In a Times Union article following the Office of the NYS Comptroller’s audit of the village of Ravena, ” Audit slams Ravena board. Village officials fail to monitor finances, comptroller warns,” we read:

The Village Board has little control over finances…The audit revealed scant oversight by the board and said the village treasurer has almost exclusive control over finances…It found that the board is not aware of purchases, does not monitor the actual cost of operations versus the budgeted cost, does not approve budget transfers, did not audit the treasurer’s records or the justice court and filed annual financial reports late…
None of the transfers were approved by the board, the audit said… The audit called the village’s purchasing policy outdated, said the policy is not being followed and the board is not monitoring purchases… Two out of three department heads said they were unaware the village had a purchasing policy, and in reviewing claims, a substantial portion of them did not have proper documentation attached…”The mayor stated that the board was not aware that audits of the treasurer’s and the justice court’s records were required to be completed,” the audit said.

More than thirty years on the village payroll and Mayor John T. Bruno still hasn’t got a clue. ‘What, records? Us, keep records? Nah! I don’t know nothin’! Get outta here!”

And Nancy Biscone-Warner, wife of village justice Harold “Hal” Warner, has been treasurer for more than 20 years, and has been re-elected to the position by dumbass voters (probably the Brunos, Biscones, Persicos, Albanos, and a handful of Coeymanazis were enough to vote her in). Now she’s haunting the corridors of village hall 25/7. Why are the village Ravena, NY, reading reports of such incompetence and voting these clowns back into office?!? We don’t get it!!! Shouldn’t these walking-dead from the past be exorcised or something?

This blog has reported extensively on the village of Ravena’s backroom deals to evict the Ravena-Coeymans-Selkirk Community Library and create the Ravena Health and Fitness Center. The planning for the Ravena Health and Fitness Center was business as usual in the village of Ravena: it was done secretly. No public hearings, no public comment. Then the village of Ravena went ahead and purchased about $40,000 in used health club equipment from another insider. The $40 grand came out of the public treasury. Again no public hearings or inputs.

We published our prediction that the Ravena-Coeymans Incest Club, the Brunos, Biscones, Warners, Delucas would be setting up a cozy little private spa for themselves and their croneys, as well as providing a plum position for one of their own. Well, as usual our prediction is correct.
The proposed village of Ravena budget is out and here are the figures for the Ravena Health and Fitness Center, which already has its own e-mail and designer logo, again a done deal behind closed doors.

As we predicted, Cathy Deluca has been given the position of fitness center director at a cool salary of $30,000. Is that being paid out of taxpayer monies? Yes! Does it include benefits that not many of us are likely to see? Yes! Is this an insider pick? Yes!

Actually, Cathy Deluca does have some fitness center mismanagement experience. She managed a fitness center when she was still Cathy Long. Remember the fitness center on Main Street? The one that failed?

So let’s have a look at the “budget officers estimates” of what the fitness center is going to cost (the figure below is taken directly out of the proposed budget):

The Ravena Health and Fitness Center is Estimated to Cost Ravena Residents $115,500 in 2013-14. Can you afford that?

We’d like you to have a close look at item s 290 Equipment and 429 Repairs to Equipment. The village plans to spend another $30,000 on equipment for this misconceived misuse of public money. But what’s really irking us is that they’re budgeting another $20,000 for repairing equipment. They just bought about $40,000 in used equipment, and now they’re planning to spend another $20,000 repairing it. (Do the math: $60,000 in junk, scrap!) Our question is obvious: Who got the kickbacks?

There’s no business plan or anything like planning so the other $5,200 for items 435 Outside Services and 436 Unclassified are still mysteries. But let the imagination go wild on this one!

multicolor rhfcWhile I do not generally advocate taking local dollars out of the community, I must admit that nothing, nothing that the village of Ravena can do can even come close to the opportunities in Glenmont, just down the road with Planet Fitness and it’s beautiful facility, including changing rooms, tanning, instructors, events, sanitation, etc. And all at a ridiculously reasonable price and a variety of plans. But then, the Ravena Health and Fitness Center with all of its misleading hype, is not for you or me, it’s for the Ravena-Coeymans in-crowd.

Once the Coeymanazi bunch makes the Ravena Health and Fitness Center its watering hole, do you think the rest of us will be welcome? Guess again!

So, cruising down Main Street in Ravena we can take in the Bruno legacy as we approach a centennial: empty storefronts and empty residential buildings. But Ravena has $115,500 dollars in the 2013-14 budget for a fitness center. Go figure!

Moreover, wouldn’t it have been more responsible to have budgeted that $150,000 to support say the RC Teen Center’s programs for the benefit of youth, or perhaps to invested some of it in the RCS Community Library programs, after all the Library is in the geographical territory of the village of Ravena, or maybe some billing software to keep village accounts, especially water and sewer billings, honest. Speaking of water and sewer, how can the village board of Ravena in good conscience budget $150,000 for a health and fitness center of dubious merit, while neglecting the necessary repair of a 100-year old village sewer and drainage system! It’s criminal and Mayor John T. Bruno and his lunatic band of clowns William Bailey, Rocco Persico, Martin Case, and Nancy Biscone-Warner need to do some jail time with co-conspirators Cathy Long-Deluca and Dirty-Hands Jerry Deluca!

We’d also like to remind our readers that the Bruno-Warner-Deluca fitness scam is also at the expense of a community institution, the RCS Community library. The library is funded by tax dollars that property owners in the town of Coeymans pay. You voted on its budget at the same time you voted for the RCS central school district budget, and the members of the RCS school board. The RCS Community Library serves residents of two counties as a result of the funding (actually the town of Coeymans (Albany County) and part of the town of New Baltimore (Greene County). In other words, the RCS Community Library is a publicly funded institution that serves the entire RCS CSD region, plus. The village of Ravena has done everything possible to make the library unwelcome, including raising its rent by an additional $600. That’s $600 of your money.

One of the reasons the RCS Community Library could not leave its location in the Ravena village building is because D. Persico, board member Rocco Persico’s cousin, didn’t have the money to finish the required renovations, and had to qualify for a loan. Normally, when a contractor renegs on a commitment, there are penalties, like Donnie, you’ve got to eat the rent hike? But that’s not how business is done in Ravena-Coeymans, especially in the Incest Club. Rather than impose penalties on the contractor-board-member-cousin who doesn’t have the money to finish the job, the village of Ravena raises the library’s rent by $600!

This situation has to be investigated and we’ll be publishing forms for residents to fill in and cover letters that can be used for submitting complaints to the Office of the State Comptroller and to the Office of the Attorney General, demanding that the operations in the village of Ravena be investigated.

A Local Resident Filed a Demand for Production and Disclosure of the Village of Ravena’s Legal Expenditures. The demand was made under the New York State Freedom of Information Act, which requires public entities–with the exception of courts–to produce and disclose all public access information within a specific period of time.

§84. Legislative declaration. The legislature hereby finds that a free society is maintained when government is responsive and responsible to the public, and when the public is aware of governmental actions. The more open a government is with its citizenry, the greater the understanding and participation of the public in government.

The people’s right to know the process of governmental decision-making and to review the documents and statistics leading to determinations is basic to our society. Access to such information should not be thwarted by shrouding it with the cloak of secrecy or confidentiality. The legislature therefore declares that government is the public’s business and that the public, individually and collectively and represented by a free press, should have access to the records of government in accordance with the provisions of this article.

Yes, every one of us has the right to demand disclosure of information from our government and public agencies. The government and its agencies work for you. Don’t let them forget that fact!

There are laws, the Freedom of Information Law, for example, that lay down the who, what, where, how, and when. And you should know about all of this. For example:

§89. General provisions relating to access to records; certain cases. 3. (a) Each entity subject to the provisions of this article, within five business days of the receipt of a written request for a record reasonably described, shall make such record available to the person requesting it, deny such request in writing or furnish a written acknowledgment of the receipt of such request and a statement of the approximate date, which shall be reasonable under the circumstances of the request, when such request will be granted or denied, including, where appropriate, a statement that access to the record will be determined in accordance with subdivision five of this section. An agency shall not deny a request on the basis that the request is voluminous or that locating or reviewing the requested records or providing the requested copies is burdensome because the agency lacks sufficient staffing or on any other basis if the agency may engage an outside professional service to provide copying, programming or other services required to provide the copy, the costs of which the agency may recover pursuant to paragraph (c) of subdivision one of section eighty-seven of this article.

And so far, the village of Ravena (and the RCS CSD district offices, Dr McCartney. But more on this later.) have obstinately broken the law!

It seems a local resident submitted a demand for disclosure of the village of Ravena’s legal fees, because of the observation that wherever you look there’s either a Biscone or a Teresi doing legal work for the village, the town, private individual, on their own. And given the NYS Comptroller’s observation that nobody seems to know who’s doing what or where the money’s going, it apparently seemed like a good idea to get the official word. Normally, a FOIL works…unless there’s something to hide.

Well, the resident got the runaround and then it was “we need more time because we’re mailing out sewer and water bills.” OK . Call him stupid, but the resident agreed to give them more time. And then…SILENCE. He contacted the village and the clerk tells him that the request is unreasonable, that she does not have access to the records, what she does have she’ll produce by August 2, 2013. WTF! Read the law (especially the parts quoted above)!

For all we have to say about the town of Coeymans, who apparently got the same request at the same time, the Coeymans town clerk responded in a matter of days! Why is it that Ravena needs almost 6 months from the time the FOIL was submitted to the time the village clerk expects to have the records? No way, José!  Well, maybe they don’t have any records. Maybe they don’t want to surrender the records. Maybe someone doesn’t want the records public. Maybe all of the above.

So now the village of Ravena has a choice: either get the documents to the resident or face the consequences. Now we’re on the case and we’ll see it right on through to the Office of the Comptroller and the Office of the Attorney General. And we know of quite a few other residents who’ll be more than happy to join the movement.

Well, dear readers, the law is the law for you and me, and for the village of Ravena. The village of Ravena is now breaking the law and it’s time to go public and demand that the Office of the State Comptroller and the State Attorney General do some poking around. Where are the records, Ravena?

Actually, we’ve hear that Michael Biscone is having his own problems these days. It seems he’s allegedly being sanctioned by the court for some sort of misconduct. We’re trying to lay our hands on the papers and will publish as soon as we can find out the facts. A former partner of Biscone’s, Joe  Rotello, is now in the Appellate Division, the New York State Unified Court System division that is responsible for disciplining attorneys. We just want all concerned to know that we know and that we’ll be watching for any messing around. May Biscone get what’s coming to him!

And What’s Up With the Town Supervisor and Village Mayor and your Village Council and Town Board Officials, Aren’t They At All Interested in What’s Going on In the RCS School District? I’ve yet to see them attend a BoE meeting or make a statement at the public meetings. Shouldn’t there be some sort of collaboration or cooperation between the school district and the local government, after all, the children attend the school do live in their administrative territories. Or are the local politicos too busy conspiring, stealing, and duplicating efforts at your expense? (Coeymans Town Supervisor did send a “proclamation” a couple of months ago, but didn’t appear to present it; instead  superintentent Smith read it to the meeting.)

You’ll never vote them out, they’ve got more relatives to vote them in than New York City has cockroaches and bedbugs combined! (Or, you could put your own people on the ballot and campaign for them…)

My Advice is: Throw Them Out! There are laws and procedures to help you do that:

N.Y. PBO. LAW § 36 : NY Code – Section 36: Removal of town, village, improvement district or fire district officer by court
Any town, village, improvement district or fire district officer,…, may be removed from office by the supreme court for any misconduct, maladministration, malfeasance or malversation in office. An application for such removal may be made by any citizen resident of such town, village, improvement district or fire district or by the district attorney of the county in which such town, village or district is located, and shall be made to the appellate division of the supreme court held within the judicial department embracing such town, village, improvement district or fire district. Such application shall be made upon notice to such officer of not less than eight days, and a copy of the charges upon which the application will be made must be served with such notice.

N.Y. NYC. LAW § 9 : NY Code – Section 9: Removal of mayor
The mayor may be removed from office by the governor upon charges and after service upon him of a copy of the charges and an opportunity to be heard in his defense. Pending the preparation and disposition of charges, the governor may suspend the mayor for a period not exceeding thirty days.

N.Y. VIL. LAW § 4-412 : NY Code – Section 4-412:

The board of trustees
3(12) An officer or person who assumes to create a liability or appropriate money or property of the village without authority of law, or assents thereto, is personally liable for such debt, or to the village for such money or property. Each member of a village board present at a meeting thereof when such unlawful action is taken is deemed to have assented thereto, unless he expressly dissents and requests such dissent to be entered upon the minutes of the meeting. If any person shall have heretofore appropriated or shall hereafter appropriate money or property of the village, contrary to law, and the facts in relation thereto are known to the board of trustees, and, after this section as amended takes effect, such board fail for thirty days to bring an action against such person to recover such money or property, each member of the board having such knowledge shall be guilty of a misdemeanor and liable to removal from office unless within such period of thirty days he shall file with the village clerk a written request, signed by him, requesting the bringing of, such action or shall cause to be entered upon the minutes of a meeting of the board a motion made by him for the bringing of such action, or his vote in favor of such a motion.

 Superintendent Elizabeth R. Smith announced a proclamation by Coeymans town Supervisor and the Coeymans town board declaring the month of October to be “Anti-Bullying Month.” Now that was ironic, also because at the last town of Coeymans board meeting a resident, M. Driscoll, chastised the Coeymans town board for its bullying of each other! The RCS board of education meeting was a classic example of mass bullying! The bullying was disgraceful at the October 9, 2012, RCS board of education meeting and flew in the face of any proclamation. Shame on you! RCS public! Shame on you, Alice Whalen, Howard Engel, James Latter, Edward Reville! You all clearly validated your status as first-class bullies!

 Before I launch into this commentary, I must go on the record to state that this RCS district’s self-loathing and dysfunction ends up being dumped by an infantile minority on targeted members of an elected volunteer group; the vicious minority is spurred on by none other than the alleged educators, the teachers and their minions, to engage in public displays of mass bullying. The contradiction is glaring: out of one side of their mouths they condemn bullying and out of the other they promote it both in their words and in their behavior! You’re a majority of hypocrites! But you can change!

And then, to top all of the disgraceful, bestial behavior we witnessed…

We were floored when Superintendent Elizabeth R. Smith took the floor and proselytized on positive behavior education–with the disrespect among board members, the apes in the public gallery, and the general ignorance that predominates at board of education meetings: Superintendent Smith’s cover-all responses, “I don’t know.” or “I wasn’t there.” But she introduced another new program–another do-nothing, spend-tax-dollars, keep-some-useless-meat-busy  program:

Positive Behavior Interventions and Support.
What a joke! The Adults Act Like Jerks (Whalen and Engel are TEACHERS!)
and the chimps shouting out-of-order in the audience sure could use some
PBIS!

(Just like they need another anti-bullying law they can ignore and a genuine toothless proclamation of an Anti-Bullying Month. Give me a fikkin’ break!)

In response to some sub-human persistently shouting out from the audience, the board president asked in utter frustration and disbelief:
“Is this what we’re teaching our children? This is ridiculous.”

We Agree! That having been said, the meeting of October 9, 2012, has to go down as one of the most uncivilized on both sides. The board is conspicuously divided by two parties with two incompatible agendas and Yes, it is turning into a bullying session as exemplified by the idiotic diatribe performed by Mrs A. Whalen and the junkyard dog performance by Howard “Backpedaler” Engel. Such outbursts are totally unprofessional and an abuse of the public forum. The audience was a mob and if they are to be taken as role models then we might as well save the $42 million school budget because it’s being wasted. The so-called teachers had no dignity and were soapboxing and grandstanding, enjoying the moment of notoriety and acknowledgement from the hordes of unwashed; it was a cheap shot and was made obviously out of desperation and frustration at not being able to assert themselves otherwise vis-à-vis the majority opposition.

What all concerned should realize but obviously do not is that their personal and political differences are not part of the script to be played out in the public forum but should be negotiated in their so-called executive session, where such inflammatory and misleading comments should be contained or, in the unlikely event of civility among the board members, even discussed.

Alice Whalen must have overdosed on stool softener earlier because she was sure talking some sh*t! She must have slipped Howard Engel a dose, too, because he was talkin’ a pile, too! Caca!

Mrs Alice Whalen’s protracted, volatile diatribe was totally unnecessary and its obvious intent was to garner the cheap support of the mob who she was well aware would go into a feeding frenzy once she was able to draw even the tiniest drop of blood. She was absolutely and embarrassingly unprofessional and prostituted herself, divorcing herself of any dignity for the sake of cheap political shots.

Howard Engel’s stupid insistence that the president had no authority to call or chair a policy meeting was also a misguided and cheap shot, simply aimed at publicly embarrassing the president and other members in the opposition. He was rightly disciplined and corrected when he was confronted with the actual facts and the rules of procedure. Nevertheless, he took his cheap shots and, like Alice Whalen, appealed to the baser nature of the mob. He was quick to back pedal and to attempt to double talk his way out of the corner into which he had painted himself, but failed to do that as well.

Best Advice.

Although we can understand the good intentions, the president of the board of education should in future refrain from citing law or precedent in the public part of the meeting. He should at all times refer such pronouncements to the attorney who should be available at every board of education meeting in an ex officio, advisory capacity. The president, as far as I am informed, has no legal training (nor do I, of I admit, but my statements on law are purely opinion as evidenced by the disclaimer that accompanies all of my statements on such matters).

In toto: The mob, Whalen, Engels fed the press. They did nothing to avert the usual description of this RCS school district as being nothing more than a bunch of yahoos with axes to grind, and once ground, burying them deeply in the backs of their neighbors!

In general, the teachers clique, Whalen, Engel, Latter, Reville, was absolutely disgusting and totally embarrassing. They managed to avoid discussion in executive session and engaged in ridiculous exhibitionist public discussions that should have been held in executive session. The teachers clique took unfair advantage and confirmed our continuing allegations that they are poor role models. It is unfair to the children to have to be exposed to such poor and bestial behavior.

The lack of coöperation, collaboration, consensus and the public’s frustration, largely because some members refuse to allow the dysfunctional board of education to function with the freedom they need (at least when the teachers clique is not trying to trip the operations up). The educators on the board of education do absolutely nothing to foster coöperation, collaboration, consensus; in fact, they inappropriately fuel the holocaust.

Immoral Matt “The Mutt”

Of all persons to take the floor to talk about poor performance in academics, morality, and ethics, Matt “the Mutt” Miller spoke as the president of the RCS teachers association (the teachers union!) in opposition to the hiring of the new interim supervisor. Mr Miller is a poor example of morality and ethics, as our reporting on this blog bears irrefutable testimony. Matt “the Mutt” Miller should be the last person to take the floor to pontificate on morals and ethics. He is receiving a full teacher’s salary while on reduced teaching load to allow him to do his teachers union work on the taxpayer dime! Talk about special-interest conflicts of interest! He’s also the double-dipper who was collecting a stipend of $10,000 a year in addition to his teacher salary to act as so-called “energy manager” during the same time he was receiving the teacher’s salary, doing the teachers union work on school time, etc. This is the same Matt “the Mutt” Miller who got really pissed when the non-teacher RCS board of education majority gave him the boot and did not renew his contract as “energy manager.” He’s also the same Matt “the Mutt” Miller who was implicated in inciting students to bully other students, and who violated policy by discussing confidential information with lunch aides in the presence of students! It’s incredible that Matt “the Mutt” would have the balls to make a public statement on behalf of the teachers union opposing the hiring of the new superintendent on moral and ethical grounds! And this is one of the teacher role models to which RCS parents are exposing their children. Blind bats!

As far as the lengthy discussions of the A.S.A.P. (After School Activities Program) program went, and as far as I was able to discern from the whiney presentation by the director of that program, Alice Christiana, it quickly became obvious that it is simply a subsidized aftercare program that benefits largely the parents who opt to each work and delegate their parenting to a program which they expect the public to pay for.

No Mo’, Bro’!

Mark Silverbush,referring to his daughter, “…she gets her homework done…socializes…has a safe haven.” (Hang on, Mark, isn’t that what home is for? And parents?)  Maybe if one of her parents were home, she’d be getting that from her parents! Nicholas Abrams, another resident, describes his family as “both working parents” and is “rely highly on the program just to get by Monday through Friday…until their parents pick up their children,” and is concerned that the program is being charged rent. (Gee! Fancy that!) This babysitting notion is continued by another resident Jo Lido, both parents working, who states “to really rely on it heavily much as the other parents have mentioned…we are thrilled to have a programs like that in the school that are after school where kids can go while we’re still at work…Whoa! Free daycare, babysitting? Get outa here! ASAP is an after-school program, an extracurricular, which was described almost unanimously by supporters to be important to them because it allows both parents to work without having to be concerned about where their children are. Those very parents are outraged because the program may have to pay its way and the working parents won’t be getting a freebie at the public’s expense. Now isn’t that a dirty shame!?! While those very parents are the ones who would likely scream socialism they want the convenience that socialism would provide. In the alternative, they obviously want their cake and eat it, too, but object to having to buy the cake, that is, they want to enjoy the benefits but avoid paying for them. That’s not the way it happens.

That having been said, I was appalled that our wet rag superintendent took the safe path and let the frenzy go full steam and kept her mouth shut when she should have spoken up, I’m referring specifically to the A.S.A.P. director’s whiney presentation. Business as usual.

While on the subject of ASAP, it needs to be mentioned that the director of the program, Alice Christiana, is misdirecting her frustration to the board of education, as usual targeting the president, when her real beef is with the superintendent! The president attempted to explain to the program director that she had to talk to the superintendent, to the district business manager, who would consult with the school-district attorney to respond to her needs.

Even the Superintendent, in a rare moment of lucidness, admitted that it is not the board’s job to negotiate contracts. It is the superintendent’s job. The president of the board of education, too, indicated that she had to talk to the “persons on either side of me,” again emphasizing that she had to talk to the Superintendent Elizabeth R. Smith and the RCS CSD business manager about her situation. Duh! What’s not to understand, Ms Christiana?

But, it’s incomprehensible that so many people should make public statements to the effect that ‘we don’t understand why we’re paying for the ASAP program.’ Please help us to understand, people, why shouldn’t you pay for the program? It’s extracurricular, it’s after school, it’s doing your parenting for you!

This comment refers to the article I read this morning I titled:

“Cops crack Coeymans crash mystery. Son of RCS school board member allegedly drove SUV into house then fled”

Written By Dayelin Roman and it says it was “Updated 7:45 a.m., Wednesday, September September 19, 2012”.

While I am happy to see the TU [Times Useless = Times Union newspaper] is following Local News and reporting criminal acts, I am beginning to wonder if there is something to be said about a bias against that Ravena School District, which is just to the South of beautiful Delmar. Whether the young man is guilty or not will I am sure be proven, I wonder what it has to do with the subtitle “Son of RCS school board member” has to do with anything?

It is difficult enough to find people to take on this and other difficult non-paying Volunteer jobs without including comments like this-and it has nothing to do with the story-or at least it was not explained how it does.

The reporter on the local TV news station went a step beyond when interviewing the Dad when they asked “are you going to support your son…” – to Mr. Lukens’ credit he kept his cool and just got into his vehicle after saying “of course, he is my son”!

Where are these reporter wannabees hired from? I ask, are news people from some other planet? Is there a Times-Union policy on when to use the names and jobs of Parents when reporting news about their children? It seems to be a spotty reporting practice as one rarely sees this in print. Similarly, I have seen other articles by this reporter about the Ravena School District Board members having legal issues and/or higher profile items of interest but do not see it about other Districts and am sure the Ravena District is not so removed from the mainstream.

I also find it odd that, when one looks at the Blog site under Places, Ravena is not even listed! desirable Bethlehem is, along with wonderful Guilderland and beautiful Delmar.

Maybe you all should go to the TU blog site and start blasting them! Perhaps cancelling your subscription or your advertising in the rag would show some community spirit. Or have you lost all of your community spirit and self-respect?  If you have no respect for yourself how can you expect someone else to respect you?

Now, here’s the real question: Mr Lukens is one of the local business persons on the BoE and is NOT a member of the teacher’s clique, he did speak up in favor of eliminating the Coeymans Police Department, he was in favor of making the RCS Sports Association file the proper paperwork like everyone else. Think this might be another smear campaign by the Coeymanazis?

Here’s another question: Do you think Tom Dolan’s kids would have gotten that press? How about Deluca’s? Biscone’s (no, he’d just get the felony buried by one of the Teresis or the Coeymans police simply wouldn’t “investigate.”) How about one of the Brunos? Don’t think so. If you do, Wanna buy a bridge?

Hear much about Joe Tracey’s court appearances lately? How about Mayor Bruno’s brain fart to spend more than $50,000 on the failied Ravena fitness equipment (formerly the Delucas’ fiasco and their snog shack). What about Gerald “Dirty-Hands Jerry” Deluca’s comments on their FaceBook page that the local residents should support the purchase of the equipment for the healthclub where the former library was located. Deluca says the library isn’t needed. But ask him who’s getting the money and who that person is related to. Ask him also who is going to manage the Mayor’s little gem of senile thinking (Hint: Rumor is her first name is Cathy.) By the way, did anyone hear about any public meetings to discuss the health club or the purchase of the equipment? We sure didn’t. Or is Bruno investing his own money? Not likely. Did anyone read about this in the Times Union? Or about Tom Dolan’s shady past or lack-luster do absolutely-nothing-present in local government? That’s not likely either, is it? Do you think there’s any media bias here?

Or how about the firing of a local parent from her school district job for filing a complaint against one of the RCS Sports Association athletics coaches, almost immediately after filing the complaint? Anyone read about that scandalous abuse, retaliation, harassment in the Albany Times Useles rag? Probably not!

Sometimes You Neet to Just Drop In to See How Things Really Operate…That’s What We Did on Thursday Morning, While Coeymans Court Was In Session. Looked More Like Feeding Time at the Local Pig Farm than a Courtroom.

But before we get started, we’d like to say that residents of the town of Coeymans, home of the Coeymanazis, or even anyone driving through the town of Coeymans, should know three important words and their definitions:

  • Railroad: to steamroll, to to condemn a person in a hasty manner by means of false charges or insufficient evidence: The prisoner insisted he had been railroaded.
  • Retaliation: to take retributory action, especially by returning some injury.
  • Duplicity: treachery, double-dealing, revenge.

Well, That’s What We Did on Thursday, August 23, 2012: We happened to be driving by the the double-wide that serves as the Coeymans town hall (the Coeymanazi lair), Coeymans police department (the enforcement arm of the Coeymanazis), and Coeymans town court (the administrative arm of the Coeymanazis). It was really worth the visit to see the local justice-under-investigation, George Dardiani,  perched up there, acting as if he were actually honorable, clean.

Tthe only one with any brains or cojones, or decency in that court seems to be retired justice Kevin Reilly,  who doesn’t take any backtalk from any scheister like Biscone! That grinning fool Dardiani wouldn’t qualify to be Reilly’s law clerk let alone preside in a criminal proceedings! Bravo! Retired Justice Kevin Reilly!).

While watching the carnival sideshow called a court, a couple of recent events came to mind:

Why is it that the trumped up case against the president of the board of education is being dragged out so long? Either there’s a case or there’s no case! Either there’s evidence or there’s no evidence! It should be obvious even to the primitive provincial mind of the incumbent pervert David Soares that there’s no case and that he’s wasting taxpayer money pushing the issue. Coeymans is certainly not in the political or the financial position to be able to afford a drawn out trial, and it appears that in the interest of justice and fairness the BoE president is going to call everyone out into the public’s eye and make real asses of them, from the Albany County District Pervert Soares, to the lunatic “he called me fat” sociopath Josephine Tracey-O’Connor, to her psycho bully father Joseph Edward Tracey, to the unethical Coeymans town justice George Dardiani, who has to recuse himself from the case because of his breach of ethics and the fact that his wife is a school nurse in the RCS district.

Why is it that the psycho-bully Joe Tracey has disappeared from the radar now that the damage is being done? Why is it the psycho-bully Joe Tracey’s case is being heard in the Town of Bethlehem, where locals are unlikely to be able to follow it? Answer: The Coeymanazis take care of their own, even their junkyard dogs.

This is not Josephine O’Connor.

Sociopath Josephine Tracey-O’Connor is a good friend of Gerald “Dirty Hands Jerry” Deluca, the so-called police investigator with all the right connections who runs the Coeymans police department. Dirty-Hands Jerry is Coeymans police chief Gregory Darlington’s keeper, Darlington’s wife, L. Darlington, is David Soare’s Secretary. Town justice George Dardiani is currently under investigation by the New York State Commission on Judicial Conduct for multiple violations of the State Judicial Law and the Code of Judicial Ethics. It’s a mystery that he’s still on the bench in the first place! It seems everyone on the Coeymanazi side has read the script and are acting their parts in this drama.

How about you citizens and residents out there? Are you ready to foot the bill for a drawn out trial with all the bells and whistles. I’ll bet the Times Useless is just drooling over the opportunity to make asses of everyone in the RCS district…again. How’s it feel to be the clowns of the Capital District and the victims of putrid prostitute journalists like Dayelin Roman and her kind? Does it make you feel good all over?

Back to Coeymans: Here’s another question for you: How is it that a felony malicious mischief and grand theft case has been on Gregory Darlington’s desk since December 2011 and nothing’s been done? It was first assigned to Dirty-Hands Jerry Deluca but for months Dirty-Hands Jerry sat on it and did nothing–this is a form of retaliation, the delaying tactic–until the frustrated businessowners called in the State Police and the Albany County Sheriff. The Sheriff’s people jumped on Darlington to get his ass moving on the case. So Darlington reassigns the case to another investigator who…has been sitting on it.  You’re paying Darlington more than $91,000 a year to take orders from his subordinate Dirty-Hands Jerry (who makes about $29,000 a year as police investigator) and Dirty-Hands Jerry is getting his orders from a Bruno, Biscone, Persico, or Albano…they’re all intermarried and in some sort of incestuous relationshipAnd they all want a chunk of YOUR money, lives, and self-respect…and you’re handing it to them!!!!!

Update on the felony case before Coeymans town justice George Dardiani: The criminal defendant didn’t show up in court today and so his attorney, Michael Biscone–Yeah, the same Biscone, younger brother of John T. Biscone, and the godfather the late John J. Biscone–when told his client was going to be brought in, tells the judge–that’s the respect Biscone has for the law and for the court–that he’s not bringing his client in. That’s Biscone telling the JUDGE what’s going to be done in this town. Anyone hear about contempt of court? How about you, judge George Dardiani, do you have the balls to hold Michael Biscone and his client in contempt of court? Go on, Dardiani, show us your balls!

This sounds like another complaint for the State Commission on Judicial Conduct and one for the Appellate Division, Committee on Professional Standards, the  New York State agency responsible for disciplining corrupt attorneys  like Michael Biscone,  doesn’t it? Did I say “corrupt attorney,” Mikey? Isn’t there a conflict of interest of sorts where you are working as village counsel and practicing at the same time before the village and town courts? Seems to me there’s a section in both the judicial code of ethics and in the ethics code for attorneys but I’ll have to check. It does seem reasonable to assume you’re playing both sides of the fence, though. Not that town justice Dardiani would know anything about the codes of ethics. And you wouldn’t even know how to spell the word, would you Mikey? By the way, did you sell the Village of Ravena your dirt yet?

Why is it that when a couple of mischief-makers spray a tag [Editor’s Note: “tagging” is when graffiti artists spray paint their initials on a wall.] on Michael Biscone’s garage door this past week, the entire Coeymans police department is activated and combing the neighborhood for the perps? But when anyone else needs them to do any law enforcement, they have to call in the Sheriff’s department or the State boys? Hint: Your name has to end in a vowel like BrunO, BisconE, PersicO, AlbanO, NerI or you have to be on their list.  but local business owners can’t even get a complaint investigated! Are you following all of this?

And we all know about part-time Coeymans police officer Kerry Thompson being promoted to be Gregory Darlington’s administrative assistant at more than $30 an hour. This is the same Kerry Thompson who, after our psycho-bully Joseph Tracey, Josephine O’Connor’s father, threatened a local business owner and her family, refused to take her complaint! Well, that’s turned into another potential  multimillion dollar lawsuit against the Coeymans police department. Formal Written Complaints and Notice of Claim have already been served on the illustrious but idiotic corps of Coeymanazis. Are you ready to pull out your wallets to support the morons in the town of Coeymans boys club?

And in the midst of all of this the one and only (thank God for that) Thomas E. Dolan, of fill-out-the-absentee-ballot fame, the wonderful director of the Choices program in Ravena, helping all of the poor and disadvantaged in our town, is the Coeymans town board liason to the Coeymans police department. But when asked if the police department had a policy or procedure for handling citizen’s complaints, he didn’t know. Fancy that! But now he’s running for the newly formed NYS senate seat for the 46th district (We’ve written articles on this on this blog. Just search for Dolan. Or Google Tom Dolan and you’ll get our articles, too!). But guess what his campaign slogan is: “No Fracking” Now that’s a really important local concern, isn’t it? Now look at Dolan’s work as a Coeymans town board member and ask yourself this question: “What can I hope he’ll do if I make him a senator?”  Sorry, I didn’t mean to make you vomit.

So, RCS citizens and residents, we have the RCS Bottle Blitz run by none other than Cathy Long Deluca, wife of Dirty-Hands Jerry Deluca, who has yet to account for the take from the first so-called Bottle Blitz, and is using the RCS high-school cafeteria as her collection point. Has Bottle Blitz Cathy submitted any paperwork for using the cafeteria? Who is endorsing Deluca’s activity? Is it an official RCS CSD program? Is she paying for the use of the cafeteria (insurance, cleaning, utilities)?  If not, WHY NOT?

And then there’s the RCS Sports Association. I won’t waste any more time now on them. Just read the many articles on this blog to find out what a criminal bunch that is. And guess who’s behind it all. Most of the names end in a vowel. Get it?

And the teachers clique on the board of education, A. Whalen, Howard “Bray” Engel, James Latter, Edward “Teddy” Reville, all want to give it away. They’ve voted as a block to oppose any of the BoE president’s efforts to demand accountability, to clean up the waste, to clean up the administration. They’ve crucified any board member who pushes for accountability and responsibility in spending taxpayer money. Luckily the newly elected board has placed the teachers clique in the minorty and this is killing them and their backers because they’ve lost control of the more than $41 million school budget they thought they had in their pockets, that they pulled every trick in the book to get on the ballot and voted in.  Their response and that of the Coeymanazies: frame the board of education president. Remember the three keywords we mentioned at the top of this article.

And you fell for it, RCS residents and citizens. Now fix your clown makeup, your eyeliner is running with your tears!

Isn’t it odd that with all the criminals running this town the one person not on the take, not in someone’s pocket, the only one really who’s not getting some payment or benefit from his work and dedication, an elected official who is unpaid and working for the benefit of the RCS central school district, is being dragged through the mud by the rats in the pack. Aren’t you ashamed you’re not doing something about it, RCS residents, citizens, neighbors?

The Deluca Bottle Blitz…Or Is It the RCS Bottle Scam?

We Find It Extremely Important Not Only to Expose the Evil in the Community but Also to Share Some of Our Readers’ Responses to What is Going On In the RCS Community. Here’s A Contribution From One Of Our Readers on the RCS Bottle Blitz that Raises Some Interesting Questions and is Really Worth Reading.

One of our regular commentors, Pundit, pointed out some very interesting points, which we’d like to publish on their own, because they’re so on target. Pundit writes in response to our article Bottle Blitz Secret is Out…

Bottle Collection Question:

I wonder if I would be able to obtain a receipt for any deposit bottles and/or cans I leave so that I can use it as a donation write off on my Income Taxes? Not being a Tax authority, I would have to guess that the group collecting the bottles would need to keep track of how much was ‘donated’ for their tax return too.

This stuff can really get sticky.

Actually, it would seem if I gave say $100(2000-Five Cent containers) in deposit containers I would have spent money to purchase the product meaning I would -once again- be giving a portion of my earnings directly to what would need to be a not-for-profit/for profit organization which, in turn is passing it on to the RCS District, meaning I have now transferred $100 more of my money to the District.

It just keeps getting better and better with each passing day!

We responded:

Thank you very much, Pundit, for a very clear and correct analysis of the bottom-line problem we’re dealing with in this case.

You see, you pay the deposit up front when you purchase the beverage, as a pledge to return the can or bottle, at which time you will receive your pledge, the deposit, back. Now, if you give the right to that deposit away, for example, when you make a charitable contribution by giving away your say, 2000 bottles and cans, equivalent to a cash contribution of $100, and the recipient in turn redeems the 2000 bottles and cans for their value of $100 in cash, that becomes revenue or income. In the case where they say they are doing this not for themselves but on behalf of say, a group or organization, what then? Someone has to keep track of the money trail. If you make a charitable donation of $100 wouldn’t you want to be able to deduct that amount from your taxes? But you’d need a receipt to claim that safely.

And the individuals collecting the proceeds, how are they handling the revenue? Are they redeeming the bottles for cash? Do they get a check?

You’re being followed!

Who deposits the check? Into a personal account or into a program account? Who then becomes responsible for the taxable income? If it goes into a personal account or a business account and that business writes out a check to say, the Sports Association or to the School District, does the writer of the check then take advantage of the tax benefit of the “charitable donation” to the SA or the CSD? Does it then become income for the Sports Association or the school district, and if so, is the Sports Association required to keep books and to report the income? (Yes! they are!)

Basic question: Who gets the advantage of using the charitable donation deduction? The people contributing the bottles and cans are certainly not getting any benefits.

Great questions, great analysis, great points, Pundit! Let’s see if we get any answers.

It’s Coming. Are You Ready?

At this point I’d really like to remind all of you disgustingly self-righteous guardians of the public morals that only a couple of months ago you all were fired up, together with that skank-gossip-monger-in-tow Dayelin Roman at the Times Useless, and turned into a veritable lynch mob ready to string up a local businessperson on the board of education for appealing, read APPEALING, his tax assessments. Isn’t it funny that a select group of you are all too ready to forgive the “old” RCS Sports Association and cast a blind eye on the “new” RCS Sports Association (for trying the same unlawful and deceitful tricks), and the DeLuca Bottle Blitz for worse misconduct? Some of you are all too ready to have double standards and that should make the rest of us very uncomfortable. It’s worse still because the RCS Sports Association and the Deluca RCS Bottle Blitz are so publicly visible, and any misconduct by them really has a very bad effect on the community as a whole, but inflicts a really ugly scar on any group claiming to benefit the schools, students, and students’ activities. Organizations like the RCS Sports Association and projects like the RCS Bottle Blitz must be held to an even higher standard than ordinary businesses!

So, Cathy Deluca and your supporters, RCS Sports Association and supporters, RCS loud-mouth coaches, and teachers clique: What are your answers to these questions? They’d better be good!

But wait a minute! Don’t Cathy Deluca and Gerald “Dirty-Hands Jerry” Deluca claim to have several businesses, including the so-called DeLuca Public Affairs (no pun intended!), the Main Street Small Business Coalition, and isn’t old Dirty-Hands Jerry connected with the ARANY (the Automotive Recycling Association of New York) as a “consultant,” (in What? may we ask!), the New York State Assembly, etc? And doesn’t old Dirty-Hands Jerry Deluca claim to work closely, to have an “in” with the NYS Department of Environmental Conservation (the DEC)? Isn’t Edward “Teddy” Reville is the Protective and Marine Coatings Manager for eastern New York, Vermont and western Massachusetts with the Sherwin-Williams Company? Isn’t James Latter an engineer with GE? Aren’t Alice Whalen (retired) and Howard Engel teachers? You’d expect these people to recognize and acknowledge all of the good sense behind RFPs (requests for proposals), insurance, documentation of organization, etc. but why are they opposing all of the businesspersons on the board of education (who are not teachers or married to a teacher) when the board of education calls for it. Whalen, Latter, Reville all voted against it! Why are they opposing the board of education’s demands for proof of organization, lists of officers, proof of tax filing? Shouldn’t they be supporting all of this tooth and claw? What are they hiding, who are they protecting? What’s their agenda? Maybe you should be asking Mrs Deluca, Mr Deluca, Mr Reville, Mr Latter, Ms Whalen, Mr Engel? What’s the deal? What’s your agenda?

And RCS board of education members, how are you going to handle this problem BEFORE it becomes a thorny public concern complete with audits and investigations? Are you going to stand your ground and demand answers, documentation? Are you going to oppose the teachers clique and the easy-sleazy superintendent and demand accountability from any organization dealing with the schools?

That’s why, dear readers, the non-teacher, resident / businesspersons on the RCS Board of Education, Robbins, Lukens, Sylvester, Randy K., Vadney–, are demanding that organizations and anyone claiming to be doing something “for the kids” or for the schools cough up proof that it’s entirely legitimate and legal. Get it now?
