It Seems that the Coeymans Code Enforcement Officer and Building Inspector, Laverne “Larry” Conrad, and his Croney Michael Biscone, Ravena Attorney, Might Have Some Explaining to Do to the NY State Department of Environmental Conservation and to the Federal Environmental Protection Agency. Gerald “Dirty-Hands Jerry” Deluca may also have some explaining to do, too.

Well, we’ve recently received a stack of documents on the housing development on Camille Drive in Ravena/Coeymans. It’s an area that has been “developed” by former junk collector, now town of Coeymans Building Inspector and Code Enforcement Officer, Larry “Laverne” Conrad and Michael Biscone, a shyster Ravena attorney, and a couple of others. Well, the maps and applications indicate that there was once a stream running through the property, a stream that appears to have been part of protected waterways, but as we put together the pieces and look at the documents, it simply disappeared. But it’s still shown on the official maps, which indicates that the offical agencies responsible for mapping waterways are not aware that the stream has disappeared. Is that right Mr Conrad? Mr Biscone? Mr Deluca?

Normally any developer has to get the New York State Department of Environmental Conservation to give the OK to mess with natural waterways, especially ones that are associated with protected wetlands but this one seems to have slipped under the radar and Conrad and Biscone apparently never applied for the necessary permits. Repeat: NO PERMITS!

And all the while Laverne “Larry” Conrad and Gerald “Dirty-Hands Jerry” Deluca are playing footsies with the DEC and harassing local businesses and calling in the Department of Environmental Conservation to assist in the harassment while they’re doing what they please! The flagrant hypocrisy is sickening!

Not only did the stream disappear, it look like a cluster of appartment buildings have been built on top of it! Ravena and Coeymans have an ongoing spat with the New York State Department of Environmental Conservation [DEC] and Gerald “Dirty-Hands Jerry” Deluca publishes in his résumé online that he has connections with the DEC but in view of the many citations the DEC has issued against Ravena and Coeymens Deluca doesn’t seem to have much pull there. The only pull Deluca has is misuse of his position at the Coeymans Police Department and his cooperation in the scandalous misuse of public office by town of Coeymans officials and village of Ravena officials, aided by evil shyster Michael Biscone.

The information we have received is extensive and apparently comes right from the town of Coeymans own records. Our next steps, however, will be to make some noise with the Department of Environmental Conservation, get some names, get some documents, ask some questions. Then we’d like to see some fines imposed, just like what happens to local businesses when they get on the wrong side of Laverne “Larry” Conrad or Gerald “Dirty-Hands Jerry” Deluca. We’d like to hear from businesses who may have had run-ins with Conrad or Deluca and find out the outcomes…what it cost you to stay in business…Get our gist?

We’d love to hear from Laverne “Larry” Conrad with an explanation. We’d love to see the permits. Maybe Gerald “Dirty-Hands Jerry” Deluca can chime in with some bullshit explanation or promise how all this came about? After all, Dirty-Hands Jerry has all the right connections…OOPS! Sorry, MidHudson!

    Junk King Operates their business legally on commercially zoned property. The creek was long gone prior to the property purchase by the present owner. The creek on your map did not encroach the Junk King property, nor does the present diverted culvert pipe.

      Thank you for the clarificaton. Our point, however, remains that the Conrad-Biscone manipulations and the DEC’s characteristic discriminatory enforcement practices are glaring in what was done at that site. Perhaps Junk King should be more prudent when selecting properties and business contacts. Dirty by association.

I didn’t realize anyone who operates or owns a business in Coeymans must associate/deal with these gentlemen you describe before leasing or purchasing property. I didn’t see them at the closing. Perhaps you should let the lending institutions know this too. Are they dirty by association?

        There are lending associations/banks in Ravena-Coeymans who have some questionable contacts, dealings, and officers. If you read this blog regularly you would know the names of the institutions, the organizations, and the members of the incest club who are officers a those institutions. If you think the stink of corruption has not entered the cubicles of local banks, think again. So, to respond directly to your question, “Are they dirty by association?” YES!

    Disappearing streams

    Does this mean that these people can be held liable for and accountable for backup flooding for damage to other people’s property?

    Town Supervisor George Mc Hugh lawyer mayor Bruno friend also had part of the stream covered up around 2000 right across from the Coeymans fire department, where’s the EPA and dec report part of that land was annexed into the village of Ravena too making flood waters back up too and into basement using miss using taxpayer funds for personal again by increasing the valve off his biasedell property and using his real estate company to sell lots .

    The last few years the back up flooding from these streams around the Orchard Avenue area and all the peoples’ properties have been backing up have gotten worst .

    Bernacki got their flooding fixed too all around and bernacki is Conrad cousin miss use of tax payers funds to increase property value around 1998

    Do we have the right to make claims because of (corrupt elected officials) them burying the streams in violation of the EPA and wetlands act causing the waters to divert to other peoples basements.and lands such as pasquini Business such as AES and Chinese restaurants around orchard ave and other building s then have the miss use tax payers funds to take down buildings? etc ,

    So the real question is who is liable when this happens ?.

    These are the same kind of people that will collect pension and health benefits from the people they are sticking it too…….maybe they should loose them benefits……do it to a couple of them and I bet that will straighten the rest out but as long as they keep them benefits they could care less how they break the rules, while the rest of us have to obey them……

      Thank you for your comment, Confused. Well, you are right but you know, people have to come out and shout if the situation is going to be corrected and stopped. I wonder how many people already know about the disappearing creek and how Mr Conrad seemed to have thumbed his nose to the law and just buried it. How many came out and said anything. How many “good citizens” simply sat back and judged the poor bastards Conrad and his buddies were screwing–unlawfully–while they, Conrad and his buddies, were also screwing the law. How many of those “good citizens” came forward to defend their neighbors or to complain? Not many. And that’s why we’re where we’re at now, Confused.

      Why did it take years for someone to ask for the records and for this blog to post it when most of the community knew about it and said nothing. Why? We’d be interested in knowing Wny?

    Did hear Mr. Conrad filled in a creek up on his property a while ago. But he seems to have all the answers about creeks and storm sewers included the one on my property. Which the town of Coeymans own and diened and cost me big money in damages. So Mr. Conrad you’re not an expert on everything like you claim to be. Maybe even a little dirty.

      That’s valuable information, Donna, and it corroborates the information we have received. It seems the local “officials” have a lot of answers but they’re all bullshit and self-serving. The mind boggles when you think that the town and the village have no résumé information on these “officials.” No documentation of any sort on education and training and yet they prance around giving directives, imposing penalties, etc. They’re dumb as dirt and incredibly self-important. The information they do give is so WRONG it costs taxpayers not only time and effort but they have to foot the bill for the wrong information.

      You’re so right on two counts: (1) Mr Conrad and his co-crooks are not experts on anything but how to abscond with plenty of taxpayer money and how to use insider information for their own profit and (2) they are dirty, very dirty!
