That’s the impression we get when we hear Cathy Deluca or Jerry Deluca or any of the teachers clique speaking: It’s like watching a ventriloquist’s dummy talking. We know it’s a dummy and we know someone else is doing the talking but we still watch the dummy and listen to what it has to say. Go figure!

At the April 16, RCS board of education meeting, “Dirty-Hands” Jerry Deluca waddled to the speakers podium to “Give his voice” to the discussion.  Here’s what he had to say:

Deluca: “If we cut the budget too much this year, we will pay for it next year by cutting programs or raising taxes…You cannot continue to cut this district to the bone…Just because we have some extra money doesn’t mean we have to just cut the tax rate.”

Now, I want you to note that Jerry Deluca refers to the “tax rate” in his statement.

Cathy Deluca, of course, has to get her two cents into the discussion and in a public statement writes:

Cathy DeLuca: “After watching the video of the BOE meeting it appears that some people are confusing the tax Levy with the tax Rate. Understandable, it can be quite confusing. Please understand that the tax Levy is NOT the same as the tax Rate…it appears that with a tax levy between 2% to 3% we would have a tax RATE of -5% to -8%, YES that means a Decrease in your tax bill. The key word is tax “RATE” not levy.”

Can you two Delucas get it straight for just once in your lives? It seems that the local loudmouths, Cathy and Jerry Deluca, don’t know what they’re talking about and, although they’re cohabitating, they don’t seem to communicate much.

[Editor’s Note: While the two Delucas, Cathy and Jerry, give a lot of advice about taxes etc. neither of the pair has any qualification or training to give such advice. Neither has training in accounting, finance, or law. Neither of the Delucas has been licensed or certified by any agency to qualify them to give such advice or information.]

What Cathy doesn’t mention is that her own partner, Jerry Deluca, is actually the one person, not “some people” Cathy, Your husband, Jerry Deluca, is the one who is “confusing the tax levy with the tax rate”! Bring it where it belongs, Cathy, right at home, your husband doesn’t know what he’s talking about. But that’s nothing new, is it?

house moneyHere’s another point you residents need to keep in mind regarding the so called speakers at the April 16, 2013, RCS board of education meeting:  The speakers were almost exclusively teachers and all stand to profit from a higher levy (more than 2%).  By profit, I mean receive personal and professional enrichment; I mean they personally profit from more programs and fewer cuts! (It’s highly unlikely that RCS students would notice any change at all with a lower levy!) Here’s what they had to say (not in order of speaking):

The first speaker: Sarah Engel is a teacher and the wife of sitting board member Howard “Bray” Engel (but she seems to be silent on both points). She wants a higher than 2% levy. Why? As a teacher and wife of a teacher, she stands to profit.

Maureen Perrot, identifying herself as a “faculty member,” “taxpayer,” and “parent”–in other words, someone who stands to profit from a higher levy–spoke in favor of a higher levy (more than 2%).

Elizabeth A. Varney, another public school employee (but didn’t mention this fact) and a member of the New York State Teachers Retirement System (NYSTRS), got to plug for the higher levy.

The second speaker: A lovely little 5th grader, Maddie McTigue, was apparently put up on exhibit to sell middle school programs and to put in a good word for a favorite teacher and her program. I think it’s scandalous to use a child to parrot the agenda of the adults! It’s downright abusive! That’s downright devious, putting a child up to pitch your agenda! Shame on you! Parents and teachers!

The third speaker was our local double-dipper, bully-monger, NYSUT union rep, Matthew J. “Matt the Mutt” Miller. It’s only natural that he run at the mouth in favor of a higher levy because it will benefit his constituency, the teachers, and their union, the New York State United Teachers a.k.a. NYSUT. But he had the gall to act like a Joe Average taxpayer and flaunted his own tax returns (When was he last audited, I wonder?) as “proof” of something (We’re still not sure what it was to prove. Maybe his stupidity and insincerity?). According to Miller, 2% is “imprudent” and he wants a levy between 3-3.5%. But please note, readers, anything over 2% can cause complications in the number of votes required to pass such a budget.

Did you know that NYSUT filed a law suit to prevent the tax cap? According to NYSUT president Richard “Dick” Iannuzzi:

“… whether children attend a low-wealth or a high-wealth school district, they should be able to receive a quality education and local voters should have the opportunity to decide how much money their district spends on education.”

“We believe very strongly in the principle that every student, no matter where they live or go to school, should have the opportunity to receive a quality public education,” Iannuzzi said in a statement. “In challenging the constitutionality of the tax cap, we are fighting for that principle, just as we are fighting for the democratic principles of ‘one person, one vote’ and for the right of citizens, through local control of their schools, to determine for themselves how much they want to spend on their own community’s schools.”

That’s a pile of teachers union bullshit!  Pretty words hiding an ugly message. Like powder and paint hiding someting you don’t want to see. We think this means that the teachers union, NYSUT, wants no cap and wants to go hog-wild on the property owner with taxation. What it’s saying is that if you own property, you need to foot the bill for your local social services recipien’ts’ children, even if you have no children. Now is that fair? but that’s the teachers union and Matt Miller talking about your property and your money.

According to our analysis (Yes. It’s oversimplified): Those who want a levy of more than 2% can benefit in two ways, at least:

  • If the higher levy demanded by the teachers and the Delucas is approved by the board and the voters accept the budget, the teachers and the teachers union benefit by having more taxpayer (property owner) money to spend.
  • If the higher levy is approved by the board (the deadline for the budget  is April 26, 2013) and is sent to the public for the vote and fails, the Coeymanazis will blame the present board for putting out a budget that is too high, and the district will have to go to the contingency budget. Not a pleasant thought and that could mean more negative publicity for the community and the district.

Either way, the community and the district suffer…that is, the taxpayer suffers.

That 2% you’ve been hearing so much about is only a small part of the so-called “Tax Cap Law.” In reality, it’s just one part of an eight-step formula that determines the maximum allowable tax levy the school district can pass with a simple majority. But keep in mind that the video was produced by an organization with a bias in favor of schools, teachers, and superintendents. But despite all that, some of the content is helpful.

Since the state government allocates a portion of property taxes received each year to the various public school districts and the government also provides tax relief to property taxpayers in the form of a credit (STAR), the relief is in the form of the school levies credit. Tax rules govern the annual levy and relief.

And, as the law now stands, you may own property in the district, such as if you are a business, but don’t reside in the district and you will not be able to vote on the budget! Now that’s fair, isn’t it? This is based on the government reasons on the founding principle that all children should be educated at the public’s expense (this actually is a Protestant, Calvinist, principle that entered the government’s principles). Since the state and local governments have the legal responsibility and mandate of managing public education, it levies taxes for this purpose.

Tax Cap: In 2011 the New York state legislature passed, Governor Andrew M. Cuomo signed into law the historic property tax cap. The law requires the local governments and school districts to raise taxes no more than 2 percent or the rate of inflation, whichever is less. As important is that the tax cap is not a dictate from Albany.  Communities may raise or lower property taxes according to the needs of the community. If the taxpayers want to pay more taxes they can, and they can override the cap with a 60 percent vote for schools and by a 60 percent vote of the governing body for local governments.

Tax Rate: The rate at which your local government determines your property will be taxed. For example: You own a home assessed at $100,000. Your tax rate is $30.00/1000. Your tax bill will be $3,000.

Property owners often confuse property taxes and assessments. For instance, some taxpayers attempt to “grieve” their taxes. You can grieve your assessment, but not your taxes.

Tax levy – is the term used to describe the amount the school board, town board, etc. needs to recoup to meet their budget requirments. If the budget goes up (more staff, more services, more programs, more spending) the levy is likely to go up. If staff, services, programs, spending are cut, the levy is likely to decrease to zero or even become negative. (The terms “tax levy” and “to levy taxes” are only distantly related; they are not really the same.)

Taxes are determined by school boards, town boards, city councils, county legislatures, village boards and special districts.  These jurisdictions are responsible for taxes, not assessments.

  • Your assessment could increase, and your tax bill decrease.
  • Your assessment could increase, and your tax bill remains the same.
  • Your assessment could decrease, and your tax bill increase.

So, you see, dear readers, it’s confusing only if certain people want to make it confusing. I guess they figure if your head’s spinning and your ears are ringing you’ll do anything just to make it go away. Even vote they way they want you to vote. We’re here to make certain you vote as an informed voter and not as a ventriloquist’s dummy.

In a Times Union article following the Office of the NYS Comptroller’s audit of the village of Ravena, ” Audit slams Ravena board. Village officials fail to monitor finances, comptroller warns,” we read:

The Village Board has little control over finances…The audit revealed scant oversight by the board and said the village treasurer has almost exclusive control over finances…It found that the board is not aware of purchases, does not monitor the actual cost of operations versus the budgeted cost, does not approve budget transfers, did not audit the treasurer’s records or the justice court and filed annual financial reports late…
None of the transfers were approved by the board, the audit said… The audit called the village’s purchasing policy outdated, said the policy is not being followed and the board is not monitoring purchases… Two out of three department heads said they were unaware the village had a purchasing policy, and in reviewing claims, a substantial portion of them did not have proper documentation attached…”The mayor stated that the board was not aware that audits of the treasurer’s and the justice court’s records were required to be completed,” the audit said.

More than thirty years on the village payroll and Mayor John T. Bruno still hasn’t got a clue. ‘What, records? Us, keep records? Nah! I don’t know nothin’! Get outta here!”

And Nancy Biscone-Warner, wife of village justice Harold “Hal” Warner, has been treasurer for more than 20 years, and has been re-elected to the position by dumbass voters (probably the Brunos, Biscones, Persicos, Albanos, and a handful of Coeymanazis were enough to vote her in). Now she’s haunting the corridors of village hall 25/7. Why are the village Ravena, NY, reading reports of such incompetence and voting these clowns back into office?!? We don’t get it!!! Shouldn’t these walking-dead from the past be exorcised or something?

This blog has reported extensively on the village of Ravena’s backroom deals to evict the Ravena-Coeymans-Selkirk Community Library and create the Ravena Health and Fitness Center. The planning for the Ravena Health and Fitness Center was business as usual in the village of Ravena: it was done secretly. No public hearings, no public comment. Then the village of Ravena went ahead and purchased about $40,000 in used health club equipment from another insider. The $40 grand came out of the public treasury. Again no public hearings or inputs.

We published our prediction that the Ravena-Coeymans Incest Club, the Brunos, Biscones, Warners, Delucas would be setting up a cozy little private spa for themselves and their croneys, as well as providing a plum position for one of their own. Well, as usual our prediction is correct.
The proposed village of Ravena budget is out and here are the figures for the Ravena Health and Fitness Center, which already has its own e-mail and designer logo, again a done deal behind closed doors.

As we predicted, Cathy Deluca has been given the position of fitness center director at a cool salary of $30,000. Is that being paid out of taxpayer monies? Yes! Does it include benefits that not many of us are likely to see? Yes! Is this an insider pick? Yes!

Actually, Cathy Deluca does have some fitness center mismanagement experience. She managed a fitness center when she was still Cathy Long. Remember the fitness center on Main Street? The one that failed?

So let’s have a look at the “budget officers estimates” of what the fitness center is going to cost (the figure below is taken directly out of the proposed budget):

The Ravena Health and Fitness Center is Estimated to Cost Ravena Residents $115,500 in 2013-14. Can you afford that?

We’d like you to have a close look at item s 290 Equipment and 429 Repairs to Equipment. The village plans to spend another $30,000 on equipment for this misconceived misuse of public money. But what’s really irking us is that they’re budgeting another $20,000 for repairing equipment. They just bought about $40,000 in used equipment, and now they’re planning to spend another $20,000 repairing it. (Do the math: $60,000 in junk, scrap!) Our question is obvious: Who got the kickbacks?

There’s no business plan or anything like planning so the other $5,200 for items 435 Outside Services and 436 Unclassified are still mysteries. But let the imagination go wild on this one!

multicolor rhfcWhile I do not generally advocate taking local dollars out of the community, I must admit that nothing, nothing that the village of Ravena can do can even come close to the opportunities in Glenmont, just down the road with Planet Fitness and it’s beautiful facility, including changing rooms, tanning, instructors, events, sanitation, etc. And all at a ridiculously reasonable price and a variety of plans. But then, the Ravena Health and Fitness Center with all of its misleading hype, is not for you or me, it’s for the Ravena-Coeymans in-crowd.

Once the Coeymanazi bunch makes the Ravena Health and Fitness Center its watering hole, do you think the rest of us will be welcome? Guess again!

How comfortable will you feel with Jerry Dirty-Hands Deluca behind you?

So, cruising down Main Street in Ravena we can take in the Bruno legacy as we approach a centennial: empty storefronts and empty residential buildings. But Ravena has $115,500 dollars in the 2013-14 budget for a fitness center. Go figure!

Moreover, wouldn’t it have been more responsible to have budgeted that $150,000 to support say the RC Teen Center’s programs for the benefit of youth, or perhaps to invested some of it in the RCS Community Library programs, after all the Library is in the geographical territory of the village of Ravena, or maybe some billing software to keep village accounts, especially water and sewer billings, honest. Speaking of water and sewer, how can the village board of Ravena in good conscience budget $150,000 for a health and fitness center of dubious merit, while neglecting the necessary repair of a 100-year old village sewer and drainage system! It’s criminal and Mayor John T. Bruno and his lunatic band of clowns William Bailey, Rocco Persico, Martin Case, and Nancy Biscone-Warner need to do some jail time with co-conspirators Cathy Long-Deluca and Dirty-Hands Jerry Deluca!

We’d also like to remind our readers that the Bruno-Warner-Deluca fitness scam is also at the expense of a community institution, the RCS Community library. The library is funded by tax dollars that property owners in the town of Coeymans pay. You voted on its budget at the same time you voted for the RCS central school district budget, and the members of the RCS school board. The RCS Community Library serves residents of two counties as a result of the funding (actually the town of Coeymans (Albany County) and part of the town of New Baltimore (Greene County). In other words, the RCS Community Library is a publicly funded institution that serves the entire RCS CSD region, plus. The village of Ravena has done everything possible to make the library unwelcome, including raising its rent by an additional $600. That’s $600 of your money.

One of the reasons the RCS Community Library could not leave its location in the Ravena village building is because D. Persico, board member Rocco Persico’s cousin, didn’t have the money to finish the required renovations, and had to qualify for a loan. Normally, when a contractor renegs on a commitment, there are penalties, like Donnie, you’ve got to eat the rent hike? But that’s not how business is done in Ravena-Coeymans, especially in the Incest Club. Rather than impose penalties on the contractor-board-member-cousin who doesn’t have the money to finish the job, the village of Ravena raises the library’s rent by $600!

This situation has to be investigated and we’ll be publishing forms for residents to fill in and cover letters that can be used for submitting complaints to the Office of the State Comptroller and to the Office of the Attorney General, demanding that the operations in the village of Ravena be investigated.

A Local Resident Filed a Demand for Production and Disclosure of the Village of Ravena’s Legal Expenditures. The demand was made under the New York State Freedom of Information Act, which requires public entities–with the exception of courts–to produce and disclose all public access information within a specific period of time.

§84. Legislative declaration. The legislature hereby finds that a free society is maintained when government is responsive and responsible to the public, and when the public is aware of governmental actions. The more open a government is with its citizenry, the greater the understanding and participation of the public in government.

The people’s right to know the process of governmental decision-making and to review the documents and statistics leading to determinations is basic to our society. Access to such information should not be thwarted by shrouding it with the cloak of secrecy or confidentiality. The legislature therefore declares that government is the public’s business and that the public, individually and collectively and represented by a free press, should have access to the records of government in accordance with the provisions of this article.

Yes, every one of us has the right to demand disclosure of information from our government and public agencies. The government and its agencies work for you. Don’t let them forget that fact!

There are laws, the Freedom of Information Law, for example, that lay down the who, what, where, how, and when. And you should know about all of this. For example:

(a) Each entity subject to the provisions of this article, within five business days of the receipt of a written request for a record reasonably described, shall make such record available to the person requesting it, deny such request in writing or furnish a written acknowledgment of the receipt of such request and a statement of the approximate date, which shall be reasonable under the circumstances of the request, when such request will be granted or denied, including, where appropriate, a statement that access to the record will be determined in accordance with subdivision five of this section. An agency shall not deny a request on the basis that the request is voluminous or that locating or reviewing the requested records or providing the requested copies is burdensome because the agency lacks sufficient staffing or on any other basis if the agency may engage an outside professional service to provide copying, programming or other services required to provide the copy, the costs of which the agency may recover pursuant to paragraph (c) of subdivision one of section eighty-seven of this article.

And so far, the village of Ravena (and the RCS CSD district offices, Dr McCartney. But more on this later.) have obstinately broken the law!

It seems a local resident submitted a demand for disclosure of the village of Ravena’s legal fees, because of the observation that wherever you look there’s either a Biscone or a Teresi doing legal work for the village, the town, private individual, on their own. And given the NYS Comptroller’s observation that nobody seems to know who’s doing what or where the money’s going, it apparently seemed like a good idea to get the official word. Normally, a FOIL works…unless there’s something to hide.

Well, the resident got the runaround and then it was “we need more time because we’re mailing out sewer and water bills.” OK . Call him stupid, but the resident agreed to give them more time. And then…SILENCE. He contacted the village and the clerk tells him that the request is unreasonable, that she does not have access to the records, what she does have she’ll produce by August 2, 2013. WTF! Read the law (especially the parts quoted above)!

For all we have to say about the town of Coeymans, who apparently got the same request at the same time, the Coeymans town clerk responded in a matter of days! Why is it that Ravena needs almost 6 months from the time the FOIL was submitted to the time the village clerk expects to have the records? No way, José!  Well, maybe they don’t have any records. Maybe they don’t want to surrender the records. Maybe someone doesn’t want the records public. Maybe all of the above.

So now the village of Ravena has a choice: either get the documents to the resident or face the consequences. Now we’re on the case and we’ll see it right on through to the Office of the Comptroller and the Office of the Attorney General. And we know of quite a few other residents who’ll be more than happy to join the movement.

Well, dear readers, the law is the law for you and me, and for the village of Ravena. The village of Ravena is now breaking the law and it’s time to go public and demand that the Office of the State Comptroller and the State Attorney General do some poking around. Where are the records, Ravena?

Actually, we’ve hear that Michael Biscone is having his own problems these days. It seems he’s allegedly being sanctioned by the court for some sort of misconduct. We’re trying to lay our hands on the papers and will publish as soon as we can find out the facts. A former partner of Biscone’s, Joe  Rotello, is now in the Appellate Division, the New York State Unified Court System division that is responsible for disciplining attorneys. We just want all concerned to know that we know and that we’ll be watching for any messing around. May Biscone get what’s coming to him!

You’re going to be cleaning toilets at Shop’n Save to pay your property taxes while Gerald “Dirty-Hands Jerry” Deluca is sucking up his pension, Cathy Deluca is collecting $30 grand of Ravena residents’ tax money, Matt Miller becomes the teachers’ hero for getting them more of your money, and the New York State United Teachers union is laughing its way to the bank!

How is it that James Latter and Howard Engel can say they were “blindsided” by the budget?!? They’re on the board of education for chrissake! Well, I can understand Teddy Revelle not knowing what’s going on…he’s either on another planet, playing with his water bottle, or typing idiotically on his laptop while the world passes him by. How in hell did that character get elected to be on the board in the first place. He’s a wet dud! Latter’s just devious. But really, Jim, you don’t have to play stupid, just be yourself. That’s convincing enough!

As for Edward “Teddy” Reville, he was just downright disrespectful and impolite when he finally woke up from his torpor, his usual coma. He was even nasty to the young lady who spoke. Learn some decorum Reville! What a dork you are “Teddy”.

Let’s clarify the issue for those of our readers who did not see the meeting and may not understand completely what went on. There was a 6:2 vote. Some think that Mike Robbins and Judy Sylvester voted with the teachers against the 2% proposal and for a higher levy. THEY DID NOT! They voted against the 2% because they want it even LOWER! In fact, Vadney, Robbins, Sylvester, Lukens reason, YES! REASON, that technology, operations and maintenance and transportation can be trimmed even more. One example: the budget contains a provision for two new lawn mowers at $25,000 each. Only one is actually needed.

Who is running the board anyway? Deluca, Miller? Why do Whalen, Engel, Latter, and Reville march in lockstep with what they want? Are Whalen, Engel, Latter and Reville mindless zombies? (I can’t believe I asked that question!)

The “Dirty-Hands Jerry” Deluca and “Gimme-a-Health-Club” Cathy Deluca together with their Coeymanazi mob joined with New York State United Teachers lackey “Matt-the-Mutt” Miller, teacher and union rep at the RCS high school, to say that Dr Alan McCarthy’s efforts to keep the tax increase low was not going to be enough money!!! Deluca and Miller got up and actually said that McCartney’s budget was too low and the 2% increase was not enough. Deluca and Miller told the RCS CSD school board that they should raise the taxes even MORE!!!!

Two things are crystal clear: The first one is that Jerry Deluca is a loudmouth with very questionable motivation. Miller is a loudmouth with very clear motivation. Jerry Deluca is a crook (you don’t have to steal money to be a crook, just swindle people out of their freedom of choice). He’s a bully in a suit.

The second one is that Matthew J. “Matt-the-Mutt” Miller is just sleezy. Yes, he’s a crook, too, and pocketed plenty of your money while he was double-dipping as energy manager and still is doing his union work on your dimes. He’s a clown who thinks his union position is a power position. It’s not, really. But it does say something about Miller’s character: he plays both sides of the fence, he’s insincere, and immoral.

Of course, the teachers clique on the RCS CSD school board agreed and Alice Whalen, Howard “Bray” Engel, James Latter, and Edward Teddy Revile … that’s Reville voted McCartney’s budget down because it wasn’t raising your taxes enough to satisfy the greed of the teachers and their NYSUT union rep and the Coeymanazis.

Here we have a Democrat State Governor, who like a sneak in the night, passes an anti-gun law, violating citizens’ constitutional rights. We then have to hear the Times Useless report that the state of New York is complaining that protestors caused $60,000 in damage to state capitol lawns by walking or standing on the grass. According to the Albany Times Useless:

The Feb. 28 rally at the Capitol building in Albany, NY, will mean a $60,000 bill for the state Office of General Services, the Times Union is reporting. OGS will spend that much to repair the grass at West Capitol Park, in the shadows of the state Capitol.

The Times Union reports that it was a combination of wet, muddy conditions and the large crowd at the rally. The rally was organized to oppose New York’s newly adopted gun control law.

Of course, there’s no mention in the Albany Times Useless that the citizens were exercising at least three rights guaranteed by the Constitution of the United States: the right of peaceful assembly [and protest], freedom of speech and expression, the right to bear [and own] arms. Gee! Why would the Albany Times Useless support citizens when it can kiss Democrat ass in Albany? No, it wasn’t citizens protesting an ambitious, arrogant Democrat governor’s illegal and immoral act, it was the lawns!

Now, seriously, do you think anything, a single word would have been said if the demonstrators were black or hispanic? Now be honest. The majority of protesters were white men and women, people who own their guns legally—or should I say owned them legally—so they were the usual fair game. Need I say more?

Sore-ass Soares’, he’s got a case of sore ass after getting it kicked so often by federal and state judges, of course he has has a bad case of ego-dysfunction a.k.a. minority complex. But, of course, as a minority, he can do no wrong. So we’re going after the Oreo!

(Soares’ reaction to reports that he is in a relationship with a legal secretary in his office is that it is “not improper” and is “nobody’s business.” What do you think?) And what about that paradigm of Democrat values, Governor Andrew Cuomo and his live-in girlfriend. Even Roman Catholics are up in arms about his concubinage and his receiving sacraments from ultra-liberal Roman Catholic bishop Howard Hubbard! (Read about it at Cuomo’s Catholic Concubinage.) [Editor’s Note: It must be mentioned that Howard Hubbard’s practices and programs ares not representative of or supported by the mainstream Catholic church hierarchy, most RC bishops, and the majority of Roman Catholics. When you really come down to it, when you have no program, no delivery, no convincing message, and you got no style, you have no choice but to pander to the unwashed masses, promising bread (and delivering stones), and you can’t afford not to use the race-card. That’s the only way our Arrogant Oreo Club of Stooges manage to get elected. Look at Barack Hussein Osama…oops! Obama, P.[udenda] David Sore-ass, and Andrew “Sneak-it-in-the-Backdoor” Cuomo, who did all his race purchases while HUD secretary, and promptly blew it all away with his overenthusiasm with the gun bill!

This is the same tactics used in Nazi Germany and in Stalinist Russia: Take over the police, the courts, and then use them to harass and retaliate. Intimidate the citizen. Overrule justice and law to achieve your nefarious political agendas. Once they make sure everyone knows that the police do not serve and protect and the courts do not administer justice, then we are all slaves to the system.

Now, really, we have to ask ourselves several questions:

  • Who is so obsessed with pursuing a case with no merits, no hard evidence, no facts, and no hope of success? Everyone had a fair chance to present what they had, to put their cards on the table, and an impartial judge found that there was no case. What more is to be done, other than retaliate and harass, Mr Sore-Ass?
  • What is the motivation to pursue a case that dragged on and on for almost a year? If the D.A.’s office has such a good case, why didn’t the so-called special prosecutor move forward with it and go to full trial, like Mr Vadney has been demanding all along?
  • Why, if the case was such a slam-dunk, didn’t Soares’ so-called hot-shot special prosecutor run with it, make quick work of it? After all, if the case is worth pursuing and, despite a judge’s ruling dismissing it, still looks so good,it would surely be a no-brainer and “easy money.”
  • Why is this case so important that the Albany County District Attorney, P. David Soares, feels it’s so important to spend more public money and valuable time on it? This isn’t a brutal  murder or robbery case. This isn’t a horrible rape case. This isn’t a high profile political bribery case. In fact, it’s a case that state high court judges have called “unconstitutional.” Several New York state high court judges have refused to prosecute harassment cases because they claim they violate 1st Amendment free speech and free expression rights! So we really have to ask Mr D.A. Sore-Ass, what’s your agenda, Mister? Whose axe are you grinding? What are you getting out of it?

If P. David Sore-ass would take our good advice, he’d benefit from listening to the sentiments of RCS residents regarding the dismissal of the charges against Mr Vadney (go to the RCS Board of Education site and review the video of the April 2 meeting). Residents who took the podium congratulated Mr Vadney on the news of the dismissal and to a man/woman, expressed relief that it was finally over. To a man/woman they admitted that it was a sham and that there was no truth to the charges. Now, Sore-ass, if you can’t read the writing on the wall, let me do it for you: Vadney has community support. You don’t. They think you’re a drug adled jerk for keeping this thing alive.

But then, Albany County D.A. P. David Soares has been made to look stupid by so many judges already, maybe he’s turned into a judge-hater and is just trying desperately to make a come-back. Or maybe he’s just a despicable self-loathing troll who is more into bullying and intimidation than doing a good job. Maybe he just doesn’t have the right stuff and, like Obama, got snookered into getting elected because the Dems like to play the minority card when in a corner.

It’s a he-said-she-said case of one man allegedly calling another man names! Name-calling is what’s being prosecuted and there’s no evidence that Mr Vadney called anyone names. All witnesses will testify that the allegations against Mr Vadney are simply not true!

It’s a case where the first defendant Joseph Edward “Joe” Tracey allegedly has a history of alcohol and drug abuse and Lord knows what else, went ballistic in front of witnesses, harassed Mr Vadney on the telephone with witnesses while on speaker phone, bad-mouthed the Bethlehem Police and got himself arrested and arraigned, had an order of protection issued against him several times, violated the order of protection at least once and admits it in a sworn statement.

We then have this character Joe Tracey making a complaint against, defaming a respected member of the community, a member of the Board of Education, twice elected to be president of the Board of Education, never exhibiting any behavior like that described by Tracey in his complaint. Anyone who knows Vadney knows him to be the picture of dignity, decorum, respect in his conduct of public business as board president, a loving father and husband, in other words, the guy you want to be your neighbor, your friend (and, by the way, he is!). Mr Vadney is the man this Community elected to be their representative to decide what’s good for their children and the RCS community has done that at least three times. His board members, also elected by the RCS Community to make education decisions for their children and their schools, have elected him to be their president, TWICE!

And some nobody, Joseph Edward “Joe” Tracey, a social derelict with a lunatic daughter who was estranged from him for years pops up out of nowhere and harasses not only Mr Vadney but threatens Mr Vadney’s family so that Mr Vadney has to get an order of protection against Tracey to keep him away from Vadney’s family. What does Tracey get from the special-prosecutor assigned by Albany County D.A. Sore-ass Soares, read it in the Albany Times Useless: 6-months probation! That’s the kind of guy you want in charge of your kids’s education, right. That’s the kind of guy you want as your neighbor, right? That’s they kind of guy you want to invite over for spaghetti and meatballs before the game. Is it, really?

Or maybe Soares is so insecure that he’s ashamed that his malicious and prolonged harassment of Mr Vadney on a no merit charge was judiciously and fairly dismissed because of the lack of truth and factual basis. lee kindlonOr is it that Soares’conspiracy with his political sewer friends in Ravena-Coeymans has been foiled by the law firm of his former opponent, Lee Kindlon,  the former prosecutor in the US Marine Corps and son of prominent lawyer Terence L. Kindlon. A smart young attorney, G. Calabrese, of the Kindlon law  firm is representing Mr Vadney. Soares has no military record, much less one that comes even close to Lee Kindlon’s brilliant service (read more about Lee Kindlon here). In fact, Soares, apart from his seedy intimacy with the Coeymans police department, has a reputation for being soft on drug crimes (do you really wonder?) and made some comments at a conference in Vancouver, Canada, that angered American law enforcement, attracted criticism from Albany Mayor Jerry Jennings, and harsh comments from the Police Union, including demands for Soares’ resignation. Maybe his softie attitude on drugs and his animosity towards professional (not Coeymans p.d.) law enforcement should get Soares disbarred (see A call for David Soares to resign). He’s had some serious ethical problems and has been reprimanded a number of times. Let’s see, soft on drugs, doesn’t like law enforcement, minority votes. Is there a connection here? Do you think Soares is pandering for his minority votes?

We’ve reported extensively on all of these characters: the Deluca Duo and Matt-the-Mutt. The Deluca Duo have a long history of Coeymanazi activity. Miller has an axe to grind because the Vadney board refused to renew Miller’s plum double-dipper position as “energy manager” that netted him a cool additional $10–18K a year of taxpayer and school budget money in addition to his outrageous teacher salary and benefits. Miller is the local teacher union, New York State United Teachers a.k.a. NYSUT representative. Miller’s been knocked down to size by the board in recent months, thanks also to superintendent Dr Alan R. McCartney’s zero-tolerance of trouble-makers.

Gerald “Dirty-Hands Jerry” has a colorful history. BoBo Cop allegedly received a degree from SUNY Plattsburg in political science (Do you believe that?) but apparently has no law enforcement or criminal justice education or training that would qualify him for his position as “police investigator” on the Coeymans police department. Apparently also, he’s extremely unpopular with the department, except for his adoring relationship with police chief Gregory Darlington. So why’s he there? Ask thug-collector Gregory “DoDo Cop” Darlington.

Deluca has his fingers in a number of pies, besides Cathy’s. He says in his online résumé that he’s a consultant with ARANY, an automotive recycling organization. He says he’s a consultant with the NY state Department of Environmental Conservation, a principal in Deluca Public Affairs (no pun intended), and a director at the so-called Main Street Small Business Coalition. He also says he was a former employee with the NY state Assembly (No one we contacted at the NY state Assembly knows anything about him, though). But his alleged connections with the DEC and with ARANY (note that bottle-blond Cathy is wearing a pink ARANY sweater in the pix above) raises some questions of conspiracy and misuse of public office, given some of the harassment that has been going on recently of local businesses and residents by the DEC and local officials close to Coeymans town government, especially the town building inspector, Laverne “Larry” Conrad, and others.

So, either Deluca is falsifying his résumé and he is lying about his business contacts or he is telling the truth and is compromising his objectivity as a police employee, and possibly misusing his public position and privileges to benefit his other “business” activities. I say an investigation is in order here and call upon the State Attorney General to investigate Deluca’s “connections.”

Deluca recently made a very disturbing remark at a school board meeting when he allegedly stated that he knew how people voted. (Board of Education Meeting of 3/26/13. Deluca: “Last year there was a number of people on the board that voted for the budget here at the meeting. I am concerned that some of those who voted for it at the meeting went out and voted against it.”) Now how and where would he have access to such information. Isn’t our vote supposed to be secret? Is Deluca misusing police information resources? But how would the police get our voting information? Or is he working with someone else, too? Board president J. Vadney responded: “The board of education approves a budget to go out to the public; the personal votes of the members are personal, confidential, if not secret.” Didn’t you know that BoBo?

But maybe that’s the secret to Gerald “Dirty-Hands Jerry” Deluca’s longevity. It’s very possible that Deluca has been misusing his police privileges and access to privileged information all along to access background information and then to use it to his or his friends’ advantage. Now wouldn’t that be a nice fat official investigation. Could send old “Dirty-Hands” down the river for a couple of years. Nah! His bed-buddy Soares probably would get him off with 6-months probation. Maybe he’s got some dirt on Soares?

And then we have the local Coeymanazis and the teachers clique on the RCS Board of Education. You must have noticed that there’s a power war going on between the teachers and the teachers union, New York State United Teachers, represented locally by Matthew J. Miller a.k.a. Matt the Mutt. You can’t have forgotten already the underhanded tactics used by Miller, the Deluca pair, Dirty-Hands Jerry and his Bleach-Bimbo, Cathy Deluca, and you can’t ignore the results of the investigations and the complaints by residents centering on the voting and polling irregularities? You’d have to have advanced Alzheimer disease to have forgotten all of that already, especially with new elections just on the horizon.

So, our guess is that our Albany County D.A. friend, P. David Sore-Ass, is working hand-in-glove with the Coeymanazis and the teachers union, New York State United Teachers (NYSUT, Matt Miller’s godfathers) to attempt to oust Vadney from the BoE. Once Vadney’s gone, they will go after the other members supporting Vadney. When that’s done, your at the mercy of the union and the Coeymanazis. Next, they’ll get rid of Dr McCartney and put one of their puppets in the position. Now the teachers, the teachers union, the Coeymanazis in Ravena-Coeymans, and the Democrat Machine in Albany has control of the schools here, and the school budget. Watch RCS become a ghost town before your very eyes!

You can’t have overlooked the attempts by board members and teachers or teacher’s spouses on the RCS board of election to force other elected board members to resign. Of course, the public saw through those stupid attacks and told Alice Whalen, Howard “Bray” Engel, James Latter, Tracey Traver (former member, not relected), Josephine Tracey-O’Connor (disgraced former BoE member, daughter of Joe Tracey of misdemeanor harassment fame), and Edward “Teddy” Reville, and loudmouths Deluca, and their Coeymanazi mob to “Shut up” and get on with board business! Even Matt-the-Mutt Miller of double-dipping-bully-monger fame has had to curb his union-speak and shut up for once.

They all came out in arms and screaming when they found out Dr Alan R. McCartney was to be hired to fix the mess created by outgoing teachers union lacky Elizabeth “Betsy” Smith. Matt-the-Mutt Miller was frothing in his denunciations of both the Vadney-led board and of Dr McCartney, as were “concerned” parents. Sure, they loved being the bottom feeders of the regional schools with the highest per student cost ($21,000) in the region, maybe even the state, and some of the lowest graduation rates. How dare they consider Dr McCartney, who had Vorheesville’s grad rates up in the high 90’s. They dreaded McCartney. Why? Because he is a professional superintendent hell-bent on getting results and trimming fat. McCartney’s not one of the local teachers, like Elizabeth “Betsy” Smith, whose loyalties were clearly not with the residents and taxpayers! (Are you surprised that after having taken the superintendent’s position she stayed long enough to pad her retirement check (less than a year) and then hit the community with a surprise retirement announcement?)

And then there are the loudmouths who have some pretty shadey connections. Take local loudmouth Gerald “Jerry Dirty-Hands Deluca” who, as we mentioned above,  is on the payroll of the Coeymans police department as an “investigator.” Deluca has no police investigator credentials, was fired by the previous police chief, and re-hired by the present Coeymans police chief Gregory Darlington (who had to take the chiefs exam at least 3 times before he could pass the thing!). Darlington has also hired local Psycho-Cop Ryan Johnson (a reject from the Cairo p.d.); Johnson’s likely to be the driver of the Coeymans police vehical that races down the road in a bad case of road rage. Darlington also hired his brother-in-law Kerry Thompson to be his personal admin assistant at more than $31/hour, and who employs a number of part-timers from outside the community to police this community.

If you’ve ever driven in the town of Coeymans and seen a police vehicle coming from the opposite direction and can’t stay on its side of the road, or if you see a Coeymans police  vehicle with its wheels in the air, you’re also likely to see a blond female behind the wheel. That’s Coeymans police officer D. Crosier–drives like a drunk, crossing the centerline, migrating over to the shoulder, occasionally wrecking a Coeymans police vehicle. She’s another prize bimbo addition to Darlington’s credit.

Add to this toxic stew the unbelievable involvement of local Coeymans town attorney Gregory Teresi (Dem), son of NY state Supremse Court judge Joseph Teresi (Dem)  (formerly a village and town attorney in Ravena-Coeymans), the corrupt practices in the village of Ravena government with its incestuous relationships and intermarriages between village trustees and town and village justices, the involvement of the shyster family of Biscones and their former partners the Rotellos, who is now working with the NY state Appellate Divison, the NY state court that hears appeals and is in charge of attorney discipline. Then you have the real-estate moguls and their connections in village and town government and the abuse of public office that goes on between the town of Coeymans, the office of the building inspector, and the DEC, and you can’t but hold back the vomit.

We eased off the scoundrels in recent months because they seemed to be quieting down but they’ve been quietly hatching plots. Crooks never give up because they’re infected with the worm of greed and avarice. They’re lousy with the lice of pride. But they’re blind to their own evil and that’s where we get them.

We’ve received an interesting request from a local resident that deserves some comment. It’s not a story of corruption—or is it?—and not about Coeymanazis or psycho-cops or corrupt government. It’s about a resident keeping his dollars locally and made to regret it by a local business owner.

It explains why so many businesses are going out of business or leaving the area. It explains, at least in part, why people would rather go to Glenmont or to Delmar to shop, keep fit, or to bank.

Dear Blog Editor:

I know this is not something really important or something you’d want to put on your blog, knowing you have bigger fish to fry, but I would like to let you know, and maybe you’ll find it interesting enough to put on your blog.Today is Sunday and I went out early to do pick up a couple of items to do a nice Sunday brunch.Now, I wanted to stay local and not make a world-tour of just getting a couple of items so I took the chance and went to the Ravena Shop’n Save (even though past experiences were not the best).I picked up eggs, orange juice, bacon, bread and a package of strawberries. I wanted some other items, including green peppers, but they were really garbage, soft and wrinkled, so I passed on items like that. But I did mention it to the produce person that they really shouldn’t be sold. He agreed (but didn’t do anything about it).

So I checked out and paid my $19.46 and headed home.We start to do the breakfast/brunch and open the strawberries. Many were rotten and several were actually moldy. If any of them could be used, they’d have to be cleaned up. It looked like only about 1/2 the package could be used.I was unhappy and decided to go back to Shop’n Save to give them a piece of my mind and get my money back, plus compensation for my time, fuel, and emotions.

Well, I got there and had to wait for someone to notice me at the “Customer Service” counter. An assistant manager, pleasant enough, came over and asked if she could help. I explained the problem and she asked if I had my receipt. I said No! But pointed out the cashier and reminded her that she, herself, had bagged the purchases. I remembered the exact items and the exact amount and told her the receipt is probably in the cashier’s waste bin. The Assistant Manager called across the store to the cashier that she “Needed to go through her garbage to find a receipt.” I told her that was disgusting and she replied that she couldn’t refund my money without the receipt or a store manager’s approval (Why was she an assistant manager?).

She fetched the garbage bag, went thru the contents and found the receipt! She then fills out a form, hands the book to me and asks me to provide a list of personal contact information. I found that bizarre and very complicated but I cooperated. She then asked me if I had a penny. By this time I tell her, “I’m really working too hard for this.” But I hand her a penny and she hands me four singles, turns to another customer and starts taking care of him. I’m standing there a bit stunned and ask her, “Is that all there is. Is that it?” She responds, “That’s your refund.” I return, “But what about my time, my gas, my trouble? Don’t you people care about that?” She replies, “Do you want to speak to a manager?” I answer, “Yes!”

Several minutes later some kid approaches the counter—I don’t even take notice because I’m waiting for a “manager,” someone who maybe looks like a manager—and the Assistant Manager announces this is the manager.Without introducing himself he looks at me and asks, “What’s the problem.” So I explain the problem and his problem with selling garbage (I explained to him the several items of produce I had earlier examined and found too far gone for human consumption.). I also mentioned that I expected a bit more consideration than $3.99 and I got not even an “I’m sorry.” I asked who exactly he was, what’s his name, he responded “Kyle Smith. My family owns this store.”

I then repeated that I expected some gesture that someone was concerned about my inconvenience and my unhappiness. Mr Smith simply responded with a strange look, “You want more?” I said “Yes. I do. I expect some customer care, customer service.” Mr Smith then invited me into one of the aisles so we had privacy. I told Mr Smith I didn’t need privacy that I wanted shoppers to hear my complaint.

Mr Smith had not even looked in the bag yet but when I mentioned rotten fruit he actually asked, “Strawberries?

I asked, “How did you know that?” He responded, “They’re usually the first to go. [That’s why] They’re on sale.” So, I said, “You know you’re selling us garbage, so you put it on sale to get rid of it and get your money. We take it home and have to cut half of it off and throw it away. That means that we’re paying more than the regular price, considering what has to get thrown out. We might as well go to Hannaford in Delmar or PriceChopper in Glenmont, we’d save money by paying full price. We’d save gas by not having to make two trips. That’s robbery!”

With a dull look on his face, he responded, “You want more?” By that time I had had enough and could have kicked myself in the ass for having allowed myself to be victimized again by Shop’n Save in Ravena. Just thought I’d let you know.

Well, yes, Ravena-Coeymans is a one-horse town.

The Smith family who run the Shop’n Save know that and the treatment their customers receive shows that fact. Actually, they cater more to the social welfare crowd who don’t really care because they survive on high-calorie junk food and don’t really give a damn for fresh veggies or fruits.

I personally took a short ride to Shop’n Save myself just to see what was going on. Yes, the soft mushy green peppers, about 8 of them, were lonely and rotten in the baskets, several other items looked like they had seen better, much better days (perhaps even in another Hannaford store before the got to Shop’n Save), and the strawberries were still out and still fragrantly past their prime, and you could see the mold on the bottom of the clear plastic package. The were indeed on sale for $3.99. Cheap for garbage.

Most of the people who must shop at the Ravena Shop’n Save don’t have a choice of going to Delmar or Glenmont so they make their taxpayer-supported purchases there; why should they care, it’s not their money, it’s ours.

The problem I have with this entire scenario is that Kyle Smith and the Smith’s are actually taking taxpayer money for garbage, and profiting by that low-life scheme. It’s the whole story of the “captive audience.”

The Smith’s apparently don’t give a rat’s ass what anyone thinks about their customer service, which is nada, zero, zilch. Welfare customers don’t complain and the Ravena Shop’n Save apparently doesn’t get many more discerning customers to care about customer care.

This might seem like small potatoes to many readers but there are some very disturbing things going on here.  First of all, Ravena-Coeymans is a one-horse town. That’s all there is and no one cares, least of all the Smith family and “manager” Kyle Smith, who apparently has no management training and definitely no customer service training. They have their Oakbrook Manor clientele and in their small-town minds, that keeps them going.

Second, anyone who can will go outside of the area to do their major shopping. And one of the major expenses of any middle-class or even working class household is groceries and household items. Could run into the tens of thousands of dollars a week for even a small community like Ravena-Coeymans, and those dollars are going to Delmar, Albany, Glenmont, Colonie. Say bye-bye! Because under conditions like that, more businesses are going to fail and you’ll have more empty business property in Ravena-Coeymans.

Thirdly, running a business like the Smith family  apparently does is literally theft of taxpayer dollars. Or, even if we were to say that welfare shoppers don’t buy fruit or veggies, it’s still dishonest because they are knowingly selling sub-standard produce by deceptively marking it down, knowing that a good portion is unedible and must be thrown away. They’re selling us garbage to recoup their profits! How’s that make you feel?

Fourthly, it’s the attitude that really hurts the area. The very fact that shoppers and consumers in this Ravena-Coeymans area are treated like turds has far-reaching effects on everyone. The stupid attitude shown by Kyle Smith says it all. What he told our reader amounts to: “I don’t give a rat’s ass about your time, gas, or feelings. How dare you want more. You got your money back. Now get your sorry ass out of here.” How do you think the reader’s attitude would have changed dramatically if Smith simply said, “Gee, I’m really sorry you had this experience. Let me make it up to you. Would a $10.00 gift certificate help?” I believe Yes! It would have helped. The reader would have felt better and probably would have come back, spent his/her $10 and more. The reader would have left feeling like a valued customer instead of a door mat.

But that’s what Ravena-Coeymans is: A third-world community with third-world attitudes, and third-world services.

This explains a lot about Ravena-Coeymans: You are what you eat…or what Kyle Smith and the Ravena Shop’n Save want to sell you to eat.

The small minds of the Coeymans town board fell victim to the petty rewards of the Arby’s marketing plan to rename some idiotic community Reubenville for the month of March. The Coeymans town board offered to do just that in order to get 5000 coupons for free sandwiches. The hitch: You had to live in a community stupid and petty enough to rename itself by proclamation, Reubenville. Then, once you got your prize, you’d have to spend about $10 to get a $3 sandwich. That’s the best example of Coeymans economics we can come up with.

By the time you travel to Colonie and back—you’d have to drive to Wolf Road in Colonie to get your sandwich, about an hour traveling 45 miles round-trip—you’ve worked up an appetite again!

So, Coeymans town board member Thomas Boehm (Pronounced: Bum) handed out fewer than 100 of the 5000 sandwich cards to about 35 of the 7,300+ Coeymans residents who showed up to claim their prize. That was a surprisingly optimistic showing for Coeymans, where depression reigns supreme. Wonder why?

Our guess is that most residents with any self-respect were embarassed to show up to profit from the board’s degrading misuse of public official time. But of course, right there for the free handouts were plenty of public officials, including [unconfirmed!] village justice Harold “Hal” Warner and Ravena village board member [unconfirmed!]William “Bill” Bailey. An unconfirmed report informs us that Coeymans town justice, George Dardiani, absconded with a handful of 8 coupons, a redeemable value of about $48 in merchandise! In addition, Linda Tammy Eissing, Coeymans town court clerk, allegedly walked off with 8 coupons.

We find it amusing to think that when it comes to collaboration the village of Ravena is so adverse to Coeymans but when it comes to free junk food, they’re right there in the food line. No dignity! (We’re waiting for confirmation of other Names-of-Shame and we’ll publish as soon as we get confirmation.) We expect that the Coeymans town clerk is keeping a tally of coupons handed out and to whom, and that list will be public information. It’s only part of good accounting.

We do want to emphasize that these reports are unconfirmed. If anyone has information to the contrary, please let us know so we can make appropriate changes and apologize, if necessary.

In a previous article we suggested that the town of Coeymans make the humanitarian gesture of donating the 5000 coupons to local homeless shelters and food pantries, who could make the trip to redeem 50 or more coupons and make it worthwhile. But NO! Why would Coeymans do something that would reflect positively on the community. Instead, they chose to be greedy and stupid—again, still—and grab what they could (what a fiasco!) and then, maybe then, when they’ve had their fill, give the leftovers away. Now that’s real Coeymans good will!

We have also received reports that Coeymans town board member Thomas E. “Tom” Dolan was handing out coupons as fast as he could after the town meeting on April 8. Do you think he was checking residencies? Was there any accountability for how many he gave out or to whom? The coupons are, after all public property, and there must be accountability for where they’re going and who’s using them. Wouldn’t you think.  We think Dolan was campaigning with your coupons, playing Santa Claus with your property. What do you think?

We think that the town of Coeymans behaved very poorly. We also think that elected officials should have more dignity. Both are a betrayal of the public’s trust. We also continue to feel that the right thing to do is to donate the remaining coupons to regional shelters and food pantries based on the number of persons served.
