  • The voters in the RCS Central School District approved a school budget of more than $42 million and it’s still failing

  • The RCS Central School District Interim Superintendent of Schools, Mr Alan McCartney, has been accused of plagiarizing all or part of his commencement speech given at the recent RCS graduation ceremonies, and he has offered no defense, explanation or apology

  • The RCS Central School District Board of Education is bought and paid for, wholly owned now by the teachers union, New York State United Teachers, NYSUT, and taxpayers have lost all input in the operation of the schools.

In Ravena Coeymans there’s not a single village idiot; they’re all village idiots!

And still, again, something new comes up that convinces you that there’s just no end to the stupidity, the bare-faced craziness in this community. Small wonder that it’s hemorrhaging residents and businesses. Small wonder it’s the laughing stock of the entire region! If it isn’t creating special village fitness clubs for its political friends and handing them fitness centers together with salaries and benefits, if the judges aren’t violating the United States Constitution, if the Coeymans police department isn’t harassing, retaliating, intimidating residents and violating their civil rights, and if the village and town boards aren’t poisoning the air we breathe or the water we drink while playing Russian roulette with our lives and property, they find some stupidity to keep us on our toes. In Ravena-Coeymans there’s not a single village idiot; they’re all village idiots! But you’d think that RCS residents would smarten up!

Not Gonna Happen! Instead, residents just roll their eyes, shake their heads, and sometimes even show enough interest to shake their fists in the dusty Coeymans aire, when they read what we have to say and the facts we uncover. Truth hurts only when it ought to. Well here’s another one for you; read and weep:

On Monday, July 14, 2014, while driving along Route 9W we noticed a very large sign posted at the intersection of Rt 143 and Rt 9W in Ravena, probably the busiest intersection in the entire area. The sign is right in front of the now empty Crossroads garage, across from the RiteAid plaza. Now you know the sign is in a very, very visible position and can be easily seen by countless commuters, visitors, tradespersons, students, parents, etc. traveling both South and North on 9w and East and West on Rt 143. The sign is announcing a Brooks Bar-B-Q event and is embarrassing:

Hasn”t anyone seen this sign? Hasn’t anyone said anything to the people posting it? Where is the Ravena Village Board, the Coeymans Town Board, ANYONE? Where are the teachers, the board of education members on this one? Where are the parents? Don’t the students even notice? Maybe that’s why this RCS district is such a failure! Plenty of money to throw at the schools, plenty of corruption to fill the seats of the board of education, plenty of money to pay a superintendent to plagiarise a commencement speech but not a peep when the Ravena Grange “sponcers” Brooks Bar-B-Q. Let’s just hope they don’t “sponcer” a spelling bee any time soon! And who is the illiterate bumpkin at the Ravena Grange Hall who posted the announcement?

The fact that the sign is even there, still there and has been there for all to see proves one thing: You’re all ignorant and brain-dead, and you want the entire world to know it! You should be mortified that no-one until now has come forward to demand that the sign be corrected or removed!

Enjoy your Brooks Bar-B-Q. Or maybe you should invest what you’d spend on toxic food on a cheap dictionary. But then the Brooks Bar-B-Q fundraiser might be to raise funds to teach standard English spelling in RCS schools. Perhaps we’ve been too hasty?

In Part One I didn’t mention any names or the RCS CSD (as the RCS school budget controversy came around and continues to waste money but that’s a novel in itself). I had only one issue: “bullying” and I stayed with the bullying issue.

The editing of Part I by Smalbany blog staff is a part of life. I stay with numbers not personalities. I’m not sure what “wingnuts” means, I don’t do “drumstick bolts”, “dirty-feet cops “, dumb-dumb police chiefs, poop-poop police, or towel-painted-blond–fitness-tubby, etc. True, the pictures do help with the boring bean counting budget reading. I also didn’t state the village court must go. I would have to look at many facts and factors then say it’s got to go.

In Part II, however, I will mention names as they relate to the budget and which are of public record, so you can address, seek or ask your own questions of department heads or the individuals themselves, and you can draw your own conclusions. Actually, only two sitting members of the Ravena Village counsel are actually responsible for the 2014–15 budget, Nancy Warner and Bill Bailey, but their political lives are nearing an end, too. As in that cop TV show, Dragnet, Sergeant Joe Friday wants just the financial facts ma’am! The financial facts! Dull and dry but color may or not be, but usually is, added by the Smalbany editors.

Some commenter’s and the editors have asked for a comparison between the village of Ravena, town of Coeymans and / or New Baltimore. It’s like comparing apples to oranges; it’s not easy to do because there are different mandates that apply to towns and villages; towns have far more responsibilities than villages do, so most bookkeepers/CPA/auditors whether local, state or federal will tell you that you really can’t compare them. Maybe you could compare office by office, or you might compare building departments or the clerk’s offices, such as a comparison of the town of Coeymans clerk’s office vs the Village of Ravena clerk’s office. However when 1500 folks move out, we do need to consolidate services. Plenty of little Indian chiefs but not enough Indians in our town (A grand total of 7300 folks combined in town of Coeymans, including the Village of Ravena!) The town clerk is elected but the village clerk is appointed. The town clerk has ten times more work than the village clerk. The town clerk is responsible for added mandates such as marriage, hunting, fishing, dog, licenses, recording deaths, overseeing cemeteries, collecting taxes and fees from all other departments (except for the court fees /fines), sending out tax, water, sewer bills, recording town, zoning, planning, special and regular meetings, public notices, F.O.I.L. requests, certificates of residences, stamp into the record notices of claims and letters to other departments even copies of the budgets and all history requests, etc.

The town clerk also oversees elections every year and certifies election results for registered voters. And the town clerk is the registrar of vital statistics and does the town banking, too. Let’s not forget she handing out free Arby meal cards, too, when Coeymans was Reubenville! The town clerk does all of this on a $41,000.00 year salary with staff salaries of $64,000; that’s one full time clerk and 2 part time helpers. Under the New York law, the general municipality law as relates to villages, there are two distinct offices or positions: a village clerk and village treasurer. Under mayor John T. Bruno Ravena bizarrely combined both separate positions into one clerk-treasurer, and then added a deputy clerk-treasurer position. Nancy Warner needed control over everything and her friends needed jobs, too. All other villages have a clerk and a treasurer with clear responsibilities separate from each other, as spelled out in village law.

However, when we the compare the village office to the town, the village clerks’ responsibilities don’t include marriage, hunting, fishing dog licensing or death certificates;-they only record village meeting minutes, they don’t record planning or zoning minutes. The village of Ravena administers to at most 3,000 residents instead of 7,300, which are the responsibility of the Coeymans town clerk; The village clerk also collects village taxes. I think they collect water and sewer rents too? It’s not clear if they collect water/sewer rents. They do F.O.I.L. (New York State Freedom of Information) requests. They issue pool passes.

The Village of Ravena’s Clerk/Treasurer gets $29,500 according to acct # 1325.14 and the Deputy Clerk-Treasurer gets $ 39,955.76. According to acct# 1325.15 (The superior apparently gets paid less than the subordinate so there must be something going on behind the scenes!). The part time Ravena clerk-treasurer is paid $12,360.00. and here’s where it gets really tricky: There is an “outside service” budget line item # 1325.48 showing $9,500.00; is that a “bonus” for an employee or is it another person? There is another budget line item for “payroll contractual expense” acct # 1325.43, it went from zero for the year 2012/2013 to $6000.00 in 2013/2014. Is that “training” or another person, or is it another phantom employee? In acct #1325.47 “conferences” another $2,500.00 what’s that for?

The total spent on the salaries varied from $81,855.76 to $100,000.76 for doing about one third the work of the town of Coeymans clerks. Why is the payroll for the Ravena village clerk more than that of the Coeymans town clerk who does 3 – times the work and does it for more than twice the number of residents?

An auditor’s job can be so dull with so many colorful questions. So you can see it’s hard to compare until you review the actual bills, vouchers, and actual records (if any are kept). Trustee Nancy Biscone – Warner, the former deputy clerk-treasurer for about 25 years is on the committees to over-see the village offices (clerks), the police (Dirty – Hands Jerry Deluca), the fitness center (Cathy Deluca), the central garage and the streets. Perhaps she can answer some of the questions to clear up the salaries and expenses for these offices and accounts.

According to official village paperwork, postage account #1325.41 in 2012/2013 was $3,500; in 2013/2014 it was $3,199.00; in 2013/2014 it was $7,100.00 then $8,000.00 in 2014/2015. Postage more than doubled between 2012 and 2014. But in that period, more folks moved out of the village and town. Why the doubling of the postage? Was someone running the political campaigns from the village of Ravena offices?

Let’s take a real look at one of the departments phone bills, the Ravena Building Department in the budget is known as Public Safety, acct #’s 3620.11 through 3620.49. Its telephone budget is $1,500.00, that could be real after all our village of Ravena is booming….take a stroll down Main Street or 9W. We are building senior housing left and right. The numbers of family homes are going up all over too. Never mind businesses going into the store fronts. Sorry! I was only trying to be funny. Sure, the deterioration of the Bruno – Warner ghost town does requir the building inspector to be at 10 places at once to inspect all this activity of the economic boom in Ravena (hint: sarcasm). With 500 telephone messages to return too! (Only kidding we are the regional ghost town at this time, while Bethlehem assessors refer to the RCS school district as a “failure.”)

Even with the latest population loss of 500 folks in the village it is not easy to see how the phone bill went from $989.52 in 2012 (actual) to $1,500 in 2014-15 (budget).

Now, looking at employee employment I will walk you through this, it may be bizarre but it is their record. First you have budget line item # 3620.11 where the part time clerk goes from $6,960.49 (actual in 2012-13), and then in 2013-14 jumps to $20,000, and then in 2013-14 to $21,600 part time. Look at line item # 3620.12 “assistant building inspector (part time)” Santa $10,300.00 (Yeah! Santa Claus is generous to himself!). Then it really gets weird the Building Inspector budget line item # 3620.13, Joe Burns gets $27,254.16 then in the back pages of the budget you see Joe Burns gets $54,508.32/year, the other (27,254.16 comes from building-Mountain Rd. acct 1623.12 custodians or hourly employee 27,254.16) but when look at that account the budget is 33,990.00 or 30,900.00 are you confused yet? But when you add the 2 accts in “Mountain Rd accts”, together 1623.12 and 1623.15 you get $64,890.00 for the cleaning of the building/maintaince. Our question is this: Is Joe Burns the janitor too?

Now, let’s go back to so – called building inspector budget line item # 3620.15. This is still another hourly employee at $8, 755, for what? What do they do? Filing all those new building permits, blueprints? Then we have motor vehicle that’s $1,000 a year but no gas expense. We see them driving all around the village all day long all the time! They must run on air? Where are the figures for vehicle fuel expenses? The outside service for budget line item # 3620.48, is $ 6,024 .44 (actual) for whom or what is that expense? What’s it for, financial braniacs? Then we have “unclassified expenses”? Are “unclassifieds” really legal? For the year 2012 – 13 we had an expenditure of $78,049.73 (actual). Is that the cost of taking down the building on the corner of Main St and Orchard Ave.? Remember DEC got involved in that fiasco because the oil tank wasn’t removed first, causing an oil spill in the basement all in front of Nancy Warner’s property! Now there’s an example of Warner’s performance as trustee in charge of buildings and streets! And where was the building inspector in all this? Contact the DEC to find out the fine amount for that one, and then you might find the fine amount under one of the many unclassified expenses. Pretty clever move that one! Hiding the fines for incompetence under the “unclassifieds” in the budget. What’s worse still, is that they include the fines for incompetence in proposed budgeting! I never heard of “UN – ” classified expenses. Any bill received by a municipality (Ravena seems to be the exception) goes into a specific account or you create an expense account for it.

Let’s go back to Mountain Rd. where we find an unclassified expense of actual $41,407.93 is that the hidden cost of taking down the building at Main Street and Orchard Ave.? The outside services 2012 – 13 budget line item # 1623.48 for $ 14,735.67 (actual amount), was that to cover up the cost to the removal of the building too? What are they hiding at $18,000 for 2014-15? An expense before there’s a classification for it, like putting the cart before the horse?

The zoning and planning attorney gets $6,300 for the planning board and $6,300 for zoning board each, totaling $12,600.00. To be fair the building department under budget line item # 2555 brings apparently brings revenue into the village of Ravena to the tune of $1,852 in 2012-13 in building permits. Wow! Now we’re talking some real money! Almost $2,000 in revenues. Don’t get too excited. Just do the math.

The Public works administration, village foreman salary for Fritz, who drove around Ravena all day long for over $60,000.00 a year (see budget line item # 1490.11), now it’s Henry’s position so he gets to drive around for $60,000.

It seems the more folks move out of Ravena the more the village hires and pays for overtime but that’s another story. I hope the new mayor demands written competitive proposals for goods and services provided from outside sources to the village, requires justification in advance from his department heads on weekly basis for any overtime, insists on a description and justification for any unclassified expense and then requires them to be classified, and reviews all job descriptions against requirements for village employees. He could start with the Village of Ravena clerk’s office, then move on to the building inspector, and finish up with the Ravena Health and Fitness Center and the Village of Ravena (kangaroo) Court. That should save at least nearly a cool million and how do you think that will affect your tax bill?

NYS Comptroller’s Audit Slams Coeymans Board for Financial Mismanagement; Ravena Doesn’t Pay its Sewer Bill

The New York State Comptroller’s Office Released its Findings Today on its Audit of the Town of Coeymans Financial Recordkeeping and Cash Disbursements

Village of Ravena Cited for Causing Enormous Revenue Shortfall and Capital Expenditures in Coeymans

While the Comptrollers auditors cite a number of discrepancies in the town of Coeymans’ financial recordkeeping and checkwriting practices, it specifically cites the village of Ravena’s failure to pay its fair share of sewer billings because of Ravena’s “over the Town’s cost allocation method and costs incurred for sewer-related capital projects.” This forced the town of Coeymans to dig into the town general fund to compensate, which caused a cascade of problems.

According to the Comptroller’s report:

As noted in our prior audit report,1 the sewer district fund ended 2009 with a fund deficit of about $590,000 as a result of a shortfall in operating revenues. This shortfall was caused by the non-payment of sewer charges from the Village of Ravena (Village) resulting from a dispute over the Town’s cost allocation method and costs incurred for sewer-related capital projects that should have been accounted for in the capital project fund, rather than the sewer district fund. As a result, Town officials made substantial interfund advances to the sewer district fund from the part-town general fund to finance the revenue shortfall and capital expenditures. (Report, p. 7)

The sewer district fund’s liability originated in the years prior to our audit period. The sewer district fund’s finances were severely impacted in 2009 due to a substantial shortfall in operating revenues because of the dispute with the Village over the Town’s cost allocation method and costs incurred for sewer-related capital projects (previously discussed). (Report, p. 9)

The report goes on to say that the town of Coeymans did not accurately report the actual condition of the sewer district fund with serious consequences:

Although the financial condition of the sewer district fund has been improving and is better than originally reported, the failure to accurately report this information increases the risk that the Supervisor and Board will not be able to effectively evaluate and manage the Town’s financial activities. (Report, p. 9) [our emphasis]

The town of Coeymans’ financial reports do not correctly report the real financial condition of the sewer district fund. Coeymans 2011 annual financial report reported an unrestricted fund balance deficit of $230,368 in the sewer district fund. This balance was incorrect because there were costs incurred for other capital projects that were incorrectly accounted for in the sewer district fund instead of the capital projects fund and the sewer district fund included an interfund loan to the capital projects fund that was, in effect, uncollectible because that project had been closed. If the necessary adjustments were made to the accounting records, The Town would have reported a positive fund balance of $451 in the sewer district fund instead of the negative $230,000. According to the Comptroller’s report:

General Municipal Law states that moneys advanced between funds are to be repaid as soon as the funds become available, but in no event later than the close of the fiscal year in which the advance was made. While the use of an interfund advance is a permissible form of short – term borrowing to meet current cash flow needs, it is not intended to be used as a long-term approach for providing financial resources. (Repport, p. 9)

This situation highlights why it is important to maintain accurate and complete financial reports so that the Board can determine the financial condition of a fund at any point in time. Without accurate financial information, the Board cannot effectively evaluate and manage the Town’s financial activities. (Report, p. 10)

The Comptroller’s auditors also found serious problems in the town of Coeymans payroll practices, lack of supervision of the payroll clerk’s operations, and failure to secure the towns check stock! Here’s what the auditors write:

An important component of any internal control system is proper segregation of duties over cash disbursements, which ensures that no one person controls all phases of a transaction. Concentrating key duties (such as authorization, recordkeeping, and custody of assets) with one individual with little or no management oversight through increased supervision significantly increases the risk that errors or irregularities could occur and go undetected. (Report, page 12)

That’s what the auditor’s found happening in Coeymans: one person has control over everything — just like in the village of Ravena and the town New Baltimore — which “significantly increases the risk that errors or irregularities could occur and go undetected.” Sounds like common sense, doesn’t it? Well, maybe someone should ask Mr Thomas Boehm, Mr Thomas Dolan, Mr Peter Masti, Ms Dawn Rogers why commons sense is in such short supply on the Coeymans town board? Didn’t the residents of the town of Coeymans elect the Gang-of-Four to keep an eye on things like this? Instead, they go ahead and cooperate with the village of Ravena on Ravena mayor John Bruno’s Make-Us-A-Ghost-Town Project or to rename the town Reubenville! Dumb as a box of rocks!

Actually, from where we’re sitting it looks like the only “significant irregularities” that have happened have happened in the voting booths: somehow Tom Boehm, Tom Dolan, Peter Masti, and Dawn Rogers got elected. Same “significant irregularities” happened in the village of Ravena when mummy-mayor John Bruno, the wicked witch-on-a-stick, Nancy Warner, and the Ravena Flying Monkeys, William “Bill” Bailey (a.k.a. “Ravena Mumbles”), Martin “Marty” Case (a.k.a. the “Tipsy Teacher”), and Rocco Persico (a.k.a. the “Shrinking Shrink”)  got elected! And don’t sit there sniggering, New Baltimore, you’ve shot yourselves in the foot with your painted piglet Susan O’Rorke and Chris Norris (Didn’t he get early retirement for mental problems? Says it was because of 911 but the record allegedly shows he was on vacation when 911 occurred!). But more on New Baltimore later. Much more!

The Town’s payroll-related costs total almost $3.2 million per year. Therefore, it is essential that management design and implement effective controls over the payroll process comprising well-developed practices and procedures, adequate managerial oversight, and proper segregation of duties. (Report, p. 12)

There is an inadequate segregation of duties because of the payroll clerk’s over-involvement in the payroll process…As a result, there is an increased chance that errors or irregularities could occur and not be detected and corrected in a timely fashion. (Report p. 12 – 13)

In plainlanguage this means that the poor recordkeeping and lack of supervision of Town of Coeymans financial activties can’t detect who’s thieving or where. This same lack of recordkeeping and lack of supervision by the town of Coeymans town board is what we’ve been writing about with regard to the Coeymans police department and so-called chief Gregory Darlington. With almost every step the town of Coeymans town board members have tripped over their own feet and have failed the people of this town. (It seems the only two people in Coeymans town hall with any sense of duty or common sense are Diane Millious, the town clerk, and town supervisor, Stephen Flach, but they’re outnumbered at least 3-1 by the rocks-in-a-box, Boehm, Dolan, Masti, Rogers, and Darlington and his thugs!)

One problem common to both the town of Coeymans and the town of New Baltimore is a legal-lesion known as a David Wukitsch, who acts as town attorney for both towns. Wukitsch is about as useful as a one legged man at an ass-kicking contest or pants on a hooker! Wukitsch’s legal advice has caused both towns more legal problems than it has prevented. We’re preparing an article on the town of New Baltimore and some of the craziness that Susan O’Rorke and her flying monkeys have cooked up, and David Wukitsch is right there to provide the worst legal advice available, second only to David Soares’ legal ignorance.

So, there you have it. The New York State Comptroller’s auditors confirm what we all knew in our deepest places what is true: We’ve elected a bunch of rocks to oversee taxpayer dollars, and that box of rocks can’t even put common-sense safeguards in place to ensure that you’re either not robbed blind — which is the case in the village of Ravena and very likely the case in the town of New Baltimore as it now stands — and the vile, hateful bunch of incompetents on the Village of Ravena board want to ship their shit to Coeymans and then default on the bill. Problem is, the town of Coeymans can’t even do the simple math or keep their beans in the proper boxes so Coeymans residents don’t have a clue how much or how little or where it is!

Speaking of jerk-off champs, we just can’t wait to start our new season of jerk-off champs with their rookies Peter Brown and Jason Hyslop as they join their corrupt special interest veteran jerk-off champs board president and scoff-rules James Latter with witch-on-a-stick teacher-union-voodoo doll Alice Whalen, teachers and teacher partners Edward “Teddy” Reville and Howard Engel as they bully their way through the budget giving it away to their cronies. Let’s watch as Jim Latter gets his wife a principal’s position…that’s been in the making for a couple of years now.

And as for the Ravena village jerk-off champs, Martin “Marty” Case (also a teacher, part-time real estate salesman) and William “Bill” Bailey, who apparently intend to run for Coeymans town offices in an attempt to spread the infection of corruption and economic disaster to the entire town of Coeymans, while the Coeymans Police department infiltrates its ranks with friends and relatives of DoDo cop Gregory “Garbage Guy” Darlington and his confidential secretary Dawn LaMountain. We also hear that a Darlington-darling, a special friend of Darlington’s, has been hand-picked by loser Tom Dolan as the democrat candidate for Coeymans town clerk. Get ready for Ravena-style corruption and special favors galore if that bunch gets in.

Has anyone wondered why taxpaying residents of the village of Ravena–after shelling out more than $40,000 for used fitness equipment and another more than $105,000 of taxpayer money being allocated to fund the Ravena Health and Fitness Center have to pay to use the facilities they’re already paying for? Do you know of any other health club where you get to pay TWICE to use the facilities? Only in Ravena and under the management of mummy-mayor John “Black Mambo” Bruno’s gals, Nancy Warner and Cathy Deluca! Why don’t Ravena taxpayers ask this question?

Cathy Deluca has gotten the entire village of Ravena into hot water again, as we’ve already reported. First Notice of Claim against the village of Ravena came when she abused a potential member and told him he was unwelcome. Bad move bad-mouth-Cathy! That’s getting the village sued. Not enough? Well she also had the balls to then make a complaint with her friends in the Coeymans Police Department telling a heap of lies and getting them to investigate her lies on your dimes (ask Coeymans Police Officer Jason Albert about this when you see him.) That got another, a second Notice of Claim filed against the village of Ravena and Deluca, this time for criminally falsely reporting an incident and conspiracy with Deluca and her little minion Claude A. Wheeles conspiring to provide the false information to the Coeymans Police. As usual, the investigations got screwed up or fixed but that’s not the end to it. The 50h hearings are scheduled for August 15, 2013, when the village’s lawyer will try to “establish the facts” ín an asinine attempt to save the village’s ass and Cathy Deluca’s, too, in a pre-lawsuit hearing. Andrew S. Holland of the Albany law firm of Napierski, Vandenburgh, Napierski and O’Connor, has been assigned the case by the Village of Ravena’s insurance company. Let the fireworks begin!!!

Speaking of botched up investigations: Anyone hear about the screwed up drug raid at Oakbrook Manor last week staged by the Coeymans Police Department on the wrong apartment. Seems Gregory Darlington, Ryan Johnson and Kerry Thompsonput the three of them together and you can’t put a complete brain together for them to share—can’t seem to read the black letters in the warrant to distinguish between an “F” and a “K”.  And were you wondering where Psycho-cop Ryan Johnson disappeared to? He’s now misleadingly flashing a business card around that gives the incorrect impression he’s a federal drug enforcement agent. He’s not. He’s only on a task force…obviously a task force that doesn’t require its members to be able to recite the alphabet. (By the way, we have received reports that although the drug raid did find some evidence, it’s likely the raid may come to nothing but a lawsuit but it’s likely the evidence will be tossed because of the botched up raid.) Nice going Darlington, Ryan, Thompson! Just what we’ve learned to expect from you!

This just in: “Black Mamba” mayor John Bruno’s hand-picked appointee, front-office lackey Annette Demitraszek, who sidelined Kris Bernacky as Ravena village clerk/treasurer is playing stupid games while attempting to avoid responding to New York State Freedom of Information requests. She first started her idiotic games by taking incredible amounts of time to respond to FOIL demands; then she tries to tell the requestor that the issues are very complex will require a great deal of time to process. Then she tries to use exceptions and exclusions to avoid producing but can’t tell you what exlcusions she’s talking about. Then it’s the “village policy” that documents responding to a FOIL will be provided only to the requestor (that one’s unique to Ravena). After trying everything she can to make it as difficult as possible to get production out of the village of Ravena, the latest one is “you haven’t picked up the stuff that’s been waiting so now you have to pay up front before we process any pending or future requests.” How stupid does it get? How can Demitraszek tell in advance what a request is going to cost before processing the request? Has the village of Ravena gone completely senile? Is dementia contagious now? We’ve known for years that the Ravena water supply is tainted but are the effects just now showing? Or is the effects of the heavy metal pollution from the Lafarge plant that we’re witnessing?  We all know that mayor John “Black Mamba” Bruno would never appoint someone “smarter” than he is to any position in the village government but really, how has he found someone more demented than he is? This is really getting scary!

It seems that the apparently permanent fixture at the Committee on Open Government, Robert J. Freeman, is a bit senile himself. He seems to be falling for the stories Demitraszek is feeding him and is so stupid he swallows it all and gives “opinions” over the phone. Then those crackpots in Ravena town hall puke it back up putting their own spin on it. Either Freeman’s corrupt or just plain stupid to be falling for their crapola.  We have been informed that this will likely become another lawsuit against the Village of Ravena. How long will their insurance company keep sending them attorneys? How much longer are Ravena taxpayers going to put up with this?

The small minds of the Coeymans town board fell victim to the petty rewards of the Arby’s marketing plan to rename some idiotic community Reubenville for the month of March. The Coeymans town board offered to do just that in order to get 5000 coupons for free sandwiches. The hitch: You had to live in a community stupid and petty enough to rename itself by proclamation, Reubenville. Then, once you got your prize, you’d have to spend about $10 to get a $3 sandwich. That’s the best example of Coeymans economics we can come up with.

By the time you travel to Colonie and back—you’d have to drive to Wolf Road in Colonie to get your sandwich, about an hour traveling 45 miles round-trip—you’ve worked up an appetite again!

So, Coeymans town board member Thomas Boehm (Pronounced: Bum) handed out fewer than 100 of the 5000 sandwich cards to about 35 of the 7,300+ Coeymans residents who showed up to claim their prize. That was a surprisingly optimistic showing for Coeymans, where depression reigns supreme. Wonder why?

Our guess is that most residents with any self-respect were embarassed to show up to profit from the board’s degrading misuse of public official time. But of course, right there for the free handouts were plenty of public officials, including [unconfirmed!] village justice Harold “Hal” Warner and Ravena village board member [unconfirmed!]William “Bill” Bailey. An unconfirmed report informs us that Coeymans town justice, George Dardiani, absconded with a handful of 8 coupons, a redeemable value of about $48 in merchandise! In addition, Linda Tammy Eissing, Coeymans town court clerk, allegedly walked off with 8 coupons.

We find it amusing to think that when it comes to collaboration the village of Ravena is so adverse to Coeymans but when it comes to free junk food, they’re right there in the food line. No dignity! (We’re waiting for confirmation of other Names-of-Shame and we’ll publish as soon as we get confirmation.) We expect that the Coeymans town clerk is keeping a tally of coupons handed out and to whom, and that list will be public information. It’s only part of good accounting.

We do want to emphasize that these reports are unconfirmed. If anyone has information to the contrary, please let us know so we can make appropriate changes and apologize, if necessary.

In a previous article we suggested that the town of Coeymans make the humanitarian gesture of donating the 5000 coupons to local homeless shelters and food pantries, who could make the trip to redeem 50 or more coupons and make it worthwhile. But NO! Why would Coeymans do something that would reflect positively on the community. Instead, they chose to be greedy and stupid—again, still—and grab what they could (what a fiasco!) and then, maybe then, when they’ve had their fill, give the leftovers away. Now that’s real Coeymans good will!

We have also received reports that Coeymans town board member Thomas E. “Tom” Dolan was handing out coupons as fast as he could after the town meeting on April 8. Do you think he was checking residencies? Was there any accountability for how many he gave out or to whom? The coupons are, after all public property, and there must be accountability for where they’re going and who’s using them. Wouldn’t you think.  We think Dolan was campaigning with your coupons, playing Santa Claus with your property. What do you think?

We think that the town of Coeymans behaved very poorly. We also think that elected officials should have more dignity. Both are a betrayal of the public’s trust. We also continue to feel that the right thing to do is to donate the remaining coupons to regional shelters and food pantries based on the number of persons served. In a first–page top very late report on the town of Coeymans’ most recent success at making itself the clown of local municipalities by passing a resolution renaming the town to Reubenville. Coeyman’s most recently became an Arby’s whore for 5000 coupons allegedly redeemable for the new Arby’s menu item, the Reuben sandwich, more than 600 calories of non-nutrition (see our report Coeymans: Can It Get Any Worse Than This? (March 19, 2013)). Well it can get worse, as we read in Rowzee’s article, which is not news, but an encore performance of our earlier (by more than a week, 10 days, in fact) report.

Coeymans Town Board Sells Out for A Sandwich. Now that’s Cheap!

Rowzee announces that Reubenville residents can pick up coupons for their artery stopper fat ball sandwich at the “Coeymans” town hall…where’s that? Didn’t he just say the place is now Reubenville? As usual, total confusion in Coeymans compounded by misinformation in the Ravena News Herald à la Bryan Lousy…or is it Rowzee?

In the News Herald item, Lousy or Rowzee, whatever his name is reports that residents must bring proof of residency in the town of Coeymans…Reubenville or, in lieu of proof of residency, certification of complete stupidity to receive a coupon from the hands of one of the bozo clowns at Coeymans or Reubenville town hall on April 6.

But Mr Lousy Rowzee fails to ask the burning question: So we’d like to ask the town of Coeymans directly: With only 5000 Arby’s coupons to go around and more than 7,300 residents in the town of Coeymans, how is the town board going to ensure equitable and fair distribution to all residents? First–come–first–serve is hardly a solution. After all, the entire town of Coeymans was affected by the name change and the town of Coeymans board acted on behalf of the entire town of Coeymans by making the name–change proclamation. It stands to reason that the entire town of Coeymans, that is, all residents should benefit without conditions attached. Right?

As I mentioned in my previous article, perhaps supervisor Stephen Flach, being a preacher and all that, could do the loaves and fishes trick with Mr Peter Masti’s venerable assistance. After all, supervisor Flach is a graduate of the obscure Zion Bible College and should have the scriptural knowledge to get the job done. Nah! That’s not likely to work. Better find another way, Steve, Peter.

Question: Will the CEO of Arby’s be there to witness this historic event or will Reubenville town supervisor Stevey the Clown Flach or Bozo “Tommy Boom-Boom” Boehm be handing the coupons out to the salivating porkers that will degrade themselves by showing up to collect their porky prizes? Have your cameras ready…and make sure you have the wide-angle lens or setting ready. Something tells me you’re going to have to catch some double wide shots on April 6.

Dork-reporter Rowzee even gives Arby’s on Wolf Road, Colonie, three (THREE!) paragraphs full of plug for Arby’s and quotes the manager, Michael Pitt, as being “excited” to welcome Rebenville stupids next month…on Wolf Road, in the town of Colonie, 30 minutes north of the Reubenville town hall, that’s 22 miles one way (44 miles round-trip), and $3.88 in gas (one–way; based on 22 m.p.g.; round–trip cost: $7.76)  just to pick up your “free” gift  (. And that’s not counting the time, travel, and gas you’ll need to get the coupon in the first place!  Now that’s really exciting, simpletons of Reubenville!

Question: Did Reubenville town supervisor Stephen Flach or board member Thomas Boehm, Thomas Dolan, Dawn Rogers, or Peter Masti ask Arby’s manager Micheal Pitt when he was going to come to Reubenville to choose a location for an Arby’s? Or do Reubenville residents have to spend at least $7.76 + the price of the sandwich to drive to the town of Colonie every time they get a hankering for an Arby’s Reuben? That’s an example of  Steven Flach’s, Thomas Boehm’s, Thomas Dolan’s, Dawn Rogers’ and Peter Masti’s idea of cost-effectiveness in government!

Another question: Did the town board of Colonie, the town in which the Wolf Road Arby’s is located, also offer to rename Colonie, Reubenville?  Or did they have the dignity to opt out of the childishness.

Bryan “Bozo” Rowzee reports that the town board member Thomas Boehm “discovered that Arby’s was offering 5,000 coupons to the first city to issue an official proclamation,’ and that the then town of Coeymans (now Reubenville) board, “in a timely move” (how impressive! how strategic!), “issued the proclamation.”

Coeymans town Supervisor Stephen Flach said he was pleased that Coeymans, Reubenville, had won the contest, and Flach applauded Boehm’s initiative and good humor.” “Applauded?” Flach should have pressed criminal charges for misuse of public office! Abuse of public trust!Applauded” the dumbass’s “initiative and good humor?” Airheaded fool! Flach and Boehm and the rest of the Coeymans Clowns made a proclamation on February 5, 2013, that the world is right: Coeymans is the Clown Community.

That other idiot Tom Dolan called “the Reubenville Challenge a fun way to put the town on the map.” Mr Dolan has many fun ways of doing that, as we’ve seen in the past. Yes, Tommy, that sure put Coeymans on the map. Duh, yup! Yeah, Tom Dolan even promised to put an original song on Facebook celebrating the “victory.” “Victory?” Is that what we now call it when elected officials  make total asses out of their entire community? Victory takes on a whole new meaning now. Really cheap victory.

Oddly enough, shady-shadowy town board member Tom Dolan calls the “Reuben Challenge” a “fun way” to put Coeymmans on the map. Isn’t it ominous that Dolan’s band is called “Shadowland“? Is that the map where we’ll find Coeymans/Reubenville after this “victory” Mr Dolan? A bit late, Mr Dolan, the Coeymans/Reubenville town board and the Ravena village council, under mayor John T. Bruno and his band of pinheads, Bill Bailey, Martin Case, Rocco Persico, and Nancy Warner, have already made this a Shadowland. Look around, Mr Dolan, this is Shadowland.

My advice when you get the munchies: Save yourself the trip and spend your $8-10 at a local shop or diner; that’s what it would cost you to redeem an Arby’s coupon on Wolf Road, Colonie.

Coeymans/Reubenville town board and Supervisor Stephen Flach: Rather than waste residents’ time passing out silly coupons and wasting their money sending them to Wolf Road in Colonie to spend their money, why not just donate the coupons to a food pantry or to a homeless shelter! Wouldn’t that be a nobler, more charitable, more positive gesture that would get Coeymans at least some positive press despite the stupidity of its leaders?

Before I sign off to do better things today, I would be remiss if I were not to give due recognition to a community-spirited individual, Dallas Trombley, who managed to get a very articulate and honest letter to the editor published in the March 28, 2012,  Ravena News Herald. Of course, Bryan “Lousy” Rowzee got the top of page 1 with his rubbish and Mr Trombley got hidden away on page 16, just before the public notices. (For those readers who do not have access to the Ravena News Herald, I am providing a scan of the letter to the editor at: Dallas Trombly on Reubenville. Now it’s out for the world to read.)

Mr Trombley starts out appropriately with : “I hate Reubenville.” So do most people in Coeymans who are endowed with half a brain (obviously that does exclude Mr Stephen Flach, Mr Thomas Boehm, Mr Thomas Dolan, Mr Peter Masti, and Ms Dawn Rogers).

Mr Trombley writes that he designed a “Main Street Plan” to stimulate activity to make Coeymans more attractive to homeowners and businesses. His plan makes a great deal of sense and does not include the Reuben Challenge, which Mr Trombley calls the “Reubenville farce,”  and points out that the “Town has named itself after a cheap product” and sold itself out for “coupons.” Mr Trombley accurately writes that “It is hard to imagine something more degrading.” We agree, Mr Trombley. Well written!

Mr Trombley very pointedly cites the many instances where, instead of adopting healthy alternatives and attractive options, Coeymans, Ravena, New Baltimore tend to opt to become the regions dump or court jester. Mr Trombley cites the plans for cement plants (with their toxic emissions), garbage dumps. He cites the many reports in local media about unhealthy conditions, criminality, villages (Ravena) evicting community libraries.

Very accurately, Mr Trombley notes that all of the negative press and the resulting negative image has real and lasting effects on the community: drop in population (Coeymans has lost 10% of its population, according to the last census!), property values drop, people are unwilling to move to the area, businesses avoid the area. Trombley gives the examples of Athens, Bethlehem,  and Coxsackie and how they’ve experienced an economic boom in recent years.

Property values are affected by perception of the community by outsiders, when population drops so do opportunities for businesses, when businesses fail, the tax burden shifts to those who are left.

I’ll close with a quote from Mr Trombley’s letter:

“I’m saying that it is in your economic interest to avoid negative perceptions of this town. For everyone else, who for reasons not just economic, but perhaps nostalgic-or perhaps because you’d like to. have more things to do around here, or because you would like your kids. to stick around – you,too,should be angry that our elected officials do nothing to improve this community,but name the town after a sandwich.”

This sort of idiocy, childlike, retarded behavior by so-called elected public servants is a disgrace (and YES! I did use the “retarded” word because there’s no more accurate way of describing their cognitive backwardness!). They’re not even civil service tested, they can’t even say they were appointed by some moronic dumbass. No! Coeymans has to admit that the residents of the town of Coeymans actually elected those clowns. The residents of the town of Coeymans actually made a choice, exercising their right to vote for whom they thought were the best qualified clowns for the job of running the town of Coeymans! Coeymans! Is that the best you could do?

You’d think the elected dumbasses on the Coeymans town board would have at least sold themselves for something healthy,  instead of ignoring the fact that the local epidemic of obese broadasses is a public health disaster, and sending the message that we need more doublewides on the Ravena-Coeymans streets! But no, the chubby-chasers on the Coeymans town board want to put some flab on those hips and so they went for one of the least healthy fast-food gimmicks around: the fat- and sodium-laden reuben! Here’s the nutrition information (if you want to call it “nutrition”):

  • Calories: 640! (that’s w/o fries or onion rings!)
  • Sodium: 1.6 grams (68% of normal daily intake!)
  • Fat: 30 grams

It’s all over the Internet. In fact, here’s an example of some of the press the town of Coeymans is getting:

Reubenville, the Albany County town usually known as Coeymans, has been awarded 5,000 coupons for the Arby’s sandwich shop on Wolf Road in nearby Colonie.

Figuring out a way to equitably distribute them will, as Councilman Tom Boehm remarked at the February town board meeting when the temporary name change was approved, be the tough chore.

The name change was a gimmick that was part of the fast-food chain’s “Reubenville
Challenge,” which encouraged communities nationwide to adopt the name Reubenville as a way of publicizing Arby’s new Reuben sandwich. It will stay that way through the end of March.

Arby’s made the winner’s announcement Friday, noting Coeymans was the first municipality in the nation to meet the challenge.

The most interesting question is how the town of Coeymans will decide to divvy up the 5000 sandwiches among the more than 7000 Coeymans residents. Coeymans is indeed fortunate, though, to have a pastor/preacher of sorts as its supervisor, maybe pastor/town supervisor Stephen Flach or one of his black monks, Peter Masti or Phillip Crandall, religious zealots that they are, can do something like the loaves and fishes trick. Waddaya think, Coeymans? Can they pull that one off?
