tickets for our hotdog stand, or our pizza cart, or our nachos booth! Sounds like a plan if we all operate like the RCS Sports association!

Putting the Cart before the Horse: It looks like the RCS Sports Association, an organization that has no  official relationship with the RCS Central School District and is not an RCS CSD department, is up to its old tricks again. Has the Ravena-Coeymans-Selkirk Central School District again lost control of the arrogant maverick calling itself the RCS Sports Association? Is the RCS district being set up by the RCS Sports Association for another embarassment, another scandal?

We are asking the RCS CSD why this situation exists and is allowed to go on. Haven’t we learned anything in the past about how the RCS Sports Association operates? Has the RCS CSD again lost control of this gang who are not officially associated with the school district yet act like they’re running things?

One of our readers asked about the rules attached to the ticket, so we’re reproducing them here and commenting on them below:

Rules

(1) Winning numbers are determined by the three “3” numbers of the NEW YORK State Evening Pick – 3 Lottery as matched to the number appearing in the box located on each calendar. Each calendar acquired will have a unique 3 – digit number. (2) All cash winnings will be determined by the amount of money indicated on each day of the calendar. (3) All numbers are played straight as drawn. (4) All winners will be paid in a timely fashion. (5) The State of NEW YORK may have bonus days. On those days, the first three “3” digit numbers corresponding to the “Evening Pick – 3 Number” drawn will be honored. (6) The organization will determine each winner from the numbered information sheet completed with the acquisition of each calendar. (7) Each information sheet must be filled out accurately at the time of donation and winnings will be administered by an authorized representative of this organization. This fundraising project is in no way related with the lottery of any state and nothing has been bought or sold. Donations are made and random prizes are selected using an impartial random number generator. The RCS Sports Association Raffle Ticket is a Mass of Contradictions:

 The ticket (see the illustration above) clearly says that the person is making a “$20 donation.” It does not “suggest” a $20.00 donation but states that the donation is $20.00. In other words, if you don’t “donate” $20.00 you can’t participate. This means that the “price” of the ticket is $20 and you are paying for or purchasing a ticket which allows you to participate.  Unless the RCS Sports Association is not making the “donation” optional or accepting any amount for the ticket, the “price” of the ticket is $20.00. In other words, the RCS Sports Association is selling you a ticket allowing you to participate and you are purchasing that right to participate for $20. This logically contradicts Rule No. (7) which reads in pertinent part: “nothing has been bought or sold.” So, having bought a $20 ticket, shouldn’t the RCS Sports Association be collecting sales tax?

Rule (1) seems to be stating that the winning number will be the number drawn by the NYS Evening Pick – 3 drawing. That means that at least 999 tickets have to be sold by the RCS Sports Association to cover the possible numbers drawn on any evening. What it does not say is that if 999 tickets are not sold –  – say only 150 tickets are sold at $20 each to cover the promised “more than $3000” possible in prizes, at least 849 numbers will not match and will have no winners. The odds are very, very slim for your $20 investment. Each calendar has only one unique three – digit number so the odds are still pretty slim. In order to cover all possible numbers between 000 and 999, at least 999 tickets have to be sold.

According to Rule (2), it looks like the RCS Sports Association has budgeted a total of about a maximum of $375 in possible payouts each week. What if they don’t make the sales to cover 8 weeks of possibly $375 obligations per week or more than $3000 in possible payouts? Are they promising more than they can offer? Or is Jena Misuraca going to cover any shortfalls?

Rule 3 is pretty straightforward— we think but we can’t know for certain—, if the numbers 1, 2, and 3 are drawn on a particular day, the holder of unique 3 – digit number 123 is apparently the winner on that day; in other words 321 or 132 etc. will not be paid. What is implied is that there is only one possible winner on each day but then that would not cover the full possible range of 899 possible 3 – digit numbers that could be drawn; if it did, the possible winnings would exceed the total of at least $3000. So the deck is stacked against the buyer of a ticket. To cover the $3000 possible total winnings at least 150 tickets have to be sold at $20 each just to break even. But the deck is stacked because there are 61 days on which only 1 purchaser can win each day. This means that out of the 999 possible numbers drawn, there can be only 61 winners (June has 30 days and July has 31 days  =  61 days x 1 number and 1 drawing per evening). So theoretically, if the barest minimum number tickets (150) are sold to cover the $3000, only 61 persons can win out of 150 total tickets sold and that’s out of a possible total number of 999 possible numbers that can be drawn every evening! The odds are not good, they’re infinitessimally bad!

And the statement “61 Chances to Win” is not only misleading but mathematically inaccurate!

 We loved Rule (4): “All winners will be paid in a timely fashion.” But what exactly does it mean? Paid immediately. In a week? In a month? In a year? “Timely fashion” is a bit vague and ambiguous.

Rule (6) mentions that “The organization will determine each winner from the numbered information sheet completed with the acquisition of each calendar.” Wait a minute. Didn’t we just read that winners are determined by the NYS Lottery Evening Pick-3? What’s the deal now? I don’t recall having provided any information nor having received any information sheet. Normally the numbers on the ticket would be secret until the purchaser scratches the film off. It seems that if there is a “numbered information sheet,” the numbers are not secret. There’s a problem with this, since the winning numbers are not being drawn locally but relying on the New York State Lottery Evening Pick – 3, the sellers of the tickets don’t need to know who has what number.

The rules also state that the “winnings will be administered by an authorized representative of this organization.” (Rule 7). I’m not sure how to understand this statement that “winnings will be administered by an authorized representative” of the RCS Sports Association. If anyone has any clue what this means, please help us. Rule 7 goes on to say that “Donations are made and random prizes are selected using an impartial random number generator.” This cannot be correct. First of all, whether the “donation” is really a donation is questionable. And the donation I made was certainly not made by “an impartial random number generator,” it was made by me, an impartial blog owner! And the prizes are not randomly selected, they are specifically set for each day of each week of the months of June and July, very regularly: Sun. $75, Mon. $40, Tue $40, Wed $40, Thu $40 Fri $40 and Sat $100 ($375 per week). There’s nothing random about the prizes, which are not really prizes, but awards. The RCS Sports Association is talking Double-Dutch, double-talk where I come from!

Another disturbing point is that nowhere on the ticket is the RCS Sports Association clearly identified as being the operator of the so – called “raffle”. Furthermore, nowhere on the ticket is any statement made to the effect that the proceeds from the raffle will be used for the purpose of building a concession stand, much less exclusively for that purpose.

The ticket does not properly notify the purchaser that the RCS Sports Association is allegedly operating as a non – profit organization—Is it a non-profit?—and it does not give the organization’s registration number.

The ticket does not properly notify the purchaser that the claims made on the ticket are indemnified by any kind of insurance, should the RCS Sports Association be unable to make good on its claims.

The ticket lists Jena Misuraca as a contact person and shows some obscure entity called Sports Information Media wwwsportsinformedia.com without any specific or clear statement what Sports Information Media has to do with the so – called raffle. Going to that website we find:

“Sports Information Media provides customized professional-looking printed sports products and is the industry leader in high quality carbonless, multi-part lineup cards and roster cards for any sport. If you don’t see what you want, give us a call and we can make it for you.”

So what exactly has this Sports Information Media company or whatever it is have to do with the alleged concession stand or with the RCS Sports Association. That’s yet another question that needs to be answered.

There are too many contradictions, too many loose ends to satisfy even the most gullible resident in the RCS school district.

Our advice to the RCS Central School District is: Keep you distance from this one and stand by your established policies for proper credentialing of any applicant, complete applications, deliberation, voting  by the board, and public bidding!

Anyone selling raffle tickets in good faith should have the prize or the objective legally in their hands. The RCS Sports Association does not have any of the necessary formalities or paperwork but are selling raffle tickets. This situation is tantamount to selling raffle tickets for a car you don’t own. It’s FRAUD.

In addition to all of the above, how is the RCS Sports Association complying with IRS tax laws relating to the winnings? Who is liable for the tax? There is no statement covering the tax issues on the ticket. Is the $20 donation tax deductable? Is the $20 price for the ticket subject to sales tax? Are the winnings subject to tax? Are the revenues made by the RCS Sports Association being reported propertly? This sounds like a very messy operation, if you ask me!

 We’d like answers to these questions. How about you?

One reader asks: “Why is it we seem to get stuck with all the lunatic teachers and the good ones don’t stay?” Well, there’s some local wisdom that goes something like this: “Shit sticks…” While that’s only partially true, we do have some good teachers but they mind their own business and teach. The bad ones know a good thing when they see it; besides, they have nowhere else to go, nobody was someone else’s problems. And, furthermore, because we’re actually stuck with them, the community goes into denial, and forces itself to believe their precious assets and can do no wrong. It’s similar to having an old junker and putting money into minor repairs, finally, when the biggie comes up, we’ve got so much invested in it already we justify to ourselves going that extra mile. In the end we still have a junk car but we’ve invested a new car’s value in it! Doesn’t make sense but we do that. Same with teachers, elected officials, police departments. We have to admit to ourselves what is real and what is unreal or we’re doomed to remain an ongoing backwoods scandal. Another reader mentions that “unions are for bad teachers, the good ones don’t need a union!” How true. But the unions are there and they’re doing their damage…until we change that fact. Union or no union, parents and the community have the real power to make things change but we have to use it. This blog is an example of local power, and that local power has gone beyond community, county, state, even national borders. Our issues are now on the international map!


Now, that having been said… Here we have this character, and character he is, a character from some second rate Dork Tracey comic strip. Robert Dorrance. Excuse me, “ProfessorRobert Dorrance (it seems he really likes himself, thinks he’s pretty smart. But he’s actually quite, well, pathetic.) or so he likes to call himself. Sorry, Bobby Pinhead, you’re misrepresenting yourself when you give yourself titles like “professor.”  You’re simply an overpaid high-school teacher, bud.

Well, Mr Genius Dorrance recently stepped in a pile when, true to the abuse tradition at RCS High School, he writes up a student for not showing up in his class. Sounds like a reasonable thing to do, doesn’t it? Well, if you think so, you’d better pull your head out because if it looks normal and it’s RCS it’s probably really bizarre. And so it is. You see, several days before wonder-boy Bob Dorrance writes the kid up, his parents send in a notification that the student will be out for medical reasons; he was to have surgery.

You’d think that the geniuses at the High School would have the sense to communicate (for more on communications at RCS see our article “Zombification“). No way, José! Communicate? So, the student is out on a Thursday and a Friday, in surgery, recovering, and dud Dorrance writes the kid up. Nice going, Bobby “Pinhead” Dorrance!

We’ve received unconfirmed information that “Professor” Bobby “Pinhead” Dorrance is his own hospitality center, too. Seems that the teachers at the RCS high school are very special people, far above having to give a second thought about energy. Just set up your own hospitality corner in your classroom! Coffee anyone? One lump or two? Cream? Isn’t that the way it goes “Professor” Dorrance? Is that coffee pot and hospitality nook still in your classroom, Bob? Real energy conscious. Now where’s that principal, what’s his name, Brian? Brian Bailey? Isn’t he responsible for enforcing policy in the high school?

Look, there is a distict policy that prohibits coffee pots, fridges, hotplates, and the like for personal use on school property. The main enforcers of the policy are supposed to be the head custodian and the principal. Yes, that’s Brian Bailey, isn’t it? HELLO! Principal Bailey, head custodian…look under your noses…waddaya see? Maybe they should be hauled in to explain to the RCS board of education, to the interim superintendent in public session, why this is going on in the high school. Can’t we expect teachers, administrators to be adult enough not to need personal supervision? Are these the people who are supervising the students!?! Is this nutz or wot? Ass-end-backwards is what it is!

This is the same Bob Dorrance who was running the early morning weights room…for a stipend. Yeah, he’d go in early and open up the weights room for the guys but it wasn’t out of dedication or fellowship, it was for a stipend. $ MONEY $ Everyone in the system has to grab as much of the budget as possible. That’s why the highest-rated course at RCS high school is GREED, and the course is taught by real experts. Well, the district wised up when the teachers clique lost their majority and Bobby Boy lost his stipend. Bye-bye stipend. Enter evil Bobby Biatch…teachers get that way when they get caught with their hands in the taxpayers’ cookie jar…we now have a very unhappy “Professor” on the loose and he’s going to test the ice every chance he can, and punish anyone he can. Well, he can try…and he’ll answer for it, too!

And, lest we forget, this is one of the RCS Sports Association geniuses, you know the bunch of Coeymanazis who didn’t have have to answer to anyone. You know, the bunch who were an inch away from tax fraud…did I say an “inch” away? The same ones who finally didn’t come up with any documents but the did come up with an new RCS Sports Association with a new board etc. I guess it was easer to come up with a new association and board than it was to come up with the documents. Right?

And last but not least, we’ve put this guy in a central position as a role model for our young men: “Professor” Bobby Pinhead Dorrance is a [$ paid $] varsity football coach! Just the kind of role model we need for the young men…just the kind of guy we want them to grow up to be. A real hero! NOT! We have published plenty on our fine athletics coaches: abusing players, foul language losing matches, etc., etc. So Dorrance’s having found a cozy niche with the other clique members shouldn’t be a big surprise to anyone–except the parents of the athletes.

  • the RCS school district is allowing the Bottle Blitz Biatches to use RCS school premises for collecting the bottles and cans;
  • the RCS school district is not charging or has not announced charging the Bottle Blitz Biatches for the use of the school facilities;
  • the RCS school district has not demanded that the Bottle Blitz Biatches produce any paperwork or statistics on the bottles and cans collected or even a receipt from the bottle and can processing facility where they say the bottles and cans are being processed;

But even more urgent is the question WHY? does the RCS school district allow the Bottle Blitz Biatches to continue to use the RCS school facilities and then has to chase after the Bottle Blitz Biatches to get them to turn over the proceeds?!?!?

And while all of this is going on, aren’t we paying an attorney to advise the RCS school district about these things? What is he doing? We think its obvious: NOTHING! We need to ask some serious questions about that, too!

And you know that their heads are way beyond rectal  when one Coeymanazi senile biatch is more worried about whether the graphics on this site are violating some obscure  copyright than what’s happening right under her porcine snout, and what’s happening to the children in this district. Silly sow!

RCS Needs To Manage Its Risk

Our Advice to the RCS school district and to the RCS board of education: Don’t accept another penny until you have all  the documentation in hand. When the cat hits the fan, you’ll all be accessories to the Coeymanazis’ crimes! (And for those among you who need to be spoon-fed everything: This also means that the Bottle Blitz Biatches are not allowed to use school facilities, without having submitted the paperwork in full!)

And back to the ongoing saga of the so-called RCS” Sports Association and the RCS cannibal coaches: We haven’t yet heard that the RCS Sports Association has complied with the RCS Central School District’s policy that they submit complete paperwork documenting their organization, their tax status, their tax filings, their non-profit status, etc. If this has happened–and it’s not very likely that it has–why hasn’t it been publicized so that the chapter can finally be closed on the issue?

But the RCS school district is still allowing the “RCS” Sports Association to operate a refreshments concession on school property! What’s going on, people? We know that law enforcement in Coeymans is selective but is the law in  the entire Ravena-Coeymans-Selkirk district selective now? Do we have selective policies and procedures, now? Applies to some but not to others?

Our Advice to all the other organizations who are complying with the law, policies, and procedures and who are getting slapped in the face by the Bottle Blitz Biatches and the Sports Association with their lacky perv athletics coaches: File a Formal Written Complaint against the RCS district and follow up with a nice fat lawsuit to find out what’s going on. It seems that’s the only way things get done in this district!

But we do hope that at the next RCS board of education meeting, the board will finally put its foot down squarely on the necks of those who refuse to comply with the law, policy, and procedure, and enforce a new compliance policy that applies to everyone equally. Vadney, Lukens, Robbins and Sylvester are trying to raise this community out of the pigpen it’s fallen into–you people need to help them instead of throwing yourselves into the swill!

No disclosure, no favors and no access to public facilities. And NO EXCEPTIONS!

RCS Students Refused Bus Transportation Home: We received confirming information about the incidents in which at least two students were refused bus transportation home from the high school. In the one instance the student was refused transportation because he allegedly did not have a bus pass, the transportation personnel were rude to the parent who called to find out about the bus pass requirement, and the mother had to pick up the student at the school. In the second reported incident, a special ed student attempted to get on the wrong bus, was left unaided, became confused, and walk approximately two miles on Rt 9w, to get home. Both instances amount to endangering a minor, indifference to the welfare of a minor, gross negligence, and incur the civil liability, in our opinion, of the RCS school district, especially in the case of the special ed student. We’d like Jennifer Houck, RCS Transportation Director, to stand up before the next RCS board of education meeting and explain why this sort of abuse is happening!

According to our sources:

The bus pass was something used at the highschool about two years ago for the 10th period bus.  Apparently the transportation brainiacs at bus garage wanted to start it back up again for the 10th period bus this year.  Apparently, on Tuesday, September 25, some students were boarding the bus with passes and some were not.  Busdrivers were told to let them on.  When the incident happened on Thursday, September 27, when the student was refused transportation, as we have learned from reliable sources, as the student’s mother was on the phone with Darcy Hunter, a dispatcher at the bus garage, the student’s father was on the phone with the high school main office and the spokesperson at the high school told him that the bus passes hadn’t been implemented yet.  To the best of out knowledge and as confirmed by reliable sources, the bus passes are going to be fully implemented on Monday Oct 1st.  We also have information from reliable sources that the the school transportation people at the RCS bus garage are trying to pull a fast one… We have learned that on Friday September 28, drivers were all (the memo was to ALL employees!) handed a notice dated on Sept 25 stating that “Thank you for your patience with the enrichment runs, please remember that ALL students are required to give you a pass to ride the bus with a legible first and last name on it.  (The schools are supporting us on this)”  We were given this notice on Friday Sept 28th and asked to sign and date that we received it. So apparently, the student was refused transportation for no good reason! The fact that the student is the child of a member of the RCS board of education wouldn’t have been a factor in this new incident of RCS child abuse, would it? We’d like Jennifer Houck, RCS Transportation Director, to stand up before the next RCS board of education meeting and explain why this sort of abuse is happening!

The facts relating to the special ed student having to walk home are much simpler: the bus drivers and aids behaved like idiots, and the school administration fell flat on its face AGAIN, failing in its duty to ensure the safety and wellbeing of the students in their care. We think the parents of the special ed student should file a Formal Written Complaint and make a claim against the RCS District for indifference to the safety and welfare of a child, gross negligence, endangerment of a minor, etc. After all, “It’s for the kids.”

Retaliation Against the Children of An RCS Employee. We reported on the case of the mother who was employed by the RCS school district who made a complaint against one of the RCS athletics coaches for lewd and indecent behavior in the presence of minor players. Well, she made the complaint and as soon as she returned to her workplace, she was fired on the spot. The mother had a spotless employee record but also had some very bad experiences with the RCS athletics coaches mistreatment of her children, as have other parents. Well, not only have the coaches retaliated by refusing to play her sons–they’re great athletes and not playing them certainly doesn’t say much for the coaches’ coaching nor for their morals (Pretty sad when the child knows he isn’t being played because his mother has the guts to stand up to a**holes!  Will this EVER stop?  That’s a question we should all I can ask ourselves!)

But it gets worse, still…

One of this same mother’s boys was injured on September 29, in the game and the mother had to bring him to urgent care after the game, The varsity coach, Gary Vanderzee, took a look at him and called the mother over to tell her he thought it was a “broken blood vessel” and to bring him home and ice it for the weekend and see how he is on Monday.  Initial reports from the urgent care facility are, it’s a ruptured tendon in his bicep and they did x-rays to make sure that when the tendon tore from the bone it didn’t cause a bone fracture or a bone splinter; the doctors’ instructions are to see ortho a.s.a.p. to get an MRI. The diagnosis by the professionals was that he ruptured the tendon in his left bicep.

Coach Vanderzee: “It’s just a broken blood vessel.”

Our question is: Where and when did coach Gary Vanderzee get his medical degree? Vanderzee overstepped his boundaries by making an illegal medical diagnosis which might have resulted in serious consequences for the young man who was injured, had the mother not ignored Vanderzee’s advice to “ice it for the weekend and see how he is on Monday!” (There’s something on Vanderzee we’d like to put on ice!) The arrogance and stupidity of the RCS coaches went over the top on this one, and could have had very serious consequences. Coach Gary Vanderzee, in our opinion, should be summarily disciplined and suspended for making an illegal diagnosis, providing illegal medical advice, and for endangering a minor.

The part that’s really irks the parents now is I that they have YET to get a PHONE CALL from any coach, or anyone at the school that even fakes concern about the kid, or to at least see how their child is doing!  That’s the sum total of concern of the RCS athletics coaches. It would really make good sense for someone at the high school to express some sort of concern, after all, evidence-based studies have shown that in cases of medical malpractice, settlements and money awards were considerably lower when the physician expressed regret at the mistake or showed some compassion with regard to the patient or the family. Being human and having compassion has its rewards, but RCS coaches and administrators missed that point long ago. That’s why they’re classified as Coeymanazis–they have all the care and sense of responsibility for the kids that guards at Auschwitz had for the prisoners!

Perhaps Mr Ron Racey (he’s got some skeletons in his closet, too) would like to address the parents and the RCS board of education at their next meeting on the subject of coach Gary Vanderzee’s medical expertise. There must be a policy and procedure in place at the District Offices that covers student injuries while participating in school athletics programs and events. Maybe we should check that out, too!

Gee! Racey, Vanderzee, Perrine all muster up the testosterone to back up the illegal operations of the RCS Athletic Association; we wonder why they’re so silent on the abuse that’s been reported to have been going on for years in the RCS district. Any explanatins, Ron, Gary? Anyone? Not to worry! It’ll all come out in the depositions 😉

Yet they all claim “Its for the Kids.”

Our advice to the parents: File a formal written complaint against the varsity coaches, Vanderzee, and the school district! Better fix the situation now before they cripple or kill a kid! That will be “for the kids,” too!

Still Outstanding Business

  • Has the RCS School District Received the Paperwork Demanded from the RCS Athletic Association? If not, why are they allowed to do business on school property?
  • Has the RCS School District received any payment from the RCS Bottle Blitz for the use of school premises for collection activities led by Cathy Deluca and Lorraine Misuraca? Or are they an exception to the rules, too?
  • On what authority and in compliance with which policy did Albany Boys Academy operate a concession stand on RCS high school property, and what portion of their profits were turned over to RCS?
  • Has anyone received a response from outgoing Superintendent Elizabeth “Do Nothing” Smith regarding the requests for the number of students from the town of New Baltimore attending RCS schools (must be a dozen times this has been requested!)?

Elizabeth “Betsy” R. Smith a.k.a. Superintendent Double-Talk

Mr James Latter Recently Informed the Community that The Superintendent of Schools ‘Does Not have to Answer Residents’ Questions.’

Well, Mr Latter, Although You Were Out of Order and Very Wrong to Have Written that, You’ll Be Pleased to Know that RCS Central School District Superintendent Elizabeth R. Smith Doesn’t Answer Residents’ Questions.

She Just Double-talks Them to Oblivion!

Well, That’s Being Too Fair, Actually, She’s Apparently Dyslexic … We’ve already Established That She’s Illiterate (see our article,  The RCS District RFP Is an Embarassment and a Sham!) but We Now Think She Has a Much More Serious Problem: Indifference!

But she did little when she was in the job, now she’s given her notice–after she’s padded her retirement checks with the $140,000 salary she’s ending with–and so she can wait it out another month or two, she’s a shorttimer now. She’ll leave the mess for the next crook who gets hired to the position.

We covered the illicit, delinquent, and illegal conduct of the RCS athletics coaches when they asked students to sell raffle tickets on behalf of the RCS Sports Association (see our article, Raffle, Anyone?). It was clear in that article that there was serious misconduct going on right under Brian Bailey’s and Elizabeth Smith’s noses!  We also published Superintendent Smith’s idiotic response (rather, refusal to respond) to that situation, as well in our article, No Response From District Office, Ms. Smith. It gets worse, still, because when we published our article on our suspicion of illegal money transactions at the National Bank of Coxsackie by the RCS Sports Association, there was still no action taken (see our article More Money Questions…Who’s Cashing the Checks?)

No Answers, Betsy?

So, even after all of that scandalous misconduct, we are still asking why the RCS district offices, the Superintendent, especially, and the Board of Education, too, have not addressed these concerns and put their foot down squarely on the culprits’ necks?!? We’re still asking WHO? is the RCS Sports Association, WHAT? are they doing having the coaches hand out raffle tickets to students to sell, and HOW MUCH? the RCS Bottle Blitz is paying to use school facilities!

We recently obtained a copy of a letter request addressed to Superintendent Elizabeth “Betsy” R. Smith, dated September 11, 2012 and received at the District Offices on September 12, 2012, in which a concerned resident requests information regarding the action taken against the RCS athletics coaches who writes:


“Could you please advise me of the action taken with the coaches that told the students to sell raffle tickets? It is my understanding that this is illegal and the students again were placed in a situtation that gave them no recourse except to do what they were told for fear of reprisal. Also, who is collecting this money, and who and what will these funds be used for? Many community members are very concerned that inappropriate behavior on the part of our teachers/coaches continues and feel it is essential that administration take immediate, legal action against any and all staff who continue to disregard policy and law further damaging the welfare of the students as well as this district’s reputation.

The letter is very clear in that the writer asks specific questions:

  1. What is the action taken with the coaches who unlawfully told students to sell raffle tickets?
  2. Who is collecting the money?
  3. For whom and for what will the funds be used?
  4. The question is also asked impliedly “What action the administration is going to take against any and all staff who disregard policy and law, endangering students and damaging the district’s reputation?”

The questions are pretty clear, aren’t they? You’d expect the Superintendent of schools to be able to read and understand such simple language, wouldn’t you? After all, it’s clear English, and it’s really quite clear and plainly stated, isn’t it?

But the question is nagging: Why doesn’t Superintendent Smith simply answer the questions? She simply refuses to answer our questions or those posed by residents! Why is that, we wonder!?! So, here’s your Superintendent of Schools, Ms Elizabeth “Betsy” R. Smith‘s “answer” to the resident’s written questions:


Thank you for your letter, which I opened today.  [Name Redacted] delivered it to me after our Building, Grounds and Transportation meeting yesterday.   All RCS coaches of fall sports were notified of the law restricting raffle ticket sales to adults 18 and over. 

“Community Organizations and Parent-Teacher Organizations may conduct fund raisers and raffles.  Those organizations can be contacted for information about their fund raisers.

Am I missing something, or what? “Thank you…[Name Redacted] delivered the letter…All RCS coaches…were notified of the law restricting raffle ticket sales to adults 18 and over.” What about the coaches distributing the tickets to students and telling them to sell them? Did you miss that Betsy? Didn’t you understand the question, Betsy? Need your eyes examined, Betsy?

Wot Duhn’t U Understand, Ms Smith?

“Community Organizations and Parent-Teacher Organizations may conduct fund raisers and raffles.” Duh! So what, Betsy? Who cares?
Those organizations can be contacted for information about their fund raisers.” What in hell are you blathering about, Betsy? Have you lost your mind? Who cares? Answer the damned questions, why don’t you?!?

So parents, residents, community members, on September 18, 2012, at the very next board of education meeting, we urge you to press Ms Smith for a more detailed, responsive answer to these questions we’ve raised in our article about the raffle ticket sales (see Raffle, Anyone?), Smith’s command of the English language, and the progress made in getting the required documentation from the RCS Sports Association that verifies their legality.

Who’s Cleaning Up the Money?

We will also be interested in parents, residents, taxpayers, and community members pressing Ms Smith and the Board of Education to know how much the RCS Bottle Blitz was charged for the use of the high school cafeteria on September 14th. As an outside program not affiliated with the RCS school district and not a registered organization of any kind, the RCS Bottle Blitz would be subject to hourly charges for the use of the school property, just like the community sports clubs are being charged. We need to know, How much? Who’s paying for opening and closing the building, the insurance, the utilities, the clean-up, etc.?

So, Superintendent Smith, we have just one last question for you: If YOU, the Superintendent of Schools for this RCS central school district, can’t read and comprehend simple English in a short letter asking very clear and concise questions for the purpose of answering them just as plainly and concisely, how do you intend to convince parents, taxpayers of this district that they are getting what they think they’re paying for.

Also, will you please now answer the questions the resident asked in the above letter. Thank you!
