$46 Million Dollar School Budget Passed – One Backwoods School District

Voters a.k.a. “residents” approved a local RCS Central School District school budget of almost $46 million dollars. That’s more than the total budgets of several surrounding townships combined! Voters a.k.a. “residents” who passed the budget are largely non-property owners but the property owners foot the bill. What’s more, local government has caved to demands that local corporations get their tax breaks and reduced assessments. Again, local tax burden falls on the shoulders of local property owners. The local area is falling apart and so is the quality of education because we’re educating those who don’t have an appreciation for education and who likely don’t even use it later; they just don’t come from a background that encourages working or learning. So why do we keep spending and spending and spending? We don’t make the necessary adjustments, we just tax more and spend more. Why is that?

You’re still doing it! So we’re here to tell you how…

$45,829,423 budget for the 2017-18 school year!?! That’s more than local town budgets combined! And you wonder why your roads suck? You wonder why your drinking water is toxic and brown? You wonder why crime is rampant and the police do little or nothing to bring in the criminals? You wonder why you can’t make ends meet? But don’t you wonder why your kids act like brain dead morons? Why they can’t read? Why they can’t spell? Why they can’t hold a discussion?

Has anyone ever asked the students — the one’s with the lights on and someone home in their heads — what they think of their education, of their teachers? Times Union, News Herald, Daily News, W10, W13? Has any of the media given a thought to ask students about what they think of their education? Well, it would have to be cleverly done — and that rules out Times Union, News Herald, Johnson Newspaper Group, Daily News, W10 and W13, practically all Capital District media — and it would ideally include past graduates, who would be more likely to be truthful and say where RCS education got them. Current students would be fearful of teacher or student retaliation if they were to be interviewed and identified. That’s the way it has been and continues to be in the RCS Central School District, and is very likely the same situation throughout this third-world, backwoods hole in the earth. (Great place for woodchucks, though.)

We did an informal survey and found that several past graduates agreed that “one in fifteen teachers was any good and cared for students.” Others simply hated RCS and refused to participate even in 10 year class reunions. One RCS teacher with 23 years teaching said that he couldn’t wait to retire, “They have millions for astroturf but no money for books for my AP students! I’m history as soon as I can retire.” A history of pitiful graduation rates, low student and teacher morale, and spending seem to characterize local schools, especially spendthrift RCS.

Why don’t we ask the one’s who know?

If past history is anything to judge by, we have a pattern of fewer property owners (those who pay) and a growing number of social service recipients, senior citizens (those who can’t afford to leave), and transients (those who don’t pay), as well as a decline in taxable businesses, and an increase in pandering to local large corporations (who get “corporate welfare”) who want and get tax breaks but don’t create jobs and don’t contribute to tax revenues. So the misinformation provided by propaganda machines like the Times Union, News Herald, and other local media, flash such titles as “School budgets sail to approval”(Times Union, May 19, 2016) reporting also that “districts were mostly able to avoid huge tax hikes in their 2016-17 budgets thanks to a large increase in state aid.” Really? If that’s last year’s situation, why the increase this year?

The previous year, the Times Union article, “Voters Happy With Budgets” (May 19, 2015) reports that “Voter turnout was typically slim with many school board candidates running unopposed. Albany saw 72 percent of voters who showed up to vote offer support for the school budget. In 2015 Albany passed a $234 million budget that carried no tax increase. Schenectady passed a $177 million budget that will actually decrease the tax levy 0.21 percent. The report goes on to say that “on average, Capital Region schools are prepared to spend and tax more than other districts around the state. Spending is poised to rise 2.87 percent at schools across the region next year (compared to 2.1 percent statewide), while tax levies will increase an average of 0.95 percent (compared to 0.7 percent statewide). That was 2015.

The pattern continues in RCS. 2017-18 budget passed by voters Residents of Ravena-Coeymans-Selkirk took to the polls Tuesday, May 16, approving a $45.8 million budget for the 2017-18 school year, as well as the bus purchase proposition and community library vote. Voter turnout was typically slim (less than 1000 voters, down from previous years) with school board candidates running unopposed.

The local school district got approval to purchase school buses for the year ahead and create additional teaching positions. New technology purchases, like Chromebooks and iPads, were also high on the budgets, as well as a bigger investment in professional development for teachers. More technology, less learning, more cyberkids and sheeple. What a plan for Big Brother!

Local politicians, including the RCS School Board, are like maggots eating us alive.

Corporate Welfare. Lowered assessment for Selkirk Cogen to affect RCS homeowners (May 5, 2017). The RCS Central School District website reports: “One noticeable difference for taxpayers will be increased tax rates for the 2017-18 year, due to a lowered tax assessment for local business Selkirk Cogen. The district does not control home or business assessments, however, taxes collected from those [private] assessments act as revenue for the district.” This is purest propaganda. These businesses come to this area, destroy our historically beautiful landscapes, poison our air and our water, demand tax breaks at the expense of property owners and small business, drive out local residents and businesses, shift the tax burden to local property owners. They promise prosperity and jobs, which our local hillbilly elected officials gobble up like hungry hogs, and don’t deliver. In fact, the trend is to automate operations, leaving the really dirty jobs to low-paid black-collar workers. Now that’s a real vision for the future. Our economic geniuses hard at work for the corporations, while burying us!

According to a RCS school board member : “As a district, we have no control over assessments,” school board member James Latter said. “it’s unfortunate the reduced assessment has an effect on our resident taxpayers, we are thankful for businesses like Selkirk Cogen. It’s businesses like these that often pay large sums of school taxes, taking some of the burden off our residents.” Contradiction here, Mr Latter? Read that quote again! He’s double-talking. And that’s the kind of dumbass RCS voters put on the school board! 

That kind of pass-the-buck double talk is characteristic of weasel Jim Latter, who is an employee of a Saudi-owned corporation in Feura Bush, so we know where his loyalties lie. He’s not going to be honest and tell it like it is: He’s going to spend, spend, spend and then blame the tax hikes on the local town administrations! Of course he’s thankful to Cogen and to his Saudi keepers, they sign his checks.  But it’s his talking out of both sides of his mouth that irks us most. You see, they preach austerity and fiscal responsibility but they don’t practice what they preach.

We’d like to know where the money came from for the sports field refreshment stand that is not used for 6-8 months of the year? The RCS Sports Association was to have paid for it but they couldn’t raise the money. Anybody hear where the rest of the money came from? Anyone care to guess? We all know. But the question is still: If we have so many youth sports associations and groups in the area, why does the school district have to have million dollar playing fields. Is the RCS community that rich? We know it’s falling apart and dirty. We know that our elected swine are handing our community to killer trucks, heavy truck traffic, dust devils, and our roads are tuning into mini-Grand Canyons. We know our students are coming out of RCS schools stupid. We know that there’s money for jocks but no money for books and brain programs. We know the teachers are getting paid very well, get incredible benefits and get paid professional enhancements. We know that 75-80% of the budget goes to salaries and benefits. What else do you know but won’t admit?

I was working out at the Glenmont Planet Fitness when a group of about 4-6 boys gathered around one of the equipment. One was on the phone and talking to “his brother”. When he had finished he asked the others whether they knew anyone who would “buy” for them. As the conversation went on it became clear that they needed alcohol for a group or a party that was going to happen in connection with the prom. They brainstormed for a little and made some calls, and then, apparently the problem was solved. Someone, one of the boys brothers, would make the purchase. These guys were obviously still in school at RCS and planning a party after the senior prom. They needed booze and found it. I wanted to give them a good talking to but the way they were acting, it would only have caused a scene and embarassed me. They were too ignorant to care, and their language didn’t make me think they had any brains.

I thought about one of the blogs recent articles about the accident on 144 when Logan Penzabene was creamed and his buddy seriously injured. I remember the quotes from local law enforcement, and then there’s Cuomo’s campaign. I lthought how right you were in that article. Then I saw this one and everything got clear. It’s all smoke and mirrors around here.

Not two weeks after a fatal accident and these knuckleheads are looking for alcohol. What? Isn’t the prom enough? I guess they’re so insecure they have to drink. So where are the parents? Do these kids still have parents? Do they know it? What’s up with all this law enforcement effort to curb these teen morons and their childish behavior? Where’s the school district and the teachers on this one? Where’s Cuomo’s campaign. They’re at Planet Fitness arranging for a booze delivery! I couldn’t believe my ears!


Well, there you have it, “Not two weeks after a fatal accident and these knuckleheads are looking for alcohol. ” Maybe the RCS school district can get a discount on the grief counseling they provide after the fact. Is that in the budget? Plenty of money to spend but none to spend wisely.

Less than 1 in 5 persons in Coeymans eligible to vote actually voted in the budget vote! And they weren’t property owners voting for a tax increase, we know that for sure!

Coeymans has a population of about 7500 persons with 13% over 65 years of age. In 2010 there were approximately 3000 housing units in Coeymans, of which 70% were owner occupied (the tax base). 91% of residents 25 years old or older are high-school graduates but only 1 in 5 has a bachelor’s degree (they graduated high school but either couldn’t get into a 4-year college or didn’t try)! Of those employed, they travel an average of 26 minutes to work (Obviously they don’t work locally. Where would they work?) Half of the population earns less than $55,500 a year, and there’s a 10% poverty rate. About one quarter of Coeymans residents is under 18 years of age; 13% are over 65 years old. OK. Let’s do some old-fashioned math: 25% of Coeymans are under 18 so they can’t vote. That leaves 75% of Coeymans residents who can vote, or 5,675 eligible voters. Let’s say, just for argument’s sake, that only 5000 are legally registered and can actually vote. The numbers for the budget vote show only about 900 total votes were cast on May 16, 2017. that means that less than 1 in 5 eligible voters actually voted (This is probably less, considering that parts of New Baltimore in Greene County could participate in the voting!). This is even more alarming because if we can believe the US census data, 70% of the some 3000 housing units in the town of Coeymans are owner occupied, meaning that they are property owners and foot the tax bill. That’s about 2,100 voters, at least, who should have showed up to vote on the budget! How many property owners do you know who would vote for a tax increase? So you can guess who the majority of the about 600 votes were, who voted for the budget and the tax increase, can’t you? Piss poor performance in our opinion! Are you proud of yourselves, Coeymanites.

“The impact of the reduced assessment will be reflected in September 2017 tax bills when residents will likely see an estimated tax rate increase between 4.5 and 6.5 percent (based on 2016 tax assessment figures), depending on town of residency.

The RCS Graduate:
Can’t draw, can’t spell, can’t count, can’t write,, can’t drive.
Can drink, can fornicate, can finger-fondle any electronic device.
Can get a social services check.

Local Corporations Get Tax Breaks; Property Owners Get a Tax Increase; Teachers Get Increases in Perks and Benefits; Students look forward to a lousy education; We all Get Shoddy Government by Incompetent Ego-maniacs; Our Roads Get Worse (Our idiot highway departments fill in potholes with sand today, pothole’s back tomorrow). The budget calls for an increase in total spending of 2.6 percent from the 2016-17 school year and a tax levy increase of 1.25 percent, which equals the district’s limit based on the state’s tax levy cap calculation. Translation: for a home valued at $150,000 with no STAR exemption this would lead to a projected tax increase of $195 for Bethlehem residents, $116 for Coeymans residents, $117 for New Scotland residents, and $153 for New Baltimore residents. Here’s what you get for your tax increaase:

  • Local Corporations Get Tax Breaks
  • Tax burden shifts to property owners and small businesses
  • Property Owners Get a Tax Increase
  • Teachers Get Increases in Perks and Benefits
  • Students look forward to a lousy education
  • We all Get Shoddy Government by Incompetent Ego-maniacs
  • Our Roads Get Worse (Our idiot highway departments fill in potholes with sand today, pothole’s back tomorrow)
  • You get less in the package for more in the manufacturer’s pocket (Do you ever read the labels of your coffee containers?)
  • Welfare recipients get their cell phones, transportation, manicures, healthcare for free (Are you going to work today? Second job? Third job?)

Voters turned out in very low numbers, again. Even more alarming is that — even with the low turnout– there seems to be a bizarre pattern in the voting this year (similar to past years) With with the budget receiving 538 in favor and 294, the bus proposition 537 yes and 289 no; The RCS Community Library budget showed the same pattern of 593 in favor and 297. (RCS Central School District webpage, 2017-18 budget passed by voters, last accessed on May 17, 2017). Even more bizarre is that several of the local news reports repeat each other’s stories almost word for word!

The only good news coming out of this year’s budget vote was that the RCS Community Library vote passed with 593 in favor and 297 opposed. Residents also re-elected two candidates to the library board of trustees. Bravo! RCS Community Library! 

The only ones with half a brain appear to be the baby-boomers and they’re quickly disappearing from the area, leaving outright, or just dying. It appears anyone born after 1980 is a product of the materialist consumerism that haunts us today. Those born in and after the 1990’s are a total loss to their anxieties and greed. After 2000, they are either chemical or electronic addicts; orphans, really, and unable to articulate a sentence or even make change at the counter, even when the amount of change is displayed on a screen.

The RCS Chalkboard: The Board of Education’s Documentation of Stupidity

But then we received the January 2015 RCS Chalkboard and it became crystal clear how bad it can really get. It’s getting really, really bad!

First of all, we’ve warned in the past of the misplaced loyalties and the disconnection of the Ravena Coeymans Selkirk board of education from the real people, the real taxpayers, the real needs, the real issues in this community. Back when a small fraction of local voters put the current board of education in office, we correctly noted that the new board was made up of a bunch of insiders, special-interest elitists, most of whom are married to or are close relatives of Guess what? Yes! Teachers.

But back then we had mummy mayor John T. Bruno in office with Nancy Warner and Cathy Deluca unlawfully or at best misdirecting taxpayer money right and left — now we have monkey-mayor Bill “Moose” Misuraca and Nancy Warner supported by four dildos — Nancy Warner and Cathy Deluca still have their hands in your pocket but monkey-mayor “Moose” Misuraca doesn’t seem to have the moose-balls to make any changes in favor of Ravena residents and taxpayers, he hasn’t made any changes but has simply moved in with Warner and Deluca — and Yes! When the current RCS board of education was voted in, there was some serious voting and poll irregularities as usual — but no one seemed to care much, as usual you all had your heads in the sand and your thumbs up your butts —, and back then we still were dealing with the likes of Gerald “Dirty-Hands” Jerry Deluca and Gregory “Deluca’s Dumplin'” Darlington at the Coeymans police department with their bunch of mobsters. But then Deluca and Darlington cashed in their chips and made off with their pockets full of your tax money while the town of Coeymans board sat stupidly telling you they were all of a sudden short of money. Why was that, we wonder? (For the answers just read past articles in this blog!) But that was then….AND NOTHING’S CHANGED!!!!!

It’s Got to be a Joke!

If you don’t have a copy of the January 2015 RCS Chalkboard you really need to get a copy and see for yourself.

First of all, you will read that the RCS Chalkboard announces that the Ravena-Coeymans-Selkirk Central School District is “Developing Tomorrow’s Leaders Today.” That’s a very frightening thought when you actually read the rag. Here’s why:

The so-called RCS mission statement (in the left margin of the title page) reads: “The Ravena-Coeymans-Selkirk Central School District strives to be an exemplary learning community whose graduates are well-prepared to excel in a complex, interconnected and changing world.” Nice bit of fiction there and maybe Stephen King can use it in one of his crazy horror novels but those of us living here and watching, listening to, and talking to the products of that school district know better. The real mission statement should read: “Raping and pillaging the taxpayers of the RCS community and feeding them lies and deception while irresponsibly spending, spending, spending, and dumbing down the curriculum to artificially increase graduation rates. Your tax dollars working for the New York State United Teachers union and our egos!”

Here you have an eight-member board under the chairmanship of James Latter who is known to be employed by a Saudi Arabian enemy of the environment, to have unethical connections with various questionable organizations, and who is known to have violated the law and student and family confidentiality. But district voters re-elected him! We then have the sockpuppet Patrick Brown, a hippy attorney, wife…excuse us, husband of Matt Miller…Oops! We meant husband of Mary Partridge-Brown, the personal lap dancer to RCS teachers union representative, Matthew J. “Matt-the-Mutt” Miller, who is known to have been involved with some very shady activities in the past, including double-dipping and making off with school district money to the tune of more than $10,000 a year for several years, in addition to a reduced teaching load to allow him to do union business on RCS time, while receiving a full teacher salary plus complete benefits and incentives. Why is he still there? Your school board at work — in their own interests. We then have Alice Whalen, a former teacher, who has already announced during her term on the RCS board of education that she (Whalen) will be moving out of the RCS area to Guilderland…while she’s still spending RCS school district money and taking her personal stash with her to Guilderland!!! Nice going RCS!

Howard “Bray” Engel, a teacher married to a teacher, and who teaches outside of the district. Need we say more about Engel?

William “Bill”  McFerret…Sorry, that’s defaming the furry little animal that’s a member of the weasel family…McFerran is no less a weasel, though. He’s got an interesting history, too, if anyone has followed the developments over the past 2-3 years in the local RCS athletic organizations’ history. Not very savory.

The remaining three useless widgets, Tina Furst-Hotaling, Michael Jones, and Jason Hyslop have their issues but we’ve made our point.

As for Mr Alan R. McCartney, who came to the district with much experience and even more baggage, he’s gotten comfortable and cozy, knowing how to change his colors as the board composition changes. After all, he doesn’t want to jeopardize his enormous take-home by rocking the boat. There’s money to be had and he’s collecting all he can while making nice-nice with his keepers.

We want to mention also that the RCS Chalkboard has two editors, Robert Hanlon and Sabre Sarnataro. Why is that important, you might ask?

shooting-yourself-in-the-footWell, we just barely emerged from a national economic depression. The job market and the econony have not yet even approached recovery. The infrastructures of the communities (Ravena, Coeymans, Selkirk, parts of New Baltimore) are falling apart and in shambles. Since the last census the town of Coeymans has lost about one-third of its population. Businesses, and jobs, are practically non-exist ant in the district.

One of the first things this present RCS board of education did was to take its business — rather the RCS school district’s business — behind closed doors, effectively eliminating the public — that is, the taxpaying community, YOU — from their back-room operations. The number of empty properties, distressed properties, properties slated for demolition, and the number of “For Sale” signs popping up all over the district is very, very bad news for an already stressed out region. We’re told we have to tighten our belts (Nancy Warner, member of the Ravena village council to the town of Coeymans board) while the mayor of Ravena and his brainless sockpuppets allow  the Ravena Health and Fitness Center to hemorrhage more than $6,000 a month of taxpayer dollars while paying its incompetent “director”, Cathy Deluca, more than $30,000 a year plus full benefits to “direct” the village into bankruptcy under current mayor William “Moose” Misuraca, and the town of Coeymans is in an uproar over budget shortfalls and where to find the money to cover them. But the RCS board of education is out there upgrading the RCS high-school football field — but if you’re a graduate of RCS schools over the past 20 years, you probably have nothing but oatmeal for brains, and you’ll swallow every word of the bullshit that appears in the RCS Chalkboard justifying that expenditure while calling it “responsible” spending. Naturally, that bit of propaganda bullshit is on the back page of the RCS Chalkboard.

The front page of the RCS chalkboard is worthy of Stephen King (who may well have written it, except for the mistakes). The front page is dedicated to a plan to “Help RCS Plan for Tomorrow.” How does the present irresponsible RCS BoE want you to do that? Simple: They want you to vote in support of an additional $50 MILLION WORTH OF SUGGESTED NEEDS! Well, the good news is that on the last page of the confusing and double-talking explanation that takes up no less than 8 full pages, they are asking for only about $30,000,000 (that’s thirty million dollars) in addition to the usual budget of more than $40,000,000 (that’s forty million dollars). To give you an idea of how much $40,000,000 is to run the schools under the present administration, that $40 million is more money than the combined budgets of the towns of Coeymans and New Baltimore, the village of Ravena, and the district of Selkirk combined. Go figure! And now they want RCS taxpayers to cough up another $30,000,000 for a capital project while they continue spending to “upgrade” sports facilities, while they consider cutting arts and language programs because there’s no money.

But the real clincher comes when all is said and done, and you will recall that we have an 8-member board, an interim superintendent and two — Yes! Two! — editors putting together, checking the content, and finally approving the expenditure of the RCS Chalkboard, which is allegedly intended to provide RCS Central School District residents and taxpayers with true, accurate, and timely information on what’s going on in the district, but on page one, the title page, of the RCS Chalkboard, in a textbox highlighted for emphasis, we read:

grim reaperNow we have a problem with the $100,00 RCS home part (are we supposed to read this to be a ONE HUNDRED DOLLAR RCS HOME?) . Either property values have really plummeted over the holiday season and we’re worse off than we expected or the RCS Central School District’s figures are way off target or the 8-member board, the superintendent and the 2 editors didn’t care enough to read what they published and correct any errors. So what does that say about the rest of the bullshit in the January 2015 RCS Chalkboard? Is it accurate? Is it truthful? Is it reliable? Is it worth the paper it’s printed on? By the way, how much does the district spend on printing the RCS Chalkboard? Do taxpayers have to pay for it even if it’s inaccurate, untruthful, unreliable, full of misleading errors? Why don’t you go to a meeting and ask Mr Latter, Mr McCartney or one of the two editors. Better yet, why not ask RCS teachers why their board’s figures and grammar reflect the quality of education your children are receiving and that’s being paid for by taxpayers — or what’s left of us — many of whom have no children!?!

Have any of our readers followed the story on the tax exemptions for veterans proposed by Andrew Cuomo? He’s playing a Pontius Pilate game of “I’m giving you a choice but someone’s gotta die — and I’m not getting involved.” game with us. Here’s the bottom line: Either you piss down veterans’ legs and say pay taxes like the rest of us — in other words, we’re going to treat you like the federal government does — and risk being called ungrateful OR we can give veterans a tax break and take on a greater burden ourselves (even those of you who are veterans but don’t qualify for the exemption). Now that’s a genuine, authentic Cuomo-the-homo type choice; in fact, it’s the type of choice we’re constantly being asked to make by our local RCS CSD school board and local governments. Any thoughts on this sleezy proposition? (It’s the Cuomo equivalent slogan, “It’s for the vets!”, comparable to the RCS board of educations tired propaganda slogan, “It’s for the kids!”).

The latest embarrassing scandal that affects the duping of the American public and their sense of national guilt has recently surfaced when the crooks at Wounded Warriors got exposed. Here’s the bottom line in brief: According to Guidestar, a group that investigates charities, the Wounded Warrior Project might as well be run by the Mafia. In 2012, the WWP received an astronomical $154,958,901, with a measly $4,857,084 going out in grants to veterans’ organizations and $671,194 to individuals. That means that the group only used 3.5% of the money it received for the purpose intended.

In the meantime, the Officers, Directors and Trustees hauled in $15,415,666 million, with Employee Benefits ($2,226,457), Office Expenses ($12,451,303), Travel ($4,086,509), Promotional Items ($4,055,567) and something called Outside Services ($20,915,404) accounting for roughly 50% of what’s listed as “Overhead Expenses.”

We’ll also be publishing facts and figures on why the Town of New Baltimore has to leave the RCS CSD and join the Coxsackie school system. Mr Polyak: I enjoy comments feedback and other points of view because the best solutions come to light from those discussions. One comment suggested that was I‘m “confused:” one, however. Well that’s an understatement if there ever was one! Every time I read the Village of Ravena’s 2014 – 15 budget I get more and more confused.

In Part One of my budget analysis I addressed only telephone expenses as an example of the waste and incompetence exhibited in the Ravena village budget. In that discussion I put out some questions regarding several other confusing budget line items. In order to understand those expenses you would have to see the actual bill voucher or receipt. Like the Village of Ravena is going to let you see that? Good luck!

In Part Two, I broke it all down and put some names on the numbers, while discussing just the facts as printed black–and–white in the Village of Ravena budget. Noting things like postage and gas (fuel) line Items. I also noted that the Water and Sewer funds are by law separate taxation entities (your water bill is “a tax”, and your sewer bill is “a tax”. Those monies are to be used only on sewer or water expenses, that is, the cost to bring us water and take away our sewerage. Water and sewer assessments are NOT part of our general Village of Ravena taxes or Town of Coeymans taxes.

budget-cuts animI also looked at the discrepancies in billing practices to the residents of both communities the amounts billed should be equal—but are far, far from equal, fair or even legal! We all should pay the same rates for water and the same rates for sewer in both the town and village. And rates should be consistent  in different categories such as, an industrial user or residential user etc. based on the actual cost to bring them water and sewer services. Right? Not in Ravena-Coeymans, not in the Twilight Zone!

It’s really great to see and hear so many folk’s comments on items of the VoR budget, it’s a welcomed refreshment compared to the groans and moans of the past. We need discussion and thinking like that! What is your solution to the many confusing discrepancies in the Village of Ravena budget? As I pointed out in Part 1 and in more detail in Part 2 no one questioned the gross (and unexplained, probably illegal) $36,400 in “unclassified” expenses, or “outside services” to the tune of about $50,000. Or what about the “CHIPS acct” where we have $62,000, in revenue. Wouldn’t you question an “unclassified” amount on your cable television or your power bill even if it was a couple of dollars? Why let tens of thousands in “unclassified” spending get swept under the carpet? It’s your money, people!

Here’s one for ya: In the “CHIPS” expense acct (and if you don’t know yet what the CHIPS account is, maybe you should ask!) we have spent only $40,000 (it’s also for road repair). Where did the other $22,000 go? Why didn’t the commenters point that little nugget out to us? Not a peep but Yeah! Henry and Fritz have to respond to emergencies. Too bad! But really, Where’s the $22 grand? We want to know!

As soon as I attached a name to the village foreman’s job figures in the budget I felt I was in the middle of the Salem witch trials. But that’s OK because as an auditor I know ways to find out if they were “working hard or hardly working”: an auditor demands the records on the spot. (Wonder how the auditors from the Office of the New York State Comptroller missed all of this? Or did they?). We also ask for the names of all personnel employed by the Village of Ravena department in which Fritz/Henry “work” as well as their time/effort allocations (F/T, P/T, number of hours worked per week, on-call, etc.). We’d like to see copies of job descriptions for all personnel employed by the VoR department in which Fritz/Henry “work”. We’d then like to see copies of the call logs, emergency response logs, snow emergency dispatch logs or any written records or documents showing the dates and times of emergency response for water/sewerage emergencies, snow removal emergencies, storm emergencies to which the VoR (department where Fritz/Henry are employed) responded in the period of June 1, 2013 to May 31, 2014. After all, wouldn’t you expect records like that to be available, even if only for insurance purposes? Where do you think ex–mayor John T. Bruno or hatchet-woman Nancy Warner or ex-mayor Bruno’s pet toad, hot–shot dithering Bill Bailey keep those records? Guess again!

It’s those kind of records that are normally and routinely kept by legit and honest departments that tell the real story of whether they are working hard or hardly working, or even if they show up for work! These are questions and records that any auditor worth his salt could and would demand before jumping to any conclusions. (And on – the – spot impose fines of up to $25,000 for every “What do you mean you don’t have a mandated public record for inspection?) Tell it to the hearing judge, the auditor could say.

 

In the budget all departments should be sub-totaled so department heads can defend their requests for funding for the upcoming year, and taxpayers can clearly seen what’s being requested and for what. As for combining some department jobs, expenditures, allocations, personnel in another department or rolling personnel over into another department without adequate justification is just asking to get beat up by an auditor!
I didn’t even discuss the question of sales tax revenue and the corruption that has been going down over the years. Ravena is expected to receive $625,000.00 (↓↓↓ from a previous $640,000.00) so when I read or hear some fool say that we will punish local business with his checkbook, I see the loss of sales-tax revenues. Chew on this, why don’t ya: We in the village lost a few $100,000.00 in sales tax revenues over the years that Ravena – Coeymans has been hemorrhaging small businesses. And, friends and neighbors, that’s money that the Village and Town have to make up via our general taxes going up. The point is that it pays to spend our money locally; provided we can attract and keep businesses. And I mean businesses who don’t come to Ravena – Coeymans for a tax holiday or a kick – back, and who don’t destroy our town and village character, poison our air, hide our river, destroy our streets. You all know what I’m talking about. If you don’t, just open your tired eyes.

Because of the many potential lawsuits brought about by the village’s and town’s mismanagement, and outright illegal activities resulting in claims, the Village of Ravena has had to roughly doubled its insurance coverages: it went from 50,000 to 100,000. Illegal activities, fines, misconduct and complaints that can result in millions in settlements or judgments have to be covered. It wouldn’t surprise me that due to all the pending law suits from some form of violation of civil and constitutional righrts, discrimination, the gazebo incidents, and the Ravena Health and Fitness Center employee misconduct (Cathy Deluca got the village slammed with at least two Notices of Claims that are likely to turn into lawsuits very soon. Those will demand several millions in compensation to the complainant! The Town of Coeymans, too, has dozens of pending lawsuits because of the misconduct of the Coeymans police alone!) etc. Then there are the criminal charges in the complaints against village and town officials for such things as obstruction of justice and falsely reporting an incident (Cathy Deluca). Between the town and village, there are roughly two dozen pending law suits (This is public record; go look it up! Ask the village clerk or the town clerk for the information!).

So we taxpayers don’t even know how much the lawsuits will cost us, and we have to pay for it all in the long run. It’s like “Islip” garbage barge; it ended up costing the property owners 20 million! It’s like your property taxes going up from $1,000 to $ 5,000 to cover the cost. Juries don’t care who you think you are; they award tens of millions for discrimination every day without giving it a second thought! After all, your elected officials should know better. Shouldn’t the?

Now let me bring you full circle back to the VoR budget. To be fair, the new mayor of Ravena William “Moose” Misuraca, took office (No sympathy! He begged for the opportunity to run for mayor! Now deal with it!) and now has a mountain of rotting old garbage on his desk to deal with. (Thanks to ex–mayor John Bruno and his other losers, Marty Case (defeated), Rocco Persico (lost), Nancy Warner (to be defeated) and Bill Bailey (already lost but doesn’t know it)) When Misuraca comes up for air, he’ll have to find his own way around.

One of the reasons I’m so confused (and you can’t make this crap up) is that just last Friday 5/2/14 I called the village clerk to get a certified copy of few documents, the deputy clerk said OK, and then made a comment about the Smalbany blog, “Common Cents”, Part 1 and Part 2. She went on to say, “… but Laszlo you’re not sure we do the billing for the water etc. as stated in the blog. A few seconds later, she called me back and refused to provide the certified documents! I asked Why? The deputy village clerk told me that Bill Bailey—You remember him. He’s the dithering boob who pissed himself every time ex – mayor Bruno asked him a question. The one on the village council who stutters and mumbles a lot.—said not to certify them !. OK, I then told them put that in writing. I get off the phone and I’m beyond confused because in Part 2 I spell out the job mandates of any village clerk and one of them is “to certify“ records to be true copies etc.—as mandated by law, so with my head spinning, I’m thinking Bill Bailey instructs the village clerk to commit a crime? And where does Bill Bailey get the authority to tell the village clerk to do or not to do anything, anyway? That’s simply not his job! But now think about this: Nancy Warner, a key conspirator in the old Bruno regime, was the clerk for over 25 years and she’s now overseeing the village office. If something needs to disappear, Nancy Warner knows what it is and can make it disappear. Next election watch Nancy Warner disappear! Like I said you can’t make this stuff up. But the real question is this: When will Misuraca and his majority get the balls to take charge and start making things happen…LEGALLY. Does anyone in the village have or know their job descriptions? Do they ever think of what questions a federal judge or a prosecutor is going to ask them before the judge determines how much of their 401k, their pensions, and their social security will go to pay punitive damages or fines for abuse of public office, violations of protected rights, discrimination and or before removing them from public office and making a retirement reservation in Coxsackie corrections.

So let’s walk a mile in our new mayor’s shoes (I mean wading boots. He’ll need them to get past all of the bull shit and still get anything done in the Village of Ravena). Where does he go from here?

So YES! Virgil you’re right, I’m very confused!!!! BUT know what Phil Crandall has on the ongoing corruption that is going on in the Village of Ravena and the Town of Coeymans. (For those of you with short memories, Phil Crandall was the town of Coeymans judge who got railroaded into resigning because he didn’t approve of the goings on between the Coeymans town board and the Coeymanazi police department. I like our new mayor so far—but he hasn’t done anything yet so what’s not to like—Oh well! When the judges asked why records are not certified I’ll just say it’s a great question, and that he should ask the likes of Bill Bailey and Nancy Warner and the clerks Biernacki and Demitrazek, I’m just a confused retired auditor. So much for co-mingling funds your federal Honor; welcome to Ravena they have their own set of hubris rules and laws.

 I had a meeting with the mayor, handed him a water bill from a PUD (No, not a village employee; it’s Planned Urban Development ) of 100 homes in Westchester the water bills are less than ours, they’re billed quarterly, and all are metered and the meters are changed out every 5 years, their water comes from Greenwich CT, two wealthy and I mean wealthy places and their water bills are cheaper! Can Bill Bailey explain that? And you don’t have to pay the whole bill at once, and the taste is thousand times better than Ravena water. Cheaper, fairer, better tasting, more convenient billing. Would that ever work in Ravena? Wishful thinking 😉

Here’s a suggestion: It would be great if the new mayor would post all incoming vouchers and bills, and receipts. Maybe even on weekly basis Then we can see who’s doing what with our tax dollars.

In Part One I didn’t mention any names or the RCS CSD (as the RCS school budget controversy came around and continues to waste money but that’s a novel in itself). I had only one issue: “bullying” and I stayed with the bullying issue.

The editing of Part I by Smalbany blog staff is a part of life. I stay with numbers not personalities. I’m not sure what “wingnuts” means, I don’t do “drumstick bolts”, “dirty-feet cops “, dumb-dumb police chiefs, poop-poop police, or towel-painted-blond–fitness-tubby, etc. True, the pictures do help with the boring bean counting budget reading. I also didn’t state the village court must go. I would have to look at many facts and factors then say it’s got to go.

In Part II, however, I will mention names as they relate to the budget and which are of public record, so you can address, seek or ask your own questions of department heads or the individuals themselves, and you can draw your own conclusions. Actually, only two sitting members of the Ravena Village counsel are actually responsible for the 2014–15 budget, Nancy Warner and Bill Bailey, but their political lives are nearing an end, too. As in that cop TV show, Dragnet, Sergeant Joe Friday wants just the financial facts ma’am! The financial facts! Dull and dry but color may or not be, but usually is, added by the Smalbany editors.

Some commenter’s and the editors have asked for a comparison between the village of Ravena, town of Coeymans and / or New Baltimore. It’s like comparing apples to oranges; it’s not easy to do because there are different mandates that apply to towns and villages; towns have far more responsibilities than villages do, so most bookkeepers/CPA/auditors whether local, state or federal will tell you that you really can’t compare them. Maybe you could compare office by office, or you might compare building departments or the clerk’s offices, such as a comparison of the town of Coeymans clerk’s office vs the Village of Ravena clerk’s office. However when 1500 folks move out, we do need to consolidate services. Plenty of little Indian chiefs but not enough Indians in our town (A grand total of 7300 folks combined in town of Coeymans, including the Village of Ravena!) The town clerk is elected but the village clerk is appointed. The town clerk has ten times more work than the village clerk. The town clerk is responsible for added mandates such as marriage, hunting, fishing, dog, licenses, recording deaths, overseeing cemeteries, collecting taxes and fees from all other departments (except for the court fees /fines), sending out tax, water, sewer bills, recording town, zoning, planning, special and regular meetings, public notices, F.O.I.L. requests, certificates of residences, stamp into the record notices of claims and letters to other departments even copies of the budgets and all history requests, etc.

The town clerk also oversees elections every year and certifies election results for registered voters. And the town clerk is the registrar of vital statistics and does the town banking, too. Let’s not forget she handing out free Arby meal cards, too, when Coeymans was Reubenville! The town clerk does all of this on a $41,000.00 year salary with staff salaries of $64,000; that’s one full time clerk and 2 part time helpers. Under the New York law, the general municipality law as relates to villages, there are two distinct offices or positions: a village clerk and village treasurer. Under mayor John T. Bruno Ravena bizarrely combined both separate positions into one clerk-treasurer, and then added a deputy clerk-treasurer position. Nancy Warner needed control over everything and her friends needed jobs, too. All other villages have a clerk and a treasurer with clear responsibilities separate from each other, as spelled out in village law.

However, when we the compare the village office to the town, the village clerks’ responsibilities don’t include marriage, hunting, fishing dog licensing or death certificates;-they only record village meeting minutes, they don’t record planning or zoning minutes. The village of Ravena administers to at most 3,000 residents instead of 7,300, which are the responsibility of the Coeymans town clerk; The village clerk also collects village taxes. Ravena will need one of these when cooking the budget!

The Village of Ravena’s Clerk/Treasurer gets $29,500 according to acct # 1325.14 and the Deputy Clerk-Treasurer gets $ 39,955.76. According to acct# 1325.15 (The superior apparently gets paid less than the subordinate so there must be something going on behind the scenes!). The part time Ravena clerk-treasurer is paid $12,360.00. and here’s where it gets really tricky: There is an “outside service” budget line item # 1325.48 showing $9,500.00; is that a “bonus” for an employee or is it another person? There is another budget line item for “payroll contractual expense” acct # 1325.43, it went from zero for the year 2012/2013 to $6000.00 in 2013/2014. Is that “training” or another person, or is it another phantom employee? In acct #1325.47 “conferences” another $2,500.00 what’s that for?

The total spent on the salaries varied from $81,855.76 to $100,000.76 for doing about one third the work of the town of Coeymans clerks. Why is the payroll for the Ravena village clerk more than that of the Coeymans town clerk who does 3 – times the work and does it for more than twice the number of residents?

An auditor’s job can be so dull with so many colorful questions. So you can see it’s hard to compare until you review the actual bills, vouchers, and actual records (if any are kept). Trustee Nancy Biscone – Warner, the former deputy clerk-treasurer for about 25 years is on the committees to over-see the village offices (clerks), the police (Dirty – Hands Jerry Deluca), the fitness center (Cathy Deluca), the central garage and the streets. Perhaps she can answer some of the questions to clear up the salaries and expenses for these offices and accounts.

According to official village paperwork, postage account #1325.41 in 2012/2013 was $3,500; in 2013/2014 it was $3,199.00; in 2013/2014 it was $7,100.00 then $8,000.00 in 2014/2015. Postage more than doubled between 2012 and 2014. But in that period, more folks moved out of the village and town. Why the doubling of the postage? Was someone running the political campaigns from the village of Ravena offices?

Let’s take a real look at one of the departments phone bills, the Ravena Building Department in the budget is known as Public Safety, acct #’s 3620.11 through 3620.49. Its telephone budget is $1,500.00, that could be real after all our village of Ravena is booming….take a stroll down Main Street or 9W. We are building senior housing left and right. The numbers of family homes are going up all over too. Never mind businesses going into the store fronts. Sorry! I was only trying to be funny. Sure, the deterioration of the Bruno – Warner ghost town does requir the building inspector to be at 10 places at once to inspect all this activity of the economic boom in Ravena (hint: sarcasm). With 500 telephone messages to return too! (Only kidding we are the regional ghost town at this time, while Bethlehem assessors refer to the RCS school district as a “failure.”)

Even with the latest population loss of 500 folks in the village it is not easy to see how the phone bill went from $989.52 in 2012 (actual) to $1,500 in 2014-15 (budget).

Now, looking at employee employment I will walk you through this, it may be bizarre but it is their record. First you have budget line item # 3620.11 where the part time clerk goes from $6,960.49 (actual in 2012-13), and then in 2013-14 jumps to $20,000, and then in 2013-14 to $21,600 part time. Look at line item # 3620.12 “assistant building inspector (part time)” Santa $10,300.00 (Yeah! Santa Claus is generous to himself!). Then it really gets weird the Building Inspector budget line item # 3620.13, Joe Burns gets $27,254.16 then in the back pages of the budget you see Joe Burns gets $54,508.32/year, the other (27,254.16 comes from building-Mountain Rd. acct 1623.12 custodians or hourly employee 27,254.16) but when look at that account the budget is 33,990.00 or 30,900.00 are you confused yet? But when you add the 2 accts in “Mountain Rd accts”, together 1623.12 and 1623.15 you get $64,890.00 for the cleaning of the building/maintaince. Our question is this: Is Joe Burns the janitor too?

Now, let’s go back to so – called building inspector budget line item # 3620.15. This is still another hourly employee at $8, 755, for what? What do they do? Filing all those new building permits, blueprints? Then we have motor vehicle that’s $1,000 a year but no gas expense. We see them driving all around the village all day long all the time! They must run on air? Where are the figures for vehicle fuel expenses? The outside service for budget line item # 3620.48, is $ 6,024 .44 (actual) for whom or what is that expense? What’s it for, financial braniacs? Then we have “unclassified expenses”? Are “unclassifieds” really legal? For the year 2012 – 13 we had an expenditure of $78,049.73 (actual). Is that the cost of taking down the building on the corner of Main St and Orchard Ave.? Remember DEC got involved in that fiasco because the oil tank wasn’t removed first, causing an oil spill in the basement all in front of Nancy Warner’s property! Now there’s an example of Warner’s performance as trustee in charge of buildings and streets! And where was the building inspector in all this? Contact the DEC to find out the fine amount for that one, and then you might find the fine amount under one of the many unclassified expenses. Pretty clever move that one! Hiding the fines for incompetence under the “unclassifieds” in the budget. What’s worse still, is that they include the fines for incompetence in proposed budgeting! I never heard of “UN – ” classified expenses. Any bill received by a municipality (Ravena seems to be the exception) goes into a specific account or you create an expense account for it.

Let’s go back to Mountain Rd. where we find an unclassified expense of actual $41,407.93 is that the hidden cost of taking down the building at Main Street and Orchard Ave.? The outside services 2012 – 13 budget line item # 1623.48 for $ 14,735.67 (actual amount), was that to cover up the cost to the removal of the building too? What are they hiding at $18,000 for 2014-15? An expense before there’s a classification for it, like putting the cart before the horse?

The zoning and planning attorney gets $6,300 for the planning board and $6,300 for zoning board each, totaling $12,600.00. To be fair the building department under budget line item # 2555 brings apparently brings revenue into the village of Ravena to the tune of $1,852 in 2012-13 in building permits. Wow! Now we’re talking some real money! Almost $2,000 in revenues. Don’t get too excited. Just do the math.

The Public works administration, village foreman salary for Fritz, who drove around Ravena all day long for over $60,000.00 a year (see budget line item # 1490.11), now it’s Henry’s position so he gets to drive around for $60,000.

It seems the more folks move out of Ravena the more the village hires and pays for overtime but that’s another story. I hope the new mayor demands written competitive proposals for goods and services provided from outside sources to the village, requires justification in advance from his department heads on weekly basis for any overtime, insists on a description and justification for any unclassified expense and then requires them to be classified, and reviews all job descriptions against requirements for village employees. He could start with the Village of Ravena clerk’s office, then move on to the building inspector, and finish up with the Ravena Health and Fitness Center and the Village of Ravena (kangaroo) Court. That should save at least nearly a cool million and how do you think that will affect your tax bill?

Superintendent Allen McCarney is obviously in league and working with or for the Albany County District Attorney, Pudenda David Soares or some other moron in the Albany County DA’s office and local police in planning the search. McCartney is turning into a real company boy now that he’s in the pockets of the teacher-union-owned-and-taxpayer-paid-for RCS CSD board of education.

Of course, McCartney and his NYSUT and Coeymanazi keepers would tell us that they don’t not see the search as a violation of Fourth Amendment constitutional rights protecting citizens against unlawful or unreasonable searches. Of course, in our drug-ridden, Ravena-Coeymans-Selkirt ghetto schools the searches are to protect the students from themselves and the many drug dealers in a and around the RCS high-school, and to staunch the epidemic of drug-overdose deaths that have been occurring in Ravena-Coeymans-Selkirk schools. Of course the searches are not animposition and in fact, the students, teachers and parents welcomed law enforcement efforts to harass and intimidate the students. Must make the Coeymanazis feel real good to give the rest of the world the impression our schools are packed with drug pushers and drug users. Makes the Coeymanazi p.d. really look good now, doesn’t it?

This, dear readers, is another cowardly and scandalous attempt by the Coeymans police department and their Nazi friends to harass and intimidate the local community through the students. How dare they go into our schools with police and dogs and execute searches. Where are you parents, anyway? Do the students have to take matters into their own hands to get justice and fairness and not continue to be treated like inmates instead of young adults?

First it was putting a Coeymans police officer who turned out to be the school harlot after a short time, carousing with a wrestling coach and causing a break-up of the coach and his girlfriend. That same RSO officer ended up copping a DUI. Of course, nobody in the RCS CSD Administration foresaw the potential for the female police officer to give every male student an erection but the wrestling coach got her first, we think. But on school property, in his office. Well, that’s the rumor around the school.

So, what’s the deal McCartney, RCS CSD school board a.k.a. New York State United Teachers board at RCS? Find anything you liked?

“The Supreme Court ruled…that police cannot bring drug-sniffing police dogs onto a suspect’s property to look for evidence without first getting a warrant for a search, a decision which may limit how investigators use dogs’ sensitive noses to search out drugs, explosives and other items hidden from human sight, sound and smell.
Justice Antonin Scalia said a person has the Fourth Amendment right to be free from the government’s gaze inside their home and in the area surrounding it, which is called the curtilage.”

Shouldn’t our students and schools enjoy these same constitutional rights? Shouldn’t a warrant be required based on good solid probable cause that a search is necessary? Maybe, but not in Ravena-Coeymans-Selkirk, where the US Constitution has been suspended and is not applicable to residents and citizens in Ravena-Coeymans Selkirk!

If this happend anywhere else, somewhere where the residents aren’t pussy-whipped by local Coeymanazis, all hell would have broken loose. And it has happened elsewhere and all hell did break loose (hence the Supreme Court decision). But not here in RCS! Anyone care to speculate why we bend over and ask for the joy stick?

These bobo-crime stoppers are real heros; they go after cripples, old ladies and kids. Balless wonders that they are! At a cost of more than $1 million a year to Coeymans taxpayers, we think that money should be spent more responsibly. Don’t you? Eliminate the Coeymans Police department and all of the dingbat vampires hiding there!

We also have received reports that Coeymans polic e officer and RCS CSD RSO Danielle Crosier, you know the Coeymanazi who wrecks patrol cars, can’t pick a lane and stay in it, DUI/DWI copette, the one who’s allegedly carrying on with the RCS wresting coach in his office (she’s apparently not getting enough down at the station). Yeah, the same Danielle Crosier who is pulling kids out of the halls and searching them at the school. Here we have the hot-to-trot harlot, the Coeymanazi p.d.’s kitten in uniform, demonstrating firsthand how a police state operates and what it feels like to be publicly humiliated for nothing. She’s also the Coeymanazi p.d.’s example of morality, too. Yes, RCS parents, that’s the word on the street and in the halls of RCS about your fine RSO and your fine Coeymanazi p.d. What do you have to say about that? Want an investigation? An investigation will either get her fired or jailed (depending on who’s she doing and where), will get the wrestling coach fired, or an investigation will clear both. We think an investigation is the way to go. Don’t you?

James Latter of ethics and law violations fame has been confirmed by the vote. Jason Hyslop and Patrick Brown, too. Voters have thus voted in the teachers clique, the teachers union, the Coeymanazis. We owe their success to those who did not vote.

We Commend the RCS school district and the RCS community for its continuing efforts to self-destruct, to shoot itself in the foot, and to invite abuse, special interests and dirty tricks. You have now three years to weep.

As for the outgoing RCS CSD president, Mr John Vadney, and the only woman on the board*, Ms Judy Sylvester, you offered the community justice, fairness, honesty and integrity. Mr Laszlo Polyak, you offered them an alternative to the decades of suppression and a committed listening ear together with extensive experience. The RCS school district opted instead for a known scoundrel and two nobodies.

It is our sincere hope that you will continue your good work from the gallery and do what has to be done to ensure that the board, now firmly in the hands of villains and scoundrels, now working for the Teachers Union, is kept dancing barefoot on broken glass for the next three years. Make the speakers podium smoke and burn!

As for us, we’ll continue publishing facts and truth, while watching each and every move of each member of the RCS CSD board of education with the finest scrutiny, if only to ensure that every indiscretion and false move is duly reported.

As for the irregularities noted in the polling, they will be the subject of formal written complaints.

As for past delicts of teachers, coaches we encourage parents and residents to file your Notices of Claim and seek recourse and satisfaction. Now is not the time to be weak!

YOU DID NOT LOSE, YOU WERE SIMPLY NOT ELECTED BY THOSE WHO VOTED.

The Resident-Businesspersons Group on the Present RCS Board of Education Has Delivered under the Presidency of John M. Vadney and with the Collaboration of Judy Sylvester, Mike Robbins, Rodney Krzykowski, and Jeff Lukens:

A 2% Tax Levy and a 1.17% REDUCTION in Spending

John M. Vadney, in addition to having been selected as RCS Board of Education President several times, and during his 6 Years of Service to this Community on the RCS BoE,  has delivered on his promises on:

  • Weighted grades
  • Increasing graduation rates for the past 3 years in a row
  • Elementary class sizes stayed consistent and extra support staff provided when needed
  • REACH Young Scholars Programs retained
  • Automatic pool cover installed to reduce energy costs
  • Insulation has been installed in the elementary schools resulting in EnergyStar Awards to the District
  • Hot water provided for middle school showers
  • Used oil burner provided for the bus garage
  • Introduction of propane buses
  • Septic system repairs done at a savings of $100,000
  • Savings on Bus Garage roof repairs from $300,000 to $130,000
  • APPR Grant #394,000 for 3 years
  • Restored 5 p.m. bus run

JUDY SYLVESTER, during her first year on the RCS board of education, has spearheaded or collaborated on the following projects:

  • APPR Grant of $394,000 for 3 years
  • Restoration of the middle school homework club
  • Alternative Education Program at the RCS high school
  • Restoring of the GED program to the RCS district
  • Has advocated fiscal restraint (for example, pushing for the 2% tax levy, savings, and retention of programs.

LASZLO POLYAK. Everybody knows Laszlo! He attends every RCS BoE meeting and he’s got the guts to put all the cards on the table and get the answers. He’s a familiar face in town and we can’t think of anyone who’s more interested in hearing what you have to say. He’s come out on village issues, on town issues, but most  importantly on education issues, and is a champion against bullying our kids. He has a degree in business, teacher certification for business, has worked for the NYS Unified Court System for a judge, has been an NYSED official, knows everyone in the Education Department. One thing’s for certain, if you get Laszlo’s ear, you have the ear of the board!

Q: What will be maintained in the 2013-14 school -year budget?

A: Contrary to what you may have heard, the 2013-14 school-year budget approved by the RCS BoE under the presidency of John M. Vadney and with the collaboration of the resident and business team on the RCS BoE, continues to support:

  • All existing core academic course, including ADVANCED PLACEMENT and UNIVERSITY in the HIGH SCHOOL offerings.
  • Class sizes within existing standards set by board policy.
  • REACH and Young Scholars elementary enrichment programs.
  • Middle school Accelerated Math and Science programs.
  • Career and Tech, New Visions and Tech Valley program opportunities.
  • Universal pre-K.
  • Student Field Trips at all levels.
  • Existing extracurricular and athletic offerings.
  • Pool & track maintenance and operations and aquatics programming.
  • And more!

Q: What has been added in the 2013-14 school-year budget?

A: In addition to the current programs and operations that are supported by the budget based on the 2% tax levy approved by the resident-business majority on the RCS board of education (which was incidentally opposed by Mr James Latter!), you will find:

  • A shared assistant principal at the Middle and High Schools.
  • Restoration of the pre-K mid-day bus run.
  • Financial aid to cover AP test fees for students-in-need.
  • Reinstatement of the summer reading program.
  • Resurfacing of the track and tennis courts.
  • Asbestos abatement in the high school.
  • School security upgrades.
  • 5-year lease purchases of technology and maintenance equipment.
  • The maximum funding allowed by the state for retirement, unemployment, employee benefit accrued liability, debt service, and tax certiorari services.
  • And more to come!

Now. Let’s Compare this to the “Accomplishments” of Mr James Latter and his Supporters, and Mr Jason Hyslop, and Mr Patrick E. Brown. (This is going to be too easy!)

James Latter: How long has he been taking up space on the RCS board of education? How many years? What has he actually done? Well, to be very honest, he’s lucky he hasn’t landed in jail! Rather than go through all of his scandals, which are about all he’s done during his time on the board, just review his statements on why he thinks he should be re-elected. All he doesn’t tell us is not what he’s done (What’s to tell?) and what his vision is in concrete terms, all he tells us is, well, vague campaign promises. But Latter has given us:

  • Bad press and overtaxation (Latter opposed the 2% tax levy and sided with his teachers clique on the BoE for at least a 3.58% increase!).
  • A reputation for dysfunction and disrespect, scandal. His record for violations of confidentiality, shady connections with local so-called non-profit organizations, his abuse of students and parents. It’s been in the News Herald. Latter has a special set of double standards, too.
  • Otherwise, Latter has been a speed bump on the RCS CSD board of education whenever it comes to anything good for taxpayers and the community. His record speaks for itself. And it ain’t something I’d want on my résumé.

Jason Hyslop. Before the campaign Hyslop was an unknown in the community. No real vision, just campaign promises. No program. No concrete statements. No experience at all. Marginal education (finished 1 year at a 2-year college). No professional training. Nada. Zilch. Zero. Too bad, kiddo! Maybe the Teen Center will let you be a volunteer. Do us all a favor and vote NO! on this guy.

Patrick E. Brown. Before the campaign Brown chose to be an unknown in the community. All this guy’s got going for him is a head of shoulder-length gray locks. So if you want hair, you vote for Brown. He may yet grow out of his hippy phase but not on RCS BoE time. He’s made a number of contradictory statements or outright lies. As a shyster lawyer specializing in unions, big business and, get this, advisor to the Cuomos (he doesn’t broadcast that in his campaign but he plays it up big on his law firm’s website). Yeah! Advisor to the Cuomos! The same Cuomos who have worked so hard to reduce spending on education, who have rushed through legislation to curtail citizen’s constitutional rights, who have driven business out the New York and left us to pick up the slack. Is that the kind of guy you want on your BoE making decisions for you and your kids? Hell NO! Vote NO! on Brown.

Patrick E. Brown’s wife, first announced his candidacy on Facebook, but didn’t even mention his name! Mary Partridge-Brown, the one who’s always leaning very cozy close to Matt Miller at our BoE meetings, the double-dipping terminated “energy manager” who was pocketing $18,000 a year of your dough while collecting his teacher salary of $80,000+ AND doing a reduced teaching load so he could do his union work on your dime. The same Matt Miller who was allegedly inciting kids to bully at the high school during last year’s brutal budget battles. The same Matt Miller who was evicted from the May 14 BoE meeting together with his buddy Jerry Deluca for his misconduct and outbursts.

What are his accomplishments? Well according to Patrick E. Brown, he admits he has no experience on a board of education. In fact, as far as we know, he’s never attended one of ours! He has no BoE-related experience or accomplishments. But he does have a wife who is close to Matt Miller, Jerry Deluca, and the teachers clique on the board. Heard enough? In other words, like Jason Hyslop, he offers NADA, ZILCH, ZERO to persuade us to consider him, much less to elect him.

Friends of RCS are not running a single woman candidate.
Doesn’t that tell you something about them?
All of their candidates are men!

Do ya think Friends of RCS are sexist?

James Latter, Jason Hyslop, and Patrick Brown are all supported by the Friends of RCS, a group on Facebook that have some very disturbing practices and notions about free speech and discussion. All you have to do is read the most recent articles on this blog to get the complete information. We’ve already published it for you and we won’t repeat it here.

So, Readers, Friends, Neighbors. That’s it in a nutshell. If you want performance and experience you’ll vote for John M. Vadney (#1), Laszlo Polyak (#3) and Judy Sylvester (#5) who you know will deliver on their record of experience and performance.

If you want violations of policy and law, disrespect for students, parents, and fellow board members you’ll waste your precious vote on James Latter.

If you want to buy a cat-in-a-sack, take a real gamble, ensure that you have no voice on the BoE, get no experience and no performance (by their own admissions) you’ll waste your votes on Jason Hyslop or Patrick Brown.

Just remember to hissssss! when you slither out of the polling place so that they know you’re one of them. Hissssss!
