We’re getting less and less federal aid and less and less state aid. Superstorm Sandy victims had to wait more than 90 days to get any disaster aid by an act of the United States Congress. Food prices are soaring. Fuel prices are soaring. But we have billions to give away to people who do little or nothing to help themselves, who seem to thrive on war and atrocities, who are more corrupt than the Ravena, New York town hall. And we’re giving it away to people who either steal it from their own people or to people who hate the United States.

And it’s not just about foreign countries and what is going on outside of the USA. By no means. Right here at home we have a POTUS who wants to be King Obama, we have the crown prince Governor of New York, Prince Andrew Cuomo, who acts like corrupt royalty passing unconstitutional laws right under the electorate’s nose. We have a state legislature that is corrupt, indifferent, and self-serving. We have a Supreme Court giving away the People’s rights to the corporations who then turn around to beat us up with the Corporate Greed Gorilla Stick, while they and the federal government reward their immoral practices and incompetence with bailouts. And we have a Congress who rubber stamps on the one hand anything that benefits them and stymies anything that might benefit the man on the street! We pay our potential enemies both inside and outside the country! But we have billions in taxpayer dollars to give away while cutting programs and benefits at home. What a bunch of morons!

They can’t give us a minimum wage but they can take pay raises, accept premium benefits, and enjoy the high-life while we have to acquire a taste for cat food! Times have changed dramatically; the USA is no longer the Oz of the rest of the world, we are in recession, we are suffering, we are having to tighten our belts. We no longer can give generously because we have our own hungry ghosts to feed. We have not managed our own greed well enough to have anything left to share.

Yeah. I thought I’d ask that question myself. Here are some very interesting bits of information and some places to go to read more:

Israel got more than $3.075 billion (that’s close enough to $3.1 billion) in 2012.
Israel’s special relationship with the United States pays off when it comes to foreign aid. The Jewish state has long been a top recipient of foreign aid, receiving nearly $3.1 billion in 2012.  We have to ask Why? when its loudmouth leader, Bibi Netanyahu (Wotayahoo) badmouths the US on a regular basis. Israel is currently the largest cumulative recipient of U.S. foreign aid since World War II.

To date, the United States has provided Israel $115 billion in bilateral assistance. It is currently the second largest recipient of aid worldwide, with Afghanistan now first.

The fiscal year 2013 budget request “includes $3.1 billion in Foreign Military Financing [FMF] for Israel and $15 million for refugee resettlement. Within the U.S. Department of Defense, the U.S. Missile Defense Agency’s FY2013 budget request includes $99.8 million in joint U.S.-Israeli co-development for missile defense.” (Source: U.S. Foreign Aid to Israel: 2012 Congressional Report at Journalists Resource)

But the really troubling part of this story is this is only what the government is making public. It doesn’t even consider the covert programs. And it doesn’t include the operating expenses of the agency nor the wages and salaries or benefits paid to the government employees administering the foreign aid agency!

So, before you start badmouthing the local board of education or bitching about your property taxes, you might want to ask your legislators: Where does the money go?

Dirty-Hands Jerry: “We don’t care…”

Dirty-Hands Jerrry Has Resurfaced and Arrogantly Thinks He’s the Spokesperson for the Entire RCS Central School District: “We don’t care what the other schools do!” Well, We Don’t Care What You Care About, Jerry, Either.

Dirty-Hands Jerry Don’t Care!

 According to Gerald “Dirty-Hands Jerry” Deluca, the RCS parents and residents shouldn’t care what other districts are doing. That profound bit of lunatic wisdom came during the public statement portion of the September 4, 2012, RCS board of education meeting, when Deluca made a cameo appearance after months of invisibility. Deluca was remarkably understated and gentle when he took the podium, even timid. We can only guess what the effects of his long withdrawal and quiet time might have been (was it imposed by the Ravena-Coeymans godfather, we wonder?). He was getting too mouthy and uppity, anyway. No one missed him or his bottle baglady partner Cathy Deluca  nor his lapdog R.J. D’Esposito. But school’s in session and they’re back so we might as well get used to it.

Damn! Just when the neighborhood started to look good again!

Deluca made the statement, apparently on behalf of the Coeymanazi mob, because all previous speakers were apalled at the article published in the Sunday Times Useless, “Big tab, mixed results. State’s per pupil cost is tops in U.S., but outcomes elusive” (S. Waldman, Sept 1, 2012) (Click here to read the entire article.)

The article reports per pupil expenses for some area school districts for the 2010-2011 school year (the most recent available). RCS is the highest cost per pupil of the entire group! Why is that?

But Dirty-Hands Jerry doesn’t think that’s significant because, Deluca wants us all to know that he’s there  “to remind people is that this school district does so  many good things for kids and wehn I hear people stand up and say we’re not Bethlehem or we’re not Balston Spa. No, we’re not. We’re RCS and we do very good things and we want to do the best we can for our kids. We don’t care what other schools do.”

Well, Mr Deluca, some of us do care what other districts are doing. We’re not into this isolation thing you seem to worship. We live in a world where we need to be aware of what’s going on around us. We need to compare and, by comparing, learn from others. We’re not as wise and all-knowing as you seem to think you are, Jerry. If this district is the most expensive out of some 13 districts surveyed, there’s really something wrong here. When Bethlehem and Ballston Spa and Albany can do it for less, there’s something really wrong in this district and we’d better hurry up and find out what it is. Any ideas, Jerry?

And we’d better care what the other districts are doing because the state and federal education authorities have a silly little thing they call comparisons. They tend to like to compare things, especially, school performances (and RCS’s performance, despite the hype, is pretty mediocre) costs per pupil, and they tend to ask some very sticky questions when things start to look a little odd, like in the RCS district. Didn’t you know that, Jerry? But you’re special, aren’t you? You don’t have to care. Well the rest of us do, Jerry, so Shut up and disappear, Jerry!

Jerry Deluca and his mob crammed the 2012-13 RCS school budget down your throats, now you’re seeing where that great advice got you all! What about all you Yes! voters who are now screaming bloody murder that you’re going to have to pay more to use school facilities? How do you all feel now that the teachers clique and the Deluca mob has led you down the rosey path to oblivion? Maybe now you’ll start listening to the real people, the business persons on the board of education and stop pointing the finger!

(Has anyone bothered to ask what the RCS school district is charging Cathy Deluca and her gang for the use of the school property for the so-called RCS Bottle Blitz? That’s not an official program of the RCS school district, either. The RCS Bottle Blitz is an entirely privately organized activity that has nothing to do with the RCS Central School District. So Cathy Deluca and Loraine Misuraca, you have to make a request, the request must be discussed by the BoE, and you have to pay for the use of the facilities. O.K.? Are you thinking about that, Superintentent Elizabeth R. Smith?)

Residents and Property Owners, You’d Better Start Asking Some Very Serious Questions Why the RCS CSD is Costing Property Owners more than $21,000 per pupil! There’s A Big Hole Somewhere and Your Money’s Leaking Into a Big Pit (a.k.a. a cesspool of corruption). (New Baltimore Residents had Better Start Doing Some Investigation, Too, Because You’re the Heaviest Taxed of Any of the RCS Locales! You need to consider why this is so when thinking about whether to re-elect your current town board mafia members. New Baltimore, you need to wake up, too! You’re being snookered.)

Raffle, Anyone?

The RCS Sports Association and the Maverick RCS Coaches Appear to Be Mooning the RCS Central School District Superintendent, Business Manager, and the Board of Education and Ignoring Policies and Procedures, Not to Mention the Law.

Is the RCS Sports Association Raffle Illegal?

Several weeks ago the RCS Sports Association was told in no uncertain terms by the Board of Education and residents of the RCS school district that they’d better cough up the registrations, tax information, insurance policies, etc. and comply with district polices and proceedures to operate on school property and to conduct any business on public property.  The RCS Sports Association is not an official school organization and appears to be inappropriately abusing the concept of implied endorsement by using the “RCS” in its name.  So far, nothing’s happened; the RCS Sports Association hasn’t produced a single sheet of meaningful paper…if they have, the RCS Central School District Superintendent and Business Manager have kept the community and the Board of Education in complete darkness. Our bet is that they’re telling the Superintendent to kiss their ass (and she’s complying), and they’re doing what they please.

No Way José!

We now have information that the RCS athletics coaches are allegedly passing out raffle tickets to students with instructions to sell them on behalf of the RCS Sports Association for a raffle allegedly to take place in October. The purpose and nature of the raffle has not been disclosed.

We just received a copy of a message sent to the RCS CSD Superintendent of Schools, Elizabeth R. Smith, and to the RCS CSD business manager, Diane Malecki, that contains the following text (the sender has requested anonymity):


Dear Ms Smith, Ms Malecki:

 Can you please a.s.a.p.:

  1.  Inform me of the current policy regarding students selling raffle tickets on behalf of organizations not affiliated with the RCS CSD
  2. Inform me whether or not the RCS Sports Association has filed with the District their articles of association, their business registrations, their list of officers, their NYS and federal tax registration status and their tax identification number, proof of insurance. Please itemize each of these with a yes or a no response.
  3. Inform me of the role of the RCS athletics coaches and their authorization to have RCS CSD students selling raffle tickets on behalf of the RCS Sports Association
  4. Inform me of the type and substance of disclosure of the event for which the raffle tickets are being sold
  5. The date such request was made to the RCS CSD to permit the sale of said raffle tickets
  6. The date and vote by the RCS CSD Board of Education deliberating, discussing, voting and approving/disapproving such request by the RCS Sports Association

Unless I hear from you by 12:00 p.m. on September 6, 2012 with the answers to the above questions I shall, without prejudice, notify the appropriate tax and finance authorities of the RCS Sports Association’s illicit activities, the NYSED office of counsel and the relevant administrative authorities at the SED, and the FBI and State Law Enforcement entities charged with the enforcement of the tax codes and the investigation of public corruption.
 
Furthermore, unless I have answers to the above questions I intend, without prejudice, to file formal notices of claim and demands for investigation of the operation of the RCS Sports Association, its officers, members, and associates, naming also the Superintendent and the Business Manager of the RCS CSD as accessories in any illegal transactions by the RCS Sports Association.
 
Furthermore, unless I have answers to the above questions by the time indicated, I intend to file without prejudice, notices of claim and demands for investigation and inquiry with the relevant state and federal child welfare authorities, naming the RCS Sports Association, its officers, members, and associates, naming also the Superintendent and the Business Manager of the RCS CSD as accessories in any illegal transactions by the RCS Sports Association.
 
Furthermore, unless I receive your response to the above questions, said responses being immediately at hand in the normal and regular conduct of RCS CSD business, I shall file a grievance and demand for investigation with the RCS CSD board of education to fully investigate the complicity and involvement of the RCS CSD with the allegedly and facially illicit activities of the RCS Sports Association improperly operated in virtue of the implied endorsement of the RCS CSD Superintendent and Business Manager, and with their implicit cooperation and acquiescence, and furthermore, to demand that any processes, proceedings or actions in progress or to be inaugurated with regard to the Superinendent’s activities, including but not by limitation retirement, resignation, pension, retirement benefits, etc., be stayed until the completion of all inquiries, investigations, or prosecutions associated with the activities of the so-called RCS Sports Association, its officers, members, and associates, naming also the Superintendent and the Business Manager of the RCS CSD as accessories in any illegal transactions by the RCS Sports Association.
 
I urge you, Mme Superintendent and Business Manager, to respond to the above questions 1-6 by or before the time indicated above.

Apparently, Superintendent E.R. Smith, saw the wisdom and the prudence in responding immediately, albeit defensively, to the resident’s demand submitted earlier today. Here’s her response:


[Name Redacted], I do not appreciate your threat made against me. I will however, answer your questions with a statement. John Vadney brought to my attention within the last hour, the fact that a student sold him a raffle ticket sponsored by the RCS Sports Association. An organization not affiliated with the RCS Central School District cannot ask students to sell tickets or be involved in any form of fund raising. The Sports Association has been notified this evening of this. No permission was granted by RCS School District for the selling of a Daytona 500 Ticket.

Thank you very much for your prompt response, Ms Smith.

Paranoia and defensiveness is a pitiful state indeed; there was no explicit or implict threat “against” you in the demand. The steps enumerated in the demand were reasonable and prosecutable under the circumstances.

I am still at a loss that you, the principal of the high school and his many minions had to be notified by the president of the BoE of the illicit misconduct of your high school coaches right under your noses!

  • Where was principal Bailey when his coaches and staff were pandering to the RCS Sports Association?
  • Will the District be notifying those who paid for the illegal tickets that their money will be refunded?
  • What steps does the District intend to take against the offending coaches?
  • What steps does the District intend to take against the high school prinicpal?
  • What steps does the District intend to take against the RCS Sports Association?
  • Will the RCS Sports Association be banned from any activity on school property for a reasonable period of time by way of disciplinary action?
  • What, exactly, does the District intend to do to discourage such misconduct in future and to heal the damage done by those miscreants at the RCS Sports Association?

Please be assured that I intend to request that this correspondence be appropriately published for the community to read and evaluate.

It is my considered personal and professional opinion, Ms Smith, that you were derelict in your responsibilities, as was principal Bailey, and that you both would benefit form censure or discipline. This community should be grievously offended by your negligence, your lack of candor, and your indifference to misconduct in this school district.

My demand and the recourse set forth in that demand were explicitly “without prejudice,” and I reserve the option to file formal complaints and charges as the result of this continuing dereliction! That, Madam, is not a threat but an assurance.

Superintendent Smith’s Favorite Fix-It
Or Just Ignore It

Why is it that Mr John Vadney, the president of the RCS board of education, diligent and commited as he is, had to be the one to inform you, Ms Smith, of the RCS coaches illegal activity on behalf of the RCS Sports Association. Where was Mr Bailey when all of this was going on right under his nose?!?! And you mention solely “that a student sold him [Mr Vadney] a raffle ticket sponsored by the RCS Sports Association” and that Mr Vadney informed you of that fact. Where, Ms Smith, did the student get the ticket(s)? Who provided the student with the ticket(s)? That, Ms Smith, is the operative question here (you really need to ask that question, you know); not that the student was selling tickets nor that Mr Vadney bought a ticket and then informed you of the fact (which you or your principal should already have known) that the high school athletics coaches were distributing the tickets to students with instructions to flog them to residents! Facts, Ms Smith, facts! How is it that the RCS Sports Association can get away with such misconduct in broad daylight…what would a drug dealer get away with? Oh, the questions do arise, Ms Smith!

Can we reasonably expect that the offending coaches will face some disciplinary action for their misconduct? One would reasonably hope so!

Thank you Ms Smith, on behalf of all of us, for your prompt response, even though it is only partial. I suppose we should be grateful that you responded at all to the resident. But it seems to me that you, Ms Smith, are a bit paranoid, or at least suspiciously defensive, since there is no threat against you to be read in the alternatives to any non-response, simply that reasonable steps would be taken to ensure the best interests of the tax-paying public, something you don’t seem to have been able to ensure in the year or so you’ve been collecting your salary as superintendent.

(Has anyone bothered to ask what the RCS school district is charging Cathy Deluca and her gang for the use of the school property for the so-called RCS Bottle Blitz? That’s not an official program of the RCS school district, either. The RCS Bottle Blitz is an entirely privately organized activity that has nothing to do with the RCS Central School District. Does this mean that the RCS CSD is going to face another investigation, audit, claim, lawsuit? Why not just enforce the policies and procedures and keep the Board of Education in the loop?!? Why do everything from behind the smoke screens? What in hell is the RCS CSD Superintendent of Schools, Elizabeth R. Smith, and the RCS CSD Business Manager, Diane Malecki, doing all day long? Planning the anticipated retirement party?

The Deluca Bottle Blitz…Or Is It the RCS Bottle Scam?

One of our regular commentors, Pundit, pointed out some very interesting points, which we’d like to publish on their own, because they’re so on target. Pundit writes in response to our article Bottle Blitz Secret is Out…

Bottle Collection Question:

I wonder if I would be able to obtain a receipt for any deposit bottles and/or cans I leave so that I can use it as a donation write off on my Income Taxes? Not being a Tax authority, I would have to guess that the group collecting the bottles would need to keep track of how much was ‘donated’ for their tax return too.

This stuff can really get sticky.

Actually, it would seem if I gave say $100(2000-Five Cent containers) in deposit containers I would have spent money to purchase the product meaning I would -once again- be giving a portion of my earnings directly to what would need to be a not-for-profit/for profit organization which, in turn is passing it on to the RCS District, meaning I have now transferred $100 more of my money to the District.

It just keeps getting better and better with each passing day!

Thank you very much, Pundit, for a very clear and correct analysis of the bottom-line problem we’re dealing with in this case.

You see, you pay the deposit up front when you purchase the beverage, as a pledge to return the can or bottle, at which time you will receive your pledge, the deposit, back. Now, if you give the right to that deposit away, for example, when you make a charitable contribution by giving away your say, 2000 bottles and cans, equivalent to a cash contribution of $100, and the recipient in turn redeems the 2000 bottles and cans for their value of $100 in cash, that becomes revenue or income. In the case where they say they are doing this not for themselves but on behalf of say, a group or organization, what then? Someone has to keep track of the money trail. If you make a charitable donation of $100 wouldn’t you want to be able to deduct that amount from your taxes? But you’d need a receipt to claim that safely.

And the individuals collecting the proceeds, how are they handling the revenue? Are they redeeming the bottles for cash? Do they get a check?

Who deposits the check? Into a personal account or into a program account? Who then becomes responsible for the taxable income? If it goes into a personal account or a business account and that business writes out a check to say, the Sports Association or to the School District, does the writer of the check then take advantage of the tax benefit of the “charitable donation” to the SA or the CSD? Does it then become income for the Sports Association or the school district, and if so, is the Sports Association required to keep books and to report the income? (Yes! they are!)

Basic question: Who gets the advantage of using the charitable donation deduction? The people contributing the bottles and cans are certainly not getting any benefits.

It’s Coming. Are You Ready?

At this point I’d really like to remind all of you disgustingly self-righteous guardians of the public morals that only a couple of months ago you all were fired up, together with that skank-gossip-monger-in-tow Dayelin Roman at the Times Useless, and turned into a veritable lynch mob ready to string up a local businessperson on the board of education for appealing, read APPEALING, his tax assessments. Isn’t it funny that a select group of you are all too ready to forgive the “old” RCS Sports Association and cast a blind eye on the “new” RCS Sports Association (for trying the same unlawful and deceitful tricks), and the DeLuca Bottle Blitz for worse misconduct? Some of you are all too ready to have double standards and that should make the rest of us very uncomfortable. It’s worse still because the RCS Sports Association and the Deluca RCS Bottle Blitz are so publicly visible, and any misconduct by them really has a very bad effect on the community as a whole, but inflicts a really ugly scar on any group claiming to benefit the schools, students, and students’ activities. Organizations like the RCS Sports Association and projects like the RCS Bottle Blitz must be held to an even higher standard than ordinary businesses!

So, Cathy Deluca and your supporters, RCS Sports Association and supporters, RCS loud-mouth coaches, and teachers clique: What are your answers to these questions? They’d better be good!

But wait a minute! Don’t Cathy Deluca and Gerald “Dirty-Hands Jerry” Deluca claim to have several businesses, including the so-called DeLuca Public Affairs (no pun intended!), the Main Street Small Business Coalition, and isn’t old Dirty-Hands Jerry connected with the ARANY (the Automotive Recycling Association of New York) as a “consultant,” (in What? may we ask!), the New York State Assembly, etc? And doesn’t old Dirty-Hands Jerry Deluca claim to work closely, to have an “in” with the NYS Department of Environmental Conservation (the DEC)? Isn’t Edward “Teddy” Reville is the Protective and Marine Coatings Manager for eastern New York, Vermont and western Massachusetts with the Sherwin-Williams Company? Isn’t James Latter an engineer with GE? Aren’t Alice Whalen (retired) and Howard Engel teachers? You’d expect these people to recognize and acknowledge all of the good sense behind RFPs (requests for proposals), insurance, documentation of organization, etc. but why are they opposing all of the businesspersons on the board of education (who are not teachers or married to a teacher) when the board of education calls for it. Whalen, Latter, Reville all voted against it! Why are they opposing the board of education’s demands for proof of organization, lists of officers, proof of tax filing? Shouldn’t they be supporting all of this tooth and claw? What are they hiding, who are they protecting? What’s their agenda? Maybe you should be asking Mrs Deluca, Mr Deluca, Mr Reville, Mr Latter, Ms Whalen, Mr Engel? What’s the deal? What’s your agenda?

And RCS board of education members, how are you going to handle this problem BEFORE it becomes a thorny public concern complete with audits and investigations? Are you going to stand your ground and demand answers, documentation? Are you going to oppose the teachers clique and the easy-sleazy superintendent and demand accountability from any organization dealing with the schools?

That’s why, dear readers, the non-teacher, resident / businesspersons on the RCS Board of Education, Robbins, Lukens, Sylvester, Randy K., Vadney–, are demanding that organizations and anyone claiming to be doing something “for the kids” or for the schools cough up proof that it’s entirely legitimate and legal. Get it now?

So that we know who we’re dealing with and what we’re getting for our money. That’s why. It’s only common sense and good business practice. Wouldn’t you agree? The local self-made business owners and operators agree. But the parasite professions, the teachers clique, don’t. Why? Because they’ve never had to think about where the money’s coming from or how to manage it! They have no practical experience!

So, a group comes along and offers to put your roof on just for what it costs in materials. They’ll do the labor for nothing. All you have to do is provide the power for the equipment and they’ll do the rest. Skeptical? And you should be!

Who are these people? What are their skills? Do they know what they’re doing or will they do more damage than repairs? What if someone gets hurt? Are they insured? Where are they getting their materials? How are you protected? Good questions, right?

But that’s exactly what the RCS Sports Association is doing…asking everyone to take a very big risk, even when we know all about it’s past shadey practices. But the RCS Board of Education is saying NO! The Board of Education is saying that certain standards have to be met and there are no favorites; the public must be protected because the risks are so high.

Now that sounds like good common sense to us…but some people, like the RCS coaches and their cronies like Dirty Hands Jerry Deluca, Ron Racey, Gerry Perrine, Gary Vanderzee, and Howard Engel Jr turn good sense into a personal attack–it’s their standard tactic and they throw it out there every time, even though its a loser. Why is that?

Teachers Clique Sticks Together

And then, we have the teachers clique on the board of education who like a good bunch of Nazis, stick together like flies on shit, and whatever the resident/non-teachers suggest, they vote it down, even when it’s good business and common sense! Here’s an example straight from the July 10th meeting:

On a motion to put out an RFP (request for proposal) to outside vendors to supply food at sports activities, a very good idea and it stimulates local businesses to compete and to showcase their products at local events, the resident/non-teachers all voted YES! but the teachers clique, James Latter, Edward Reville, Alice Whalen all voted NO! Why on earth would the teachers clique vote no on such a sensible proposal? We know why and you know why…

Looking Brighter

Fortunately, the YES! vote won and the district will be asking local vendors to submit their proposals for providing hospitality at sports events. Now Diane Malecki has to solicit interest through a request for proposal (RFP) process for vendors at the High School fields concession stands. Great job!

Another motion was made to give the RCS Sports Association the privilege of using RCS school facilities… you know the bunch who refused to disclose how much money was taken in and how it was spent; the same bunch who lied about their non-profit registrations; the same bunch who would not produce their tax filings, etc. The same ones who, though illegal, spent RCS Sports Association money promoting certain political campaigns. Yeah, that bunch.

The RCS Sports Association is not an official organization of the RCS school district and must be treated like any other outside operator or organization. Dirty Hands Jerry Deluca and the so-called coaches are going nutzo now, because the RCS Sports Association is being told to cough up the necessary documents and is being made to play fairly like everyone else. Too bad! This is riling up certain groups that benefit from the RCS Sports Association’s activities, like the political interests, for example. That’s a big NO-NO! But now that they’re getting all this attention, they’re pissed as a bunch of hornets and just as nasty.

When the motion came up to add the RCS Sports Association to the so-called Fee Schedule for Use of School Facilities, the vote again went in favor of the community and the teachers clique lost:

The residents group on the board of education voted NO! and the RCS Sports Association is off the list until they comply with policy, procedures, and the law. Of course this really pissed off the teachers clique, James Latter, Edward Reville, Alice Whalen who all voted YES ! for their little pets, and Ron Racey, Gerry Perrine, Gary Vanderzee, and Howard Engel all threw hissy fits! Dirty-Hands Jerry Deluca even wrote an idiotic, illiterate letter to the editor that the News Herald published, to its own embarassment. Looks like the political favors and the easy money are things of the past. The world is looking so much brighter!

 Looks like the new majority on the board of education is making a real effort at cleaning house when it comes to getting rid of the corruption and crookedness that has infested the school distict and the schools for years, now. With the audits and investigations that have either already been done or are in process and those that are in the making, RCS should have a pretty squeaky clean operation soon enough.

Running Scared

It looks like the community, too, is seeing through the smoke screen created by the teachers clique and the Delucas and the Coeymanazis. There’s growing support for the new majority on the board of education and the crooks and liars are feeling the heat; they’re running scared and lying really low. Some, like Dirty Hands Jerry Deluca allegedly have been told by the godfathers to shut up and stay out of sight. In fact, Deluca’s recent appearance in the form of a letter to the editor was a rare event since he had been in hiding for a number of weeks, not being seen at any local meetings. Things are really looking good.

Other Coeymanazis like Matt “the Mutt” Miller, Donna Leput-Hommel, the Dave and Amy Bartlett, Bill McFerran (at least until the old RCS Sports Association comes under investigation soon), and others have all gone into retirement. The audits and investigations must have really scared the bejezis out of them. Thanks, Pennywise!

The RCS CSD superintendant of schools, Elizabeth Smith, is starting to worry me, and she should be worrying you all if she is correctly quoted in the Times Useless: “Superintendent Elisabeth Smith said the unusual move left her with questions about how to proceed.” What is it you don’t understand, Betsy? Ask us and maybe we can help you.  Here’s a start:

  • School superintendent, school district busness manager, are employees hired to manage…so start managing!
  • Board of education establishes all  school district policies
  • Board of education approves or disapproves the Superintendent’s recommendations regarding personnel matters and the many contracts the district must enter
  • RCS Athletic or Sports Association must comply with the directives of the board of education
  • RCS athletic directors like Ron Racey (now he’s got some skeletons), and so-called coaches like Gary Van DerZee, and Jerry Perrine coaches don’t make policy decisions, they comply with the policies and procedures enacted by the board of education. If they don’t they get disciplined.
  • The RCS board of education decides the conditions under which outside organizations operate on RCS CSD property. Period.
  • RCS Athletic or Sports Association is an outside, independent operator; it is not an agency of the RCS CSD, and so must comply with the policies and procedures set by the RCS board of education, even if the RCS Athletic / Sports Association chooses to ignore the demands of residents and to evade the laws of the state of New York and the United States.

Do you understand those simple bullet points, Betsy? You may have to gently pull the finger out, otherwise you can cause brain damage and not know how to proceed. Does that help, Betsy?

And Racey, Van der Zee, Perrine: Grow up! Stop your crybaby crap. You all have the opportunity and all have taken the opportunity to take to the podium and talk your shit. Now your Times Useless sockpuppet makes it sound like you’ve been deprived of the opportunity to be heard. Lying sacks of poo! You’re all crooks!

Now Mr Loosey-Goosey James Latter, Ms Witless Whalen, Mr Rodent-brain Reville, Ms Dumbass Dayelin, you probably still don’t get it but here goes:

For months Mr James Latter has been asked by numerous residents to cough up the details on the RCS Sports/Athletic Association’s finances, operating status, and tax filings. These demands were made in public session by numerous residents. Latter and the RCS Sports Association ignored those demands. Instead of producing the information, the RCS Sports/Athletics Association disbanded itself. Now what does that tell you? (Latter denies any connection with the RCS Athletic Association but is quick to point the finger at William “Bill the Ferret” McFerran, who he alleges was an officer and member of the “old” RCS Athletics Association. But Latter still doesn’t take a position against the Association’s scandalous practices, he just votes the party line and doesn’t lift a finger to demand the truth. Why is that, Jimmy Boy?)

Now take your time. Think about it. We know it hurts to think but do it anyway.

Then, out of the clear blue sky…no one in the RCS CSD superintendent’s office knows anything about it, no one thinks to inform the Board of Education, but there’s a new RCS Sports Association…but no one knows who it is, no one has any information on its registration as a non-profit, no one has any informatin on insurance coverage or background checks, no one knows nothin’. But th e”new” RCS Sports Association wants access to students, to school facilities, to have the sports events concessions.

So, at the July 24th RCS board of education, the majority of the board says: No way! We need to see your paperwork before you get on school property.

Still following this? The “old” RCS Sports/Athletics Association couldn’t or wouldn’t produce the documents required by law to substantiate its claims and refused to account for how much money it pulled in and refused to say how they spent it. Now the “new” RCS Sports/Athletics Association is trying the same game. The Board’s response: Not again!

Now some of the lunatics in the RCS community are going bizarro…and again the Times Useless resident pinhead, Daylin Roman, screws up the facts…making the board of education look like they’re not protecting the community.

The bottom line, people, is: If you’re going to do business on school property or anywhere else, you’ve got to be registered, you have to keep books on what you take in and how you spend it, you have to identify yourself and your workers, and you have to have some sort of tax status and filing. What don’t you understand about this?

According to some of you dimwits, you’d like everyone to believe that if it’s free and done by volunteers, there’s no accountability. That if someone offers to do it for free, you’re an idiot if you don’t accept. Do I hear the BULLSHIT alarm going off again? I do!

According to the published information on the RCS CSD:

A local board of education is an agency of New York State that is governed by state law and the regulations of the commissioner of education. The Board of Education of the Ravena-Coeymans-Selkirk (RCS) Central School District is made up of nine members who are elected by qualified voters of the district. All board members run “at large” in the district and serve without pay for three-year terms. New York State law does not limit the number of terms a board member may serve. The board’s five main areas of responsibility are:

  • to establish all school district policies;
  • to develop an annual budget for public approval;
  • to approve or disapprove the Superintendent’s recommendations regarding personnel matters and the many contracts the district must enter;
  • to review courses of study and textbooks;
  • to act as a two-way communications link between residents and the Superintendent

In other words, the RCS Board of Education is doing exactly what it was elected to do! We hope that Dayelin Roman and the Times Useless get it now (…The Times Useless signed on this blog at least five (5) separate times on August 1st (a grand total of more than 27 visits) and have been reading this article.) Like it, Dayelin? Learning anything…like how to write?

The RCS Athletic Association is NOT a school organization but uses the district’s name. It is independent of the school district and the school district does not have any input into its organization or operation But the school district does make policies for who operates on school property and how they operate.

The coaches and others should shut their cake holes and mind their own business! The other stupids who open their big mouths should learn what they’re talking about…that includes that stupid strumpet-with-a-laptop  Dayelin Roman!

The RCS Sports/Athletic Association has behaved unlawfully and got away with it in the past. The “new” RCS Sports/Athletic Association wil lhave to comply with policies and procedures just like any other outside organization who comes on school property to operate concessions and to generate money. This RCS District and Community Plays or Appears to Have Been Playing Pretty Loosey-Goosey With Money Raised…What’s Worse, When Questions Are Asked of Those In A Position To Answer…We Are Ignored!

“Ignore” is the Beginning of Ignorance

Why is this, we have to ask? Why is it that Mr James Latter, a sitting member of the RCS board of education,  having been asked a number of times about the not-for-profit status of the RCS Athletic/Sports Association, about its accountability and reporting on its revenues and outlays, on its federal tax filings and disclosures. Latter, despite having been an officer in the association, ignored the questions and continues to ignore the questions. (That’s nothing new, Latter never actually responded to the allegations of his violation of student-parent confidentialities; he certainly didn’t resign at that time as was demanded by several residents. He’s still taking up space on the board of education.) This seems to be commonplace in the previous Coeymanazi-run regime: just ignore the questions. (Cathy Deluca, now almost three weeks after the famous RCS Bottle Blitz has still not disclosed how much money was taken in!)

Now comes the revelation that the “old” RCS Sports Association has been disbanded,  and a “new” RCS Sports Association has been started. But, again, no one seems to know who it is and no one in the office of the Superintendent of Schools can provide any answers regarding its operating status, its registrations, its tax status, its officers, etc. But the “new” Association is allegedly operating an Indian  football camp, the camp is contacting parents (apparently using a list kept by school administration), parents are allegedly sending in checks for $75 to cover participation, the camp is allegedly on school property, and the Superintendent of Schools, Ms Elizabeth Smith, has no answers. No one even knows who the “new” RCS Sports Association is! Much less even regarding the “new” Association’s insurance status!!! How can this be?!?

The School District and Organizations
Must Be Held Accountable!

We think it is imperative that the School District, the Board of Education, the “old” Sports Association and the “new” Sports Association, as well as residents and parents be well aware that just because the “old” association has been dissolved and a “new” association is taking its place does not make the old association’s  duties and obligations vaporize. The “old” association still has some serious taxation, organization and accounting questions to answe,r and to produce its closing and final balance sheet, just as any organization accepting and soliciting money from the public and using public facilities on the pretense of being non-partisan and non-profit. The question that still remains to be answered is, “What did you do with the money?” And Mr James Latter can be very helpful in getting that and other questions answered. He hasn’t yet but maybe if a Notice of Claim or a lawsuit is filed, he’ll be more willing to spill his guts. What do you think, Jimmie?

Until those questions are satisfactorily and completely answered, no “new” RCS Sports Association or Athletics Association should be allowed to operate in any way whatsoever in the RCS school district, in the RCS schools, or on RCS school properties! Citizens, residents, taxpayers, parents have the absolute right to know what the “old” RCS Sports or Athletic Association was doing and how, and needs the oft repeated but still unanswered questions answered. NOW! Mr James Latter knows about these things and so do the organizers of the “new” RCS Sports Association and the RCS CSD board of education, the RCS CSD Superintendent of Schools, the RCS CSD attorney and business manager have the duty, obligation, responsibility to summon those “old” crooks and the “new” organizers to answer all questions about their organizations. NOW!

The RCS Superintendent of Schools Elizabeth Smith’s responses to residents’ questions about the “new” RCS Sports Association were far from satisfactory. Answers like, “I expect that…”  or “I don’t know…” are simply unacceptable. Why don’t you know, Ms Smith? Isn’t it your job or the district business manager’s job to know or for the school administrator to know? Or is this sports association game going to be played by the same loosey-goosey rules as the last one, and then the hocuspokus will happen: those responsible go South (as in South to Florida…rumor is that the Delucas are planning a trip down that way).

Going South, Jerry?

One point is crystal clear: NO organization should be operating on school property, NO organization should be appropriating the school district’s name or moniker, NO organization should be directly marketing to parents or residents as if it were acting for or on behalf of the district, and NO organization should be soliciting funds or contributions as if it were doing so for or on behalf of the district, a district school, students, or a school organization UNLESS it has produced all certifications, registrations, documents, etc. as to its organization, its officers, its tax status, its finances, etc. for examination by the entire board of education, and unless it is subjected to the approval of the board of education, who will then accept the application on behalf of the district. Of course, the Superintendent of Schools, the RCS school district attorney, the district business manager would all be called to provide their opinions and recommendations before the board of education would vote on the organization.

It is apalling that to date, no one in the RCS district offices can give any straight answers. Moreover, it is embarassing that the residents’ elected representatives, the RCS board of education, has been unceremoneously sidelined and by-passed while the “old” regime and the “old” association did as they pleased, and then when they were called out, disappeared.

The non-teachers, citizen-resdient members of the new Board of Education summed up the future route to be followed: As BoE member Mr Lukens pointed out: “With regard to groups using taxpayers’ property; school grounds which are owned by the taxpayers and they [the taxpayers], I believe, they do have the right to know. And I believe we should make a strong effort, before we allow any group to use taxpayer property–it is our duty–to make sure that they have a certificate of insurance that the public can see on our website, and have all the appropriate paperwork in order just like all of us have to do if we want to do business.” And as the BoE president, Mr Vadney concluded, “Paperwork must be in order just like anyone doing business. I totally agree with you; we went through this last year. Before anyone comes on district property all paperwork should be in the district’s hand, must be checked out and verified before they are allowed on the property. If this is not happening, then we must do it. We must secure our liability. It’s for everyone, no matter who it is.”

Mr James Latter: Come clean! Produce the closing financial report and statement on the “old” RCS Sports Association. Whoever–we don’t know yet for certain who they are–probably the same group as before but different names–the “new” RCS Sports Association is, they must appear before the RCS board of education, introduce themselve, produce their registrations, certifications, filings, approvals, etc. BEFORE they start operating football camps, concessions, or anything else in this school district! Superintendent of Schools, Ms Elizabeth Smith, get your paperwork in order and ensure that all necessary and required paperwork is on file, verified, and confirmed by the RCS CDS District offices, AND approved by the RCS CDS Board of Education.

Still outstanding is a response on a decade of overpayment of school employees due to inadequate checks and balances, and the fact that no one ever come forward to admit they were receiving more than they should have received! Crooks! This came out in a recent scathing audit report of the district. No one’s sure if or how the money can be recouped! By the way, that was playing loosey-goosey with your money, dear readers. Still no answers.

Of course, the teachers’ clique represented by Whalen, Reville, and Engel opposed any accountability of the RCS Sports Association. Was that a surprise? BTW, the Coeymanazi contingent was conspicuously absent from the meeting. Have they gone underground? Matt Miller seems to have dropped of the face of the earth, too! (Maybe Matt “the Mutt” Miller is stocking shelves at Shop’n Save, trying to make up the $10 grand he lost when his cushy and illicit “energy manager” position was not renewed. No more double-dipping, Mattie!)  R.J. D’Esposito must have had a gladiator movie to watch or was he quilting that nite? Dirty-Hands Jerry Deluca and Bottle-Blitz Cathy may have absconded with the bottle and can money to Florida. Who knows? Who cares? Lorraine Misuraca (Lorraine Misuraca should not be confused with Jenafer “Jena” Misuraca, VP of the PBC PTO for some 5 years) might be organizing a shadow PTO or even a “new” RCS Sports Association. (Will Lorraine M. ever pose again with Cathy Deluca, we wonder?) What do you think?

Do Whalen, Reville, Engel, Latter really think it’s in the public’s best interest, for the good of the public, “for the kids,” to refuse to make those organizations doing business on RCS school property accountable, answerable for their activities? Is that how Whalen, Reville, Engel, Latter and the teachers clique represent the public’s interests and students’ interests on the board of education! We’re not surprised that James Latter wants to keep things quiet. But Whalen, Reville, Engel and their arguments and what they were saying on July 24 certainly sounded like they wanted to continue the loosey-goosey rules and not ask questions. They’re very loyal to their Coeymanazi handlers, as we know well.

P.s. Jerry Deluca, perhaps you can answer this question: Is it a misdemeanor or a felony for a police department employee to retrieve personal information on citizens using police computers and dbases if it’s done for personal agendas and not for an official investigation? Also, isn’t it the law that felons lose their state pensions?
