We’ve Just Received The Village of Ravena’s Response to our Demand for Documents and It Appears that The Village of Ravena is Pulling Another Fast-One on Residents!
Village of Ravena Retaliating Against the RCS Community Library?
We Were Very Specific in Our Demand for Copies of Public Notices, Hearings, and Minutes and Public Comments, Both For and Against the Ravena Fitness Center, and the Names of Trustees Who Voted For and Against Spending $50-100,000 on Used Fitness Equipment.The Village of Ravena Provided only the Minutes of the Village board meeting of September 18, 2012, and was unable to provide any other documents relating to our request. What does this mean? It means that the Village of Ravena was given the opportunity to save its butt and show that it acted in good faith with the public’s trust and that it did its business in an open and transparent way, safeguaring the common good. But did the elected village trustees do that? NO!In fact, the only documents that the Village of Ravena was able to provide in response to the clearly worded request for documents was, as mentioned above, the minutes of the September 18, 2012, Ravena village board meeting, and an excuse for not being able to produce any public notices, minutes of hearings, public comments, etc. The excuse reads, “Denied: Public Notice, Hearings, Votes” Why? “Record of which this agency (the Village of Ravena) is legal custodian cannot be found.” Translation: The village of Ravena would normally have those documents but they don’t exist. What this means: The village of Ravena, the trustees of the Village of Ravena, never made any Public Notices, never held any Hearings, and never opened the question of the Fitness Center or the Spending of $50-100,000 on used fitness equipment. The trustees and mayor of Ravena apparently didn’t think the public, the voters had to know anything about the secret meetings held behind closed doors.
No Public Notices, No Hearings, No Public Comment. But it gets worse!
In the meagre minutes provided, we read that Antonio Booth, VP of the RCS Community Library explains to the board that local don, Don Persico is willing to lease to the Library, that the premises won’t be ready until about December or January , that the Library would not like to move to temporary location because such a move would cost about $12,000, and asked the village board to consider allowing the Library to stay until the renovations are complete.
And what does that doddering dorkus mayor Bruno respond? Well, according to the minutes, “He did not like the way the situation was handled. He felt the village was the last to know about the move…that once the Library decided to move, the village decided to purchase equipment and open the fitness center in that space…” Sounds not only like something crooked is going on. Surprised? Also sounds like retaliation to me.
Bruno then says that he would be willing to allow the Library to stay until January but the Library would not have all its space. Trustee Nancy [Biscone-] Warner, village justice Harold “Hal” Warner’s wife, and one of the local Biscone tribe, said she did not want to wait until May but she would consider December 31, 2012. Village trusteeNancy [Biscone-]Warner was one of the original gang who met in secret with Cathy Deluca and others to clinch the deal for the fitness center (Now doesn’t that take the “trust” out of “trustee”?). Cathy Deluca was promised the position as manager of the fitness center. But isn’t it interesting that Cathy Deluca had already managed a fitness center in Ravena that FAILED? And whose used fitness equipment is it that the village of Ravena is paying $50-100,000 for? It wouldn’t be one of the clan, would it? Now Cathy Deluca’s been appointed to manage (as if she hasn’t managed the deal already!) the Bruno-Deluca-Warner conspiracy and misappropriation of public funds… Antother failed-fitness-center-to-be, Cathy? Pretty cozy.
Josephine Bruno [note the name. This is the same Josie Bruno who is a member of the Bruno tribe and was involved in the disposal of two controversial buildings on Main Street when she was with the Sturges Realty company. At least one of the buildings was sold for a song to Biscone law partners. We published an article on this blog about the affair. Josie Bruno is also cousin to Ravena Trustee Nancy Biscone-Warner, see above.] Bruno states that the Library only mentioned staying until May because, “In the beginning, the village [board] wanted the Library to stay until May because of the rent money being factored into the 2012-2013 budget.” Cozy, Cozy, Cozy! Money, money, money!
You really have to wonder where the Albany County District Attorney P. [Pudenda] David Soares is while all of this is going on…maybe behind it all?
A resident stood up to say she’d like to see the Library stay, that the Library is important, and the Library does pay rent to the village.
Another property owner, Audrey Tousaint, requested the board to allow the Library to stay and noted that, “The fitness center was never brought before the community for a vote…the community would rather have a library than a fitness center.”Of course Cathy Deluca (partner of Gerald “Dirty Hands Jerry Deluca) never misses a chance to put on an act and to grandstand and defend her misconduct. This occasion was no exception. She admits that she would be the person to run the fitness center. She also states that she “feels villainized.” Anyone wonder why? Secret meetings? Throwing the Library out? Making sure she got the position as fitness center manager? All in secret! Nothing about letting the library stay…NO! She wants a compromise…in other words, she wants something out of the deal. No, Cathy, you’re not a villain, just a shameless parasite!
But when Judith Felsten, director of the Ravena Community Library, suggested that the Library could possibly schedule its activities around the fitness center’s exercise classes, Cathy Deluca stated that she “didn’t think that was possilble…” So much for compromise à la Cathy Deluca!
In the end, mayor John Bruno, reads a letter from Michael Biscone regarding the purchase of the exercise equipment and an attached resolution. Nancy Warner is joined by Martin Case to accept the resolution.
So, that’s all there is to the public’s involvement in the Village of Ravena’s plan to make the RCS Community Library homeless, locking the public out of any information on the insider group’s plan to take care of themselves by taking over the Library space for the Deluca-Warner fitness center, spending $50,000-100,000 for used fitness equipment for the Deluca-Warner fitness center with no inputs from taxpayers or residents, and Cathy Deluca being appointed manager of the fitness center. We also learn that Cathy Deluca talks about compromise but rejects it once the Library makes a suggestion. Nancy Warner is unwilling to let the Library stay beyond December (she really wants that Deluca-Warner fitness center!). And mayor John Bruno spins the story and plays the retaliation game. Business as usual in Ravena-Coeymans! (Do the names sound familiar? Bruno, Deluca, Biscone, Warner? They should…part of the Ravena-Coeymans incest club!)
So, residents of Ravena-Coeymans, get ready to have a spectacular increase in kids and seniors on the street with nowhere to go! But you’ll have also a radical increase in svelt middle-aged past-their-prime dairy cows roaming the streets of Ravena looking for a trick or two to turn. Well, at least mayor Bruno is bringing some business back to Ravena…! Are red lights back in the budget?
