Pictures Tell the Real Story: Brown-Hyslop-Latter are So Stupid!

 Are they Just Arrogant or Really Stupid?

That’s the question that keeps popping up as I drive through the district, keeping tabs on the Coeymanazis and the false Friends of RCS. Today, I drove around and took some pictures to share with our readers. These pictures speak volumes, truths that can’t be denied. They tell a story that Brown-Hyslop-Latter—I’m referring to them as if they are one single thingie, which is what they really are—would more likely want to keep under wraps but in their stupidity it’s out there for us all to see.

This shot is precious because it illustrates the whole story behind the Latter-Hyslop-Brown troika (troika was a communist Russian term used to describe the 3-man death courts in Stalin’s Russia!). Here’s what this grouping of signs tells us:

First of all, James Latter voted against the budget and the lowest possible tax levy of 2%; Latter joined his teacher and teacher’s union friends who wanted to tax you more and impose a 3.5% levy. The bare-faced lie in this grouping of signs is the fact that now Latter and his friends are trying to take the credit for the budget and posing Vote YES signs along with their campaign signs, making the false impression that they supported the budget. They did not!

In fact Mr James Latter speaks out very aggressively during the April 23, 2013 budget meeting by saying:

“Please don’t be mistaken that the Superintendent [Dr McCartney] is the one pushing the 2% budget. Don’t hang the 2% on him [Dr McCartney].” (James Latter, April 23 BoE)

Perhaps Mr Latter can explain his turnaround on this issue. First he speaks very negatively about the 2% but now he, Latter, and Hyslop and Brown are literally surrounding their campaign signs with Vote YES! on the 2% budget. What’s the real story, Mr Latter? We’d also like to ask how your behavior and attitude when addressing the board was in any way “respectful” (Remember? “Respect and Integrity”? or did you come up with the campaign slogan after April 23rd?).

It was RCS Board of Education president John Vadney and his team of business owners and parents who kept this district on track and approved Dr Alan R. McCartney’s proposed budget that kept the levy low! Yes, readers, James Latter, Alice Whalen, Howard Engel, Edward Reville were locked in with union rep Matt Miller and the teachers union, NYSUT, and ready to impose a 3.5% or more on local taxpayers. Vadney, Robbins, Sylvester, Krzykowski, and Lukens stopped them in their tracks! (It’s all on tape, just go to RCS BoE Meetings).

That bunch of phoneys were handing the community a pack of lies, telling people programs and services would be cut when in reality they knew they were being kept in the budget!

Here’s an example: At the April 16, 2013, BoE meeting (view it at April 16 BoE) James Latter (starting at minute 9:00) questions Dr Alan McCartney about the budget (Latter can’t seem to compose a complete sentence so we don’t know exactly what his question was). But Dr Alan McCartney promptly embarrasses Latter by telling him he has a memo in front of him (which Latter acknowledges) that contains the answers to all of Latter’s questions. Why didn’t Latter read the memo?

We recommend you vote YES! on the budget but not because James Latter and the teachers clique had anything to do with keeping the levy low. They didn’t but the phoneys are now trying to take credit for it. It was John Vadney, Judy Sylvester, Mike Robbins, Rodney Krzykowski, and Jeff Lukens who protected the community’s interests, and Dr Alan R. McCartney who made it all come together and work!

Don’t forget it was the teachers, Matt Miller, and the Delucas who fought like hell to keep Dr McCartney out of this district. They knew he’d be no-nonsense and take no bullshit. He’s proved that many times already. And McCartney’s keeping his promise to pull this district out of the dumps.

Lest you all forget, it was the teachers clique and ex-teacher Elizabeth Smith (she jumped ship on short notice) who stuck it to the community with a 6.8% tax levy last year and actually overtaxed the community to the tune of $1.6 million. But the Latter-Hyslop-Brown Signs Tell an Even Uglier Story.

These signs tell it like it really is: Latter-Hyslop-Brown are trying to deceive the voting public into thinking that they are a set, that you need to vote for all three. That’s a very dirty tactic to get some voters to vote this clique in, giving them three seats on the board. If that happens, the teachers will have a majority! Kiss your property and home value good-bye!

The sign also tells us that James Latter, Jason Hyslop and Patrick Brown are attached at the hip. They are indeed one item when it comes to voting on the issues. They’re broadcasting this fact by putting all three names on the same sign! Vote for any of these scoundrels and you’re cooked. The teachers clique is a local death squad from the teachers union, NYSUT. Anything that benefits the teachers or their union will be a done deal. You might as well have a one-member BoE because they’ll all vote together. We’ve see it in the past.

Latter-Hyslop-Brown have the support of a local private club (if it really exists) calling itself the Friends of RCS. The Friends of RCS clique sent out selective e-mails to their “friends” to come to a rally in Hendrik Hudson park on Saturday, April 27. Latter, Hyslop and Brown were there but none of the other candidates. Mary Partidge-Brown sent the emails only to select families. Mary Partridge-Brown is the  woman who is usually sitting on Matt Miller’s (the NYSUT union rep) lap at board of education meetings; she’s also the wife of candidate Patrict Brown. There’s also a very close connection with Dirty-Hands Jerry Deluca and his mob. If that’s the way they treat the community before the elections, what can you expect if they get in? Be afraid, be very afraid!

Now here’s the biggest joke: Latter-Hyslop-Brown are running on the slogan: “Restore Respect and Integrity to the RCS Board of Education.” “Respect and Integrity” sounds awfully odd coming from the likes of James Latter with his history on the board marked with accusations of misconduct by parents (for example a violation of the FERPA law on student and parent confidentiality), his outbursts and stupid remarks at board meetings, and the list could go on (just search Latter on this blog). He should have been canned long ago but he has the balls to run again. The man has no dignity!

Jason Hyslop.  This guy works for the Saudi-Arabian company Sabic (as does James Latter). You know, Saudi-Arabia, human rights violations, Osama bin Laden, the bin Laden family. Yup, the Saudis are in Feura Bush and have a representative on the RCS CSD board of education, James Latter, and another one is seeking election, Jason Hyslop. [Editor’s Note: Please do not misunderstand. We are not saying that Sabic is a terrorist cell nor are we saying the because Latter and Hyslop work for the Saudis, that they are involved with anything ugly. But we always look at who you hang out with.]

Now, from what we’ve heard about Hyslop he’s really sorta blah. He does some volunteering at one of the schools. Not a bad guy. The problem is he’s keeping the wrong company and that marks him as an undesirable. We have some concerns about his intelligence level, too. How smart can he be if he’s associated with James Latter and Patrick Brown? About as dumb as dirt, we’d say. At least he could have distanced himself from the Coeymanazis and the teacher’s clique by keeping his name on separate signs. But NO! He’s made a clear statement of who he’s with and what he represents. That’s finished him as far as we’re concerned. He’s just a puppet.

Patrick Brown. We’ve dedicated two whole pages to this hypocrite. You can read what we have to say about him at Peter E. Brown, Candidate? The Ugly Truth Is…. We don’t trust this character as far as we could throw him. First of all, he’s an attorney and lawyers aren’t really known for “respect” or “integrity” nor for their “loyalty”—unless its to the highest bidder—nor for their “honesty.” He represents big business and unions. He’s been an advisor to the Cuomos, you know, the mafiosi in the Governor’s mansion, the ones who are stealing your constitutional rights, giving the state of New York away to big business. Yup! Thanks to shysters like Patrick Brown. Do you really think this shyster is going to give a shyster shite about what you think? Do you really think this shyster shite has any idea of who you are or what your problems are? Hell NO! Do you want this character on the RCS CSD board of education? HELL NO!

On the other hand…

We have John Vadney, current president of the RCS BoE, who has served this community well for several terms. Honest, hardworking, respectful, stands up for what’s right. A leader, working man, dedicated parent, and full of community spirit. You’d know this if you ever saw him in action on the board. John Vadney doesn’t need us to point out his competence, his interest in this community, and his leadership skills. You experience them at every board of education meeting. He’s even received awards and recognition for his service from the State Association of School Boards—his record speaks for itself. We need John Vadney and people like him.

Here’s an example: At the April 23, 2013, BoE budget meeting (view it at April 23 BoE Budget) the teachers clique goes on and on about not liking the 2% tax levy. Howard Engel goes on about substantial reductions” in programs, etc. None of it is true and not a word of it would indicate that Engel, Latter, Whalen or Reville, the teachers clique had reviewed anything about the budget.

Enter John Vadney, well prepared as usual, who promptly reads off the programs, services and provisions which were kept in the 2013-14 2% tax levy budget. Almost to the word rebutting the teachers clique, rebuking them for their misinformation, and putting the parents and public at ease with the truth. Bravo John Vadney!

John Vadney represents the value of preparation and preparedness, honesty and integrity, respect and dignity, but most of all he represents competent leadership on the RCS CSD Board of Education. Teamed with Dr Alan McCartney, Judy Sylvester, Mike Robbins, Jeff Lukens, Rodney Krzykowski, and add Laszlo Polyak to the mix, and the sky’s the limit!

We have Judy Sylvester, an honest resident member of the board. She’s down-to-earth, smart and a good listener. Judy is quiet because she’s listening and processing, not running at the mouth. When she finally does say something, it’s good for us all. Judy Sylvester brings a woman’s perspective to the board. (You must have noticed that the Friends of RCS are running only men; do think they’re telling something about their attitudes towards women?). We need to keep what’s good on the board and dump the rest. That’s why we need Judy Sylvester.

And of course, there’s the “happy Hungarian”, our very own Laszlo Polyak. Laszlo Polyak probably attends more board of education meetings than the teacher’s clique. He knows what’s going on in the community. He has very good contacts in government, too. But most importantly, Laszlo is a very caring, intelligent, sensitive, and fair man. Laszlo, in one word is: good. and he’ll be good for you, for me, for the community but most of all, if you’ve every heard him speak (and he speaks at every board of education meeting), he is truly concerned for the welfare of the students. Period!

Laszlo Polyak is an outspoken defender of security in our schools and quality education for the students, he is courageous, focused, and he knows this community better than anyone we can name. That’s what we need more of on the RCS BoE. Replace the jackasses with someone effective, Laslo Polyak.

Look around you. You won’t see Vadney-Sylvester-Polyak but you will see their signs, the Vadney signs, the Sylvester signs and the Polyak signs. They’re independent, individuals who take a stand based on facts not politics. They don’t need the herd to tell them what to vote. They listen to parents, residents and taxpayers, and to their consciences, not to special interests and teachers union reps. Vadney, Sylvester and Polyak work for the community, not for NYSUT!

One final comment: The teachers clique (Ms Whalen, Mr Engel) on the RCS BoE seem to want to expand the Spanish language programs. We say: “Teach ENGLISH!” We don’t need to have several Spanish language programs while students can’t put a complete sentence together (like Mr Latter) in English. Let’s just get our priorities straight!

The Campaign Stupidity is Gearing Up: Ravena Mayor John T. Bruno and Latter-Brown-Hyslop at Odds

On the bright side, there seems to be no controversy regarding the 2013 – 2014 Ravena – Coeymans – Selkirk Central School District Budget, unlike last year.

good newsThe Vadney – Robbins – Krzykowski – Lukens – Sylvester team succeeded in defeating the Latter – Whalen – Engel – Reville – teachers union special interest faction and voted Dr Alan McCarney’s well – engineered 2 % tax levy budget through the misinformation and ignorance of the teachers group, who were pushing for a 3.5 %+ levy.

But back to business. The Latter – Whalen – Engel – Reville – teachers union clique have been putting out incorrect information about what’s in and what’s out of the 2013 – 14 RCS CSD budget. That’s because they didn’t get their 3.5 %+ and have to work with a 2 %  levy. In fact, the budget supported by the Vadney team retained many of the programs and services despite the ignorant lies and terror being spread by Latter – Whalen – Engel – Reville – teachers union.

The intentional disinformation by the Deluca – Latter conspirators was completely uninformed and deceitful, intended to overtax the district and pad the pockets of the vampire teachers and their union, New York State United Teachers, NYSUT!

Oh! Did we mention that the 2012 – 2013 budget approved by the teachers clique and loudly supported by the Deluca Coeymanazis and double – dipper Matt – the – Mutt Miller and their mob overtaxed this district to the tune of $1.6 MILLION; in other words, 5.9 % more than what was actually needed to cover the financial year! Continue to listen to Mr James Latter, the teachers clique, Matt Miller, the teachers union, and Jerry Deluca if you like but you’ll pay the price!

We have obtained a set of documents that point to some very bizarre behavior on the part of the mayor of the village of Ravena and the Latter – Brown – Hyslop group supported by the Coeymanazi – run Friends of RCS Facebook group.

One of the candidates running as a resident – parent candidate (the candidate was not Vadney or Sylvester) happened to be at the village offices on business, we are told, when village of Ravena mayor, John T. Bruno (in the presence of witnesses), hands the candidate a set of documents that included a more than 20 – year old letter written by a very disturbed local resident (who has since disappeared from the local radar), accusing the candidate and two now deceased town officials of some unsavory conduct. Attached to the documents was a copy of our blog article, “Bruno, Deluca, Warner Squirming to Cover it Up”.

But even more disturbing was the fact that mayor John T. Bruno attached a campaign card, “ELECT James Latter, Pat Brown, Jason Hyslop.”

Obviously, this raised a very relevant question: What is Ravena mayor John T. Bruno’s connection with the Latter – Brown – Hyslop campaign that would cause mayor Bruno to dig up a 20 – year old letter written by an apparent lunatic, and then attach the Latter – Brown – Hyslop campaign card to it, then hand it to an opponent candidate? It’s just weird. (You can read the documents by clicking here: friends of rcs bruno king redacted ) [Editor’s Note: the “Fori” mentioned in the letter is Bruno’s cousin. Surprised?]

So, in all fairness, we e – mailed Mr James Latter, attached the documents we received, and asked him what was going on. We gave Latter and his running mates Pat Brown and Jason Hyslop a deadline to respond so that we could publish his response, whatever that could possibly be.

As far as we are concerned, this matter is now between Latter, Brown and Hyslop, and Ravena mayor John T. Bruno. Let them battle it out and we’ll clean up the body parts later.

But the question we’d really like to ask James Latter, Pat Brown, and Jason Hyslop is this: You are running under the slogan, “Restore Respect and Integrity to the RCS Board of Education,” which is rather odd because if we voters are guided by that slogan we would immediately remove James Latter from the board, and absolutely avoid supporting Brown and Hyslop, given their relationships with the teachers clique and the Coeymanazis. But really, how does Ravena mayor John T. Bruno’s bizarre and stupid conduct in any way relate to restoring “respect and integrity” (both four – letter words to the Bruno administration) to anything? It seems that just the opposite is happening.

Last year, at about this very time, we started this blog because the local campaigning for board of election members and the 2012 – 13 school budget was turning so incredibly ugly. We covered the polling place irregularities, we raised the questions of improper or misuse of students to promote the teachers’ and the teachers’ union interests, we attacked the lunatic 6.8 % tax – levy which at the time was pushed through by the teachers clique who had the majority on the board. Campaign signs are starting to obscure springtime again. Big ones, small ones, fat ones, skinny ones—they’re an eyesore and they’re all over the place. What can you do? It’s campaign time and the rabid campaigners have only one thing on their minds: flood the landscape with their egos! The love to see their names in print…we’ll most of the time.

As usual, the town of Coeymans trails everyone else in the region…except with bizarre behavior like renaming itself Reubenville for a month! (We’ll get back to that subject and the handling of the Arby’s coupons in an upcoming article.). But our neighbor to the north, Bethlehem, seems to have gotten it right…at least on paper. How? Well they’ve passed a sign law that reads:

Plain Language Rules for Temporary Signs
(covers all roads within the Town of Bethlehem)

1.         “Temporary’ signs” include political signs, signs advertising civic, religious, educational or non-profit events, and similar signs (this does not include for-profit business. signs).

2.         Temporary signs can only be placed on private non-commercial property by the owner, or with the owner’s permission (non-commercial includes residential property, schools, churches, civic and non-profit organizations).

3.         Temporary signs must be placed at least 5 feet from the edge of the roadway pavement, and should not obstruct sidewalks or otherwise cause a hazard.

4.         Temporary signs CANNOT simply be placed along the roadside where no one appears to live, this includes town, state, county and other streets, roads, or highways. They can only be placed on private non-commercial property with the owner’s permission.

5.         Temporary signs must be temporary, meaning they cannot be permanently affixed to the ground or a structure, and should not be displayed for more than three months a year; they must be less than six square feet· in size (per side) – for example 2 feet x 3 feet.

And enforcement is by removal of signs that violate the temporary sign law. Makes sense, right? Maybe that’s why the town of Coeymans hasn’t picked up on Bethlehem’s good example.

The problem is, as in the case of all laws, enforcement. Getting the lazy bastards in the town hall to move their arses and enforce the law. Perhaps if they get enough e – mails, telephone calls, and letters they might get off their asses and enforce the law.

Same applies to the town of Coeymans. We encourage the town supervisor, Stephen Flach, and his town board to enact a similar law regulating how many, how, and where temporary signs are placed, and defining the enforcement action in the event of violation.

But, if the “Trucks Entering” sign blocking the speed limit signs on Route 144 are anything to go by, the town of Coeymans doesn’t give a damned. Do you?

The RCS Sports Association is selling Raffle tickets for something they don’t have: permission to build a new concession stand. Have they done all the preparation necessary to get permission for the stand? Or are they operating illegally again. Is it time to get their non-profit status taken away permanently?

fraudOperating a concession on RCS CSD property, public property, is open to anyone or any organization that satisfies the RCS CSD standard policy for operating a stand or booth on the property. It does not grant monopoly status. Furthermore, the last time we heard, to operate a concession on the school property you had to go through the formal proposal process, provide up-to-date documentation of your organization, your officers, your financial status, your tax status, detailed operation plans, insurance coverage, etc. Our investigations show, at least up to the time of this posting, that none of the above has been done by the District or by the RCS Sports Association. Why not?!?

Based on past RCS Sports Association practices, we’d also like to ask whom the RCS Sports Association is backing in the upcoming elections and whether they are using Association funds to underwrite any campaign. If anyone has that information, we’d appreciate it if you’d let us know.

We have purchased a RCS Sports Association raffle ticket for $20. The tickets are allegedly being sold to raise funds for a new concession stand. Now that we have a ticket in our possession, we need to ask several questions:
 
Our investigations have shown that apparently

  • there has been no public bidding for the 2013-2014 year for any concessions for the RCS school district;
  • the RCS Sports Association does not yet have authorization or approval to construct a new concession stand on RCS school property;
  • the RCS Sports Association has not yet presented a plan to the RCS board of education informing the board of such a plan or the plan has not been publicized for public comment;
  • there has been no public information put out that the RCS Sports Association is authorized to sell raffle tickets impliedly representing or that they have approval and authority to construct a new concession stand, and representing the implied endorsement of the RCS CSD (“implied endorsement” is giving the impression that you have endorsement but really don’t);
  • the RCS Sports Association has apparently not submitted to the RCS CSD or to the RCS board of education architectural or business plans, estimates, etc. for such a project.
  • The RCS Sports Association, although it has no official connection with the RCS CSD and is not endorsed by the RCS CSD, further misrepresents its implied connection and endorsement by misusing the RCS mascot logo on the ticket. Who gave them permission to use the RCS sports teams logo on their association material?

  • And the list goes on!

Isn’t the District procedure to request proposals for such a project or for concession operators? Or has that procedure been waived (= forgotten) for special cases?

Has the RCS Sports Association filed all the necessary paperwork to operate on RCS CSD property, public property? As public property, there is no such thing as favoritism and anyone who can satisfy the requirements, the same requirements applied to the RCS Sports Association, can operate a concession on the school property. Right? So maybe we all should go out and sell raffle tickets for our hotdog stand, or our pizza cart, or our nachos booth! Sounds like a plan if we all operate like the RCS Sports association!

Putting the Cart before the Horse: It looks like the RCS Sports Association, an organization that has no  official relationship with the RCS Central School District and is not an RCS CSD department, is up to its old tricks again. Has the Ravena-Coeymans-Selkirk Central School District again lost control of the arrogant maverick calling itself the RCS Sports Association? Is the RCS district being set up by the RCS Sports Association for another embarassment, another scandal?

We are asking the RCS CSD why this situation exists and is allowed to go on. Haven’t we learned anything in the past about how the RCS Sports Association operates? Has the RCS CSD again lost control of this gang who are not officially associated with the school district yet act like they’re running things?

One of our readers asked about the rules attached to the ticket, so we’re reproducing them here and commenting on them below:

Rules

(1) Winning numbers are determined by the three “3” numbers of the NEW YORK State Evening Pick – 3 Lottery as matched to the number appearing in the box located on each calendar. Each calendar acquired will have a unique 3 – digit number. (2) All cash winnings will be determined by the amount of money indicated on each day of the calendar. (3) All numbers are played straight as drawn. (4) All winners will be paid in a timely fashion. (5) The State of NEW YORK may have bonus days. On those days, the first three “3” digit numbers corresponding to the “Evening Pick – 3 Number” drawn will be honored. (6) The organization will determine each winner from the numbered information sheet completed with the acquisition of each calendar. (7) Each information sheet must be filled out accurately at the time of donation and winnings will be administered by an authorized representative of this organization. This fundraising project is in no way related with the lottery of any state and nothing has been bought or sold. Donations are made and random prizes are selected using an impartial random number generator. The RCS Sports Association Raffle Ticket is a Mass of Contradictions:

 The ticket (see the illustration above) clearly says that the person is making a “$20 donation.” It does not “suggest” a $20.00 donation but states that the donation is $20.00. In other words, if you don’t “donate” $20.00 you can’t participate. This means that the “price” of the ticket is $20 and you are paying for or purchasing a ticket which allows you to participate.  Unless the RCS Sports Association is not making the “donation” optional or accepting any amount for the ticket, the “price” of the ticket is $20.00. In other words, the RCS Sports Association is selling you a ticket allowing you to participate and you are purchasing that right to participate for $20. This logically contradicts Rule No. (7) which reads in pertinent part: “nothing has been bought or sold.” So, having bought a $20 ticket, shouldn’t the RCS Sports Association be collecting sales tax?

Rule (1) seems to be stating that the winning number will be the number drawn by the NYS Evening Pick – 3 drawing. That means that at least 999 tickets have to be sold by the RCS Sports Association to cover the possible numbers drawn on any evening. What it does not say is that if 999 tickets are not sold –  – say only 150 tickets are sold at $20 each to cover the promised “more than $3000” possible in prizes, at least 849 numbers will not match and will have no winners. The odds are very, very slim for your $20 investment. Each calendar has only one unique three – digit number so the odds are still pretty slim. In order to cover all possible numbers between 000 and 999, at least 999 tickets have to be sold.

According to Rule (2), it looks like the RCS Sports Association has budgeted a total of about a maximum of $375 in possible payouts each week. What if they don’t make the sales to cover 8 weeks of possibly $375 obligations per week or more than $3000 in possible payouts? Are they promising more than they can offer? Or is Jena Misuraca going to cover any shortfalls?

Rule 3 is pretty straightforward— we think but we can’t know for certain—, if the numbers 1, 2, and 3 are drawn on a particular day, the holder of unique 3 – digit number 123 is apparently the winner on that day; in other words 321 or 132 etc. will not be paid. What is implied is that there is only one possible winner on each day but then that would not cover the full possible range of 899 possible 3 – digit numbers that could be drawn; if it did, the possible winnings would exceed the total of at least $3000. So the deck is stacked against the buyer of a ticket. To cover the $3000 possible total winnings at least 150 tickets have to be sold at $20 each just to break even. But the deck is stacked because there are 61 days on which only 1 purchaser can win each day. This means that out of the 999 possible numbers drawn, there can be only 61 winners (June has 30 days and July has 31 days  =  61 days x 1 number and 1 drawing per evening). So theoretically, if the barest minimum number tickets (150) are sold to cover the $3000, only 61 persons can win out of 150 total tickets sold and that’s out of a possible total number of 999 possible numbers that can be drawn every evening! The odds are not good, they’re infinitessimally bad!

And the statement “61 Chances to Win” is not only misleading but mathematically inaccurate!

 We loved Rule (4): “All winners will be paid in a timely fashion.” But what exactly does it mean? Paid immediately. In a week? In a month? In a year? “Timely fashion” is a bit vague and ambiguous.

Rule (6) mentions that “The organization will determine each winner from the numbered information sheet completed with the acquisition of each calendar.” Wait a minute. Didn’t we just read that winners are determined by the NYS Lottery Evening Pick-3? What’s the deal now? I don’t recall having provided any information nor having received any information sheet. Normally the numbers on the ticket would be secret until the purchaser scratches the film off. It seems that if there is a “numbered information sheet,” the numbers are not secret. There’s a problem with this, since the winning numbers are not being drawn locally but relying on the New York State Lottery Evening Pick – 3, the sellers of the tickets don’t need to know who has what number.

The rules also state that the “winnings will be administered by an authorized representative of this organization.” (Rule 7). I’m not sure how to understand this statement that “winnings will be administered by an authorized representative” of the RCS Sports Association. If anyone has any clue what this means, please help us. Rule 7 goes on to say that “Donations are made and random prizes are selected using an impartial random number generator.” This cannot be correct. First of all, whether the “donation” is really a donation is questionable. And the donation I made was certainly not made by “an impartial random number generator,” it was made by me, an impartial blog owner! And the prizes are not randomly selected, they are specifically set for each day of each week of the months of June and July, very regularly: Sun. $75, Mon. $40, Tue $40, Wed $40, Thu $40 Fri $40 and Sat $100 ($375 per week). There’s nothing random about the prizes, which are not really prizes, but awards. The RCS Sports Association is talking Double-Dutch, double-talk where I come from!

Another disturbing point is that nowhere on the ticket is the RCS Sports Association clearly identified as being the operator of the so – called “raffle”. Furthermore, nowhere on the ticket is any statement made to the effect that the proceeds from the raffle will be used for the purpose of building a concession stand, much less exclusively for that purpose.

The ticket does not properly notify the purchaser that the RCS Sports Association is allegedly operating as a non – profit organization—Is it a non-profit?—and it does not give the organization’s registration number.

The ticket does not properly notify the purchaser that the claims made on the ticket are indemnified by any kind of insurance, should the RCS Sports Association be unable to make good on its claims.

The ticket lists Jena Misuraca as a contact person and shows some obscure entity called Sports Information Media wwwsportsinformedia.com without any specific or clear statement what Sports Information Media has to do with the so – called raffle. Going to that website we find:

“Sports Information Media provides customized professional-looking printed sports products and is the industry leader in high quality carbonless, multi-part lineup cards and roster cards for any sport. If you don’t see what you want, give us a call and we can make it for you.”

So what exactly has this Sports Information Media company or whatever it is have to do with the alleged concession stand or with the RCS Sports Association. That’s yet another question that needs to be answered.

There are too many contradictions, too many loose ends to satisfy even the most gullible resident in the RCS school district.

Our advice to the RCS Central School District is: Keep you distance from this one and stand by your established policies for proper credentialing of any applicant, complete applications, deliberation, voting  by the board, and public bidding!

Anyone selling raffle tickets in good faith should have the prize or the objective legally in their hands. The RCS Sports Association does not have any of the necessary formalities or paperwork but are selling raffle tickets. This situation is tantamount to selling raffle tickets for a car you don’t own. It’s FRAUD.

In addition to all of the above, how is the RCS Sports Association complying with IRS tax laws relating to the winnings? Who is liable for the tax? There is no statement covering the tax issues on the ticket. Is the $20 donation tax deductable? Is the $20 price for the ticket subject to sales tax? Are the winnings subject to tax? Are the revenues made by the RCS Sports Association being reported propertly? This sounds like a very messy operation, if you ask me!

 We’d like answers to these questions. How about you?

That’s the impression we get when we hear Cathy Deluca or Jerry Deluca or any of the teachers clique speaking: It’s like watching a ventriloquist’s dummy talking. We know it’s a dummy and we know someone else is doing the talking but we still watch the dummy and listen to what it has to say. Go figure!

At the April 16, RCS board of education meeting, “Dirty-Hands” Jerry Deluca waddled to the speakers podium to “Give his voice” to the discussion.  Here’s what he had to say:

Deluca: “If we cut the budget too much this year, we will pay for it next year by cutting programs or raising taxes…You cannot continue to cut this district to the bone…Just because we have some extra money doesn’t mean we have to just cut the tax rate.”

Now, I want you to note that Jerry Deluca refers to the “tax rate” in his statement.

Cathy Deluca, of course, has to get her two cents into the discussion and in a public statement writes:

Cathy DeLuca: “After watching the video of the BOE meeting it appears that some people are confusing the tax Levy with the tax Rate. Understandable, it can be quite confusing. Please understand that the tax Levy is NOT the same as the tax Rate…it appears that with a tax levy between 2% to 3% we would have a tax RATE of -5% to -8%, YES that means a Decrease in your tax bill. The key word is tax “RATE” not levy.”

Can you two Delucas get it straight for just once in your lives? It seems that the local loudmouths, Cathy and Jerry Deluca, don’t know what they’re talking about and, although they’re cohabitating, they don’t seem to communicate much.

[Editor’s Note: While the two Delucas, Cathy and Jerry, give a lot of advice about taxes etc. neither of the pair has any qualification or training to give such advice. Neither has training in accounting, finance, or law. Neither of the Delucas has been licensed or certified by any agency to qualify them to give such advice or information.]

What Cathy doesn’t mention is that her own partner, Jerry Deluca, is actually the one person, not “some people” Cathy, Your husband, Jerry Deluca, is the one who is “confusing the tax levy with the tax rate”! Bring it where it belongs, Cathy, right at home, your husband doesn’t know what he’s talking about. But that’s nothing new, is it?

house moneyHere’s another point you residents need to keep in mind regarding the so called speakers at the April 16, 2013, RCS board of education meeting:  The speakers were almost exclusively teachers and all stand to profit from a higher levy (more than 2%).  By profit, I mean receive personal and professional enrichment; I mean they personally profit from more programs and fewer cuts! (It’s highly unlikely that RCS students would notice any change at all with a lower levy!) Here’s what they had to say (not in order of speaking):

The first speaker: Sarah Engel is a teacher and the wife of sitting board member Howard “Bray” Engel (but she seems to be silent on both points). She wants a higher than 2% levy. Why? As a teacher and wife of a teacher, she stands to profit.

Maureen Perrot, identifying herself as a “faculty member,” “taxpayer,” and “parent”–in other words, someone who stands to profit from a higher levy–spoke in favor of a higher levy (more than 2%).

Elizabeth A. Varney, another public school employee (but didn’t mention this fact) and a member of the New York State Teachers Retirement System (NYSTRS), got to plug for the higher levy.

The second speaker: A lovely little 5th grader, Maddie McTigue, was apparently put up on exhibit to sell middle school programs and to put in a good word for a favorite teacher and her program. I think it’s scandalous to use a child to parrot the agenda of the adults! It’s downright abusive! That’s downright devious, putting a child up to pitch your agenda! Shame on you! Parents and teachers!

The third speaker was our local double-dipper, bully-monger, NYSUT union rep, Matthew J. “Matt the Mutt” Miller. It’s only natural that he run at the mouth in favor of a higher levy because it will benefit his constituency, the teachers, and their union, the New York State United Teachers a.k.a. NYSUT. But he had the gall to act like a Joe Average taxpayer and flaunted his own tax returns (When was he last audited, I wonder?) as “proof” of something (We’re still not sure what it was to prove. Maybe his stupidity and insincerity?). According to Miller, 2% is “imprudent” and he wants a levy between 3-3.5%. But please note, readers, anything over 2% can cause complications in the number of votes required to pass such a budget.

Did you know that NYSUT filed a law suit to prevent the tax cap? According to NYSUT president Richard “Dick” Iannuzzi:

“… whether children attend a low-wealth or a high-wealth school district, they should be able to receive a quality education and local voters should have the opportunity to decide how much money their district spends on education.”

“We believe very strongly in the principle that every student, no matter where they live or go to school, should have the opportunity to receive a quality public education,” Iannuzzi said in a statement. “In challenging the constitutionality of the tax cap, we are fighting for that principle, just as we are fighting for the democratic principles of ‘one person, one vote’ and for the right of citizens, through local control of their schools, to determine for themselves how much they want to spend on their own community’s schools.”

That’s a pile of teachers union bullshit!  Pretty words hiding an ugly message. Like powder and paint hiding someting you don’t want to see. We think this means that the teachers union, NYSUT, wants no cap and wants to go hog-wild on the property owner with taxation. What it’s saying is that if you own property, you need to foot the bill for your local social services recipien’ts’ children, even if you have no children. Now is that fair? but that’s the teachers union and Matt Miller talking about your property and your money.

According to our analysis (Yes. It’s oversimplified): Those who want a levy of more than 2% can benefit in two ways, at least:

  • If the higher levy demanded by the teachers and the Delucas is approved by the board and the voters accept the budget, the teachers and the teachers union benefit by having more taxpayer (property owner) money to spend.
  • If the higher levy is approved by the board (the deadline for the budget  is April 26, 2013) and is sent to the public for the vote and fails, the Coeymanazis will blame the present board for putting out a budget that is too high, and the district will have to go to the contingency budget. Not a pleasant thought and that could mean more negative publicity for the community and the district.

That 2% you’ve been hearing so much about is only a small part of the so-called “Tax Cap Law.” In reality, it’s just one part of an eight-step formula that determines the maximum allowable tax levy the school district can pass with a simple majority. But keep in mind that the video was produced by an organization with a bias in favor of schools, teachers, and superintendents. But despite all that, some of the content is helpful.

Since the state government allocates a portion of property taxes received each year to the various public school districts and the government also provides tax relief to property taxpayers in the form of a credit (STAR), the relief is in the form of the school levies credit. Tax rules govern the annual levy and relief.

And, as the law now stands, you may own property in the district, such as if you are a business, but don’t reside in the district and you will not be able to vote on the budget! Now that’s fair, isn’t it? This is based on the government reasons on the founding principle that all children should be educated at the public’s expense (this actually is a Protestant, Calvinist, principle that entered the government’s principles). Since the state and local governments have the legal responsibility and mandate of managing public education, it levies taxes for this purpose.

Tax Cap: In 2011 the New York state legislature passed, Governor Andrew M. Cuomo signed into law the historic property tax cap. The law requires the local governments and school districts to raise taxes no more than 2 percent or the rate of inflation, whichever is less. As important is that the tax cap is not a dictate from Albany.  Communities may raise or lower property taxes according to the needs of the community. If the taxpayers want to pay more taxes they can, and they can override the cap with a 60 percent vote for schools and by a 60 percent vote of the governing body for local governments.

Tax Rate: The rate at which your local government determines your property will be taxed. For example: You own a home assessed at $100,000. Your tax rate is $30.00/1000. Your tax bill will be $3,000.

Property owners often confuse property taxes and assessments. For instance, some taxpayers attempt to “grieve” their taxes. You can grieve your assessment, but not your taxes.

Tax levy – is the term used to describe the amount the school board, town board, etc. needs to recoup to meet their budget requirments. If the budget goes up (more staff, more services, more programs, more spending) the levy is likely to go up. If staff, services, programs, spending are cut, the levy is likely to decrease to zero or even become negative. (The terms “tax levy” and “to levy taxes” are only distantly related; they are not really the same.)

Taxes are determined by school boards, town boards, city councils, county legislatures, village boards and special districts.  These jurisdictions are responsible for taxes, not assessments.

  • Your assessment could increase, and your tax bill decrease.
  • Your assessment could increase, and your tax bill remains the same.
  • Your assessment could decrease, and your tax bill increase.

(If you feel your assessment is too high, you should discuss it with your assessor and consider contesting it.)

So, you see, dear readers, it’s confusing only if certain people want to make it confusing. I guess they figure if your head’s spinning and your ears are ringing you’ll do anything just to make it go away. Even vote they way they want you to vote. We’re here to make certain you vote as an informed voter and not as a ventriloquist’s dummy.

Wrong! All that your figures show is that you’re a sure winner when you play with loaded dice or with a stacked deck! All you have to do is get your clubmembers on the board and Hey, MAGIC! The numbers soar! That’s not statistics nor is it math. It’s Coeymanazi politics!

Moreover, if Rousseau has that much time on his hands to do that kind of statistics he really needs to find a life.
