The Federal Bureau of Investigation and Federal Prosecutors Are Showing a Special Interest in the Federal Law called 18 USC §4, Misprision of Felony. And Recent Prosecutions Show Just How Interested, Especially When It Comes to Public Officials and Law Enforcement Personnel.Misprision of felony is defined by the federal law as:

18 USC § 4 – Misprision of Felony. Whoever, having knowledge of the actual commission of a felony cognizable by a court of the United States, conceals and does not as soon as possible make known the same to some judge or other person in civil or military authority under the United States, shall be fined under this title or imprisoned not more than three years, or both.

In plain language misprision of felony says that anyone can be responsible for a crime fbicommitted by another person by making a contribution by his own free will. But even by not making a physical contribution or assisting in the commission of a crime, a person can commit a crime of his or her own with respect to another person’s crime. How? By standing by and not preventing the crime using the means available to him or her. Even if the crime has already been committed in someone’s absence and he/she becomes aware of the crime and does not report it to the authorities, the law holds him or her to be guilty of a breach of duty to the community and to the government, and law punishes that breach.

In other words, if you know a crime has been committed and you do not report the crime to the authorities to bring the criminal to justice, you are guilty of misprision and can be punished yourself.

Launch that investigation and examine police chief Darlington and every police officer and employee of the Coeymans Police department.

It’s essential that the town of Coeymans supervisor and town board launch an immediate internal investigation to ensure that no one in the Coeymans police department knows of criminality in the department or that no on is involved in criminality. It’s the job of the Coeymans town board members to launch that investigation and examine police chief Darlington and every police officer and employee of the department. It’s the duty of town supervisor Flach ensure that no member of the town board is an accessory or involved in an cover-up or criminality and the town board must take a careful look at the supervisor,  too. The judges on the town court should be especially scrutinized for compliance with all aspects of the Judicial Law and the Code of Judicial Ethics of the New York State Unified Court System. If you don’t clean your own house, the FBI will do it for you, it seems.

This goes for the Ravena-Coeymans Central School District officers, employees, administrators, teachers. Even if there’s no felony activity, which we don’t rule out without appropriate investigation, you’re still liable if you see, hear, or know of misconduct or criminal activity and don’t report it or prevent it! We’re on to something here and we’ll use it to the max. Dr Allen McCartney needs to lauch his own internal investigations before someone else does—and you know who will.

The village of Ravena is a completely other story. The Ravena village government is so corrupt and far gone they might as well all surrender to the Sheriff. There’s absolutely no one in the Ravena village government who has the intelligence, the integrity, the ethics to point a finger at anyone else there. They’re all in the same stew. Any investigation of the village of Ravena has to come from the outside, and we don’t mean toothless audits and reports that come out of the New York State Comptroller’s office and take a year to write! We mean a SERIOUS investigation that will include audits of every aspect of Ravena mis-government.

 The FBI actively pursues this law in a wide variety of cases involving private citizens, public servants and law enforcement personnel. How do you feel Coeymans or Albany would fare if the FBI were to audit their cases and disposition of cases.

Do you think that Gerald “Dirty-Hands Jerry” Deluca or DoDo cop Coeymans police chief Gregory Darlington would or could avoid a fine and/or jail time? We don’t think so. At least Dirty-Hands Jerry Deluca would probably stand a 110% of doing time. But what about the other law enforcement officers on the Coeymans Police Department or the other employees like the dispatchers or Darlington’s “confidential” secretary, Dawn LaMountain. They see and hear, don’t they? Yes, we know, their hearing and seeing tends to be a bit selective but the FBI has ways of sorting out the selectivity. Don’t you think it’s time for some digging around in the Coeymans Police Department, on the Coeymans town board? And let’s not forget our dear little gremlins in Ravena village hall, those little crooked fixtures who have been playing their dirty little games for more than 30 years at least. And the town of New Baltimore Elites Club who hold their regular meetings in the New Baltimore Town Hall, stay tuned for the revelations about that tribe.

Custody of evidence seems to be pretty shoddy there, too. What happens during all these so-called “drug raids,” even the botched up ones (almost all of them)? With the slipshod chain of custody procedures in the Coeymans Police Department it’s pretty easy for some of the whacky-weed or other stuff to avoid inventory or simply disappear. From where we’re observing it seems the fox watching the chickens!

We get regular updates from the FBI on investigations, prosecutions, and sentencing. Here’s a recent blurb on a police officer who got nabbed:

DALLAS—Brent Dickey, 42, a former officer with the Alvarado, Texas Police Department, appeared in federal court today and pleaded guilty to an Information charging one count of misprision of a felony. He faces a maximum statutory penalty of three years in federal prison and a $250,000 fine. Dickey, a resident of Burleson, Texas, will remain on bond pending sentencing, which is set for January 8, 2014, before U.S. District Judge Ed Kinkeade. Today’s announcement was made by U.S. Attorney Sarah R. Saldaña of the Northern District of Texas.

According to documents filed in the case, in February 2010, Dickey was assigned to the Stop The Offender Program-Special Crimes Unit (STOP-SCU), a Johnson County law enforcement task force that investigated drug crimes occurring in the county. Dickey knew that a particular individual, Person A, was unlawfully distributing anabolic steroids, and he failed to make this felony known to some judge or other person in civil or military authority under the United States, such as a federal grand jury or an FBI agent.

That’s just the tip of the iceberg. Searching the FBI site brings up dozens of cases where persons are prosecuted for having knowledge of a crime but doing nothing about it. It far more serious when it happens in public office, especially in law enforcement, and it’s apparently happening Guess where? Yup! Right under your noses.

And do you think it’s going to get any better if Ravena mayor John Bruno’s lackeys like Marty Case (sitting member of the Ravena village board) or any more relatives of Coeymans police department employees get hired to work in the Coeymans PD, or if Coeymans police chief’s good girlie friend, Michelle Maddige, gets into the Coeymans Clerk’s office? By the way, Ms Maddige hasn’t got a lick of experience or education that would qualify her for the position of town Clerk, how is it she’s even on the ballot? Most candidates for the elected office of Town Clerk have at least worked in the Clerk’s office for 5-10 years before they even think about being qualified to run! Think there’s something fishy going on? Especially after they rushed to get Maddige on the Coeymans planning board almost overnight so they could say in her candidate’s propaganda that she is on a Coeymans board, at least. That’s a pretty dirty trick, don’t you think so?

Kerry Thompson, too, would never have gotten away with what he does in Coeymans if he tried it on Craig Apple’s watch. Say, Kerry, isn’t your son one of the new Coeymans police trainees? But we’re going to do a special issue on Incest is Best in Coeymans, especially in the Coeymans PD.

Good news is that the good news is getting out there and the proof is that the incumbents and their lackeys got their arses kicked in the primaries. Thank you voters! Thank you for waking up and smelling the burnt coffee!

If these cases are brought in federal court there will be no saving them. Albany County DA has pissed off at least 3 federal judges and wouldn’t be able to save his own Black ass let alone be able to get special favors or deals for his white-trash honky tools in Coeymans.

So Coeymans police officers and employees, how long are you going to keep your mouths shut about what you see and hear in the Coeymanazi Pork Dive called the Coeymans Police Department? Are you willing to take the risk and the rap for Deluca and Darlington and their cronies?

That sort of criminal activity would be highly unlikely on Craig Apple’s, Albany County Sheriff, or Greg Sealy’s, Greene County Sheriff, nor on Terry Wilhelm’s, Greene County DA, watch. Why, because they’re pro’s who run professional teams. Unlike the Caver-in-Chief, Barak “Oreo” Obama, who was expressed to the White House by the democrats flashing the race ticket on the soul-train, or Albany County DA P. David Soares, who took the same soul-train using the same race ticket, Apple, Sealy, and Wilhelm ran and won on their merits without the backroom deals brewed in Albany by the Dem Machine.

And speaking of sheriffs. This one’s for Joan and Robert Ross of New Baltimore, NY: We hear you’ve been naughty again and the Greene County Sheriff has been trying to contact you. We know you were in town because we saw you but the sheriff’s deputy says you’re not answering your door when he came by three different times. Why is that, Joan, Robbie? Fess up and answer your door when the deputy knocks, he’s not going to give up, you know. We’re going to dedicate a special issue to Joan Ross’ addiction to this blog and her cut-and-paste emails. Who is Cathy Deluca? Her Civil Service Application Is a Mess!!!

If Deluca can’t even [honestly] fill out an application form completely [and honestly], how can she be expected to manage a municipal health and fitness center? Ravena mayor John Bruno’s and Nancy Warner’s personal appointee to be director of the Ravena Health and Fitness Center appears to have a very colorful past but none that makes her in any way suitable, much less qualified to be a director of a municipal taxpayer – funded fitness facility. (Next they’ll be using body-bulk as a qualification!)

In fact, the documents we have received even indicate that there’s some confusion even to her real name. Normally you would use your full name on an employment application, wouldn’t you? Only a very ignorant person would not use his or her real name on an employment application or on a civil service application. Right? And what about tax withholding, social security contributions, insurance, etc. You’d think they’d all require a real name, or at least a complete name, wouldn’t you?

The Application for Examination and Employment we received for “Cathy Deluca” also shows some interesting details regarding her so – called qualifications, too.

Seems Ms Deluca made it only so far as to have graduated from high school but she doesn’t give any dates on the form; she leaves the fields blank. Vanity? Hiding something? What’s the deal, Cathy?

Not only does “Cathy Deluca” raise red flags but she also has other aliases, according to the Application form. She’s gone by Cathy Deluca, Cathy Long, Cathy Purcell, too, and we even see her as Cathleen Deluca on her Internet personal trainer “certification.” Of course, on the Internet you can pay and get just about anything but it seems her certification as a personal trainer comes from —get this –Expert Rating Global Certifications and her “personal trainer skills” fulfill all of EXPERTRATING’s skills assessment criteria…but we don’t know what they are, do we? And there’s no sign that any of this is recognized by any real accrediting organization, just an Internet buy – a – certification.

Cathleen Deluca, that’s the name she uses on the certificate we’ve obtained claims that she is certified by the “American Council on Exercise/Expert Rating” in 2013. Well, the ACE claims to pass 87% of candidates on their first try at the exam. It appears that if you’re brain dead you can pass the exam and get an expert rating. Makes you wonder who’s watching or supervising these garbage certifications.

One of our contributors is a professional and knows about “certification programs;” he has no use for them because in his opinion, they’re all bullsh*t and are out to make money for themselves while certifying idiots with no real skills and who need a piece of paper to get a job. The only certification programs that do any good are those hands-on programs under the supervision of peers and a mentor/supervisor, and those programs take many months, even years to complete, and require not only practical modules but academic study and a project paper or thesis. In some cases there’s even an oral examination before a panel of experts. Online certifications for a fee are simply crapola! So put your life in the hands of an online certified chimp, why dontcha?

The Albany County Civil Service title Description for Fitness Center Director fixes the Minimum Qualifications as “either”: “A. Graduation from a New YorkState or regionally accredited college with a Bachelor’s degree in Exercise Physiology, Recreation or closely related field; OR B. Four (4) years of experience in fitness programming, two (2) years of which shall have been in a supervisory capacity.” Cathy Deluca has none of these…and her application doesn’t help her case, either. We could nickname her “Close it Cathy,” which might be a good idea in many respects like her mouth and, well, other things.

Maybe Ravena mayor John Bruno is attracted to  Cathy Deluca because they have one thing in common: The have a deadly effect on local businesses. According to Deluca’s Civil Service application, however, the only qualification we see is her ability to “close businesses.” Here’s why:

Deluca lists “Deluca Public Affairs,” a “assoc. management / lobbying” (her spelling not ours!) business, from August 2005 to December 2012. her duties there were those of a secretary / administrative assistant but she lists herself as “owner.” Her reason for leaving: “Business closed.”

Deluca then lists “Neighborhood Health and Fitness” in Ravena, New York (172 Main Street), owned by Bob Fisk and Deb Farhbach. She lists her duties as “group fitness instructor, personal trainer, assist with front desk, scheduling, new program development” That was from September 2006 to October 2011. Reason for leaving: “Business closed.”

Next, Deluca lists “Body Master Fitness Center” in Ravena, New York (172 Main Street), a fitness center, and Deluca lists herself as owner. That bit ran from August 1994 to July 2000. She describes her duties as “all aspects of running fitness ctr, budgeting, scheduling, training, program development, customer relations, training and hiring of new staff, bookkeeping, advertising, PR, ensuring regular maintenance and safety of all equipment, purchasing new equipment.” Reason for leaving: “Business closed.”

Either she’s inflating her job description or “Cathy Deluca” is one hell of an Olympian with skills in association management, lobbying, fitness instruction, personal trainer, bookkeeper, etc. An all of this with only a high school education, no further education, no certification or training until April 2013, when she gets her Internet certification as a personal trainer! Impressed? Shouldn’t be! We are impressed only by the apparent misinformation and lies. Yes, that’s impressive.

So now mummy mayor John Bruno and hatchetwoman Nancy Warner together with the other three dolts on the Ravena village board, William “Bill” Bailey, Martin “Marty” Case, and Rocco Persico were so impressed with Cathy Deluca’s superior qualifications and credentials that they went ahead and appointed her to be the Ravena Health and Fitness Center director without any other applicants, and then gave her a salary of $30,000 a year + benes, while trying to connive a civil service title for her and then get it to be exempt so she wouldn’t have to take a civil service exam. Of course, a civil service exam is a bit more serious than an Internet buy – a – certification, an we can imagine how Cathy Deluca would have done. But then if the exam was on How to Close a Business, she’d max it out, you’d think.

Everywhere Cathy Deluca has been, her reason for leaving was, “Business closed.” Any guesses what the reason will be when she leaves the Ravena Health and FitnessCenter? Maybe she’ll never leave because there are deep pockets, YOURS, that will keep the village money pit going and keep Cathy Deluca, Long, Purcell, Cathleen Deluca…whatever her name is in pocket money.

But we have to give credit where credit’s due: Cathy Deluca does state that she has no objection to the Civil Service Department contacting her former and present  employers regarding her character and qualifications. Problem is: Her former employers were Cathy Deluca and her present employer is the Village of Ravena (mayor John Bruno and Nancy Warner are her direct supervisors). Do you think they’ll give her a good recommendation as to her character and qualifications? Do you get the impression something’s fixed here?

Any guesses what the name is on her Social Security Account card, her IRS tax returns, her NYS driver’s licence? We’re just curious.

Privacy:

The Family Educational Rights and Privacy Act-Buckley Amendment (FERPA a.k.a. Buckley Amendment) is more restrictive than HIPAA with respect to the protection of privacy and security of all health related services. Since all school districts /§4201 schools/counties (and any other educational entities that have access to student data) are obligated to be in compliance with FERPA, they are also HIPAA compliant.

Deluca recently made a very disturbing remark at a school board meeting when he stated that he knew how people voted. (Board of Education Meeting of 3/26/13. Deluca: “Last year there was a number of people on the board that voted for the budget here at the meeting. I am concerned that some of those who voted for it at the meeting went out and voted against it.”) Now how and where would he have access to such information. Isn’t our vote supposed to be secret? Is Deluca misusing police information resources? Isn’t anything safe from these villains?

Dear Superintendent Dr McCartney, Board of Education Members:

First of all I and my family would like to thank you for your fine efforts at navigating the RCSCentralSchool District back on course. Your untiring study and analysis and your leadership together with a team spirit when working with the RCS board of education to arrive at some level of collaboration is truly appreciated.

The purpose of this letter is not to give you a big head nor to second – guess results, however.

I am sending you this letter to expressly state that I object to any tax levy that exceeds 2 % and urge you to even further reduce the tax levy to 0 % and make appropriate adjustments to the 2012 – 13 RCS Central School District budget.

The fat in the budget not only hurts the property owner and business base in this RCS district, it has far – reaching secondary effects on our local economy, including a negative effect on our property values. Those effects are not restricted to this community alone but adversely affect the entire region and beyond.

I am aware that such abuse and misuse is a criminal violation of both the HIPAA and the FERPA.

I realize that there are elements in this RCS community who are using or misusing resources, very likely RCS CSD resources, such as parents’ e – mail addresses, that should not be used for political purposes, to get their partisan message out to the community. Most of us do not have access to those resources and, even if we had such access, would probably not misuse or abuse them for the purpose of propagandizing the community. That having been said, we also urge you to investigate whether such RCS CSD resources are being abused and misused for such purposes.

Once again, I wish to make very clear that I do not support a tax levy in excess of 2 % and would urge you to reduce the levy to 0 %, if possible, and to make appropriate adjustments to the budget, and to further sanitize RCS CSD programs and services.

In a Times Union article following the Office of the NYS Comptroller’s audit of the village of Ravena, ” Audit slams Ravena board. Village officials fail to monitor finances, comptroller warns,” we read:

The Village Board has little control over finances…The audit revealed scant oversight by the board and said the village treasurer has almost exclusive control over finances…It found that the board is not aware of purchases, does not monitor the actual cost of operations versus the budgeted cost, does not approve budget transfers, did not audit the treasurer’s records or the justice court and filed annual financial reports late…
None of the transfers were approved by the board, the audit said… The audit called the village’s purchasing policy outdated, said the policy is not being followed and the board is not monitoring purchases… Two out of three department heads said they were unaware the village had a purchasing policy, and in reviewing claims, a substantial portion of them did not have proper documentation attached…”The mayor stated that the board was not aware that audits of the treasurer’s and the justice court’s records were required to be completed,” the audit said.

More than thirty years on the village payroll and Mayor John T. Bruno still hasn’t got a clue. ‘What, records? Us, keep records? Nah! I don’t know nothin’! Get outta here!”

And Nancy Biscone-Warner, wife of village justice Harold “Hal” Warner, has been treasurer for more than 20 years, and has been re-elected to the position by dumbass voters (probably the Brunos, Biscones, Persicos, Albanos, and a handful of Coeymanazis were enough to vote her in). Now she’s haunting the corridors of village hall 25/7. Why are the village Ravena, NY, reading reports of such incompetence and voting these clowns back into office?!? We don’t get it!!! Shouldn’t these walking-dead from the past be exorcised or something?

This blog has reported extensively on the village of Ravena’s backroom deals to evict the Ravena-Coeymans-Selkirk Community Library and create the Ravena Health and Fitness Center. The planning for the Ravena Health and Fitness Center was business as usual in the village of Ravena: it was done secretly. No public hearings, no public comment. Then the village of Ravena went ahead and purchased about $40,000 in used health club equipment from another insider. The $40 grand came out of the public treasury. Again no public hearings or inputs.

We published our prediction that the Ravena-Coeymans Incest Club, the Brunos, Biscones, Warners, Delucas would be setting up a cozy little private spa for themselves and their croneys, as well as providing a plum position for one of their own. Well, as usual our prediction is correct.
The proposed village of Ravena budget is out and here are the figures for the Ravena Health and Fitness Center, which already has its own e-mail and designer logo, again a done deal behind closed doors.

As we predicted, Cathy Deluca has been given the position of fitness center director at a cool salary of $30,000. Is that being paid out of taxpayer monies? Yes! Does it include benefits that not many of us are likely to see? Yes! Is this an insider pick? Yes!

Actually, Cathy Deluca does have some fitness center mismanagement experience. She managed a fitness center when she was still Cathy Long. Remember the fitness center on Main Street? The one that failed?

So let’s have a look at the “budget officers estimates” of what the fitness center is going to cost (the figure below is taken directly out of the proposed budget):

We’d like you to have a close look at item s 290 Equipment and 429 Repairs to Equipment. The village plans to spend another $30,000 on equipment for this misconceived misuse of public money. But what’s really irking us is that they’re budgeting another $20,000 for repairing equipment. They just bought about $40,000 in used equipment, and now they’re planning to spend another $20,000 repairing it. (Do the math: $60,000 in junk, scrap!) Our question is obvious: Who got the kickbacks?

There’s no business plan or anything like planning so the other $5,200 for items 435 Outside Services and 436 Unclassified are still mysteries. But let the imagination go wild on this one!

multicolor rhfcWhile I do not generally advocate taking local dollars out of the community, I must admit that nothing, nothing that the village of Ravena can do can even come close to the opportunities in Glenmont, just down the road with Planet Fitness and it’s beautiful facility, including changing rooms, tanning, instructors, events, sanitation, etc. And all at a ridiculously reasonable price and a variety of plans. But then, the Ravena Health and Fitness Center with all of its misleading hype, is not for you or me, it’s for the Ravena-Coeymans in-crowd.

Once the Coeymanazi bunch makes the Ravena Health and Fitness Center its watering hole, do you think the rest of us will be welcome? Guess again!

So, cruising down Main Street in Ravena we can take in the Bruno legacy as we approach a centennial: empty storefronts and empty residential buildings. But Ravena has $115,500 dollars in the 2013-14 budget for a fitness center. Go figure!

Moreover, wouldn’t it have been more responsible to have budgeted that $150,000 to support say the RC Teen Center’s programs for the benefit of youth, or perhaps to invested some of it in the RCS Community Library programs, after all the Library is in the geographical territory of the village of Ravena, or maybe some billing software to keep village accounts, especially water and sewer billings, honest. Speaking of water and sewer, how can the village board of Ravena in good conscience budget $150,000 for a health and fitness center of dubious merit, while neglecting the necessary repair of a 100-year old village sewer and drainage system! It’s criminal and Mayor John T. Bruno and his lunatic band of clowns William Bailey, Rocco Persico, Martin Case, and Nancy Biscone-Warner need to do some jail time with co-conspirators Cathy Long-Deluca and Dirty-Hands Jerry Deluca!

We’d also like to remind our readers that the Bruno-Warner-Deluca fitness scam is also at the expense of a community institution, the RCS Community library. The library is funded by tax dollars that property owners in the town of Coeymans pay. You voted on its budget at the same time you voted for the RCS central school district budget, and the members of the RCS school board. The RCS Community Library serves residents of two counties as a result of the funding (actually the town of Coeymans (Albany County) and part of the town of New Baltimore (Greene County). In other words, the RCS Community Library is a publicly funded institution that serves the entire RCS CSD region, plus. The village of Ravena has done everything possible to make the library unwelcome, including raising its rent by an additional $600. That’s $600 of your money.

One of the reasons the RCS Community Library could not leave its location in the Ravena village building is because D. Persico, board member Rocco Persico’s cousin, didn’t have the money to finish the required renovations, and had to qualify for a loan. Normally, when a contractor renegs on a commitment, there are penalties, like Donnie, you’ve got to eat the rent hike? But that’s not how business is done in Ravena-Coeymans, especially in the Incest Club. Rather than impose penalties on the contractor-board-member-cousin who doesn’t have the money to finish the job, the village of Ravena raises the library’s rent by $600!

This situation has to be investigated and we’ll be publishing forms for residents to fill in and cover letters that can be used for submitting complaints to the Office of the State Comptroller and to the Office of the Attorney General, demanding that the operations in the village of Ravena be investigated.

A Local Resident Filed a Demand for Production and Disclosure of the Village of Ravena’s Legal Expenditures. The demand was made under the New York State Freedom of Information Act, which requires public entities–with the exception of courts–to produce and disclose all public access information within a specific period of time.

§84. Legislative declaration. The legislature hereby finds that a free society is maintained when government is responsive and responsible to the public, and when the public is aware of governmental actions. The more open a government is with its citizenry, the greater the understanding and participation of the public in government.

The people’s right to know the process of governmental decision-making and to review the documents and statistics leading to determinations is basic to our society. Access to such information should not be thwarted by shrouding it with the cloak of secrecy or confidentiality. The legislature therefore declares that government is the public’s business and that the public, individually and collectively and represented by a free press, should have access to the records of government in accordance with the provisions of this article.

Yes, every one of us has the right to demand disclosure of information from our government and public agencies. The government and its agencies work for you. Don’t let them forget that fact!

There are laws, the Freedom of Information Law, for example, that lay down the who, what, where, how, and when. And you should know about all of this. For example:

§89. General provisions relating to access to records; certain cases. 3. (a) Each entity subject to the provisions of this article, within five business days of the receipt of a written request for a record reasonably described, shall make such record available to the person requesting it, deny such request in writing or furnish a written acknowledgment of the receipt of such request and a statement of the approximate date, which shall be reasonable under the circumstances of the request, when such request will be granted or denied, including, where appropriate, a statement that access to the record will be determined in accordance with subdivision five of this section. An agency shall not deny a request on the basis that the request is voluminous or that locating or reviewing the requested records or providing the requested copies is burdensome because the agency lacks sufficient staffing or on any other basis if the agency may engage an outside professional service to provide copying, programming or other services required to provide the copy, the costs of which the agency may recover pursuant to paragraph (c) of subdivision one of section eighty-seven of this article.

And so far, the village of Ravena (and the RCS CSD district offices, Dr McCartney. But more on this later.) have obstinately broken the law!

It seems a local resident submitted a demand for disclosure of the village of Ravena’s legal fees, because of the observation that wherever you look there’s either a Biscone or a Teresi doing legal work for the village, the town, private individual, on their own. And given the NYS Comptroller’s observation that nobody seems to know who’s doing what or where the money’s going, it apparently seemed like a good idea to get the official word. Normally, a FOIL works…unless there’s something to hide.

Well, the resident got the runaround and then it was “we need more time because we’re mailing out sewer and water bills.” OK . Call him stupid, but the resident agreed to give them more time. And then…SILENCE. He contacted the village and the clerk tells him that the request is unreasonable, that she does not have access to the records, what she does have she’ll produce by August 2, 2013. WTF! Read the law (especially the parts quoted above)!

For all we have to say about the town of Coeymans, who apparently got the same request at the same time, the Coeymans town clerk responded in a matter of days! Why is it that Ravena needs almost 6 months from the time the FOIL was submitted to the time the village clerk expects to have the records? No way, José!  Well, maybe they don’t have any records. Maybe they don’t want to surrender the records. Maybe someone doesn’t want the records public. Maybe all of the above.

So now the village of Ravena has a choice: either get the documents to the resident or face the consequences. Now we’re on the case and we’ll see it right on through to the Office of the Comptroller and the Office of the Attorney General. And we know of quite a few other residents who’ll be more than happy to join the movement.

Well, dear readers, the law is the law for you and me, and for the village of Ravena. The village of Ravena is now breaking the law and it’s time to go public and demand that the Office of the State Comptroller and the State Attorney General do some poking around. Where are the records, Ravena?

Actually, we’ve hear that Michael Biscone is having his own problems these days. It seems he’s allegedly being sanctioned by the court for some sort of misconduct. We’re trying to lay our hands on the papers and will publish as soon as we can find out the facts. A former partner of Biscone’s, Joe  Rotello, is now in the Appellate Division, the New York State Unified Court System division that is responsible for disciplining attorneys. We just want all concerned to know that we know and that we’ll be watching for any messing around. May Biscone get what’s coming to him!

How Frickin’Stupid! RCS Schools Announced Early Closing on February 8, Due to the Forecast Blizzard. Early closing at 10 a.m.! WTF?!?!?! What frickin’ sense does it make to inconvenience half the community to get the kids out the door and then they’re released at 10 a.m.?! What are the overheads involved in opening the school, transporting the students round-trip, etc. etc. Has someone lost his/her mind?

We Want More!

This RCS Central School District voted on a more than $42 million school budget for 2012-13 and is currently debating the next school budget for 2013-14. This is all money that comes in the form of school taxes paid by a minority of residents, the property owners. But a great many of the property owners in the RCS Central School District don’t have children going to the schools, and an even greater number of non-property owners, mostly lowere socio-economic class, don’t pay taxes much less school taxes.

Many persons own property but don’t live in the district and so they don’t get to vote on the school budget but they do have to pay the tax, and the non-property owners, non-school tax payers get to vote on the budget and benefit from the fund that they don’t contribute to. That’s real fair, don’t you think?

The information on what the RCS Central School District administration is doing and what the RCS board of education is deliberating usually appears only as the latest scandal in the Albany Times Union or in the local rag, the Ravena News Herald, neither of which can claim much fame for factual reporting. So how does anyone get the information on what the RCS school district is doing with all that money?

Well, the RCS Central School District has a website that publishes some material about what’s going on but the information is usually slanted and written by who-knows-who. Besides, the district for all its self-praise about the quality of its techology teaching and resources doesn’t even put the site up or organize it. That’s done by some character that comes in a couple of times a week from BOCES.

There is a significant problem in the area when it comes to news about what’s going on in the school district. There are a couple of ways to keep up with the events but you have to have time and computer savvy. They include:

  • The bi-weekly board of education meetings but do you know where to find the dates of those meetings? But there’s a problem here, too. There seems to be no coordination or communication between the village of Ravena, the town of Coeymans, and the board of education when meetings are to be held and whether they conflict. This means that you’ll very often find the RCS board of education meeting at the same time the village of Ravena or the town of Coeymans board is meeting. You’ll have to miss one to attend the other. Typical poor communications, though, for RCS. Now that the Coeymanazis have gone underground and can’t put on public displays of stupidity, they are not attending the board meetings. That’s a good thing. But the people they disgusted and intimidated, or scared away previously are only slowly returning.
  • The RCS CSD website but you need to know how to use a computer and how to navigate around the website to find what you want. I’m pretty good on the Internet but I find the RCS CSD web site a real mess when it comes to finding anything. So if you’re not addicted to your computer you’ll probably not be able to find the information you need.
  • The published RCS CSD board of education meeting agendas–totally useless. They tell you only in cryptic language what they intend to discuss and, again, you have to be a computer wizard to find any of the past meetings minutes. Forget it.
  • The public television broadcasts or replays of the meetings? When? Who knows? Not very often on the night of the meeting and certainly not a high priority item in terms of the cable service providers. It’s pot luck to get lucky and find the board of education meeting on a public access channel.
  • “But,” you might say, “what’s in the local newspapers? Isn’t that the place you’d find news about the schools and the board of education.” Any place else and I’d answer, “Yes!” But not in RCS. If it’s not a scandal or they can’t tear something or someone apart, the Times Union isn’t interested. The Ravena News Herald publishes pages of athetics, someone’s kid’s picayune accomplishment, and school lunch menus. The police blotter reports more about the Keystone antics of the Coeymans Bo-Bo cops than the Ravena News Herald does about the school district.

So, what do we recommend? You might well ask. We suggest that the superintendent of Schools, Dr Alan McCartney, publish a weekly report on what’s going on in the RCS schools. The report can be along the lines of the Supervisor’s Report that appears in the paper. Here are some possible topics:

  • How budget money is being spent
  • What new money has been found or reallocated

This is only a bare-bones suggestion but it would certainly better inform the taxpaying public about what’s going on in the school district because we believe more people with have access to the local weekly newspaper. The Ravena News Herald would certainly be able to cover the cost by the reasonably expectable increase in readership because of the availability of this important information and it may open new opportunities for new advertisers who want to target that new class of readers. Well managed and planned, it would be a win-win situation for everyone concerned and it would ensure that people with a definite interest would have access to information important to them. Word of mouth and gossip simply is not working.

One reader asks: “Why is it we seem to get stuck with all the lunatic teachers and the good ones don’t stay?” Well, there’s some local wisdom that goes something like this: “Shit sticks…” While that’s only partially true, we do have some good teachers but they mind their own business and teach. The bad ones know a good thing when they see it; besides, they have nowhere else to go, nobody was someone else’s problems. And, furthermore, because we’re actually stuck with them, the community goes into denial, and forces itself to believe their precious assets and can do no wrong. It’s similar to having an old junker and putting money into minor repairs, finally, when the biggie comes up, we’ve got so much invested in it already we justify to ourselves going that extra mile. In the end we still have a junk car but we’ve invested a new car’s value in it! Doesn’t make sense but we do that. Same with teachers, elected officials, police departments. We have to admit to ourselves what is real and what is unreal or we’re doomed to remain an ongoing backwoods scandal. Another reader mentions that “unions are for bad teachers, the good ones don’t need a union!” How true. But the unions are there and they’re doing their damage…until we change that fact. Union or no union, parents and the community have the real power to make things change but we have to use it. This blog is an example of local power, and that local power has gone beyond community, county, state, even national borders. Our issues are now on the international map!


Now, that having been said… Here we have this character, and character he is, a character from some second rate Dork Tracey comic strip. Robert Dorrance. Excuse me, “ProfessorRobert Dorrance (it seems he really likes himself, thinks he’s pretty smart. But he’s actually quite, well, pathetic.) or so he likes to call himself. Sorry, Bobby Pinhead, you’re misrepresenting yourself when you give yourself titles like “professor.”  You’re simply an overpaid high-school teacher, bud.

Well, Mr Genius Dorrance recently stepped in a pile when, true to the abuse tradition at RCS High School, he writes up a student for not showing up in his class. Sounds like a reasonable thing to do, doesn’t it? Well, if you think so, you’d better pull your head out because if it looks normal and it’s RCS it’s probably really bizarre. And so it is. You see, several days before wonder-boy Bob Dorrance writes the kid up, his parents send in a notification that the student will be out for medical reasons; he was to have surgery.

You’d think that the geniuses at the High School would have the sense to communicate (for more on communications at RCS see our article “Zombification“). No way, José! Communicate? So, the student is out on a Thursday and a Friday, in surgery, recovering, and dud Dorrance writes the kid up. Nice going, Bobby “Pinhead” Dorrance!

We’ve received unconfirmed information that “Professor” Bobby “Pinhead” Dorrance is his own hospitality center, too. Seems that the teachers at the RCS high school are very special people, far above having to give a second thought about energy. Just set up your own hospitality corner in your classroom! Coffee anyone? One lump or two? Cream? Isn’t that the way it goes “Professor” Dorrance? Is that coffee pot and hospitality nook still in your classroom, Bob? Real energy conscious. Now where’s that principal, what’s his name, Brian? Brian Bailey? Isn’t he responsible for enforcing policy in the high school?

Look, there is a distict policy that prohibits coffee pots, fridges, hotplates, and the like for personal use on school property. The main enforcers of the policy are supposed to be the head custodian and the principal. Yes, that’s Brian Bailey, isn’t it? HELLO! Principal Bailey, head custodian…look under your noses…waddaya see? Maybe they should be hauled in to explain to the RCS board of education, to the interim superintendent in public session, why this is going on in the high school. Can’t we expect teachers, administrators to be adult enough not to need personal supervision? Are these the people who are supervising the students!?! Is this nutz or wot? Ass-end-backwards is what it is!

This is the same Bob Dorrance who was running the early morning weights room…for a stipend. Yeah, he’d go in early and open up the weights room for the guys but it wasn’t out of dedication or fellowship, it was for a stipend. $ MONEY $ Everyone in the system has to grab as much of the budget as possible. That’s why the highest-rated course at RCS high school is GREED, and the course is taught by real experts. Well, the district wised up when the teachers clique lost their majority and Bobby Boy lost his stipend. Bye-bye stipend. Enter evil Bobby Biatch…teachers get that way when they get caught with their hands in the taxpayers’ cookie jar…we now have a very unhappy “Professor” on the loose and he’s going to test the ice every chance he can, and punish anyone he can. Well, he can try…and he’ll answer for it, too!

And, lest we forget, this is one of the RCS Sports Association geniuses, you know the bunch of Coeymanazis who didn’t have have to answer to anyone. You know, the bunch who were an inch away from tax fraud…did I say an “inch” away? The same ones who finally didn’t come up with any documents but the did come up with an new RCS Sports Association with a new board etc. I guess it was easer to come up with a new association and board than it was to come up with the documents. Right?

And last but not least, we’ve put this guy in a central position as a role model for our young men: “Professor” Bobby Pinhead Dorrance is a [$ paid $] varsity football coach! Just the kind of role model we need for the young men…just the kind of guy we want them to grow up to be. A real hero! NOT! We have published plenty on our fine athletics coaches: abusing players, foul language losing matches, etc., etc. So Dorrance’s having found a cozy niche with the other clique members shouldn’t be a big surprise to anyone–except the parents of the athletes.

So, dear residents and taxpayers, we have a runner-up for the Matt “the Mutt” Miller American Kennel Club Butt-sniffing Award: Mr Robert “Bobby Pinhead” Dorrance for irresponsibility in the energy conservation efforts, student abuse, ignorance, and greed. Another product of your New York State United Teachers union ensuring that teachers get away with anything at your and your childrens’ expense. Your tax dollars at work, keeping hypocrisy alive and well in our RCS community!
