When People Misbehave in Public and are Disorderly, They Dampen the Pubic’s Enthusiasm to Exercise Free Speech and Expression Guaranteed by the Constitution of the United States. In Other Words, the Disorderly Individuals Interfere with Your Constitutional Rights!

This has been an age-old tactic by terrorists and antisocial groups: send in a bunch of thugs to disrupt the meeting, scare people or make them nervous, and the people will be hesitant to speak out or to meet. The Bolsheviks did it. The Communist Chinese did it. The Stalinist Russians did it. The KuKlux Clan did it. The Nazis did it. It worked for them and our own thugs think it will work, too. It’s up to the rest of us to put the thugs in their place and to show them that thug tactics don’t work in this community. Get it Matt Miller, Jerry Deluca, Fiends of RCS, Sarah Engel (a teacher whose teacher husband is Howard “Bray” Engel of the RCS teachers clique on the BoE, and her mass-e-mail campaign as Fiends of RCS), and any others who think that they are better than the rest of us.

I’d like to start with some comments made on local groups’ Facebook pages this week. The comments were posted in response to a local figure’s post about misbehavior by adults at the May 14, 2013, RCS board of education meeting.

Apart from some absolutely stupid comments made on several of the RCS Facebook pages by a character who likes to dress up in a fireman’s outfit and who also likes to read the Coeymanazi manifesto and recite its parts on Facebook (Yes! I’m talking about YOU, Mr Craig Wickham!), some of the comments I’ve recently read about misconduct by attendees at board of education meetings tend to reflect a sofening of attitudes. Does this mean the community is becoming more civil? Let’s hope so but let’s look at those comments first.

John Rousseau: Why? Because a large number of the voting public…rely on what is being broadcast and published in emails,webpages, and blogs as “truthful”. Its sad that many rely on these opinions as fact, which is why I’ve been checking some these opinions…I don’t think I need to remind anyone of the hateful public rhetoric surrounding Jews prior to WWII.. both in Europe and in America. Brandeis [Louis Brandeis, US Supreme Court Justice] was at the forefront of many decisions regarding free speech, exercising it, and its limitations:

Thank you Mr Rousseau, for that very supportive comment. While justice Brandeis did support some very questionable rulings, his position on free speech and expression is scriptural. That’s the principal we live by on this blog and, Mr Rousseau, once again, Thank you! for your express support and that very supportive statement.

Rob Thomas:  John, you are entitled to your opinion as we all are. I would never deny that of anyone. I am more concerned with the manner in which someone voices their opinion…and I need to say that good manners and civility are slowly eroding in our community. People would be surprised how one may listen to you and be acceptable of one’s point of view if only respect was present.

Very true, Mr Thomas. We are entitled to our opinions and, as Mr Rousseau points out, it is certainly worthwhile to check the facts to arrive at the truth. That, too, is what we do on this blog. The question we all need to ask ourselves is “Why?” as you state, “good manners and civility are slowly eroding in our community.” This may have a lot to do with how children and young adults perceive the models that community adults provide. I provide some examples below of some egregious [=disgraceful] behavor of some local adults, and ask readers to decide: How does that affect our young people? Even ask yourself, How does that sort of behavior affect YOU, an adult?

The very thread started by the comment on the impression Ms Suni Martinez Swann made at a recent BoE meeting, and the outrageous outbursts of Mr Matt Miller, teachers union representative and teacher at the RCS high-school, and Mr Gerald Deluca, an employee of the Coeymans police department, is an example of the answer to your question. Ms Swann is an outspoken contributor to several local groups, and her conduct may simply have been a momentary loss of control. Matt Miller’s and Gerald Deluca’s conduct is simply habitual but  unacceptable, even if we do agree on free expression, in or out of an official scenario. Miller and Deluca are public figures and must be held to a higher standard than the Suni Martinez Swans’s among us.

We also need to realize that when someone is sure of her or his position, s/he does not have to engage in rudeness, uncivility, outburst, etc. When a person is secure and sure about her or his opinion or position, s/he can sit quietly, respectfully,  and assuredly; when a person doesn’t believe in her or his position or does not feel it’s convincing or persuasive, then they resort to rude attack, loudness, outburst, aggression, even violence.  So what does that tell us about Miller’s and Deluca’s behavior and conduct?

John Rousseau. First… recall that this was a rule proposed by Mr Vadney and agreed upon by the BOE in order to keep their meetings brief, and not running into the wee hours. Everyone needs to remember that it is the BOE’s meeting, and the public is granted access **only** to observe. The privilege of public comment at the meeting is granted by the BOE…Good luck with that. (RCS Friends and More)

Thank you again, Mr Rousseau. Again, you are on target. As I mentioned above, people tend naturally to be intimidated when exposed to aggression or outbursts. It’s an abusive tactic used by persons and groups who don’t fully believe in the strength or persuasiveness of their positions. When truth, fact and logic fail them, they turn to aggression or violence. Mr Matt Miller and Mr Gerald Deluca are good examples of this observation right here in this community. Other examples are given below.

We’d like now to move on to an illustration of how we behave may be perceived differently than we intended. Several communications seem to support that fact: That when we act or react in public, the public may perceive the behavior differently. Ms Swann insists that she is a “lady” but the comments seem to reflect a different impression. [Editor’s Note: This is in no way whatsoever representing the opinion that Ms Martinez Swann is not a “lady,” however she may define that term, but that her behavior was perceived to be inappropriate and rude, uncivil.]

A word of advice: It’s all in the eye of the beholder whether you’re a lady or not. Self-assessments don’t count here. Perhaps in future you should let the board do what it’s there to do, make the rule that ensure its orderly function. And stop looking for reasons to be negative. Moreover, perhaps you should reassess how you behave in public and the impression you make. You seem to feel you behaved like a “lady.” Apparently a number of people who observed your “ladylike” behavior had a different impression.

Suni Martinez Swann: …EVERYONE!…I agree rudeness is inappropriate. When I first looked at Mr. Vadney, I asked with a questionable look & with 3 fingers held if time was up. I did not expect Ms. Vadney to respond as she did, which prompted me to ask verbally “Is it 3 minutes?” …I respect the work ethic of both Mr. and Mrs. Dawn Vadney extremely well. This couple worked tirelessly alongside my husband and I with a volunteer effort that helped those in need after a natural disaster. And we appreciated it very much. I am not on a “side” nor for an “interest”. I am for my child(ren) and seeing that those who serve, on the board (whoever it may be), align with my philosophy of education, ethics, and morals. Well, thank you Ms Martinez-Swann, for your comment, which is very supportive of our principles, and also of Mr Vadney and his dedication to this community. But we are concerned by some of the contradictions in your statements.

Whether or not you expected a reaction or not, don’t you think you were out-of-line or overstepping your role as a spectator. (Please see Mr Rousseau’s comment, above.) Mr Vadney was quite correct in advising you that “We have a timekeeper over here.“” The timekeeper was not Mr Vadney, by the way. You were, in fact, asked not to “interrupt.” Interrupting only delays the speaker’s finishing. It’s rude and unfair, too. In fact, Mr Vadney later twice advised the speaker that her time was up and she should finish. That sounds to me (1) like the board had the situation under control, and (2) you were out of line. If you disagree, we would welcome your comments.

Your statement that you want to ensure “that those who serve, on the board (whoever it may be), align with my philosophy of education, ethics, and morals,” is a contradiction of the statement you made immediately before, “I am not on a “side” nor for an “interest.” Furthermore, you make the impression that you are arrogant and close-minded when you want a group elected by the greater community to “align with your philosopy of education, ethics, and morals.” If that isn’t one-sided or representing a one-sided interest, I don’t know what is! Again, Ms Martinez-Swann, you live in a community and, like it or not, you need to be consciously aware of the impressions you make.

This Community Has To Decide Who’s Running Things

Taking effective charge starts with self-awareness, with admission of the bad as well as the good, of recognizing when we are in denial and deceiving ourselves. It starts with our recognizing which version of the facts we are going to accept as true and how our own agendas and, as Suni Martinez-Swann writes, whether we are going to expect the entire community to align with our own “philosopy of education, ethics, and morals;” in other words, shortsightedness, one-sidedness, bullyism.

  1. When we give a gift, we have to let go of it and turn it over to the recipient, don’t we? Same is true when by our vote we turn over some of our authority and power to the successful candidate, whether we have voted for her or him or not. That’s democracy, people.
  2. The comments we’ve examined above mean that we need to do a couple of things here:
  3. Behave ourselves, act with respect, be civil.
  4. Listen more and talk less. God gave us two ears and one mouth for a very good reason.
  5. Be very aware of how we are perceived in public, and conduct ourselves to make the most positive impression, especially on young persons.
  6. Let go and let our elected officials do what we entrusted them to do!
  7. Don’t just talk, make sense. Just saying something is wrong is not enough, you must be able to defend your position and, in matters that affect the community, it’s not your good but the common good that guides the discussion. If you want a community, you must accept the rules of living in community.
  8. We, you and I, are responsible for this community and how it runs or doesn’t. We have to live here, do business here, raise our chldren here. Not the Albany Times Union!animation burning question

So the Burning Question Is: Who Has Gotten the Albany Times Union to Publish More Garbage on this Community. Who In This Community Is Feeding Them The Junk That the Albany Times Union is AGAIN Printing About Our Community.

We really want to know and you should really want to know who’s getting the Albany Times Union to again focus their vile attention on our community. Once you identify who’s feeding that useless rag, take her or him out and lynch’em! Tar and feathers is too good for them!

Can you imagine the gall, the arrogance, the utter scandal that the Albany Times Union should publish something like, “RCS You can do Better” (Times Union, May 17, 2013, click this link to read the Absolute Insult to the RCS community!) You may not think the community is broken or that the board of education is broken. You may not agree on all or even any of the issues. But YOU and only YOU, RCS residents,taxpayers, should openly and loudly punish any of the media who makes a statement like: “Three members of a travesty of a school board are up for re-election on Tuesday.” How dare anyone in this community feed the Times Useless. What’s even worse still—but not likely—is that the Times Useless would print something like that scandalous, insulting “opinion.” on its own.

One thing is certain: Whoever is getting the Albany Times Useless to print stuff like that is CERTAINLY NOT THE ONES BEING TORN APART IN THE ARTICLE. So how many choices does that leave you for deciding who’s feeding the snake a.k.a. Albany Times Union?

Anyone feeding the Albany Times Useless should be publicly stripped naked and tarred and feathered! Anyone feeding the Albany Times Useless by contributing negative comments should be publicly stripped naked and tarred and feathered, as a traitor to this community and for undermining the good faith efforts of this community to flourish. Anyone who stands silent while the Albany Times Useless prints this insulting, scandalous garbage is an accessory to the insult and should be SHUNNED by the community!

So Think About This and Decide for Yourself What You’re Going to Do…In 2012 when the teachers clique and the Deluca thugs, now known as Friends of RCS, couldn’t get the votes, and didn’t get them in 2012, even though they resorted to some pretty underhanded tactics to sway the public, and violated not just a couple policies and laws while they were at it, they then tried to recover the majority on the RCS Board of Education by even more devious means. Here are just a couple of examples, let’s see if you can remember them:

  • They tried to slander sitting board member Rodney Krzykowski into resigning. When that failed they started feeding the Albany Times Useless with scurrilous information, trying to defame Mr Krzykowsi and scandalizing the RCS district and the board of education. They failed.
  • When sitting board member Jeff Lukens’ son got into some trouble and Mr Lukens stood by his son, they dragged Mr Lukens through the dirt. What’s a father to do when his son gets into trouble? Take him out back and shoot him? They failed.
  • They then tried to frame sitting board president John Vadney. But a number of witnesses came forward and Mr Vadney called their bluff. They failed.
  • Then certain teachers (Matt Miller)  incited students in the high school and board president John Vadney’s son was ambushed by several young hoodlums when he was entering the school. It was all caught on tape. The administration under that useless union lackey Elizabeth Smith dragged their feet and tried to sweep the incident under the carpet. That was until Mrs Vadney showed them she meant business and filed a Notice of Claim telling them either do something or else. (By the way, no lawsuit was ever filed, contrary to what the Coeymanazis in Fiends of RCS might be circulating.) What would you have done if your kid was attacked and injured and no one seemed to give a shite? Blow it off, maybe? Again, they failed!
  • Then they came out in force when the board went forward to hire a professional superintendent, Dr Alan R. McCartney. They had everything to say about that and most of it was lies. McCartney was hired and has been doing a stellar job. Matt Miller, Jerry Deluca, Fiends of RCS, Coeymanazis failed yet again!

That’s Sure Proof that Friends of RCS have NO VALUES! They’re IMMORAL and UNETHICAL!

Then there’s the 2013-14 budget. Fiends of RCS, Matt Miller, Jerry Deluca all came out in force with doom and gloom predictions of services and programs getting cut, no money left, job losses, etc. None of it true. The Vadney, Sylvester, Robbins, Krzykowski, Lukens team approved the budget with their majority; the teachers clique wanted a higher levy (at least 3.58%) and lost (AGAIN). In the process Dr McCartney and the Vadney majority not only kept most programs but even added some! So where are all of these lies coming from, we’d like to know. And why?

This just in: A local resident attempted to post a comment on the Friends of RCS Facebook site and got this response:

Beth Sullivan Pike: Our page is supporting 3 candidates. If you do not want to support them, you can comment elsewhere. Thank you!

Fiends of RCS: The Friends of RCS have chosen to support three fine candidates: James Latter, Jason Hyslop and Pat Brown. We know not everyone will agree with our choices. It is up to you to make your choices on election day, May 21st. BUT, please take your comments for the other candidates to other Facebook pages that are supporting your candidates. We will not tolerate negative comments against our candidates. Thank you!

Here are some more questions that might open your eyes a bit wider to the truth:

Let me ask you when ever have you seen any of the resident-business people standing on chairs and shouting at a board of education meeting? You probably can’t think of a single instance because it never happens. But what about the Fiends of RCS? The Coeymanazis?The most recent instance was at the May 14th board of education meeting when Suni Martinez Schwan was shouting at the board and at a speaker at the podium. Then Matt Miller and Jerry Deluca had an outburst and were evicted from the meeting by Dr McCartney. Well, that happens to be the way they are: animals.

When have you ever heard Mr Vadney, Ms Sylvester, Mr Robbins, Mr Lukens, or Mr Krzykowski ever address another board member disrespectfully or demeaningly. I’ve never seen or heard that happen and I review all of the videos of the meetings. Can we say the same thing about Alice Whalen, Howard Engel, James Latter, Jerry Deluca? NO!  As a matter of fact, that’s the way they are: animals. Note that I didn’t include Edward “Teddy” Reville because he’s so comatose at most meetings you’d doubt he was alive. How’d he get on the board, anyway?

And what about the Deluca thugs? Now that’s a bunch of savages (I won’t even call them animals, it would offend the animals). Their motto is: “If You Don’t Have Facts Make Some Up!” Enough said.

And then the residents-in-denial like Denise Carl Hughes (her husband, Scott Hughes, jumped ship when he was prez of the RCS BoE and the going got rough. Now she’s a big deal? She’s a vicious biatch, nothing more.  History, people, remember the HISTORY!) and Eileen Vosburgh and their minions don’t think this community is broken, dysfunctional. Well it is, girls, admit it. And it’s people like you who make it broken and dysfunctional. Admit it.

So, ladies and gentlemen, if you really want to put respect and integrity on the RCS board of education you won’t do it by re-electing James Latter or electing Jason Hyslop or Patrick Brown.

The signs tell it all. Latter, Hyslop and Brown are not independent, they are part of a like minded group and they’re telling you that by joining together even on their signs.The teachers clique and the Coeymanazis own Latter, Hyslop, and Brown. They are owned by the special interests. They’re tools.

You won’t find Vadney or Sylvester or Polyak listed together. Why? Because they don’t belong to anyone but the community who elects them. They are independent and aren’t owned by anyone. They think on their feet and don’t take orders from unions, special interests or godfathers.

So, dear readers, I ask you: Given this information and your God-given intelligence can you make the right choice?

Keep in mind that it’s not the people being torn apart by the Albany Times Useless who are the ones scandalizing and insulting the RCS district and community. And it’s not the people being torn apart by the Albany Times Useless who are feeding the misinformation and lies to the Albany Times Useless who are scandalizing and insulting the RCS district and community. And it’s not the people being torn apart by the Albany Times Useless that are breaking this RCS district and community (while denying the very results of their unscrupulous and criminal behavior). We know who it is: The very ones opposing Dr Alan R. McCarney and the good work of Mr John Vadney, Ms Judy Sylvester, the promise represented by Mr Laszlo Polyak, and the resident-business team on the RCS BoE. Yes! We know who you are! And you’re scared shiteless, aren’t you?

We found a cutsie little quip on the Friends of RCS Facebook page,

Question: But what kind of “dialogue and discussion” is it that the Friends of RCS so “LOVE“.  (Well, if you visit their page, it’s a dialogue between some unidentified “Friend” and a handful of commenters. Looks like what we’d call a “propaganda mill“.)

Answer: The Friends of RCS idea of “dialogue and discussion” does NOT include relevent questions. What it does include is ONLY what supports their perverse propaganda. So if it’s open and free discussion you’re looking for, you won’t find it on Friends of RCS. Here are the questions the reader sent us that were posted and then deleted by Friends of RCS:

Can anyone explain Pat Brown’s contradictory statements made at the Meet the Candidates Forum? Does he live in Coeymans or New Scotland (Feura Bush)? If he doesn’t support the budget and wouldn’t vote to approve the budget why are Vote YES signs around his campaign signs? Is it true he’s never attended an RCS BoE meeting? That he has never provided any inputs at BoE meetings?

Is that because of our report? People, this is CENSORSHIP at its worst and it’s nothing new in Ravena-Coeymans. !

So, what does that tell you about any candidates the Friends of RCS support? That any Candidates supported by the Friends of RCS are “Friends” only because they do not tolerate free speech, legitimate, relevant questions, or dissent. In other words, all the public statements that James Latter, Jason Hyslop, and Pat Brown make are purest bullshit! They won’t represent YOU, they’ll represent the clique run by Jerry Deluca and his so-called Friends of RCS gang.

At least two commenters responding to our article,  Deluca, Vosburgh, Hughes: Irrelevant, Risky Questions, seem to have hit the nail on the head when commenting on the video of the so-called Meet the Candidates forum “organized” by the A.W. Becker PTA (that is, Denise Carl Hughes and Jerry Deluca). They find the whole circus a “mockery”:

There was little benefit to me by watching the video. I wanted to know something about Mr. Hyslop, Mr. Brown or Mr. Polyak, each of whom I know very little. First, let us consider the questioners. Many of them had long ago decided who they were going to vote for. Then what was the purpose of their questions considering that they were not trying to find out about those that were running. Was it to ask questions that would put some of the candidates in a bad light or a good light?…This meet the candidates event was a mockery, there was nothing about meeting the candidates…Was this mockery planned by the PTO/PTA to come out this way, or did it get away from them. They really should apologize particularly to the new people. They did have some opportunity, but talking about lawsuits, who painted the concession stand, etc was a waste. [Cookie, May 10, 2013]

We tend to agree. It all seemed like a lynching and a witch burning from where we were observing. A couple, but by far the minority, of questions did address real issues, like the bullying problem, but the rest? Pure attempts to smear or to misinform. (Read our commentary on the May 8, 2013, A.W. The bottom line is: We’re going to blow our own horn, now. This blog posts all comments regardless of their origin, even those that are downright insulting. We do have a policy of posting public warnings to individuals who are plain uncivil or abusive, asking them to clean up their act and stay on-topic or their comments will be trashed. That’s fair. We sincerely love discussion and dialogue that’s open, fair, and civil.

We’re just curious where you got all those selective e-mails because you’re not sending them to all interested persons in the district. Is there some secret that the rest of us aren’t supposed to know about? It’s our district and they’re our candidates, too. Or don’t you and Friends of RCS think so? Do you and Friends of RCS think the district belongs to you alone?

So, Sarah, come clean. Tell us where you got the e-mails and put the matter to rest. Embarass us if you’d like but tell the truth. You can manage that, right. But then, you’re a teacher, married to a teacher who teaches at Averill Park but sits and makes decisions on the RCS district board of education, who supports SpLatter-Hisslop-and Browneye, all of the RCS BoE teachers clique a.k.a. the “Fiends of RCS” whose slogan is:

Eileen Vosburgh Sticks Up for FERPA Violations—Coddles James Latter

confidentialNow, as for Ms Eileen Vosburgh. It’s common knowledge that you and James Latter are in each other’s pockets. Wasn’t it you last year who went to bat for Latter when parents were clamoring for his resignation for violating student confidentiality, that is, Latter broke a law when he violated the Family Educational Rights and Privacy Act (FERPA), HIPAA, and district policies, and distributed confidential information about a student to athletics staff. Yes, Ms Vosburgh, it’s true and common knowledge, and it’s public. At the very board of education meeting when a parent read off the accusations against Latter, you promptly took to the speakers podium to say on his behalf, “He’s a very nice person.”  Apparently you, Ms Vosburgh, don’t take the laws protecting students and parents very seriously either.

Scott Hughes, Former RCS BoE Prez, QUIT the BoE—Denise Hughes Forgets that Fact of Abandonment and Now Plays High, Mighty, and Self-Righteous. Hypocrite!

Denise Carl Hughes, you should have the good sense to shut up, too! Considering the fact that Mr John Vadney was put in the position of taking over leadership of the RCS board of education when your husband, Scott Hughes, QUIT and left the board. Why was that? Never mind, we’ll find out. Now tha’t’s community spirit à la Friends of RCS and the Becker PTA, right, Denise? When things aren’t going your way you just up and quit, abandon your civic commitments. That’s how much the Hughes cares about students, schools, the RCS district.

A bit of advice for Vosburgh and Hughes: First of all, a Notice of Claim is just that, a Notice. It makes the noticed agency aware of a problem that could incur its liability and gives the agency an opportunity to investigate and take corrective action. It inaugurates a process, not a legal proceeding.

Anyone in this RCS district who has ever made a complaint about teachers, athletics coaches, bus transportation, etc. knows that this RCS district has a very poor response rate, and generally ignores parents’ complaints. It seems that that poor record has so frustrated parents that the only way to get the RCS district administrators, principals, etc. to take a complaint seriously and actually respond and investigate a problem is to file a Notice of Claim with a dollar-sign attached. It’s not the parents’ fault that it has to be done that way, it’s the bad habits of the RCS district. Ms Hughes and Ms Vosburgh are very much out-of-touch with reality (or maybe it’s because their members of the exclusive club in the RCS district) if they are not aware of this fact. But the fact that both Hughes and Vosburgh don’t know the difference between a Notice of Claim and a lawsuit, and exhibit that ignorance publicly, is deplorable. Shame on you both!

It would behoove you both in future to engage your brains before you operate your mouths. It could very well save you some embarassment and keep you from looking like dumb biatches in public.

We do realize that your purpose was only to smear and you would have come closer to your goal if you had an ounce of intelligence. But both of you together hardly make half a chicken’s brain! (And neither of you are exactly ‘chickens’, clucks maybe, but not ‘chickens.’)

Patrick Brown, Candidate, Contradicts Himself (Again!)

We’re not stupid, Mr Brown, so don’t treat us as if we’re not paying attention! Stop double-talking us!

What, really, is Brown’s position regarding the budget? When asked about the RCS 2013-14 school budget and whether he would support it, Brown answered ‘No. I would not vote for it.’ But Paddy, why then are your campaign signs flanked by “Vote YES!” signs? Are you telling us you do one thing thing but then we should do another? Is that how you’re going to behave if elected? Which is it, Patrick Brown? Is it a YES! I support the budget? Or a NO! I don’t support the budget! Or is this all lawyer-speak and you don’t really care?

Where do you really live, Patrick Brown? Also, Paddy, the 2013 Albany County official Board of Elections registered voters list shows you as residing at an address on Zabel Hill Road in Feura Bush. But at the Meet the Candidates event you explicitly stated that you live in the Town of Coeymans. But Feura Bush is in the town of New Scotland! Only one can be true, Paddy, either you live on Zabel Hill Road in Feura Bush and you lied about living in the Town of Coeymans or you don’t live on Zabel Hill Road in Feura Bush and you live somewhere in the Town of Coeymans, in which case you have provided fraudulent voter registration information. Which is it, Patrick Brown? Are you a liar or a fraud? (Voters need to ask this question, too!)

These will have to be the last comments on the May 8th Meet the Candidate circus. We have to move on to bigger, more pressing issues in this broken community. (Gotta chase a chubby, right Jerry?)

We went to the Fiends of RCS Facebook page and came to the decision that whoever is running that propaganda mill can’t tell the difference between fantasy and reality. Here are some quotes:

We’re sure you’re proud of Latter, Hyslop, and Brown. Do you have any choice? Latter has been on the board for several years and still doesn’t read what’s in front of him, he’s been read the riot act by parents for abuse of students and violation of the FERPA law (misusing personal information of students and parents), he can’t put together a complete sentence.  But YES! Fiends of RCS is proud of him. Go for it, dodos!

Proud of Jason Hyslop. Well, what can we say. Jason Hyslop is a nobody and if you’re proud of nobody, that is closer to reality than Friends of RCS have ever been. Better to be proud of nobody than proud of Jim Latter!

As for Patrick Brown: Here we have the king of phoneys. This guy is a lawyer who claims to be an advisor to the Cuomos (that alone should put the nail in his coffin), he represents unions (note “unions” not workers), he represents big business (like pharmaceutical companies). He’s never attended a BoE meeting, much less made a public statement on any issues before the board. But now he crawls out of some crack in the shithouse and wants our votes. Yes, we’re sure you want the three stooges to “serve together on the board of education.”  That’s just what we need are another three cyborgs on the board of education who will recite their scripts and vote as programmed. Just what we need to return to the dark ages.

Moreover, Jerry Deluca, if Latter, Hyslop and Brown are running under the slogan “Return Respect and Integrity to the RCS Board of Education,” it sure wasn’t playing out at the May 8th Meet the Candidates event! How do you explain your own scandalous behavior, Dirty-Hands? And if you’re going to continue using that deceptive slogan, the first thing you really should do is get rid of Jerry Deluca as your spokesperson! Because from where we were standing that fat-ass blow-hard Jerry Deluca, as usual, led his Coeymanazi thugs in an assault on Vadney and Polyak. Another Coeymanazi coward, [as yet unidentified] attacked John Vadney’s wife with slurs and accusations about lawsuits. ALL LIES, OF COURSE. But Fiends of RCS and the Coeymanazis never had much use for the truth, so who cares.

In his comment, Deluca must either be on drugs he and his BoBo cops have confiscated from some poor bastard, or he’s simply so out of touch with reality that he lies and believes his own lies. Anyone who can write something like, “They all clearly demonstrated thoughtfulness and respect for our school and community” must not have been at the same Meet the Candidates event where business as usual was the rule: lies, attacks, disrespect and animal-like behavior.

It’s a good thing a representative of the New York State Education Department was present to see and hear it all. We also are informed the event was being taped.

Jena Misuraca:  I am so glad I attended tonight. Great job to Jerry and Denise Carl Hughes. There were great questions and it definitely was made CLEAR who deserves our votes. I will not be able to make the next one. It is the same night as middle school parent meeting and the middle school art show. Keep at them everyone.

“The requests are just flooding in!” Really? “Flooding in!” Well that’s certainly news. Requests for What? Requests to remove your deceptive signs? Do people really call in to request a campaign sign as a lawn ornament? Or does “flooding in” just mean the 25 or so people who showed up at your Fiends of RCS Meet the Fiends of RCS Candidates event? I travel these roads every day and I’ve not seen any floods recently. But I have seen quite a bit of deceptive campaigning. And one thing is certain, people don’t vote based on the number of signs they see, they vote on the issues. Old “Dirty-Hands Jerry thinks this blog is “vile and slanderous” and “libelous and slanderous.” Old “Dirty-Hands” apparently doesn’t know the difference and, as we all know, Jerry Deluca is a bit dyslexic (see our article at Dirty-Hands Deluca Needs to Get Remedial Reading Help). Deluca seems to have missed our mission statement: “Written in the spirit of Truth, good facts-based journalism and freedom of expression!” We stand by that statement. Everything and anything our readers read on this blog is factual, true, documented. We also provide links to our sources and documents that support our statements. While the language on this blog is sometimes “colorful” it’s always true and factual.

While it is true that Mr Gerald “Dirty-Hands Jerry” Deluca is mentioned quite frequently on this blog, it’s only because he is what he is; nothing more and nothing less. His wife, too, Cathy Deluca, is mentioned quite frequently because she is what she is; nothing more nothing less. The group behind Deluca and their mob on the RCS school board, and the persons who act as sockpuppets to spread the misinformation in this district and to malign anyone who crosses their paths are the ones who do the real slandering and libeling. That’s clear to us all. These are the sheeple of the RCS district, they are the ones living in their herding instinct, and Deluca is their evil shepherd.

When asked about this blog at the Meet the Candidates event, Deluca singled out Mr Vadney and Mr Polyak and accused them of “contributing” to this blog. Both Vadney and Polyak slapped Deluca down and put him in his place. Polyak: The blog is “free speech.” Vadney: “You’re the detective. You find out who’s writing it.” Bravo Mr Polyak, Mr Vadney, for smearing more egg on Deluca’s fat face.

You need to see through the lies. Avoid Latter, Hyslop, and Brown. They’re puppets and will think with one mind, the Coeymanazis’ and the teachers union’s, NYSUT’s, and will vote with one voice, the Coeymanazis’ and the teachers unions’.  YOU WILL LOSE!

That’s the impression we get when we hear Cathy Deluca or Jerry Deluca or any of the teachers clique speaking: It’s like watching a ventriloquist’s dummy talking. We know it’s a dummy and we know someone else is doing the talking but we still watch the dummy and listen to what it has to say. Go figure!

At the April 16, RCS board of education meeting, “Dirty-Hands” Jerry Deluca waddled to the speakers podium to “Give his voice” to the discussion.  Here’s what he had to say:

Deluca: “If we cut the budget too much this year, we will pay for it next year by cutting programs or raising taxes…You cannot continue to cut this district to the bone…Just because we have some extra money doesn’t mean we have to just cut the tax rate.”

Now, I want you to note that Jerry Deluca refers to the “tax rate” in his statement.

Cathy Deluca, of course, has to get her two cents into the discussion and in a public statement writes:

Cathy DeLuca: “After watching the video of the BOE meeting it appears that some people are confusing the tax Levy with the tax Rate. Understandable, it can be quite confusing. Please understand that the tax Levy is NOT the same as the tax Rate…it appears that with a tax levy between 2% to 3% we would have a tax RATE of -5% to -8%, YES that means a Decrease in your tax bill. The key word is tax “RATE” not levy.”

Can you two Delucas get it straight for just once in your lives? It seems that the local loudmouths, Cathy and Jerry Deluca, don’t know what they’re talking about and, although they’re cohabitating, they don’t seem to communicate much.

[Editor’s Note: While the two Delucas, Cathy and Jerry, give a lot of advice about taxes etc. neither of the pair has any qualification or training to give such advice. Neither has training in accounting, finance, or law. Neither of the Delucas has been licensed or certified by any agency to qualify them to give such advice or information.]

What Cathy doesn’t mention is that her own partner, Jerry Deluca, is actually the one person, not “some people” Cathy, Your husband, Jerry Deluca, is the one who is “confusing the tax levy with the tax rate”! Bring it where it belongs, Cathy, right at home, your husband doesn’t know what he’s talking about. But that’s nothing new, is it?

house moneyHere’s another point you residents need to keep in mind regarding the so called speakers at the April 16, 2013, RCS board of education meeting:  The speakers were almost exclusively teachers and all stand to profit from a higher levy (more than 2%).  By profit, I mean receive personal and professional enrichment; I mean they personally profit from more programs and fewer cuts! (It’s highly unlikely that RCS students would notice any change at all with a lower levy!) Here’s what they had to say (not in order of speaking):

The first speaker: Sarah Engel is a teacher and the wife of sitting board member Howard “Bray” Engel (but she seems to be silent on both points). She wants a higher than 2% levy. Why? As a teacher and wife of a teacher, she stands to profit.

Maureen Perrot, identifying herself as a “faculty member,” “taxpayer,” and “parent”–in other words, someone who stands to profit from a higher levy–spoke in favor of a higher levy (more than 2%).

Elizabeth A. Varney, another public school employee (but didn’t mention this fact) and a member of the New York State Teachers Retirement System (NYSTRS), got to plug for the higher levy.

The second speaker: A lovely little 5th grader, Maddie McTigue, was apparently put up on exhibit to sell middle school programs and to put in a good word for a favorite teacher and her program. I think it’s scandalous to use a child to parrot the agenda of the adults! It’s downright abusive! That’s downright devious, putting a child up to pitch your agenda! Shame on you! Parents and teachers!

The third speaker was our local double-dipper, bully-monger, NYSUT union rep, Matthew J. “Matt the Mutt” Miller. It’s only natural that he run at the mouth in favor of a higher levy because it will benefit his constituency, the teachers, and their union, the New York State United Teachers a.k.a. NYSUT. But he had the gall to act like a Joe Average taxpayer and flaunted his own tax returns (When was he last audited, I wonder?) as “proof” of something (We’re still not sure what it was to prove. Maybe his stupidity and insincerity?). According to Miller, 2% is “imprudent” and he wants a levy between 3-3.5%. But please note, readers, anything over 2% can cause complications in the number of votes required to pass such a budget.

Did you know that NYSUT filed a law suit to prevent the tax cap? According to NYSUT president Richard “Dick” Iannuzzi:

“… whether children attend a low-wealth or a high-wealth school district, they should be able to receive a quality education and local voters should have the opportunity to decide how much money their district spends on education.”

“We believe very strongly in the principle that every student, no matter where they live or go to school, should have the opportunity to receive a quality public education,” Iannuzzi said in a statement. “In challenging the constitutionality of the tax cap, we are fighting for that principle, just as we are fighting for the democratic principles of ‘one person, one vote’ and for the right of citizens, through local control of their schools, to determine for themselves how much they want to spend on their own community’s schools.”

That’s a pile of teachers union bullshit!  Pretty words hiding an ugly message. Like powder and paint hiding someting you don’t want to see. We think this means that the teachers union, NYSUT, wants no cap and wants to go hog-wild on the property owner with taxation. What it’s saying is that if you own property, you need to foot the bill for your local social services recipien’ts’ children, even if you have no children. Now is that fair? but that’s the teachers union and Matt Miller talking about your property and your money.

According to our analysis (Yes. It’s oversimplified): Those who want a levy of more than 2% can benefit in two ways, at least:

  • If the higher levy demanded by the teachers and the Delucas is approved by the board and the voters accept the budget, the teachers and the teachers union benefit by having more taxpayer (property owner) money to spend.
  • If the higher levy is approved by the board (the deadline for the budget  is April 26, 2013) and is sent to the public for the vote and fails, the Coeymanazis will blame the present board for putting out a budget that is too high, and the district will have to go to the contingency budget. Not a pleasant thought and that could mean more negative publicity for the community and the district.

Either way, the community and the district suffer…that is, the taxpayer suffers.

That 2% you’ve been hearing so much about is only a small part of the so-called “Tax Cap Law.” In reality, it’s just one part of an eight-step formula that determines the maximum allowable tax levy the school district can pass with a simple majority. But keep in mind that the video was produced by an organization with a bias in favor of schools, teachers, and superintendents. But despite all that, some of the content is helpful.

Since the state government allocates a portion of property taxes received each year to the various public school districts and the government also provides tax relief to property taxpayers in the form of a credit (STAR), the relief is in the form of the school levies credit. Tax rules govern the annual levy and relief.

And, as the law now stands, you may own property in the district, such as if you are a business, but don’t reside in the district and you will not be able to vote on the budget! Now that’s fair, isn’t it? This is based on the government reasons on the founding principle that all children should be educated at the public’s expense (this actually is a Protestant, Calvinist, principle that entered the government’s principles). Since the state and local governments have the legal responsibility and mandate of managing public education, it levies taxes for this purpose.

Tax Cap: In 2011 the New York state legislature passed, Governor Andrew M. Cuomo signed into law the historic property tax cap. The law requires the local governments and school districts to raise taxes no more than 2 percent or the rate of inflation, whichever is less. As important is that the tax cap is not a dictate from Albany.  Communities may raise or lower property taxes according to the needs of the community. If the taxpayers want to pay more taxes they can, and they can override the cap with a 60 percent vote for schools and by a 60 percent vote of the governing body for local governments.

Tax Rate: The rate at which your local government determines your property will be taxed. For example: You own a home assessed at $100,000. Your tax rate is $30.00/1000. Your tax bill will be $3,000.

Property owners often confuse property taxes and assessments. For instance, some taxpayers attempt to “grieve” their taxes. You can grieve your assessment, but not your taxes.

Tax levy – is the term used to describe the amount the school board, town board, etc. needs to recoup to meet their budget requirments. If the budget goes up (more staff, more services, more programs, more spending) the levy is likely to go up. If staff, services, programs, spending are cut, the levy is likely to decrease to zero or even become negative. (The terms “tax levy” and “to levy taxes” are only distantly related; they are not really the same.)

Taxes are determined by school boards, town boards, city councils, county legislatures, village boards and special districts.  These jurisdictions are responsible for taxes, not assessments.

  • Your assessment could increase, and your tax bill decrease.
  • Your assessment could increase, and your tax bill remains the same.
  • Your assessment could decrease, and your tax bill increase.

(If you feel your assessment is too high, you should discuss it with your assessor and consider contesting it.)

So, you see, dear readers, it’s confusing only if certain people want to make it confusing. I guess they figure if your head’s spinning and your ears are ringing you’ll do anything just to make it go away. Even vote they way they want you to vote. We’re here to make certain you vote as an informed voter and not as a ventriloquist’s dummy.

Moreover, if Rousseau has that much time on his hands to do that kind of statistics he really needs to find a life.
