Dan McCoy, Albany County Executive seeking re-election on the democrap ticket this November, has to be dumb as dirt if he thinks he’s going to get any political capital by playing a shell game AGAIN with the residents and taxpayers of the Ravena-Coeymans-Selkirk community. If the Ravena News Herald front-page story (September 10, 2015) on the democrap conspiracy to provide Ravena youth with a place to go to stay out of trouble is to be believed it’s UNBELIEVABLE.

Do you all have to be reminded that you are paying Ravena-Coeymans-Selkirk school taxes to support a school budget of more than $40 million? Isn’t that where the kids are supposed to be provided (1) with education, (2) with supervised extracurricular and after-school activities such as sports and field trips, (3) with academic help like tutoring and homework assistance? If Mr McCoy, Mr Apple, Mr Dolan, and Mr John D’Antonio could put together a whole brain among their four empty heads, and if they had any clue as to what has been going on in the Ravena Coeymans-Selkirk community in the past 2-3 years, they’d stay far, far away from it, especially in an election year. But they’re too brainless, clueless to do that. They’re blinded by their uncontrollable egos and indifference to the real needs of their communities.

If you don’t remember what happened to two — count them TWO — previous youth and teen activity centers that were driven out of town by village trustee Nancy Warner, insider Cathy Deluca, Jerry “Dirty-Hands” Deluca (now executive director of the New York State Association of Fire Chiefs) after a [forced] retirement from the Coeymans Police Department, former Coeymans Police Chief Gregory “Dumpy-Dumplin” Darlington, former mummy mayor John Bruno, let us remind you how village of Ravena and town of Coeymans elected officials and corrupt police department employees (Deluca and Darlington), obstructed justice, violated protected civil rights, harassed and persecuted the teen center until kids and parents were driven away. Of course, the teen center was attracting teens and youth who would otherwise be on the street. The teen center also was potential competition for the now defunct and dismantled Ravena Health and Fitness Center that Nancy Warner and Cathy Deluca, with the collaboration and support of former mummy mayor John Bruno and the ex-Coeymans cops Jerry Dirty-Hands Deluca and Gregory “Dumpy-Dumplin” Darlington (former police chief now part-time school bus driver), unlawfully created and turned over to Dirty-Hands Jerry Deluca’s partner, Cathy Deluca, whose fraudulent civil service application was unlawfully considered and approved by a now resigned director of Albany County Civil Service.

How is it possible?  and Who? is behind this new initiative to all of a sudden take care of Ravena’s youth and teens; the very youth and teens who are an almost extinct species in Ravena and Coeymans, thanks in part to misinformation, corruption, abuse of public office, and downright nastiness?

While Dan McCoy and Tom Dolan promise that the proposed youth center, which is to be housed in the same space as the former now defunct Ravena Health and Fitness Center (the third failure chalked up to Cathy Deluca’s corruption and mismanagement), now that all the junk equipment has been sold (Let’s see…Warner and Deluca paid Robert “Bob” Fisk, another Ravena insider, more than $40,000 for that equipment. Warner and Deluca kept the RHFC open for more than two years while it was hemorrhaging taxpayer dollars to the tune of more than $100,000 each year! So what’s the final cost of these brainiac ideas to local taxpayers? Why not ask Ravena Mayor William “Mouse” Misuraca, who strangely was unavailable (as a Republican) to appear among the shark mob of democrats McCoy, Apple, Dolan, etc.)

Do we really need to pay for duplications of effort AGAIN?

Look, RCS taxpayers are paying a bundle for the services that will be literally duplicated by this idiotic so-called “youth programming initiative” for Ravena and Coeymans. We have a school budget that is supposed to be doing most of what Moron McCoy, Rotten Apple, Dudley-Dolan and Dopey-D’Antonio are pushing! In fact, didn’t we recently vote on a capital improvement proposal for the athletic facilities for the RCS school district to the tune of several millions of dollars? We have an RCS Sports Association. What are they doing for youth? We have a Coeymans Police Youth Athletic organization. We have an almost competition swimming pool! Do we really need to pay for duplications of effort AGAIN?

Why Ravena-Coeymans? What’s the catch? There’s got to be a catch. Or is it just that the democraps are scared shiteless that their cronies are going to get the boot in November?

This sounds like another scam that’s taking the RCS community for another ride down Stupid Lane. If you fall for this one like you’ve fallen for all the other scams from Reubenville to the Ravena Health and Fitness failure, you really should be sent down the river for mental treatments.

If the county of Albany and Mr McCoy, Mr Apple and Mr D’Antonio have so much change jingling in their pockets, there are much more needy communities and organizations that need those taxpayer dollars. We intend to contact those organizations and let them know what kind of scandalous scam is going on in Ravena-Coeymans, and we’ll let them ask Mr McCoy, Mr Apple and Mr D’Antonio what is going on in their empty democrap heads.

As for Ravena-Coeymans we have this to say: Utilize your school facilities fully. Use your RCS Commuity Library fully. Use your churches fully. Use your extracurricular activities and after-school support activities fully. Use your local sports associations fully. And parents, spend some time with your kids for a change. Try being parents.

Mr McCoy, Mr Apple, Mr D’Antonio, Mr Dolan: We’re not finished with you slugs yet. We have more to say about you leeches in an upcoming article. This latest scam you’re trying to feed our friends and neighbors is a declaration of election year war. Let the games begin!

Dirty-Hands Jerry: “We don’t care…”

Dirty-Hands Jerrry Has Resurfaced and Arrogantly Thinks He’s the Spokesperson for the Entire RCS Central School District: “We don’t care what the other schools do!” Well, We Don’t Care What You Care About, Jerry, Either.

 According to Gerald “Dirty-Hands Jerry” Deluca, the RCS parents and residents shouldn’t care what other districts are doing. That profound bit of lunatic wisdom came during the public statement portion of the September 4, 2012, RCS board of education meeting, when Deluca made a cameo appearance after months of invisibility. Deluca was remarkably understated and gentle when he took the podium, even timid. We can only guess what the effects of his long withdrawal and quiet time might have been (was it imposed by the Ravena-Coeymans godfather, we wonder?). He was getting too mouthy and uppity, anyway. No one missed him or his bottle baglady partner Cathy Deluca  nor his lapdog R.J. D’Esposito. But school’s in session and they’re back so we might as well get used to it.

Damn! Just when the neighborhood started to look good again!

Deluca made the statement, apparently on behalf of the Coeymanazi mob, because all previous speakers were apalled at the article published in the Sunday Times Useless, “Big tab, mixed results. State’s per pupil cost is tops in U.S., but outcomes elusive” (S. Waldman, Sept 1, 2012) (Click here to read the entire article.)

The article reports per pupil expenses for some area school districts for the 2010-2011 school year (the most recent available). RCS is the highest cost per pupil of the entire group! Why is that?

But Dirty-Hands Jerry doesn’t think that’s significant because, Deluca wants us all to know that he’s there  “to remind people is that this school district does so  many good things for kids and wehn I hear people stand up and say we’re not Bethlehem or we’re not Balston Spa. No, we’re not. We’re RCS and we do very good things and we want to do the best we can for our kids. We don’t care what other schools do.”

Well, Mr Deluca, some of us do care what other districts are doing. We’re not into this isolation thing you seem to worship. We live in a world where we need to be aware of what’s going on around us. We need to compare and, by comparing, learn from others. We’re not as wise and all-knowing as you seem to think you are, Jerry. If this district is the most expensive out of some 13 districts surveyed, there’s really something wrong here. When Bethlehem and Ballston Spa and Albany can do it for less, there’s something really wrong in this district and we’d better hurry up and find out what it is. Any ideas, Jerry?

And we’d better care what the other districts are doing because the state and federal education authorities have a silly little thing they call comparisons. They tend to like to compare things, especially, school performances (and RCS’s performance, despite the hype, is pretty mediocre) costs per pupil, and they tend to ask some very sticky questions when things start to look a little odd, like in the RCS district. Didn’t you know that, Jerry? But you’re special, aren’t you? You don’t have to care. Well the rest of us do, Jerry, so Shut up and disappear, Jerry!

Jerry Deluca and his mob crammed the 2012-13 RCS school budget down your throats, now you’re seeing where that great advice got you all! What about all you Yes! voters who are now screaming bloody murder that you’re going to have to pay more to use school facilities? How do you all feel now that the teachers clique and the Deluca mob has led you down the rosey path to oblivion? Maybe now you’ll start listening to the real people, the business persons on the board of education and stop pointing the finger!

(Has anyone bothered to ask what the RCS school district is charging Cathy Deluca and her gang for the use of the school property for the so-called RCS Bottle Blitz? That’s not an official program of the RCS school district, either. The RCS Bottle Blitz is an entirely privately organized activity that has nothing to do with the RCS Central School District. So Cathy Deluca and Loraine Misuraca, you have to make a request, the request must be discussed by the BoE, and you have to pay for the use of the facilities. O.K.? Are you thinking about that, Superintentent Elizabeth R. Smith?)

Residents and Property Owners, You’d Better Start Asking Some Very Serious Questions Why the RCS CSD is Costing Property Owners more than $21,000 per pupil! There’s A Big Hole Somewhere and Your Money’s Leaking Into a Big Pit (a.k.a. a cesspool of corruption). (New Baltimore Residents had Better Start Doing Some Investigation, Too, Because You’re the Heaviest Taxed of Any of the RCS Locales! You need to consider why this is so when thinking about whether to re-elect your current town board mafia members. New Baltimore, you need to wake up, too! You’re being snookered.)

The Residents of the Ravena-Coeymans-Selkirk and the New Baltimore Community and School District Deserve Much Better Than They’re Getting.  The Only Description of the Situation that Comes to Mind is:

The Scandal is Everywhere!

This Blog, with the Cooperation and Collaboration of Many Residents has Recently Exposed the Snow Job and the Finagling that’s Been Going On and the Deceitful, Misinformation That’s Been Published and Circulated in Recent Weeks in Public Statements Made by the Teachers Association and in Letters to the Editor Written by the Major Perps and Pervs and Published by Needful Pulp Fiction Backwoods Reporters.

We’ve exposed the scandal of immorality in the major fingerpointers in a campaign to drive a fine member of the Board of Education from his elected seat; the very ones pointing the fingers were booted off the Board ostensibly because of their immorality and poor performance. As Matt Miller about his FaceBook promotions and his statements before and after the elections. But sit down when you do it.

We’ve pointed out that those very fingerpointers were the ones who saddled the RCS school district with a swimming pool that is worth as much to this community as a refrigerator is to Eskimos; built of materials that can’t withstand the stresses of blasting in the quarries behind it and so poorly designed it cannot host competions. Ask Jerry Deluca about this! (While you have him cornered you might want to ask him about the Coeymanazis and their secret meetings conspiring to undermine the democratically elected RCS Board of Education!)

We’ve argued against the disproportionate influence of the teachers and teachers association on the RCS Board of Education and how they favor anything the teachers association asks for and obstruct anything that might not be in the teachers’ interests. We’ve argued that teachers, former teaches, and the spouses of teachers need to be booted off the board and now! There has to be a level playing field! The Board must be able to exercise independence and autonomy in making its decisions and that is impossible if special interests have voting power on the board! Ask Schools Superintendant Elizabeth Smith about this.

 We’ve pointed out the problems in school sports and the fact that the coaches and assistant coaches may be endangering the players. We’ve pointed out a well-known problem with the aquatics director and his abuse (verbal) of the students–we repeat: a well known fact but he’s still there.Helmet Brain. Traumatic Brain Injury.

We’ve pointed out the questionable practices and concealment well-known in the RCS Sports Association and its code violations and vindictiveness. We’ve pointed out the total lack of transparency in its financial business and other suspect practices. Ask Bill McFerran about this, the financial recordkeeping (if there is any), where the money goes, the tax status of the Association, etc.

We’ve pointed out a number of discrepancies and misleading points in the Superintendant of Schools budget presentation and the impractical notion that a 6.8% increase cannot be sustained by this commuinity and we urge the community to vote down that budget. The contingency budget will keep the RCS districat at the previous year’s levy and even further require $1.5 million in cuts! We provided a list of a number of schools across the state that are biting the bullet and facing the reality that the policy of spending more to get less just doesn’t work nor or ever. The RCS community together with its neighbors in Greene County, in New Baltimore have no other choice than to VOTE NO! on the 2012-13 Budget!

We’ve pointed out the imprudence at this time of expanding the Ravena Public Library; it’s idiotic to consider a move and spending of that magnitude in a time when we need to be pushing AUSTERITY measures. The library board has no answers for such questions as HOW MUCH? WHEN? HOW? And the answers they do have are far from convincing. This is not the time! The library director and the library board must come up with concrete answers to concrete questions. You must not be asked to buy the Brooklyn Bridge (again)!

We are not aware of any figures in terms of library utilization or demographics that could support such a plan. In addition, the library board wants to more than double its space in an age when most libraries are reducing space in response to the trend in digitization and online resources that are replacing print-based newspapers, journals, and books! 1000 books fit easily on a Kindle or Nook but take up hundreds of square feet in a library. In 5 years the trend will only have become more obvious but the library board, to get any money from the state of New York, has to sign a 10-year lease for the new library and that doesn’t include adaptation work costs! It’s idiotic! Vote NO! on that crazy project.

Worse than all of the above is the situation with the teachers and their teachers association. Not only to they bully the Board of Education but Matt Miller, president of the RCS Teachers Association is consistently misleading the voting and taxpaying public to believe that the teachers are dedicated and sacrificing; that they have the students’ interests at heart. We’ve said in the past that they should put their paychecks where their mouths are. What do they do? The offer a LOAN, a half-year “pay freeze,” in response. But here’s the clincher: after the 6 months they get RAISES! Pay increases! It’s a win-win for the teachers. Here’s another fact: the average teacher ( called “instructional staff”) in the RCS district makes more than twice as much ($63,000-70,000 annual salary) as the average non-teacher (non-instructional staff) who makes an average of about $30,000 a year, and the teacher gets several months off every year, gets additonal support for “professional development,” and they still complain that they don’t have enough. Well, we think the taxpayers in this district have had enough. Don’t you?

Student or Teacher? You tell me!

The New Testament (Matthew 7:16)  tells us that we will “Know them by their fruits.” This has come unexpectedly to light in a recent development where a number of RCS high school students left some really nasty comments on this blog. One student actually wrote that her “teachers were there and laughing at the idiocy” of this blog. Since when is honest reporting and presentation of facts to the community and to taxpayers “idiocy.” If you read those comments–we published them on this blog and you can read the comments–you will have to ask yourself “What in hell is going on at that high school.” “What are those teachers doing all day?” “What are they doing with our kids?” You’ll have to read the students’ comments–they’re published on this blog– to understand the seriousness of what’s going on in the schools in your district.

After one of the students went over the top in escalating his abusive conduct, we had to advise him that he would be banned from the blog, that his comments would not be considered, that they would be immediately trashed. In addition, we had to advice the Superintendent of Schools and the School Board of the student’s misconduct. We even had to notify law enforcement of some of the threats the student was making. But that’s what’s going on in the high school. (For more information, read our two posts on the incidents.)

Speaking of the New Testament and Scripture, have you read our post on the RCS teacher who does not repeat the “one nation under God” in the pledge of allegiance and, when asked by his students Why? tells them that he’s an atheist! Ask Matt Miller, president of the RCS teachers association, the teacher, about this one.

Let’s be clear on one thing: We do not find the fact that the students commented or that they feell they have a voice in what’s happening. Commitment and dedication are important. What we are pointing out as a serious defect is that those students were on the blog all day long, from 9 a.m. through to about 3 p.m. and then from about 5 p.m to about 9 p.m. And the language they used and the thoughts they expressed were, well, not quite what you would expect from teenagers talking to and about adults! The language was filthy, disrespectful, arrogant…and “the teachers were there laughing.”

That’s what you need to be looking at. Where is your money going and for what? They can’t spell, they can’t write a sentence, the state report card shows that the RCS district is failing and it’s not because you are stingy with your cash…let’s be real, there’s a far more insidious and serious problem and you might want to start looking at the company your kids are keeping all day long!

And don’t blame the non-teachers on the Board of Education; they’re fighting tooth and nail for you…they have no special interests except an interest in justice and fairness but they’re hobbled too much of the time by the special interests of the teachers who are on the board.

Teachers Association Bullies

Read our report on the Superintendant’s Budget Presentation and read our recommendations and notes on the candidates. One candidate Edward Reville is married to Howard Engel’s (a board member) sister; Engle is a teacher and his wife is a teacher! It’s literally incestuous if you allow Reville on the board or Alice Whalen or re-elect Engel. You might as well make the RCS CSD Board of Education a department of the NYS Teachers Union, the New York State United Teachers (NYSUT)!

You need to seriously look at the postings on this blog. Then you really need to ask some really serious questions about what we are saying and you have to ask the people in charge. But for starters, you need to think realistically and not in terms of an ideal world.

Vote NO! on the Budget. Vote NO! on the Library. Vote NO! on the buses for now. Find out who’s running for the Board of Education and who’s married to the teacher, who’s the former teacher, who’s the teacher and get them off the board! Find reputable intelligent moral persons in the community and get them to run as a write-in candidate. Send us their bios and we’ll support them. Superintendent’s Budget Presentation

We’d like to provide some highlights from the 2012-13 RCS Central School District budget presentation that was done at the May 1, 2012 RCS Board of Education meeting by Schools Superintendent Elizabeth Smith.

More on an Impossible School Budget

According to the superintendent’s presentation, 72% of the budget is represented by salaries and benefits! Another 8% is for debt payments.

In the current budget, compared to the previous year’s budget, there is a so-called gap of $2,274,272 (two million two hundred seventy four thousand two hundred seventy two dollars) that has to be closed. The way the superintendent proposes closing that gap is by “a combination of budget cuts and levies (tax increases).”

$2,050,552 in Lost Revenues You Have to Make Up For!

The superintendent mentions also that the district has lost $2,050,552 (two million fity thousand five hundred fifty two dollars) in revenues. 

The teachers have agreed to a 1/2-year pay freeze (total savings theoretically because it’s what they would have received not what they’re giving up! So it’s not a real savings but just a hold on more spending!) is something like $130,000. But it should be noted that the teachers recover this and more after the six months! It’s actually a loan on money they might have received but you are paying it out for real. Go figure!

Here’s the clincher: The budget last year contained some fudge figures to cover “if needed things” (see the slide below), actually fake allocations because they didn’t really exist. Here’s the joke: part of the cuts in personnel would be the jobs of low-income earners (non-instructional staff) whle the teachers (instructional staff) can look forward to pay increases. Is there something wrong with this picture?

There will be a 6.8% increase in the levy for this year. The pie-in-the-sky is that the Cogen Pilot Project will theoretically contribute to revenues next budget year. Do you want to bet your house on that one? If so, I have an extra bridge to sell you. But the superintendent tells us that the future tax levy will be about 2%. OK…and where are those flying pigs roosting in Coeymans today?

The Contingency Budget

If the 2012-13 budget is defeated with its 6.8% increase on May 15th, state law requires that the district revert to a contingency budget that does not allow a levy increase to a rate higher than the previous year (in other words, the levy will be the same as last year). But the RCS CSD will have to trim $1.5 million from the budget. According to the superintendent this would mean “less staff, fewer programs, larger class sizes.”

What will the $1.5 million look like? Well it would eliminate about 16 teachers at $63,000 each or 4 teachers from each school (= a couple more kids in each class. Currently there are an average of 19 children per class; more in some classes (up to 22), fewer in others). Or 30 non-instructional staff (average of $30K per year salary). This might mean that teachers may have to do some work! But think of it this way: one teacher earns more than twice what a non-intructional” employee (secretary, janitor, etc) earns and works only half the year! Now is that right?

Possible Areas for Cuts

It would mean also eliminating the late bus run to cart the kids in the 10th period help period home. Come on! Is a 10th period really necessary? Where are you parents anyway? Can’t parents do some parenting and help their own kids out? How about a parents consortium to meet in the library on a weekend to help out kids in need? Why do they need a 10th period to learn what they should have learned in the first 9 periods????

The full-day kindergarten a.k.a. taxpayer subsidized daycare to free up parents…for what? If full-day kindergarten were to go to half-day, it would eliminate 4 teachers and save more than $275,000! It might also keep some parents home to do some parenting and spend some time with their kids!

More Questions Raised Than Answered!

There are five candidates running for four seats on the RCS CSD Board of Education. Here are some highlights from their public statements:

Alice Whalen: Retired Teacher. Champion of the Teachers and the Teachers Association. Whalen claims to have “institutional knowledge and expertise.” But she also has allegiances to her friends and colleagues, the teachers special interest group. Why not do it this way: Get her off the BoE and call her in as an unpaid consultant when the board needs her “institutional knowledge and expertise.” Get a non-teacher parent or business person to fill her seat.

 Sunilda Swann: A local parent with children in the system. What bothered me with this one was that she opted not to tell the community about her qualifications but went on and on about her “philosophy.” Doesn’t tell us much except…well, it doesn’t tell us much. Swann raised more questions than she managed to answer. Maybe next time? Too vanilla for our tastes.

 Judy Sylvester: Yes!~Sylvester is active in many community activities and has grown up children who are the product of the RCS CSD system. Sylvester knows quite a bit about what’s going on where and she may is committed and dedicated to many other areas and can do the BoE a great deal of good. She is unflappable, honest and dedicated. She is knowledgeable and well informed. She’s a definite YES! in our opinion. Seems like Judy’s the only real sincere one in the entire group running!

Married to H. Engel’s Sister!

Edward Reville: Seems like a nice guy but there’ve been some disturbing reports of his associations. While he may bring some business or management expertise to the team, his associations with some Coeymans troublemakers might not be such a good thing. Is his wife a teacher, we wonder? We’ll have to learn more about him. But he does have some suspicious connections with Jerry Deluca and the Bartlett pair and attends their “secret society” meetings. Sounds like a rat to us! He’s connected directly with candidate teacher Howard Engel! How incestuous can it get?

Howard Engel: A teacher married to a teacher! Does it get worse. The positive angle is that he justifies being on the RCS board because he has three kids in the system and he doesn’t teach in this district. I don’t know if I buy that bridge but Hey! He’s a teacher, coach, substitute bus driver, parent, husband, etc. Perhaps he should spend more time on his lesson plans and do more teaching! Now there’s an idea. Besides, he’s related by marriage to another candidate, Edward “Teddy” Reville; that would make the BoE nicely incestuous, wouldn’t it?

With that mix of candidates, we might as well make the Board of Education a department of the RCS teachers association or a unit of the teachers union!!!!

Overall, the Budget Review was not very upbeat. There’s a lot of doom and gloom and a lot of unfairness, particularly when you look at the teachers compared to the guy on the street. Parents and community must carry some load and we have to dump some ballast or the whole ship is going to sink with us on it!

In an age of electronic, instantaneous data transmission, an age of iPhones, smartphones, Kindles and Nooks, where even university libraries are digitizing their holdings, subscribing to digital journals available online, and newspapers are transitioning from print media to digital, we have to ask why, when most libraries are conserving resources and space, rationalizing their holdings, why is the RCS district library telling us they need twice as much space to serve a socio-econmically miserable and declining community?

The RCS community library currently occupies about 3300 sq. ft. in the municipal building; the library staff complain it’s not enough and are proposing a plan, actually the plan is moving along, to move to the old Knights of Columbus building on Main Street, Ravena, a space of 8600 sq. ft., more than double what the library now has. That’s a really big upgrade. But it gets scarier so read on.

In the present library location the library pays rent to the village but gets its utilities paid there. In the new location it’s going to have to pay to have the building upgraded, rebuilt in part, and adapted. The library will not only pay rent to the landlord, it will have to enter into a 10-year lease with that landlord in order to qualify for any state money. In addition to paying the rent, the library will have to pay for utilities and other expenses.

Where’s the $$money$$ going to come from?

What we’d like to know is who is the owner of the property the library is going to be leasing? Is it one of the local robber barons or slum lords? If the library is now paying about $1200/month to the town, what’s the lease payment? Is the landlord paying for it all? Part of the renovation work? None of it?

What studies has the library conducted to justify the necessary 2x the current space? Does the library have any utilization statistics for who uses the library, when, for what? How is the library justifying the requirment for more than twice the space?

Why is all of this necessary now, now in a time of fiscal austerity, joblessness, record unemployment, political and economic uncertainty? Does the library directly need to leave the fiction section and return to the non-fiction section? Can anyone afford this kind of spending when the school budget is doomed to failure and everyone across the state, country is cutting? Why more physical space when the trend is in the direction of electronic books?

Mr Wolfe and Your Money

Mr Ben Wolfe, president of the library board,  stated that the library board is projecting to 5, 10, 20 years in the future to accommodate the library’s needs. My question is how on earth can they be so certain? I don’t put much stock in empty visions or crystal balls and that’s where Mr Wolf appears to be getting his double-talk. If the RCS district library can see that far in the future and accurately predict what their and the community’s needs will be, they should share their method with the federal government and apply for a Nobel prize in fortune-telling. I don’t buy it!

We’re not done yet. The district library budget goes up on the same referendum as the school budget. In addition, the library’s 2012-12 budget has to accommodate not only the relocation spending spree but also a 3% cost of living increase for its staff, increases in pension allocations, thousands in architectural and engineering fees needed for the rebuilding of the new location, and the list goes on.

When library director Judith Felsten was asked by a resident  $$How Much$$ the library director tells the public, “We’re not sure what the final cost will be?” Your response should be: “Well, when you do, then we can talk.”

Where’s it Coming From?

And where is the money coming from, she answered “fundraising,” (Bad answer! From where, who in the RCS district has any money to give?) and “Contributions in kind (translation: meaning people are expected to contribute their time and skills; a cat-in-a-sack), matching grants (translation: whatever is promised by the grant provider must be matched by the applicant, for example, state gives $100 you have to give $100), NYS Public Library Construction Grant (translation: you get this only if you commit to remaining on the property for at least 10 years, that’s why the 10-year lease).”

When pressed for more information the director was only able to say “We’re total novices…every time something comes up it’s more.” Well, that’s very encouraging.

While we don’t deny the importance of a public library in any community we have some serious doubts about this nutty plan. First of all, any such plan should be supported by numbers that support the need for more than twice the current space, and what those numbers tell the public about how the library is being used. There are no such numbers apparently. So, Good-bye! The general uncertainty of the plan is another hare-raising point; there’s no rhyme or reason to the financial sense of the proposal. It’s all very murky. Too many questions and too few convincing answers.

What is the population in the district doing? What are the needs of the community, the district? What is the socio-economic structure of the community, the district? What is the business climate in the community, the district (pretty awful, from where I’m standing)? What is the real justification for this half-baked, overly enthusiastic, very risky project.

Our advice at this point in time under these circumstances: Vote the Proposal and the Budget down. Vote NO! on the district library budget and expansion plan. It should be put on hold until more reliable facts and figures can be produced and made public!

Alternatively: Demand that the library board cough up some real concrete figures and have them published in the official newspaper for the RCS district for all to read and comment on.

Cuts in Staff, Programs Statewide Necessity!

It’s Up To YOU! You Can’t Have It All and Survive. There have to be program and staff cuts. There’s no other way if we read the writing on the wall and see the reality that other districts across the state are seeing.

School districts across New York state are feeling the crunch and facing the realities:  ‘more with less’ relentlessly and unavoidaboly becomes ‘less with less.‘  Most school districts facing shortfalls in government support of public education are finally waking up: they must face the reality that the upward spiral of services and programs is no longer possible; staff and programs must be cut; there’s no other way.

Here are some links to some published news articles on school districts across New York state that have finally realized that they have to get back to reality and cut, cut, CUT! in order to survive. Even then, the future is uncertain.

Where is it all going — Maybe to London, Helsinki, Singapore or Rio de Janeiro — on Your Tab? Talking Pinapples, Trips to London, $32 Million to Test Prep Company, Illegal Lobbying, Attorney General Investigation. You PAY, they PLAY!

New York state awarded a five-year $32 million, yes MILLION dollars to Pearson Education, a testing company now under investigation by the NY state Attorney General for illegal lobbying in New York state! $32 million dollars of YOUR money to the company that included the fable of the Hare and the Pineapple as a reading comprehension test question for YOUR 8th graders. The idiotic question raised such a hullaballoo that it was removed from the test…and Pearson gets $32 million for treating your kids like half-witted garden slugs! (Did the Times Useless, the News Herald, or the Daily News report on this?!? Answer: NO!) Of course not, instead they picked on a citizen devoted to realtity and commons sense, a “sovereign citizen” (we’re all sovereign citizens!) on the RCS CSD Board of Education, they scandalized the sacrificing public servant (unpaid!) and smeared him all over the front page, while the real sluts pointed fingers and abused the board! Morons! Press and local sluts have been strangely silent!

Yeah! I'm stupid!

I guess the purpose is to make idiots out of the population and New York state can continue paying off it’s lobbyists with taxpayer money and the lobbyists can use their tax-exempt, non-profit foundations like the tax-exempt Pearson Foundation to funnel money to lobby for Guess what!: Fat State contracts to the tune of $32 million. And what pricks up the State Attorney General’s ears? Not the kids. Not the idiotic test questions. What got the State’s attention was at least four education conferences — in London, Helsinki, Singapore and Rio de Janeiro — since 2008, according to people familiar with the investigation. And, as the New York Times reported:

“In New York, Pearson Education most recently won a five-year, $32 million contract to administer state tests, and it maintains a $1 million contract for testing services with the State Education Department, according to state records. The last contract was awarded after David M. Steiner, then the state education commissioner, attended a conference in London in June 2010 that was organized by the Council of Chief State School Officers and underwritten by the Pearson Foundation.” Why London?

Really?

The Times goes on, “Dr. Steiner, currently a dean and professor at Hunter College, said on Wednesday that his trip had been cleared by an ethics officer at the Education Department. “I am sure that there was no sales pitch,” he said, adding that “given the many attendees and presentations, I cannot be sure that there was nobody speaking at some point in the conference who was from Pearson rather than the Pearson Foundation or other organizations.”

“But Dr. Steiner said “there is zero link” between his trip and the state’s subsequent contract with Pearson. He said that he had no direct involvement in the decision to select Pearson and that his role was to report the recommendation to hire Pearson, made by the department’s staff, to the Board of Regents. “I followed exactly our rules and protocols,” he said. “I still believe it was a useful and informative and professional activity that had been properly cleared.”

A reader, Mr L. Polyak, shared some thoughts with us this week and we’d like to publish them in part here.

 Mr Polyak: To  clarify:  “There is a formula it would be about 8.4% increase to RCS CSD  would be allowed  just to stay the Same.  keep in mind RCS is a “failing School” according to Feds And NYS Dept of Ed’s( we can’t teach our kids- too many drop outs [suspensions are high, too]. We are already in the crosshairs of the  NYSED. We lose pilot-programs money paid via our income taxes as a result. We lose money via property taxes (settlement out of court over 10 yrs ago, people  moving out of the district), fewer state grants  What  I was just trying to say is even with 2% here, 2% there and everywhere (tax caps)  8.4%  (RCS), 2% from town, 2-5% from Village of Ravena,  God knows how much the from Albany County around 130% a good guess, water and sewer 10 to-20% each, the Ravena library taxes (Note the only tax I would never have problems with because they do stretch their money a long way; you do see it working for you. [Editior’s Note: The director of the library recently reported to the Coeymans Town board that she expects to be expanding to occupy the old Knights of Columbus building on Main Street. How much $$?]) and some fire district tax (If I could I would write them a blank check I would God Bless them all!) etc. Simply it adds up and up and up.  There are RCS CSD workers themselves and fixed income folks who  can’t  afford all the increases as property owners–even with this new tax cap.  Some who lose or have lost their jobs never mind life long folks on fixed incomes and trying their best to stay here to be with the grand kids; some have already given up and moved out (about 1000). The reality: less kids in school less teachers needed. Then there’s the law suits and fines we are not told about. We use taxes rates from 4.5 to 6.9 % or higher out of 700 school dists. in NY we compare ourselves to our neighbors New Scotland. Bethlehem, etc they are not like us in any way; for that matter we could compare ourselves to South Hampton it’s so off base. This where RCS CSD hides the  real costs as in the past. For example, the pool there In reality, there are very few school dists out there who are like us in every way For example: Icabod Crane School Dist.  They have similar  problems…half the district is farms, rural,the tax base is similar, population (about the same), and number of students, etc. but they are $7 million less in their budget, 39 fewer teachers, and one less member on the school board (only 8), and they graduate 90% and their student go off to college. We have a failing teachers report card from the feds and NY state Ed Depts. and conflict-of-intrest left and right. [Here Mr Polyak provides a link to Ichaodcrane http://www.ichabodcrane.org] Compare for yourself and when you do you won’t be happy. Vote NO on the budget! The State Ed Dept (NYSED) is aware. I know I sent them copies of a [this] blog, too. if they take over RCS CSD half of the teachers will lose their jobs, half of the administration goes, too. It [should be] about placing the students first. What is your solution? 2 million New Yorkers have move out of NYS in the last 15 years US census Fact! Good Luck!”

Real Bullying at School is By the Teachers

The Real Bullying at School is by the Teachers and the Teachers Union/Association. Thanks to An Ignorant Voting Public, They’ve Stuffed the BoE with their Retirees and their Spouses. The Non-Teachers on the BoE haven’t got a Prayer.

What the Teachers Want the Teachers Get…And You Pay for It!

  • 2 BoE members have spouses who are teachers

Does anyone besides me smell a potential conflict of interest or abuse of authority, ethical conflict in this situation?

It’s really disgusting to see the board of education bullied by the teachers and the teachers greed in action! “Pay me now and pay me later!” seems to be the local teachers’ mantra as they flood the meeting room, and put on their sad faces, crying: “I get emotional about this (M. Miller).” [I’ll bet he does! Giddy is a better word!!] “I really don’t know what to say!” (the teacher whose husband just got tenure and who had to be phoned to get her to the meeing. “Ms Apologies” sitting to the president’s left, and who’s expecting to become a teacher! She’s keeping her bread heavily buttered.).

It make one want to vomit to hear them talking about their school loans they needed to take out to become teachers and have to pay back. What?!? Just them? I just finished a master’s in divinity (M.Div.); The minimum credits for a M.Div. is 75 credit hours, I did 90 (some schools/seminaries require more than 100!) The M.A. for teachers is a mere 24-30 hours. What the hell are they complaining about? Almost everyone attending college in the USA is saddled with student loans, not just the “poor” teachers! Funny how in this country the only ones crying poverty are the rich and the teachers! And they come out with salaries way above the average with very generous benefits and bullying power, too! (Just look at the RCS teachers association).

Then there’s the teacher who addressed the RCS BoE and the public complaining that she and her husband are teachers and property owners in the district; that they’ll get hit twice with the pay freeze…but she cleverly neglects to note that they get two paychecks from the district!

You really need to listen to the stories these conivers are feeding the district residents to believe they’re really saying it. Belongs on pay-per-view but for adults only. I’d hate to expose the children to such deviance but Hey!parents are putting their children under these perv’s influence every school day! What’s up?

Kewl, fashionable, stuck-in-midlife-adolescence Matt Miller was supposed to have met with the superintendent at 4 p.m. prior to the BoE meeting with the teachers association proposal. Miller showed up and presented the BoE with the teachers association proposal 2 minutes to 7 p.m. while the board was in executive session. Note: The public proceedings start at 7 p.m. How is it possible that the president of the teachers association presumes to submit a proposal and have that proposal adequately discussed when he submits it at the 11th hour! That’s outrageously irresponsible and unprofessional. To then make the impression on the public that the Board is being unfair in not accepting it is outright dishonest and is playing the voting and taxpaying public for fools! Shame on Mr Miller, shame on the teachers association, and shame on the teachers for allowing this charade and fraud.

If Matt Miller’s representation of the teachers association is representative of the teachers themselves they are a despicable, self-serving, hypocritical group who do one thing through the teachers association and their representative Matt Miller and talk a different talk when at the podium. Either that’s fact or Matt Miller is a snake. [Over the past couple of weeks of reviewing him on tape, we opt for the latter.]

The facts: The proposal is that from July 1, 2012, and for five months the teachers will have a pay freeze (no increases), then 1.5% increas for the remaining year, and in 2013-14 a 1.5% pay increase (3 sick days can be transferred to personalleave (they now have 2 days personal leave)).
In the period 2014-16 (two years) teachers are guaranteed a 2.5% pay increase. (If the budget is not passed, this all doesn’t happen; it’s null and void.)

The total savings would be about $130,000, and would bring the budget increase down from 7.3 to 6.8%, which can be used to offset the tax levy but not by a substantial amount.

The teachers presented any number of misleading scenarios and should be ashamed of themselves.

BoE Member: ‘Just received the final draft of partial pay freeze, amount of savings received will not outweigh the costs to the district if the 8 conditions are followed. A full-year pay freeze would have been nice. I will not be supporting the proposal. I don’t think it sendas agood message wehn it sends the message of future increases when we’re asking so much form our taxpayers.’

BoE Member: I support the pay freeze, they don’t have to offer up anything…it was an offer…that would have helped. We were hoping to get a total pay freeze from al lthe units. The most highly paid unit is offering only a partial pay freeze when the others couldn’t possibly affort that.’

BoE Member: It is not a full pay freeze it is a partial pay freeze. In these hard times everyone should have to step up. I will not support the partial pay freeze.”

BoE Member:  “I don’t agree with the partial pay freeze and i don’t agree with giving it to us at the last minute, basically hanging it on us. I don’t believe it is enough and it won’t solve our problems at all. I won’t be supporting it.

BoE Member:  “I will be supporting the partial pay freeze. I feel it is a fair proposal. What the teachers have proposed is fair and progressive and should be passed. I applaud the teachers association for stepping forward with at least a plan.” [Whalen misses the fact that the teachers are giving up a part in exchange for future increases!]

BoE Member: “I agree with the pay freeze I agree with anything that people are willing to give back, especially if they don’t have to. I would be grateful for anything anybody will give.” [Mr Engels has a lot to learn about making tough decisions; his position is simply laying down and rolling over; its passive management and a management style for losers!]

[Editor’s Note: So many of the speakers are asking for guarantees, certainty of the Board. What we don’t understand is the total disconnection with reality of so many of the speakers; they appear not to be living in a real world. They are consistently asking for guarantees and certainty. We’re at a loss! It’s incredible to listen to these people.]

Local Resident:  (so-called treasurer of the controvertial RCS Sports Association; his wife is a teacher):  Budget comment. Savings and achieving savings so that services are not affected. Referring to the the 11th hour partial payfreeze, accuses the board of rejecting a savings of $300,000 savings [Editor’s Note: His math is a bit off.]  Teachers are evil, want money, highest paid unit. Nothing to do with me personally (Gotcha! Billy boy! Your wife is a teacher! Or didn’t you know that?). Admits that he does not know the terms or the conditions attached to the proposal (Then sit down and shut up until you have the information!) It might not have been as much as we wanted but we turned it down. I’m saddened by that.

Local Resident: I have to echo Bill McFerran’s remarks. Truly disappointed that the offer was rejected. [Brown obviously does not want to admit knowing that the RCS teachers association president submitted the proposal minutes before the public meeting!]  But she does mention the $10K paid to teachers association president Matt Miller in addtion to his teacher’s salary, stating that the meetings discuss that when there are other savings to be made. Is Partridge-Brown defending her friend Miller’s double-dipping and suggesting that it shoud be simply overlooked? Not questioned? Sorry, $10K is $10K; it aint chicken feed, in other words.

Local Resident/Businessperson: There were conditions associated with the TA proposal. What were those conditions? (No-one knew!) It appears that those conditions were a determinant factor in the Board’s acceptance of the proposal. Very disappointed that there were conditions attached to the proposal by the teacher’s union. All the unions have not stepped forward with a solid proposal that would make a real difference. Whether the support is coming from state or federal, it’s still money coming from taxpayers. Very disappointed that people have not come forward with solid proposals. If the budget does not pass there should be cuts in teachers, support staff, and administration. Students should be given the credit for being able to learn in a class with 15 students and with 30 students, it shouldn’t matter, they can learn.

Matt Miller: Yeah! This is the same Matt Miller who pops the proposal on the board 2 minutes before the public session. He whines: ‘No other way to say it but “Unreal.”‘ [It’s “unreal” alright; unreal how he gets away with his conspiracies!] Healthcare copays have increased (so have mine!). We got our people to do the right thing. The conditions,” My contract, I wrote the thing.” It lessens the impact on my people but gives the district relief next year. The conditions are not, I feel, too stringent. Miller is about money, money, money! The conditions didn’t have anything to doe with costing the district anything [We should hope not! It was supposed to save the district money]. The conditions were to save jobs w/o increasing the tax levy.

Jesse Newman: I know that there are a lot of differences and conflicts on the board. I thought you guys made some very tough decisions. I’m amazed…it seems like a slap in the face to the teachers…(Does he know what he’s talking about? Nobody knows about the proposal or the conditions! But he’s lambasting the board.). These teachers did a good thing. (How the hell can he say so?!?).

R.J. Esposito: Very disappointed. You asked for s.t. you didn’t get what you wanted but they met you half way. A lot of people don’t agree what to cut so they cut everything; they need to be explained to that once the things are gone they are gone. They are not coming back next year. They need to pass this budget. Can you explain what happens next year. [The superintendent explains that is what she’s going to be doing…she will be addressing PTA groups on the subject. If looking at a 0% we might be looking at school closures or full-day kindergarten to halfday, etc.]]

Melanie Potter (special-ed teacher): “I’m a bit upset. I’m a parent and I know parents and I know business owners in this district. Bare-bones services.”
In the real world there are millions who are homeless, jobless, paying back student loans, unable to afford healthcare or insurance, and making nothing or next-to-nothing, and paying taxes, including school taxes. It is scandalous to hear one highly paid group, the teachers, crying the blues and putting on an act as if they were being mistreated. 

When are you going to wake up?!?

Residents, Taxpayers, Everyone: Wake up! Vote down the budget proposal. It’s the only real alternative. Spend, Spend, Spend! Pay, Pay, Pay! Is simply not going to work. Cuts have to be made. Sacrifices, real sacrifices, have to be made; not sacrifices tied to conditions like the teachers association is trying to force down the board’s throat at YOUR expense. Shame on the teachers! But shame on you, too, for allowing them to do what they are doing!

The look of joy on her face didn’t disappoint me.  As I didn’t lose my sense of humor…  I then told her “No, he didn’t!” But that was my point–even if it was a stupid point. Then the writer takes us to his real point.]  Let’s just say, for instance, say that he [RK] was out of the picture …..

An Dwindling Tax Base…And they Still Spend!

We are still facing an approximated 10% increase in school  taxes. What are your solutions, geniuses?  If I remember correctly you all knew of the foreseeable reduction in tax base! You all should have seen the writing on the wall, the signs! [Great leadership, right?]

This loss of  revenue was coming already 10 years ago but the geniuses in charge spent our money on a pool that was a few feet too short–like so many other things in the RCS “leadership”– for any really serious competitive sports events–well, maybe the RCS Senior Citizens Water Aerobics Olympics! Did anyone look at the plans? Did anyone do any research? They must be the dumbest asses on earth! So much for people who build glass-enclosed pools; they really  should not build them across the street from a quarry company that blasts rock every day and cracks your glass pool every day! We’ve known about the vibrations problem for almost 50 years, since the RCS highschool was first built! Brainless wonders that you all are! [Thank you! Mr Deluca and company!]

Well, keep up the good work! If the FBI wanted you or RK you would be both gone by now. [But maybe now they’re looking more closely at the real home-grown local terrorists–they’re all over the place in RCS!] Give me a few days I have to go to Village of Ravena’s budget hearing on Tuesday and if I can make it to the school budget, too! Both at the same time…Go figure.

The Legend is That a Former President of the RCS Board of Education and his Cronies had to Slip it to the RCS Residents to Get the Pool (Hidden) in the Budget.

Double-dipping? No, not in the pool this time. But read on… I may be losing it but I always thought that you could do only one job at a time and get paid for that job.

Are you OK with this, too? He is!

Well, it appears that RCS teachers may be nominated for a Nobel prize in ingenuity: They’ve figured out how to do at least two jobs at the same time and get paid for BOTH–also known as “double-dipping”! Seems that an annual salary of about $70+K just isn’t enough (plus summers off!), so one prominent teachers association official has a second job, apparently done at the same time and the same place as his teaching job (he teaches only two periods a day so he can take care of “association business”?), and while he does his teachers association finagling. He gets an additional $10+K for the “second job,” which is also at the same school during the same time he’s being a “teacher.” I sure hope he’s not teaching morality or ethics! How’s that work, I wonder?  Nice racket RCS taxpayers. Less teaching load, same money, second job done at the same time, an extra 10K?  Not bad! Question: Who’s his supervisor on job 1 and who on job 2? Any answers? Let’s get the real story and publish some figures!

Now back at the pool, another character is hard at work…Has anyone investigated? A while back, an angry parent, a neighbor, in fact, shared with me the ordeal that the children were enduring at the hands of a “swimming coach,” that was so outrageous she was contemplating legal action. She allegedly brought the complaint to the middle school where her daughter was on the swim team and was apparently being verbally abused (Note! verbally! Here’s a site on Verbal Abuse.) by the coach/instructor. The neighbor’s daughter was not the only one to experience the technique of the coach, others had, too. Isn’t that a form of bullying?  Information is that same teacher is still there and nothing much has changed. Why not?

Helmet concussion in school sports? Is this a test? There have been numerous cases of long-term damage to the brain in school and professional sports due to even apparently minor impact to the head, even when wearing a helmet. This has ushered in a number of research studies and mandates for safer helmet design. (See the Boston University Center for the Study of Traumatic Encephalopathy.) There’s a good article on the subject regarding highschool sports by Jonah Leher, The Fragile Teenage Brain: An in-depth look at concussions in high school football, in Grantland (January 12, 2012)  (click here for a pdf copy Jonah Lehrer-Fragile Teenage Brain). So, parents, what do you think about a bunch of teacher/coaches bouncing footballs off your kid’s helmet at practice? Isn’t that a form of bullying, too? Think they might have gotten a few knocks on the field? Or are they just stupid by birth? Ask the kids about this. Any Answers?

Think about this: You are electing teachers or retired teachers to the Board of Education; their friends and buddies, also teachers, at the school want this and that, and $$more money$$. The Teachers Association brings the requests to the BoE and the former and still teachers give them what they want. If it’s proposal against a teacher or the interests of the Teachers Association, they simply stonewall. Government as usual, do you think? That’s a question: Do YOU think? Do you put the fox in the henhouse to make sure the fox doesn’t have a party where the main course is…chicken? Apparently, YOU do! Solution: Keep the teachers and the Teachers Association in the school where they belong; put parents and business people on the Board of Education. Teachers and Teachers Association still have the opportunity to address the board in public session. Fair enough, isn’t it?

One thought keeps popping up in my mind: How is it that this is going on in such a small place, and everyone seems to know about it but nobody is coming forward–at least not out in the open–with it. Why are we getting this stuff in confidential conversations? Where is the news media? Where are the parents? Where are the watchdogs?

Maybe the Times Useless and its pulp fiction writers and the Daily Mail should be going after sharks instead of minnows, after the habitual perps and pervs and not just after some poor bastard who disputes his taxes. Waddaya think?
