Local Dentists. Are you being abused, taken for a ride in the chair?

We all know about licensed professionals whether hairdressers, electricians, builders, funeral directors, doctors or dentists. Licensing means only that they have completed the required training as defined by the New York State Department of Education — and that they paid the state fee. Licensing does not qualify them as having the people skills necessary to do their job nor does it ensure that they have any ethics. The cardinal rule of ethics is this: “No one shall use another person as the means to an end.” Yet many of our licensed professionals do just that: They look at you as a cash cow and the means to their enrichment.

You just stand there like a dumb Moo, and let them milk you dry.

You just stand there like a dumb Moo, and let them milk you dry. Yes, you do look stupid.

In fact, when you sit down and think about it, dentists are the only practitioners who willfully mutilate the patient and then charge the patient to fix the mutilation — they’re a lot like Greene county contractors or the New Baltimore highways department or the Ravena public works department. WTF! Think about that for a minute…

Marvin Gerstenberg of New Baltimore Family Dentistry and Kurt Froehlich of Coxsackie Dental Arts: Two Peas

Marvin Gertzberg of New Baltimore Family Dentistry and Kurt Froehlich of Coxsackie Dental Arts: Two Peas

As soon as you complain, some dentists (like Kurt Froehlich of Coxsackie Dental Arts) will insist that you made a contract. Now, any contract is a meeting of the minds. But both parties have to agree on terms that are clear and unambiguous, and both parties have the right to ask for the terms to be put into writing just to be sure the terms are clear and unambiguous, and that the one party knows what is expected of him and the other party makes it clear what it expects. Once that is done we can assume that there is mutual informed consent by both parties to enter into a contract that is binding on each and enforceable by both parties. Note the key terms here: “meeting of the minds,” “clear and unambiguous,” “Informed consent.”

Note the key terms here: “meeting of the minds,” “clear and unambiguous,” “Informed consent.”

What this means is that once you have all the information you need and that information is clear and not double-talk, you have the option of entering into the contract or not. No “contract” can be forced upon you; if they do a procedure on you without your informed consent it can be criminal battery, maybe even assault! And incomplete information is worth as much as no information; you shouldn’t be left standing there to fill in the blanks.

Funeral directors are required by law to have a price list….Why shouldn’t dentists and physicians be held to the same or similar standard?

Editor’s Note: You need to be reminded that this is business, not a love fest. Your dentist is smiling at you because he’s making a lot of money but he’s smiling only as long as you play his game by his rules. Rock the boat and you’re in for a rude — and we do mean rude — awakening. That’s why we recommend you always insist on a treatment plan, in writing, plus an itemized estimate of the costs, and check with your insurance company to find out what they reimburse and whether you’re going to get stuck with having to pay a chunky balance. If your dentist tells you he wants payment up front and that you have to deal with the insurance company, RUN! If your dentist refuses to provide you with a written treatment plan or refuses to explain what his plan is or doesn’t come back to assure you understand what’s going to be done and that you understand everything, RUN! Always take notes or jot down notes about the experience as soon as possible after your visit. You may wish you had when the cat hits the fan. Where do you run, you ask? To your computer or to pen and paper and write a complaint giving the dentist’s name, his practice, dates and the facts of the incident. Send the complaint to us and we’ll forward it to the authorities. Or you can send us a copy and contact the Department of Health and the Department of Education, Licensing Division on your own. If you feel there’s a crime involved, like fraud, contact the office of the district attorney for the county you live in. Funeral directors are required by law to have a price list and to provide that price list to clients; in addition, some states even require funeral directors to provide side-by-side comparisons of burial vs. cremation costs! Why shouldn’t dentists and physicians be held to the same or similar standard?

As we mentioned, we’re going to diverge a little this time and give our crooked and incompetent public employees and local elected officials a breather — that’ll give them an opportunity to do something really stupid we can write about—, and look at some local delinquents who have somehow slipped under the radar: local dentists. Now, we’re not singling out dentists because all the other health-related providers are such angels; we’ll get to them in due course. It’s just that we have some information of significant interest on two local dental vampires that might be vital for residents in the Greene County communities of New Baltimore and Coxsackie to know, and in which the Greene County District Attorney might be interested.

Gertzberg & Froehlich beefed up their practices in a previously underserved community to cash in and take off!

The two dental practices we are focusing on are New Baltimore Family Dentistry (Marvin Gertzberg**) and Coxsackie Dental Arts (Kurt Froehlich), both run by two ready-for-retirement dentists who apparently beefed up their practices in a previously underserved community to cash in and take off. Gertzberg recently sold the New Baltimore Family Dentistry practice and is soon to retire; Froehlich is likely to do the same once he bleeds his patients and the community dry. Read on…

So what they’re doing in the good ole US of A, is what they do so well: misinform and practice deception.

Dentists like to be called “Dr” but in reality, they are not real doctors because their degree, although it reads “doctor of dental medicine” or “doctor of dental science”, isn’t really an academic doctorate. Same applies to most medical “doctors” in the United States. An academic degree, especially a “doctorate”, is awarded after the candidate earns a master’s degree, applies to and is admitted to a doctoral program, does appropriate original research, under the supervision of an adviser writes a dissertation and defends that research and the dissertation; and then is awarded an academic doctorate, usually a PhD. Medical doctors and dentists in the USA finish a 4-year undergrad degree that does not necessarily have to be science related (some are in music or English or some subject unrelated to medicine) but they do have to do pre-med or pre-dental courses. After being admitted to an accredited medical or dental program, they then do 2 years of basic science coursework (anatomy, pharmacology, pathology, biochemistry, microbiology, etc.) and if they do well, they then do 2 years of electives and clinical work. They have to pass a series of board examinations. Having done that, they graduate and go on to spend time on-the-job as interns, residents, and fellows, etc. During all of that, like any professional, they are expected to take continuing education courses, keep up-to-date in their specialties, and develop their skills just as any hairdresser, embalmer, or electrician would be expected to do. So what the for-profit corporate education system is doing in the good ole US of A, is what they do so well: misinform and practice deception.

[Editor’s note: In most developed countries, what the doctors and dentists we call “doctor” are not called doctor at all but Mr and referred to as physicians or dentists but unless they have completed the academic research and dissertation requirements leading to the award of a “real” academic doctoral degree, they are not called “doctor.”]

Let’s face it, most people who go to the doctor or to the dentist hardly open their mouths to describe what’s ailing them, and even fewer ask the right questions, and even fewer question the doctor or dentist. Most people go in and the doctor or dentist does most of the talking and less of the listening and the patient sits patiently waiting to be told what’s wrong and what’s going to be done. Did the doctor or dentist even listen to what’s wrong or discuss what’s going to be done. Hardly. In fact, all the while you are trying to inform the provider, they’re already deciding what they’re going to do. We’ve written a piece on “listening” that will be published on another blog. We’ll post the link once it’s up; you may want to read it.

** It appears that New Baltimore Family Dentistry has changed hands and M. Gertzberg doesn’t even appear in the staff directory. But that’s not our problem. Gertzberg may have left the practice but the organizational culture he created and left behind is still is alive and well — until proved otherwise.

Dentists must commit time to listen without interruption

Because we’re focusing on two local dental practices, let’s have a quick look at what Dr Stanley Weiss DDS, a dentist and psychotherapist has to say about dentists’ listening skills in Dental Economics, a professional journal for the dental profession (online at: Dental Economics):

“As a dentist and psycho-therapist, I’ve found listening is overlooked in dentistry…Dentists must commit time to listen without interruption to what patients and staff members communicate. In addition, you must devote energy to concentrate on blocking everything else to absorb what patients convey…To know patients, we must listen to them. With new patients, rely on experience to elicit dental and medical information, show how well you listen, and project personality and attributes such as your caring, humanity, and sense of humor…An inability to listen will be judged harshly. Your patients might interpret it as your not caring, disinterest, lack of empathy, or even incompetence.…Many dentists think the way to impress patients is to talk, talk, talk about their thoughts, feelings, and opinions. This may work infrequently. Instead, listen, ask questions based upon what the patient has said, and be attentive to the patient and what he or she says…What you invest in listening will be returned to you economically in patient retention and referrals. To most of your patients, your listening is more important than your mechanical skill.

Dentist: “… putting metal into your mouth, pulls coins out of your pocket.”

listen to new dental patients

Listen to new dental patients

That’s coming from a dentist! Here’s something else published by a dentist who had to publish it under a fake name because he was talking about his colleagues in the dental business. In his book, “Dentistry and Its Victims: The Self-Defense Handbook You Need to Protect Your Teeth and Your Pocketbook“, dentist Dr Paul Revere (not his real name): This little gem of a book exposes the dental profession and makes clear recommendations to patients. The title page of this includes a quote from Bierce’s The Devil’s Dictionary: “Dentist, n., A prestidigitator who, putting metal into your mouth, pulls coins out of your pocket.” It is written by a pseudonymous dentist who knows the “inside” story and who is warns the laity about poor dentistry. He does more: he provides the reader with some sensible information about self-help and good routine care. I include this book on this list because of the criticism of dentistry and because the author explains some of the risks to the dentist of providing good dental care. There is a paradox here: the dentist who does the best possible job may, in fact, alienate his patients. The good dentist may, for example, save a tooth – at great personal cost to the patient – when the patient really just wants the thing out. The author also suggests this important point: “…organized dentistry will not publish, and actually suppresses, all studies on the quality of dentistry as it is practiced.” (p. 11) This is, of course, in order to maintain the position that dentistry already has. The author similarly makes the point that dentists’ ethics — What ethics? you might very well ask — prohibit, or at least restrain, one dentist from criticizing another. The same sort of code of silence exists for dentists as exists for physicians and scientists.(Ask your community librarian to get the book for you. Here are the details for requesting it: Publisher: St. Martin’s Press; Revised edition (1980), ISBN-10: 0312193912, ISBN-13: 978-0312193911).

Back to our focus: New Baltimore Family Dentistry and Coxsackie Dental Arts (CDA). These two dental practices might easily have been the reason for both Dr Weiss’ and for Dr Revere’s scathing assessments of the shortcomings and worse that we have to deal with in the dental office. What’s even worse is the highway robbery and deception that is going on literally right under our noses.

Dentists are the only practitioners who willfully mutilate the patient and then charge the patient to fix the mutilation

The pitiful part of all of this is how much people will accept for the sake of convenience and because they don’t have the guts to open their mouths. Rather than be confrontational those without dental insurance would rather not go to the dentist; after all this is a toothless society we live in, isn’t it. Or did I mean “ball-less.” And those with dental insurance don’t give a damn because, What the hell! they’re not paying the bill. But now local dentists have a new scam that they call their new “business model.” That model is this: You pay their price up front for what they do and they’ll submit the paperwork to your insurance company, who will then reimburse you for the amount they would reimburse the dentist. Well, that might sound real nice until you see the light: This new “business model” is win-win for the dentist and bullshit for you. Here’s why: The reason the dentist is doing it this way is because he doesn’t feel the insurance company is paying enough. So he milks you for his inflated price for the service and you get what the insurance company would normally pay him. Nice scam, right. But here’s what else they try to get away with: The dental office doesn’t even want to submit the paperwork to the insurance company, instead, the dental office wants to hand you the paperwork and have you do their work. This is the “business model” Coxsackie Dental Arts and dentist Kurt Froehlich is using to milk some, if not all of his patients. Example, Coxsackie Dental Arts (Kurt Froehlich) charges $1200 for a single-tooth permanent tooth replacement (on the existing tooth base). You pay Froehlich $1200 and the insurance company will pay you about $375 – 400.00 or what the insurance industry has determined to be fair and reasonable for that service. So if $375 or $400 is considered fair and reasonable and would be what any dentist would accept if he isn’t using Froehlich’s so-called business model, then the $375 or $400 would be adequate to cover the dentist’s expenses and still leave room for making some bucks. Why is Froehlich so unique and special that he needs to charge three-times what is fair and reasonable?!? Maybe Coxsackie Dental Arts or Mr Froehlich can explain why his practice is three times better than a fair and reasonable practice.

But we don’t think he can because we have information that shows what a scam he’s running at Coxsackie Dental Arts (CDA). A local resident went to CDA to get an infection seen to and to have two temporaries repaired. He first tried to get an appointment with CDA using their website “Request and Appointment” form. In about a week’s time and 4 attempts later, he still had no response from CDA, and called to make an appointment. (The resident says he tried two other practices: Michael Conte in Glenmont and even New Baltimore Family Dentistry using their online forms and got responses within a couple of hours). The resident explained to the CDA receptionist what he needed and that it needed to be done a.s.a.p. because he would be out of town the next week and didn’t want to mess with the infection and the broken temps. He got an appointment two days later but was told he had to pay $55 for a consultation. Why $55 for a new patient. We don’t get it. You should be happy to get a new patient and you don’t need to charge for a consultation when you’re discussing what the patient needs. But CDA and Kurt Froehlich do!

So, the patient is in the chair, the tech takes x-rays specifically of the infected area and of the temps needing repair. The patient attempts to explain to Froehlich what happened and Froehlich tells him he doesn’t need details. The patient offers to show Froehlich his previous x-rays only a year old. Froehlich says they’re too old, he needs to take his own. The patient tells Froehlich his former dentist has the permanent bridge for the teeth. Froehlich says he uses his own work and doesn’t know what the other dentist’s work is like. But … Froehlich doesn’t need details and doesn’t even say, “Well, let’s get the perms and have a look. Maybe we can use them.” Now Why? would he do that when he thinks he can charge 3 times more? That’s a slick trick!

Froehlich tells the patient that the root of the infected tooth is being absorbed by the body and has to come out. That would mean that the bridge (two teeth) would have to be replaced. (Had Froehlich done what any decent dentist would have done and looked at the previous x-rays, he would have had a basis for comparison, but he wasn’t interested in “details.”). When someone tells you he “Doesn’t need details,” he’s not listening and he’s not interested in you or what you have to say.

What Kurt Froehlich sees when he sees you in the chair!

What Kurt Froehlich sees when he sees you in the chair!

Froehlich then preps the teeth with the broken temps and his tech makes a temporary set. Froehlich says that to finish the work he would need $1200 downpayment, that a post-dated check would do, because it was a Thursday afternoon, and CDA is closed on Friday, Saturday and Sunday, and the patient was to be out of town all the following week. The patient doesn’t like the idea of doing post-dated checks and so pays Froehlich with a credit card. Froehlich then disappears (the patient, still in the chair, sees him leaving and sees him driving away). Froehlich leaves and the tech finishes up. Froehlich never reappears to check the work or to ensure that the patient had a clear idea of the treatment plan, which the patient repeatedly told Froehlich he wanted. We find that Froehlich was way out of line leaving the premises while a patient was still in the chair, not checking the work done by his tech, and not ensuring after all was done that the patient understood what the plan was. This was a new, first-time patient and that’s the treatment he got at Coxsackie Dental Arts. Nice impression, Froehlich! Froehlich was really froehlich (German for happy) once he got his money.

In the meantime, we have received documents that show that Coxsackie Dental Arts, Kurt Froehlich, submitted a claim to the patient’s insurance company for $2455.00 on the day of the patients initial visit! Froehlich is billing at least 3 weeks before the anticipated work was to be done (the patient was scheduled to return on August 3, 2015)!!! Now if the same rule applies to Coxsackie Dental Arts and to Kurt Froehlich that applied to New Baltimore Family Dentistry and to Marvin Gertzberg, that is, that a claim can’t be filed or paid until the work is completed, then Coxsackie Dental Arts is demanding payment for work not done, and is fraudulently claiming payment in the amount of $2422.00 ($2400 for the two crowns not even made on July 16, much less installed + $22.00 overpayment for the double-billing of the consultation)!!! Coxsackie Dental Arts and Kurt Froehlich have been found out; they’re robbing their patients blind with inflated prices for dental services, double-billing, and fraudulently claiming payment for work not done!

All of this raises the question of whether this is as widespread as it seems, and why no one has picked up on it until now. Where have you all been while Gertzberg and Froehlich are skipping happily to the bank? Here we have two dental practices in a backwater area who are cashing in like bandits and nobody seems to notice. Patients don’t, insurance company doesn’t, district attorneys don’t seem to care, but we do! Game’s over, dudes. We’re calling for in-depth audits of your practices and investigations by the insurance companies and district attorneys! We’re calling on your patients to demand transparency and accountability. New Baltimore Family Dentistry and Coxsackie Dental Arts have no right to steal form us directly, indirectly, or otherwise!

On the way to Boston, on the following Sunday evening, the temporary bridge falls out and the patient is left with two exposed stumps and a temporary in his hand! Exactly what he expressly intended to avoid when he went to Froehlich’s practice. He tries the next day to reach Froehlich’s office but gets a voice recording, leaves a message, and later in the day, while in meetings, gets a callback and a voicemail message telling him to get some FixaDent and put the temporary teeth back in.

The patient is suspicious by this time that he doesn’t know what exactly Froehlich is planning but that impressions were made on that Thursday but for what? There was not treatment plan and the patient didn’t know what Froehlich’s plan was; Froehlich didn’t hang around long enough to tell the patient.

That same day, the patient sends Froehlich an e-mail telling him to stop all work, to issue a refund of the $1200, to tell the patient what the treatment plan was, and why Froehlich took the impressions. The patient made it a point to assure Froehlich that he would pay for any work done to that point that was in accord with his, the patient’s, explicit requests: to check the infection and to repair the temporaries.

Froehlich wrote back refusing to honor the patient’s requests. The issues are now in dispute and the patient has contacted his insurance company to find out whether Froehlich put in any paperwork. The insurance company informed the patient that
Froehlich’s claim was processed on July 31, 2015, and the two unit bridge was denied because it was within the 5-year limit for replacement; Froehlich, although he charged the patient $55 for a consultation and was paid in cash, Froehlich still filed a claim with the insurer for the consultation and was paid for it. In other words, Froehlich double billed for the consultation, apparently wanting to get paid twice! It seems Froehlich, according to the insurance company, double-dipped and now owes the patient $22.00, since the insurance company paid $22 of the $55 Froehlich billed them for, even though the patient paid cash for the consultation.

But what’s ironic in this entire story is the fact that the dentist that made the claim to the patient’s insurance company for the two-tooth bridge in January 2014, was none other than Marvin Gertzberg of New Baltimore Family Dentistry, and it seems that there’s remarkable similarity between the two practices.

The patient made an appointment with Gertzberg at New Baltimore Family Dentistry for the same appearance of an infection in the same tooth that sent the patient to CDA. Gertzberg showed little interest in the infection and was looking for bigger fish to fry, it seems. Although the patient did not have a problem with a bridge, Gertzberg reported the bridge to be “loose”, he up-sold the patient into having the bridge replaced. Once the patient agreed to have the bridge replaced, Gertzberg found that one of the anchor teeth was “decayed” and he felt he could not assure results if he built the “decayed” tooth up, and persuaded the patient to allow him to extract it. Once the anchor tooth was extracted, it meant that in order to restore the bridge, an implant had to be installed. But the implant would cost an additional $2500. Wouldn’t it have been more sensible not to have extracted, to have done the best possible restoration and proceeded from there? Not according to dentistry in New Baltimore! Not when you can charge for a bridge, an extraction and an implant. That’s big money. But it all started when Gertzberg was asked to take care of an infection on the other side of the mouth! How did it come to his finding a “loose bridge”, a bridge the patient had no problem with? We have to look deeper for the answers.

You see, at the time, Gertzberg was planning to sell his interest in the New Baltimore Family Dentistry practice, so he had to glamorize his financials and his practice; he had to make the numbers look real good and attractive to a potential buyer. He did eventually sell the practice about a year ago but it was all Hush! Hush! Don’t you think that New Baltimore Family Dentistry patients had a right to know that the practice was being sold. We do! We asked New Baltimore Family Dentistry directly, twice about the sale and they refused to answer the question. Why would it be such a secret? And now we’re informed that Marvin Gertzberg plans to retire shortly. Apparently he’s used us to his satisfaction.

Well, an inquiry with the patient’s insurer told us something more about New Baltimore Family Dentistry and Marvin Gertzberg: The patient was very dissatisfied with the sales pitches and the shoddy way Gertzberg prepped the area where he expected to restore the bridge. The patient, having extensive knowledge in the field of dentistry, periodontics, and medical science, after having examined the tooth once extracted, found the tooth to be healthy. Moreover, it appeared that the “decay” was nothing less than the degradation of the cement holding the bridge in place. Another problem with Gertzberg’s poorly crafted treatment plan: Gertzberg removed a bridge that was not causing a problem. Gertzberg removed a bridge that was spanning the space of four teeth. Gertzberg extracted a visibly healthy tooth saying it was beyond restoration. Gertzberg intended to sell an implant, and Gertzberg only provided for a bridge to cover 2 teeth. What was the plan for the rest of the gap. Patient was never told. Only Gertzberg knows. But it gets better.

A bit of fraud going on here at New Baltimore Family Dentistry

fraudWhen investigating Kurt Froehlich’s shennanigans at Coxsackie Dental Arts, the inquiry with the insurer informed the investigator that Froehlich’s claim to the insurance company for $2400 for 2 crowns was denied because a claim for the same two crowns was made in January 2014, within the limit period of 5 years. That claim was submitted by Guess who? Marvin Gerstenberg of New Baltimore Family Dentistry. According to the insurer, Gertzberg submitted a claim for dental work. for two crowns, and was paid $775 by the insurer. Gerstenberg was paid an additional $165 for the extraction. That’s a total of $840.00 (compare this to Kurt Froehlich’s $2400 for the same thing—except for the extraction—, literally!). But according to the insurance company, Gertzberg could submit the claim only if the work had been completed. It was not. When the insurance company was told that the patient left the practice because of dissatisfaction and that the bridge was never put in his mouth, the insurer stated that Gertzberg could be paid only if the work was completed, that is, that Gertzberg installed the permanent bridge in the patient’s mouth, completing the work. Even if Gertzberg had the permanent bridge made up, he could not be paid until the patient had the work completed and the bridge in his mouth. Seems that there’s a bit of fraud going on here at New Baltimore Family Dentistry; wouldn’t you think Gertzberg would know he can’t submit for reimbursement until there’s something to be reimbursed, like completed work. The insurance company is now investigating and intends to get the money back. We say Gertzberg should be disciplined.

There is still the question of why Gertzberg would remove a bridge over four (4) teeth and proceed to replace a bridge for only two? That simply doesn’t make sense. What you take out, Marve, you put back! Apparently, Gertzberg didn’t inform the patient of this craziness and the patient found out only when he contacted the insurance company!

Now think for a moment: What right does Kurt Froehlich and Coxsackie Family Dentistry have to do what he’s doing in this community and still profit by his unethical practices, and his scam of a “business model.” Can this community afford his ego? How many local residents have fallen victim to his over-inflated, ego-driven prices and walked away abused by this prestidigitator, in Bierce’s own diabolical words, “who, putting metal into your mouth, pulls coins out of your pocket.”

And how many times in the past has Marvin Gertzberg and New Baltimore Family Dentistry pulled this sort of trick and gotten away with it? Gertzberg puts a new slant on Bierce’s Devil’s Dictionary: Gertzberg’s dentistry “puts nothing in your mouth while pulling coins out of your pocket.” As a matter of fact, Gertzberg takes more out of your mouth than he plans to put in! Bizarre way to do dentistry, isn’t it?

There’s more to these two stories and probably much more in addition to these two stories. All we can do is inform the public and let the public see that justice is done. The pitiful part of all of this is that Gertzberg and Froehlich are old and at the brink of retirement and cashing in on their practices, as unethical and crooked as they may have been; they should still be held accountable, however, and an investigation should be launched to audit both their practices not only by insurers but also by the Greene County District Attorney and the Department of Health, among others.

A dissatisfied customer tells about 28 people.

There is still some hope that public opinion will take its toll on practices like New Baltimore Family Dentistry and Coxsackie Dental Arts. In the September 2015 issue of Consumer Reports, page 7, there’s a statistic called “Viral Vitriol” that reads: “A customer who’s eventually satisfied tells 10 to 16 people, on average, about the experience, according to Arizona State’s 2013 “customer rage” study. A dissatisfied customer tells about 28 people.” This blog is doing far better than that. Now Mr Gertzberg, Mr Froehlich was it all worth it?

Well, everything will come out in the dirty laundry if this goes to court. The patient will subpoena everything to show what a slick money-grabber these guys are. Coxsackie Dental Arts and Mr Froehlich have a real uphill battle on a very slippery slope if you ask us. Froehlich is going to have one hell of a time explaining to patients and to a judge how he justifies his sleezy practices.

Waste! Waste! Waste! When will it stop?

That’s a question we really have to start asking ourselves and soon! Better yet, let’s find some guts, neighbors, and stand up and kick some elected-official ass at a public village of Ravena, Town of Coeymans and/or Town of New Baltimore public meeting.

They even managed to miss the potholes and get some on the sidewalk! Good for your carpets!

Several months ago we reported on roadwork being done on Rt 144 under the Lafarge conveyor track. That work done by the New York State Department of Transportation was so shoddy that the road was worse after than it was before the work. They had to come back and redo it. Taxpayer dollars wasted!

We also reported on the Misuraca dodos paving several streets in Ravena with loose stone that was everywhere but in the streets. Now the streets are still a mess and tens of thousands of Ravena taxpayer dollars are either on the local lawns, in your carpets, down the sewers, everywhere but on the streets. Taxpayer dollars wasted!

This is what New York State, the village of Ravena, an the Town of Coeymans are doing with your money!!!

This is what New York State, the village of Ravena, an the Town of Coeymans are doing with your money!!!

We have regularly reported on the Town of New Baltimore’s Highway Department’s pack of baboons going up and down New Baltimore streets and road shoveling steaming hot-patch or blacktop into water-filled potholes, or into potholes and leaving it to be washed away or stuck under your car but not doing much for the pothole problem in New Baltimore. We won’t even remind you of the mind-boggling storn drain work that collects everything but water in the National Historic District. Well, that’s what you get when you hire monkeys. Taxpayer dollars wasted!

On Wednesday, March 18, 2015, a contributor to this blog was driving down Main Street, Ravena at about 3:30-4:00 p.m., and noted two large New York State Department of Transportation trucks and a crew of about 7 persons filling potholes. There was a pick-up truck, too, with a large digital sign reading “Road Work Ahead.” That’s nice, you’d think. Well, according to our contributor, it gets better.

Didn't even bother to pat it down with a shovel!

Didn’t even bother to pat it down with a shovel!

“That’s what they told us to do.”

Slowing down enough to see what the crew was doing sent the observer over the edge. It was so disturbing that he turned around and confronted the crew: “What is it you are doing? Don’t you know that’s not going to last 5 minutes. Can’t the state of New York provide you guys with a tamper to keep that stuff down?” You see, the “work” crew was simply throwing shovel-fulls of blacktop or cold-patch into the holes and leaving it!!! Not even a pat with a shovel!!! It was strewn all over the place.

Well, what was even more annoying was the response the observer got. Not only did the fools just stand there with idiotic grins on their sagging faces but one even responded, “That’s what they told us to do.” Without waiting around to find out who the “they” might be, the observer took the pictures that appear in this post.

The blacktop will be gone in a couple of hours but the potholes will still be there.

So, New York State taxpayers, that’s where your dollars are going: Two huge trucks, two huge trucks burning fuel, loads of blacktop, seven (7) or more dildos either standing around or throwing shovels full of loose blacktop into potholes and leaving it there, loose. How much do you think that operation is costing us? Taxpayer dollars wasted! The blacktop will be gone in a couple of hours but the potholes will still be there.

And Where are the supervisors?

One glaring question is this: Where are the supervisors who are supposed to be ensuring that the job gets done right? Well, they’re the ones standing with the blank look on their face playing pocket-pool and dreaming of what they’re going to do with their hefty pensions they’ll be collecting for standing there with a blank look on their faces while playing pocket-pool. And what about our town and village highway superintendents? Shouldn’t they be on hand while this work is going on in their jurisdictions? Isn’t it their responsibilities to ensure the work is done right on village and hamlet streets? Why not ask them?  Well Mr Flach, Mr Misuraca, Mr Dellisanti? Where are the supervisors?

Who is doing the animal control stuff while Mr Tanner is doing his other job?

barking_dog

And who is doing Mr Tanner’s Job when Mr Jeff Ruso is at his other job and Mr Dellisanti is, well, elsewhere?

funny-dogs-barkingNow, New Baltimore taxpayers. Here’s one for you to choke on: One of the NYSDOT laborers who was among the crew doing the make-believe roadwork in Ravena was none other than the New Baltimore town animal control officer, Mr Joe Tanner. In fact, Mr Tanner recognized the observer and courteously said hello. That was nice. But it raised another question we’d like to ask the New Baltimore town board and perhaps New Baltimore taxpayers might want to ask the same question. If Mr Tanner is employed full-time by the New York State Department of Transportation, and if Mr Tanner is out with road crews doing what they appear to be doing — wasting taxpayer dollars now while accruing pension benefits besides — who is doing the animal control stuff while Mr Tanner is doing his other job? Or does Mr Tanner have a special arrangement with the New York State Department of Transportation to take off when there’s an animal problem in New Baltimore? Or does New Baltimore schedule its animal emergencies for when Mr Tanner is off or after he finishes his state job? Given this situation, it’s no wonder that a barking-dog nuissance in the hamlet of New Baltimore can go on for literally years and the town of New Baltimore supervisor, Mr Nick Dellisanti, and town boardmember and animal control liaison, Mr Jeff Ruso, can’t seem to get a handle on it and put a muzzle on the beast. Since Mr Tanner is off doing his state job and Mr Russo is off managing his nursing home, that doesn’t leave much animal control in New Baltimore, does it? In response to requests for assistance Mr Tanner simply responds, “Sign a complaint,” because it’s impossible for him to investigate because he’s on a road crew somewhere else. Mr Russo stays silent because he’s off in Guilderland or somewhere at his office. And Mr Dellisanti? Well, he inspects the parks on Sundays and drives by the dog’s owner’s house. Taxpayer dollars wasted!

A Weasel on the Ravena-Coeymans-Selkirk Board of Education: William McFerran?!?!

As if there weren’t already too many weasels in the Ravena-Coeymans-Selkirk Central School District administrative offices, employed by the RCS schools as teachers and non-instruction staff; as if the RCS board of education were not already overrun by ratlike weasels, now one of the arch-weasels, William “Bill” McFerran has his eye on a seat on the RCS board of education. Does it get any sleazier? Well, the answer to that question, dear readers is: Yes! It does get sleazier because the RCS school central district and its board of education are the sleaze champs of central New York State.

RCS: Home of the Weasel Board of Education!

Owned and Operated by the New York State United Teachers — A special-interest union!

McFerret a.k.a. McWeasel Bill McFerran Running for RCS BoE? No way, José!

McFerret a.k.a. McWeasel: Bill McFerran Running for RCS BoE? No way, José!

Not only did the Fiends of RCS wait until the 11th hour to announce the names of the sleaze candidates they are attempting to push on the public,  The fact that the three candidates supported by the teachers union, New York State United Teachers, Tina Furst-Hotaling, Michael Jones, and William “Bill” McFerret. Once again the Fiends of RCS, a loud-mouthed group of insiders, has put their candidates—Correction: the teachers union’s candidates—all on one ticket and plastering the entire district with the arrogant three stooges:Tina Furst-Hotaling, Michael Jones, and McFerret himself!

The ferret (Mustela putorius furo) is the domesticated form of the European Polecat, a mammal belonging to the weasel genus of the family Mustelidae.Ferrets are sexually dimorphic predators…[B]eing so closely related to polecats, ferrets are quite easily able to hybridize with them, and this has occasionally resulted in feral colonies of polecat-ferret hybrids that have caused damage to native fauna. (Source: http://en.wikipedia.org/wiki/Ferret)

It’s a scandal that the candidates were publically announced not even a week before the scheduled school board and school budget elections. Meet the candidates was published only on May 25, 2014, in the Ravena News Herald for the elections to take place on May 20th!!!! Is that a joke or what?

Ms...Furst-Hotaling

Ms…Furst-Hotaling

We reported on McFerret’s shady and sleazy operations while he was associated with the RCS Sports Association. You remember, the sports association with the phony registrations and non-profit status? The same RCS Sports Association that when the water was getting a little too hot to handle, all of a sudden disappeared in a puff of ‘we’re outa here’ and then miraculously reappeared as the “new” RCS Sports Association will real status and a whole new board of crooks. Well, if you remember all that you’ll also remember that McFerran, yes, the very William McFerran who’s running for the board of education was behind all that and mixed up in the skullduggery, right up to his furry neck! And now he’s asking RCS voters to put him on the board that is already lousy with insiders.

Well, if you think the RCS board of education has been lousy with teachers and teachers’ spouses, and if you feel you’ve been left out in the cold by the Latter-Hyslop-Brown mob (all of their discussions take place behind closed doors, the BoE meetings are so insubstantial most people don’t even attend any more (except for those who have something to gain), and the public has been all but shut out of any serious decision-making process).

What’s even worse is that once the Latter-Hyslop-Brown gang got on the board, no one had a chance. But let’s face the truth, people. You made your beds and now you have to sleep in them. Good for you, RCS school district voters, you now have failing schools and are spending another $42 million to keep those responsible for the failure in the decision-making positions. Congratulate yourselves, RCS voters! You’re filling the pockets of RCS employees and their unions to the tune of 75% of the $42+ million they want you to approve on May 20th! Go ahead! Add McFerret, Jones and Furst-Hotaling to the BoE and shoot yourselves in the other foot.

Just do a search of this blog to learn about the ape that your BoE almost immediately put in the president’s chair: James Latter! He works for the Saudi-Arabian plastics manufacturer Sabic. Yeah, the same Sabic (formerly G.E. Plastics) who has so poisoned the environment in and around Feura Bush/Selkirk that the land is dead! And Latter’s the president of your board of education. Thanks, RCS voters! While you’re at it, search for McFerran and read about that scoundrel!

Mr Fozzie Jones

Mr Fozzie Jones

But the worst was still to come. Your very Ravena-Coeymans-Selkirk Teachers Association, led by your very own crook and double-dipper teacher, Matthew Miller a.k.a. Matt the Mutt Miller, who just about a year ago was told he was no longer going to get the $18,000 he was being paid on top of his full teacher’s salary and for what? For being “energy manager.” But Miller’s crimes against the school district didn’t stop there and still don’t. He’s the teacher’s union rep at RCS. Yes, he’s the union rep for New York State United Teachers, NYSUT, at RCS, and works a reduced teaching load so he can dedicate time to union work….And yes, he does get his full teacher’s salary, too.

predatorsBut as a teacher and as a union rep, representing the special interests of the teacher, he crosses many, too many boundaries. Not even considering his double- even triple dipping into your tax dollars, he uses his positions as teacher and union rep to unfairly influence the voting when it comes to the BoE and the school budget. His boss, Alan McCartney, has turned wimp when it comes to keeping Miller under control, and so Miller and his associates Elyse Loughlin, are improperly attempting to influence the elections.

We have acquired a letter dated April 25, 2014, signed by both Matthew J. Miller as Ravena-Coeymans-Selkirk Teachers Association “president”, and Elyse Loughlin, PAC (Political Action Committee) chairperson, in which Miller and Loughlin announce the union’s support of the budget passed by the teacher-loaded RCS board of education. But Miller and Loughlin mention cuts in that letter, cuts that never were made! Lie Number One!

Matt-the-Mutt Miller as NYSUT Rep

Matt-the-Mutt Miller as NYSUT Rep

In that same letter, Miller and Loughlin announce their support of Bill McFerran (the RCS Sports Association goon), Furst-Hotaling, another insider and former member of the notorious private club known as the Pieter B. Coeymans PTO, and Michael Jones, whose wife is a teacher. Need we say more? But there is more.

Miller and Loughlin AGAIN start a smear campaign against the only candidate who is not closely associated with the teachers or the teachers union, NYSUT, Rodney Krzykowski. Matt Miller and Elyse Loughlin continue their failed attempts to discredit Mr Krzykowski based on their misinformed and ignorant propaganda that Mr Krzykowski is somehow unfit to be on the board of education! Would that be because he’s the only one not a card-carrying member of the teachers clique and the only one who truly represents the working class of this district? It gets even worse when Miller and Loughlin accuse the State Education Department  and the Commissioner of Education as being “weak kneed” for not removing Mr Krzykowski from office. Miller and Loughlin seem to think they know better than the entire New York State Education Department!!!

Mr Beaker "Weasel" McFerran

Mr Beaker “Weasel” McFerran

Dear readers, that letter says it all. Here we have individuals receiving outlandish salaries and benefits, the very ones to whom you entrust your children’s’ education, defying an individual’s rights to political freedom and to challenge an unjust system. These people, Miller and Laughlin, represent the teachers union, NYSUT, not YOU! Yet they are asking you to deprive a fellow citizen, sovereign or not, of his rights to represent you. Miller, Laughlin and their friends Latter, Engel, Hyslop, Brown all attempted to VOID YOUR VOTES by using their trickery to remove a man elected by YOU from his seat on the BoE.

It’s really disgusting that Miller, Laughlin and their cronies not only wanted to VOID YOUR VOTES but they want also to deprive a citizen of his protected rights of free political speech and association. Now that’s a message you really want your kids getting in the schools you are paying for. That’s the equivalent of intellectual sabotage and abuse of trust!

What’s really disgusting is that Miller, Laughlin and the people they want on the RCS CSD school board like James Latter (accused several times of ethical violations and violation of student and family confidentiality, a violation of the FERPA law), Engel, Hyslop, Brown (husband of Mary Partridge-Brown, the woman who almost gives Matt Miller a lap dance at school board meetings, she’s so close), now want to foist more insiders to do their union’s bidding, like Tina Furst-Hotaling and Michael Jones and worse still, Bill McFerran.

At the very least in the last elections the Fiends of RCS supported Patrick Brown and Jason Hyslop on the same board as the unethical James Latter; now they’re putting Furst-Hotaling and Jones on the same board as the tax-avoider Bill McFerran of the “old” RCS Sports Association, while crying Wolf! and pointing the finger at Mr Krzkowski. Will the hypocrisy never end in this RCS school district?

Matt Miller and Elyse Laughlin and their kind are not only traitors to their community and to their students, they advocate different constitutional rights for different groups! That in itself is a violation of the United States Constitution! They are attacking the system of laws as well, saying that the laws do not work (after all, if Mr Krzkowski were guilty of any crime other than exercising his constitutional rights, would he still be free?). Hell Miller and Laughlin even attack their own New York State Department of Education and its Commissioner when they don’t get their way and the Department of Education and its Commissioner don’t break the law for them.

Those are the types of teachers you have in the RCS Central School District. Those are the types of teachers that you have teaching your kids. Those are the types of people your are throwing $42 million at and letting them have their way with it. YOUR SCHOOLS ARE STILL FAILING RCS AND YOUR TEACHERS UNION IS STILL RUNNING YOUR BOARD OF EDUCATION. WHEN ARE YOU GOING TO SMARTEN UP? WHEN ARE YOU GOING TO WAKE UP! (Did you know that in a recent official appraisal done in the town of Bethlehem couldn’t find any comparables in the RCS school district and wrote “the RCS schools are failing” and cannot be compared with the Bethlehem properties!)

Everybody Pays Failing SchoolsOne final word: Remember the RCS Sports Association’s big plan to “donate” a refreshment stand to the RCS school district? Well, that’s stagnated for some time now. Just watch the thermometer on the RCS high-school grounds: It’s not moving! The fundraising is all but dead! But here’s the plan you don’t know about: McFerret is running for a seat on the RCS board of education along with two other supporters. What would you think if once they’re on the board they don’t get together with the other insiders and divert budget funds to the refreshment stand fund? Another bit of trickery you can bitch about. Right?

Rodney Krzykowsky is the only person left on that RCS central school district board of education who is not infected. Rodney Krzykowski is one of the only ones in this entire RCS district who has the balls to say out loud what the rest of you only say under your breath. Rodney Krzykowski is the only one on the RCS BoE who has the guts to represent the blue collars in this community. Rodney Krzykowski stands alone but has the guts to do so; the rest of your lousy RCS BoE are hypocrites and cowards. It’s about time someone said that, and it’s about time you readers start doing something about it.

They're doing it down your leg and telling you it's ice-water! The Editor

New Baltimore Needs to Opt OUT of the Failing RCS CSD and Join the Thriving Coxsackie Team in Our Own Greene County Schools! New Baltimore has to wake up and realize that it has no representation in the RCS CSD; furthermore, the RCS CSD and the RCS board of education are so far gone, so corrupt, there’s no saving it! So save yourselves, New Baltimore!

Common “Cents” Part II: “Figures don’t lie, but liars sure can figure!”

Ravena Resident and Taxpayer, Mr Laszlo Polyak, Continues His Analysis of Past and Current Village of Ravena Budgets. Here’s What He Has To Say in Continuing Part I, Common Cents:

Common “Cents” Part II:

“Figures don’t lie, but liars sure can figure!” (Mark Twain)

Local Analyst, Former Auditor Scrutinizes Ravena Budget

Local Analyst, Former Auditor Scrutinizes Ravena Budget

In Part One I didn’t mention any names or the RCS CSD (as the RCS school budget controversy came around and continues to waste money but that’s a novel in itself). I had only one issue: “bullying” and I stayed with the bullying issue.

The editing of Part I by Smalbany blog staff is a part of life. I stay with numbers not personalities. I’m not sure what “wingnuts” means, I don’t do “drumstick bolts”, “dirty-feet cops “, dumb-dumb police chiefs, poop-poop police, or towel-painted-blond–fitness-tubby, etc. True, the pictures do help with the boring bean counting budget reading. I also didn’t state the village court must go. I would have to look at many facts and factors then say it’s got to go.

In Part II, however, I will mention names as they relate to the budget and which are of public record, so you can address, seek or ask your own questions of department heads or the individuals themselves, and you can draw your own conclusions. Actually, only two sitting members of the Ravena Village counsel are actually responsible for the 2014–15 budget, Nancy Warner and Bill Bailey, but their political lives are nearing an end, too. As in that cop TV show, Dragnet, Sergeant Joe Friday wants just the financial facts ma’am! The financial facts! Dull and dry but color may or not be, but usually is, added by the Smalbany editors.

Some commenter’s and the editors have asked for a comparison between the village of Ravena, town of Coeymans and / or New Baltimore. It’s like comparing apples to oranges; it’s not easy to do because there are different mandates that apply to towns and villages; towns have far more responsibilities than villages do, so most bookkeepers/CPA/auditors whether local, state or federal will tell you that you really can’t compare them. Maybe you could compare office by office, or you might compare building departments or the clerk’s offices, such as a comparison of the town of Coeymans clerk’s office vs the Village of Ravena clerk’s office. However when 1500 folks move out, we do need to consolidate services. Plenty of little Indian chiefs but not enough Indians in our town (A grand total of 7300 folks combined in town of Coeymans, including the Village of Ravena!) The town clerk is elected but the village clerk is appointed. The town clerk has ten times more work than the village clerk. The town clerk is responsible for added mandates such as marriage, hunting, fishing, dog, licenses, recording deaths, overseeing cemeteries, collecting taxes and fees from all other departments (except for the court fees /fines), sending out tax, water, sewer bills, recording town, zoning, planning, special and regular meetings, public notices, F.O.I.L. requests, certificates of residences, stamp into the record notices of claims and letters to other departments even copies of the budgets and all history requests, etc.

Says it all!>/big>

Says it all!

The town clerk also oversees elections every year and certifies election results for registered voters. And the town clerk is the registrar of vital statistics and does the town banking, too. Let’s not forget she handing out free Arby meal cards, too, when Coeymans was Reubenville! The town clerk does all of this on a $41,000.00 year salary with staff salaries of $64,000; that’s one full time clerk and 2 part time helpers. Under the New York law, the general municipality law as relates to villages, there are two distinct offices or positions: a village clerk and village treasurer. Under mayor John T. Bruno Ravena bizarrely combined both separate positions into one clerk-treasurer, and then added a deputy clerk-treasurer position. Nancy Warner needed control over everything and her friends needed jobs, too. All other villages have a clerk and a treasurer with clear responsibilities separate from each other, as spelled out in village law.

However, when we the compare the village office to the town, the village clerks’ responsibilities don’t include marriage, hunting, fishing dog licensing or death certificates;-they only record village meeting minutes, they don’t record planning or zoning minutes. The village of Ravena administers to at most 3,000 residents instead of 7,300, which are the responsibility of the Coeymans town clerk; The village clerk also collects village taxes. I think they collect water and sewer rents too? It’s not clear if they collect water/sewer rents. They do F.O.I.L. (New York State Freedom of Information) requests. They issue pool passes.

Ravena will need one of these when cooking the budget!>/big>

Ravena will need one of these when cooking the budget!

The Village of Ravena’s Clerk/Treasurer gets $29,500 according to acct # 1325.14 and the Deputy Clerk-Treasurer gets $ 39,955.76. According to acct# 1325.15 (The superior apparently gets paid less than the subordinate so there must be something going on behind the scenes!). The part time Ravena clerk-treasurer is paid $12,360.00. and here’s where it gets really tricky: There is an “outside service” budget line item # 1325.48 showing $9,500.00; is that a “bonus” for an employee or is it another person? There is another budget line item for “payroll contractual expense” acct # 1325.43, it went from zero for the year 2012/2013 to $6000.00 in 2013/2014. Is that “training” or another person, or is it another phantom employee? In acct #1325.47 “conferences” another $2,500.00 what’s that for?

The total spent on the salaries varied from $81,855.76 to $100,000.76 for doing about one third the work of the town of Coeymans clerks. Why is the payroll for the Ravena village clerk more than that of the Coeymans town clerk who does 3 – times the work and does it for more than twice the number of residents?

An auditor’s job can be so dull with so many colorful questions. So you can see it’s hard to compare until you review the actual bills, vouchers, and actual records (if any are kept). Trustee Nancy Biscone – Warner, the former deputy clerk-treasurer for about 25 years is on the committees to over-see the village offices (clerks), the police (Dirty – Hands Jerry Deluca), the fitness center (Cathy Deluca), the central garage and the streets. Perhaps she can answer some of the questions to clear up the salaries and expenses for these offices and accounts.

According to official village paperwork, postage account #1325.41 in 2012/2013 was $3,500; in 2013/2014 it was $3,199.00; in 2013/2014 it was $7,100.00 then $8,000.00 in 2014/2015. Postage more than doubled between 2012 and 2014. But in that period, more folks moved out of the village and town. Why the doubling of the postage? Was someone running the political campaigns from the village of Ravena offices?

Let’s take a real look at one of the departments phone bills, the Ravena Building Department in the budget is known as Public Safety, acct #’s 3620.11 through 3620.49. Its telephone budget is $1,500.00, that could be real after all our village of Ravena is booming….take a stroll down Main Street or 9W. We are building senior housing left and right. The numbers of family homes are going up all over too. Never mind businesses going into the store fronts. Sorry! I was only trying to be funny. Sure, the deterioration of the Bruno – Warner ghost town does requir the building inspector to be at 10 places at once to inspect all this activity of the economic boom in Ravena (hint: sarcasm). With 500 telephone messages to return too! (Only kidding we are the regional ghost town at this time, while Bethlehem assessors refer to the RCS school district as a “failure.”)

Even with the latest population loss of 500 folks in the village it is not easy to see how the phone bill went from $989.52 in 2012 (actual) to $1,500 in 2014-15 (budget).

Now, looking at employee employment I will walk you through this, it may be bizarre but it is their record. First you have budget line item # 3620.11 where the part time clerk goes from $6,960.49 (actual in 2012-13), and then in 2013-14 jumps to $20,000, and then in 2013-14 to $21,600 part time. Look at line item # 3620.12 “assistant building inspector (part time)” Santa $10,300.00 (Yeah! Santa Claus is generous to himself!). Then it really gets weird the Building Inspector budget line item # 3620.13, Joe Burns gets $27,254.16 then in the back pages of the budget you see Joe Burns gets $54,508.32/year, the other (27,254.16 comes from building-Mountain Rd. acct 1623.12 custodians or hourly employee 27,254.16) but when look at that account the budget is 33,990.00 or 30,900.00 are you confused yet? But when you add the 2 accts in “Mountain Rd accts”, together 1623.12 and 1623.15 you get $64,890.00 for the cleaning of the building/maintaince. Our question is this: Is Joe Burns the janitor too?

Now, let’s go back to so – called building inspector budget line item # 3620.15. This is still another hourly employee at $8, 755, for what? What do they do? Filing all those new building permits, blueprints? Then we have motor vehicle that’s $1,000 a year but no gas expense. We see them driving all around the village all day long all the time! They must run on air? Where are the figures for vehicle fuel expenses? The outside service for budget line item # 3620.48, is $ 6,024 .44 (actual) for whom or what is that expense? What’s it for, financial braniacs? Then we have “unclassified expenses”? Are “unclassifieds” really legal? For the year 2012 – 13 we had an expenditure of $78,049.73 (actual). Is that the cost of taking down the building on the corner of Main St and Orchard Ave.? Remember DEC got involved in that fiasco because the oil tank wasn’t removed first, causing an oil spill in the basement all in front of Nancy Warner’s property! Now there’s an example of Warner’s performance as trustee in charge of buildings and streets! And where was the building inspector in all this? Contact the DEC to find out the fine amount for that one, and then you might find the fine amount under one of the many unclassified expenses. Pretty clever move that one! Hiding the fines for incompetence under the “unclassifieds” in the budget. What’s worse still, is that they include the fines for incompetence in proposed budgeting! I never heard of “UN – ” classified expenses. Any bill received by a municipality (Ravena seems to be the exception) goes into a specific account or you create an expense account for it.

cicero on the budget

Let’s go back to Mountain Rd. where we find an unclassified expense of actual $41,407.93 is that the hidden cost of taking down the building at Main Street and Orchard Ave.? The outside services 2012 – 13 budget line item # 1623.48 for $ 14,735.67 (actual amount), was that to cover up the cost to the removal of the building too? What are they hiding at $18,000 for 2014-15? An expense before there’s a classification for it, like putting the cart before the horse?

The zoning and planning attorney gets $6,300 for the planning board and $6,300 for zoning board each, totaling $12,600.00. To be fair the building department under budget line item # 2555 brings apparently brings revenue into the village of Ravena to the tune of $1,852 in 2012-13 in building permits. Wow! Now we’re talking some real money! Almost $2,000 in revenues. Don’t get too excited. Just do the math.

The Public works administration, village foreman salary for Fritz, who drove around Ravena all day long for over $60,000.00 a year (see budget line item # 1490.11), now it’s Henry’s position so he gets to drive around for $60,000.

Laszlo Polyak
Ravena Resident and Taxpayer

It seems the more folks move out of Ravena the more the village hires and pays for overtime but that’s another story. I hope the new mayor demands written competitive proposals for goods and services provided from outside sources to the village, requires justification in advance from his department heads on weekly basis for any overtime, insists on a description and justification for any unclassified expense and then requires them to be classified, and reviews all job descriptions against requirements for village employees. He could start with the Village of Ravena clerk’s office, then move on to the building inspector, and finish up with the Ravena Health and Fitness Center and the Village of Ravena (kangaroo) Court. That should save at least nearly a cool million and how do you think that will affect your tax bill?

49 Other States, A National Website Question Deluca’s Hiring?

Gotcha, Ross!
Gotcha, Ross!

UPDATE: Some psychopath  recently started posting idiotic and off-topic rants using multiple pseudonyms on FireGeezer. (Our guess is that it was that lunatic Joan Ross, Bitter Bob’s partner-in-crime, in New Baltimore. She’s the only one we know of who is so vile and has so much time on her hands that she would waste it so stupidly. Bitter Bob’s still looking for a muzzle big enough to fit over her mouth.) To FireGeezer’s credit and keeping the integrity of the FireGeezer site, those crazy posts were summarily removed on the request of one of our reader/contributors. The assinine insanity of some people never seems to get a rest and they’re constantly being banned, exiled, embarassed, sued, etc. But they’re so damned stupid they never learn. Well, FireGeezer’s another site that they’re banned from posting on. Looks like Sibyll has to take her mental illness and her multiple personalities back to the Times Union blogs; that’s the only place she can post anymore. Another victory for us!

FireGeezer, a Website that Caters for the First Responder Community Worldwide, has taken interest in our article on the New York State Association of Fire Chief’s Faux Pas in Hiring Gerald “Dirty-Hands Jerry” Deluca to be their CEO!

It looks like our article “Share Our Shock: State Fire Chiefs’ Association Hires Dirty-Hands Jerry Deluca! may be going viral in the first-responder/firefighters community…NATIONWIDE! We’d like to thank FireGeezer for linking to our article, and we’d like to express our special thanks to the New York State Association of Fire Chiefs (NYSAFC) for providing us with this opportunity to make them look like a bunch of dingleberries for hiring Gerald “Dirty-Hands Jerry” Deluca to be their Executive Director and CEO!

The Deluca Scandal Has Been Picked Up by the First-Responder/Firefighters Media The Big Question is: How will the New York State Association of Fire Chiefs Save Face?

The Deluca Scandal Has Been Picked Up by the First-Responder/Firefighters Media
The Big Question is:
How will the New York State Association of Fire Chiefs Save Face?

Even as the Johnson Newspaper Group and the Ravena News Herald are desperately trying to continue the propaganda, to gloss over the sea changes that need to take place in Ravena-Coeymans, and paint happy faces on evil bloodsuckers, the whole world is reading this blog and taking an interest. Bill Schumm, a.k.a. FIREGEEZER, is a retired fire captain and co-author of the FireGeezer web site. Schumm, who claims 32 years of active firefighting service and who has responded to more than 30,000 emergency incidents, has been involved with the fire and rescue service in one form or another for 50 years. In the April 20 “Morning LIneup” on the FIREGEEZER website Bill reviews our article and writes:

“Can anybody in upstate New York tell us what is going on with the State Fire Chiefs Association?  According to a citizen’s political blog based in Albany, Smalbany, the association has hired an imposter/fabulist to be their Executive Director and CEO…The Smalbany guy obviously doesn’t like Deluca and if you’ll read the ENTIRE ESSAY HERE [FireGeezer provides a link to our article], you’ll get the same impression after viewing the lengthy charges of fraudulent activities against Deluca and his wife.  Firegeezer likes balanced reporting and I haven’t yet seen any rebuttal of these claims, and there certainly should be.

“We’ll see if anything develops from this and let you know what pops up. If any of our readers in the Empire State have anything to add or clarify on this, please email me and let me know.”

FireGeezer posts this picture of Dirty-Hands Jerry and asks the question:

WHO IS THIS MAN?

WHO IS THIS MAN?

This is a great development, because it shows that a specialty website like FIREGEEZER is following our reports and is disseminating the stories to their specialty field readers, the firefighter and first-responder community. Once the word gets out the firefighter and first-responder community through their own media, the New York State Association of Fire Chiefs is going to have to answer some pretty sticky questions to its members and their personnel. Like “What in hell were you thinking when you hired Deluca?!?” or “Didn’t you check any of his claims?

Maybe this is the chance we’ve been waiting for these two years and the chance that the Town of Coeymans and its Coeymanazi police department have been trying to avoid all these years. Maybe this is the beginning of the end for the Dirty-Hands Jerry and Bottle-Blond-Bimbo Cathy Deluca that the entire community has been hoping for.

BOTTLE BLONDZILLA
A Rare Species of Dwarf Blonde Hippo found only in Ravena-Coeymans

The Plot Thickens

We know that the Ravena Health and Fitness Center’s days are numbered now that the Bruno mob has been decimated; Cathy Deluca is just days away from getting evicted from her playpen, and when that happens, we’ll be on the scene to file the lawsuits to get her, Nancy Warner and John Bruno thoroughly investigated for their conspiracy and misuse of public office and more. The Village of Ravena is going to have to negotiate with a local resident in the coming week to try to defuse the federal lawsuits that are pending against the Village of Ravena and Cathy Deluca and the late Bruno administration for their violation of the resident’s protected rights, and for misdemeanor criminal charges against Deluca for falsely reporting an incident, conspiracy and obstruction of justice.

Meanwhile, the Town of Coeymans should be preparing itself for similar negotiations to avoid the filing of a federal lawsuit for their involvement in the Cathy Deluca case and Gerald “Dirty-Hands Jerry” Deluca’s role in several instances of conspiracy, abuse of public office, and obstruction of justice in several cases but most especially in the conspiracy with the Coeymans police department to can the investigation against his wife, Cathy Deluca, and her keepers in the Bruno-Warner run village of Ravena.

The long history of the Village of Ravena and the Town of Coeymans ignoring citizens’ complaints and the misconduct of its law enforcement and elected officials is obviously coming to an end with this increased visibility of their abuses and the publication of the criminal activity by this blog and other media following the articles that appear on this blog.

Needless to say, we were very pleased to see the specialist website, FIREGEEZER, republishing our article and drawing its readers’, the first-responder and firefighter community’s attention to this despicable situation. We’re also very pleased to note that FIREGEEZER also feels that there should be rebuttals of these reports by those concerned. So far, just silence, as usual and apparently the hope that the attention will fade. Obviously it’s not going to fade but only get brighter thanks to the interest shown by sites like FIREGEEZER and others.

Amid the scandals of Coeymans police officer Danielle Crosier, assigned to the RCS high-school as security officer, doing the high-school wrestling coach; Ravena judge Hal Warner stabbing fellow-judge police critic Phillip Crandall in the back; Ravena Judge Hal Warner and Ravena village trustee Nancy Warner’s daughter, Carmen Warner, getting suspended from Albany County D.A. Pudenda David Soares office for improper conduct and then local Ravena insider shyster Michael Biscone hiring her; Cathy Deluca’s involving both the Village of Ravena and the Town of Coeymans in potentially devastating lawsuits, in addition to her scandalous greed and conspiracy to profit from Ravena taxpayers, we now have Dirty-Hands Jerry Deluca getting extensive attention along with the New York State Association of Fire Chiefs. Somebody’s gotta write a book about this tiny nest of corruption and scandal we call Ravena-Coeymans!

The obvious fact is that either the Village of Ravena and the Town of Coeymans make serious efforts to distance themselves as much as possible from Dirty-Hands Jerry Deluca and BBB Cathy Deluca, Gregory Darlington and the Coeymans p.d., the likes of Tom Dolan and Nancy and Hal Warner or the Village of Ravena and the Town of Coeymans can answer for having to spend taxpayer dollars to defend their abuse of pubic office, obstruction of justice, and other criminal activities. The choice is now in the hands of Ravena and Coeymans elected officials, your village and town governments.

On fact also remains: Once the lawsuits are filed the Village of Ravena and the Town of Coeymans won’t have a choice what records to produce in response to subpoenas and demands for discovery, and the testimony will be under oath or compelled. Whatcha gonna do when they come for you?

Change is in the air: The End Times for the Coeymanazis is drawing nigh!

Pictures Tell the Real Story: Brown-Hyslop-Latter are So Stupid!

Are they Just Arrogant or Really Stupid?

That’s the question that keeps popping up as I drive through the district, keeping tabs on the Coeymanazis and the false Friends of RCS. Today, I drove around and took some pictures to share with our readers. These pictures speak volumes, truths that can’t be denied. They tell a story that Brown-Hyslop-Latter—I’m referring to them as if they are one single thingie, which is what they really are—would more likely want to keep under wraps but in their stupidity it’s out there for us all to see.

Truth Flanked by Lies! Truth is: Latter-Hyslop-Brown are ONE ITEM. Lie is: Latter Opposed the 2% levy and wanted the 3.5% levy!

Truth Flanked by Lies!
Truth is: Latter-Hyslop-Brown are ONE ITEM.
Lie is: Latter Opposed the 2% levy and wanted the 3.5% levy!
(This sign is on Rt 144, just before the port entrance.)

[If you are reading this article we urge you to view the April 23, 2013, BoE meeting video (view it at April 23, 2013, BoE). It’s a MUST SEE/MUST HEAR.]

This shot is precious because it illustrates the whole story behind the Latter-Hyslop-Brown troika (troika was a communist Russian term used to describe the 3-man death courts in Stalin’s Russia!). Here’s what this grouping of signs tells us:

First of all, James Latter voted against the budget and the lowest possible tax levy of 2%; Latter joined his teacher and teacher’s union friends who wanted to tax you more and impose a 3.5% levy. The bare-faced lie in this grouping of signs is the fact that now Latter and his friends are trying to take the credit for the budget and posing Vote YES signs along with their campaign signs, making the false impression that they supported the budget. They did not!

In fact Mr James Latter speaks out very aggressively during the April 23, 2013 budget meeting by saying:

“Please don’t be mistaken that the Superintendent [Dr McCartney] is the one pushing the 2% budget. Don’t hang the 2% on him [Dr McCartney].” (James Latter, April 23 BoE)

Perhaps Mr Latter can explain his turnaround on this issue. First he speaks very negatively about the 2% but now he, Latter, and Hyslop and Brown are literally surrounding their campaign signs with Vote YES! on the 2% budget. What’s the real story, Mr Latter? We’d also like to ask how your behavior and attitude when addressing the board was in any way “respectful” (Remember? “Respect and Integrity”? or did you come up with the campaign slogan after April 23rd?).

It was RCS Board of Education president John Vadney and his team of business owners and parents who kept this district on track and approved Dr Alan R. McCartney’s proposed budget that kept the levy low! Yes, readers, James Latter, Alice Whalen, Howard Engel, Edward Reville were locked in with union rep Matt Miller and the teachers union, NYSUT, and ready to impose a 3.5% or more on local taxpayers. Vadney, Robbins, Sylvester, Krzykowski, and Lukens stopped them in their tracks! (It’s all on tape, just go to RCS BoE Meetings).

If you’re interested in our article exposing the lies and fear tactics used by the teachers clique (Latter, Whalen, Engel, Reville, [ with Matt-the-Mutt Miller and the teachers union instigating, Cathy and Dirty-Hands Jerry Deluca conniving]) on the board of education, visit our article The Campaign Stupidity is Gearing Up.

That bunch of phoneys were handing the community a pack of lies, telling people programs and services would be cut when in reality they knew they were being kept in the budget!

Here’s an example: At the April 16, 2013, BoE meeting (view it at April 16 BoE) James Latter (starting at minute 9:00) questions Dr Alan McCartney about the budget (Latter can’t seem to compose a complete sentence so we don’t know exactly what his question was). But Dr Alan McCartney promptly embarrasses Latter by telling him he has a memo in front of him (which Latter acknowledges) that contains the answers to all of Latter’s questions. Why didn’t Latter read the memo?

We recommend you vote YES! on the budget but not because James Latter and the teachers clique had anything to do with keeping the levy low. They didn’t but the phoneys are now trying to take credit for it. It was John Vadney, Judy Sylvester, Mike Robbins, Rodney Krzykowski, and Jeff Lukens who protected the community’s interests, and Dr Alan R. McCartney who made it all come together and work!

Don’t forget it was the teachers, Matt Miller, and the Delucas who fought like hell to keep Dr McCartney out of this district. They knew he’d be no-nonsense and take no bullshit. He’s proved that many times already. And McCartney’s keeping his promise to pull this district out of the dumps.

Lest you all forget, it was the teachers clique and ex-teacher Elizabeth Smith (she jumped ship on short notice) who stuck it to the community with a 6.8% tax levy last year and actually overtaxed the community to the tune of $1.6 million. (Again, check out our article The Campaign Stupidity is Gearing Up, for the details.)

But the Latter-Hyslop-Brown Signs Tell an Even Uglier Story.

OR

Latter-Hyslop-Brown Campaign Sign outside 41 Main St, Ravena

These signs tell it like it really is: Latter-Hyslop-Brown are trying to deceive the voting public into thinking that they are a set, that you need to vote for all three. That’s a very dirty tactic to get some voters to vote this clique in, giving them three seats on the board. If that happens, the teachers will have a majority! Kiss your property and home value good-bye!

The sign also tells us that James Latter, Jason Hyslop and Patrick Brown are attached at the hip. They are indeed one item when it comes to voting on the issues. They’re broadcasting this fact by putting all three names on the same sign! Vote for any of these scoundrels and you’re cooked. The teachers clique is a local death squad from the teachers union, NYSUT. Anything that benefits the teachers or their union will be a done deal. You might as well have a one-member BoE because they’ll all vote together. We’ve see it in the past.

Exclusive Club: Friends of RCS Support Latter-Hyslop-Brown

Exclusive Club: Friends of RCS
Support Latter-Hyslop-Brown

Latter-Hyslop-Brown have the support of a local private club (if it really exists) calling itself the Friends of RCS. The Friends of RCS clique sent out selective e-mails to their “friends” to come to a rally in Hendrik Hudson park on Saturday, April 27. Latter, Hyslop and Brown were there but none of the other candidates. Mary Partidge-Brown sent the emails only to select families. Mary Partridge-Brown is the  woman who is usually sitting on Matt Miller’s (the NYSUT union rep) lap at board of education meetings; she’s also the wife of candidate Patrict Brown. There’s also a very close connection with Dirty-Hands Jerry Deluca and his mob. If that’s the way they treat the community before the elections, what can you expect if they get in? Be afraid, be very afraid!

Best Description of James Latter

Best Description of James Latter

Now here’s the biggest joke: Latter-Hyslop-Brown are running on the slogan: “Restore Respect and Integrity to the RCS Board of Education.” “Respect and Integrity” sounds awfully odd coming from the likes of James Latter with his history on the board marked with accusations of misconduct by parents (for example a violation of the FERPA law on student and parent confidentiality), his outbursts and stupid remarks at board meetings, and the list could go on (just search Latter on this blog). He should have been canned long ago but he has the balls to run again. The man has no dignity!

Jason Hyslop.  This guy works for the Saudi-Arabian company Sabic (as does James Latter). You know, Saudi-Arabia, human rights violations, Osama bin Laden, the bin Laden family. Yup, the Saudis are in Feura Bush and have a representative on the RCS CSD board of education, James Latter, and another one is seeking election, Jason Hyslop. [Editor’s Note: Please do not misunderstand. We are not saying that Sabic is a terrorist cell nor are we saying the because Latter and Hyslop work for the Saudis, that they are involved with anything ugly. But we always look at who you hang out with.]

Now, from what we’ve heard about Hyslop he’s really sorta blah. He does some volunteering at one of the schools. Not a bad guy. The problem is he’s keeping the wrong company and that marks him as an undesirable. We have some concerns about his intelligence level, too. How smart can he be if he’s associated with James Latter and Patrick Brown? About as dumb as dirt, we’d say. At least he could have distanced himself from the Coeymanazis and the teacher’s clique by keeping his name on separate signs. But NO! He’s made a clear statement of who he’s with and what he represents. That’s finished him as far as we’re concerned. He’s just a puppet.

Patrick Brown. We’ve dedicated two whole pages to this hypocrite. You can read what we have to say about him at Peter E. Brown, Candidate? The Ugly Truth Is…. We don’t trust this character as far as we could throw him. First of all, he’s an attorney and lawyers aren’t really known for “respect” or “integrity” nor for their “loyalty”—unless its to the highest bidder—nor for their “honesty.” He represents big business and unions. He’s been an advisor to the Cuomos, you know, the mafiosi in the Governor’s mansion, the ones who are stealing your constitutional rights, giving the state of New York away to big business. Yup! Thanks to shysters like Patrick Brown. Do you really think this shyster is going to give a shyster shite about what you think? Do you really think this shyster shite has any idea of who you are or what your problems are? Hell NO! Do you want this character on the RCS CSD board of education? HELL NO!

On the other hand…

We have John Vadney, current president of the RCS BoE, who has served this community well for several terms. Honest, hardworking, respectful, stands up for what’s right. A leader, working man, dedicated parent, and full of community spirit. You’d know this if you ever saw him in action on the board. John Vadney doesn’t need us to point out his competence, his interest in this community, and his leadership skills. You experience them at every board of education meeting. He’s even received awards and recognition for his service from the State Association of School Boards—his record speaks for itself. We need John Vadney and people like him.

Here’s an example: At the April 23, 2013, BoE budget meeting (view it at April 23 BoE Budget) the teachers clique goes on and on about not liking the 2% tax levy. Howard Engel goes on about substantial reductions” in programs, etc. None of it is true and not a word of it would indicate that Engel, Latter, Whalen or Reville, the teachers clique had reviewed anything about the budget.

Enter John Vadney, well prepared as usual, who promptly reads off the programs, services and provisions which were kept in the 2013-14 2% tax levy budget. Almost to the word rebutting the teachers clique, rebuking them for their misinformation, and putting the parents and public at ease with the truth. Bravo John Vadney!

John Vadney represents the value of preparation and preparedness, honesty and integrity, respect and dignity, but most of all he represents competent leadership on the RCS CSD Board of Education. Teamed with Dr Alan McCartney, Judy Sylvester, Mike Robbins, Jeff Lukens, Rodney Krzykowski, and add Laszlo Polyak to the mix, and the sky’s the limit!

We have Judy Sylvester, an honest resident member of the board. She’s down-to-earth, smart and a good listener. Judy is quiet because she’s listening and processing, not running at the mouth. When she finally does say something, it’s good for us all. Judy Sylvester brings a woman’s perspective to the board. (You must have noticed that the Friends of RCS are running only men; do think they’re telling something about their attitudes towards women?). We need to keep what’s good on the board and dump the rest. That’s why we need Judy Sylvester.

And of course, there’s the “happy Hungarian”, our very own Laszlo Polyak. Laszlo Polyak probably attends more board of education meetings than the teacher’s clique. He knows what’s going on in the community. He has very good contacts in government, too. But most importantly, Laszlo is a very caring, intelligent, sensitive, and fair man. Laszlo, in one word is: good. and he’ll be good for you, for me, for the community but most of all, if you’ve every heard him speak (and he speaks at every board of education meeting), he is truly concerned for the welfare of the students. Period!

Laszlo Polyak is an outspoken defender of security in our schools and quality education for the students, he is courageous, focused, and he knows this community better than anyone we can name. That’s what we need more of on the RCS BoE. Replace the jackasses with someone effective, Laslo Polyak.

Look around you. You won’t see Vadney-Sylvester-Polyak but you will see their signs, the Vadney signs, the Sylvester signs and the Polyak signs. They’re independent, individuals who take a stand based on facts not politics. They don’t need the herd to tell them what to vote. They listen to parents, residents and taxpayers, and to their consciences, not to special interests and teachers union reps. Vadney, Sylvester and Polyak work for the community, not for NYSUT!

One final comment: The teachers clique (Ms Whalen, Mr Engel) on the RCS BoE seem to want to expand the Spanish language programs. We say: “Teach ENGLISH!” We don’t need to have several Spanish language programs while students can’t put a complete sentence together (like Mr Latter) in English. Let’s just get our priorities straight!
