Ravena Health and Fitness Center: Year One = Miserable Failure!!!

Village of Ravena Mayor, Village Council Continue to Do Voo-Doo Management: Ravena Health and Fitness Center Deep is in the RED; Cathy Deluca’s the Only One Smiling on Her Way to the Bank!!!

In late 2012, former Mayor of the Village of Ravena, John T. Bruno (defeated), his hatchet woman Nancy Biscone-Warner, and the morons on the former Village of Ravena village council, Nancy Biscone-Warner, Martin Case (defeated), Rocco Persico (defeated), William “Bill” Bailey, in a behind-closed-doors conspiracy with Cathy Deluca, wife of former disgraced Coeymans cop “Dirty-Hands Jerry” Deluca (now the CEO/Exec. Dir. of the New York State Association of Fire Chiefs), decided to purchase  used fitness equipment more than $40,000 in taxpayer dollars  from a Ravena insider, Robert “Bob” Fisk (His son is now operating the new Fisk’s Variety garbage shop on Main Street, Ravena, site of the former Teen Center. Josie Biscone-Bruno of Prudential Real Estate, made the deal with the Teen Center on behalf of Fisk. A real insider operation if there ever was one.). The public was not consulted on that purchase. Then in 2013, again behind closed doors Bruno, Warner, and Deluca got together to create the Ravena health and Fitness Center in the space previously occupied by the RCS Community Library, and after a scandalous and disgraceful dog-and-pony act, raising the library’s rent for the space more than $700 a month and under threats of eviction, the library’s new home was final finished by Don Persico (cousin of the then sitting Ravena village council member, Rocco Persico), and in May, 2013, the Ravena Health and Fitness Center had its “open house,” and the appointed insider director, Cathy Deluca, managed to open her big mouth and expose the village of Ravena to a potentially very expensive lawsuit. Later, the gang of five calling itself the Ravena village council, submit incomplete and fraudulent paperwork to get Cathy Deluca a non-competitive civil service classification to be director of the Ravena Health and Fitness Center. Cathy Deluca had no qualifications to be director and, by the way, had already mismanaged at least two previous “health clubs” to ruination and failure, including the very health club run by Bob Fisk and the source of the used fitness equipment purchased with taxpayer money but no public inputs. In the 2013-2014 Village of Ravena Budget, the Gang-of-Five approved more than $105,000 of taxpayer money to fund the Ravena Health and Fitness Center, paying Cathy Deluca more than $30,000 a year plus full benefits.

The Village of Ravena village council under mayor William “Moose” Misuraca and his running mates councilmen Joel Coye and Keith Mahler and two leftovers from Bruno’s scandalous quarter century in office, Nancy Biscone-Warner and William “Bill” Bailey, approved the 2014-2015 Village of Ravena Budget, allocating another more than $105,000 to fund the Ravena Health and Fitness Center and, in that same budget, approved a pay-raise of more than $900 for Cathy Deluca.

It now is obvious that only the faces have changed. After a really disappointing kick-off of the Centennial celebrations with an embarassing so-called parade that was preceded by an embarrassing watermain break on the parade route (Cathy Deluca chaired the Centennial Committee that organized the parade), we have been provided with documents secured by a resident under the provisions of the New York State Freedom of Information Law, that clearly show that the Ravena Health and Fitness Center MUST GO!

According to the monthly reports prepared by Cathy Deluca and submitted to the Ravena village council, the Ravena Health and Fitness Center is failing badly and hemorrhaging moneyhemorrhaging money right into Cathy Deluca’s pockets. Here are the figures (available to anyone on demand in the Ravena village clerk’s office):

(Editor’s Note:  The figures for May 2014 were not available so in the table above, to be fair, we took the average figures for the previous 11 months and used them for the month of May 2014. This was really very optimistic—and very generous—, considering the drastic decline in membership figures over the period.  Not included in the above figures is $2,040.00 for “Tabata Bootcamp” in March 2014. According to unconfirmed information, an employee of the RHFC is being paid extra to do that class. Although we have attempted to include everything possible in the figures above, the picture is bleak, very bleak.)


Back in July 2013, in our article, “Ravena & Risk – Taking: Is it really the role of municipal government?” we wrote:

“Just to break even, the fitness center would have to attract about 425 – 450 paying members; that means, Ravena and the surrounding area would have to attract at least 425 persons who would be willing to fork over between $250–300 a year to join the fitness center, which pales in comparison to other local chain centers with all the facilities like tanning, certified trainers, fitness programs, ultra – modern equipment, men’s and women’s changing rooms, showers, swimming pools, etc. The Ravena Health and FitnessCenter has none of these but membership is far more expensive than any of the major local clubs. So where are these 425 – 450 members going to come from in Ravena or Coeymans? Answer: They aren’t!”

Now we can write:

 In the First Year of Operation Deluca has Attracted less than 3% of Ravena Residents; Total income for the RHFC doesn’t even add up to Deluca’s salary for the period.

The membership numbers in the above table are a very misleading for the months of May 2013−February 2014 because Ms Deluca did not break down the membership figures into 12-month, 6-month, per-visit, etc. but lumped them all together, giving the false impression that people were actually joining. In March and April 2014, Deluca started breaking down the “membership” figures, and it looks like 1 year memberships for Marchtotaled only 97 members  with only 1 new member in March, and in April 2014 the RHFC had a total of only 103 1-year members. (The 11 new members shown in the table for May is our overly-generous manipulation of the statistics to guestimate a number for May, based on the average for the preceding 11 months. Obviousy, 11 is much to high!)  There were 16 six-month members in March and that figure remained unchanged in April 2014. There are several other “categories” of members that go into Deluca’s misleading totals but the bottom line is that in the first year of operation, memberships are dropping and so are revenues. In the entire first year of operation, the Ravena Health and Fitness center has attracted less than 3% of Ravena residents to join. The numbers don’t lie: Out of about 1930 Ravena residents in the age group eligible for membership (18-65 year olds) Deluca, despite her spending on advertising, has been able to attract only about 100 members (some of whom are not Ravena residents). In percent of eligible residents that’s only 5% or 1 out of every 20 eligible residents, who would likely use a fitness club,. That’s pretty paltry performance.

Do the math: It’s costing Ravena $1,000 a year for each of Cathy Deluca’s members who are paying only about $250 a year in membership dues and purchases at the RHFC. Does anyone see a problem here? Obviously, Mr Mayor “Moose” Misuraca doesn’t . Mr Misuraca: What if at the Ravena Halfway House tavern you had to pay $10.00 for every $2.50 your customers spend? How long would you stay in business?

But instead of spending more time trying to make her RHFC playpen work, she’s grabbing other things, like trying to be chairperson of the Ravena Centennial—and screwing that up, too!

In fact, for the entire year of operation the total deposits made by the Ravena Health and Fitness Center are less than what the village is paying Cathy Deluca to mismanage the faclility! Deluca is pulling more than $30,000 plus full benefits; the RHFC brought less than $29,000.00!!! And that doesn’t include other salaries, equipment, operating expenses. The RHFC doesn’t even pay rent or utilities and it’s still losing more than $75,000 of taxpayer money in the first year!!!

ONE GLARING QUESTION YOU ALL SHOULD BE ASKING YOURSELVES: WHY IS THE RAVENA HEALTH AND FITNESS CENTER STILL THERE???

Why is it still there Mr Misuraca, Mr Coye, Mr Mahler, Ms Warner, Mr Bailey?

    I think the new team needs a bit more time to pull this town together.
    I also think the parade was great. The group I was with as well as myself, were pleasantly surprised at all of the participation.

      It’s very uplifting to note in several of the recent comments on this article that so many readers are advocating fairness and compassion for the new team. Bravo! To be very honest, this is a first, and we feel that Mr Misuraca, Mr Coye, and Mr Mahler should be incredibly grateful to readers for their (our readers’) sense of justice and fairness, and giving the “new team” a chance. That’s what a community is all about, and we laud all of our readers who have written in to say ‘Yes! We agree but let’s give the new team some time to get their bearings.” OK. Your sense of justice and fairness is praisworthy and we support you.

      There is a proviso, though. While we agree with our readers’ consensus that there is much to be fixed and that the Misuraca team needs some time to unravel the mess that Mr Bruno and Ms Warner created over the years, we will continue to point out the problems and we will continue to expect that over a reasonable time the Misuraca team will fix the problems.

      One of the first things that is a no-brainer is to get rid of that scam of a fitness center and re-allocate the funds to something less scandalous and more complimentary of a village in the process of rehabilitation.

      Once again, we’d like to thank our readers for your many public and private comments on this issue, and your continuing interest in this blog and improving the Ravena-Coeymans community.

    I’m sure the Mayor and the new officials were totally aware of what they were getting in too. But I think you need to be fair to them. As you know, the previous mayor messed up a lot of things while in office for over two decades. It’s going to take more than a few months to fix all that.

      Say, for example, RCS hired a new football coach. Say the new football coach loses the first couple of games (e.g., the new Ravena mayor/board’s passing of a clearly defective budget, allocates another $105,000 to a failing fitness center, etc.). Do you think residents, parents, players would say: “Gee! He’s only just been hired, we need to give him more time!” Just a question at the level of thinking we think predominaes in the Ravena-Coeymans community (Not our own material, though, and we’d like to thank Mr Laszlo Polyak for that striking example.)

      Like you, Virgil, we really do keep hoping 😉

    We already had a fitness center in Ravena; it’s been around for more than 20 years! And it’s on the second floor of the Ravena Fire Deptartment! That doesn’t surprise me, though, because governments tend to duplicate services at triple the expense to the public. Here’s the kicker the Ravena fire deptartment’s operating budget is $80,000 and the fitness center’s is $105,000. do you think the men and women who put their lives on the line for us, could use some of the $105,000 of our tax dollars [now going to a failing playpen]? Is that the main reason we pay Taxes? Where can I sign up to use the Ravena Fire Department’s fitness equipment? It’s June 2014 and the new Ravena board owns all the glory or all the shame of this year’s 2014-2015 budget. It’s never too late to make changes in the budget. The math is [about] $300.00 for a year’s membership in the Ravena Health and Fitness Center [“Cathy Deluca’s playpen“]. OK, 100 memberships = $30,000 so there’s less than 100 members and most [residents in Ravena] don’t use the Ravena health and fitness center.

      Mr Polyak makes a good point: The village of Ravena “Hose Company” (fire department) does have a fitness center in its building, on the second floor, and that is funded by village taxes, too. So that brings up another question: Coeymans Fire & Rescue is a couple of blocks down the street in a beautiful newish building. Why is it Ravena does not negotiate using the Coeymans equipment and team. Why does Ravena have to duplicate effort while halving quality? A shabby fire department, two shabby fitness centers? Total: at least $200,000. Where’s the economic savvy in this picture? Yeah! The RCS central school district education and the product of it’s substandard teaching is showing in most Ravena residents; they can’t do simple math.

      Pitiful!

        As much as I don’t agree with the Ravena Health and Fitness Center I really think that we should give the new Mayor and the newly elected officials some time here. There picking up the pieces from a previous administration that didn’t know there ass from a hole in the ground. We can’t expect everything to turn around over night. As far as using Ravena Fire’s fitness equipement…I believe you would have to be a member of that company to be able to use it. Also, I’m almost positive that Coeymans Fire does not have fitness equipment in there building.

        While you are being fair–overly fair–with wanting to give the new Ravena administration time to “pick up the pieces”, I stand by my conviction that the new administration, especially mayor William “Moose” Misuraca, should have been totally aware and in all probability were totally aware of what was going on in Village hall before the elections. Even if this blog were the sole source of their information, they would have had plenty of time to study the situation, the facts, and to have a draft plan–which they should have had even before the elections–on how to clean things up. That clean-up plan should have been part of the platform that they ran on! No excuses, Virgil. Misuraca begged to be a candidate; now he has the crown, and the burden of putting action where his mouth was before the elections.

        If any of the newly elected board, including Misuraca, were not totally familiar with the situation in Village hall, they were fraudulent in running for the offices for which they were elected. In our opinion, there’s campaign time, election day, and Day 1 of being in office, when the rubber hits the road and boots on the ground. Period.

        Whether there’s fitness equipment in the Ravena Hose Company or in the Coeymans Fire/Rescue building is immaterial. The wisdom and prudence of the elected officials in Ravena-Coeymans–or the lact of wisdom and prudence–is the foundational point here. Don’t lose view of the forest because of the trees–and the town and village smoke screens, or better said, the dust barriers on Rt 144! But that’s another blog article altogether (and coming up).

    Regardless of all the “unusual” activity to set the place up, I was always one to feel that if the public really wanted a location like this, it would be supportable via a private company (YMCA? Planet Fitness? Smaller companies?). Not everything the government does is supposed to “make money”, but there’s a reasonable line that should be drawn. The fact that at least 2 other “private” fitness centers in town have failed in recent memory should be a good indicator of what path NOT to take.

      Yes, Simon, that’s true. Fact is that many Ravena residents have indeed chosen a larger chain club, Planet Fitness, in Glenmont. I see a great many Ravena faces there and have even asked a couple why they come to PF when they have a local club. They usually get a good laugh in before responding something like, ‘I pay less and get all of this (looking around the club)!’ Yes for a great deal less money you get it all at Planet Fitness and it’s clean!

      Thank you for confirming our point that two past failed fitness clubs certainly mitigate against a third, especially when the manager of the failed clubs is the manager of the municipal center. Makes no sense to put a failed manager in charge again and expect different results. Well, the results are definitely not different. The only difference is that by using taxpayer money Cathy Deluca can fail yet another club and still keep her job. That’s the real difference between private sector and government.

    It is very difficult to ever understand why government, regardless of its level, is ever involved in a clearly non governmental service.

    This and others like it are purely private business.opportunities and must be left that way else we will have building them our homes, our driveways, snow plowing them, repairing our vehicles, painting our residences, making us dinner, repairing our plumbing and, well, you get the idea.

    Get them out of our lives and back where they belong and that is trying to do the best for us with the least.

    If they cannot do that then we need to replace them and, I mean all of them and pronto!

    I think the new Mayor and the newly elected Board Members need a bit more slack so as to give their act some learning time.

      At the risk of repeating ourselves we must say that the Ravena Health and Fitness Center was, from the start, a corrupt, scandalous, wasteful insider job that should have been nipped in the bud once it was exposed. Ravena residents in their apathy and irresponsibility are paying for their silence now. It is as much a scandal now as it was in May 2013, and we cut the current Misuraca bunch no slack in demanding that once they took office they should have taken action. What was conspicuously croneyism and corruption should have gone out the door immediately. At the top of the list is the crook Cathy Deluca and her gang of gremlins.

      Instead, Misuraca and his gang hand the crooks another hundred grand and look the other way. How dare they continue the Bruno-Warner corruption by allowing an immoral, corrupt, self-righteous, opportunist like Cathy Deluca to take advantage of the Ravena community. How dare they allow her to remain in a position in which she obviously has shown herself to be incompetent! She’s already killed two fitness centers and now they hand her a third one! What’s worse is they’ve abused the civil service system by fraudulently pushing her non-competitive classification through (one Albany County Civil Service Department director disappeared because of that one!). They take care of their own and screw and abuse the rest of us.

      The Bottle-Blonde-Bimbo has the “Gimme Syndrome”: Gimme this, gimme that, I want more. She’s like a fat little street urgin with a runny, snotty nose holding an icecream while sucking on her thumb and pointing to more candy. “I want that, too!” She’s a glutton in the worst way. But even worse, she’s shameless.

      While we generally agree with what you write, Pundit, and in the past you have always made great sense with cool reasoning and inspired insights. But we have to disagree on this topic: Misuraca, Coye and Mahler wanted to wear the crowns so now let them do the job. When you enter a physician’s office or a lawyer’s office you expect them to know their stuff before you get there; you have to explain some of the details of your personal condition, sure, but that’s only to cue them in on what they should ALREADY know. Slack? No slack! You give them slack now and they’ll be demanding it later. This is cut-and-dry; it’s the egg on Ravena’s face. This RHFC disgrace and Deluca’s shameless greed has been out there for a long time and Misuraca, Mahler and Coye have had plenty of time to get a fix on the problem. They should have acted on Day 1 !
