Board of Education Member James “Hadji” Latter: Is he paying his fair share of property taxes?

In the Ravena-Coeymans-Selkirk Central School District, the name James “Hadji“* Latter has a murky history. He’s been able to stay on the RCS-CD Board of Education for a number of years now, not because of his tidy background and performance record, but because the RCS-CD is just a corrupt and manipulated as any other “elected” body in the Ravena-Coeymans-Selkirk/Albany County region, including New Baltimore and Greene County. But New Baltimore, although in Greene County, pays a portion of their property taxes to support the bloated budget of the RCS-CD and the idiotic programs approved by a board of back-scratchers and cronies.

We have reported in the past about Latter’s questionable conduct on the board but when you are dealing with a group who love their power to spend public money, and then ask for more and then make decisions that affect the school age young people in the district and their futures. It’s hard for them to let go and share the responsibility or even to acknowledge and consult the public. Absolute power corrupts absolutely, and the RCS Central School District Board of Education is no exception. Least of all Mr James Latter II.

That’s why, when a local resident drew our attention to the parking and traffic situation in the Village of Ravena in connection with our recent investigation of Village of Ravena Code Enforcement and, while guiding us around on the grand tour of the many Village of Ravena parking opportunities — in no less than six public parking areas less than one block from the commercial district of Village Center —, and that resident pointed out and commented on a particularly ostentatious eyesore of recent construction on a large lot on Aluise Drive, just in back of the huge lot owned by the Roman Catholic Church of St Patrick, we got curious.

That’s when sitting RCS Central School District Board of Education member James J. “Hadji” Latter II again waddled into the spotlight in his usual murky and questionable style.

You see, Latter and wifey, Amanda C. ( Mrs Hadji) purchased two large adjacent lots (total acreage 6.5 acres, cost $101,000) on Aluise Drive in the Village. The lots were previously owned by the Roman Catholic Church of Saint Patrick (Roman Catholic Diocese of Albany) but were sold off and Latter was in the pews ready to close the deal. Was that because former BoE member and crooked cop Gerald “Dirty Hands Jery” Deluca was high up in the Church’s lay administration and an insider? Probably. Latter and “Dirty Hands” Jerry were thick as flies on fresh summer sh*t. So here we have another questionable business deal in Ravena, Home of the Incest Club, and the Roman Catholic Church of Saint Patrick, an Incest Club meeting place, probably brokered by “Dirty Hands Jerry” Deluca before he was forced out (“resigned”) of the Coeymans Police Department with former dunce Coeymans Police Chief Gregory “Dumplin” Darlington was canned (“retired”), and disgraced town/village justice Phil Crandall was elected to be Coeymans Town Supervisor. You really can’t make this stuff up!!!

Our investigations to date have revealed the following interesting and questionable situations. But please note: This information is preliminary and is based on our research in the Village of Ravena and the Town of Coeymans using immediately available information, that is, information we could get on the spot without the formal F.O.I.L procedure (demanding production of public access documents and information under the provisions of the New York State Public Officers Law), and our vetting of that information on official New York state tax online sites. We have demanded the production of documents that will provide finer details of the transactions and Mr Latter’s operations but that may take some time, given Mr Latter’s position and his “friends” in Village and Town offices.

The properties are listed in the official property tax documents as belonging to James and Amanda Latter of 13 Laura Drive, Ravena, New York. Note that address because we’ll be returning to that information shortly.

New York State Law Requires the Assessor to Assess Property Under Construction

In some states a new construction is not subject to assessment for tax purposes until it is completed and a certificate of occupancy is issued. The situation in New York State is different, however, here in New York state there is the so-called partial assessment.

New construction assessments are placed on the assessment roll based on the partial market value if the construction is in process or the market value of the completed construction as of March 1st, and that assessment is used to compute the school tax bill issued in September and the county, town, and special district tax bill issued the following January.

In the case of a partial assessment, the market value of the home is determined by using the completion percentage of the construction as of March 1st. If the construction is partially complete as of March 1st, the assessment will represent only a percentage of the total property tax assessment when the construction is completed.  A partial assessment will be place on the tax roll as a “partial”, and increased each year until the construction is 100% complete.

In New York State, the assessor is required to value the property exactly as he or she finds it on taxable status date, that is on March 1st. The Assessor is required by New York State law to value property in its condition on that date. A partially completed building will receive a partial assessment based on its estimated percentage of completion as of March 1st. If your house is under construction on March 1, its estimated percentage of completion on that date will be the basis for the assessment

The property was assessed at a time when the progress of the entire construction project was measured and recorded as a partial assessment. An assessment calendar requires that a property review be based on where the progress of the construction is at the time, and the assessment be based on the progress at the cut-off date on the calendar year. The property has to appear on the tax roll for taxes to be paid in the following year.

The law would require that the Latter construction be assessed in it’s state of construction on March 1st. It was not. This partial assessment procedure was not followed in Latter’s case and Latter’s property was not assessed in part while under construction and, though completed, the Town of Coeymans Assessor was unaware of the construction and the property has not yet been assessed! Mr Latter is not paying his fair share of property taxes. Mr Latter is not paying his fair share of his school taxes to the Ravena-Coeymans-Selkirk Central School District. Mr Latter should be required to resign from his position on the Board of Education for such malconduct.


We did some research and found that the latest tax information on the property at 9 Aluise Drive in Ravena doesn’t show a thing about any new construction and lists it as vacant land. But there’s a house on it that looks as if it’s market value would be at least $200,000!!! What is the deal here? We all have to pay our property taxes and a big part of those taxes go to the schools. Latter is on the Board of Education and decides on the school budget and how much we have to pay but it looks like he’s scamming the Town of Coeymans, whose Assessor wasn’t even aware the house was there — even though you can almost see it from Coeymans Town Hall!!!

New York State real property tax assessment law requires that a new construction be assessed as a partial assessment if it’s not completed by the date of March 1st of any year. That means that whatever part of Latter’s house that was completed by March 1, 2018, should have been assessed at that percentage of the total value of the house. But it wasn’t and we all want to know Why?

Another inconsistency is this: James Latter and Amanda Latter list their address of record as being 13 Laura Lane in the Village of Ravena. A bit more research shows that 13 Laura Lane in the Village of Ravena is owned by Anthony and Ann Carrk, not by the Latters. True, the Latters could be renting from Amanda’s parents all these years but isn’t that a stretch? Could be true, though. Maybe Jimmy “Hadji” or Amanda could shed some light on this question. Or maybe Anthony or Ann Carrk can explain the living conditions and how so many could be living in that tiny hovel on Laura Lane.

If you ask the Village of Ravena Building Department Joe Burns, he willl tell you that they issue the building permit for new constructions, do the code enforcement inspections, and when the construction is done, they issue the certificate of occupancy. The Town of Coeymans Sole Assessor Dawn DeRose will tell you that they are notified by the Village of Ravena when the construction is finished. But that’s doesn’t explain why a partial assessment of the Latters’ property wasn’t done by the Town of Coeymans according the New York State Real Property Law. You’d think Town of Coeymans Sole Assessor Dawn DeRose would know better.

This just in: According to a very simple document provided to the Town of Coeymans by the Village of Ravena entitled “Village of Ravena, Building Projects Completed in July 2018” the Village of Ravena provides a one-liner notification of Latter’s construction project. That’s all. The document provides only the following information:

The above document provided by the Town of Coeymans in response to a F.O.I.L. demand clearly shows that Latter’s new construction was likely completed by March 2018 and is valued at $300,000. Even if it were not completed it would have been substantially completed and should have been assessed and on the tax rolls!!! It is not. A 1728 square foot two-story home with attached garage can represent a pretty fair amount of tax revenue, even if only subject to a partial assessment. Our question is: Why wasn’t the information provided to the Town of Coeymans Assessor when the building permit was issued? Why was it provided only after a Certificate of Occupancy was issued on July 3, 2018!!! Latter saved a pretty penny thanks to the Village of Ravena’s substandard reporting procedures. We’re certain the NYS Department of Taxation and Finance will be very interested in this case and will likely want to investigate how many other similar cases have gotten past the Assessor and the Tax Department.

Ravena will tell you it’s not their problem because they don’t have an assessor; the assessments are done by the Town of Coeymans Assessor. Coeymans will tell you that they don’t police the Village of Ravena and the Village of Ravena has to tell Coeymans what’s going on so that the assessor can do his assessments. Latter will likely tell us that he doesn’t know anything about all this. Sounds like a really shady case of finger-pointing or passing the buck here, now that the cat’s hit the fan and yet another problem in Village of Ravena-Town of Coeymans communications is revealed. Don’t you think it’s high time the Village and the Town started communicating? Now the community is losing property tax money from a select few that managed to drop below the assessment radar. That’s just not fair and it’s not legal. Someone has to answer for this illegal conduct and investigate how many other similar cases have cheated the Town out of tax dollars.

This is another case for the New York State Department of Taxation and Finance, Real Property Division, and the Office of the New York State Comptroller. Rest assured they’ll be informed of all relevant details.

Do the Village or Ravena and the Town of Coeymans need a Special Audit?

But isn’t Latter a Board of Education member elected by the deaf-dumb-and-blind voters of the Town of Coeymans? Doesn’t he put together the school budget that gets funded in major part by our property taxes as assessed by the Office of the Assessor. And isn’t Latter a so-called “financial analyst” at SABIC? Wouldn’t you expect him to know about property taxes, assessments, etc.?

Editor’s Aside: Diverting a bit from Mr James “Hadji” Latter’s past malconduct while a Board of Education member and later as president of the Board of Education that ranged from violations of confidentiality to a laundry list of questionable conduct and associations, he seems to have allied himself with a clique that manages to get elected no matter what. Probably by friends and family and a bit of influence peddling. But Latter is a decision maker on the Board of Education that hires the Superintendent of Schools for the RCS Central School District who runs the schools and manages the teachers. Latter’s Board hired a former principal/teacher from the RCS high-school as Superintendent at an astronomical salary, and others in turn to other posts.

“Hadji” Latter and his cronies have considerable influence on what gets taught by whom in our schools but he is obviously a supporter of Hillary Clinton. What’s worse still, is the fact that he is employed as a financial analyst at the Saudi Arabian company SABIC!!!

It is the largest public company in Saudi Arabia, as listed in Tadawul, but the Saudi government still owns 70% of its shares. SABIC is also the largest listed company in the Middle East. Private shareholders are from Saudi Arabia and other countries of the six-nation Gulf Cooperation Council (GCC).

While Saudi Arabia is often a secondary source of funds and support for terror movements who can find more motivated and ideologically invested benefactors (e.g. Qatar), Saudi Arabia arguably remains the most prolific sponsor of international Islamist terrorism, allegedly supporting groups as disparate as the Afghanistan Taliban, Al Qaeda, Lashkar-e-Taiba (LeT) and the Al-Nusra Front. Saudi Arabia is said to be the world’s largest source of funds and promoter of Salafist jihadism, which forms the ideological basis of terrorist groups such as al-Qaeda, Taliban, Islamic State in Iraq and the Levant (Syria, Lebanon, Jordan) and others.

This is one of the guys you elected to run your school system!!!


We’re staying on top of this one and will publish the information provided by the Village of Ravena and the Town of Coeymans in response to our F.O.I.L demands as it becomes available.

Does Anyone Remember the Problems This Community Experienced with the “Old” RCS Sports Association, Its Non-Existent Financial and Tax Records?  Its Total Refusal to Come Clean on Its Finances? (How about you, Mr James Latter, YOU Really Should Remember!) Maybe the Fact that It Disappeared Overnight and an “New” Poison Mushroom Sprouted up In The Night, the “New” RCS Sports Association Didn’t Raise any Eyebrows or Suspicion? That’s Bizarre.

Several weeks ago we published an article critical of the way the RCS Sports Association was going about running their “raffle.” In that article, “Cart before the Horse: RCS Sports Association Operating a Shell Game [Again]?” (click on this LINK   to read the article), we pointed out a number of scam – like features of the RCS Sports Association’s so – called opportunities to win.

Now we all have to understand that the RCS Sports Association is running the raffle to raise money for the construction of a new concession stand to be built on RCS school property. That’s the central theme why people are coughing up the $20 “donation” for each raffle ticket. So, because the RCS Sports Association is claiming that it is accepting “donations” and claims not to be selling “something,” the concession stand will be donated to the school district and then becomes the property of the school district. In other words, the concession stand, as a donation, is not the property of the RCS Sports Association and the RCS CentralSchool District will have sole discretion as to who uses it, for what, and when. In other words, the refreshment stand will be public property. That’s the good part but it’s not the whole story.

Questions and AnswersIn addition, because the RCS Sports Association is selling raffle tickets for a “donation” of $20 per ticket, and there is no disclaimer releasing the RCS Sports Association from claims resulting from their failure to raise enough money to keep the promise of building the concession stand, even though the architectural plans have been approved by an unidentified approver (the RCS Sports Association does not say who “approved” the plans). And what if they don’t raise enough money to fund the construction project with all of the other obligations like insurance, bonds, etc.? And let’s not forget the completion bond that the RCS Sports Association will have to come up with as a guarantee that the project will be completed, even if the RCS Sports Association can’t complete it themselves.

Did anyone think to ask or does anyone know What the proposed total cost of the project is going to be? all things considered?

All of that has to be answered satisfactorily but for now, let’s get back to the ongoing transparency problem

During the month of May the RCS Sports Association was publishing news about the raffle, handing out packets of raffle tickets, and selling tickets for a “donation,’ generally preparing for the launch of the drawing in June.

We’re now two weeks into the drawing and we haven’t seen any lists of winners or winning numbers published anywhere! (Correction: The RCS Sports Association does list winners and ticked numbers on the RCS Sports Association Facebook page but you’ll have to scroll through tons of other Facebook-type junk to find them.) Wouldn’t it be appropriate to use the official newspaper for this community, the Ravena News Herald to publish an announcement of weekly winning numbers, at least, if not the names of the winners? Maybe elsewhere but not here and certainly not with the RCS Sports Association.

We’d Like to Know…And So We’re Asking:

  • What’s this concession stand supposed to look like? Doesn’t the RCS Sports Association have an architect’s conceptual drawing or model?
  • How many tickets were sold?
    How much money was collected from sales?
  • How many winners have there been so far?
  • How many numbers have been drawn that are for unsold tickets (and revert back to the RCS Sports Association?)
  • How much money was paid out to winners so far?
  • Where are the drawings being done?
  • Who is doing the drawing?
  • Are the drawings public or open to the public?
  • Who is the independent, non – partisan supervisor of the drawing (if they are using lottery standards, it’s usually a member of a CPA firm) to make sure there’s no funny stuff going on?
  • Who is managing the money?
  • Where is the money being deposited?
  • What excuses are being made up as we write why all of this public information is not or cannot be disclosed?
  • Who is in charge of making up the excuses?
  • Will the minutes of the board of directors meeting discussing and approving the raffle be published?scam alert

The RCS Sports Association is claims to be a non – profit or a not – for – profit organization, but none of that information appears on the RCS Sports Association web site. Neither does a statement disclosing its tax status or tax identification number or non – profit / not – for – profit registration number. Nothing. (Check it out yourself. Go to their web site at RCS Sports Association, http://www.rcssa.net/index.html )

Haven’t we seen this sort of behavior before? And didn’t the “old” RCS Sports Association suddenly disappear and a “new” RCS Sports Association all of a sudden popped up with a new board of directors, especially after the questions were raised and the heat got turned up demanding tax documents and disclosure. Transparency?

We see a repeat performance here. Maybe the visible faces have changed but the behind – the – scenes faces may still be the same. Remember the recent scandals and criminal investigations linking organized crime to sports associations and high – school sports?

We’ll send a request for investigation to the New York Secretary of State and the Office of the Attorney General. Maybe we can get some instant transparency.

In the meantime, all you sports fans, keep coughing up your money to the RCS Sports Association and watch it disappear! Now you can buy a brick with your name on it…and later hit yourself in the head with it for being so stupid!

The RCS Sports Association is selling Raffle tickets for something they don’t have: permission to build a new concession stand. Have they done all the preparation necessary to get permission for the stand? Or are they operating illegally again. Is it time to get their non-profit status taken away permanently?

fraudOperating a concession on RCS CSD property, public property, is open to anyone or any organization that satisfies the RCS CSD standard policy for operating a stand or booth on the property. It does not grant monopoly status. Furthermore, the last time we heard, to operate a concession on the school property you had to go through the formal proposal process, provide up-to-date documentation of your organization, your officers, your financial status, your tax status, detailed operation plans, insurance coverage, etc. Our investigations show, at least up to the time of this posting, that none of the above has been done by the District or by the RCS Sports Association. Why not?!?

Based on past RCS Sports Association practices, we’d also like to ask whom the RCS Sports Association is backing in the upcoming elections and whether they are using Association funds to underwrite any campaign. If anyone has that information, we’d appreciate it if you’d let us know.

We have purchased a RCS Sports Association raffle ticket for $20. The tickets are allegedly being sold to raise funds for a new concession stand. Now that we have a ticket in our possession, we need to ask several questions:
 
Our investigations have shown that apparently

  • there has been no public bidding for the 2013-2014 year for any concessions for the RCS school district;
  • the RCS Sports Association does not yet have authorization or approval to construct a new concession stand on RCS school property;
  • the RCS Sports Association has not yet presented a plan to the RCS board of education informing the board of such a plan or the plan has not been publicized for public comment;
  • there has been no public information put out that the RCS Sports Association is authorized to sell raffle tickets impliedly representing or that they have approval and authority to construct a new concession stand, and representing the implied endorsement of the RCS CSD (“implied endorsement” is giving the impression that you have endorsement but really don’t);
  • the RCS Sports Association has apparently not submitted to the RCS CSD or to the RCS board of education architectural or business plans, estimates, etc. for such a project.
  • The RCS Sports Association, although it has no official connection with the RCS CSD and is not endorsed by the RCS CSD, further misrepresents its implied connection and endorsement by misusing the RCS mascot logo on the ticket. Who gave them permission to use the RCS sports teams logo on their association material?

  • And the list goes on!

Isn’t the District procedure to request proposals for such a project or for concession operators? Or has that procedure been waived (= forgotten) for special cases?

Has the RCS Sports Association filed all the necessary paperwork to operate on RCS CSD property, public property? As public property, there is no such thing as favoritism and anyone who can satisfy the requirements, the same requirements applied to the RCS Sports Association, can operate a concession on the school property. Right? So maybe we all should go out and sell raffle tickets for our hotdog stand, or our pizza cart, or our nachos booth! Sounds like a plan if we all operate like the RCS Sports association!

Putting the Cart before the Horse: It looks like the RCS Sports Association, an organization that has no  official relationship with the RCS Central School District and is not an RCS CSD department, is up to its old tricks again. Has the Ravena-Coeymans-Selkirk Central School District again lost control of the arrogant maverick calling itself the RCS Sports Association? Is the RCS district being set up by the RCS Sports Association for another embarassment, another scandal?

We are asking the RCS CSD why this situation exists and is allowed to go on. Haven’t we learned anything in the past about how the RCS Sports Association operates? Has the RCS CSD again lost control of this gang who are not officially associated with the school district yet act like they’re running things?

One of our readers asked about the rules attached to the ticket, so we’re reproducing them here and commenting on them below:

(1) Winning numbers are determined by the three “3” numbers of the NEW YORK State Evening Pick – 3 Lottery as matched to the number appearing in the box located on each calendar. Each calendar acquired will have a unique 3 – digit number. (2) All cash winnings will be determined by the amount of money indicated on each day of the calendar. (3) All numbers are played straight as drawn. (4) All winners will be paid in a timely fashion. (5) The State of NEW YORK may have bonus days. On those days, the first three “3” digit numbers corresponding to the “Evening Pick – 3 Number” drawn will be honored. (6) The organization will determine each winner from the numbered information sheet completed with the acquisition of each calendar. The RCS Sports Association Raffle Ticket is a Mass of Contradictions:

 The ticket (see the illustration above) clearly says that the person is making a “$20 donation.” It does not “suggest” a $20.00 donation but states that the donation is $20.00. In other words, if you don’t “donate” $20.00 you can’t participate. This means that the “price” of the ticket is $20 and you are paying for or purchasing a ticket which allows you to participate.  Unless the RCS Sports Association is not making the “donation” optional or accepting any amount for the ticket, the “price” of the ticket is $20.00. In other words, the RCS Sports Association is selling you a ticket allowing you to participate and you are purchasing that right to participate for $20. This logically contradicts Rule No. (7) which reads in pertinent part: “nothing has been bought or sold.” So, having bought a $20 ticket, shouldn’t the RCS Sports Association be collecting sales tax?

Rule (1) seems to be stating that the winning number will be the number drawn by the NYS Evening Pick – 3 drawing. That means that at least 999 tickets have to be sold by the RCS Sports Association to cover the possible numbers drawn on any evening. What it does not say is that if 999 tickets are not sold –  – say only 150 tickets are sold at $20 each to cover the promised “more than $3000” possible in prizes, at least 849 numbers will not match and will have no winners. The odds are very, very slim for your $20 investment. Each calendar has only one unique three – digit number so the odds are still pretty slim. In order to cover all possible numbers between 000 and 999, at least 999 tickets have to be sold.

According to Rule (2), it looks like the RCS Sports Association has budgeted a total of about a maximum of $375 in possible payouts each week. What if they don’t make the sales to cover 8 weeks of possibly $375 obligations per week or more than $3000 in possible payouts? Are they promising more than they can offer? Or is Jena Misuraca going to cover any shortfalls?

Rule 3 is pretty straightforward— we think but we can’t know for certain—, if the numbers 1, 2, and 3 are drawn on a particular day, the holder of unique 3 – digit number 123 is apparently the winner on that day; in other words 321 or 132 etc. will not be paid. What is implied is that there is only one possible winner on each day but then that would not cover the full possible range of 899 possible 3 – digit numbers that could be drawn; if it did, the possible winnings would exceed the total of at least $3000. So the deck is stacked against the buyer of a ticket. To cover the $3000 possible total winnings at least 150 tickets have to be sold at $20 each just to break even. But the deck is stacked because there are 61 days on which only 1 purchaser can win each day. This means that out of the 999 possible numbers drawn, there can be only 61 winners (June has 30 days and July has 31 days  =  61 days x 1 number and 1 drawing per evening). So theoretically, if the barest minimum number tickets (150) are sold to cover the $3000, only 61 persons can win out of 150 total tickets sold and that’s out of a possible total number of 999 possible numbers that can be drawn every evening! The odds are not good, they’re infinitessimally bad!

And the statement “61 Chances to Win” is not only misleading but mathematically inaccurate!

 We loved Rule (4): “All winners will be paid in a timely fashion.” But what exactly does it mean? Paid immediately. In a week? In a month? In a year? “Timely fashion” is a bit vague and ambiguous.

Rule (6) mentions that “The organization will determine each winner from the numbered information sheet completed with the acquisition of each calendar.” Wait a minute. Didn’t we just read that winners are determined by the NYS Lottery Evening Pick-3? What’s the deal now? I don’t recall having provided any information nor having received any information sheet. Normally the numbers on the ticket would be secret until the purchaser scratches the film off. It seems that if there is a “numbered information sheet,” the numbers are not secret. There’s a problem with this, since the winning numbers are not being drawn locally but relying on the New York State Lottery Evening Pick – 3, the sellers of the tickets don’t need to know who has what number.

The rules also state that the “winnings will be administered by an authorized representative of this organization.” (Rule 7). I’m not sure how to understand this statement that “winnings will be administered by an authorized representative” of the RCS Sports Association. If anyone has any clue what this means, please help us. Rule 7 goes on to say that “Donations are made and random prizes are selected using an impartial random number generator.” This cannot be correct. First of all, whether the “donation” is really a donation is questionable. And the donation I made was certainly not made by “an impartial random number generator,” it was made by me, an impartial blog owner! And the prizes are not randomly selected, they are specifically set for each day of each week of the months of June and July, very regularly: Sun. $75, Mon. $40, Tue $40, Wed $40, Thu $40 Fri $40 and Sat $100 ($375 per week). There’s nothing random about the prizes, which are not really prizes, but awards. The RCS Sports Association is talking Double-Dutch, double-talk where I come from!

Another disturbing point is that nowhere on the ticket is the RCS Sports Association clearly identified as being the operator of the so – called “raffle”. Furthermore, nowhere on the ticket is any statement made to the effect that the proceeds from the raffle will be used for the purpose of building a concession stand, much less exclusively for that purpose.

The ticket does not properly notify the purchaser that the RCS Sports Association is allegedly operating as a non – profit organization—Is it a non-profit?—and it does not give the organization’s registration number.

The ticket does not properly notify the purchaser that the claims made on the ticket are indemnified by any kind of insurance, should the RCS Sports Association be unable to make good on its claims.

The ticket lists Jena Misuraca as a contact person and shows some obscure entity called Sports Information Media wwwsportsinformedia.com without any specific or clear statement what Sports Information Media has to do with the so – called raffle. Going to that website we find:

“Sports Information Media provides customized professional-looking printed sports products and is the industry leader in high quality carbonless, multi-part lineup cards and roster cards for any sport. If you don’t see what you want, give us a call and we can make it for you.”

So what exactly has this Sports Information Media company or whatever it is have to do with the alleged concession stand or with the RCS Sports Association. That’s yet another question that needs to be answered.

There are too many contradictions, too many loose ends to satisfy even the most gullible resident in the RCS school district.

Our advice to the RCS Central School District is: Keep you distance from this one and stand by your established policies for proper credentialing of any applicant, complete applications, deliberation, voting  by the board, and public bidding!

Anyone selling raffle tickets in good faith should have the prize or the objective legally in their hands. The RCS Sports Association does not have any of the necessary formalities or paperwork but are selling raffle tickets. This situation is tantamount to selling raffle tickets for a car you don’t own. It’s FRAUD.

In addition to all of the above, how is the RCS Sports Association complying with IRS tax laws relating to the winnings? Who is liable for the tax? There is no statement covering the tax issues on the ticket. Is the $20 donation tax deductable? Is the $20 price for the ticket subject to sales tax? Are the winnings subject to tax? Are the revenues made by the RCS Sports Association being reported propertly? This sounds like a very messy operation, if you ask me!

 We’d like answers to these questions. How about you?

We’d also like to know WHY??? …

  • the RCS school district is allowing the Bottle Blitz Biatches to use RCS school premises for collecting the bottles and cans;
  • the RCS school district is not charging or has not announced charging the Bottle Blitz Biatches for the use of the school facilities;
  • the RCS school district has not demanded that the Bottle Blitz Biatches produce any paperwork or statistics on the bottles and cans collected or even a receipt from the bottle and can processing facility where they say the bottles and cans are being processed;

But even more urgent is the question WHY? does the RCS school district allow the Bottle Blitz Biatches to continue to use the RCS school facilities and then has to chase after the Bottle Blitz Biatches to get them to turn over the proceeds?!?!?

And while all of this is going on, aren’t we paying an attorney to advise the RCS school district about these things? What is he doing? We think its obvious: NOTHING! We need to ask some serious questions about that, too!

And you know that their heads are way beyond rectal  when one Coeymanazi senile biatch is more worried about whether the graphics on this site are violating some obscure  copyright than what’s happening right under her porcine snout, and what’s happening to the children in this district. Silly sow!

RCS Needs To Manage Its Risk

Our Advice to the RCS school district and to the RCS board of education: Don’t accept another penny until you have all  the documentation in hand. When the cat hits the fan, you’ll all be accessories to the Coeymanazis’ crimes! (And for those among you who need to be spoon-fed everything: This also means that the Bottle Blitz Biatches are not allowed to use school facilities, without having submitted the paperwork in full!)

And back to the ongoing saga of the so-called RCS” Sports Association and the RCS cannibal coaches: We haven’t yet heard that the RCS Sports Association has complied with the RCS Central School District’s policy that they submit complete paperwork documenting their organization, their tax status, their tax filings, their non-profit status, etc. If this has happened–and it’s not very likely that it has–why hasn’t it been publicized so that the chapter can finally be closed on the issue?

But the RCS school district is still allowing the “RCS” Sports Association to operate a refreshments concession on school property! What’s going on, people? We know that law enforcement in Coeymans is selective but is the law in  the entire Ravena-Coeymans-Selkirk district selective now? Do we have selective policies and procedures, now? Applies to some but not to others?

Our Advice to all the other organizations who are complying with the law, policies, and procedures and who are getting slapped in the face by the Bottle Blitz Biatches and the Sports Association with their lacky perv athletics coaches: File a Formal Written Complaint against the RCS district and follow up with a nice fat lawsuit to find out what’s going on. It seems that’s the only way things get done in this district!

But we do hope that at the next RCS board of education meeting, the board will finally put its foot down squarely on the necks of those who refuse to comply with the law, policy, and procedure, and enforce a new compliance policy that applies to everyone equally. Vadney, Lukens, Robbins and Sylvester are trying to raise this community out of the pigpen it’s fallen into–you people need to help them instead of throwing yourselves into the swill!

No disclosure, no favors and no access to public facilities. And NO EXCEPTIONS!

Well someone said they saw Major Cluck a.k.a. Cathy Deluca on Main Street in Ravena, New York, and she was dressed for the fight! You GO! girl!

And all the commotion is about the RCS board of education proposing a resolution that requires anyone doing business on school property to do it legally. We realize that’s something really new and revolutionary in the RCS district but it had to come sooner or later.

Here’s the text of the resolution that has Cathy Deluca’s feathers in a tizzy:

Here is the latest stunt from our “Fab Five” on the RCS BOE. Their new policy

2.13 BE IT RESOLVED that the Board hereby directs the Superintendent of Schools to implement the following procedures with respect to organizations that may lawfully use school district facilities for fund raising activities:
Prior to approving a use the not-for-profit organization must present the Superintendent with written documentation regarding the fee schedule for entrance fees, raffle prices and or goods to be sold on the school district premises; An estimate of the amount of proceeds must be presented to the Superintendent with written evidence of the actual cost of the goods or services that will be paid out of the gross fees and/or sales; The amount of money estimated to be gifted to a general educational or general charitable entity shall be set forth in writing, detailing how the monies will be paid over to such entity; The accounting of the gross sales shall be conducted in the presence of a school district official or employee; No use application shall be granted where the conditions set forth above have not been met, except for the accounting of the gross sales process that will be conducted at the end of the use period.

PLEASE NOTE: they are trying to not only control “who” can raise funds for the school but also “where” the funds are applied. They are UNBELIEVABLE!


Yes, Cathy, to the mind of a dumb cluck it probably is “UNBELIEVABLE!” It’s unbelievable that you’ll finally have to do things legally. But you can change, you’ve done it so many times before. When I listen to you I really believe that creatures the size of a dinosaur can actually live with a brain the size of a peanut. You’re living proof!

But Deluca is not the only dumb cluck in town, listen to Kathleen Ryan Gill’s come-back:

By the way, I will take this time to thank the wonderful teachers who have given so much to my grandchildren in spite of the RCS leadership. Hurt my children and grandchildren and you will awaken momma bears who will not stand by and take it.”

I Think I’ve Been Insulted!

I guess if your name is Cathy or Kathy you must be sharing the same bird brain! Seems to me, Kathleen Ryan Gill, that the only “kids” you’ve served have been honey-roasted! The normally functioning intellect will not need me to point out the absolute idiocy of Kathleen Ryan Gill’s published stupidity. But I will…Gill seems to think that it’s  the school board who is creating “negativity” and that the “bickering and nitpicking” is from the “school board.” Well, when Kathleen Ryan Gill comes out of her senile dementia episodes and her drug-induced coma, she might actually realize that the board has been the model of cooperation and consensus and that the “bickering and nitpicking” has been coming from the Deluca FaceBook Teletubby bunch, who have done nothing but bellyache and point their fingers, and ambush the board at every turn, that is, when they’re not on Twinkie binges.

Other charter members of the Clucks Club: Cathy DeLuca (Chief Cluck), Jeanette Smith Borger, Tracey Traver, Mike Varney, Moose Misuraca (smh), don’t miss a beat in clucking idiotic opinions and misguided advice. Not one of them knows what she or he is talking about. It’s reads like a lonely hearts club, dear Abby mutation. It reeks of self-loathing and myopia! These people have a serious case of unrecovered children of dysfunctional families or serious co-dependence.

Cathy Deluca and her lackies, her clucks, function out of hate and envy, and apparently self-loathing. Nothing the present board of education majority would or could ever do would please them because the Coeymanazi Teletubbettes are a deeply unhappy, unfulfilled mob. The Delucas and their Coeymanazis are so envious and sour-grapes, they’ve lost so many times, they’re known as the Coeymans Losers Club, that they are blinded by their envy. Only misfits would join with them.

Kathleen Ryan Gill apparently comes from some still unmapped area of rural “Appalachia” that hasn’t yet heard that there are laws that regulate who operates what on school property. And Yes! Since about 1912, the government has been very interested in how people make money and what’s done with it. Maybe Kathleen Ryan Gill has never paid any income or sales taxes or never filled out a tax form. But that’s OK. We don’t think the RCS Sports Association or Cathy Deluca ever has, either. And they both claim to have some sense of business…Coeymanazi business. Crooks!

But the best of Kathleen Ryan Gill comes at the closing. GRRR! Momma Bears loose! Gimme a break! Grow up grandma! You’re starting to really scare me and I hope your neighbors know about you…do you get out much?

And then there’s Brenda Biance Pommakoy, obviously a Teletubby of few words, who writes in response to grandma Ryan-Gill: “So sad what the district has resorted to!” Yes, it is sad, Brenda. So sad that the privilege of free speech can be used so frequently by the Deluca Teletubbies only to publish their despicable ignorance, and to continue to foster the apparently predominant impression, so frequently published in the Times Useless, that the people of this RCS district are a bunch of ignorant, illiterate, hypocritical cannibals.

Cathy Deluca has been involved in so many shadey deals in this community that the only one who’s probably shadier is her partner, Dirty-Hands Jerry Deluca. If they aren’t getting the kudos for their corrupt practices then they’ll lynch anyone who tries to do good. Deluca’s behind the idiotic Bruno corruption that’s insanely trying to put a fitness center in the library space. And what’s worse, she tries to justify the idea on her FaceBook page. She stands to benefit (she’s supposed to manage the fitness center, you know), so screw the library! Well, looking at most of the residents they sure do need a fitness center more than a library: to drop a couple twinky tons. And judging by what I read in some of those FaceBook comments, they don’t need a library, they wouldn’t know what to do with a book. Maybe Bruno’s not so senile as I thought.

The fact that the trash even makes it into the news is symptomatic of the depravity of this area and especially of the Times Union and that trash-tramp Dayelin Roman. Why do you people let them get away with it? Where’s the editor of the News Herald? Shouldn’t that rag be championing this area?

This comment refers to the article I read this morning I titled:

“Cops crack Coeymans crash mystery. Son of RCS school board member allegedly drove SUV into house then fled”

Written By Dayelin Roman and it says it was “Updated 7:45 a.m., Wednesday, September September 19, 2012”.

While I am happy to see the TU [Times Useless = Times Union newspaper] is following Local News and reporting criminal acts, I am beginning to wonder if there is something to be said about a bias against that Ravena School District, which is just to the South of beautiful Delmar. Whether the young man is guilty or not will I am sure be proven, I wonder what it has to do with the subtitle “Son of RCS school board member” has to do with anything?

It is difficult enough to find people to take on this and other difficult non-paying Volunteer jobs without including comments like this-and it has nothing to do with the story-or at least it was not explained how it does.

The reporter on the local TV news station went a step beyond when interviewing the Dad when they asked “are you going to support your son…” – to Mr. Lukens’ credit he kept his cool and just got into his vehicle after saying “of course, he is my son”!

Where are these reporter wannabees hired from? I ask, are news people from some other planet? Is there a Times-Union policy on when to use the names and jobs of Parents when reporting news about their children? It seems to be a spotty reporting practice as one rarely sees this in print. Similarly, I have seen other articles by this reporter about the Ravena School District Board members having legal issues and/or higher profile items of interest but do not see it about other Districts and am sure the Ravena District is not so removed from the mainstream.

I also find it odd that, when one looks at the Blog site under Places, Ravena is not even listed! desirable Bethlehem is, along with wonderful Guilderland and beautiful Delmar.

Maybe you all should go to the TU blog site and start blasting them! Perhaps cancelling your subscription or your advertising in the rag would show some community spirit. Or have you lost all of your community spirit and self-respect?  If you have no respect for yourself how can you expect someone else to respect you?

Now, here’s the real question: Mr Lukens is one of the local business persons on the BoE and is NOT a member of the teacher’s clique, he did speak up in favor of eliminating the Coeymans Police Department, he was in favor of making the RCS Sports Association file the proper paperwork like everyone else. Think this might be another smear campaign by the Coeymanazis?

Here’s another question: Do you think Tom Dolan’s kids would have gotten that press? How about Deluca’s? Biscone’s (no, he’d just get the felony buried by one of the Teresis or the Coeymans police simply wouldn’t “investigate.”) How about one of the Brunos? Don’t think so. If you do, Wanna buy a bridge?

Hear much about Joe Tracey’s court appearances lately? How about Mayor Bruno’s brain fart to spend more than $50,000 on the failied Ravena fitness equipment (formerly the Delucas’ fiasco and their snog shack). What about Gerald “Dirty-Hands Jerry” Deluca’s comments on their FaceBook page that the local residents should support the purchase of the equipment for the healthclub where the former library was located. Deluca says the library isn’t needed. But ask him who’s getting the money and who that person is related to. Ask him also who is going to manage the Mayor’s little gem of senile thinking (Hint: Rumor is her first name is Cathy.) By the way, did anyone hear about any public meetings to discuss the health club or the purchase of the equipment? We sure didn’t. Or is Bruno investing his own money? Not likely. Did anyone read about this in the Times Union? Or about Tom Dolan’s shady past or lack-luster do absolutely-nothing-present in local government? That’s not likely either, is it? Do you think there’s any media bias here?

Or how about the firing of a local parent from her school district job for filing a complaint against one of the RCS Sports Association athletics coaches, almost immediately after filing the complaint? Anyone read about that scandalous abuse, retaliation, harassment in the Albany Times Useles rag? Probably not!
