Fraud, Fake Non-profits, Tax Evaders. They’re everywhere!

They think they’re pretty slick but someone’s watching.

The Non-Profit and Not-For Profit Tax Dodgers Right Under the New York State Tax and Finance Department’s and the IRS’s Noses!!! What’s the deal? Joe Average gets fines and penalties for a mistake while the real winners get non-profit or not-for-profit status and make the big bucks. But that’s because most of the sheeple simply closer their eyes to the problem, stick their heads in the sand, and keep paying…and paying…and paying! Question: Are you one of them?


Most of us are aware of the various taxing jurisdictions which use the real property tax to raise the money needed for their operations. Every county uses this form of taxation as do the cities and towns within a county. Within towns one sometimes finds villages which also levy property taxes. The biggest property tax bite for most homeowners is the school tax.

Property taxes provide the bulk of the funds required for local government and public primary and secondary education. A large variety of services including road maintenance, police protection, libraries, deed registry, justice courts, building code enforcement, etc. are all provided for by county, city, town and village taxes. The school tax pays the salaries of teachers and administrators and maintains the buildings and equipment required by the school system.

We all know the sickening stories about General Electric and Amazon, and other US corporations and the fact that they get away without paying any taxes. Well, there are plenty like them out there and here are some local examples.

We’ve already reported on a RCS Board of Education (BOE) member and former BOE president, Mr. James Latter, an employee of the Saudi Arabian-owned company, Sabic,  who got away without paying a year’s taxes on his $300,000 + new construction in Ravena. That was because the Ravena Building Department never reported the construction to the Assessor in the Town of Coeymans, who violated the property tax laws by not assessing the in-progress improvements on the property, although you can almost see the house from the town offices. That one instance involving Mr. Latter’s ostentatious new dwelling cost the Town a couple of grand in property taxes, and Latter didn’t offer to make good on it. You can bet your life on that one. [Editor’s Note: According to the NYS Real Property Tax Law, If you add a room or put in central air conditioning you would naturally expect your assessment to increase. [Note: In some states new construction cannot be assessed until it has been completed and a certificate of occupancy issued. In New York State, the assessor is required to value the property exactly as he or she finds it on taxable status date (to be defined later). Thus a partially completed garage would ordinarily receive a partial assessment.]

So, now let’s look at a local attorney and his slick operations to avoid paying his share of property taxes: George McHugh, the shyster who’s got his hands in everything from p****y to pot. Yes! He’s the same crook asking you to elect him to be Coeymans Town Supervisor so he can make things easier for his keepers, Carvery Laraway and his pot-growing Russian pal, Boris Alexei Jordan.

We’re also wondering about George McHugh’s little housing project on the Blaisdell Farm property. Did McHugh get the same tax break on that biggie that Latter got on his property? That’s a little project we’ll be sure to look into over the next couple of weeks. Did McHugh get away with not paying his property taxes on the project because the Ravena Building Department and Building Inspector never notified the Town of Coeymans Assessor of the project?

Jason Tantra, a British subject here on a visa, claims he’s operating his business, Tantra 4 Gay Men, legally in the USA, and paying taxes. Really?

It’s going on all over the place but the real scammers are the ones who manage somehow to get non-profit or not-for-profit status by some slick tricks. One of the organizations that has recently caught our attention because of their involvement with a charlatan from the UK who managed to get a visa to operate a sex-services company in the US. The organization is located in Washington County, New York, near Greenwich, about an hour’s drive from Albany. It calls itself the Easton Mountain Retreat Community and caters for anything and everything for gay men with lots of cash to spare. What caught our eye is that it claims IRS Tax Code 501(c)(3) status as a non-profit offering  — now get this –“ religion-related” and “spiritual development” programs. You’ll have the same reaction we did when we looked at their offerings and their prices: WTF!!!

To put things a bit in perspective, the town of Greenwich in Washington County, NY has a total of 61 non-profit organizations with assets totaling $19,876,829+ and total incomes of $8,395,791. Most, if not all of that multimillion dollar figure is tax exempt, while the rest of us are paying through the nose with property taxes, sales tax, and other indirect taxes that the state calls “fees,” cleverly and sneakily avoiding any word even suggesting “tax.” Same goes for all those add-on charges to your phone and cable bills. Fees but in reality taxes. Add them up and have a coronary.

No shame. They actually ask for donations!!!

Even Albany Medical Center is tax exempt!!! Think about that when you get your next bill! Read below to see what the Tax Code calls a tax-exempt organization and then go to AMC’s profile at Albany Medical Center, and note there’s nothing about real estate development or property management. So what’s the deal with AMC’s owning a huge chunk of central Albany real estate that was once privately owned and residential? Our government at work, people, and AMC’s CPAs and lawyers ensuring that the non-profit can make the CEOs and the board of directors’ payroll.

The Albany Times Union published an article in November 2018 entitled, “Capital Region hospitals earn poor grades on patient safety,” and reported that Albany Medical Center’s grade went from a “C” to a “D”. Other Capital Region Hospitals weren’t any better; in fact, most went from bad to worse! The best performers in the report remained unchanged from the year before. Now that’s pretty crappy!

There are also reports that patients were being infected by machines that should have been junked but AMC, despite warnings and recommendations, continued using the machines, causing a number of life-threatening infections in patients.

And then there’s the horrible story of the young man, Riley Kern, killed in a pick-up truck-motorcycle accident last year by a local, Travis Hagan, that went uninvestigated by the Coeymans Police Department. The young man was transported to Albany Medical Center where he was the victim of a number of ER mistakes; he died a couple of hours after they had their way with him. The documents provided by the boy’s mother after a grueling year of questions without answers read like something out of a scifi horror script!!! We’re waiting for permission to publish what we have obtained. Not only was the ER staff incompetent, Pathologist Bernard Ng apparently doesn’t know how to correctly complete a death certificate. Incompetence at every level. What’s even more shameful is that the hospital CEO refused to launch an investigation; swept the entire thing under the rug. 

But Albany Medical Center is the Albany Greed Center! On their website they actually ask for donations to support AMC. NO SHAME!

But back to Easton Mountain Retreat Center as our example of real tax scammers.

Easton Mountain Incorporated, NY Department of State Entity ID No.  2897573 (Initial DOS Filing Date: April 22, 2003) is a New York corporation (Employer Identification No. (EIN): 01-0778873) NTEE classified[1] as Religion Related, Spiritual Development N.E.C. and designated under the Nonprofit Tax Code as 501(c)(3) defined as:

“Organizations for any of the following purposes: religious, educational, charitable, scientific, literary, testing for public safety, fostering national or international amateur sports competition (as long as it doesn’t provide athletic facilities or equipment), or the prevention of cruelty to children or animals.”

Yeah. And pigs have wings, too!

But here are some of this year’s programs. Right from the start we do not see a connection with “religion related” or ”spiritual development” programs nor do we see anything that corresponds to the Non-profit Tax Code for a 501(c)(3) entity. If you do, please let us know and we’ll publish a correction:

Incredibly, Easton Mountain claims to be a non-profit organization meeting the above IRS criteria. How does a corporation catering for an affluent segment of the gay male population – Yes! we said “affluent” because Easton Mount is not cheap. Their programs run pretty pricey. For example, a program described as Gay Spirit Camp, which runs from July 29-August 4, 2019, which Easton Mountain describes as a “6-day program” but is actually a 4-day program, since :[t]he event begins with dinner at 7:00 pm on Monday, July 29., “ends with lunch at 1:00 pm on Sunday, August 4.” You have to have some pretty hefty recreational money or disposable income because the prices posted for this particular mid-range event by Easton Mountain range from $595.00 (bring your own tent) to $1,095.00 for “semi-private” accommodation.  A so-called “5-day” event August 6 – 11, 2019, with our friend Jason Tantra, runs the same  You can browse the other programs on the Easton Mountain Site (Source: https://eastonmountain.secure.retreat.guru/programs/, last accessed on July 3, 2019)

Those prices are low compared to some of the events. Now we ask you very seriously: Should Easton Mountain be considered a tax-exempt, non-profit religion related, organization for spiritual development? Maybe you should have a look at some of the other programs offered at Easton Mountain Incorporated and decide. Then maybe you should call the New York State Department of State, the New York State Department of Taxation and Finance, and the IRS, or just write to them asking how Easton Mountain has finagled the tax laws to arrive at non-profit status as a religious organization of anything under IRS 501(c)(3)!?!

Slick operators, incompetent local public employees, fake non-profit organizations all are eating at our table and getting fat, leaving us to pay the bills. Isn’t it time we split the check? Isn’t it time we demanded state and federal government agencies, including law enforcement, to start taking a closer look at how much tax avoidance and tax evasion is going on and leaving the rest of us to pay the bill? Your tax dollars are paying those public employees to sit on their fat flabby asses doing nothing while waiting to collect fat tax-free pensions!!! Isn’t it time we demanded they do their jobs?

New Baltimore Highway Department Never Disappoints

Since January, the New Baltimore Highway Department has a new appointee Superintendent, a veteran of the Highway Department, who spend almost his enitre career learning the tricks — and we do mean TRICKS  — of the trade from none other than former disgraced Highway Superintendent Denis Jordan. The faces may have changed but nothing else in the New Baltimore Highway Department.

Last snowfall we reported on the snow plowing talents or lack thereof when the Highway Department managed to plow a narrow passage through the snow, leaving more than 45 inches of roadway unplowed on a street that, thanks to the New Baltimore Highway Department, has been narrowed more than 21″ inches to start! after “paving” was done in 2017.

We have photographs of plowing done on Tuesday, February 23, 2019, which raises some interesting questions. What do you think?

The images below show how the New Baltimore Highway Department plowed on New Street in the Hamlet. The image on the left shows a bank measuring approximately 12-20 inches in height on the one side of the street, and the image on the right shows the property directly across the street with no bank at all. It just happens that the snow bank deposited in the front of the residence shown on the left belongs to a resident who has been a vocal critic of the New Baltimore Highway Department and New Baltimore Town Hall in general. Assuming that the plow operator has control over the plow blade and can adjust it to move snow in different directions, it is interesting that so much snow is piled up in front of the one residence while almost none is piled up in front of the other residence. The one resident gets the snow while the other resident, one of your typical church-going, hate-your-neighbor New Baltimore Christian types, gets none. Could this be retaliation by the New Baltimore Highway Department and New Baltimore Town Hall?

This seems to be a nasty game played by the New Baltimorons in the Highway Department because the following images show even worse pile-ups of snow on the vocal resident’s property, while the silent residents are spared the snow banks. Now this couldn’t be retaliation by the Highway Department under the new Superintendent Mr Alan Van Wormer, could it?

Of course, you may not give a damn about what happens to your neighbors, or whether there are a bunch of vindictive thugs in the New Baltimore Highway Department or New Baltimore Town Hall, so we’d like to draw you attention to something that is likely to cost taxpayers in New Baltimore a bundle. Again, this situation is due to the stupidity of the New Baltimore Highway Department and their incompetence. We have notified the New Baltimore Town Supervisor Jeff Ruso and this Town Board of these problems but they are in what Town Assessor Gordon Bennett calls “lawyer mode,” and scared shitless, so like the possums they are, they play dead.

Back in 2017 when the Town of New Baltimore hired Callanan to pave a number of streets in New Baltimore Hamlet, one of the streets paved was New Street. We reported that the paving actually raised the roadbed an average of about 20 inches and, for some idiotic reason, the Highway Department built up a berm along the East side of New Street, running in front of one residence and creating a dangerous hazard in front of the house, almost making it impossible to use the front and side entrances. The Highway Department and the Town Board are fully informed about this problem but have done nothing to fix it.

Well, we also reported back in 2017, shortly after the paving was completed, that then deputy Highway Superintendent Scott Van Wormer, the current Superintendent’s brother (!), actually commented that the high berm would cause problems when snow plowing!!! Well, he was right! Because of the berm, the Highway Department can’t properly plow the street. In fact, back in January the plowing was so bad that they couldn’t or were afraid to plow the whole street!

Well, here’s what’s happening now. The images below were taken on February 13, 2019, after the Town of New Baltimore Highway Department plowed New Street. The blade of the plow is obviously hitting the berm and cutting deep scoring into the blacktop, just as Scott Van Wormer had predicted. The plow blade is constructed to move snow, not to remove blacktop. The fact that the plow blade is cutting into the blacktop of the berm and leaving deep gouges in the blacktop means that the plow blade is being damaged.

You may not give a damn that the property owner can’t safely use his residence entrances because of the berm but you may be concerned that the plow blade, because of the idiotic paving done by the New Baltimore Highway Department, is being damaged and will cost New Baltimore taxpayers a bundle to either repair or to replace.

Do we have your attention now?

Maybe you’ll wake up and get some attention from the New Baltimore Highway Department and Supervisor Jeff Ruso or his Deputy Supervisor Nick Dellisanti? They visited the damanged residence on New Street whose foundation was collapsing because the New Baltimore Highway Department wasn’t maintaining the Town’s culverts and drainage. The building is collapsing. New Baltimore Sole Assessor Gordon Bennet admitted that the building was structurally unsafe but refused to reduce the assessment. The Highway Department was notified several times to avoid piling snow up against the building (there’s a deep ditch on the other side of the street into which snow can be pushed). Do they bother, do the take any steps to avoid causing more damage to the building? NO! Why is that? Don’t you wonder?

By the way, for the information of New Baltimore residents who have their thumbs up their butts, both the New Baltimore Superintendent of Highways, Alan Van Wormer, and the New Baltimore Town Supervisor, Jeff Ruso, ran unopposed this past November. They were not elected but still got into office. Do you wonder that there’s retaliation and abuse of public office in New Baltimore?

What’s even worse is that the Greene County District Attorney, Joseph Stanzione, the go-to guy whose job it is to go after crooked and incompetent public servants and elected officials also ran unopposed. Not only is he a member of the same political party as Ruso and Dellisanti, he had to recuse himself from the investigation of disgraced New Baltimore Highway Superintendent Denis Jordan because he, Stanzione, represented Jordan in a previous case. You really can’t make this stuff up!

New Baltimore: Pick up rocks, find snakes. Part I.

Guilty of Conflict of Interest and Abuse of Public Office?

Our message to Robert Van Etten, Shelly Van Etten, Jeff Ruso, Nick Dellisanti, Gorden Bennett, Donna Degnen.

Is his wife, sitting Town Board Member Shelly VanEtten, accessory to the criminality of her husband?

Are the New Baltimore Town Supervisor Jeff Ruso and Deputy Supervisor Nick Dellisanti and the Town Board involved as well?!?

Based on documents, records and information received under the provisions of the Freedom of Information Law, and based on the Town of New Baltimore’s refusal to provide information exonerating the suspects, we think that several resignations are in order and that the alleged criminal activity in Town Hall should be prosecuted by the Greene County District Attorney, Joseph Stanzione.

As the saying goes, if you pick up rocks, you’re liable to find snakes. Well, we’ve been picking up rocks in New Baltimore, New York, and we’ve found snakes, a lot of snakes. Here are just a few:

Several months ago we reported on some disturbing facts about the Town of New Baltimore Assessor, Gordon Bennett, and the New Baltimore Board of Assessment Review, headed by Donna Degnen (members include: Donna Degnen, Linda LeClair, Bernie Jones, Ronna Smith, Lynn Taylor). Based on our initial findings, we continued our investigations and have received confirming information in the form of documents produced by the Town of New Baltimore in response to a resident’s Freedom of Information Law demands.

Not only is the Assessor’s Office under Gordon Bennett operating under some very creative assessment procedures and is very likely guilty of abuse of office, the Board of Assessment Review, as we have already reported is incompetent and corrupt as ever. But more details on Bennett and Degnen in a follow up article devoted completely to them and their keepers, New Baltimore Town Supervisor Jeff Ruso, his deputy supervisor, former town supervisor Nick Dellisanti, and the New Baltimore Town Board. Bennett is one of their hirelings, and the Board of Assessment Review is a town committee appointed by the Supervisor and Town Board. The incompetence and corruption is gargantuan but more on that later. Right now we’d like to take a closer look at one property owner who got special treatment under the Board of Assessment Review and with Gordon Bennett’s blessing: William Brandt, owner of the Bristol Manor Senior Housing Project in the Town of New Baltimore, and who is represented by local  Ravena sheister Michael Biscone, so you know something has to be crooked about the whole business once Biscone gets involved. Well, we won’t disappoint you on that item.

The Brandt project had been languishing in the New Baltimore Planning Board for several years. It got our attention when we started investigating the New Baltimore Board of Assessment Review and found, after reviewing the documents and the taped recordings of the proceedings, that Brandt was granted a substantial reduction in his tax assessment, and that he was supposed to have submitted a number of documents, including receipts, to support his claim for a reduction. Michael Biscone clearly states that he will provide the receipts within two weeks of the Board’s hearing, those receipts were to have included receipts for work done by “VanEtten construction.”

The first problem we found was that the Board of Assessment Review made all of their determinations on the evening of the hearings. In other words, they didn’t wait for any further discussions or for any receipts to arrive from Mr Biscone; they just doled out the reductions in assessment to their friends. We’ll report on the details in that promised follow-up.

The name VanEtten raised our interest because Shelly VanEtten is a sitting member of the New Baltimore Town Board and her husband Robert VanEtten owns VanEtten Excavating out of Ravena (1314 Saw Mill Rd, Ravena, NY 12143 (518) 756-3517 / 424-8854). Robert VanEtten is also chairman of the New Baltimore Planning Board, and has been since at least 2017. Before that he was a member of the board.

[Editor’s Note: In all fairness, we have attempted to obtain information from the Town of New Baltimore in order to either eliminate any involvement of Van Etten or to confirm his alleged misconduct. The Town of New Baltimore on at least two (2) occasions has refused to provide confirmation or any information about Van Etten in response to our inquiries. In fact, both the New Baltimore Town Clerk and the Clerk of the New Baltimore Planning Board, Ms Marjorie Loux, have denied having any telephone number or other information on Mr Robert “Rob” Van Etten. We find that incredible (unbelievable) that no one in New Baltimore Town Hall has any information on a member of a Town committee, particularly an individual appointed by the Town Board to the position of chairman of the New Baltimore Planning Board. Too many secrets in New Baltimore Town Hall, don’t you think? Now, Readers, do YOU believe that the Town of New Baltimore doesn’t have as much as a telephone number for Mr Robert Van Etten or for sitting board member Shelly Van Etten? Aren’t they both getting checks from the Town of New Baltimore? The snakes are thriving in Town Hall and the lies and corruption don’t seem to end! Note that the Town did not respond by saying “We cannot disclose the requested information,” they responded that they  did not have the information. Now either that’s a lie or it’s complete incompetence, neither of which belong in Town Hall.]

The Building Permit 2017-65 issued by the New Baltimore Building Department (Allan Jourdin) to Mr Brandt was based on the information provided in the Application for Building Permit approved by Marjorie Loux on November 15, 2017. The Application names “VanEtten Construction” as the general contractor doing the work on Brandt’s building. Was this the same VanEtten construction as the VanEtten construction owned by sitting New Baltimore Planning Board and husband of sitting New Baltimore Town Board member, Shelly VanEtten? When we looked up some information, the picture got grimmer and grimier by the minute. You see, Robert VanEtten’s business is exactly what you’d expect a local general contractor to be and is described on VanEtten’s website as “Excavation Contractors, Landscape Designers & Consultants, Tree Service, Drainage Contractors, Utility Contractors, Concrete Contractors, Foundation Contractors.” Now that alone doesn’t make VanEtten’s activity criminal in any way but what we found in the Planing Board minutes does.

You see, New York State law forbids a sitting member of a Planning Board to vote on any project in which that member has an interest. So, if Robert VanEtten is a member of the New Baltimore Planning Board and has accepted work from a developer whose project was before the planning board, and the member votes on that project, then the member has committed a crime.

We demanded the Planning Board Minutes for the meeting at which the Brandt project was finally discussed and approved. Guess what we found! You guessed it!

At the 2017 Organizational Meeting of January 1, 2017, and reported in the approved minutes of that meeting on January 9, 2017, Mr Robert VanEtten was appointed by the New Baltimore Town Board (in a motion by then Supervisor Nick Dellisanti and passed by board members Dellisanti, Ruso, Briody, and Irving. S. VanEtten abstained since they were appointing her husband) to be Chair of the Planning Board. So, Robert VanEtten was a member and chairman of the New Baltimore Planning Board in 2017, and reapppoitned on the motion of Supervisor Jeff Ruso (passed by board members Ruso, Briody, Downes, and Irving; S. VanEtten again abstained). Robert VanEtten was again chairman of the New Baltimore Planning Board in 2018. Having established that fact, we then examined the Minutes of the New Baltimore Planning Board.

In the Minutes of the Town of New Baltimore Planning Board Regular Monthly Meeting of June 8, 2017 (Approved on November 9, 2017), the meeting was called to order by “Rob” VanEtten, and the meeting was opened with board members Jean Horn, Bob Court, Pat Bruno, and Lee Salisbury present. Board members Vadney and Boehlke were excused and absent.

Under the heading “Old Business” we find “William Brandt – Bristol Manor Assisted Living Facilty [sic] – Site Plan.” According to those official minutes, Mr Robert VanEtten presided as chair and voted to approve the site plan together with board members Court, Salisbury, Horn and Bruno (members Vadney and Boehlke were excused and absent).

If Mr Robert VanEtten who is a sitting member of the New Baltimore Town Planning Board is the same Mr Robert “Rob” VanEtten who owns VanEtten Construction, and if Mr Robert VanEtten as owner of the VanEtten construction company voted to approve the Brandt site plan, and if that same VanEtten construction company is the same “general contractor” named in the Application for Building Permit, and VanEtten construction did the preparation work for the Bristol Manor Senior Living Facility on Route 9W in the Town of New Baltimore, then Mr Robert VanEtten has violated New York State law and is guilty of profiting from a conflict of interest.

There are some pretty big snakes in New Baltimore Town Hall!

Given the fact that the then Supervisor, Nicholas Dellisanti, and present Supervisor Jeff Ruso, were on top of the Brandt project all along. And given the fact that Dellisanti and Ruso appointed VanEtten to be on the Planning Board and to be chairman of the Planning Board, and S. VanEtten, wife of Robert VanEtten and sitting Town Board member, was aware of all these goings on, Dellisanti (currently Ruso’s appointed “deputy supervisor”), Ruso, the entire Town Board, and especially Shelly VanEtten, as the wife of Rob VanEtten and a sitting board member, are all implicated in serious abuse of office.

Consequently, there are two options: (1) Either Robert VanEtten, Shelly VanEtten, Nick Dellisanti, and Jeff Ruso come forward and deny these allegations, and provide proof that the facts so presented and based on the documents provided by the Town of New Baltimore were incorrect and the documents misleading. This is unlikely because the Town of New Baltimore, according to New Baltimore Town Assessor Gordon Bennett, is in “lawyer mode“, meaning that they’re scared shitless and won’t say a thing because it might incriminate them. Despite our efforts to get more information the Town has been silent — in Bennett’s “lawyer mode” — and has not provided any other information, not even confirming VanEtten’s telephone number!!!

The second option, (2): Robert VanEtten must resign from the New Baltimore Planning Board and the Town of New Baltimore must notify the Greene County District Attorney, Mr Joseph Stanzione, of the facts of Mr VanEtten’s suspected criminal activity. Furthermore, VanEtten’s wife, Shelly VanEtten must resign her seat on the New Baltimore Town Board because she knew or should have known of her husband’s alleged conflicts while chairman of the New Baltimore Town Planning Board. Jeff Ruso and Nick Dellisanti, both responsible for recommending Robert VanEtten to be chairman of the New Baltimore Planning Board, were and continue to be responsible for his activities while on the Board, and, consequently should be forced to resign from public office for their abuse of office and failure to ensure the lawful operations of the Planning Board they appointed and which the New Baltimroe Town Board approved!!!

If the documents are misleading and, despite our good faith efforts to clarify the outstanding questions, and despite the Town of New Baltimore’s refusal to provide accurate information, Mr Robert VanEtten comes forward and provides proof that he has not been involved in a conflict of interest in the Brandt project, then we will take appropriate action.

The fact is that all of the circumstances and available facts point to a conflict of interest on the New Baltimore Town Planning Board and the Town of New Baltimore has done nothing to refute those facts is evidence enough to make the reasonable conclusions made in this article.

The further fact that the New Baltimore Office of the Assessor refused to produce the receipts promised by Mr Michael Biscone at the Board of Assessment Review hearings, receipts that Mr Biscone expressly and explicitly states on the record to be from “VanEtten” construction, further supports our conclusions. Had those receipts been provided as promised by Mr Michael Biscone, and if they were not provided we have to ask:  Why did the Board of Assessment Review proceed to grant a reduction in tax assessment to Brandt? If the promised receipts were provided but not produced upon demand under the provisions of the Freedom of Information Law, then there is something the Town is hiding. We think we know what.

We think that it’s time New Baltimore Town Hall started answering some very serious questions about what’s going on in New Baltimore’s inner circle of special friends. Town Hall has too many secrets being kept from voters and residents. Town Hall is doing too many favors for special people while ignoring those with real complaints and failing to play fairly and in good faith.

When you have two individuals in the Supervisor’s office who have not been put there by a democratic vote — one who ran unopposed and took office by default  (Supervisor Jeff Ruso) and the other one (Nick Dellisanti) appointed by him as his deputy — there’s something wrong with the system. When the Greene County District Attorney Joseph Stanzione — another Republican who ran unopposed — the supposedly “elected” chief law-enforcement officer for Greene County runs “unopposed” and has to recuse himself from the investigation of the New Baltimore Highway Department because of involvement with former Highway Superintendent Denis Jordan (forced to resign), there’s something wrong with the oversight in Greene County. When the brother, Alan Jordan, of suspect Denis Jordan’s former deputy, Scott Jordan, runs unopposed for the office of New Baltimore Highway Superintendent and gets into office by default, there’s something rotten in New Baltimore Town Hall. When the Office of the Assessor, the New Baltimore Building Department and the Board of Assessment Review ignore facts and hand out favors, there’s something wrong in New Baltimore. How long will New Baltimore residents and taxpayers continue to play STUPID and ignore what’s going on. But is the real question this: Are residents of New Baltimore just playing stupid or are they, in fact, really STUPID? After all, STUPID is as STUPID does.

As of this writing there are still public Town Meetings and you can ask questions — even if your elected public servants refuse to answer them — , and even if the media closes their eyes and ears to the situations that are not news but need to be covered.

The Problem with Alan Van Wormer

Actually, it’s a problem in New Baltimore with 5 years of the Dellisanti-Ruso Town Government. 5 years of dancing in the dark and producing smoke and mirrors carnival acts, but no real services to taxpayers and residents of New Baltimore. We just don’t understand that New Baltimore has to pick from the dirty leftovers of the Jordan era to find a Highway Supervisor. Why can’t the Republicans and Democrats at least work together to put someone new and qualified in the Highway Superintendent’s office. The situation of running a current employee of a corrupt and mismanaged Town Department, an individual with no qualifications or training is disgraceful, disrespectful to residents and taxpayers, unethical, and downright shameful.

Did you know that there are two VanWormers in the New Baltimore Highway Department? Yes, they’re brothers Scott and Alan VanWormer. After Denis Jordan was forced to resign, Town Supervisor Jeff Ruso, Deputy Supervisor Nick Dellisanti, and the New Baltimore Town Board appointed Scott vanWormer, Jordan’s former Deputy, to be Acting Highway Superintendent until the November elections (actually until January 2019, when the new Superintendent will take office). But here’s the dirty part: Scott VanWormer’s brother, Alan VanWormer, is running unopposed for the office of Highway Superintendent. He’s already got the job even without an election. Nothing like manipulating an election, is it? No corruption in New Baltimore. Right?

New Baltimore Voters Have No Choice!!!

The FIRST problem we have with Alan VanWormer is the fact that he is running unopposed.  He’s wearing that shit-eatin’ grin because he knows he doesn’t need your vote. He’s grinning because he knows he’s going to be “declared elected.” He’s grinning because he, VanWormer, the New Baltimore Republicans, and the New Baltimore Democrats have cheated you and are denying you your voice and your choice!

You might suggest that that circumstance is not his fault; the Democraps were free to run a candidate against him, and so were all the other political parties. But while that may be true, in the true spirit of honesty and integrity, Mr. VanWormer is aiding and abetting a situation that is benefiting him and disadvantaging the voters of New Baltimore. If Mr. VanWormer had any integrity he would refuse to run unopposed and demand that the voters be given the right to choose between him and another candidate, even if the opposition were hopeless. Voters are entitled to vote for a candidate or not to vote for a candidate but a vote implies an election and election means choice. There is no choice between candidate A and candidate A.

The legal definition of “election” is: The act of choosing or selecting one or more from a greater number of persons, things, courses, or rights. The choice of an alternative. [Slate v. Tucker, 54 Ala.210] The internal, free, and spontaneous separation of one thing from another, without compulsion, consisting in intention and will. [Dyer, 281] The selection of one man from among several candidates to discharge certain duties in a state, corporation, or society.[1] The verb elect goes even further, and means to select from one or more candidates.[2]

So where is Mr. VanWormer’s integrity? Good question but we don’t know. And if he has no integrity Why? would anyone in their right mind put him in a position of responsibility?

And Where? Is the election part of all this? Voters are offered Mr. VanWormer and no one else. That’s not a choice! That’s not an election! That’s North Korea!

The SECOND problem we have with Mr. VanWormer is the fact that he’s not bringing anything new to the table! He had been working almost his entire career under the thumb of corrupt ex-Superintendent of Highways Denis Jordan. Mr. VanWormer knows no different. VanWormer had to do it Jordan’s way or take the highway. Bottom line: VanWormer is merely Jordan’s Mini-me Yes! man. That means he’s just another dose of same-old-same-old.

THIRD, and this goes back to the question of honesty and integrity: while Jordan was doing his thing and raping this community in so many ways, Alan VanWormer and his brother, Scott VanWormer, who was Jordan’s Deputy Superintendent of Highways, as well as the entire bunch in the Highway Department, saw and knew what was going on but said nothing!!! Their silence has cost several residents thousands, tens of thousands of dollars in losses, heartache, and loss of trust in local government but Alan VanWormer and his brother Scott VanWormer kept their mouths shut!!! They aided and abetted everything that Denis Jordan did.

In other words, Alan van Wormer and bro’ Scott van Wormer put their personal interests ahead of the Town’s interest. That’s not the kind of person we want with the responsibility of public safety handling several millions of dollars in taxpayer money. He’s got no education, no training, and no integrity. How good can it get?

New Baltimore (Greene County, NY) Democrat and Republican Committees searching for candidates to run.

The word on the street is that once elected, VanWormer intends to retire and collect a pension after his election.

FOURTH, and AGAIN a question of integrity: Alan VanWormer allegedly is running for the office of Highway Superintendent to fill the vacancy resulting from Denis Jordan’s resignation and the rest of Jordan’s term of office. That’s one year until next November. After that, the word on the street is that VanWormer intends to retire and collect a pension. Now is that fair? He moves up to a higher-paid position only to pad his pockets for a higher pension at New Baltimore taxpayers’ expense.

Both the Supervisor and the Deputy Supervisor of the Town of New Baltimore were never democratically elected.

New Baltimore transplant “Cut-and-Paste” Joan Ross and hubby “Cryptkeeper” Bob Ross may have been right when they coined the term “New Baltimorons” when she described her local neighbors. You have to be an idiot to allow this sort of thing to happen, knowing all along what’s going on! While the world has little to thank the Joan Ross’s of the world for, the term “New Baltimoron” does seem to fit. After all, look at how incumbent New Baltimore Town Supervisor Jeff Ruso got into office: unopposed.  That is, he wasn’t elected democratically. hen he appointed his former boss, Nick Dellisanti to be his so-called deputy, Ruso’s very first official act on taking office, thus keeping the Dellisanti-Ruso mob at the controls. Dellisanti didn’t want to run again and he didn’t have to run again to get back into the Supervisor’s office! Unelected crony Jeff Ruso put him back in the Supervisor’s chair without a so-called election. Both the Supervisor and the Deputy Supervisor of the Town of New Baltimore were never democratically elected.

An unopposed candidate, an uncontested election is a totalitarian tactic, not a democratic process. It also tells us that the people putting these “unopposed” candidates in office are the one’s making the choices for us and depriving us of our protected right to be governed and served by the man or woman we choose, not the choice of the Democratic Party Committee or the Republican Party Committee. That’s how it was done in Nazi GermanyCommunist China, and is being done in North KoreaWashington D.C.,  and African and New Baltimore Third World dictatorships. Unfortunately, Yes! that’s how it’s done in the Town of New Baltimore, New York, USA, Third World U.S.A..

But in reality, it’s may not really be Alan van Wormer’s personal fault, he just doesn’t know any better; he’s a product of small town corrupt politics, and he’s a tool being used by the Republicans and the Democrats (who can’t get anyone to run anyway).

But for the real problem and its solution we have to look to the mainstream political parties locally. Why can’t they come up with a choice for voters? Why can’t New Baltimore comply with the Constitution of the United States and let the people make the choice of the people whom they must by right choose to govern them!

Best thing to do is don’t waste your vote; don’t give him or his corrupt party any numbers. Protest being denied your vote by not voting for the unopposed candidates like Alan van Wormer.

This all may sound quite hilarious to some of our readers who don’t have personal experience with this “Demonic Drain,” and other sinister creations by the Town of New Baltimore and the New Baltimore Highway Department but those of us who live here and see what those evil ghouls are capable of doing , it isn’t funny at all. You can’t make this stuff up but even so, it’s unbelievable if you were to hear it told without some proof. That’s why we are so compulsive about documenting and publishing what we have to tell.

The Town of New Baltimore and the New Baltimore Highway Department got a proper Halloween fright when we published our recent article “New Baltimore’s Halloween “Kripple-a-Kid” Program” and our warning to parents and kids in our article “WARNING: New Street In The Hamlet Still A Hazardous Area For Trick-Or-Treaters!” because on October 31, 2018, at least 3 Highway Department employees, a couple of trucks, were hard at work digging, sawing, puttering. What were they doing? Good Question.

Well, for about two years now residents have been asking, pleading that the Highway Department fix damage and botched road work on New Street in the Hamlet. The Town and the Highway Department ignored every request, even though the so-called roadwork was causing more damage and actually created a number of dangerous hazards. The Town and the Highway Department under two supervisors, Town Supervisor Nick Dellisanti and Town Supervisor Jeff Ruso, and two highway superintendents (neither of whom had any education or training) Denis Jordan and Scott VanWormer (his brother, Alan VanWormer is running for Highway Superintendent unopposed this November 6th). But after our two articles the Town and the Highway Department almost woke up.

We also reported on the fact that the Town Board of the Town of New Baltimore voted to send acting Highway Superintendent to the Cornell Highway School in Ithaca, New York, a three-day conference for highway superintendents — real ones, that is — at a cost of about $500.00 plus VanWormer’s usual salary. All expense paid trip for Scott VanWormer in May 2018, at taxpayer expense, to sit through presentations that obviously didn’t sink in. We also questioned why the Town would send an employee in a temporary slot to Ithaca in the first place, since he’d be out of a job in November! But HEY! That’s how the New Baltimore Town Board serves residents and voters.

Back to the Demon Hole: Well, after we published our articles, they were out there making a mess out of things … AGAIN! Here’s some graphic history:

a.k.a. New Baltimore Highway Department’s Idea of a Drain

A” in the illustration above shows the site of the drain in about May-June 2016, when residents demanded that the Highway Department and the Town Board visit the site to see the damage caused by the Highway Department’s failure to maintain the drainage and culvert installations. You can’t see the drain because it is buried under about three (3) inches of soil, and was that way at least since 2000. Scott VanWormer didn’t even know it was there.

B” shows the catchment that was installed under the supervision of disgraced former Highway Superintendent Denis Jordan. It was literally an 18-21″ deep hole, measuring about 30 inches across, and 30 inches long, and had a vertical grate in it with sharp edges. We called it the “Demon Drain” because it was so dangerous, diabolical, and it looked like it would just swallow you up. Actually, the Highway Department left the culvert wide open until residents demanded that they put a grate in it. Fact is, you could fit a child or a dog in the opening; that’s how wide it was. Everything is a fight in New Baltimore if you’re not a party member (this time it’s the Republicans).

Still, the drain was a real hazard after the Highway Department finally put in the grate. At night you couldn’t see it. If you didn’t know it was there during the day, you could destroy a tire and bend a rim. If you fell into it you’d be cut to pieces by the sharp grate edges. So residents asked for a traffic cone while waiting for a proper fix. Traffic cone never materialized; neither did a fix for about 2 years. They finally in a grate level with the road — well, as level as it gets in New Baltimore.

So, on October 31, 2018, more than two years after the Highway Department started to maintain the drains and culverts on New Street after at least 16 years, they finally got to giving the Demon Drain some attention.

C” in the illustration above shows what the New Baltimore Highway Department did with the Demon Drain. It’s still a bit “demonic,” don’t you think?

The Town sent VanWormer to Ithaca for three days to learn something about road and drainage maintenance. He came back just as stupid as when he left. That’s how Jeff Ruso and his “deputy” Nick Dellisanti, and their minions on the New Baltimore Town Board (Shelly VanEtten, Scott Briody, Chuck Irving, and Kelly Downes) serve the best interests of residents and taxpayers in New Baltimore: They don’t. They deserve the nickname the “Newbaltimorons.”

The illustration below shows what the Town of New Baltimore and the Town of New Baltimore Highway Department are capable of now that Mr VanWormer has been “trained.”


We should note for our readers’ historical knowledge that we demanded production of documents showing the education and training of the Highway Superintendent and Highway Department employees. The Town couldn’t produce a single document showing any training for any of the Highway Department employees or the Superintendent. Mr VanWormer’s attendance at the Cornell conference in May 2018 was the first training ever for the employees of the New Baltimore Highway Department. Even so, State Senator George Amadore was handing over hundreds of thousands of taxpayer dollars under the CHIPS program to New Baltimore, Greene County Legislator Pat Linger was passing on taxpayer dollars to be wasted in New Baltimore by a bunch of untrained apes, Greene County District Attorney Joseph Stanzione cast a blind eye on the corruption, waste and incompetence in New Baltimore Town Hall and in the New Baltimore Highway Department. Even the employees who privately would admit that something seriously wrong was going on in the Highway Department, employees like Scott VanWormer and his brother, Alan VanWormer, just followed orders with their thumbs up their fat asses and didn’t say a word; Town Board members like Jeff Ruso, Nick Dellisanti, and Shelly VanEtten did nothing.  (See our article “Open Letter to County Legislator Patrick Linger and Greene County DA Joseph Stanzione” and our earlier article, “Open Letter to Greene County District Attorney Joseph Stanzione“)

The all knew what was going on but nobody had the balls to put a stop to it! They thought they could deny any knowledge of what was going on but Smalbany wouldn’t let them deny it and get away with it. We published our exposé in our article, “Open Letter Blasts New Baltimore Supervisor, Town Board over Jordan Affair.”

Now Pat Linger wants New Baltimore voters to re-elect him to the Greene County Legislature but he can’t come up with any good reasons whey they should do that. We can come up with plenty of good reasons why NOT!  Greene County District Attorney Joe Stanzione also want’s you to waste your vote on an unopposed candidate; he’s running unopposed and doesn’t need a single vote to stay in office. Same applies to Alan VanWormer who is running for New Baltimore Highway Superintendent unopposed, after he sat back and let Denis Jordan do as he pleased. New Baltimore’s Halloween “Kripple-a-Kid” Program

HAPPY HALLOWEEN!

When trick-or-treating in the National Historic District of New Baltimore, both parents and kids have to move very carefully to prevent injury, thanks to the Town of New Baltimore and the New Baltimore Highway Department. They’re the real witches and goblins you have to watch out for, and they’re paid with taxpayer money. That’s the real evil curse.

Or so the greeting goes. Some towns and villages have library programs, others have community Halloween parties, others still have dunking for apples and cider and doughnuts.In New Baltimore the scene is much grimmer: The Town of New Baltimore and the New Baltimore Highway Department features an annual “Kripple-a-Kid” program. Here’s how it works: Each year during the Spring and Summer months, the New Baltimore Highway Department do what they call  “roadwork”, which in reality is a bunch of Neanderthals driving dump trucks and standing leaning on shovels watching the low-man-on-the-totem doing the shoveling, that is, digging holes. Part of the program is to create hazards which apparently are designed to catch adults, cause accidents, and ruin private property.

CAUTION – CUIDADO
Resident on New Street in New Baltimore Hamlet had to cordon off their front entrance to prevent injuries to trick or treaters.

But each Halloween, when the trick-or-treaters are making their rounds, some of the New Baltimore Highway Department’s real masterpieces of grim lurk on the dark streets of the National Historic District. Sharp dropoffs at turns waiting to hang up an unwary driver’s vehicle. Roadside dropoffs waiting to gobble up anyone not watching his step. High built-up humps at the entrances of some residents homes waiting to trip up anyone unaware and breaking limbs. Even deep “catchments” ready to bend a rim or break a leg. Then there’s the deep ditch filled with innocent looking weeds and grass but concealing a deep drainage ditch disguised as a flat area of vegetation. Whether you’re a grown-up or a kid,  theyve set traps for you. And when residents ask the Town of New Baltimore and the New Baltimore Highway Department to fix the damage they do, their response is: “Let them sue us!” and they hand the complaints over to their lawyers, who then tell the residents to get a lawyer!

Treats had to be set up at the end of the front entrance sidewalk to prevent injuries.

They do their mischief and when the damage is tallied up, they admit that there’s damage but they refuse to fix it or to adjust the assessment. Then they go into “lawyer mode.”

So it was under Highway Superintendent Denis Jordan and so it continues under acting Highway Superintendent Scott VanWormer and so it will be when Alan VanWormer became, Yes! “became,” because he’s become the new New Baltimore HIghway Superintended without even a single vote being cast.

This is a Public Service Announcement in the Interest of Your Safety and the Safety of Trick-or-Treaters on October 31, 2018, who will be on New Street in the Town of New Baltimore.

HARD TO BELIEVE THAT AN ENTIRE YEAR HAS PASSED SINCE OUR LAST SAFETY ALERT AND THE TOWN OF NEW BALTIMORE HIGHWAY DEPARTMENT AND THE TOWN OF NEW BALTIMORE SUPERVISOR JEFF RUSO AND THE NEW BALTIMORE TOWN BOARD HAVE DONE NOTING TO REMOVE THE HAZARDS!!!

County Legislator Pat Linger (seeking re-election on November 6th) and Greene County DA Joe Stanzione (also seeking re-election on November 6th), were also notified and kept informed of the problems but did nothing.
They don’t care.

Dangerous Conditions on New Street in the Hamlet of New Baltimore!!!

Parents, Accompanying Adults, Trick-or-Treaters along New Street in the Hamlet (National Historic District) of New Baltimore are still at serious risk of injury and accident due to the continuing dangerous situations caused by substandard roadwork and paving done over a year ago by the Town of New Baltimore and the New Baltimore Highway Department on New Street and other streets in the National Historic District of New Baltimore. Despite numerous requests and notices, the Town of New Baltimore has done NOTHING to ensure YOUR SAFETY and the SAFETY of YOUR CHILDREN.


Please be aware of the following serious hazards along New Street, which will be particularly dangerous after sundown.

At the corner of Madison Avenue East and New Street, there is a dangerous UNMARKED DROP-OFF. The Town of New Baltimore Highway Department has been asked numerous times to mark this hazard but has refused to do so. Please, when making the turn onto New Street from Madison Avenue East, MAKE THE TURN TIGHT!

On the river-side (East) just past the end of the guardrails, there is a dangerous UNMARKED DROPOFF for about 100 feet. The drop-off is about 18-24 inches and poses a real danger if someone steps off the street and falls; there is a steep slope after the street drop-off. The paving operations done in 2017 by the New Baltimore Highway Department supervised by Scott vanWormer, brother of ALAN VANWORMER, who is running unopposed (Thank you, Democrats) for Highway Superintendent, raised the old roadbed about 18-24 inches at this point, creating this hazard. The Town of New Baltimore and the New Baltimore Highway Department have been asked several times to mark the hazard or to correct the defects but they have refused. There is also the possibility of a vehicle’s wheels going over the edge and tipping over! Please be careful and watch children very carefully in this area.

This hump in the road at the top of the stairs can cause tripping and falling injuries. Please be careful and step carefully over it. Small children may be especially at risk.

At the front entrance of No. 18 New Street, there is a raised hump of blacktop above the top step. The Town of New Baltimore Highway Department placed a 7-inch high raised hump of blacktop at the top of the steps leading into the main entrance of No. 18 New Street. The hump was created when the Town paved New Street in June 2017, and residents have asked that it be cut down level with the street to avoid accidents or injury. The Town Highway Department and the Town of New Baltimore have done nothing to fix this defect and now it is dangerous to the children and adults trick or treating. Please also be aware that beyond the steps there is a 8-12 inch drop-off created by the Town’s paving operations. This can be dangerous and may cause falls and injuries if you are not careful. There is no really safe way to get to the entrances of No 18 New Street so PLEASE BE CAREFUL and watch children very carefully in this area.

Please be aware of this hole; avoid stepping into it or driving into it!

Farther down New Street, opposite the Green House at No. 11 New Street, there is a deep hole approximately 30 inches across, 30 inches long and 15 inches deep. There is also a sharp-edged vertical grate installed in the hole. This hole was created by the New Baltimore Highway Department for totally unknown reasons (all other drains in the area are horizontal). This large hole presents a serious hazard to pedestrians and to vehicles. A person can break a leg and a vehicle can lose a wheel in this hole. The sharp edges of the grate pose another serious danger. Residents have repeatedly asked that the drain be redone so that it is flat with the road or at least that it be marked so that it is clearly visible. The Town of New Baltimore and the Town of New Baltimore Highway Department have refused to mark the hole and so it continues to be a serious danger to persons and vehicles. Please be careful and watch children very carefully in this area.

When driving down New Street this ditch will suddenly appear. Your vehicle’s wheels can end up in it and your vehicle left hanging.

As you approach the end of New Street there is a deep unmarked ditch on the right side of the street.  Because the ditch is invisible and filled with weeds and leaves (failure of the Highway Department to maintain it), it’s particularly hazardous. This ditch will come up on you suddenly if you are driving, and if you’re not real quick, your right wheels will be in the ditch and your vehicle hung up. On Halloween night after sundown, this ditch will be very difficult identify unless you know beforehand that it’s there. Again, the Town of New Baltimore and the Town of New Baltimore Highway Department created this hazard when paving the street in August 2016 and in June 2017. They have been asked a number of times to fix this defect or at least to mark it. They have ignored all requests. Please be careful and watch children very carefully in this area.

We are publishing this information at the request of residents who are seriously concerned about the safety of trick-or-treaters, parents and children, on New Street this Halloween. The Town of New Baltimore and the Town of New Baltimore Highway Department, Mr Scott VanWormer and Mr ALAN VANWORMER, have been made aware of these hazards a number of times, and have been asked to correct the defects or at least to mark them to ensure safety and to protect the public. They have refused and so now it’s necessary to provide this WARNING to motorists and pedestrians.  Please make your children and other adults aware of these serious hazards along New Street, which will be particularly dangerous after sundown, and be alert for similar hazards in other areas of the Hamlet of New Baltimore, especially in the National Historic District!

This situation has been ongoing for at least 2-3 years and the Town and the Highway Department have been notified numerous times and haven’t lifted a finger to fix the damage they have caused. Now they are asking voters to put the very people in office who created the damage in the first place. They are asking you to vote for ALAN VANWORMER as New Baltimore Highway Superintendent, the same guy who sat by and kept his mouth shut when they were creating the botched up roadwork, and now want to make him Superintendent. The think that’s a done deal because VANWORMER is running UNOPPOSED and you have no choice, no voice, no vote. VANWORMER has won by default! That’s WRONG. THAT’S DIRTY POLITICS

At about 10:45 a.m. on October 31, 2017, the following message was sent to New Baltimore Town Supervisor JEFF RUSO, New Baltimore Town Deputy Supervisor NICK DELLISANTI, Town Clerk BARBARA FINKE (for the purpose of records), and Town of New Baltimore Highway Superintendent SCOTT VANWORMER. Copies were sent also the Town Attorney Tal Rappela (Tal Rappelea Esq/RappeleaLaw) and to the attorney for the Town’s insurance company, Crystal R. Peck (Bailey, Johnson, DeLeonardis & Peck P.C., Albany, New York), Greene County Legislator for New Baltimore PATRICK LINGER (running for re-election this November), and Greene County District Attorney JOSEPH STANZIONE (running for re-election in November) to ensure that OUR ELECTED OFFICIALS and their ATTORNEYS are fully informed in the event of accident or injury.

Dear Mr RUSO, Mr DELLISANTI, Mr VANWORMER, Mr LINGER, Mr STANZIONE, Mr Rappelea, Ms Peck:

The Town of New Baltimore and the Town of New Baltimore Highway Department have consistently and regularly been notified of the existing and continuing dangerous conditions created on New Street in the Town of New Baltimore, a roadway owned by the Town of New Baltimore. The Town of New Baltimore and the Town of New Baltimore Highway Department and its  acting superintendent, Mr SCOTT VANWORMER, have ignored all notifications and have refused to respond to all requests to correct the existing defects and hazards created by the Town’s operations or at least to mark them in the interest of the public’s safety, and the safety of parents and children on New Street.
Given the above circumstances and the Town’s indifference to the safety of residents and visitors, especially in view of the additonal upcoming Halloween traffic on the streets of the Hamlet, and the lighting conditions in the concerned area, and the approaching snow season, the Smalbany Blog has been considerate enough to publish a Public Safety Warning for Halloween Trick-or-Treaters and their accompanying adults.
